Maraetai students learn about their community Maraetai Beach School’s junior pupils learnt about people in significant roles in their community on a closeto-home field trip at the Ada Platts Mills reserve last week. In an outdoor classroom scenario just down the hill from their primary school the 107 pupils, aged from five to eight, discovered more about the work of various people in the local area. There was a visit to the adjacent Coastguard Maraetai headquarters where students were taught about the role of Coastguard crews and the sea rescues they carried out. A specialist children’s librarian also spoke to the pupils in the Maraetai library beside the reserve. She explained about how long people could borrow books for, what librarians did and the electronic media tools

time and playing under a colourful parachute in the reserve. In the afternoon, 40 Room 9 and 10 pupils from Year 3 heard about the role their community newspaper, The Pohutukawa Coast Times, plays in bringing news into every home in the local area. They learnt about different types of newspapers - how some are broadsheet dailies and

paid for by their readers, while most community papers are tabloid A3 size, delivered to every home and free to residents. The children then helped write this article. They all agreed they had enjoyed their field trip experience. “I thought the day was really fun and interesting,” said Alandra Casey (7). “I think it’s nice because we all came as

a (school) community and no-one would be afraid because they were alone,” said James Vierboom (7). The children suggested if there were a similar field trip in the future some of the other people they would like to hear from would be Police, ambulance and First Response staff, fire fighters, farmers, builders and an icecream seller.

Parents take bus concerns to MP

A meeting has been scheduled for this Friday with Hunua MP Andrew Bayly to discuss crowding on school buses. Bus safety campaigner Liz Annette of Maraetai is the latest concerned parent determined to get something done about standing room only on the school buses heading from the Pohutukawa Coast each morning. Since Liz featured in the PC Times a month ago launching a petition advocating for change to bus passenger safety laws, she has received 800 signatures supporting her campaign. “We want to know from our MP if there are any plans for the Government to do something about it,” says Liz. “I think it is a Government issue and they need to change the law in regards safety for children on buses. Are we going to wait until a serious accident happens?” Liz is working alongside Beachlands parent Carl Llewelyn who is spearheading an action group called Beachlands Bus Kids to lobby for changes through the health and safety front. “We are trying to push the issue further than its been,” explains Carl. “There’s much more traffic on our roads and a bigger child population out here now - you just have to look at how many children are

coming through our primary school sector at the moment. “At the end of the day we would like all kids to have a seat on their school bus. It is a safety issue and I think everyone can see that. “We are not a Third World country and we should be providing safety for our kids. “In other countries they are in seats on buses and belted in.” He says that if passengers in a taxi shuttle coach or minivan have to each be seated and belted in, the same should apply in buses. Carl believes it is also a workplace safety issue for the drivers of the buses who could be held accountable if passengers are injured. Meanwhile, Liz says she has been overwhelmed by the support for the school bus safety campaign. “I’ve been amazed by the number of people apart from parents who have signed the petition even though they don’t have any children on these buses. They realise it’s ridiculous how we are treating our youth – this country’s future – by letting them travel unsafely on crowded buses.” She says others who have signed include grandparents and parents of younger children, wanting the problem sorted before their own children start college. • TO PAGE 3

Sitting around the table with Auckland Council THE EDITOR SAYS BY DUNCAN PARDON duncan@pctimes.co.nz Well done Coasters! About 70 Pohutukawa Coast residents, including some from the Clevedon district, attended the Auckland Council workshop at the Te Puru Centre last week to comment on Auckland Council’s 2015-25 Long Term Plan. It’s not the most riveting subject for which to give up an evening in front of the telly, but the big turnout shows we are a community that cares about our future and that of the region. Apparently ours was one of the biggest turnouts at these meetings, which are being held across Auckland. It’s easy to be cynical about the process – and I am one of the biggest cynics around – but the reality is the council is far more likely to take notice of what 70 people have to say at a meeting than if just 7 turned up. And well done, too, Franklin Local Board. All three of our Board members were present along with chairman Andy Baker and councillor Bill Cashmore. Particularly pleasing was that there were also a couple of Board members from the southern part of Franklin. I’ve been critical in the past of the lack of interest shown in our area from Pukekohe-Waiuku Board members who didn’t seem to understand that they were elected to

represent us as well as their own areas. This year there are signs that is starting to change and southern members have been more visible in our neck of the woods. The council submission process is also much improved. Previously, if you wanted to make a submission on a council plan you would be summoned to a formal hearing. There you would enter into what was almost a court room situation where you had about 10 minutes to talk to a bunch of councillors and /or Board members facing you across a table. A number of people complained to me over the years that the process was intimidating, especially for those who are not accomplished public speakers – which is most of us. Some councillors seemed to think they were in a courtroom and cross examined those making submissions as if they were Rumpole of the Bailey trying to crack a prosecution witness. Changes in legislation have now made the process much more user-friendly as councils can now be more flexible in their approach. The workshop format was excellent. Residents got to sit around tables with a council facilitator and discuss the key points in the Auckland Long Term Plan, especially as it relates to our district. Comments were then summarised onto big sheets of paper at each table, to be passed on to the council which will then process the feedback. I skipped from table to table to listen in. There were some animated discussions and obviously not everyone

agreed with each other. But there were some common themes. Safety on our rural roads was uppermost in many minds, especially given the fatal accident on the Whitford Maraetai Rd the day before. There were the usual calls for better infrastructure, the need for a council that listens to us, better public transport, and a call for the council to stick to core activities and avoid – as one table put it – “ the fluffy stuff.” I was a little surprised at quite strong support for road tolls as an alternative to increased rates. And I was surprised at the lack of support for an increase in the Uniform Annual General Charge component of the rates. An increase would reduce our rates but would increase the rating burden on poorer parts of the city. Many at the meeting recognised this and showed an unselfish attitude in their concern for areas of the city less well off then us. There was little enthusiasm for the council’s plan to form a new development agency aimed at playing a more active role in enabling growth and development across the city. Those at the meeting were cynical of forming yet another council bureaucracy and some questioned whether the council should even be in the development business. I remain a cynic and question whether any of the concerns raised by local residents will really be addressed over the next 10 years. But it was a good meeting and perhaps a small and positive step in the right direction.

quirement for parks, pools, community facilities and the public transport, all costing and all required. Although we are making substantial year on year savings – $500 million to date – there is still much to be achieved. The Ports of Auckland issue is very interesting. All the publicity generated was started by the Unitary Plan rules for any Port expansion. These rules and the council decision is part of the Unitary Plan deliberation process. Because this process is within a legal framework our discussions had to be held in confidence. What can be made public is that the pro-

posed rules will be more restrictive than those in the currently operative Auckland Regional Council coastal management plan. It is these rules that allow for the two wharf extensions which will be piers not reclamations, will not affect tidal flows, and could be altered in the future. The port has a CV of $1.1 billion and returned $48 million to Auckland Council last year. Ships are increasing in size; the port business is now the most efficient in Australasia. The cruise ship industry is growing rapidly and Auckland is becoming a terminus for cruises to start and finish which adds value to the visitor

I would like to thank Warwick Alexander for his comments in the PC Times last week . No one likes rates in-

days spent in our city. Currently the cruise industry is worth $160 million –$30 million in provisioning alone, a majority of which is produce from Franklin. Over 3500 jobs are enabled by the port. We need a port that is functioning and profitable. We also need a harbour that retains its beauty and recreational excellence. The shipping channel limits how far the port wharves can expand, so the talk of reclamation to Devonport is ridiculous and the potential new rules will make reclamation even more restrictive than is currently the situation. Auckland Council must now work with the Ports of Auckland on a positive Stage Two Plan and include all interested parties in those talks. The City Rail Link will enable an increase in capacity by around 48% and shorter travelling times. Trains are now waiting at Brito-

mart for others to reverse out. The station is at capacity. This may not be a direct concern to eastern Wairoa residents but an improved service will benefit many in Franklin by reducing motorway congestion and improve productivity. My communications with the Franklin Local Board are very good and informative. I do wish that I could get to more of their meetings but the scheduling of the Governing Body meetings makes this very challenging. I do however attend as many resident meetings as is possible given the breadth and complexities of the Franklin Ward. About 70 Coast-Clevedon residents turned up to a public meeting at the Te Puru Centre last week to give their comments on Auckland Council’s 2015-25 Long Term Plan The meeting took the form of a workshop. Those attending were divided into tables, with a council facilitator, then given the opportunity to debate the council’s Plan, write down comments on a piece of butcher’s paper which would then be taken by the council, analysed, and reported back to the community. Councillor Bill Cashmore, Franklin Local Board members and council staff were also present to listen to the discussion and answer any questions. The council was asking for feedback on four key points in its 10 year Plan. They were: 1. Given current available funding mechanisms, what is the right balance between affordability and making progress for Auckland? 2. Are we prepared to pay more to fix Auckland’s transport problems? 3. Should Auckland Council take a more active role in urban development to radically improve the quality of urban living in Auckland? 4. How should rates be shared across ratepayers? Busy night for Beachlands police Cyclone Pam fizzer but Police were inundated with calls about disorderley behaviour in Beachlands on Saturday night. “We had multiple calls about a fight between five young males outside the Beachlands Bakery just after midnight,” says Beachlands constable Steve Webb. Officers attended and moved along the protagonists without making any arrests. They had also been alerted to youths acting

suspiciously near the Sunkist Bay reserve. Another resident reported seeing a group of youths in a vehicle driving on Wakelin Rd with two youths sitting in the boot drinking alcohol. In another incident earlier in the evening two cars were allegedly racing each other around the Pine Harbour Parade. Police say there were several functions in the area on Saturday night, which may have contrib-

uted to the disorder. A vehicle was also stolen from Omana Heights Drive he same night. “We have had a lot of complaints locally about people speeding and driving badly in recent weeks,” says constable Webb. “Police will be clamping down. If you do see someone speeding or driving badly please pull over and dial *555 immediately, then it’s more likely we can do something about

them. “If you can get the registration number that is important and a description of the driver, if they are male or female and approximate age.” Constable Webb says areas that are particularly bad are Karaka Rd, Shelly Bay Rd, First View Ave, Siberia Hill and the hill on the main road leading up to the Whitford Landfill, known locally as Keon’s Crawler Lane.

brigade has hectic week

Beachlands Volunteer Fire Brigade reported no callouts related to Cyclone Pam, but a busy week none-the-less. “After a quiet month previously we had five callouts in one week,” says Beachlands fire chief Shane Rutherford. Two were to road accidents, including a fatality which closed a section of the main Whitford-Maraetai Road for six hours last Tuesday morning. On Friday morning at 4.20am rescue services were called to a vehicle that had crashed into a power pole at the bottom of the hill below the Whitford Landfill. The occupants of the Mercedes Benz had left the scene before fire crews arrived. Police are investigating. Fire crews turned out to the site again on Sunday night when a member of the public called it in as a new incident after they reported seeing lights on in the vehicle. Two other callouts were to faulty smoke detectors, one at Beachlands hall and one at Maraetai School.

Board reps say Beachlands shopping centre upgrade is long overdue An upgrade of the Beachlands Shopping Centre is now a priority project for Franklin Local Board’s three Wairoa representatives. “Our population is the same as Waiuku and soon it will be bigger. This is long overdue,” says Board member Malcolm Bell. Auckland Council’s latest six monthly performance report for Franklin acknowledges that there are a number of problems that need fixing in the shopping centre including collapsing flower beds and trees under power lines. The report says the shopping centre “re-

quires consideration of a street upgrade.” However, it is a project that is listed under the “watching brief” only category in the report. The Wairoa Board members will have a challenge on their hands to get the necessary funding to carry out an upgrade as there are many competing projects right across Franklin. The last major work carried out on the Beachlands shopping centre was the installation of the median strip, trees and flower beds by Manukau City Council

in 1998. One potential problem, says Malcolm Bell, is that the median islands are owned by Auckland Transport while road edges are Auckland Parks – which involves two different budgets.

“We need a plan and we’ve asked [the council] to see what they can do. Funding is another issue,” he says. One possibility is that of a targeted rate – a rates increase just for the local area to pay for the project.

This is a method being championed by Franklin Local Board chairman Andy Baker. Local or targeted rates allow communities, as he puts it, “to take greater control over getting the things we need or desperately want.”
