Going, going, gone...

More than 200 races thrilled competitors and spectators alike at the second annual BeachlandsMaraetai Trolley Derby held at Omana Regional park last Sunday. Organisers deemed the day a “huge success” with twice the number of races than last year. “It was absolutely awesome - a hugely successful day,” says race director Baden Russell. “Everything worked so well.” With more than 50 competitors aged from six to adult hurtling down hill in pairs, Baden says there were a few spills as well as thrills. “There were a few bruised egos and bruised trolleys on the day.” Improvements to this year’s course generally meant safer racing but still lots of fun. Baden says a huge thank you also goes to all the volunteers and sponsors who made the event possible. “Without them we couldn’t have done it.” Eleven year old Makayla Ranken of Conifer Grove takes a tumble during the Derby

Stolen property owners sought Beachlands Police are looking for the owners of cellphones, watches and jewellery recovered after a spate of break-ins and thefts. The stolen property was found in the vehicle of five offenders apprehended after a burglary in Albacore Way, Maraetai on January 31. “We would like to hear from anyone who may have lost property from recent car thefts or burglaries,” says Beachlands constable Adrian Fisher. “We believe the ofenders we caught have done a number of car breakins, bag snatches and thefts around that time.” If you wish to reclaim stolen items call 536 6130 with a description of your property.

Clevedon village plan takes shape It’s been a long time in the making, but the Clevedon Plan is almost completed! The main details of the Plan are: 1. Zoning to allow an additional 800 (approx) sections surrounding the Village. There are about 150 at present. 2. There are two residential zones: • Residential 1 (beige on the map pictured on page 3) is a minimum of 500sqm • Residential 2 (dark beige) is 800sqm to 2000sqm with an average of 1400 in any subdivision

3. A Rural Zone (green on the map) in which the houses allowed are calculated as density over a given area. Building is only allowed on land above the stormwater/flood management area (crosshatched on the map) although this area can be used in the density calculation. Density on land nearer the village is 1 house per 2ha and further out (mostly to the south of the showgrounds down to Tourist Road) 1 per 4ha. • TO PAGE 3

Auckland’s future: just seven ticks away! THE EDITOR SAYS BY DUNCAN PARDON duncan@pctimes.co.nz By now you should have received your own copy of Auckland Council’s 10 year budget. “You’re seven ticks away from deciding the future of Auckland,” says the cover, referring to a questionnaire on the back pages. Sigh. If only it were that simple. Let’s focus on the last question: “Do you support the proposals for your local Board area?” This refers to another booklet: The Franklin Local Board Plan for 2014. This booklet is typical of these sorts of visionary documents: Long on warm fuzzies but extremely short on detail. The actual budget for the next three years is on the final two pages. The booklet points out that there is all sorts of stuff going on in the background at Auckland Council that will render these figures redundant, so they are indicative only. The 2015-16 year has an indicative operating budget of $16 million in the Franklin Local Board area. But let’s skip to the fun part: Net capital expenditure. In other words, what fun stuff is the council going to give us this WE WELCOME: Your letters to the editor. Please supply full name and where you are from (e.g. “Beachlands” ). We do not accept anonymous letters nor pseudonyms. Please be as brief as possible. We reserve the right to edit, or withhold from publication.

coming year? The answer: Bugger all. The Board has an indicative capital expenditure budget of $6.5 million which, frankly, is a pathetic amount. Forget any new library for the Pohutukawa Coast. Forget even a feasibility study for a new library. The cap ex budget for Franklin’s libraries in 2015-16 is a whopping $5000. That’s about half a toilet. It’s just as well council (our) money is being spent on really important stuff – such as the $200,000 spent on the wire mesh public sculpture in New Lynn that, according to the artist represents a “cloud”, but to everyone else represents male genitalia. So what has our board decided to spent its $6.5 million cap ex on this coming year? The bulk of the cap ex budget , $4.3 million, is given over to local parks. Fair enough - they are high maintenance items and there are a lot of them in Franklin. The next is local economic development at $ 1.5 million. Here I have a bit of an issue. In a time of very restricted budgets, should a Board be putting so much of its precious funding into the rather nebulous goal of attracting more local jobs and attracting employers? Shouldn’t this be a goal at a more strategic level of the Council, in conjunction with Government and the private sector?

LETTER:

More trucks means more accidents likely

I, for one, overlooked the accident at Kimptons Bridge Brookby, (PC Times Feb 6) although I did not see the actual collision. It appeared to me that on a bridge with minimal passing space, one of the vehicles only needed to miss judge slightly. On impacting with the overlap of maybe only half a metre the heavier vehicle then mounted the car crushing it underneath and causing the truck to veer to it’s right and off the road and down an embankment. I could view the rescue crew working on or under the truck with the vehicle protruding out. This is rightly named as a hazardous bridge by the Brookby Environmental Protection Society! However with these juggernauts plying a rural undulating road, more incidents are bound to happen. Two weeks before

this accident, on the rise between Ti papa Riding Event Centre and Fitzpatrick Rd, a truck and trailer uncoupled traveling to Alfriston. Very fortunately a large Norfolk Pine to the side of the road stopped the trailer dead. If it had veered the other way it may have collected a car traveling east to Brookby. An increase in truck traffic doesn’t bear contemplating with a proposed landfill in the very scenic Brookby Heights. It would make more sense to raise areas on the earmarked lowland Takanini peat land subdivisions at risk from rising sea levels! TREVOR SIMPSON Brookby

Better broadband for Kawakawa Bay

Chorus has this week finished work on a new fibre-fed broadband cabinet in Kawakawa Bay, meaning local residents can now benefit from better broadband services in the area. Chorus General Manager of Infrastructure Ed Beattie says there is no question that access to better broadband makes a significant difference to the lives of rural New Zealanders. “Chorus has always

been passionate about improving rural connectivity throughout New Zealand. That’s why we are pleased to be able to deliver improved broadband to the residents of Kawakawa Bay.” On a personal level, more reliable and consistent broadband speeds will provide faster upload speeds for photographs and images, faster download speeds for music

And if money is going to be spent on local economic development, when are we going to see some spent out our way? So far the Board’s efforts seem to be focussed on revitalising the Pukekohe town centre and, to a lesser extent, Waiuku. When is some money going to be spent on the Beachlands shopping centre? Energy Experience has brightened up the main street, Ray White Real Estate and the wholesale meat business have smartened up the corner, Karishma Foodmart has opened an ice cream parlour and a kids’ playground. Local businesses are doing their part, when is the Council going to do its part. By my reckoning no serious money has been spent on the Beachlands town centre since 1998. However, call it nit-picking, because what it all boils down to is that about half of Auckland Council’s budget is taken up with transport and water – particularly Mayor Len’s hole-in-the ground, otherwise known as the City Rail Link. Our Board’s budget is loose change and that’s likely to be the case for long time to come. So take a moment to fill out the Council’s 10 year budget questionnaire. Let Mayor Len and his team know just what we think of their parsimonious approach to a beautiful but neglected part of their fiefdom.

and movies, and better, clearer video conversations with friends and family, he says. “However better broadband also helps rural businesses connect easily to the world and run applications from cloud-based services, reducing IT costs and improving business resilience. “In practical terms, for rural businesses, such as farms, this means better connection to services like livestock improvement records and markets

overseas, as well as improving time management through online purchasing. Technology plays a big part in modern farming and now residents in Kawakawa Bay can be part of that. “By upgrading the infrastructure in Kawakawa Bay, it not only means broadband will now be more consistent and reliable, in some cases it also means that people who have previously been on a waiting list for a broadband service can now access one.”

Ed Beattie says that although the broadband network has been upgraded, residents in Kawakawa Bay also have an important part to play in making the most of the upgraded broadband capability. “A customer’s broadband service is also affected by factors including their broadband internet connection plan, modem, computer, the wiring in their home or business and distance from the cabinet. “We also encourage residents to talk directly with their internet service provider to find out how they can be connected to our upgraded network.”

Wastewater to the residential and commercial zones (and potentially to the rural zone). This will be done by Watercare, but how it will be funded is still under discussion 10. Subdivision in the

residential zones is only allowed once there is wastewater. Reticulated water is not required under the Plan. 11. The triangle of land between Tourist Road and Clevedon Papakura Road which was not originally included in the Plan has mostly now been included and is zoned rural, with some special conditions and densities. An Anzac Day Celebration is being organised as a community event to be held at the Orere War Memorial Hall on April 25, to mark the centenary of the Gallipoli landings. The time is still to be confirmed, but will probably be between 1 and 2pm. This will allow those who will be at other events on the day to attend. “Our programme for the afternoon will be distributed once we have finalised our plan,” says Edward Pram of the Orere Community & Boating Club. “I can confirm there will be a march past and wreath laying. We will dedicate a plaque on the day, will have a couple of special guest speakers, and a lot more.” The club has received a $1300 grant for the event from the Franklin Local Board, part of a special fund the Board has created for Gallipoli centenary events in the local area. (It asked for $3000). “We were granted part of the money we asked

for. This will go a long way to making this day one we hope our community can remember.” The Orere Community

& Boating Club Committee has also offered financial assistance for the special day.

Seventh View Ave, Eighth View Ave and Ninth View Ave have been signed off by the Franklin Local Board, as Beachlands continues to expand. These are the three lateral roads in the “New Avenues” development area that will run closest to, and parallel with, Karaka Rd. The names come as no surprise as they were specified in the Auckland Council District Plan (Manukau Section – Plan Change 30) which became operative as of November 2014. The road names specified were first introduced when the Plan Change was notified and therefore were subject to the plan change process, including the public consultation. Perhaps more contentious is the name, Artists Ave, which has been given to the extension of Shelly Bay Rd into the new development area. This was the developer’s third choice. Chartwell Road (also supported by Ngai Tai Ki Tamaki) was the preferred choice, followed by Gardiner Road. Both were rejected by Auckland Council as the names are being used elsewhere in the Auckland region. Another option would have been to simply continue Shelly Bay Rd. But this was not possible as numbering starts at the Karaka Rd end and the entire road would have had to be re-numbered.
