Resurfacing on main road over next three months

Coast residents’ hopes of getting through a summer without road works on Whitford Maraetai Rd have been dashed. A major road maintenance project is about to start on Whitford Maraetai Rd between the top of Siberia Hill and Okororo Drive. An Auckland Transport spokesperson says the affected area of road is currently surfaced with chipseal and is “showing signs of distress” through high roughness and rutting; and areas of failure which means on-going patch repairs. The length to be rehabilitated is about 1220m long incorporating some widening and safety improvements The posted speed limit on this section of road is 100kph. The contractor will have 30kph in place while working on the carriageway and when loose metal is present; and 60kph when

there is a sealed surface and when widening work is only affecting the shoulders. Contractor, Transfield, will have to implement stop/go traffic management at various times and there will be some contraflow when they are working on the shoulder. “As this is a high speed rural road, motorists need to adhere to the temporary speed limits to ensure that the work can be carried out safely,” says the AT spokesperson. The work will take about 12 weeks to complete. “Unfortunately there are no short alternative diversion routes that the traffic can be guided to use. The only other way is via Clevedon.”

Clevedon yacht skipper escapes boat fire by ‘skin of teeth’ It is believed a gas explosion may have led to the fire that engulfed a 10.5 metre Hartley Queenslander motor sailer moored on the Wairoa River in Clevedon, on Monday morning. The local skipper, who preferred not to be named, told the Pohutukawa Coast Times he “escaped by the skin of his teeth” after the explosion occurred. “I dove head first into the dinghy to get away from it (the fire),

Poor roads make it difficult for tourists THE EDITOR SAYS BY DUNCAN PARDON duncan@pctimes.co.nz I have some English relatives coming to stay later this month. They have never been to New Zealand before. We’re lending them our van to travel the North Island. Before they get in it, we will be giving them a full rundown on New Zealand road rules, driving conditions and what they can expect. We may even go on a couple of small local trips with them before they set off just to make sure they are quite comfortable with our driving conditions. By the time they get to the South Island, where they will be hiring a camper van, they will be seasoned veterans - I hope. It’s the ideal scenario for introducing visitors to driving on our roads.. Unfortunately, most tourists have a much more abbreviated introduction to driving. They are given the keys by the rental car company, a few basic instructions – if that – and left to get on with it. Hence we have a lot of accidents involving tourists, especially in the South Island where the

roads are less populated. It’s the same when we Kiwis go overseas. The only place overseas where I have driven a car is Australia. Same scenario. We picked up the keys, were pointed at the rental van in the airport carpark, and left to get on with it. First problem I had was I couldn’t find the handbrake, so had to get out the car and hunt down a rental car person to ask for help! Turns out it used a foot operated parking brake. Basic stuff, but no-one took the trouble to show we me around the vehicle and point out where everything was. Fortunately driving in Aussie is not too hard. The main challenge is the enormous distances involved, but the roads seem good. However, there are still some oddities such as the weird right turn rule you see at crossroads in some cities. This involves the car in the turning lane parking itself in the middle of the intersection. I never could work that one out. The point I’m making is that driving in a strange country is challenging even for experienced drivers. In New Zealand we have the added challenge of awful roads. Most of our roads are narrow, winding and two lanes with cars heading towards each other at a combined speed of 200kph and no separation.

It requires a level of skill and concentration that some overseas drivers may not be familiar or comfortable with. So what to do about it? Unfortunately, there are no simple solutions. A tourist driving test isn’t practical. “T” plates (for Tourist) like “L” plates for learners is an appealing idea but one, I suspect, that wouldn’t go down well with tourists. More could certainly be done in terms of signage, both within the rental vehicle and on the roads themselves _ perhaps large “Drive on the Left” arrows painted on the road surfaces in popular tourist areas. But the reality is roads need to be better designed, for our sakes, as well as for tourists. Roads need better runoff areas, designated cycles lanes, smoother and better maintained surfaces, more passing lanes, and better visibility around corners or at least better signage on approaches to corners. Progress is being made. The Auckland to Hamilton route now has long stretches of vehicle separation, either with separate roads or median barriers, but it’s taken a long time to get to that point. Work on improving the rest of the nation’s roading network needs to progress much quicker.

The editor’s comments (PC Times Feb 13) regarding the Auckland Council’s Long Term Plan (LTP) made some good points. I attended the Franklin Local Board Information forum held at Pukekohe to discuss this 10 year budget, and this highlighted several points to me. For starters, Beachlands, Maraetai and surrounding districts do not fit into the Franklin scene. Reading Board chairperson Andy Baker’s comments on the shape of the future, and one will see what I mean: “A number of projects have been undertaken in Franklin in the past three years. These include large scale projects such as the upgrade of the Pukekohe watermain and associated improvements to water supply to a number of small settlements like Patumahoe, Clarks Beach, and Glenbrook Beach.

He does mention construction of the Omana Reserve Walkway and playground but this is a legacy project from the old Manukau council and funded by reserve funds. Proposals for 2015-16 include coastline erosion control, development of the Waiuku sports park, funding environmental initiatives particularly focusing on waterways and upgrade of the Pukekohe Town Centre. You will notice that our district is not mentioned once in any of the proposals. Why not start to look at a reticulated water supply for the district? We are the largest area in New Zealand that does not have reticulated water. No mention has been made on road improvements, say from Whitford to Beachlands. The magical figure of 15,000 vehicle movements a day which supposedly triggers road widening etc is not far away. Our population is planned to double within the next 10 years, and Beachlands Maraetai is one of the fastest growing areas in the Auckland City region. Targeted Rates seem to be the only way new facilities will be built under this council. The LTP says: “ Many of the communities aspirations for new or improved facilities – for example a swimming pool, and improved sports and recreation facilities – are not funded in this long term plan. We could fund these projects through a local targeted rate.” There are about 1750 households in our district. If we were to pay targeted rates to build a swimming pool (covered and heated) it would cost $12 to $14 million. If we were expected to fund the total project and repay this amount back over say 10 years, the cost would be $6850 to $8000 per household or $685 to $800 per year on your rates. Over the years our rates have contributed to many swimming pools in the Manukau City area. Isn’t it about time the rest of this City contributed to our swimming pool? Targeted Rates can be ideal if a district has some

unique project, but we must be wary of being expected to fund all our own facilities when they should be funded from the general rates. Auckland Council collects nearly $6 million a year in rates from the Beachlands Maraetai and surrounding area. Can someone please explain where this money goes? Council contributes about $400,000 a year to kerbing and channeling in Beachlands, several hundred thousand to the running of Te Puru. Parks and reserves are maintained to a high standard. This is money well spent. But we only get road patches and the occasional resealing done on our roads. Road berms are now only mown about four times a year. It used to be done eight or nine times a year. A contractor was employed to pick up roadside rubbish. This is not done now. In short we just don’t get the service we used to – all in the name of cost saving. Add up what you have paid in rates over the last 10 years. Have you had good value for these rates? I have paid almost $30,000 in 10 years. If we were getting the same or better service I would accept this, but we are not and all I can see is this situation deteriorating with the proposed Long Term Plan. Are we being well served by our local board members? Are they being well supported by other Franklin board members? Are we, the public, supporting our Board members and giving them the necessary backing they need to do their job? These are important points, because if we are not, they will not have a strong voice in Franklin and will be swamped by other stronger groups. Should we be asking to become part of another area, like Botany or Pakuranga-Howick? Should we be asking for two councillors in Franklin? This is a very large area for one person to cover. Finally, Council is taking about $64 million out of this area with consents, development charges etc as a result of the development going on now and into the future. Apparently these funds must go into the council’s general funds. As such our district is funding large Council projects, and if lucky we may see small amounts from time to time for some of our facilities. Why can’t we have a percentage of this $64 million as of right? There is a Have Your Say event at Te Puru Community Centre on March 11. Make sure you attend and let the council know what you think. The 10 year budget roadshow is coming to Te Puru Community Centre, Beachlands, Wednesday March 11 at 6pm. This will listen to residents’ feedback on the Draft Long Term Plan. There will be three Auckland Councillors present. We need to send them a clear message. This plan currently proposes little for our area that takes account of our growth. The mayor and councillors will be the ones voting on the final plan so this is a chance to come and tell them what you want for our area. I can’t emphasise how important this is. If only 10 people show up then we will get what the plan proposes – which is not enough for the growth we face. If 200 people show up it will send a clear message that we are not satisfied with the pitiful budget. Please come along and make your voice heard. Clevedon Kids support Healthy Hearts Clevedon Kidz celebrated Healthy Heart week recently with everyone wearing red and the children could learn all about the importance of healthy eating. Both Clevedon Kidz centres were decorated with lots of red and everyone enjoyed a healthy morning tea of watermelon, plums, mixed berries, smoothies, chopped up vegetables anddip with plenty of ‘red’ food. Hunua ‘triangle’ gets weeds sprayed prior to new landscaping project to start this autumn The “Hunua Triangle” has had its first mow and weed spray for many years in preparation for a planting and beautification project due to start this autumn. The former hydatids dosing strip is a 121 x 43 x 130 metre triangular piece of land bordering Hunua and Heald Roads, south of Hunua Village. The hydatids fence has now been removed, the area cleared and mowed. The triangle will be given another spray before work starts. “It has a number of problem weeds such as blackberry, gorse etc and I’ve suggested that because of the weeds in there we need to take it cautiously and slowly,” says local landscape artist Elle Anderson. She and Lynda Hallinan (editor at large for NZ Gardener magazine) were judges for the community design contest to come up with a plan for the triangle. They are assisting the Hunua Ararimu Paparimu Valley Residents Association (HAPVRA), who organised the project. “If we rush out and plant it now, it will just get swamped with weeds again,” says Elle. “It will get sprayed again and then let it rain, see what comes up, spray again and then plant the trees.” Hunua School and local families submitted ideas for the project

“From the entries we picked what we felt was possible and feasible within the space available and then added some extra bits,” says Elle. There will be “Welcome” and “Farewell” signs; a minimum four metre wide strip of mown grass around the edges; a mass planting of daffodils, Oioi and gossamer grasses; flax and five kowhai trees to attract the birds. There will be three kauri trees representing a link back to the original forest, four platforms representing the four big dams in the Hunua area, and ideally linked to a dry river bed – although that’s on a future wish list. All planting will de done in a way that ensures continued visibility.

Last Saturday saw the Beachlands Maraetai Touch Club hold its finals day for the 57 junior teams and 36 senior teams who took part in this season’s Wednesday night module at Te Puru Park. Winners of the junior grades were: Under 8A Palladium Homes, Under 8B Stingray, Under 11A Legends, Under 11B Bayer Panthers, Under 14A Those ones, Under 14B Touch Ups, Under 17 The Flying Jandals The Under 11B grade Big Angry Fish was awarded the Natalie Emmerson Trophy for junior sportsmanship. In the senior grades, the Masters was won by the Undertakers 4-1 against Classic Stainless Steelers who had won this grade for a number of seasons. The A Grade final was a tight battle with BWS beating Beach Uth Crimson Dragons 4-1. B Grade was won by Senior Flying Jandals, C Grade by Scoregasmic, D grade by Couch Potatoes and E grade by Mud Seat and Beers. The A grade Kane Wright Memorial Cup for sportsmanship was awarded to Tekkers. Password Hackers were awarded the Chambers Family Seniors sportsmanship cup. It was fantastic to have referees from Counties Manukau and Auckland to assist throughout the year and on finals day. The service to the committee award was presented to Ray Lindsay for his leadership, organisation and development of the referees. Through Ray’s guidance and dedication over the last three years the club has had 12 referees achieve their level 1 badge with 3 of them attaining National referee status. Fire fighters raise funds for Sky Tower challenge Come May 23, six Beachlands Volunteer Fire Brigades members will be taking part in this year’s 2015 Leukaemia and Blood Cancer Stair Climb Challenge up Auckland’s Sky Tower. The fire fighters will be carrying up to 25kg, which is a set of Personal Protection Equipment (PPE) and a Breathing Apparatus (BA) set up 51 floors or 1103 individual steps. The Beachlands team are fundraising by doing car washing which is proving popular due to the dry weather and is using social media to promote it. The recent Beachlands Trolley Derby and Ray White Lighthouse Real Estate Open Day were also fundraising opportunities. More car washing is planned and other activities such as a fire station open day,. So far the team has raised over $1300 with three months still to go. It is also fundraising via online sponsors through www.firefightersclimb.org. nz (search for team name “Beachlands”). All online donations are tax deductible. The team is: Nick Pelikani, Glen Quinn, Dana Garrett, Andy Sinkinson, Luke Sinkinson and Lance Taylor.

Clevedon School gets new crossings to improve safety For the past two years Clevedon School has been part of the Travel wise programme – in conjunction with Auckland Transport. It is a programme aimed at improving road safety and reducing the number of vehicles driving to and from school at peak times A major part of the travel wise programme is the evaluation of safety in and around the school. The volume of traffic either side of the school was deemed high enough to warrant “kea crossings” on both North Rd and Clevedon Kawakawa Rd. Parents of the school are pleased to finally see some patrols at the school gates – the safety of the students crossing both roads has been in question for many years. The construction of the two kea crossings took place over the summer school holidays and the last

two weeks have seen student leaders, parents and teachers trained in patrolling the crossings. “This is a great community initiative. Our parents are supporting the staff by taking a turn at supervising the crossing for us each morning and afternoon so that teachers can prepare for the day ahead and be in the classrooms meeting children and parents.” The crossings will be operational every day from 8.30am and 2.55pm. During term two the school will be running bike and scooter safety programmes aimed at improving students’ awareness of safety as they ride to school. Tracey Sholson, who leads the travel wise programme at the school, is hopeful that in time the parents will come on board and lead a “walking bus” programme in the village to help the school lessen the traffic around the school gateing to school.

Significant challenges faced by coastal and rural villages YOUR COUNCILLOR SAYS BY BILL CASHMORE Auckland councillor for Franklin A very happy New Year to everyone. The Council has published and sent to all households a summary of the proposed Long Term Plan. I hear your collective groans, more consultation. Sorry. Council has a statute set responsibility to publish and consult on our 10 year plan. This is your opportunity to look at what is proposed that Auckland City aims to achieve over the next 10 years and to provide feedback on what you agree to and what you dislike. First of all some key facts: • Auckland’s population is predicted to grow by 716,000 over the next 30 years. • We will need 109,000 new homes or places where families can live within 10 years • We will need 4.3 million square metres of business land in a similar time frame. Those figures are being exceeded at our current growth rate. People are returning from Australia; internal migration to Auckland is high and external migration is also high. These pressures are very real and when you add the fact that there is a catch-up capital build programme underway, the intensity the decisions require is very

real. Franklin people are seeing population growth first hand. No matter where you travel in Franklin there are houses being built, subdivisions being created, and business land developed. We are growing at one of the fastest levels in our history and at a pace that is in the fore front of Auckland. Rates account for around 47% of council’s income. Fees, charges and development contributions make up the rest. Should the rate increase be 2.5% or 3.5% or something else? Should the Uniform Annual General Charge (UAGC) – the set fee that all properties pay – be $250, $500, or $900 or something else? The higher the UAGC, means the more valuable properties pay proportionally slightly less and the lower valued properties pay slightly more. Does this reflect the general cost of council services? Debt is projected to grow from $7.3 billion to $10.8. Those are big numbers, but then so is council’s income at $3.5 billion per year. Debt as a percentage of assets is relatively small as is interest as a percentage of income. Both are termed pru-

dent by the Audit Office of NZ. Our growth and aspiration to be world class, even leading, is a big target. The Council’s capital spend over the next 10 years is estimated at a record $17 billion, and $4 billion is spent each year of providing services, parks, sports fields, libraries, environmental services, arts and the list goes on. Should there be a stronger focus on certain areas? What cuts do you feel could be made? There is a proposal

to have a development agency along the lines of Waterfront Auckland. The lessons gained from this organisation have been considerable and there is the opportunity to apply those experiences to other areas of our city. Some apartments, some retail, and some businesses, increased activity using limited Council funds, government supplements and private development in a combined interlinked planed growth plan. Waterfront Auckland has been very effec-

tive in the city centre so perhaps there is a place for this type of activity to be rolled out to other parts of Auckland that are in need of rejuvenation. And perhaps the biggest question of them all: Transport. How do we pay? The method, the amount, the timing: fuel tax, a rate increase, a toll? What is known is that there is a short fall of $300 million per year. We can do nothing and our transport networks will carry on congest-

ing, the rail public transport system will stagnate and there will be increasing bus grid lock spreading out from the city centre. Does that affect Franklin? Directly and indirectly, yes it does and will. We are connected through schooling, university, goods transport, the port, the freight to and from our rural productive industries. This is a very real challenge that can be put off any longer. Even with Franklin average rates staying

much the same as last year, because our values did not change as much as other areas, the challenges we face in our primary towns of Pukekohe, Waiuku, Beachlands and Maraetai, our coastal and rural villages and our rural areas are just as real and significant. Council is seeking your feedback, your opinions and your direction. Please have a read of the documents, get more detail on line and make a submission. Personally, I will really value that.

Popular Maraetai relief teacher passes away A well known local former relief teacher, Nora Wallis, died recently. On moving to Maraetai in 1986 Nora took up relief teaching at Maraetai Beach School and Beachlands School Nora also gave extra tuition at her home for local children, and others who wanted her help. She was still holding her teachers registration and regularly working

into her 79th year. Nora’s other passion was her family including all nine grandchildren. Nora was born in Te Kuiti in 1926. On her return to Te Kuiti from Teachers College Nora met Gordon Seccombe, a returned serviceman who had both a passion and aptitude for playing golf. They married in 1948 and three children, John, Christine, and Julie were born

over the next six years This marriage ended in 1972, just before their silver wedding anniversary. Five years later, Nora married Harry Wallis setting up home in Mt Roskill, before moving to Alexander Ave, Omana, Maraetai Beach in 1986. Nora’s vocation as a teacher was one of the most important parts of her life. She only took a break from teaching for a period of about eight years while bringing up her three children.

Nora started teaching at Mt Roskill Primary school in the 1960s in what was called the New Entrance Class but also trained and worked at Kelston School for the deaf. She was then appointed as the foundation teacher in what was then a new concept of integrating special needs children into mainstream schools. She retired after 18 years in that role and the unit has continued to flourish and be a major part of the school.

In 2007 Nora moved to MetLife Care Highlands. In February 2013 Nora suffered a stroke that paralysed her left side. Over a period of 23 months, Nora’s mind was still active. She enjoyed going by special taxi to her church or visiting her daughters’ homes. Over that time she had a few more small strokes, and sicknesses, but kept bouncing back. She passed away quietly on January 14 this year.

Kerb and channelling oops New kerb and channelling was laid recently along a length of Third View Ave, Beachlands. The problem is some was laid below the level of the adjacent road surface. So this week it is being dug up. Auckland Transport says there was “an engineering error” and part of the kerb and channelling was laid at the wrong height. Around 50 metres is being dug-up and will be re-laid at the contractor’s cost. It is expected that the entire project should take another two weeks to finish. The kerb and channelling is being installed between Sunkist Bay and Cherrie Roads.

Te Puru hosts kids triathlon The inaugural Beachlands Kids Triathlon for Year 4-8 students from East Auckland and East Counties Schools will be held on March 23 at Te Pur Park. Proceeds will be donated to a charity selected by the host, Beachlands School. The idea came from Steven Brindle who for the past two years has been part of the volunteer organising committee for the Year 4-8 Franklin Primary Schools Triathlon. The event has been successfully running for the last 8 years. “I decided to take the successful model from the Franklin Triathlon and try to replicate it in other locations in the Auckland Region,” says Steven. However, the Beachlands Kids Triathlon has a few points of difference, he says. “Although we are encouraging participation from students of all abilities, we are also
