UC Riverside, students agree to end Palestine protest encampment

Thepro-Palestine encampment at UC Riverside ended peacefully after student protesters and university officials made several concessions to the protesters' demands, UCR Chancellor Kim Wilcox announced Friday.

The concessions in the agreement "will be carried out consistent with state and federal law," Wilcox said in a statement. "It has been my goal to resolve this matter peacefully, and I am encouraged by this outcome — which was generated through constructive dialogue. ...

"This agreement does not change the realities of the war in Gaza, or the need to address antisemitism, Islamophobia, and other forms of bias and discrimination; however, I am grateful that we can have constructive and peaceful conversations on how to address these complex issues," Wilcox said.

"As students, we love our university as much as we love our Palestinian homelands, and this resolution reflects our deep commitment to justice and call for the university's complicity in genocide," the UCR chapter of Students for Justice in Palestine said in a statement.

"We are proud to be the first campus in the University of California to peacefully end our encampment, without any violence, arrests, or dismissals and meet the demands of the students," the UCR-SJP

statement said.

A key provision in the five-point agreement is the formation of a student task force that will research how to cancel the UC Investment Office's management of UCR's financial endowment.

Divestment from weapons manufacturers connected with the Israeli military was one of the initial demands made by the UCR chapter of Students for Justice in

Palestine at the start of the encampment on Monday.

"The UCR Administration agrees to form a task force that includes students appointed by ASUCR's Diversity Council and faculty appointed by the Academic Senate to explore the removal of UCR's endowment from the management of the UC Investments Office, and the

investment of said endowment in a manner that will be financially and ethically sound for the university with consideration to the companies involved in arms manufacturing and delivery," according to the agreement.

The task force will form by the end of the 2024 spring quarter, and its goal

Ontario Museum’s annual Culture Fest celebrates Chicanx diaspora at block party

In 2009, the various community groups in the city of Ontario’s recreation centers got together and created what they dubbed the performer showcase. What was a simple affair has become an annual celebration now known as Culture Fest and it returns on Saturday from noon to 4 p.m. with a block party presented by the Ontario Museum of History & Art.

Located at 225 S. Euclid Ave., the Ontario Museum of History & Art is uniquely housed in the former City Hall and is a historical landmark funded by the Works Progress Administration. Its mission is to preserve, interpret, and celebrate the history and cultural heritage of Ontario and the surrounding area. From developing exhibitions, to engaging visitors through educational experiences, and events that inspire creative action, it is an anchor to the growing downtown arts district.

By email, event coordinator Rebecca Ustrell talks about its fascinating history. “Culture Fest originated over 15 years ago as a showcase of community groups from the City of Ontario’s recreation centers and was called the performer showcase. It was held at the time of class registrations (before you could sign up online) so that community members could see the types of classes that they could sign up for. A few years back, it became a heritage event and was hosted by the library and Robert E. Ellingwood Model Colony History Room.”

“It’s gone through different iterations to serve the needs of the community at the time it was happening,” explains Ustrell. “Always with the aim of continuing to celebrate Ontario’s diversity, Culture Fest was created to serve as a platform to showcase the different cultural traditions of communities which reside in

Gas leaks prompt road closures in Palm Springs, Menifee

Agas leak prompted some road closures Monday in Palm Springs, but no injuries were reported and the leak was eventually capped.

Palm Springs Fire Department crews and gas company officials responded to the leak around 9:30 a.m. in the 200 block of Northwest Cerritos Road, according to the agency. Fire officials issued a warning for people to "avoid the area."

Northwest Cerritos Road was closed as a safety precaution, as well as parts of East Amado Road and East Andreas Road between North Saturmino Drive and Cerritos Drive.

The Palm Springs Fire Department released a statement declaring the gas leak secured and roads reopened at 11:13 a.m.

It was unclear what caused the leak.

In Menifee, a gas main was breached Monday at a construction site, prompting

street closures but no evacuations.

The puncture was reported at 12:33 p.m. in the area of Encanto Drive and McLaughlin Road, just east of Interstate 215, according to the Riverside County Fire Department.

The agency said several

engine crews were sent to the location and found a 4-inch diameter line damaged from digging or other activity at the site.

Firefighters immediately requested that Menifee police officers close the intersections of Encanto and McLaughlin and Encanto

and Rouse Road to traffic for public safety.

The area is under construction, and no residences are in the immediate vicinity, according to officials.

SoCal Gas Co. technicians reached the location shortly after 1 p.m. and initiated repairs.

Child bitten by rattlesnake in Aguanga

child was bitten by a rattlesnake Monday in Aguanga, prompting firefighters to request a helicopter medical evacuation of the victim.

The snake bite was reported just after 2 p.m. in the area of Highway 371 and Lakeshore Boulevard, according to the Riverside County Fire Department.

The agency said that several engine crews were sent to the location and discovered the youth, whose identity was not disclosed, suffering from a bite and receiving aid from his mother.

A REACH Air ambulance was summoned to retrieve the victim from Lake Riverside Estates Airport, a private field that emergency personnel are free to use just north of the highway.

As of 2:45 p.m., the heli-

copter was en route.

There was no word regarding how the child was bitten, including whether it occurred close to a residence or elsewhere in the remote area.

Elevated temperatures and sunny spring weather draw rattlesnakes out of their winter beds between March and May every year.

Residents are advised to use caution and give rattlers wide space, never attempting to handle them. The snakes can use their full length — sometimes over five feet — to strike. Bites can be deadly. New sports, events included in Paris Olympics this summer

You're used to seeing track and field, gymnastics, and swimming at the Summer Olympics, but did you know breakdancing is now an Olympic sport? Stacker examined the new sports and events coming to the 2024 Paris Olympics.

Many sports vie to be in the Olympics for greater visibility and to fuel participation. The International Olympic Committee's revenue-sharing model doesn't hurt either — after the 2020 Tokyo Summer Olympics, the IOC distributed nearly $523 million to the international federations governing the sports in the Olympic program.

Though many sports try, getting onto the Olympic program is a complex process that can take years. There are two elements of the Olympic sports program: The initial program consists of the core sports you see at every Games and hosts cityselected sports.

To be considered for Olympic inclusion, the sport must have an international federation that the IOC "recognizes." Recognized international federations

IOC membership votes on the initial sports program about seven years before an Olympics occurs. Once a sport is on this list, it's almost permanently put on the program, although that's not always the case.

Host cities may also add sports to the program — with IOC approval — to make their Olympics unique. Host cities make their selections using a framework of 35 considerations, including the number of athletes, appeal to youth, costs and local popularity. The number of new sports can vary — the 2020 Tokyo Olympics had five new sports.

Paris kept new sports like skateboarding, sport climbing and surfing and added one new sport to the mix.

Federation took breaking under its wing in its quest to get competitive dance in the Olympics. The IOC included it in the program at the 2018 Youth Olympic Games, where it got more and more attention. Seeking a Games with a youthful, urban feel, Paris nominated it for the sports program.

The competition in Paris will feature men's and women's events with 16 B-boys and B-girls each. They'll compete in a headto-head battle of three one-minute rounds where competitors throw down their moves.

Judges look for the best

the sport's governing body, only welcomed them to the world championships in 2015. In 2022, it announced that men could compete at the Olympics.

At the Olympics, men will only be allowed to compete in the team event — the duet will remain women-only, and they can only take up to two slots on the eight-person team.

Not every team is expected to have men, but Italy's team may include Giorgio Minisini, the first man to compete in a team at a senior-level event. The U.S. may feature 45-yearold Bill May, a pioneer and

walk two legs of the relay to complete 42.195 kilometers, the marathon length. Although the event is designed to promote gender equality, men will still walk farther — they'll do legs of 12.195 and 10 kilometers, while women will complete two 10-kilometer legs.

Kiteboarding

Kayak cross

have participation from a wide range of countries and continents, a world championship, and abide by many rules, including those against doping and competition manipulation. Recognized status does not guarantee Olympic inclusion — chess, billiards, and cheerleading are all IOC-recognized sports but have yet to be in the Olympics.

Sports may also change their events from Olympic year to Olympic year to modernize them, appeal to younger generations, and provide more opportunities for women. In Tokyo, basketball added a 3-on-3 event, giving urban half-court play an Olympic platform. In Paris, you'll also see several new events that will change up the Games. Breaking

The one new sport for Paris 2024 — breaking, or breakdancing — originated in the 1970s with the emergence of hip-hop culture in the United States. While some consider it more of an art form embedded in the culture, a competitive version evolved as a sport.

The World DanceSport

physicality, creativity, and personal style because they compare dancers against each other rather than against a set of execution metrics like in gymnastics routines.

Look for American B-girl Sunny Choi, Japan's B-boy Shigekix and B-girl Ami, and Canada's B-Boy Phil Wizard to spin up some moves in the competition.

Men in artistic swimming

When artistic swimming — formerly known as synchronized swimming — was introduced to the Olympics in 1984, it was a sport for women only. However, men had participated in the sport as far back as the 1940s but were eventually pushed out as universities looked for ways to offer women's sports to adhere to Title IX requirements.

While men still competed at lower levels of the sport, World Aquatics,

activist for male inclusion in the sport.

Marathon race walk mixed relay

As the IOC pushes for more gender equality, many sports have added mixed relay events to give women more medal opportunities. In track and field — also called athletics — women racewalkers have historically experienced a lot of disparity. Race walking was first included in the 1908 London Games as a men's event. Meanwhile, women didn't get an Olympic event until 2000, the 20-kilometer.

After the 2020 Summer Olympics, World Athletics opted to remove the men's 50-kilometer race not only because it deemed shorter distances more marketable but also to make room for a mixed relay event to give both men and women an opportunity to win two medals.

The event will pit 22 teams of two who will each

Traditionally, Olympic kayak slalom has been a solo event with athletes competing against the clock as they traverse a roaring whitewater course. The new kayak cross event turns this into a full-contact sport, as four athletes go down the whitewater course simultaneously, vying to be the first to cross the finish line.

Competed at every Olympics since 1900, sailing has continually evolved to feature categories of boats that are popular within the sport. In 2024, kiteboarding for men and women will join the schedule. In this racing class, athletes balance on boards and hang onto a large kite that catches the wind to propel them along the water. With strong enough winds, competitors can reach 45 mph. Players can also wow the crowd with high jumps and tricks.

The competition

Rather than start in the water, athletes drop from an overhead ramp onto the course, paddling downstream and upstream around gates, jostling each other to get the best line.

Another added feature is the roll zone, a section of the course where paddlers must fully roll over in their boat, including a full head submersion.

American Evy Leibfarth,

consists of multiple races over several days to determine who moves on to the semifinal rounds. Look for American Daniela Moroz, who has won multiple world titles, to be in contention for the podium.

old suspect from Arcadia. At 3:37 p.m., officers responded to the area of Live Oak Avenue and Second Avenue regarding the notification of a stolen vehicle in the area. Officers located the vehicle, occupied by a female driver with her small child in the rear seat, in the 600 block of Duarte Road. The driver was found to be in possession of methamphetamine. The driver called her girlfriend to take custody of her child and an investigation revealed the girlfriend had an outstanding warrant for her arrest. The child was released to a grandparent. The 30-year-old female from South El Monte and her 34-year-old girlfriend from El Monte were arrested and transported to the Arcadia City Jail for booking.

May 1

At 7:46 a.m., an officer responded to a residence in the 700 block of Fairview Avenue regarding a vandalism report. An unknown suspect used a pellet gun to shoot the victim’s sliding glass door. Three additional reports were taken. Employees at Rusnak, 101 N. Santa Anita Ave., reported the windows of three vehicles

had been shattered by a pellet gun. Reports were also taken at Starbucks, 300 E. Huntington Drive, and O2 Karaoke, 1220 S. Baldwin Ave., where a pellet gun was used to shatter the front glass doors of the locations during nighttime hours.

At 8:41 a.m., officers responded to a residence in the 1400 block of Carmelita Place regarding an audible alarm activation. Surveillance footage revealed three suspects walking onto the property. The suspects turned off power to the house and used a ladder to climb up to the second story where they broke the window to the master bedroom causing the alarm to sound. The suspects fled the scene in an unknown direction. They were described as male suspects with thin builds. Suspect one was wearing a black sweatshirt, black pants, a black baseball cap, black and white shoes, a black mask, and black gloves. Suspect two was wearing a black sweatshirt, gray pants, a black and gray baseball cap, a black mask, and black shoes. Suspect three was wearing a light blue shirt, black pants, a gray baseball cap, a black mask, black gloves, and tan shoes.

Support Taiwan's crucial role in shaping future pandemic preparedness

As the 77th World HealthAssembly (WHA) approaches, the urgency of global cooperation and inclusivity in addressing geographic disparities in global health security cannot be overstated. Despite Taiwan's exclusion from the World Health Organization (WHO), its exemplary role in shaping future pandemic preparedness stands as a beacon of effectiveness on the global stage. While the COVID-19 pandemic may no longer be classified as a global health emergency, the WHO's

cautionary warnings about future threats like a Disease X pandemic emphasize the ongoing need for collective action to strengthen health governance worldwide.

Throughout the COVID-19 crisis, the meticulous analysis of response strategies by the WHO and numerous countries has exposed shortcomings in the International Health Regulations (2005), highlighting the need for revisions to manage such crises more effectively. Taiwan's swift and decisive response to the initial outbreak showcases

its ability to identify risks and implement targeted measures efficiently. Central to this success is Taiwan’s unwavering commitment to transparency and the seamless dissemination of vital information, fostering public trust

Accordingto theGoogle, the first chamber of commerce was founded in 1599 in Marseille, France. I also asked Google when the first chamber was founded in the United States. I asked four times, and I received four different answers.

The one I felt was most legit was the New York State Chamber, which was formed in 1768 and chartered by King George III in 1770, making that chamber of commerce older than the Declaration of Independence. The first local chamber was founded in 1773 in Charleston, South Carolina, and from there the trend spread across the country.

The purpose of the

and enabling effective policy implementation.

As discussions intensify regarding the necessity of a new pandemic agreement and revisions to existing regulations, the imminent decisionmaking at the 77th WHA

carries profound significance. Taiwan's wealth of experience in pandemic management serves as a compelling testament to the imperative of inclusivity in global health governance, demanding its rightful participation in the WHA. By acknowledging Taiwan's expertise and contributions, the international community can strengthen its collective resolve to safeguard public health and uphold the principles of equity and inclusivity on a global scale.

chamber was simple: protection and promotion of commerce. Throughout the years, the chamber has morphed into an entity that promotes and enables businesses to actively engage with their customers and their community. Their goal is to improve the local business environment through advocacy and networking.

When I planned my wedding in 1996, I could not have done it without the chamber of commerce. I knew how to use computers, but they were for Word Perfect and Lotus 123.

Yahoo’s search engine didn’t become popular for a few more years, so I planned everything over the

phone with the help of my good friends at the Avalon Chamber on Catalina Island.

The chamber has always been a place for business owners and entrepreneurs to promote their businesses to the community, to provide access to various resources and to form relationships.

Joining the chamber of commerce was a great indicator that the business was highly regarded, and it set that business apart from others.

However, these days, technology is moving faster than mere mortals can keep up with. In this day of receiving information at rapidfire speed, is the chamber of commerce in danger of becoming obsolete? Some

naysayers say it will soon be a thing of the past. Me? I’m not so sure.

Yes, the winds of change are upon us. But I feel strongly that the chamber can harness these winds and use them to soar into the future, and they better, lest they be blown overboard.

The chamber will have to adapt to this new world of high-speed technology. It wasn’t that long ago that no one knew what AI was. Now people are using it daily, via digital assistants, social apps, banking, predictive search, etc. Maybe one of the ways the chamber will adapt will be by helping businesses stay up to date and knowledgeable about technology, and how their business can

benefit from it, protect itself from it and stay current and relevant in this era of highspeed technology and information.

Why should your business join the chamber of commerce? It’s a great place to congregate with like-minded business owners who are striving for success — a place where you can advocate for your business and the businesses in your community. Your membership gives back to your community of businesses, because members of the chamber of commerce don’t just serve their customers, they also serve each other.

DDT chemicals making way into deep-sea food web, alarming researchers

Marine life off the Los Angeles coast may still be impacted by the effects of a long-disused DDT dumping site, a report by UC San Diego's Scripps Institution of Oceanography and San Diego State University researchers found Monday.

In the 1940s and 1950s, the ocean off the coast of L.A. was a dumping ground for the nation's largest manufacturer of the pesticide DDT -- a chemical now known to harm humans and wildlife, according to researchers.

While legal at the time, details of the pollution some 15 miles offshore from Catalina Island have deeply concerned scientists and the public since they gained wider recognition in 2020, the authors write.

According to their findings -- published Monday in the journal Environmental Science and Technology Letters -deep-sea fish and sediments collected from near the dump site remain contaminated with numerous DDTrelated chemicals.

"These are deep-sea organisms that don't spend much time at the surface

and they are contaminated with these DDT-related chemicals," said Lihini Aluwihare, a professor of ocean chemistry at Scripps and co-author of the study.

"Establishing the current distribution of DDT contamination in deep-sea food webs lays the groundwork for thinking about whether those contaminants are also moving up through deepocean food webs into species that might be consumed by people."

According to the authors, from 1948 until at least 1961, barges contracted by DDT-producer Montrose Chemical Corporation would motor from the Port of Los Angeles out toward Catalina and pump manufacturing waste laden with sulfuric acid and up to 2% pure DDT directly into the Pacific Ocean. This practice was legal until 1972 but largely overshadowed by Montrose's other waste disposal practice -- pumping a more dilute acidic slurry that also contained DDT through L.A. County sewers and into the ocean off Palos Verdes, researchers said.

That site is now an underwater Superfund site, and the researchers said

they cannot yet rule it out as the cause of the deep-sea fish and sediment contamination.

Dumpsite 2, the Catalina site, was rediscovered in 2011 by UC Santa Barbara researcher David Valentine.

The Los Angeles Times published a story exposing the dump site in 2020.

Since then, Aluwihare, study co-author Eunha Hoh of SDSU, and other collaborators began a series of research efforts. They seek to answer two main questions:

-- Are the chemicals at Dumpsite 2 being stirred up and ingested by marine life?; and

-- Is there a chemical fingerprint unique to what was dumped there in comparison to what was piped off Palos Verdes?

The researchers collected 215 deep-water fish spanning three common species near Dumpsite 2. Chemical analysis revealed that the fish contained 10 DDT-related compounds, all of which were also present in sediment samples taken at the same time, the authors write.

According to the researchers, species collect-

ed at shallower depths contained a lower concentration of contaminants and were missing a pair of DDTrelated compounds that were present in the deepest fishes.

"None of these fish species are known to feed in the sediment of the seafloor," said Anela Choy, biological oceanographer at Scripps and co-author of the study. "There must be another mechanism that is exposing them to these contaminants. One possibility is that there are physical or biological processes

resuspending sediments around Dumpsite 2 and allowing these contaminants to enter deeper water food webs."

These findings lead the researchers to believe the concentrated chemicals on the sea floor are making their way into the wider food chain.

"Regardless of the source, this is evidence that DDT compounds are making their way into the deep ocean food web," said Margaret Stack, an environmental chemist at SDSU and the study's lead author.

Janitors approve new contract

Janitors who are members of SEIU-United Service Workers West in Los Angeles, Orange County, San Diego, the Bay Area and Sacramento have overwhelming ratified a new contract, the union announced Tuesday.

"That is cause for concern because it's not a big leap for it to end up in marine mammals or even humans."

Hoh said understanding the pathways by which the DDT-related chemicals are entering the food web is vital.

"We are still seeing this DDT contamination in deep-sea organisms and ocean sediments more than 50 years after they were dumped there," she said. "I'm not sure if that company expected the consequences of their pollution to last this long, but they have."

After their contract expired April 30, thousands of janitors who clean California's largest office buildings, studios, and tech campuses were set to strike if they did not reach an agreement.

However, they were able to reach agreement on a new contract with the state's largest janitorial employers that includes wage increases,

pensions for all members and protections against abusive workloads, according to union president David Huerta.

Union members voted to approve the contract Monday.

"The amount of work that janitors were asked to do on a shift, especially after the pandemic, has reached dangerous levels, and people are getting injuries from heavy lifting and repetitive motion," said Maria Ortiz, a janitor from Los Angeles and a member of the bargaining committee.

"We weren't going to accept an agreement that didn't include workload protections.

Late last year, New York City made headlines when it all but banned Airbnbs and other short-term rentals within city limits. Reasons to be Cheerful revealed that in August 2023, Airbnb had more than 25,000 shortterm rentals listed in the city.

Tenant groups across the city accused short-term rental platforms of hollowing out neighborhoods and causing already-high rents to grow even higher.

"You would see tourists on the streets in neighborhoods where there weren't any hotels," recalled New York-based artist and activist Murray Cox.

The sound of rolling suitcases could be heard at all hours. Once tight-knit communities began to feel lifeless. When Cox ran the numbers on his own neighborhood — Bed-Stuy in Brooklyn — he found about 1,000 listings. Cox also heard horror stories from other parts of the city.

"People would move into a building and then find that the building was full of tourists day in and day out," he said. "In some cases, they would be so uncomfortable they'd feel forced to leave."

So, in September of 2023, New York City decided to do something about it. A series of bold requirements capped the total number of short-term rentals (STRs) and limited guests to just two at a time. They required STR operators to be primary homeowners — and to be present in the home while hosting. The city also promised to enforce those requirements, a move that would wipe out nearly 90% of active listings at the time.

Though it may sound

The towns outsmarting Airbnb to make more homes available for residents

revolutionary, New York's crackdown isn't the first of its kind. In fact, it's part of a growing trend — one largely spearheaded by much smaller towns. Over the last decade, communities from Irvine, California, to Durango, Colorado, have implemented clever regulations, taxes and zoning policies to hobble the STR market — or, in some cases, eliminate it altogether. As the success stories pile up, a growing body of research points to the dramatic positive impacts of policies like these, including lower rents, more equitable housing markets and the promise of a sustainable tourism economy.

When Airbnb was founded more than a decade ago, it was heralded as the harbinger of a new sharing economy. In theory, home-sharing platforms — including Airbnb, Couch-

surfing, VRBO, FlipKey and Homestay — would put underutilized bedrooms to use, matching budgetconscious travelers with locals in need of a little extra cash. The system would funnel tourism dollars into small towns in a more equitable way. It seemed like a win-win. But within a few years, one clear loser emerged: communities.

"It didn't take very long for people to realize the sharing economy was basically a scam," explains Cox, who later went on to found data-sharing platform Inside Airbnb. "People weren't using that car that was sitting in the driveway to drive Uber. And people weren't just renting out a sofa or a spare bedroom." Instead, people saw an economic opportunity they could invest in. And they started buying whole homes to rent out on Airbnb.

In many cases, speculators and investment companies were buying multiple homes expressly for shortterm rental use. A spokesperson for Airbnb notes that "the majority of Airbnb hosts in the US share just one home on Airbnb to help supplement their income and welcome guests whose spending supports billions in tax revenue and economic activity for communities." According to an analysis Cox performed in 2022, about two-thirds of Airbnb rentals in the US are in a property portfolio, which means the host owns and rents more than one property. At the time, he found nearly 23% of Airbnb hosts had two or more homes or apartments listed on the site. That made up 607,085 listings — or 63% of entire-home listings. And the top 1% of operators have more than 300,000 Airbnb listings among them

— a stat that points to huge conglomerates gobbling up the market.

These days, Airbnb isn't just a way to share underutilized bedrooms; it's big business.

Right now, about 90% of Airbnbs in Bozeman, Montana, and Nashville, Tennessee, — both popular vacation spots — are whole homes. Both Bozeman and Nashville are also relatively small towns with exploding local populations and limited housing stock. That means that every home set aside for a year-round STR listing is a home unavailable to local residents struggling to find — and afford — housing.

As the Airbnb spokesperson noted, "Experts agree the chronic, decades-long underproduction of new

See Airbnb Page 10

housing supply is driving today's housing affordability challenges."

But in extreme cases, the STR explosion has been a contributing factor in forcing longtime locals to move away. The so-called "Airbnb Effect" can hollow out once-vibrant communities.

This effect is most visible in popular vacation hot spots. In Hawaii, for example, out-of-towners have bought up so many homes that few are left for Native Hawaiians.

"On Maui alone, 52 percent of homes are sold to nonresidents, and 60 percent of condos and apartments have gone to investors and second homeowners," Stanford researcher Noah Jordan Magbual wrote in a recent report. "The once indigenous population of the Hawaiian archipelago are now outcasts in their own home."

The Airbnb Effect also impacts bigger urban areas. In 2015, one study found that STRs had sucked at least 10% of New York's available housing off the market. Another New York study showed that this reduction in supply led to rent increases of up to hundreds of dollars per year. In Barcelona, the effect is even more severe, with rents rising by 7% and housing costs rising by up to 17% in popular neighborhoods.

For some cities, the proliferation of STRs has become more than just an economic issue; it's existential. That's especially true in New Orleans, the longtime home of Jeffrey Goodman, an urban planner

and consultant who specializes in STRs.

"We were one of the earlier cities to experience the growth in short-term rentals," Goodman said. "And we're in a unique place because so much of what we sell is culture. It's art. It's food. But the people who make the art and cook the food and play the trumpets have a hard time living here." So, if the locals who make New Orleans special are forced to move away, what's left?

"There are a lot of cities asking themselves this question," said Goodman. "Are we a city anymore or are we just Disneyland?"

According to Goodman, the Airbnb Effect is stronger in small communities, like mountain towns or beach towns, which tend to have limited housing stock, high home prices and little flexibility to adapt to fluctuations in housing availability. That may be why small towns were among the first to fight back.

In 2014, Durango — a town of 20,000 in southwestern Colorado — passed a series of regulations to combat what one local newspaper called "The Airbnb Apocalypse." The town, an adventure epicenter for mountain bikers, climbers, skiers and other outdoor sports enthusiasts, isn't just a tourist magnet. It's also home to Fort Lewis College, a premiere university for Native American students and Colorado locals.

That was an experience Durango was anxious to protect.

Durango's 2014 regulations banned STRs outright in student neighborhoods.

They also limited STRs to 2% of the housing stock elsewhere.

"In doing this, the city made it clear that preserving student housing took precedence over any money they were going to get from tourism," Goodman said.

Today, city planning officials say the program has been a huge success.

"Durango led the way in creating effective guardrails to protect the community from being overrun with STRs," said Scott Shine, director of Durango's Community Development Department. Today, he said, STRs make up just 1.4% of the city's total housing stock. They just aren't really an issue anymore.

A year later, Santa Monica — an affluent California beach town of 90,000 — passed its own ordinances, banning STRs offering stays of less than 30 days for an entire home. The city also extended its 14% hotel tax to STR operators and made it illegal to operate them without a valid business license. According to one estimate, the ordinance has since dropped the city's number of Airbnb listings by 61%.

San Francisco enacts platform-accountability policies to end the Airbnb Effect

Many of these novel STR policies look great on paper, but the truth is that they're hard to enforce. Few cities have spent more time thinking about this issue than San Francisco.

San Francisco-based housing activist Dale Carlson first heard about the Airbnb Effect back in 2014, when the city was

Airbnb

undergoing a major housing affordability crisis. When he learned that nearly 5% of the city's limited housing stock was devoted to Airbnbs, he decided to get involved.

Carlson helped bring together a coalition of tenants, hotels and property rights groups. By 2015, they'd successfully lobbied for a city ordinance that required hosts to register their STRs, have a business license and pay hotel taxes. But it wasn't enough.

"We still ended up with 15,000 or 16,000 listings," Carlson said. So, his group asked voters to get behind an entirely new concept: the principle of platform accountability.

"The idea is that [the rental platform] can list and or rent anything it wants, but it can only collect a booking fee on the stuff that's legal," Carlson explained. If passed, the ballot measure would put the onus on Airbnb — not the city — to police unregistered and therefore illegal listings. Airbnb fought the initiative,

and it fought hard.

"We were defeated in the ballot. Airbnb spent close to $10 million—they outspent us 20 to 1," Carlson said. But despite the heavy spending, Airbnb barely eked out the win. "So many people had told us, 'You're never going to beat them because they're too big and powerful,'" Carlson says. "But suddenly they didn't look so powerful. And we didn't seem so vulnerable."

Carlson's coalition reworked the initiative and tried again. The next time, the ballot measure passed. Within a few months, Flipkey listings in the city had dropped by about 90%, and short-term Airbnb listings plunged by about 75%, according to some estimates. Cities across America were watching. Others, like Boston and New York, ultimately adopted platformaccountability policies of their own.

Another important aspect of San Francisco's policy is that hosts can only

use their primary residences as STRs. According to Carlson, that's dramatically limited speculative purchasing.

"All the folks who were buying up units or renting units and then subletting them on Airbnb — that's all gone," he said.

A few years later, Irvine, California, enacted an even more severe policy — with more dramatic results. In 2018, the city banned all short-term rentals under 30 days and hired a fintech firm to track down and report scofflaw hosts. This ban more than halved the number of Airbnb properties.

As of 2023, rents in the city had dropped by up to 3%, according to a recent study. That saves tenants about $114 per month on average.

Choosing the right STR regulations can be very location-dependent, said Goodman, the city planning consultant. Some towns might need a combination of ordinances, while complete bans might work better in others.

But according to Michael Seiler, the College of William and Mary researcher who led the Irvine study, we now have strong evidence that limiting STRs can indeed reduce rents. And, he said, it's likely that Irvine's solution could be successfully applied in other towns.

"If I was another policy maker in a sister city, I would say let's at least try it," Seiler said. "Because we've shown that it does work here."

New York hasn't been the only city to act in recent years. In 2023, Bozeman passed regulations forcing

STR platforms to ask for operators' permit numbers. The policy makes it difficult for bad actors to list their homes illegally, and makes it easy for the city to doublecheck that listings are appropriately registered and legally operating. Bozeman also mandated that STRs be primary residences — not second homes purchased as rental properties.

There may also be some market solutions around the corner. A cadre of startups are taking up Airbnb's original mission and reworking it into a more holistic, communityfriendly approach. New platforms like Trusted Housesitters and ReFlat are making it easier to find mutually beneficial housing swaps, while millennials are bringing time-shares back into vogue in Colorado ski towns.

In the future, these regulatory and entrepreneurial solutions could work together to give travelers affordable lodging options — without sacrificing the needs of local communities.

"A lot of people will say Airbnb is here to stay, but New York City shows you that's not necessarily the case. When they decided to enforce their housing laws, it was really effective," Cox said. "New York City's approach is a good model to show that we can be as restrictive as we want. It's up to us."

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MONROVIA, CALIFORNIA, AMENDING TITLE 2 (ADMINISTRATION AND PERSONNEL) AND TITLE 17 (ZONING) OF THE MONROVIA MUNICIPAL CODE TO STREAMLINE THE REVIEW OF MULTI-FAMILY RESIDENTIAL DEVELOPMENT IN THE MULTIPLE-FAMILY RESIDENTIAL AND NEIGHBORHOOD COMMERCIAL ZONES

This is a summary of the above entitled Ordinance of the City of Monrovia, which was read by title only and introduced by the Monrovia City Council at its regular meeting on February 6, 2024 by a vote of 5 in favor (Becky Shevlin, Larry Spicer, Gloria Crudgington, Dr. Tamala Kelly, Sergio Jimenez) and 0 opposed. The Ordinance was adopted by City Council on May 7, 2024 at 7:30 p.m. or as soon thereafter as the matter may be heard, in the City Council Chambers, 415 South Ivy Avenue, Monrovia, California. This summary has been prepared and published in accordance with the requirements of Government Code Section 36933.

The State Legislature enacted a series of laws that require cities to streamline housing approvals through a ministerial process. These laws preclude the City’s ability to deny a housing project based on subjective reasons. To comply with these State housing laws, the proposed Ordinance removes the Conditional Use Permit (CUP) requirement and discretionary review for multiple-family residential development in all multiple-family residential zones and the Neighborhood Commercial (NC) zone. The proposed Ordinance also establishes new objective design standards for multiple-family residential development.

Specifically, Ordinance No. 2024-01 amends Section 2.56.030 of the Monrovia Municipal Code (MMC) to remove duplex and multifamily developments from the Development Review Committee’s neighborhood compatibility design review and exclude residential development projects from the Committee’s review of grading permits.

The proposed Ordinance also amends MMC Section 17.08.010 to delete the major Conditional Use Permit requirement for multiplefamily dwelling uses from multiple-family and NC zones. The Ordinance amends MMC Section 17.12.005 to remove the category titled “Multifamily residential not subject to a CUP” from the list of construction projects subject to review and notification.

Ordinance No. 2024-01 also amends MMC Section 17.12.030 to add new subsections that: (i) require all new multiple-family development to comply with all applicable Zoning Code requirements and a new set of objective design standards; and (ii) provide notice re-

quirements for applicants of multi-family residential projects. Finally, the proposed Ordinance amends MMC Section 17.24.050 to include pavement requirements for driveways and parking spaces for residential developments.

Pursuant to the California Environmental Quality Act (CEQA) and the State CEQA Guidelines, the proposed Ordinance is within the scope of the zoning text amendments that were analyzed in the previously adopted Mitigated Negative Declaration (MND) that was adopted in connection with the General Plan’s 2021-2029 Housing Element Update. The MND found that with the imposition of the mitigation measures that were set forth therein, there were no significant environmental impacts that would arise from the proposed Zoning Text amendments and proposed amendments to the General Plan.

A certified copy of the entirety of the text of Ordinance No. 2024-01 is available in the office of the City Clerk in City Hall, and is available for public inspection during regular business hours at that location.

SUMMARY OF ORDINANCE NO. 2024-06

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MONROVIA, CALIFORNIA, AMENDING TITLE 2 (ADMINISTRATION AND PERSONNEL) AND TITLE 5 (BUSINESS TAXES, LICENSES AND REGULATIONS) OF THE MONROVIA MUNICIPAL CODE BY ADDING A NEW CHAPTER 5.84 TO ESTABLISH OPERATIONAL REQUIREMENTS FOR NONCONFORMING AUTOMOTIVE REPAIR BUSINESSES, AMENDING RELATED PROVISIONS OF THE MONROVIA MUNICIPAL CODE, AND MAKING A DETERMINATION OF EXEMPTION UNDER CEQA

This is a summary of the above entitled Ordinance of the City of Monrovia, which was read by title only and introduced by the Monrovia City Council at its regular meeting on April 16, 2024 by a vote of 4 in favor (Belden, Kelly, Shevlin, and Spicer) and 1 opposed (Jimenez).

Ordinance No. 2024-06 amends Title 5 of the Monrovia Municipal Code by adding a new Chapter that establishes operational requirements for nonconforming automobile repair facilities. These operational requirements for nonconforming automobile repair facilities prohibit working outside of enclosed buildings and parking on public streets overnight or in front of a residential use, and regulate the storage of vehicles and outdoor storage of equipment. The Ordinance also provides a permit process to allow certain deviations from the operating requirements for nonconforming automobile repair facilities. An automotive repair operations permit allows some or all of the following activities if specified conditions are met: outdoor operations, outside storage, parking vehicles in certain approved locations, and the use of temporary shade structures and outdoor storage containers. The Ordinance does not apply to automobile repair businesses that have a conditional use permit for their operations.

The proposed Ordinance also amends Section 2.56.030 of the Monrovia Municipal Code to provide the Development Review Committee with the authority to hear and approve, conditionally approve, amend, or deny, operations permits for nonconforming automobile repair facilities.

A certified copy of the entirety of the text of Ordinance No. 2024-06 is available in the office of the City Clerk in City Hall, and is available for public inspection during regular business hours at that location.

Ontario Museum of History & Art celebrates accreditation at quarterly Art Walk

The Ontario Museum of History & Art will celebrate their recent accreditation by the American Alliance of Museums (AAM), the highest national recognition afforded to the nation’s museums, at the Ontario Art Walk on Saturday, May 18, from 6 to 9 p.m.

Participants will be able to explore the museum, shop at its store, support artisan vendors, and enjoy light refreshments. The first 50 in attendance will receive a swag bag filled with museum branded items. Artist and creative strategist Danielle Giudici Wallis will host a zine making workshop in conjunction with the museum’s “Built on Water” exhibition – make your own zine to take home or contribute to a collaborative community zine about water.

Alliance Accreditation brings national recognition to a museum for its commitment to excellence, accountability, high professional standards, and continued institutional improvement. Developed and sustained by museum professionals for 50 years, the Alliance’s museum accreditation program is the field’s primary vehicle for quality assurance, selfregulation, and public accountability. Of the nation’s estimated 33,000 museums, over 1,080 are currently accredited. The Ontario Museum of History & Art is one of only 78 museums accredited in California.

The quarterly Art Walk is held on the third Saturday of February, May, August, and November with art exhibitions, pop-up galleries, artist talks, creative workshops, live music, and arts events sponsored by local artists, performers, organizations, and businesses in the Downtown Ontario Arts District.

fire cadet training

RiversideCounty supervisors Tuesday unanimously approved the allocation of $796,680 in federal relief funds to support a Hemet youth program aimed at encouraging participants to pursue fire service or related careers.

"I applaud (county Housing and Workforce Solutions) for making this

happen," Supervisor Kevin Jeffries said. "A community fire cadet program is something we don't have much of in the county for young men and women looking for a public safety career. I thank everybody for making this happen."

Housing & Workforce Solutions sought the allotment of American Rescue Plan Act funds for expansion

and further development of the existing Hemet Community Fire Cadet Program. Supervisor Yxstian Gutierrez, whose 5th District encompasses Hemet and San Jacinto, is a major supporter of the program, which he described as an effort to encourage high schoolers and college-age residents to "explore opportunities in public safety."

Rayne is a delightful two-year-old Pit Bull mix with a heart as big as her affectionate nature. Rayne is a bundle of energy and love, ready to shower her forever family with endless kisses and tail wags. Rayne is more than just a pretty face; she's a smart cookie too! Her eagerness to learn and please makes her a joy to train, whether it's mastering basic commands or picking up new tricks. With a bit of patience and positive reinforcement, Rayne will quickly become your four-legged star pupil, eager to show off her skills at every opportunity. Rayne is a soft-hearted sweetheart who thrives on love and attention. She adores snuggling up on the couch for movie nights or joining you on outdoor adventures, soaking up every moment spent with her beloved humans. Rayne may want to be the only dog in the household, but her big personality will make it seem like she’s ten dogs!

The adoption fee for dogs is $150. All dog adoptions include spay or neuter, microchip, and age-appropriate vaccines. New adopters will receive a complimentary health-and-wellness exam from VCA Animal Hospitals, as well as a goody bag filled with information about how to care for your pet. Walk-in adoptions are available every day from 2:00 – 5:00. For those who prefer, adoption appointments are available daily from 10:30 – 1:30, and can be scheduled online. UC Riverside student suspended for having rifle in dorm room

Astudent at UC Riverside has been suspended after authorities found an assault rifle and ammunition in his dorm room, according to media reports Monday.

Police found an assault rifle, ammunition, and five high-capacity magazines in the student's dorm room on Friday. UC Riverside announced the student, who was not identified, was placed on interim suspension, the Riverside Press-Enterprise is reporting.

Police also found drawings in a journal depicting violent acts in the student's dorm room, according to UC Riverside. The content of the drawings was not provided.

UC Riverside police officers executed a search warrant in the student's dorm room after "finding evidence of a weapon" on campus. UC Riverside officials said the student is not in school and won't be returning until an administrative hearing.

"A search of a room in the North District residential apartments revealed an assault rifle registered to a student, ammunition, five high- capacity magazines, and hand-drawn images in a journal depicting a violent act," the school said in a statement.

The school's policy prohibits students to possess, use or manufacture a firearm.

The student was not arrested according to UC Riverside police records, and the case was sent to the Riverside County District Attorney who will decide whether to press charges.

UC Riverside officials also said the incident was not a result of "any recent campus events." Pro-Palestinian demonstrators have set up encampments on campus and have been seen demonstrating in recent weeks.

UC Riverside Chancellor

Kim Wilcox announced last week a formal agreement between the university and Students for Justice in Palestine containing concessions that led to the promise of a peaceful end to the "solidarity encampment" to protest Israel's actions in the Gaza Strip.

"I am pleased to share that we have reached an agreement that will result in the peaceful conclusion of the encampment by no later than midnight tonight," Wilcox said late Friday morning. "(The) agreement ... will be carried out consistent with state and federal law. It has been my goal to resolve this matter peacefully, and I am encouraged by this outcome -- which was generated through constructive dialogue."

Wilcox emphasized that UCR "values students' right to practice peaceful free speech."

"This agreement does not change the realities of the war in Gaza ... However, I am grateful that we can have constructive and peaceful conversations on how to address these complex issues," he said, citing "anti-

semitism and Islamaphobia" as ongoing concerns.

The agreement spelled out a brief list of actions now on the front- burner for campus administrators, the Academic Senate and Associated Students of UCR generally. The UC Riverside administration came to an agreement with pro-Palestinian protesters on Friday to shut down an encampment that was set up on the campus April 29.

Felon who murdered girlfriend at Romoland ranch sentenced to 25 to life

Aprobationerwho choked his girlfriend to death at a Romoland ranch and later dumped her body along the boundary separating Riverside and Orange counties, where it has yet to be found, was sentenced Friday to 25 years to life in state prison.

A Riverside jury in December deliberated one day before finding Hugo Lionel Hernandez, 46, of Oceanside guilty of the 2019 slaying of 33-year-old Katherine Mary Neitzke of Romoland.

During a hearing Friday at the Riverside Hall of Justice, Riverside County Superior Court Judge Gail O'Rane imposed the sentence required by law on Hernandez.

According to an arrest warrant declaration filed by sheriff's investigators in 2022,

the defendant and Neitzke were in a dating relationship for just under a month when he killed her on July 26, 2019.

At the time, Neitzke was residing in a barn that had been converted to living space on rustic property at 29615 Mapes Road, just north of Highway 74 and south of Perris. Hernandez was staying with her.

Neitzke was reported missing by her sister-in-law late in the summer of 2019, and the case was initially treated as a missing person's investigation. However, within a few months, detectives began to suspect foul play, leading to a homicide investigation.

A friend of the victim, Andrea Bailey, told detectives that she had received a "frantic call" from Neitzke on the night of July 25, 2019,

during which the victim asked Bailey to pick her up at the Mapes property. However, Neitzke then told her friend that she would call her back,

will be to present a report to UCR trustees by the end of next year.

University officials also agreed to post online all companies in UCR's investment portfolio.

The list of investments "will continue to be updated as the UC releases more information," according to the agreement. "The goal is to get full disclosure of the list of companies in the portfolio and the size of the investments."

In other provisions, UCR said its "School of Business has discontinued Global Programs in Oxford, USA, Cuba, Vietnam, China, Egypt, Jordan, and Israel," and the university "will modify its approval process for all studyabroad programs to ensure compliance with UC's AntiDiscriminatory Policies."

The agreement also included "an ongoing review of Sabra Hummus ... until we can find a resolution."

Sabra is co-owned by

"The program will impact the county as a whole, as the youth (who) complete it will have the opportunity to ... become viable candidates to fill vacant public safety positions throughout the county," according to an HWS statement.

The county will enter into a roughly 30-month contract with the Hemet Fire Department to expand

its Community Fire Cadet Program, offering up to 60 participants paid internship training opportunities, in courses that run about eight weeks long.

The contract will expire in December 2026.

"The partnership with the (fire department) will provide vocational training assistance and direct connection to established vocational training

but never did, according to the affidavit.

In the ensuing months, detectives spoke with other witnesses, culminating in a

Palestine protest

U.S.-based Pesi Co. and the Israel-based Strauss Group.

"Sabra's name was included in the agreement because it was mentioned in the protestors' list of demands," according to a UCR statement. "Sabra's availability on campus will be reviewed in the same manner as other vendors."

Signers on the agreement included Wilcox, three vice chancellors, UCR-Students for Justice in Palestine President Hibah Nassar and

protest negotiator Samia Alkam, a graduate student.

Unlike the violent clashes between protesters and police at UCLA this week, there was no obvious law enforcement presence at UCR as demonstrators established several dozen tents under the Bell Tower at the center of campus starting Monday. On Wednesday, students walked out of classes and rallied at the Bell Tower.

programs that offer further training and preparation to become an emergency medical technician, firefighter or paramedic," HWS said.

The amounts slated to be paid to those who qualify for the program were not specified.

The board appropriated $6.2 million in ARPA funds to HWS for a range of uses.

In 2021, the county

conversation with Edilberto "Eddie" Avena, who had been dating the defendant's sister, Janet Hernandez, at the time of Neitzke's disappearance.

Avena ultimately told sheriff's Investigator Travis Gilbert that Hugo Hernandez had enlisted his assistance "to get rid of" the victim's remains, according to court papers.

Avena said he had returned to the Mapes residence to deliver furniture during the last week of July 2019, and when he arrived, Hernandez admitted manually strangling the woman, saying "she was a rat, and I had to take her down," the affidavit stated.

The witness went on to describe how he helped wrap the victim in a carpet and loaded her body into the back of his Chevrolet Yukon.

Investigators said Avena and Hernandez drove toward

Orange County via the Ortega (74) Highway, stopping two to three miles east of San Juan Capistrano.

Avena explained that he parked his SUV in the hills, and then Hernandez and he carried the body an unspecified distance into the woods, dumping it.

Sufficient evidence was gathered to charge Hernandez with murder and Avena with being an accessory after the fact. He pleaded guilty to the felony count last year and was sentenced in March to 24 months' probation.

Despite several attempts to locate Neitzke's remains by law enforcement and volunteers, her body has never been found.

Hernandez had prior convictions in another jurisdiction, but they weren't listed in documents.

The funds have been used for homeless and rental assistance programs, along with other social welfare efforts, but they've also been appropriated for capital improvement projects.

ity with Palestinians and condemn actions by Israel's government and military have taken place nationwide for the last several weeks.

On social media Nasser said the protests at UCR were intended to "condemn war crimes and crimes against humanity."

According to published reports, nearly 35,000 people have been killed in Gaza — including more than 14,500 children — since the Hamas attacks on Israel last fall.

Casualties exceed 77,000.

Israel's official casualty rate for the same period is 8,730, of which just over 1,000 have been deaths. Many civilian structures such as schools, places of worship and hospitals in Gaza have been targeted by the Israeli military, displacing hundreds of thousands of people and killing many noncombatants such as journalists and aid workers, according to reports from the region.

4. Liquidated Damages: Liquidated damages are to be $1,800.00 per Calendar Day. See Section 4 of the Contract between City and Contractor for terms and conditions relating to contract time and liquidated damages.

5. Mandatory Pre-Proposal Meeting: A mandatory pre-proposal meeting will be held at the date and time specified above in the section titled “Mandatory Pre-Proposal Meeting” in this Notice Inviting Proposals. Due to the continuing COVID-19 situation and the desire to minimize person-to-person physical interaction, the mandatory pre-proposal meeting will be held via a video/audio conference using Microsoft Teams. If one has access to a computer with microphone, camera, and speakers or if one possesses a smart phone, one may participate in the meeting with both video and audio interaction. If one only has access to a telephone, then one may participate in the meeting with audio interaction only. Meeting codes, passwords and phone numbers needed to join the meeting are provided on the first page of the Notice Inviting Proposals. The “Interested” Proposers will be determined or established based on the log of people who have requested a download link for the Proposal documents at the email address colemanjohnson@glendaleca.gov mentioned earlier in Item No. 1.

6. Contractor’s License: At the time of the Proposal Deadline and at all times during performance of the Work, including full completion of all corrective work during the Correction Period, the Contractor must possess a California Contractor’s License or licenses, current and active, of the classification required for the Work, in accordance with the provisions of Chapter 9, Division 3, Section 7000 et seq. of the Business and Professions Code. In compliance with Public Contract Code Section 3300, the City has determined that the Proposer must possess the following license(s): “Class A – General Engineering Contractor” The successful Proposer will not receive a Contract award if the successful Proposer is unlicensed, does not have all of the required licenses, or one or more of the licenses are not current and active. If the City discovers after the Contract’s award that the Contractor is unlicensed, does not have all of the required licenses, or one or more of the licenses are not current and active, the City may cancel the award, reject the Proposal, declare the Proposal Bond as forfeited, keep the Proposal Bond’s proceeds, and exercise any one or more of the remedies in the Contract Documents.

7. Subcontractors’ Licenses and Listing: At the time of the Proposal Deadline and at all times during performance of the Work, each listed Subcontractor must possess a current and active California Contractor’s license or licenses appropriate for the portion of the Work listed for such Subcontractor and shall hold all specialty certifications required for such Work. When the Proposer submits its Proposal to the City, the Proposer must list each Subcontractor whom the Proposer must disclose under Public Contract Code Section 4104 (Subcontractor Listing Law), and the Proposer must provide all of the Subcontractor information that Section 4104 requires (name, the location (address) of the Subcontractor’s place of business, California Contractor license number, and portion of the Work). In addition, the City requires that the Proposer list the dollar value of each Subcontractor’s labor or services. The City’s disqualification of a Subcontractor does not disqualify a Proposer. However, prior to and as a condition to award of the Contract, the successful Proposer shall substitute a properly licensed and qualified Subcontractor— without an adjustment of the Proposal Amount.

8. Proposal Forms and Security: Each proposal must be made on the proposal form obtainable at the Offices of Glendale Water and Power, Engineering Public Counter. Each proposal shall be accompanied by a cashier’s check or certified check drawn on a solvent bank, payable to “City of Glendale”, for an amount equal to ten percent (10%) of the total maximum amount of the Proposal. Alternatively, a satisfactory corporate surety bid bond for an amount equal to ten percent (10%) of the total maximum amount of the bid may accompany the Proposal. Said security shall serve as a guarantee that the successful proposer will, within fourteen (14) calendar days after the City’s Notice of Award of the Contract, will execute the Contract and furnish the bonds and insurance to the City for said Work in accordance with the Contract Documents.

9. Proposal Irrevocability: Proposals shall remain open and valid for ninety (90) calendar days after the Proposal Deadline.

10. Substitution of Securities: Pursuant to California Public Contract Code Section 22300, substitution of securities for withheld funds is permitted in accordance therewith.

11. Prevailing Wages: This Project is a “public work” subject to the provisions of California Labor Code Section 1720. The DBE that is awarded this Contract and all Subcontractors of any tier shall not pay less than the minimum prevailing rate of per diem wages for each craft, classification, or type of worker needed to perform the Work. The Director of Industrial Relations of the State of California, pursuant to the California Labor Code, has determined the general prevailing rates of wages in the locality in which the Work is to be performed. The rates determined by the California Director of Industrial Relations are available online at www.dir.ca.gov/DLSR/PWD/.

12. Evaluation of Design-Build Entity’s (DBE’s) Qualifications: The Statement of Qualifications, which is required to be submitted by each Proposer, will be reviewed and evaluated by a review group comprised of GWP staff to determine if the Proposer’s qualifications meet the required criteria for experience and qualifications stated in the RFP. If the City determines that the Proposer does not meet these requirements, and/or if it is believed that the Proposer will not be able to competently do the work required for successfully completing the project, the Proposer will be disqualified and will not be given further consideration for continuing with the Proposal evaluation process and such Proposer will receive a “Fail” score. This is a Pass/Fail score evaluation.

13. Evaluation of Design-Build Entity’s (DBE’s) Proposal: Those Proposers that successfully meet the required qualification’s criteria and that receive a “Pass” score, per Item No. 12 above, will continue with the Evaluation process of their submitted Proposals in conjunction with their submitted Qualifications. The Proposals and Qualifications will be reviewed and evaluated by the same review group of GWP staff discussed in Item No. 12 above, to determine the best qualified DBE.

Each Qualifications/Proposal will be evaluated on the basis of the DBE’s experience and qualifications as measured by:

 45% Price and fees (hourly personnel rates and billing unit charges). While price and fees are important, they will not be used as the sole determinant in the selection process. Prices and fees for the project in its entirety– Base & All Alternate Proposal Items– will be included in the evaluation. It is the City’s preliminary assumption that the entire project will be built.

 15% Description of project approach and schedule. Demonstrated understanding of the project’s nature and GWP’s needs. Provide detailed plans on how to deliver the project timely and efficiently.

 30% DBE’s response to the Request for Qualifications; demonstrated DBE experience on similar (Scope & Dollar amount) water projects that include installation of ductile-iron water pipelines. The Proposer must submit information and references for only three (3) of its most recently completed projects where the Proposer acted as a DBE contractor. For at least one of these projects the design-build team, comprised of a contractor and a licensed civil engineering design company, must be the same two companies that are being proposed for partnering for the current RFP No. 3938 design-build project. At least one previous design-build project must have been with a Municipal water provider.

 10% Completeness and quality of the response.

14. Project Funding: This project is funded by City of Glendale Water and Power Department funds.

15. California Department of Industrial Relations (DIR) – Public Works Contractor Registration: Under the Public Works Contractor Registration Law (California Senate Bill No. 854 - See Labor Code Section 1725.5), contractors must register and meet requirements using the online application https://efiling.dir.ca.gov/PWCR/ActionServlet?action=displayPW CRegistrationForm before proposing on public works contracts in California. The application also provides agencies that administer public works programs with a searchable database of qualified contractors. Application and renewal are completed online with a non-refundable fee of $300. More information is available at the following links: http://www.dir.ca.gov/Public-Works/PublicWorksSB854.html http://www.dir.ca.gov/Public-Works/PublicWorks.html

Man who led Murrieta police on chase that ended with crash sentenced

Aprobationer who led Murrieta police on a pursuit through the city in a stolen vehicle that crashed at an intersection, injuring eight people, was sentenced Monday to five years in state prison.

In March, Ricardo Avila Perez, 31, of Perris admitted eluding law enforcement resulting in great bodily injury and driving under the influence of drugs resulting in injuries under a plea agreement with the Riverside County District Attorney's Office.

In exchange for his admissions, prosecutors dropped charges of posses-

sion of a stolen vehicle and possession of controlled substances for sale.

During a hearing Monday at the Southwest Justice Center in Murrieta, Superior Court Judge Jiff Zimel imposed the sentence stipulated by the prosecution and defense.

The pursuit happened shortly before 11 a.m. on March 5, beginning less than a block from the Murrieta Police Department, at Jefferson Avenue and Juniper Street, according to a police statement.

The agency said that Perez was passing through the intersection when he

committed an unspecified traffic violation, prompting a patrol unit to initiate an enforcement stop, discovering that the sedan had been reported stolen.

"As officers approached the vehicle to make contact with its two occupants, the driver of the stolen vehicle sped away," the police department stated.

Patrol officers went after him, and Perez slowed down as if he intended to surrender but didn't, and the chase proceeded northbound for three miles.

"The pursuit continued on city streets, ending when the suspect vehicle ran a red

light at the intersection of Nutmeg Street and Jackson Avenue, colliding with three other vehicles," police said.

Six people in the three vehicles involved in the collision suffered non-lifethreatening injuries, along with Perez and the woman in the vehicle with him.

The parties' identities were not disclosed. All were taken to Inland Valley Medical Center in Wildomar for treatment and have since recovered.

According to court records, the defendant had a string of prior felony and misdemeanor convictions, including evading, receiv-

Ongoing anti-crime operation nets 34 April arrests in San Bernardino County

Authorities made 34 arrests and seized more than 25 pounds of methamphetamine during a recent anti-crime operation in San Bernardino County, officials announced last week.

Operation Consequences took place April 20-26 and focused on "targeted crime suppression operations and parole and probation checks" in the High Desert and the areas surrounding the city of San Bernardino that are patrolled by the county sheriff’s department, according to a county statement.

Last week, a similar effort involving nine search warrants resulted in seven felony arrests the seizure of nearly one pound of unspec-

ified "illegal narcotics" and nine firearms, three of which were unregistered, or "ghost," guns, the San Bernardino County Sheriff's Department reported Monday.

The 34 arrests took place April 26 after investigators served 12 search warrants in Hesperia, San Bernardino, Victorville, Fontana, Adelanto and Colton. Those raids targeted alleged gang members and people prohibited from possessing guns. Authorities recovered over 25 pounds of suspected methamphetamine along with 32 firearms, including two ghost guns.

The operation included personnel from the San Bernardino sheriff’s Gangs/

Narcotics Division, Specialized Enforcement Division and several patrol stations, as well as the California Highway Patrol, San Bernardino County Probation, California Department of Corrections and Rehabilitation and the Department of Homeland Security Investigations, officials said.

Operation Consequences will continue throughout the next several months.

Officials said the effort's aim is "to curb violent crime, disrupt and dismantle targeted criminal street gangs, and locate and arrest criminals who are illegally possessing, manufacturing and trafficking firearms."

The police departments

of San Bernardino, Ontario, Upland and Fontana also take part in the operation, according to the county.

Project funding

Transmission Hardening Project, aimed at redesigning and strengthening a 60-mile sub-transmission line that is "crucial" for consistency in power supply, according to the IID.

The project is expected to be completed within three years, with supporters

including Sen. Alex Padilla, D-California; Rep. Raul Ruiz, D-Indio; and Assemblyman Eduardo Garcia, D-Coachella.

The majority of the funding, almost $24 million, originates from FEMA's Building Resilient Infrastructure and Communities

program. The IID contributed the remainder.

"These projects demonstrate our ongoing dedication to ensuring a reliable and cost-effective energy future for Eastern Coachella Valley," IID Director Karin Eugenio said. "By securing federal grants, we enhance

infrastructure reliability while minimizing financial impact on the communities we proudly serve."

Congress has allotted $1.2 million for the Mecca/ North Shore Energy Infrastructure Project, according to the Department of Energy. The IID has contrib-

uted another $1.2 million to the initiative, intended to provide infrastructure upgrades to increase service reliability in those communities.

The agency also earmarked $3.9 million to purchase two shipping container-sized portable

generators which can be deployed when power is knocked out by natural disasters.

"These strategic investments reflect our deep commitment to the community and our effective partnerships at the federal level," Hamby said.

Ontario, California.”

As Culture Fest expanded, it moved to various venues to accommodate the audience which had likewise increased.

Ustrell relates, “In 2019, the Community Life & Culture Agency hosted the event at Ontario Town Square, where the many cultural communities of Ontario were celebrated through an array of spectacular performances by local Ontario groups and schools including Tongan dance, taiko drumming, mariachi, folklorico, and interpretive dance. The event also hosted family arts and craft booths, and information booths from local communities such as MALO (Motivating Action Leadership Opportunity) highlighting the Tongan Community and the Hispanic Chamber of Commerce.”

“Culture Fest was not hosted in 2020 and 2021 because of the pandemic and returned in 2022, this time taking place in the Downtown Ontario Arts District at the historic old City Hall – now the Ontario Museum of History & Art,” explains

Ustrell. “The staff at City of Ontario Community Life and Culture and the Ontario Museum of History & Art partnered to host it to reinvigorate the spirit of celebrating cultural diversity. It featured The Southland Symphony Orchestra, Bob Baker Marionette Theater, MALO, artist vendors, and an assemblage workshop with Dr. Patricia Jessup-Woodlin. Occurring in tandem with the city-wide Ontario Art Walk, this event attracted a wider audience at its new venue, further solidifying the impact of community.”

Continues UstrelI, “In 2023, the Museum, Arts & Culture department at the City of Ontario doubled capacity and allowed for growth in the vision of Culture Fest. With the addition of a public art installation, Culture Fest’s impact on the local art scene grew tremendously. The event thematically focused on water, in celebration of the opening of the museum’s new permanent exhibition, ‘Built on Water: Ontario and Inland Southern California.’ Additionally, the festival featured

public artist Luciana Abait’s large-scale immersive video projection installation, ‘The Glass Wall.’”

“The 2024 Culture Fest will highlight the rich Chicanx diaspora which has called Ontario its home for generations,” discloses Ustrell. “Whilst inviting local entertainers, artists, and organizations to partner with us, we

expected to double because of the attractions planned for the day. Guests are invited to explore a classic car show hosted by colorblindshotz while sounds are provided by Bitter End Gallery and DJ Lis Bomb. Experience art installations by Briar Rosa which celebrate childhood candy and snacks, such as Takis, iconic in the Chicanx community; Jacqueline Valenzuela will present a historical timeline of custom car culture; view a claymation animation by Anthony Chacon and a stacked CRT TV video installation by Al Espinugio; and a 4-foot low rider piñata created by The Piñata House will be on display,” Ustrell says further.

realized that the footprint of the event had to expand to house all of the exciting activities we had in mind. We opted to reserve an entire city block to host this year’s Culture Fest, resulting in the decision to add the tagline ‘Block Party’ to the title.”

“This year’s roster of activities and entertainment is exciting, and attendance is

Financed entirely by the Department of Museum, Art & Culture’s operating budget, Culture Fest will also feature hands-on art-making activities like “Build Your Own Lowrider” with Jacqueline Valenzuela. “Growing Art Ontario” with Willis Salomon will contribute to a communal art installation celebrating a more art-ful community.

“Build and Dream Your Front-

Yard Plaza with John Kamp and James Rojas will demonstrate how residents can make the ultimate Chicanx inspired front yard with found objects. Attendees can decorate themselves with original handcarved stamp temporary tattoos with Grafica Nocturna and take glamour shots at the Old School Photobooth by Gilbert G Photography.

Collaborations with The Cheech Center include a Build Your Crown activities inspired by artist Eloy Torrez, and the Chaffey Community Museum of Art will hold a Piñata Bust Art Raffle. Both the Ontario Museum of History &Art and Chaffey Community Museum of Art, which are admission-free and open to the public, will remain open throughout the duration of the event.

While showcasing the Chicanx experience, the 2024 Culture Fest in Ontario also promises to be a spectacular event full of fun and thrills for the entire family. What could be a better way to spend a beautiful spring day in Southern California!
