Corona recycling program picks up CRV containers, pays redemption value

The shooting occurred around 12:30 p.m. Monday in the 25400 block of Filaree Avenue, where deputies responded to a call from the man's mother, who said her son was acting aggressively toward her and was under the influence of an "unknown substance," according to the sheriff's department.

Sheriff's officials said they approached the man, 33-yearold Jesus Antonio Rodriguez, who ran to his bedroom and yelled at deputies from the doorway. Rodriguez continued acting in an aggressive and uncooperative manner, sheriff's officials said, and he then grabbed a baseball bat with "sharp metal spikes on the end."

Deputies twice deployed a stun gun, to no avail, after which Rodriguez "advanced towards the deputies," who opened fire, sheriff's officials said.

"Lifesaving measures were taken by deputies and then paramedics, but Rodriguez was pronounced deceased at the scene," according to the sheriff's department.

Deputies involved in the shooting were placed on paid administrative leave while an investigation is conducted. It was unclear how many deputies were on the scene and how many opened fire. No deputies were injured.

Rodriguez's relatives told reporters on the scene that he was having a mental health crisis, and noted that deputies had been called to the home before for similar issues.

"The cops have been to my mother's house so many times that they know he's schizophrenic," the man's sister, Isabel Rodriguez, told ABC7. "She disclosed to them that he had a BB gun -- it wasn't a gun. It was a BB gun. ...

"There's no reason they couldn't have Tasered him. They could have used a different kind of method, especially since he's schizophrenic."

Janet Jackson to open Hollywood Bowl summer season

Janet Jackson will open the Hollywood Bowl's summer season, which will also include appearances by The Beach Boys, They Might Be Giants, Kool & The Gang and Village People, along with an array of jazz, R&B, soul and classical performances, the Los Angeles Philharmonic announced Tuesday

"As we look to the next hundred years at the Hollywood Bowl, I am honored and excited to share a season which, to me, speaks of a beautiful future ahead," LA Phil Music and Artistic Director Gustavo Dudamel said in a statement. "From timeless music by Mendelssohn, de Falla and Verdi, to modern-day classics by John Williams and Duke Ellington, to the soulfilling sounds of our Pan-American Music Initiative, to the singular energy of Café Tacvba, each of these programs takes us on the kind of magic journey that can only begin at the Bowl."

Janet Jackson's opening night performance will be June 10, also featuring rapper Ludacris and the Youth Orchestra Los Angeles, YOLA.

Other featured performances during the season will be the Beach Boys during the annual Fourth of July fireworks shows, a July 14-15 stint by Kool & The Gang and Village People, a July 16 double-bill of Sparks and They Might Be Giants, and a 90th birthday celebration for Quincy Jones on July 28-29.

Other acts gracing the iconic stage will include Culture Club, Louis Tomlinson, Air Supply, Michael Bolton, Charlie Wilson, Joe Bonamassa, Gladys Knight, Buddy Guy and Maxwell.

Oscar-winning composer John Williams will return to the Bowl again July 7-9 for his annual "Maestro of the Movies" performances, featuring works from his career including "Star Wars," "Raiders of the Lost Ark" and "Jaws."

The Bowl will also play host to several film screenings with live musical accompaniment. This year's slate includes "Harry Potter and the Deathly Hallows Part 2" on June 24, "Star Wars: Return of the Jedi" on Sept. 1-2, and "2001: A Space Odyssey" on Aug. 3.

Also returning will be the popular "Sound of Music" sing-along, hosted by Melissa Peterman, on Sept. 16.

Arsenio Hall will host the two-day Hollywood Bowl Jazz Festival June 17-18, featuring an array of the genre's best, curated by Herbie Hancock and Kamasi Washington. Among those set to perform are Leon Bridges, St. Paul and the Broken Bones, Poncho Sanchez, Butcher Brown and Andrew Gouché.

On Aug. 27, Morris Day & The Time will take the stage with Dave Koz.

The shot LeBron James scored to break the NBA scoring record will go down as an iconic moment in Los Angeles Lakers history, in Los Angeles sports history.

James scored on a fadeaway jumper with 10.9 seconds left in the third quarter of Tuesday night's game against the visiting Oklahoma City Thunder at Crypto.com Arena and passed Kareem Abdul-Jabbar to become the NBA's all-time scoring leader with 38,388 points.

It was a shot on par with Magic Johnson's baby hook to win Game 4 of the 1987 NBA Finals against the Boston Celtics. It matched the shot Derek Fisher made with 0.4 seconds left to win Game 5 of the 2004 Western Conference Finals against the Sacramento Kings. It was as big as any of the shots Kobe Bryant made in his 81-point game in 2006 against the Toronto Raptors. It was as unstoppable as any of the sky hooks AbdulJabbar made in his career with the Lakers.

After the game, James, who scored 38 points in his team's 133-130 loss to the Thunder, said he wanted to add a signature touch to his record-breaking basket.

"I know a lot of people wanted me to go to the skyhook to break the record or one of my signature

dunks," James said after the game. "But my fadeaway is a signature play as well. I was able to get it and touch nothing but the bottom of the net."

Abdul-Jabbar witnessed the record-breaking moment from the stands. He was one of several celebrities who were in attendance for the game. Denzel Washington, Jay-Z, Bad Bunny, LL Cool J, Usher and Andy Garcia were on hand for the historic moment in NBA history. Lakers legends James Worthy, Bob McAdoo and Johnson, along with Dwyane Wade, who played with James on two NBA championship teams with the Miami Heat, were also in the arena for the game.

After James scored the record-breaking basket, the game stopped for about 10 minutes for a brief ceremony to commemorate the moment. James hugged his family, wife, mother and three children, and NBA Commissioner Adam Silver congratulated James for breaking the record.

James thanked the Lakers' fans and posed for pictures with Silver and Abdul-Jabbar.

James entered the game needing 36 points to pass Abdul-Jabbar for the scoring record. He scored 20 points in the first half of the game and added 16 points in the third quarter. His 14-foot fadeaway at the end of the

third quarter was the shot that put him over the top.

"I just played the game as it is supposed to be played tonight, as I've always done. Didn't press myself. ... When it comes to the record I felt pretty good, good rhythm," James said. "To break the record, I was able to get to a good spot on the floor where I am really comfortable with and get to one of my patented fadeaway shots."

He finished the game with 38 points on 13-of-20 shooting and made four 3-pointers. He added seven rebounds, three assists and three steals.

After the game, he paid homage to NBA greats, Wilt Chamberlain, Michael Jordan, Larry Bird, Oscar Robertson, Elgin Baylor, and Johnson and Abdul-Jabbar.

"I could be up here all night talking about these great legends," he said.

"For me personally it's an honor to just be named with the greats, being in the conversation with the greats who played this game before me and some of the greats that's playing right now."

The scoring record stood for 38 years, set by AbdulJabbar in 1984 when he passed Chamberlain. The 38-year-old James was born about nine months after Abdul-Jabbar set the scoring

Authorities ID 90-yearold motorist killed in crash in Long Beach

Authorities Tuesday identified a 90-year-old woman who was fatally injured when the car she was driving crashed in a Long Beach parking lot, damaging four other vehicles and injuring two pedestrians. Officers were dispatched at about 2:30 p.m. Saturday to Spring Street and Palo

Verde Avenue, the Long Beach Police Department reported. Jenny Zavatsky died at a hospital, the Los Angeles County coroner's office reported. According to police, Zavatsky was behind the wheel of a 2007 Lincoln Continental that sped through a parking lot in the 6400 block of East Spring Street, striking four parked vehicles, two of which struck a 68-year-old man and a 10-year-old boy.

Man pleads not guilty to stealing OC homes

A 64-year-old Long Beach man pleaded not guilty last Friday to a home theft scheme in Orange County that resulted in about $2 million in losses, according to court records. Andrew Stephan Hutchings was charged last week with 35 felonies, including conspiracy to commit a crime, grand theft, attempted grand theft, forgery and possession of a forged driver's license with sentencing enhancements for aggravated white-collar crime exceeding $500,000. He was ordered to return to court on Feb. 28 for a pretrial hearing in the Central Justice Center in Santa Ana.

Trial begins for Iraq War veteran accused of killing fiance in Anaheim

A 33-year-old Iraq War veteran fatally stabbed his fiance in Anaheim when she told him she was having an affair, a prosecutor told jurors

Monday. Frank Moseley is charged with murder with a sentencing enhancement for the personal use of a deadly weapon. Moseley is accused of killing 25-yearold Janessa Smith on Jan. 19, 2017. Jurors will be asked to consider, "Was that murder or manslaughter," Deputy District Attorney Christopher Alex said. "It is not going to be a dispute who did it. He did it." Moseley stabbed Smith about 14 times with a "chef's knife" in the living room of Smith's two-bedroom apartment at 120 E. Wilken Way, near Orangewood Avenue, Alex said.

Inmate found dead in downtown Riverside jail

A 26-year-old inmate died at the Robert Presley Detention Center in Riverside, but there were no indications of foul play, authorities said Monday. The detainee, whose identity was not immediately released, was found comatose in a cell within Housing Unit 4-B of the downtown jail shortly before 2 p.m. Sunday, according to the Riverside County Sheriff's Department. Correctional Capt. Victoria Varisco-Flores said that jailers were making the rounds when they spotted the inmate "unresponsive in (his) cell."

Felon charged with threatening students with gun during Corona athletic event

A felon accused of punching female athletes during an altercation at a Corona high school basketball game and later threatening the lives of other students with a gun was charged Monday with multiple felony and misdemeanor offenses. Thaddis Lamont Brooks, 39, of Perris, was arrested last week following a Corona Police Department investigation. Brooks was charged with six counts of making criminal threats of death or great bodily injury, four counts of assault with a semiautomatic firearm, three counts of battery, two counts of brandishing a gun and one count each of possession of a firearm on school grounds, witness intimidation and being a felon in possession of a gun, with sentenceenhancing allegations of using a firearm in the commission of a felony.

Toddler, mother found in Ontario after alleged abduction

A 3-year-old boy and his mother, who allegedly kidnapped him, have been found, with the boy unharmed and the 25-yearold mother under arrest, authorities said. Samantha Hernandez was believed to have taken Elias Cruz at about 12:30 p.m. Saturday, according to a Riverside Police Department release. They had last been seen walking near Lake and Randolph streets. The noncustodial mother is believed to be homeless, police said. The RPD announced Saturday night that the pair were found. "As of 11:30 p.m. on Saturday, February 4th, Samantha Hernandez and 3- year-old Elias Cruz have been found safe by Ontario Police in the city of Ontario. Elias will be returned home shortly and Samantha has been taken into custody," the department said.

At 4:34 a.m., officers responded to Myrtle and Palm regarding a female running in and out of traffic and jumping on vehicles. Officers arrived and determined she was a danger to herself. She was transported to a hospital for a mental evaluation.

At 6:57 p.m., a grand theft was reported in a business in the 700 block of East Huntington. Three female subjects grabbed a large number of items and fled without paying. This investigation is continuing.

At 7:08 p.m., a couple was driving near the 200 Block of East Fig and got into an argument. They exited their vehicle and continued to argue in the street. The male subject became angry and punched the female in the head causing injuries. The male fled the area before officers arrived. The female was treated by MFD and released at the scene. The male subject later came to the station to give a statement. He was arrested and taken into custody.

January 27

At 7:24 a.m., a caller reported his vehicle was broken into while he was shopping at a business in the 1600 block of South Mountain. This investigation is continuing.

At 7:50 a.m., a traffic collision was reported in the area of Madison and Foothill. Officers and Paramedics arrived to check on the well-being of the occupants. The driver at fault was issued a citation.

At 4:33 p.m., a witness reported a male subject parked in the 900 block of South Fifth was possibly selling drugs. Officers arrived and contacted the male subject. An investigation revealed he was in possession of a cane sword and illegal drugs. He was arrested and taken into custody.

January 28

At 12:54 a.m., an officer saw a vehicle violation in the 800 block of South Shamrock and conducted a traffic stop. The driver was contacted and displayed signs of intoxication.

A DUI investigation revealed the driver was under the influence. The driver was arrested and transported to the MPD jail to be held for a sobering period.

At 6:43 a.m., officers were dispatched to a business in the 600 block of South Myrtle regarding a male subject exposing himself. Upon arrival, officers contacted a subject matching the description and recognized him from previous contacts. He was arrested and taken into custody.

January 29

At 1:06 a.m., an officer was patrolling the area of Colorado and Primrose when she saw a motorist commit a traffic violation. She conducted a traffic stop and found the driver was displaying signs of being under the influence. A DUI investigation revealed the driver was under the influence. He was arrested and taken into custody.

At 1:12 a.m., a caller reported a large fight at a business in the 100 block of East Olive. Officers arrived, but the fight had already ended. Officers located three male adult victims. The six male suspects fled the area prior to officers arriving. The victims were treated by MFD but refused to be transported to the hospital. This investigation is continuing.

At 4:18 a.m., an officer was patrolling the 1600 block of South Primrose when he saw a male subject loitering in the park after hours. The male adult subject was found to be in possession of drug paraphernalia and provided the officer with a false name. In jail, the subject admitted who he really was. A computer check revealed he had a no-bail felony warrant. He was arrested and taken into custody.

At 4:24 a.m., an employee of a business in the 900 block of South Fifth, reported a child running around without an adult around. Officers responded and as they arrived the mother appeared, leaving her other child in the room. The mother gave the officers a false name, and when they were checking on the welfare of the other child who had been left alone, they discovered the room was filled with

the tools to commit fraud and fraudulent documents. The subject was arrested and taken into custody.

At 7:13 a.m., a caller reported a church in the 900 block of South Magnolia was broken into and items were taken. This investigation is continuing.

At 8:42 a.m., an employee from a business in the 700 block of East Huntington called to report a suspicious. Officers arrived and contacted the driver. He was found to be in possession of drug paraphernalia. He was arrested, issued a citation, and released at the scene.

At 10:49 a.m., a resident in the 1400 block of Monterey called to report that a neighbor was having a mental breakdown. Officers arrived and determined the neighbor was a danger to herself and she was transported to a local hospital.

At 5:52 p.m., an employee from a business in the 100 block of West Foothill reported a male subject walked in, took items off, and fled the store without paying. This investigation is continuing.

January 30

At 3:24 a.m., an officer conducted a traffic stop on a vehicle in the area of Myrtle and Evergreen. The officer contacted three subjects in the vehicle. A records check revealed that two occupants had warrants and the third was in possession of narcotics. They were arrested and taken into custody.

At 5:27 a.m., a caller reported two subjects slumped over in a vehicle in the area of Duarte and California. Officers arrived and found a female driver extremely intoxicated behind the wheel. MFD was called to the scene and she was transported to the hospital.

At 7:30 a.m., a resident in the 800 block of East Lime reported his work vehicle was stolen from his driveway. This investigation is continuing.

At 5:08 pm, officers responded to the 600 block of West Huntington regarding a female standing in front of vehicles and refusing to move. Officers arrived and located the

female subject. She displayed objective signs and symptoms of being under the influence of a controlled substance. She was arrested and taken into custody.

At 7:40 p.m., a business in the 1600 block of South Mountain called to report a male and female suspect taking items from the store. The male suspect fled and the female was still inside the store gathering items. Officers arrived and detained the female who was in possession of credit cards belonging to someone else. A computer check revealed she had a warrant for her arrest. She was arrested and taken into custody.

At 12:46 a.m., an officer responded to a residence in the 1300 block of Oaklawn Road regarding a burglary investigation. The suspect(s) forced open a bedroom window, ransacked the home, and fled with jewelry. The victim noticed the suspects forced open the electrical panel box.

At 7:48 p.m., an officer responded to Dave and Buster’s, located at 400 S. Baldwin Ave., regarding a battery investigation. The victims and suspects engaged in an argument which led to two of the victims being assaulted. One of the suspects is described as a Hispanic male with a thin build. The second suspect is described as a male in his 30s, approximately 5-feet8-inches tall. Arcadia Fire responded to render aid.

At 10:14 a.m., an officer

responded to Shinratech, located at 11901 Goldring Rd., regarding a commercial burglary investigation. The business owner discovered the suspect(s) cut a hole in the perimeter fence, smashed a window, and stole electronics from the business.

At 10:32 p.m., officers responded to the 2300 block of South Santa Anita Avenue regarding a stolen vehicle investigation. Surveillance footage captured a lone suspect using a tool to open the victim’s car door and start the 2000 Honda Accord. The suspect is described as a male approximately 6-feet tall and 200 pounds.

At 1:38 p.m., an officer responded to the 200 block of San Antonio Road regarding a theft from vehicle investigation. The victim’s leaf blower was stolen from his truck bed by a Hispanic male driving a dark blue Mercedes SUV.

At 1:36 p.m., an officer responded to Angeles National Forest Headquarters, located at 701 N. Santa Anita Ave., regarding a burglary investigation. An unknown suspect cut the barbwire attached to the perimeter wall, pried open a storage area, and fled with various tools.

At 2:17 p.m., an officer responded to Western Supreme Rooter, located at 136 E. Santa Clara St., regarding a commercial burglary investigation. Surveillance footage captured two suspects cutting the lock to a garage door but failing to open it. No loss was reported.

At 10:42 p.m., an officer responded to The Shops at Santa Anita, located at 400 S. Baldwin Ave., regarding a robbery investigation. The suspect approached the victims, displayed a knife, and demanded their belongings. The suspect fled on foot through the mall parking lot. He is described as Hispanic or Black, approximately 5-feet-6-inches tall, with a slim build, and wearing a black hooded sweatshirt. The loss is a cell phone and a laptop.

At 2:37 p.m., an officer responded to a residence in the 1200 block of Rancho Road regarding a burglary investigation. Unknown suspect(s) entered the home by smashing a rear glass door, ransacked the location, and fled with bottles of alcohol.

February 4

At 8:09 a.m., an officer responded to a residence in the 200 block of South Fifth Avenue regarding a residential burglary investigation. Unidentified suspect(s) unlocked a rear window and fled with various hand tools. The victim stated someone returned two nights later to burglarize the location again.

At 6:36 p.m., an officer responded to the 300 block of West Huntington Drive regarding a battery investigation. The victim stated he was walking on the sidewalk when the suspect approached him and punched him in the face for no reason. The suspect was identified as a 53-year-old male transient. Detectives are conducting a follow-up investigation to arrest the suspect.

My wife and I agree that if we were young and had a newborn son, we’d name him Brandon in honor of Brandon Tsay, the local hero who did what is the foremost duty in all societies: To protect one’s fellow humans from harm.

Brandon Tsay risked his own life when he confronted and wrestled away the gun from the man who, just minutes before, had shot 20 people (11 fatally) in a Monterey Park ballroom.

And we’d make sure that our son never forgot that remarkable young man whose name he bore.

Career corner: The stories we tell ourselves

Interviewing for jobs is hard. Getting an interview is hard. This is especially true when you don't know someone already at the company where you're applying. Through the process of automated email rejections to our job applications, we try to make sense of it all. It's human nature to try to piece together what we can't see. It helps us to feel more in control. It helps to try to perform better the next time, if only we understood what went wrong now.

When I hear from job seekers, they are almost always beat down. It's a lot like dating. The entire process can be rough until you find the one person you happen to click with. Until that point, the experience is a sea of rejections and unanswered questions. When you ask a job seeker why they weren't hired, you'll hear common themes. "I didn't meet the minimum number of years of experience required." "I've never worked

in that industry before." "They weren't impressed with my job history."

What is interesting is what comes next. If you ask the same jobseeker how they received this feedback, they didn't. Very often, they never got a job interview. But, because the job description was so extensive, it's easy to find a spot where their experience didn't align with the job posting. That's right. They deducted that they weren't a match based on what they know about the role.

The problem is, this logic is flawed. Don't get me wrong. The job seeker could be correct. But, more than likely, a human never saw their job application at all. Unfortunately, the system of applying online is flawed. And, beyond that, online job postings allow hundreds of people to apply to a single posting with just a few clicks.

Sadly, job searching has evolved into a numbers game. In order to find a new

job, I suggest job seekers try to set a goal to apply to 100 jobs. The number seems high, but it's about increasing your odds. The more applications you put in (for roles you're a fit for), the more likely you are to get an interview. The more often you have a friend refer you to a role who already works at the company, the more likely you are to get an interview. The more often you email the hiring manager directly, the more likely you are to get an interview. Getting an interview is key. If you don't speak

to a human, it's possible a human never saw your resume. That's why applying to so many jobs is important. And, that's why going the extra mile by tapping your network is important. Set goals, and stick to them. When you are rejected, try to accept that a large part of the problem is the system. Every rejection should not be taken as a personal attack, but as a message to keep applying to other opportunities.

TRENCHES AND OPEN EXCAVATIONS. Pursuant to Labor Code Section 6707, if this Project involves construction of a pipeline, sewer, sewage disposal system, boring and jacking pits, or similar trenches or open excavations, which are five feet or deeper, each bid submitted in response hereto shall contain, as a bid item, adequate sheeting, shoring, and bracing, or equivalent method, for the protection of life or limb, which shall conform to applicable safety orders.

REGISTRATION WITH THE DEPARTMENT OF INDUSTRIAL RELATIONS - In accordance with Labor Code Sections 1725.5 and 1771.1, no contractor or subcontractor shall be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, unless currently registered and qualified to perform public work pursuant to Section 1725.5 [with limited exceptions for bid purposes only under Labor Code Section 1771.1(a)].

PREVAILING WAGES - In accordance with Labor Code Section 1770 et seq., the Project is a “public work”. The selected Bidder (Contractor) and any Subcontractors shall pay wages in accordance with the determination of the Director of the Department of Industrial Relations (“DIR”) regarding the prevailing rate of per diem wages. Copies of those rates are on file with the Director of Public Works and are available to any interested party upon request. The Contractor shall post a copy of the DIR’s determination of the prevailing rate of per diem wages at each job site. This Project is subject to compliance monitoring and enforcement by the DIR.

BONDS - Each Bid must be accompanied by a cash deposit, cashier’s check, certified check, or Bidder’s Bond issued by a Surety insurer, made payable to the City and in an amount not less than ten percent (10%) of the total Bid submitted. Personal or company checks are not acceptable. Upon Contract award, the Contractor shall provide faithful performance and payment Bonds, each in a sum equal to the Contract Price. All Bonds must be issued by a California admitted Surety insurer using the forms set forth in the Contract Documents, or in any other form approved by the City Attorney. Failure to enter into the Contract with the City, including the submission of all required Bonds and insurance coverage, within fifteen (15) Days after the date of the mailing of written notice of contract award to the Bidder, shall subject the Bid security to forfeiture to the extent provided by law.

LICENSES - Each Bidder shall possess a valid Class “A” (General Engineering) Contractor’s license issued by the California State Contractors License Board at the time of the Bid submission. The successful Contractor will be required to obtain a current City business license.

RETENTION SUBSTITUTION - Five percent (5%) of any progress payment will be withheld as retention. In accordance with Public Contract Code Section 22300, and at the request and expense of the Contractor, securities equivalent to the amount withheld may be deposited with the City or with a State or federally chartered bank as escrow agent, which shall then pay such moneys to the Contractor. Upon satisfactory completion of the Project, the securities shall be returned to the Contractor. Alternatively, the Contractor may request that the City make payments of earned retentions directly to an escrow agent at the Contractor’s expense. No such substitutions shall be accepted until all related documents are approved by the City Attorney.

LIQUIDATED DAMAGES - Liquidated damages shall accrue in the amount of $2,500.00 for each Day that Work remains incomplete beyond the Project completion deadline specified in the Contract Documents.

BIDDING PROCESS - The City reserves the right to reject any Bid or all Bids, and to waive any irregularities or informalities in any Bid or in the bidding, as deemed to be in its best interest.

Board approves relaxation of payment terms for cannabis dispensaries

Young man accused of killing Desert Hot Springs man to stand trial

The Riverside County Board of Supervisors on Tuesday approved the relaxation of payment terms required by conditional use permits granted to four marijuana dispensaries under construction in different parts of Riverside County, enabling the owner of the businesses to postpone satisfying a bill in excess of $1 million.

Sean St. Peter, operator of the Cannabis 21 chain, was the subject of a brief public hearing focused on his operations in the unincorporated communities of Bermuda Dunes, Highgrove, Mead Valley and Winchester.

Following a short presentation by the county Transportation & Land Management Agency, and a word of thanks from St. Peter, the board unanimously authorized modification of the development agreements tied to each of his four outlets, which the board first approved in 2020 and 2021.

The amendments specifically strike a requirement that St. Peter satisfy all the predetermined public benefit payments to the county "prior to the first grading permit

or the first building permit" being issued and instead allow him to complete the payments as a "final condition prior to occupancy" of the businesses.

The TLMA had recommended that the board accept the changes.

St. Peter owes the county a total of $444,871 under the development agreement for the Bermuda Dunes operation, $166,109 for the Highgrove location, $180,608 for the Mead Valley dispensary, and $260,454 for the one in Winchester.

The Bermuda Dunes outlet will be a 13,969-squarefoot facility at 39225 Washington St.; the Highgrove business — the first one approved — will be a .33-acre vending site at Center Street and Stephens Avenue; the Mead Valley outlet will be on a 1.27-acre lot in the area of the Cajalco Expressway and Harvill Avenue; and the Winchester shop will be an 8,400-square-foot facility near California Avenue and Highway 74.

TLMA officials said construction and renovations are in progress at several of

the locations.

St. Peter did not specify publicly why he sought the changes.

The conditional use permits and development agreements for each are valid for 10 years.

Board Chairman Kevin Jeffries complained last year that most of the dispensaries that the board had authorized in unincorporated areas were behind in construction, and one in Lakeland Village had been entirely abandoned, leaving behind a half-finished structure marred by graffiti and refuse.

Jeffries called for a halt to further permitting of cannabis outlets until the ones approved were further along in development. TLMA officials have not brought any permit proposals forward since.

The county's 2018 Marijuana Comprehensive Regulatory Framework, codified under Ordinance No. 348, provides for steps that prospective businesses must take to be eligible for permits. Safety and health safeguards are part of the regulatory stipulations.

ALa Quinta man will be arraigned next week on a murder charge stemming from the shooting death of a 20-yearold man whose body was found in the open desert of Desert Hot Springs.

At the end of a preliminary hearing Monday, Riverside County Superior Court Judge Edward Forstenzer ruled there was sufficient evidence to warrant a trial for Jose Manuel Angel Arellano, 23, on the murder charge. A post-preliminary hearing arraignment was set for Feb. 16.

Arellano is accused in the slaying of David Joaquin Murrieta of Desert Hot Springs, according to Sgt. Rick Espinoza of the Riverside County Sheriff's Department. According to court records, 27-year-old Gabriel "Vago" Magdaleno is also accused in the case, but was charged separately from Arellano with murder and a sentence-enhancing allegation of discharging a firearm causing great bodily injury.

According to Espinoza, deputies from the Palm Desert sheriff's station investigating a missing person case discovered human remains on Jan. 21,

2021, in the area of Mission Lakes Boulevard and Little Morongo Road.

Sheriff's Detective Martin Alfaro testified in Arellano's preliminary hearing Monday that Murrieta's body was found with three gunshot wounds -- one entering from the back of his head, one from the left side of his head and one from the right side of his chin -- in a shallow grave under a set of metal springs in the open desert.

Alfaro said Arellano drove from Tijuana, Mexico, to the Palm Desert sheriff's station on Feb. 17, 2021, to tell "his side of the story" and alleged that his friend, Magdaleno, was the one who shot Murrieta on Jan. 14, 2021.

According to Alfaro, Arellano said the trio were at Murrieta's house before they all left in the defendant's truck and drove toward Indio. At some point while Arellano was driving on Intestate 10 approaching Cook Street, Magdaleno and Murrieta began arguing, Alfaro testified.

Both men had guns in their hands during the argument, and Arellano said Magdaleno felt disrespected, according to a declaration in support of Magdaleno's

arrest warrant filed by Alfaro.

"Arellano told me that he saw Magdaleno shoot once at victim Murrieta in the back of the head and subsequently saw him shoot him two additional times after," Alfaro testified Monday.

The defendant then drove to the location where they ended up burying Murrieta with a shovel that was in the back of the truck, Alfaro said.

Arellano subsequently went to a house on Sixth Street to get rid of his clothes by burning them before driving his truck to Mexico, Alfaro said.

According to inmate records, Magdaleno was arrested Dec. 13, 2022, and he remains held at the Robert Presley Detention Center in Riverside on $1 million bail. A declaration in support of his arrest was filed by Alfaro on Aug. 18, 2022, according to court records.

Arellano remains held at the Southwest Detention Center in Murrieta on $1 million bail.

Arellano does not have any documented felony convictions in Riverside County. Magdaleno pleaded guilty to two counts of robbery in 2014 in Riverside County.

Officials take preemptive steps to prevent 'Super Bloom' chaos in Elsinore

Man charged with molesting Moreno Valley girl several times

ALake Elsinore canyon where a rich poppy bloom may be taking shape — certain to attract throngs to the area — will be closed to the public for the duration of the bloom as a safety precaution and to prevent a repeat of the "nightmare" scenario that played out during the last "super bloom" four years ago, officials announced Tuesday.

"We are working to keep the public safe. Our community's safety is our main focus," Lake Elsinore Mayor Natasha Johnson said during a news briefing adjacent to the Walker Canyon Trailhead. "Walker Canyon is closed to all visitors."

Johnson was joined by Riverside County Sheriff Chad Bianco, representatives from the California Highway Patrol and others to make the announcement.

The mayor said that the current bloom, which is still in the incipient stage, does not appear to have anywhere close to the same brilliance or dimensions of the one that occurred in 2019. But the city wanted to implement a "keep out" policy ahead of time, lest outsiders be tempted to swarm the city and its environs, as happened four years ago.

"The 2019 bloom became a national ... and international phenomenon," Johnson said. "Numerous problems occurred on our trails and roads. There were Disneyland-size crowds wanting to see the poppies. This (bloom) is day and night compared to 2019. Yet here we are again, talking about another large bloom."

According to the mayor, the memories of the prior event remain vivid, and that's what prompted the city to opt for a hard closure, rather than attempt to make accommodations.

"The last time was like out of a movie," she said. "There was not a neighborhood that wasn't impacted by the gridlock. Our five freeway exits into the city

were jammed. The freeway was completely stopped, with people getting out of their cars. Our first responders were having challenges getting through traffic. Our residents did not a have a quality of life for several weeks. The flowers were beautiful, but the scene was a nightmare."

Bianco called the newly announced hard closure part of an "educational and enforcement response."

"But we will have zero tolerance for people who are here trespassing," the sheriff said. "This is a response to what we had last time, with the amount of people, who had no regard for the residents or properties around here. Last time, there were many injuries, and we had to conduct many rescues. We're doing everything we can to prevent that this time."

He noted that vehicles will be impounded and towed if they're parked illegally in the vicinity of Walker Canyon, and individuals who ignore the closure signs going into the canyon will be subject to arrest.

California Highway Patrol Lt. Craig Palmer reminded motorists that the freeway shoulders are to be used "for emergencies

only" — not for stopping to take pictures or video.

"It's incumbent on every member of the community to do their part," he said.

The Riverside County Parks & Recreation Department also offers maps of potential bloom sites. The web portal is www.rivcoparks.org.

The Walker Canyon hillsides remain mostly green at this point.

The 2019 "Super Bloom" occurred in the wake of major winter rainfall, some of it damaging.

Officials were caught off-guard by the surge of visitors to the city, Decker Canyon, Horsethief Canyon and the Alberhill community. During the weekend before the official start of spring, tens of thousands of people converged on the area, jamming Interstate 15, turning shoulder space into temporary parking, as well as clogging the Ortega (74) Highway and lining residential streets, virtually trapping locals, including Riverside County

Supervisor Kevin Jeffries and then-state Sen. Melissa Melendez, in their homes.

Law enforcement initially attempted to close roadway access to Walker Canyon, but that didn't stop people from hiking into the hills.

Within a week, officials designed a transportation and traffic control plan, providing shuttle bus access to the poppy fields, with designated parking areas.

The bloom took a tragic turn when CHP Sgt. Steve Licon, a motorcycle patrol supervisor, was struck and killed while working extra hours to provide traffic enforcement along I-15 on Saturday, April 6, 2019.

Licon, 53, was in the process of writing a ticket when he was hit by then36-year-old Michael Joseph Callahan, who was driving under the influence and speeding in his sedan along the shoulder of southbound I-15, just north of Nichols Road, to get around stopand-go traffic.

Callahan was sentenced to 15 years to life in state prison in October 2021.

The bloom began to fade by early April 2019 and was all but gone later that month as conditions turned hot and dry. Poppies didn't carpet hillsides in 2020, 2021 and 2022 due to the drought.

A55-year-old man accused of sexually assaulting a Moreno Valley girl and possibly perpetrating similar assaults elsewhere was charged Wednesday with two counts of lewd acts on a minor under 14 years old.

David Anthony Padilla was arrested and booked into the Smith Correctional Facility in Banning Friday following a Riverside County Sheriff's Department investigation.

Padilla, who is being held on $500,000 bail, was slated to make his initial court appearance Wednesday afternoon at the Riverside Hall of Justice.

According to sheriff's Investigator James Merrill, detectives received information last week that the defendant had allegedly committed unspecified lascivious acts on a child, identified in court documents only as "C.B.," in the 11000 block of Hummingbird Place, near Swan Street, in Moreno Valley.

Merrill said sufficient evidence was gathered to obtain an arrest warrant for Padilla, who was taken into custody without incident at the intersection of Swan and Pigeon Pass Road Friday night.

Court documents allege that the defendant molested C.B. last June and December. The circumstances behind the alleged assaults, including the defendant's relationship, if any, to the victim were not disclosed.

Merrill said Padilla is additionally under investigation for alleged sexual assaults in the city of Upland and in Hawaii.

The defendant has no documented prior felony convictions in Riverside County.

1. Submittal Instructions

The People of the City of Pasadena ordain as follows:

SECTION 1. This ordinance due to its length and the corresponding cost of publication will be published by title and summary as permitted by Section 508 of the Pasadena City Charter. The approved summary of this ordinance is as follows:

“Summary

Ordinance No. 7410 is an uncodified ordinance through which an Amendment to the Development Agreement between the City of Pasadena and Fuller Theological Seminary is approved. The purpose of the Amendment to the Development Agreement is to exclude the property at 282 N. Los Robles Avenue (AIN:5723-005-044) from the Development Agreement, in order to facilitate the construction of a six-story multi-family residential in-fill development with 105 dwelling units. The Amendment to the Development Agreement (including legal descriptions of all affected parcels), and findings in support of the Amendment to the Development Agreement, are attached to the Ordinance and are on file in the City Clerk’s Office.”

SECTION 2. The City Clerk is hereby directed to cause a summary of this Ordinance to be published at least once in a newspaper of general circulation within fifteen (15) days after its passage, in accordance with Government Code Section 36933, and shall certify to the adoption of this Ordinance.

A Contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of § 4104 of the California Public Contract Code or engage in the performance of this public works project unless currently registered and qualified to perform public work pursuant to California Labor Code, § 1725.5. It is not a violation of California Labor Code, § 1771.1 for an unregistered Contractor to submit a bid that is authorized by § 7029.1 of the California Business and Professions Code or by §§ 10164 or 20103.5 of the California Public Contract Code, provided the Contractor is registered to perform public work pursuant to § 1725.5 at the time the contract is awarded.

The Contractor must post job site notices prescribed by regulation in accordance with California Labor Code, § 1771.4.

This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.

Contractors and subcontractors must furnish electronic certified payroll records directly to the California Labor Commissioner’s Office utilizing the Department of Industrial Relation’s electronic certified payroll reporting system.

Dudamel has previously conducted 26 concerts with the New York Philharmonic, dating back to 2007. He will conduct three performances in New York May 19-21 of Mahler's Symphony No. 9, according to the NY Phil.

"This is a dream come true for our musicians, our audience, and certainly for me," NY Phil President/ CEO Deborah Borda said in a statement. "The coming together of a great orchestra, a visionary music and artistic director, and our transformed hall promises the richest of futures."

Dudamel's personality led

Born Jan. 26, 1981, in Barquisimeto, Venezuela, the son of a trombonist and a singing teacher, Dudamel began reading scores by the time he was 10 years old.

He is a product of "El Sistema," Venezuela's acclaimed youth program of immersive musical training. When he was 12, he was hired as an assistant conductor with the Amadeus Chamber Orchestra in Barquisimeto.

Dudamel won a Grammy in 2012 for best orchestral performance for conducting "Brahms: Symphony No. 4." In 2016, Dudamel became the first classical musician to participate in the Super Bowl halftime show, conducting members of Youth Orchestra Los Angeles.

He received a star on the Hollywood Walk of Fame in 2019.

Caregivers provide direct assistance to low-income seniors and the disabled who are living independently, including meal preparation, bathing, medication dispensation and other on-site care.

Some caregivers are related to the residents who receive services under the system, which is state-mandated.

The Department of Public Social Services has been running an ongoing recruitment campaign to swell the IHSS workforce due to rapidly increasing demand.

Officials have said that the greatest need is in the Coachella Valley, as well as in the communities of Anza, Blythe, Hemet and Idyllwild.

City officials last week began a series of events to mark Black History Month.

Palm Springs will host 11 events in total this month, beginning with a reception at the Palm Springs Art Museum that was held on Feb. 2, according to Palm Springs communications director Amy Blaisdell.

The free event featured the James O. Jessie Desert Highland Unity Drill team and Drum Squad.

The 36th Annual Black History Awards Gala was held

Saturday evening at the Hilton, 400 E. Tahquitz Canyon Way.

Individuals and organizations who have contributed to the success of African-American achievements were recognized through the night, organizers said.

At 6:30 p.m. Thursday, a performance of "The Other Side" will be held at the art museum's Annenberg Theatre, presented by Empower You Entertainment and the county's National Association for the Advancement of Colored People Youth Council.

A "Sip n' Paint" fundraiser will be held at 4 p.m. Saturday in the Antigua Kitchen and Bar, 105 S. Palm Canyon Drive, followed by a lecture from a Haitian playwright at 6:30 p.m. Feb. 16 in the art museum, Blaisdell said.

A men's basketball tournament will be held Feb. 18, followed by a caravan and a concert Feb. 20, a musical performance Feb. 23, and a "Taste of Soul" event Feb. 24 before the events come to an end Feb. 25 with the 36th annual Black History Parade and Town Fair.

Deputies from the Morongo Basin sheriff's station responded to Indio Avenue and Canterbury Street in Yucca Valley at 10:12 a.m. Sunday to a report of a box trailer fire, according to the San Bernardino Sheriff's Department.

Authorities said that when deputies arrived to the scene they attempted to contact a man they believed started the fire, but he fled and led deputies on a lengthy pursuit.

"The pursuit lasted approximately 35 minutes and came to an end at the Whitewater Cutoff, north of the 10 Freeway in Palm Springs, when the suspect attempted to drive off the freeway and the vehicle became disabled," the San Bernardino sheriff's department said in a statement. "A lethal force encounter occurred, and the suspect was hit by gunfire."

The Riverside County Sheriff's Department will investigate the lethal force encounter further, authorities said.

Famed Dickens Fest returns to Riverside later this month

The celebrated Riverside Dickens Festival will be held during the last weekend of this month, transforming the downtown space into Victorian-era London, with an assortment of characters and shows reflective of author Charles Dickens' life and times.

The 30th annual fest will be centered along the

Main Street pedestrian mall, between Mission Inn Avenue and 11th Street, on Feb. 25 and 26.

"We have spent 30 years educating the public about this intricate point in history, each year striving to bring more," according to the festival's website. "This will be our biggest year yet. There is something for everyone ... all

weekend, and you won't see the same thing twice!"

The entire event was nearly nixed in February 2021 amid the coronavirus public health lockdowns, but organizers managed to throw together a virtual presentation featuring profiles of Dickens' stories and other entertainment online. In-person activities returned last February.

The 2023 fest schedule is still being ironed out, but past celebrations have featured theatrical performances, pageants, music, speeches, historical recreations and children's activities. Visitors often encounter actors representing Dickens, Queen Victoria, Bram Stoker, Mark Twain, H.G. Wells, Oscar Wilde, Edgar Allen Poe, Louisa May Alcott,

Jules Verne, Emily Bronte, Mary Shelley and Sir Arthur Conan Doyle -- to name a few. The formal opening is slated for 10 a.m. on Saturday, Feb. 26, during which a "grand parade," populated by Dickens' characters and other Victorians, will be staged along Main Street near the Mission Inn Hotel & Spa.

Merchants will sell food

and wares reminiscent of a 19th century London bazaar during the fest, interspersed with caroling and dancing, around the pedestrian mall.

A number of events will be centered outside the Riverside Historic Courthouse, 4050 Main St.
