Named after a sparrow hawk that lives along the Front Range, the Kestrel neighborhood of Louisville is Boulder County Housing Authority’s newest affordable housing community. With equal focus on sustainability, healthy living, and community connection, Kestrel is a great place to call home. A stone’s throw from downtown Louisville, the Kestrel neighborhood has easy access to local and regional bike trails, commercial services, and transit along South Boulder Road. Designed to encourage community connection, the neighborhood has central mail delivery, a community center with on-site property management and resident services, multiple parks, and community garden plots. The Kestrel Senior Living building offers 71 income-restricted, affordable rental apartments for households with at least one member age 55 or older and other household members age 18 or older. There are multiple floor plans to suit your household and lifestyle. Each is furnished with window coverings, ceiling fans, a washer and dryer, geothermal heating and cooling, vinyl flooring, and energyefficient appliances. Utilities, including heat, electricity, and water, and services such as trash, recycling, and compost pickup are included in the monthly rent. Communication services, including telephone, internet, and pay TV are not included. The three-story, elevator-served senior building consists of 71 apartment homes (one and two bedrooms), and is built above a single level of parking, which provides a covered parking space for each unit.

Loving Life at Kestrel Great care and planning was put into Kestrel’s design, all with our residents in mind. Walking paths, pocket parks, a community garden, and an orchard have been incorporated into the Kestrel community to support the ongoing health, activity, and engagement of our residents. The senior building features a spacious community room, a flexible studio space which can be used for yoga or other classes, and a stunning rooftop deck, perfect for enjoying our beautiful Colorado climate.

Affordability

With rents below market rate and utilities included in the rent, residents will have peace of mind knowing that their monthly housing expenses will remain consistent. The security and pet deposits are well below market rates, which further helps reduce the financial burden of moving into a new home. While Kestrel is not a subsidized community, we gladly accept Housing Choice (Section 8) Vouchers.

Taking Care of Our Residents

We take great pride in our knowledgeable and helpful staff. In addition to an on-site property manager, we have a senior resource coordinator who is available to support our residents age 55 and older as they age in place. We can help manage things such as public supports paperwork (food assistance, federal financial benefits, and Medicare). We may also be able to find funding for eye glasses, minor dental work and medical accessories. Please ask us for more information. We are here to help.

Apartment Home Amenities

Kestrel features 56 one-bedroom apartment homes ranging from 566 to 737 square feet, and 23 two-bedroom apartment homes ranging from 871 to 1,037 square feet. Homes feature large windows in the kitchen through which plenty of natural light flows. Mechanical closets are located outside of each unit, allowing our maintenance staff to make repairs without entering the home. Every apartment home at Kestrel has a full size washer and dryer, and Energy Star appliances.

The Kestrel Senior Living building is fully visitable, with at least one zero-step entrance and wide interior doors, providing enough room to allow a wheelchair to pass through. You’ll also find fully accessible public restrooms on each floor. Some apartment homes are fully accessible. Reasonable Accommodations may be requested.

Frequently Asked Questions If this building is for seniors, why are residents as young as 18 allowed to live here?

The Senior Building requires that at least one household member be age 55 or older, and any additional household members age 18 or older to comply with the federal Housing for Older Persons Act (HOPA), which requires that the community not discriminate against familial status, a protected class.

How do I apply to live at Kestrel?

Kestrel rental applications are only accepted online through Boulder County Connect (BCC), a website that helps you manage your benefits, learn about other supports, and stay connected with us. You do not need to create an account in BCC to access the application. However, you are welcome to do so, as there may be other supports offered by Boulder County and our community partners that could be helpful to you, and you will be able to track the status of your application. The application can be found by clicking on the Housing tab, then the Kestrel sub-tab. The application is on the left hand side. If you need assistance completing the application, please visit one of our offices listed below. Our offices are open from 8:00 a.m. to 4:30 p.m. Monday through Friday. Can I tour a unit prior to leasing?

Unfortunately, due to construction and the short time frame for leasing at Kestrel, applicants will not be able to view units prior to move-in.

Are animals allowed at Kestrel?

BCHA’s Pet Policy allows each household to keep up to two pets, plus two “confined” animals (such as birds, rodents, fish and reptiles). A one-time non-refundable pet fee is charged for each pet and a refundable pet deposit (covering all pets) is required. More details are outlined in BCHA’s Pet Policy. Licensed service animals are welcome in areas that the public can access. Assistance animals that will reside in units, including those that may otherwise be considered service animals or those for emotional support, may be requested as a Reasonable Accommodation. BCHA’s Reasonable Accommodation Committee reviews requests monthly. Licensed service animals are not subject to the Pet Policy (mentioned above), including the pet fee and deposit.

If I am able to rent a unit at Kestrel, how often will my income and assets be verified?

Income and assets will be verified annually. Residents must meet income guidelines at move-in. If income increases after move in, residents will not be asked to move out of their unit.

I have a Section 8 housing voucher, can I use it at Kestrel?

Yes, Section 8 Housing Choice Vouchers are accepted and can be used to subsidize your rent at Kestrel.


BCHA’s Smoke-Free Policy prohibits smoking of any substance indoors and in the majority of outdoor areas for all of its properties. Kestrel will include a specifically-designated smoking area, which is identified by signage. More details are outlined in BCHA’s SmokeFree Policy. Additionally, illegal drugs are not permitted.

What transportation options will there be at Kestrel?

All Kestrel residents will be given a free EcoPass for all household members to receive unlimited free rides on any Regional Transportation District (RTD) bus. Also, Kestrel is serviced by two bus routes: 1) the DASH, a high-frequency route with a stop ¼ mile from the site, running along South Boulder Road through downtown Louisville and between Boulder and Lafayette, with connections to Denver and

Longmont; and 2) the 225, a moderatefrequency route with a stop less than ½ mile from the site, running between Louisville, Superior, and Broomfield/ Flatirons Mall with access to US 36. In addition to local public transportation, residents with disabilities who are unable to use the regular bus lift system may also be served through Via Mobility Services, for door-to-door connections, and Boulder County Care Connect for transportation to medical appointments. Any resident may also use RTD’s on-demand Call-n-Ride service, which serves as an intermediary between regular bus routes within a designated area.

Kestrel is also linked to local and regional trail systems, which are accessible by pedestrians, bicyclists and people who use wheelchairs.
