Obviously an item “too good to be true?” Not necessarily to readers at the turn of the last century. How about “Arabian Eye Lotion” to cure “eyes that are weak, sore or dim?” It was from advertising such as this that the movement to improve standards in advertising and business was born, and through it, the Better Business Bureau emerged a century ago. Today, 100 years after its founding in 1912, the Better Business Bureau continues to be a relevant, essential organization dedicated to protecting consumers and celebrating good business practices. The roots of the Better Business Bureau reach back to 1909 when U.S. businessman Sam Dobbs, president of Coca-Cola and the Associated Advertising Clubs of America, was actively promoting standards in advertising. However, he and his fellow business leaders realized that despite the standards they were setting, they lacked the ability to enforce them, and in 1912, Vigilance Committees began forming around the United States. By 1916, the term “Better Business Bureau” was adopted to better describe the group’s activities, explains the history of the BBB, written in October 1987 by James McIlhenny, then president of the Council of Better Business Bureaus, on the occasion of the 75th anniversary. In the 1920s, the organization turned its

attention to a new area of concern, stock swindlers, and in an effort to combat these concerns, the Better Business Bureaus embarked on a campaign to protect consumers through education.

The movement moved to Canada in 1928 when the ¿rst BBB opened in Montreal, and during the 1930s,‘40s and ‘50s, the group’s reputation and efforts continued to grow. Its efforts also grew in sophistication to match the challenge raised by the shysters, whose own initiatives also continued to evolve.

BBB Vancouver Island: celebrating 50 years By Jennifer Blyth hile the Better Business Bureaus internationally are marking 100 years in 2012, locally, the Better Business Bureau of Vancouver Island has its own milestone to celebrate.

The Better Business Bureau of Vancouver Island has served the unique needs of the Island’s businesses and consumers for 50 years.

And the future is shining bright as the local organization celebrates its golden anniversary – 50 years of helping consumers and businesses encourage, recognize and honour business excellence. While today’s world seems different in so many ways from 1962, when the Better Business Bureau of Vancouver Island ¿rst set down roots, the organization remains an integral part of the community. “The Island is different – we are a culture unto ourselves and we need to be represented by an organization that understands that,” explains Rosalind Scott, Executive Director of BBB Vancouver Island. In many ways, the technology that has become intertwined with so much of daily life has made it easier for the BBB to spread its message. For example, according to the internet search engine Google, BBB lands in the top 250 of all searches – similar in numbers to eBay, Scott notes. In addition, there’s now a mobile application allowing consumers to access BBB info on the go. “When you go electronic, it’s a whole different world,” Scott says. While some look to the Better Business Bureau for help with current scams and others for the BBB’s business ratings, in fact, the organization’s role is far more diverse. For example, staff

regularly review local and national advertising to ensure it meets the BBB standards and monitor local businesses to ensure they’re following proper business practices. “I think that trust and accessibility to information has continued to make the Better Business Bureau so relevant,” Scott says. The Better Business Bureau receives no public grants or government funding. Businesses deemed worthy of the Better Business Bureau are invited to seek accreditation; they cannot buy membership and if circumstances warrant, their accreditation can be revoked. To earn accreditation means the BBB has determined the business meets standards which include a commitment to make a good faith effort to resolve any consumer complaints.

BBB Accredited Businesses pay a fee for accreditation review/monitoring and for support of BBB services to the public. The BBB is a neutral party in any dispute between a business and a consumer and does not get involved in legal proceedings, though it does work with police in tracking scams. In addition, the Better Business Bureau does not target industries, but rather warns consumers about those less-than-honest individuals within an industry. Each year, the local organization also hosts its Torch Awards, celebrating local businesses that have gone “above and beyond” in their service to customers and clients. During this year’s “golden anniversary” for BBB Vancouver Island and the centennial for BBB internationally, expect the 2012 awards to take on even more of a celebratory feel, Scott says.

“When it comes to scams, we really haven’t seen anything all that new in many, many years,” says Scott. “While many scams of today are cloaked in modern technology, the basic elements or principles of every scam have been the same for the past 50 to 100 years.” What’s also unchanged is how people react when they realize they’ve been scammed. “People are embarrassed – the feel they should have known better,” explains Scott, who after every seminar and workshop she conducts on the Island is inundated with stories of people who have been scammed – people who now realize they’re not alone. “If I speak to around 100 people, I would have 30 or 40 people who would speak to me after the event.” Sometimes it’s encouraging people to buy things they don’t need – or that don’t work as promised – and sometimes it’s coaxing them to give out personal infor-

That feeling of embarrassment can be ampli¿ed with seniors, especially those who may fear family members will think them incapable of looking after their own affairs. Add to that the fact that in many cases it’s a “friend” or family member doing the scamming and seniors may not know where to turn for help. “Elder abuse is a huge issue and we’re only scratching the tip of the iceberg, especially with ¿nancial abuse,” Scott says. The message, regardless of the person’s age or the particular scam, is that to help stop those responsible, the Better Business Bureau needs to know about it. “There is nothing too trivial or too small – we want to know. We work hand-inhand with the police department and we do have people who will listen.” Knowledge also helps the BBB track the scope of the problem. “We have a lot of power in terms of getting the information out there but we have to know about it.”

In 2011 the price of gold soared, rapidly ﬂuctuating and averaging over $1,735 per ounce. A strained economy and high demand for gold led many consumers to sell, trade and receive unfair returns when cashing in gold and jewellery. CONSUMER TIP: Research. Find a local appraiser you know and trust. Know the true price of gold is not what you will be paid for every ounce of gold you own. Get multiple appraisals and compare prices before selling. Be sure jewellery of differing karats is weighed and priced separately. Have jewels such as diamonds priced separately from the gold they are contained in. Computer Virus Fixing Scam:

A person fraudulently claiming to be a representative of a reputable business such as Microsoft, Windows or Online PC Care phones homeowners, claiming the home computer has been infected with a virus. To “ﬁx” the problem, the victim is directed to a website, asked to provide credit card information as payment, and told to download an anti-virus program. The catch: there isn’t anything wrong with the computer and the victim has downloaded damaging malware and spyware to their computer, and given out credit card information. CONSUMER TIP: Treat all unsolicited phone calls with skepticism. Do not provide any personal or banking information. Report any fraudulent activity to the Canadian Anti-Fraud Centre at 1-888495-8501 or www.antifraudcentre.ca

A reverse mortgage is a special, legal type of loan that allows homeowners to convert the equity in their home into cash, without incurring monthly penalties. There are two common scams related to reverse mortgages. In the first scam, current and potential reverse mortgage borrowers are duped into paying fees (which are normally free) to fraudsters for information and the submission of documents related to the mortgage/loan product. In the second scam, fraudsters work with an extensive team of con artists to artificially inflate the value of a home, assist a senior in acquiring a reverse mortgage, and dupe them into transferring away the title of the property. CONSUMER TIP: To acquire a reverse mortgage you must be 62 years of age or older, have a small mortgage balance and the property must be your primary residence. The loan will be repaid, and whatever equity is left paid out when the home is sold or homeowner passes away. Seek out your own reverse mortgage specialist and be sure you are speaking to qualified professionals.

Financial elder abuse occurs when seniors are exploited due to vulnerabilities associated with age, like hearing loss, loneliness, physical limitations and impaired mental capacity. Common frauds include tricking seniors into giving out private banking information; encouraging unnecessary home repair work; telemarketing and mail fraud; and swindles by family or friends that result in seniors giving up money, property, personal information and decision making capacity. CONSUMER TIP: Signs a senior is being ﬁnancially abused include: missing belongings, unusual activity in bank accounts, suspicious stories; sudden changes in Power of Attorney or wills; bounced cheques and numerous unpaid bills. Report all incidents of ﬁnancial elder abuse to local police.

Scammers essentially hack into a business’ telephone system and quickly rack up thousands of dollars in long distance charges. CONSUMER TIP: The installation of passwords, ﬁrewalls, system monitoring and regular updating and maintenance of multi-line phone systems are the best methods of protection for your business from toll fraud.
