MESSAGE FROM THE IRISH SPORTS COUNCIL I would like to take this opportunity to congratulate Basketball Ireland on a superb year of competitions that produced countless memorable moments both at an international and national level. In 2016 Sport Ireland will invest over 685,000 in Basketball Ireland through core and women in sport funding to support a range of national and local initiatives aimed at developing the sport of basketball in Ireland.

Basketball has witnessed a period of sustained growth over the last twelve months. The 2016 season is shaping up very well and the future looks bright with the increasing popularity of Basketball amongst Ireland’s youth, which can be seen in increasing membership numbers which is now over 18,000. I would like to take this opportunity to wish the best of luck to all those involved in the Irish basketball community for the up-and-coming season.

MESSAGE FROM FIBA Dear Friends, It is with great pleasure that I write this foreword for the Basketball Ireland Annual Report. I say this because Basketball Ireland has enjoyed another groundbreaking year, ultimately leading to eight Irish teams taking to the court in European competition in the summer of 2016. It was particularly pleasing from my point of view to see Ireland represented in the FIBA Europe Cup – FIBA’s newest club competition – via a unique development programme that brought together some of the best Irish talents to give them a taste of European basketball.

at the European Games in Baku, where your women’s team finished a commendable seventh in the Women’s 3x3 competition. It is fantastic to see the leaps and bounds our smaller federations are making in this exciting new format as they not only compete, but also regularly beat their rivals from more established basketball-playing nations. Of course, Basketball Ireland’s successes in 2015 not only came on the court. It was encouraging to learn that the federation’s debt continues to shrink.

I am in no doubt of the extreme learning curve that all involved in this project must have gone through, but I am confident of the longterm benefits Irish basketball will ultimately experience from having players exposed to this high level of basketball.

I look forward to seeing Basketball Ireland operating in the positives in the very near future which will no doubt be assisted by the increasing number of active players, a commendable achievement in a crowded sporting market.

CHAIRPERSON’S REPORT

JACKIE DUNNE Chairperson

As my term comes to an end and I pen my final annual report I would like to take this opportunity to thank everyone who has come on the journey with me over the past four years. I am extremely proud of what we have achieved in my term and it was a huge honour to be the only female Chairperson of a board of a national governing body of a major sport which has both male and female members. Thank you also to those who nominated me for “Ireland’s Top 30 Female, most influential women in sport”. Our sport has tremendous input from our volunteers throughout the basketball community. Without this we would struggle to function as well as we do. There is a great sense of community building and under the direction of the BI HQ, there are a number of very promising steps made in the past that will effect the future. As always in sport we must learn from our past and ensure to make it a stronger vibrant future, I am very fortunate to have chaired a board of directors with two common objectives to develop a strategy for longevity and sustainability to make basketball better for all and place our sport on the platform it deserves and to implement a governance structure that complies with appropriate governance standards and a 4

framework to measure this effectively. I am delighted to say we succeeded in completing both next steps are now underway to implement the longer term strategy. Our President and Chairman of Council Mr Gerry Kelly is also at the end of this term, I think you will join with me in acknowledging the significant input Gerry has dedicated to our sport, he travelled the country to events and was a brand ambassador promoting our game and association at every opportunity. Gerry and I worked extremely closely in my first two years, as I had the pleasure of being part of his council constituent, we embraced the challenges together with a common sense of improving the game and enhancing the quality of same, I would like to extend my sincere thanks to Gerry for all he has done for me and our sport. This leads me to the individual committees where some members have changed over my time and some roles evolved however one common theme has remained and that is they all do the best they can for our sport. Well done to you all for your enthusiasm, energy and passion. Long may it continue as we show the way for others to take on roles and as we prepared to plan our successors. We have lost and gained some professional staff at BIHQ all led by our Secretary General / CEO, Bernard O’Byrne, who has restructured his organisation in the past twelve months to allow for appropriate succession planning, Bernard thank you for your continued support and contributions during my time as Chairperson. had the Cup Finals weekend on TG4 where this past year we split the Men’s and Women’s finals and it generated enormous viewers. We continued to move the league finals around Ireland this year going to Kilkenny which was a very successful weekend with a view to showcase the sport around the county.

Donal and Bernard together with the board of directors have guided our sport from a deep financial debt to a much stronger financial standing, allowing in the very near future for some reinvestment back into our sport. During my time we have also seen tremendous growth in our development officers, who are working tirelessly through the country to improve our game. With the addition of Bernard as a member of a FIBA subcommittee we are reaping the benefits with him raising our profile and acquiring FIBA financial support. Testament to this

With that in mind we completed the analysis within the basketball community our “grass roots” to develop the strategic plan “Step to the Line” and now a development group “strategic plan implementation group” are empowered with driving the implementation of the plan. I firmly believe this plan when implemented puts our sport at the forefront and will result in great successes.

I would like to extend my gratitude to the Board of the Arena and the Arena staff who continue to provide a warm welcoming environment at all events that are held in the NBA. The Arena staff had a change in some roles during the year and I am delighted to see it thriving and evolving On the Media front we have made significant progress with all our social media platforms doing exceptionally well, our professional staff have developed a new website which gives us the aesthetics, consistent with other sports. Raising our profile and brand awareness was key. On the streaming aspect this took a significant leap this year with school games , college games, National league games and national cup been streamed live, it opens many doors of opportunities. Live on TV we

One particular milestone is the resurgence of the International programmes, it is wonderful to see our sport at a full complement of teams travelling away this summer to Europe representing our sport and their country. For the first time in a number of years we will 5


CHAIRPERSON’S REPORT have representation at U16, U18, U20, and senior in both men and women. Also the international structure seen the development of the Elite Performance Committee (EPC) leading development of players and providing a platform for our elite athletes to compete. This ensured that policies, procedures and guidelines for our high performers are much more available and transparent. It also ensures that we can provide a positive experience for the players. It has to be noted and commented that hundreds of hours the international management and coaches devote to their programmes. Anyone that was in Gormanstown in May at our international weekend could only be enthused. To see in excess of 250 International players “a sea of green” playing with such pride and determination for the green jersey was hugely satisfying. On the management side it was refreshing to see the great collaboration between the squads and the willingness to help each other with ideas, game tape, preparation ideas and indeed development squads playing teams that will travel to Europe starting with our senior women this summer. It is fantastic to see such activity and the fact that we can showcase our sport in Europe, only leaves me to extend my good wishes to all the players and management involved.

Significant time, effort and commitment were given by each member to drive the changes in our Sport. My gratitude to the Sports Council of Ireland and the Sports Minister’s office and all of our sponsors and partners for their continued support in helping us advance our sport. I look forward to seeing you all at the AGM on June 11th. My sincere thanks for all your support, efforts over my term. I would like to wish the incoming board members, the new president and all committee members continued success. GERRY KELLY President

As the season draws to a very successful close so does my 4 year term as President of Basketball Ireland. My sincere thanks to everyone for all your advice, help and support throughout the 4 years genuinely it has been very much appreciated. To all Members of Basketball Ireland thank you for giving me the opportunity to serve and represent our Sport as your President. It has been an experience and honour I will treasure for ever. Sincere best wishes to Teresa Walsh on her election to BI President. I hope Teresa enjoys her tenure as much as I have. During my 4 years in office I had the pleaseure of working with 2 very dedicated BI Board Chairpersons Paul Meany and Jackie Dunne. Both worked tirelessly with their respective Board members in developing our Sport. The leadership they have shown is commendable. The legacy of Jackie’s work is to be seen in the Governance and Compliance structures she is leaving for her successor. There are many hurdles ahead for our Sport following the launch of the new 10 year Strategic Plan. It is ambitious, it is creative, it’s aspirational and I look forward to its positive implementation as our Sport continues to grow. The Board and Council working with our Secretary General, Bernard O’Byrne I have no doubt will work tirelessly in insuring its success. 7

To Bernard, Deirdre, the Office Team and the Development Officers my sincere thanks. My work as President would not have been possible without your advise and support. The year under review has, to say the least, been very challenging for the Basketball Ireland Council. As you know the Council is responsible for the implementation and running of our Sport on the ground. Throughout the year your Representatives on the BI Council have worked tirelessly in delivering on the aims and objectives of the respective sectors of our Sport. The Basketball Ireland Operational Agreement signed in 2010 sets out the Role of the Board and Council of Basketball Ireland. The journey on its full implementation is well advanced. The National Draw, which enables all participating Clubs and Teams to raise substantial funds was again a huge success. This initiative is without doubt going to grow in seasons to come. As Basketball Ireland’s domestic season comes to a close, we can all recall countless memorable moments across the country. Congratulations to UCC Demons on retaining their League Trophy and to Templeogue on their incredible Cup victory over Swords Thunder. What would have happened if Isaac Westbrooks last second 3 pointer had dropped. It was a weekend which also witnessed Glanmire defeat Killester in the Women’s Cup Final. In a hugely successful season for Glanmire, the club also won another League Trophy. Congratulations also to UCC Demons and Meteors who this season both celebrated their 50th Anniversary. Congratulations to our Senior Mens and Women’s


PRESIDENT’S MESSAGE Teams who participated on the International scene with great distinction.

Highlights of the school year would include on the boys side a significant achievement from former school of the year St Malachy’s College, Belfast who won an incredible four National “A” Trophies while Sliabhe Luachra, Rathmore, Lucan Community School and St Aidens Whitehall secured “A” titles for the first time. In the girls schools competitions notable highlights would include Holy Faith Clontarf’s domination of the Senior “A” competitions with SCR Portlaoise and Crescent Comprehensive, Limerick winning titles in the younger age groups.

6 years ago Basketball Ireland had zero teams competing at International level. This season we have 12. Congratulations to all who have made this transition possible. Early in the season the former International Affairs Committee was replaced by the Elite Performance Committee (EPC). Dedicated work has been undertaken by the EPC and I look forward with anticipation to its further development. Best wishes to all our Players, Coaches and Management Teams who are representing us over the coming months.

The Schools U15 Inter-Regional Tournament this season attracted 9 Boys and 9 Girls teams. This Tournament is part of the selection process for the International underage development squads.

NATIONAL AREA BOARD COMMITTEE Throughout the country Basketball could not continue to flourish without the dedicated work of the members of the National Area Boards Committee. They along with the members of the Area Boards are responsible, with the exception of the Super League, for the organising and running of all Club League and Cup Competitions.

PRIMARY SCHOOLS MINI NATIONAL COMMITTEE Primary Schools Mini-Basketball continues to go from strength to strength. This sector of our Sport is working closely with the Local Area Boards around the Country. Close on 15,000 children will have played Primary Schools Mini Basketball under the auspices of affiliated local Area Boards during the season. This sector of our Sport is continuing to grow with the support of our 4 Development Officers.

When support and advice is required I urge you to contact your local Area Board Representatives. They are your point of contact. WOMEN’S SENIOR COMPETITION COMMITTEE

NATIONAL BASKETBALL COLLEGES COMMITTEE The Women’s Senior Competition Committee had its most successful season in a long time. In addition to their normal full season of activities they organised two preseason Tournaments hosted in the Arena and NUIG

The National Basketball Colleges Committee continued its excellent work throughout the season. The College Development Plan for the coming seasons to ensure longevity within College Basketball proving to be very successful. The season under review highlighted:

The PINK Weekend saw 8 National League games were played in the Arena all of which were streamed live. A big “Thank You” to the Referees and Table Officials for their time and service contributed free of charge. Increased attendances were reported at all games throughout the season.

The very successful Intervarsities in Galway with 32 Teams competing, over the 3 days in excess of eighty games were played. The Fresher’s Tournament was again played at full capacity in Carlow with 24 Teams competiting.

POST PRIMARY SCHOOL COMMITTEE Schools finals once again packed the National Basketball Arena and UL. Underage Basketball is the life line of our Sport and without the dedicated work of the Schools Committee, Schools, Coaches and Parents the development of our young players would not be possible. During the season over 600 Registered Schools participated in Schools League and Cup competitions. League and Cup Competitions were run at U19, U16, Junior and Minor levels at A, B, C and D grades in 9 regions before proceeding to All Ireland Qualifying Tournaments.

This season Irish International Colleges Representative Teams travelled to Scotland to play their counterparts. This is the second year of this initiative and next season the Irish Teams will host the now Annual Challenge.

PRESIDENT’S MESSAGE COACHES COMMITTEE

Jessica McCarthy was this years NRC Representative at the FIBA Young Peoples International Development Camp.

During a very busy and successful Season the National Coaching Committee were very active running a broad range of Development Programmes for Coaches at all levels of our Sport. This season:

4 National League Referees were accepted to officiate at this years Scania Cup. This is the first time in almost 10 years that Irish Officials have refereed at this International Competition.

Martin McGetterick participated in Year 2 on the FIBA Europe Coaching Certificate.

NATIONAL TABLE OFFICIALS James Weldon completed his FIBA Europe Coaching Certificate.

During the season under review, the National Table Officials Committee continued to build its capacity to develop the important role of Table Officials at all levels in the game from School to International level. With the cooperation of the Area Boards, Clubs and the Schools Committees, significant delivery of Table Officials Development Programmes were provided. Key activities during the season were:

Erin Bracken represented BI Coaches at a FIBA Europe Coaching Clinic during the past year. Over 50 Coaches from around the country attended the BI Ireland Coaches Conference in the Arena. In excess of a dozen Coaching Clinics were run throughout the country as part of Area Board Technical weeks.

Increase in the number of qualified Table Officials at Basketball games.

14 Coaches from all around the country attended a Coaching Development Programme run in conjunction with the National Camp in Gormanston.

A FIBA appointed Table Official provided a number of Development Workshops for all registered Table Officials.

During the season, Introduction to Basketball Coaching Courses were provided to a large number of new Coaches.

Appointment of accredited Table Officials at the 3 FIBA European Games, Schools, Area Board, Club and National Competitions.

Dawn Smyth, Coach Education Manager in Canada gave Skill Development Courses in Dublin, Cork, and Claremorris. This initiative was organised between the National Coaches Committee and Ciaran O’Sullivan, BI Development Officer.

Qualified Table Officials appointed at Home Internationals. Appointments for Special Olympics and Irish Wheelchair Basketball Programmes.

NATIONAL REFEREES COMMITTEE

My sincere thanks also to the members of the National Appeals Committee who we hope are never needed but who are always readily available when required.

The National Referees Committee undertook an ambitious programme of activity for the year under review:

To members throughout the Sport who have lost loved ones during the year my sincere condolences on your sad loss. My prayers and thoughts are with you all.

Grade 3 Programmes designed to provide all new officials with the proper basic tools required to start their refereeing career were provided countrywide. This initiative continues to run in tandem with the Yellow Whistle Programme.

To everyone enjoy the summer, enjoy the 2016/17 Season and again Thank You for the opportunity and the memories.

At National level the “Coaches/Mentors” scheme continued for all new entrants to the National Referees Panel.

DIGITAL EMPOWERMENT

HOW THE FUTURE OF BASKETBALL COVERAGE IN IRELAND IS IN THE PALM OF YOUR HAND. Ask any basketball club in the 32 counties what they want more of and ‘media coverage’ will make the list. Games promotion and marketing are always a high priority but budget, expertise and time constraints can often hold back even the best-willed of volunteers. Basketball held its own in mainstream media in the last year. The sport was featured much more frequently on TV news programming while the audience for the live TG4 broadcasts of the 2016 Hula Hoops National Cup finals increased by 19% from the previous year.

In print, there were 1,865 articles about basketball in the narrow window of the National League season. That’s over 70 articles per week across local and national print media. The thing is, the definition of ‘media coverage’ has completely changed in the past number of years. Before the morning papers, the evening radio bulletin or the nightly TV news – the latest stories are sitting in the palm of your hand.

With a little training, a smart phone and a commitment to consistency, clubs can have their own voice to speak to the people they need access to. If the status of sports were once judged by their column inches, now strength of social community is the real litmus test. Basketball Ireland’s own social platforms cracked the 20,000 barrier for the first time in 2016. What if the 230+ clubs currently active added another 1,000 each? We wouldn’t just have a sport worth shouting about, we’d have a sport that could shout for itself. NATIONAL CAMP The National Camp this year will run for its 45th straight year making it Ireland’s longest running Residential Basketball Camp. Over the last 10 years the camp has gone through a lot of changes including a change of venue from its spiritual home in Dungarven up the East Coast to Gormanston College County Meath.

In making this move it has allowed the National Camp to grow both in terms of size and quality with Gormanston one of the few gyms in the country that has 4 full size indoor courts within the sports hall. Gormanston College also offers over 200 rooms for campers and coaches along with fully catered meals to keep the campers going through the long days of non stop basketball. Year Total Campers

The camp philosophy of the last 5 years has been centred around the standard of coaching provided to Ireland’s junior basketball players. The camp caters to all standards from beginner to international players so having a wide range of experienced coaches from both home and abroad has become one of the big draws for players. With the basketball day running from 9am until

The camp has a long tradition of famous coaches and players that have attended the camp both from home and abroad and the move to Gormasnton has not changed this at all. In 2012 the National Camp was lucky to have USA Junior National Team and Davidson College Head Coach Bob Mckillop in attendance. Bob’s appearance at the camp was a great boost at a time when the National Camp was just getting back on its feet after being hit by the financial downturn.

9pm for the 5 days of the camp players attending really do get a great basketball experience as well as getting the unique chance to make new friends amongst the basketball world. The making of friends has always been one of the big selling points for the camp dating back to its early years in Dungarven. This is still a huge part of the camp and with over 40 foreign players attending the camp in 2014 the friendships and the camp have now become truly global.

The National Camp was in jeopardy after the 2010 camp following the downturn but after going from 2 weeks to just one week in that year the numbers have continued to grow every year since with the last two years being full to capacity.

With the national camp constantly evolving with new ideas and new exciting initiatives being added to the camp each year it is hoped that the National Camp will continue its growth over the last 5 years and with this year’s camp selling quicker than ever before the National Camp will be a big part of the Irish Basketball calendar for years to come. 20


3x3 – THE EUROPEAN OLYMPICS

3x3 basketball has been slowly growing in Ireland over the last 4 years since FIBA started to push it as a new competitive version of the sport in 2010. Basketball Ireland joined other smaller basketball nations in taking up 3x3 as a way of growing social basketball as well as a chance to compete with the major nations at the very highest level. From Basketball Ireland’s first underage National Championships in 2012 there has been a steady increase from just having one tournament with 2 age groups in 2012 to the 2015 program which included 12 Basketball Ireland tournaments and a lot more locally run ones around the country. This summer Basketball Ireland are running a underage summer program to try and keep players playing using 3x3 basketball as the format. Any age, any format, and standard is the tag line for what we hope will happen this summer. Regardless of who you are if you are interested in getting summer 3x3 basketball set up Basketball Ireland is keen and willing to help. The highlight of the 3x3 program to date has undoubtedly been the Senior Women’s program that competed in the first ever European Olympic Games in Baku during the summer of 2015. The Baku event was the culmination of 2 years of hard work which saw the women’s squad first of all qualify out of their group in the European Championships qualifying event and head to Romania for the European Championships. The team recovered from a nervous losing start against hosts and tournament favourites to record a memorable overtime victory against another of the pre-tournament favourites the Ukraine. Finishing 11th in Europe in this competition during 2014 gave them entry into the 2015 European Olympics. 21

Baku was an experience of a lifetime for all players involved with all the trimmings of the Olympic movement including athletes village, purpose built venues and opening and closing ceremonies in front of a sold out Olympic stadium. On the court the women’s team Captained by Suzanne Maguire also included Niamh Dwyer, Grainne Dwyer and Orla O’Reilly performed beyond all expectations. After two early loses, which included defeat to the European Championships runners up and a fully professional Spanish team the team finally hit their stride demolishing Slovakia in a must win game. This win got them a knock out game on the main court in front of the live TV cameras where they took on 3rd ranked Czech Republic. Playing the best basketball they had played since their journey began the team were triumphant in an up and down game that proved highly emotional for all involved. The team eventually bowed out of the tournament in the quarterfinal stage losing by just 4 points to the Russian European Champions who also went on to lift this title with no one else getting closer to them than the Irish team. An 8th place finish was a chapter in Irish basketball history that will hopefully be looked back on in years to come as the start of Ireland’s rise on the 3x3 stage. This summer along with national tournaments for age groups from Under 14 to seniors our National team presence will grow with Basketball Ireland entering senior teams for both men and women as well as under 18 teams for men and women for the very first time. MALAWI PROJECT

What is the Malawi Project? Initiated by Orla Crowe of Irish Rule of Law International, a Mayo native, who approached Basketball Ireland and the National Referees Committee about providing necessary equipment and learning materials to support the game of basketball in Malawi. BI and NRC have committed to supply referee jerseys, basketballs, learning materials and whistles and to send a Tutor to run a Referee’s Course. As well as sending gear and equipment, Basketball Ireland have donated €1,600 to help send Marie Horgan over to Malawi in July where she will conduct tutorials on refereeing. This is in addition to the €112,000 the Draw generated in fundraising for clubs in 2014/15, meaning that a quarter of a million euro has been raised for and by clubs as direct result of the draw. JUMP TOGETHER

The Jump together programme invites basketball and GAA clubs to form a partnership and share training ideas for the ultimate benefit of the children and coaches involved. This programme has proved very successful in Cork, over the past number of years the Jump Together programme has been introduced to several clubs in Cork City and County. Due to the success of the programme in Cork, Basketball Ireland has rolled out the programme across the country. There has been a fantastic response and willingness to get involved by GAA and basketball clubs alike. The aim of this programme is firmly based on participation in sport. The GAA and Basketball season dovetail nicely as their playing seasons differ, this will ensure a child playing both sports will have year-round physical activity. In addition to this both sporting codes are aiming to ensure that children develop key motor skills which will impact on their overall physical development. The programme has a major focus on the crossover skills of both sports. The tactical aspects of the game are much the same with a key emphasis on spacing, developing spatial awareness, peripheral vision, timing cuts and decision making.

By providing a variety of different sports and fundamental movement skills to children involved in the programme, physical literacy will be improved and there will be more opportunities for them to participate and excel in a range of sports and physical activities. To date there has been 28 programmes run throughout Ireland, catering for approximately 1,000 children. Counties where programmes were run include: Dublin, Cork, Galway, Sligo, Clare, Cavan, Westmeath, Kerry and Donegal. This is an ongoing project with several more programmes to be run before the end of the calendar year.
