When we first met Tommy and Melanie Glatzmayer in late February, they were visiting Kemptville Public School to read from the children’s book Tommy wrote with his mother, Nathalie Wendling. Since then, the Manotick residents have appeared on TV and radio shows, and held book signings throughout Ottawa in conjunction with the Children’s Miracle Network and CHEO. See ‘Sequel’ page 3

Thanks in large part to a Barrhaven native, the Canadian men’s under-16 basketball team secured a bronze medal at a North and South American championship with an 85-

65 win over Puerto Rico on June 25. Chris McComber, 16, led all players with a game-high 15 rebounds and chipped in with 11 points at the International Basketball Federation (FIBA) Americas U16 Championship. He recorded the game’s only doubledouble – when a player earns a double-digit total in two categories. With the third-place showing, McComber’s Canadian team qualified for the 2012 FIBA U17 World Championship next summer in Lithuania. See ‘Mexico, page 4

Last summer, then a six-foot-five shooting guard, McComber led Ontario in shooting percentage as the team captured the under-15 Canadian championships with an 82-77 victory over Quebec last August. With his successes both Ottawa-based universities have already contacted him about playing for them when he graduates from high school. An Algonquin College planning process aimed at improving services for students and enhancing programs with high enrollment numbers is well on its way. A year ago, a special committee of the college’s Board of Governors came together to come up with a strategic plan. The report recommended the phase out of a number of programs with low enrollment numbers and the investment in various new programs.

It also sought to evaluate things like academic services to define their role and measure satisfaction levels and outcome. Dean of academic development and chair of the strategic steering committee Marguerite Donohue said that it has been a busy year. “Most of the programs

we have identified for phase out have been phased out,” she said, adding that the enhanced programs have started to increase their student numbers through additional winter intakes. The report, which initially recommended the phase out of programs like: e-publishing, corporate security, English as a Second Language, police foundations intensive and horticulture, was developed after months of consultation with students, staff, employers and the general public. The programs targeted for phase out had low enrollment numbers and high cost to student ratios. The college identified some 28 programs and planned to include another 27 offerings to meet the needs of employers. “As opposed to something that has been done to people, it’s a process very much done by the people involved,” Donohue said. The key goals of the program were to:

• Continually develop the college to ensure learning is the priority • All members of the college community must be committed to student success • To focus on relevant, high-quality programs and services and to continually improve. • For things like Academic Services, that has meant clearly identifying the roles and then coming up with ways to measure the quality of the service. COMMUNITY SUPPORT Donohue said she was impressed by the continual support of the college community. “More students than ever before are seeking a college education, bringing with them the specific expectations of service and technological integration,” she said. “This project is expanding our culture of continuous improvement to meet this demand and deliver on those expectations.”

Cooking is something that brings back a lot of memories for lots of people. It’s a time shared with loved ones and a time when care and thought is put into having fun with those around you. This is one of the many reason a cookbook was the perfect fundraiser for Carefor Health and Community Services. Carefor is a not-for-profit agency in Eastern Ontario that helps provides home health care and services to the community at large in Ottawa, Pembroke and Cornwall. It’s meant to help both

the clients and their caregivers. Staffed by nurses and personal care assistants, Carefor’s mission is to keep people in their homes as long as possible. Fundraising is always a priority for many agencies and the Carefor team had been looking into different ways to raise money and they went with this idea, according to Delphine Hasle, marketing and fundraising specialist for Carefor. “It’s the first year we are doing a cookbook fundraiser,” said Hasle. “It was very well received and we are hoping to do a second edition by next year.” As of today, approximately 300 of the 500 cookbooks printed have been sold. We have all heard the expression time is money, but a Bells Corners resident is putting that into practice. Price, a mother of two, volunteers for the Queensway Carleton Hospital’s Look Good Feel Better program for cancer patients, as well as the neo-natal unit at CHEO and the Fringe and Folk Festivals. Recently separated from her husband, Price didn’t want that to mean she would have to cut back on her volunteer commitments, so she is looking to the community for help. She designed a babysitting cooperative that allows parents to trade babysitting hours, meaning time really is like money. The idea would mean everyone signed with the cooperative would start with 10 hours — which members would trade amongst themselves for babysitting time. For example, if a member needs to go out on a Thursday night for three hours, then she looks at the list of who is available. Once someone is found, then parents meet and set things up.

To keep from penalizing parents who have multiple children, Price said the hours would be counted ‘real time’ for the first child and then halfan-hour for each additional child. “Really if you have four children to watch instead of three it’s not that much more work,” she said. After someone has watched or dropped off the children, both parties would email the moderator of a group Price has set up online to advise how many hours to transfer between them. SERVICE NEEDED “It’s not a new idea,” Price said, adding that her inspiration was simply her need for the service now. The program would allow parents to pursue evening and weekend volunteer or community activities without taking a hit to their pocketbooks. The group is intended for occasional use and would not be used as a substitute for daycare. To keep things fair, Price said she doesn’t want to see people collecting more than 25 hours worth of sitting and doesn’t want to see anyone going into negative numbers.

She is also encouraging people participating in the program to get a police record check. “I think it will really ease people’s minds about leaving their children with someone they might not know that well,” she said, adding that she intends to put some kind of notice on the group’s web page about which members have had their police checks done. Price also said she had an idea of hosting a potluck or some other kind of meet-and-greet so members can get to know each other. Following that, each time there is growth in membership, there can be another function to introduce new members. Price said she sees benefits for the children as well as they make new friends. “Sometimes when there is a group of kids playing together at the playground, it can be hard for new kids to break in. But hopefully when the children start seeing each other in their homes, they will mix better in the neighbourhood.” The group can be found at groups. yahoo.com/group/westcliffebabysittingcoop.

NCC shuts out public Soon the historic Rideau Canal will have a new feature – a digital sign that will light up the side of the Ottawa Convention Centre for close to 17 hours a day. Of those 17 hours, half will be advertisements, possibly for such things as cars, cellphone companies, new fast food deals and myriad gizmos and gadgets. The National Capital Commission approved the three year pilot project, which they feel will use the 291 square metres of the side of the convention centre to promote events, heritage and set a standard for digital signs in the national capital. But only 30 minutes in a one-hour slot on the sign will be devoted to the convention centre and culture. The other half is purely profit from private and public advertisers. Even television shows offer viewers a slightly better ratio of programming to advertising. The question remains, will the NCC take matters into their own hands and make the digital sign something amazing and worthwhile to stop and look at? The debate at the board meeting on June 29 to

approve the sign took two and a half hours. Two hours involved questioning whether this is right for Ottawa. Is it right for a capital? Is it right for tourists who are skating leisurely down the canal during Winterlude who will look up and see an advertisement for cellphones or shoes? The board members voted eight to three in favour of the project. While chief executive officer of the board, Marie Lemay, indicated she felt this would be the start to great opportunities for the capital, residents in the audience did not share her sentiment. Sitting through the debate were concerned residents who opposed a sign on the city’s designated world heritage site. They sat in silence as they watched the deliberations, hoping heritage would trump monetary need. And although opposing arguments included petitions, questions about the future of the canal’s world heritage designation and suggestions that no other capital city would approve such a project, the board members didn’t hear them because the public was not allowed to speak at the meeting.

The good news and the bad about the arts in Canada Summer is the right time for a look at the good, the bad and, yes, the ugly in the Canadian arts. First the good: Last week, during the Ottawa International Jazz Festival, a band of young musicians rehearsed in the theatre of Library and Archives Canada, as part of the TD Jazz Youth Summit. The 17 players, high school, university and college students, were brought together from across the country. Later, they would present two concerts on the festival’s main stage. Three seasoned pros, all Canadians, worked with them as they struggled to learn a difficult composition, Transit, by Darcy James Argue. The band’s musical director, Jim Lewis, a Toronto trumpeter, composer and teacher, welcomed Argue, who is originally from Vancouver but now leads a New York-based band. One of his trumpet players, Ingrid Jensen, who is also originally from B.C., also pitched in, as well as playing fiery trumpet solos. The guidance was in part technical but also general – it was about breathing, it was about not playing timidly, it was about projecting authority and it was enjoyed by both sides. “I’m very appreciative of you guys playing my music,” Argue told them. By the end of the 90-minute rehearsal,

CHARLES GORDON Funny Town the piece was sounding almost as professional as it would sound later that night, when Argue’s own band, the Secret Society, played it in Confederation Park. Here was the Canadian arts scene at its best, the essential components being talented young performers, dedicated mentors and generous funders. In varying degrees it can be found across the spectrum of the arts in this country. In music, theatre, dance and writing, more and more young Canadians are emerging as impressive performers, ready to take their place in the professional ranks. Here’s the bad: Once they get to the professional ranks, they find they can’t make a living. The same day the young jazz musicians were rehearsing in Ottawa, the SummerWorks Theatre Festival in Toronto was facing a significant loss of government grants. The federal Heritage Department’s rejection letter

to SummerWorks was particularly ominous. It said it was looking for “tangible results, which contribute to program objectives; provide the best possible value for money; and meet the needs of Canadians.” This is great. Government is quantifying art, looking at plays and music and paintings to see if they produce tangible results that contribute to program objectives. I think that’s one play you don’t want to see. Meanwhile, the federal finance minister, James Flaherty, was warning cultural institutions not to count on government grants. And of course they shouldn’t, but anybody who thinks the arts in this country can operate without help from government and corporate donors doesn’t know much about how the arts work, not only here but all over the world. The unfortunate thing, here and all over the world, is that the people buying tickets, CDs, books and paintings, do not provide enough revenue to keep the culture going. That’s the ugly part. The ugly part is us. Those of us who have money to spare, spend thousands on elaborate electronics and home theatre systems and, relatively speaking, virtually nothing on going out to see live music and theatre.

Festival season may be an exception. People seem capable of venturing out of the house if someone is putting on a festival nearby. Tickets and passes are relatively cheap, helped by the grants that cultural institutions are told not to count on any more. But once the summer is over, we go back inside, turn on the home entertainment system, download music for free and leave the artists to fend for themselves. As anyone who has seen Canadian young people perform knows, we are doing a terrific job of training young artists. But we are doing a terrible job of supporting them. Some of that is government’s fault, but a lot of it is ours.

Ever since Luke de Freitas was young, he’s been hooked on tennis. From the time he was seven, hitting balls, to the age of12 when he began playing in competitive tournaments through the Ontario Tennis Association, the Manotick native has always had a racquet nearby. Now the 19-year-old is attempting to share the love. De Freitas was one of 29 local recipients of the Ottawa Centre for Research and Innovation’s (OCRI) Summer Company Program bursary after founding Topspin Tennis – a business designed to offer lessons to children and adults. He will receive $1,500 from OCRI to assist with start-up expenses, as well as tips to manage his financial statements and 12 hours of business training. “I’ve always played it and I think it’s an excellent sport,� de Freitas said. De Freitas will be doing most of his instruction out of the Russell Community

Since his lessons are tailored mostly to junior players aged seven to 13, the St. Mark Catholic School grad said he aims to follow Tennis Canada’s progressiveactions method which breaks down the steps of how to hit each type of shot. “It’s really individualized to them,� the third-year University of Ottawa biomedical sciences student said. “You really go through why each specific shot is important and when you use it before talking about technique. “It’s hard for the little kids – you have to go slow. But it’s really important. You can show them how to hit a forehand until you’re blue in the face, but if they don’t know when to hit it, they’ll never be able to.� De Freitas added that most of the instruction is done from within the service boxes – half the court – while using bigger, depressurized tennis balls for easier control. While de Freitas said he’s still working on improving his instruction-level skills, he’s fully committed to the tennis club and increasing his clientele. “I’m going to post some signs up around the courts,� he said. “I have a lot to do in Russell right now.�

Anna Bilksy was matched with her first protegée in 1992. Bilsky is a volunteer with a charity in Ottawa’s west end called Citizen’s Advocacy. Its mission is to enhance personal choice and community participation for persons living with disabilities through advocacy support. The organization’s Everyday Champions program pairs able-bodied volunteers with clients who need support. Michael, who had Down syndrome, saw Anna at least once a week for nearly 13 years. “Then after he went to Tamir Group Home and became too busy to see me, so I said, ‘my job is done,’” the Carlingwood resident said. After Michael, Bilsky worked with Ruth — with whom she became so close that she joined in on family functions. “I remember being there when her sister told her she loved her and Ruth said, ‘You’re my sister, Anna loves me,’” Bilksy said. Bilsky said she became an advocate because she wanted her children to learn about people with disabilities. “My kids were about eight and 11 and I wanted them to learn to be accepting,” she said. Now, Bilsky works with a visually-impaired client Marj. The two go for coffee and shopping trips weekly. They also buy a weekly scratch ticket. “Although we have only ever won $25,” Bilsky said. Bilsky also works with Veronica Anderson, whom she met through Citizen

Advocacy’s board of directors. “Veronica had some trouble with her advocate, and I was driving her home from the meetings a lot of times so we became friends,” Bilsky said, adding when the pair approached executive director Brian Tardif about the idea he told them it was about time. Anderson, who has been involved with the charity for 14 years, said the pairings help people function in their day-to-day lives. “I work for the city and a friend told me I should go and check it out,” she said, adding that she was a little shy at first, but the support has helped her to make friends. Anderson is proud of her friend Bilsky, whom she said had battled breast cancer. “We get together for family gatherings. We have become close,” the west-end resident said. Anderson’s son Daniel, who has attention deficit disorder, is also matched with an advocate. “We go out for coffee and bus all over the place,” Daniel said. “Citizen’s Advocacy is the best. It’s nice that people help out each other.” A luncheon held at the Parkdale Avenue office on June 7 showed just how much the group can accomplish. Volunteers banded together to raise funds for Everyday Champions during Ottawa Race Weekend. On May 28 and 29, 10 protégés, eight advocates, six family members and five staff raised more than $12,000 to support a program that was recently de-funded by United Way. The luncheon honoured the walkers with gift certificates and prizes. Anderson said she has been doing the walk for a couple of years and has been encouraged to do the five-kilometre stretch next year. Anderson said she has done the fivekilometre walk for ALS and recently lost about 60 pounds, so she thinks she is up to the challenge.

Manotick’s future under development Complete public comments now online Public comments from an April workshop on the future of Manotick have been released by the city. More than 60 members of the public attended the workshop, held at the Manotick Community Centre, to discuss the Manotick Secondary Plan, which was approved in 2001. They provided input on: • Future land use. • Transportation options. • Greenspace and the environment. • Water, wastewater and utilities. The purpose of the meeting was to identify issues that need to be addressed in order to refresh the secondary plan. The city’s village plan review team will complete the analysis of public commenst and report

back in the fall. At that time, the team is expected to return with answers to the concerns raised and any suggested changes to the secondary plan. The city team working on the final report will have to take into account diverse viewpoints. One resident also spoke in favour of intensification in core, while another commenter asked that the team maintain the character of mainstreet. One person said Stittsville is a good example of a town that Manotick can emulate, because it has both a mainstreet area

and shopping plazas with big box stores. One commenter expressed a need for public washrooms in Manotick’s core. Comments regarding traffic in the village were extensive. Speed, lack of sidewalks in some areas and unsafe bicycle routes were mentioned. Some people pointed to trucks as a safety issue. “Heavy trucks and construction trucks use Bridge Street to bypass urban area,” reads one comment. One person suggested a ring road or bypass around of village to address the truck cutthrough issue. Greenspace comments included calls for a parks master plan, while others asked for preservation of unique areas, such as Mahogany Forest. The subject of water quality showed residents have very different opinions. One comment notes people are happy with their water quality, while another asks how to petition to obtain city water in a neighbourhood.

The mammoth new Ikea store at Pinecrest Mall is set to get flashy digital billboard. The sign still needs to get council’s final stamp of approval, but if it gets the thumbs up, the digital sign could not be more than 80 square metres. The digital sign would be located on the second storey of the west side of the building – so it wouldn’t be visible by any residents north of Pinecrest Mall on Iris Street, according to a city staff report. The move comes in advance of a larger study looking at whether the city should allow these types of digital signs. But a city report says the Ikea digital billboard is different than the three LED signs the city installed as part of its pilot project because the images wouldn’t change as frequently and the Ikea sign wouldn’t contain third-party advertising.

That report on how the city should address the issue of digital signs is expected to come to council next year. There are guidelines for the types of messages and images that can be displayed on electronic signs, including rules that message cannot be not animated, cannot have any quick flashing text cannot cause a distraction for drivers. Images and messages on the sign would change every three minutes. The hours an intensity of the sign’s light would vary throughout the year as part of the conditions of the permit. The city’s planning committee approved the signs without discussion during a June 28 meeting, but the city staff report indicates that College Ward Coun. Rick Chiarelli supported the move. The committee also approved Ikea’s other sign requests: a 456square-metre poster board that would cover most of the north façade of the building, six “entrance” signs and five flags identifying the store. The digital billboard is expected to be installed later this fall.

When she was young, Carolyn Côté would go to Clarke Fields Park every Canada Day with her family to see the fireworks blast off. But this year, the local rocker was one of the day’s biggest attractions. Côté and her band, Arms of the Girl, secured a wildcard entry through the Battle of the Bands to be part of Barrhaven’s Canada Day celebrations on July 1. “I remember seeing people perform there,” Côté said, who moved to the Fisher Avenue and Baseline Road area two years ago. “It’s kind of neat that I get to do that myself.” But the Canada Day show was just the beginning for what will be a busy summer for the 25-year-old and the rest of her group. Arms of the Girl – a four-piece band also includes guitarist David Cutler, bassist Afton Penny and drummer Chris Zimmerman – will also performance another 45minute set at Bluesfest on July 7. Côté said the band’s inclusion in the festival came as a pleasant surprise. “I was at work and it was 8 o’clock in the morning and I saw the email in my inbox and I was so excited,” she said. “All I wanted to do was call the other three guys in the band, but because it was so early, I couldn’t call them because they wouldn’t be awake.”

While the rest of her bandmates have the luxury of sleeping in, Côté’s full-time job is at Algonquin College teaching English. Now 25, after earning a journalism degree at Carleton University and attending teacher’s college at University of Ottawa, Côté tries to keep her rock-star image low key. She does admit, however, that it’s hard to hide her enthusiasm when she has to bolt from the classroom after Friday afternoon lessons to be on time for a sound check. “In my day job, it’s really funny because not a lot of students know that I perform,” Côté said. “So I’m my nerdy, teacher self during the day with my big, chunky glasses on and then at night I transform and I get to be a rock star. “It makes me feel so happy and complete to be performing or recording in a studio. I always think that I’m really, really lucky because not everybody gets to do that.” Côté started the band, after first picking up a guitar in university, with Penny and two other women in 2006. It what was their first time starting a group. “My guitar teacher was like, “You know Carolyn, your voice is pretty good too. If you keep at this, you might be

able to turn it into something,’” she said. They started starting touring some of the local establishments, including a highlight night playing at Zaphod Beeblebrox when some of the members were underage. Côté said it’s those types of experiences that have helped the band grow. “I have completely learned everything with the band as we went along,” she said. “We made a lot of mistakes, but I guess we’ve done well enough that we were able to play Bluesfest and Canada Day.” Côté describes Arms of the Girl’s music as anything from folk to rock with a bit of blues thrown in. She said she’s heard comparisons to Canadian bands like Blue Rodeo, the Cowboy Junkies and the Barenaked Ladies, which she considers an honour. But now Côté believes it’s time for the band to continue making a name for itself. And what better time than Bluesfest where the Arms of the Girl has an indoor slot at the Barney Danson Theatre inside the Canadian War Museum? “We’re in the only indoor, air-conditioned theatre so we’re hoping that it’s either going to be sweltering hot or pouring rain so then everyone’s going to want to come inside and see us,” she said.

The group also performs at local music festivals, the Centrepointe Theatre and at retirement homes across the city – they have a show booked at Crystal View Lodge in Nepean in a few weeks. “It’s really fun when you are performing some of the older tunes and the resi-

The Nepean Concert Band has hit the right note. The band has been playing every other Wednesday in the Kiwanis Band Shell at Andrew Haydon Park throughout the summer and encourages residents to come out to the free concerts. In 1987, 1994, 1997 and 2001 the band earned silver medals at the national finals of MusicFest Canada. It is one of the few community bands to participate. “Most of us are in it for the music, the camaraderie and the fun,” said president Graham Lindsey, who left a Stittsville band after joining the Nepean group at a concert more than 15 years ago. The membership – all volunteer – fluctuates somewhere between 55 and 85 members, depending on time of year and performance space. There are no auditions, but members are required to come to the band with certain skill sets – such as the ability to read music. Lindsey said there are times when band member hopefuls have had to be wait listed. “We often have a lot of students who played with us all through high school and then leave during the school year, and then they come back in the summer,” Lindsey said.

The group used to be funded by the former City of Nepean, but has seen the dollars dwindle in the last few years. “We have bake sales, sell chocolates and sometimes will charge low ticket prices for some of our concerts,” said treasurer Julia Stanley. Stanley has been with the band for a few years and joined to make friends after moving to the city. “It’s a lot of fun,” the flutist said. “We manage to get by every year.” The group is also a provincially-registered non-profit organization and uses things like sponsorship from patrons in the public and private sectors to pay for the necessities such as conductor’s honorarium, rehearsal space rental, equipment maintenance and the purchase of musical arrangements. In the past few years funds from the Ontario Trillium Foundation have allowed the purchase of percussion equipment. The group practises at the Nepean Creative Arts Centre in Bells Corners on the Wednesday that alternates with the Andrew Haydon Park performances.
