The City of Ottawa has implemented a mandatory ban specifically naming car washes, in an effort to make the second-highest users of water comply with the larger ban in Riverside South, Barrhaven and parts of Manotick. Several car washes closed voluntarily since May 9, but four car washes in the affected area were still offering water-intensive services to customers as of May 12. On May 13, the city imposed the special ban out of necessity to protect the area’s drinking water supply while a broken water main is fixed on Woodroffe Avenue. All car washes agreed to comply with the mandatory ban, which carries a $500 fine and a potential loss of business license if they don’t comply. Mayor Jim Watson said the additional ban was necessary to send a message that everyone – residents and businesses included – play a role in ensuring the area’s water safety during the ban. The mayor said he was “disappointed” with the car washes’ reluctance to comply, saying “These businesses thought they were above the rules.” Barrhaven Coun. Jan Harder went a step further, saying the city could pursue legal action should any car-wash owner decide not to obey the special ban. “We’ll shut them down and I’m not going to feel badly about it,” Harder said just prior to city invoking the mandatory ban. Water ban could end in July Pool owners backing out of swim lessons Construction ahead of schedule LAURA MUELLER laura.mueller@metroland.com

An earlier end to the outdoor water ban could spell relief for people in Barrhaven, Manotick and Riverside South. Repairs to the Woodroofe Avenue water main could be completed in time to end the ban in July, rather than in mid-August. At this point, the earliest the ban could end is July 31, said Wayne Newell, the city’s manager of infrastructure services. The city shortened the tendering process for the construction and crews are working longer shifts to finish the project as quickly as possible, Newell said during a press conference on May 13. The construction company was also able to get pipes shipped sooner than expected. Construction on the smaller supplementary pipe is complete and the pipe is being tested. That pipe could provide more capacity by mid-June. But the ban can’t be lifted until the larger water main is complete, which is why restrictions would still be in place until the end of July.

The city is also constructing an above-ground water pipe to bring an additional 15 per cent capacity to the area, but that won’t be operational until midJune. The extra pipe is meant as an “insurance policy” to protect the drinking-water supply, and not to loosen the ban, said Barrhaven Coun. Jan Harder. “I would be fearful if people thought they could flout the ban,” Harder said. The additional capacity will provide even more assurance against depressurizing the water system, which could lead to drinking-water contamination. Meanwhile, the city has received 1,100 requests for pool and hot-tub top-ups as of May 13 (unlimited top ups are available to residents) and Harder said another water tanker has been added near Woodroofe and Strandherd Drive where residents can obtain water for gardening and outdoor uses. Resources for the YMCA’s backyard pool program are drying up in the wake of the city’s outdoor water ban in Ottawa South. According to Taggart Family YMCA aquatics programming co-ordinator Samantha Wilson, two of approximately 10 “host pools” that usually offer backyard swimming lessons in Riverside South and Barrhaven have pulled out of the program because of the water ban. Although the city is offering a free pool fill-up and top-up program for the approximately 3,000 pools in the area, Wilson said the hosts don’t feel the city will be able to adequately provide water to make sure their pools are ready to host neighbourhood kids. “There’s summers when you spend a couple weeks getting your chemicals balanced,” said Barrhaven resident Jean Montminy, who has hosted backyard swimming lessons for the past three years. She said usually she would just use regular water to play with the pool’s dilution ratios, but to continue that practice this year the city’s top-up program would need to visit very frequently. “Are they going to come every other day until I get my pool under control? I just don’t want to take that chance.” The backyard pools program relies on families with pools to offer up their backyard to a minimum of 10 swimming students for a week in the summer. Once the kids are registered, the YMCA sends three instructors to the house and kids can learn to swim outdoors in their own neighbourhood.

City spokesperson Jocelyne Turner said that since the ban was announced on April 27, the city has fielded more than 1,200 requests for top-ups and fill-ups, and about 500 requests have been filled. Turner said there’s no backlog, however, because some residents have made requests for days in the future which haven’t been met yet. “The city is meeting demand. I don’t think we’ve run into this specific situation yet, but so far we’re meeting demand and everyone’s getting their desired timing,” she said. “What I’ve been told is residents can call to register to have their pool topped up as many times as they need during the water ban.” Barrhaven Coun. Jan Harder said it was vital that residents use the city’s service. Failure to do so would have serious consequences, she warned. “We needed to be sure that some of those people didn’t say, ‘I’m just going to add a little bit’ because it would have crashed our system,” she said. “The cost of a crashed system in personal well-being and financial costs to the city is astronomical. “The cost of water is $10 so it’s a very good investment, one that we’ll continue to the very end because it does save a lot of drain on our system and protects our drinking water. “We don’t want those people taking away the capacity for everyone else to have indoor water issue.” Harder also suggested the city will look at family passes to the four Nepean outdoor pools, plus highlight the splash pads it has to offer as an alternative to backyard pools. Barrhaven Legion honours rescue team David Lee lives to tell his story of first responders’ actions that saved him COURTNEY SYMONS Members of the Barrhaven Legion gathered on Sunday afternoon to honour emergency service providers who helped save the life of one of their own. David Lee is the first vicepresident of the legion, and suffered from heart failure in November of last year. “I sat down for dinner, and took a nose dive into my soup bowl,” Lee said, making light of a medical emergency that almost took his life. The friends he was dining with began CPR on him immediately as someone dialed 911 and another took a portable defibrillator off the wall. Very shortly after, fire-

fighters, paramedics and police officers had the situation under control. “They just didn’t hesitate,” Lee said. “I am alive because of their actions.” The Barrhaven Legion ceremony acknowledged the critical community services provided by the Ottawa Police Service, Ottawa Fire Services and Ottawa Paramedic Service, and awarded a Certificate of Merit and a Branch Service Medal to a representative from each. Mayor Jim Watson spoke to attendees, saying it struck him that the ceremony consisted of “heroes honouring heroes,” as members of the legion do so much for their community also. “They put their lives on the line day in and day out,” Watson said of the Ottawa emergency service providers. Police Chief Vern White accepted on behalf of the Ottawa Police Service, Deputy Chief Gord Mills was present for Ottawa Fire Services, and Deputy Chief Peter Kelly was there on behalf of the Ottawa Paramedic

heart failure increases survival from five per cent to 65 per cent, and Lee credits his recovery to the quick instincts of those around him, as well as the availability of the defibrillator. Another more recent example of the importance of available

medical equipment came on Friday, May 13 in Kanata, when a police officer used the defibrillator he had in his vehicle to save a man’s life after a car accident. As for Lee, who is now 68, he says, “I feel fantastic.”

Taste of Barrhaven on a menu near you STAFF The Taste of Barrhaven is back – and better than ever. The third annual culinary sampling event will feature even more restaurants to enjoy foods from than in past years, giving local residents the chance to chow down on some delicious grub. This year’s event – organized by the South Nepean Rotary Club – will be held in the atrium of the Longfields-Davidson Heights Secondary School to accommodate for the influx. The Taste of Barrhaven will benefit three children in youth programs in the community: Longfields-

Davidson Heights Secondary School library, Rotary academic bursaries in Barrhaven high schools, and children’s programs at Nelson House of Ottawa Carleton – a shelter for women and children. Last year’s event at the Stonebridge Golf and Country Club raised over $7,000 for three local charities. Stonebridge won the People’s Choice Award in 2010. The Ottawa Carleton District School Board recognized excellence in the board on May 12 during its annual Director’s Awards presentation. The Director’s Citation Award recognizes outstanding and significant staff contributions to the District and its students, over an extended period of time, showing a level of imagination, enthusiasm, and professionalism that constitutes a worthy model for others. The Award was initiated by former Director of Education Stanley J. Berry, in 1985, as a means of celebrating outstanding professional contributions of staff and has been continued by all directors since that time. It was, and is, intended to be recognition of staff, by their colleagues, honouring those who are in the midst of their careers. Earning top marks from the director were 13 recipients, including Christina Rathier, senior kindergarten teacher at Greely Elementary School. According to the board, Rathier is one of many teachers implementing the new Full Day Learning Program with a senior kindergarten class at Greely Elementary School. She willingly sought this role when she completed her tenure as instructional coach with Curriculum Services last year. Piloting this new provincial initiative meant actively collaborating with her colleagues inside and outside of the school, spending extended time becoming familiar with the new Kindergarten Program document, and work-

ing with colleagues at a district level to develop a comprehensive list of kindergarten equipment. A crucial aspect of Full Day Learning is the collaboration between the teacher and an early childhood educator (ECE); Christina has worked inclusively and transparently with her ECE partner to set the stage for this model. Helen Jarvis is the principal at Greely Elementary School and says Rathier is loved by everyone – students and staff alike. “Christina really does go above and beyond. She brings passion and expertise to her classroom. Her learning activities are purposeful, but are actually having fun as well. With her strong literacy background, she develops early reading strategies into many activities, making sure the students have a solid foundation.� Jarvis says that despite Rathier only being at her school for a year – she was “one of the best teachers� brought in to teach full day kindergarten – she’s been instrumental in the early success of the students. Through Rathier’s creativity, the kindergarten class is an integral part of the school as a whole. Jarvis said Rathier’s role as instructional coach contributed to the implementation of the Early Literacy Observation Tool and she served on the writing team for the Educators’ Resource Guide: Assessment, Evaluation, and Reporting of Student Achievement. “Christina is a consummate learner, demonstrating curiosity about every aspect of teaching and student learning; her excitement about professional learning is contagious,� noted her principal.

Celebrating Victoria Day

ictoria Day is our gateway to the summer season after a brutally long winter. We head to the cottage, the beach, go on a road trip or host a back yard barbecue. Whatever your reason to celebrate this weekend, we often forget why we have this holiday. What we are really celebrating on this May long weekend — now some 110 years after the death of Queen Victoria in 1901 (she was born on May 24, 1819) — is the birthday of whichever monarch happens to be on the throne at the time. Lumping all the monarchs’ birthdays together seemed to be the way to go. Victoria Day has also been known as the Queen’s Birthday, Empire Day, and Commonwealth Day. The holiday name was changed to Empire Day in the 1890s when enthusiasm for the British Empire was at a peak. By the mid-20th century, however, the Empire had given way to the Commonwealth, so the holiday became known as Commonwealth Day. In 1977, Commonwealth Day was moved to the second Monday in March and Canadians continued to celebrate Victoria Day in May. Victoria was born Princess Victoria of Saxe-

Coburg at Kensington Palace in London, the daughter of Prince Edward and granddaughter of King George III. Towards the end of George III’s life it became a matter of some concern that none of his 15 children had heirs. George’s eldest son George IV took the throne after his father’s death. However, due to the death of George IV’s daughter Charlotte in 1817 and the fact that he was estranged from his wife, the succession was still in question. Under pressure from Parliament and the public George III’s fourth oldest child, Edward, married the German princess, Victoire of SaxeCoburg. She was 31 years old. On May 24, 1819 Victoire gave birth to a daughter. She was christened Alexandrina Victoria, and it is this monumental birth that we have to thank for one of our favorite holidays. But the question remains, why do we celebrate Victoria’s Birthday when there have been five monarchs on the throne since her reign? Well, aside from how obviously amazing it is to have a long weekend just when we need to kickstart the summer season, there is historical precedence at work.

The Canadian quest: anything for 40 per cent off

M

usings about our national character go on all the time and are intensified during a federal election. What sort of people are Canadians? After the federal election, experts draw conclusions that might be correct, at least for a while. For example, we now learn that Quebecers are left-leaning federalists. Who knew? And what will they be four years from now? Meanwhile, somebody writes in the daily newspaper about being sick of the Group of Seven. Many Canadians thought the painters of the Group of Seven saw Canada in a typically Canadian way. Now others think not. We are not about jackpines and sloping rocks on Georgian Bay. At least, not any more. What are we about? It is difficult to keep track. Are we Starbucks or Tim Hortons, hockey or soccer, North American or British or multicultural? Are we still orderly and polite as opposed to raucous and freedom-loving? People used to think that, but they should have a look at some of the road rage around here. Particularly during the construction season. So, where to look for the national character? Well, it just so happens that the season for a splendid display of the Canadian identity is upon us.

CHARLES GORDON Funny Town That would be the season of the garage sale. Signs sprout on Saturday morning corners like maple bushes. Packs of vehicles creep around the early morning streets like contestants in the world’s slowest scavenger hunt. The reader of these signs, the inhabitants of these vehicles are Canadians, demonstrating one of their national characteristics – the love of a bargain. The bargain is found at the end of someone’s driveway. It is a totally unnecessary thing in many instances, perhaps a relative’s amateurish attempt at a Group of Seven scene, but much cheaper than you could buy it for anywhere else. So Canadians pay $3 for this thing, put it in the trunk and drive slowly off in search of another driveway with totally unnecessary things on display. Another vehicle immediately occupies the space

they vacated. This is a game we play every spring. For every Canadian who decides to donate his excess stuff to charity or school bazaars or church rummage sales, there is another who decides to sell it. In many cases the seller doesn’t need the money. And in many cases, the buyer either doesn’t need what is on sale or could afford to buy something new (thereby helping to keep the economy moving), but can’t resist a bargain. Let’s face it, getting stuff cheap is a hobby for many Canadians. You’ve met them. When you admire their new table, they tell you how they got it for 40-per-cent off. When they describe the trip they just took all they talk about is what a deal they got on the room and the souvenirs they bought at half-price. Here is a big part of our national identity: Canadians are frugal. Let’s say “frugal” rather than “cheap.” Our frugality means that we drive across town, burning up expensive gas, in search of the gas station where it is a fraction of a cent less expensive. Our frugality also means, unfortunately, that locally owned businesses perish in great numbers because multinationally-owned businesses sell stuff cheaper and we can’t resist a bargain. conclusion from this, you might conclude that Canadians, a frugal people, wouldn’t like to pay higher taxes even if the revenue from those taxes would finance high-quality programs. Except in Quebec. You might also conclude that Canadians would favour the creation of a government agency, Garage Sale Canada, to facilitate the spread of garage sales and create uniform standards for the pricing of slightly used light bulbs, exercise videotapes and three-legged lawn chairs. Granted, creating such an agency might marginally increase the size of government, but hey, our national character has to be worth something.

As an avid hockey player growing up, North Gower resident Kevin McNamara lifted many imaginary Stanley Cup championships in his driveway. Now he’s hoping to get the chance to hoist the real thing. The 41-year-old Grade 7 and 8 teacher at Nepean’s Frank Ryan Senior Elementary Catholic School is the Ontario contestant for the Bring Home a Stanley Cup Champion contest as advertised on TSN. For McNamara, winning would be a dream come true. “I’ve been a hockey fan ever since I was a little boy,” he said. “Obviously the Stanley Cup is the epitome of hockey and is every kid’s goal. The news that he would sidelined for approximately six months meant he could not assist his teammates as they tried for a third straight championship. “It was tough being the captain and having to sit out and not being able to help the team,� Baptiste said. The opening-round loss also dropped the Sens out of the rankings for the OHL Cup, a provincial AAA minor midget showcase tournament in March. But while some may have missed the chance to see Baptiste play late in the season, their loss was the Wolves’ gain. Head scout Norm Robert said the team was thrilled to snatch up the six-foot, 170-pounder with the pick they had. Robert first noticed Baptiste at the Under-16 training camp in Kitchener, Ont. last August and was enthralled by his abilities. Robert believes the newest Sudbury forward can work his way up the team’s depth chart to a top-six role in his rookie sea-

The Sens coach said he can envision Baptiste donning a Team Canada sweater at the World Junior Championship and even an NHL one down the road. “He plays the game well at both ends of the ice, he’s a beautiful skater, he can handle the puck, he can shoot and he’s smart with and without the puck,� Kennedy said. “He’s the total package. “I wouldn’t say any of those goals are unrealistic.�

A torn labrum likely prevented Nicholas Baptiste from being taken even higher in the Ontario Hockey League (OHL) priority selection, but still, No. 6 doesn’t sound too bad to him. The Barrhaven native was selected sixth overall by the Sudbury Wolves in the OHL draft on May 7, despite missing the final six games of his Ontario East Minor Hockey League (OEMHL) season and all of the playoffs with a shoulder injury. “I’m really excited to be a Wolf now,� said Baptiste, who will be 16 in August. “I know it’s a great organization with some great players. I was really happy.� Watching the draft unfold in front of the computer with his nine-year-old brother Isaiah and his parents Michele and Ralph, Baptiste admitted he wasn’t expecting to wait long to see his name appear on the screen next to an OHL team. After all, the Ottawa Senators AAA minor midget forward was named the Ottawa District Minor Hockey Association’s player of the year in March for his “outstanding ability and the qualities of sportsmanship and leadership� after putting up 39 goals and 48 assists for 87 points in 42 total games. “I would say he was the highest skilled player in our league this season and it showed in his draft position,� Senators head coach Gregg Kennedy said. “He’s obviously one of the best players in the province.� And Kennedy said he felt that position could have been even higher. Baptiste’s season was cut short when he was caught with an open-ice hit during the Canada Winter Games in Halifax. Playing for the Under-16 Ontario team, the St. Joseph Catholic High School student was knocked out for the remainder of the year after sustaining the injury against Quebec on Feb. 13. The aftermath left his Sens – who finished first in the OEMHL standings with a 20-4-6 record – without their leading scorer heading into the playoffs. Students from the Ottawa Catholic School Board had a chance to test the waters at the Nepean Sportsplex on May 12 as they participated in the 10th annual Special Olympics meet. It was an opportunity for some 230 athletes from 37 schools across the city to participate and enjoy a variety of swimming activities in a friendly competition. Simone Oliver, superintendant of Special Education and Student Services for the OCSB said she was thrilled with number of participants this year. “It’s an opportunity for kids to get physically active and to promote awareness with Special Olympics,” she said. “It’s grown from some 20 to 30 students in its first year to more than 225. That’s fantastic. We may have to look into hosting it over a two-day period next year.” It takes some 30 volunteers to assure safety around the pools and to marshal the events – many are teachers, but quite a few were students from St. Paul Catholic High School. “It takes a lot of volunteers to run this event and we are thankful for their help,” Oliver said, who noted that she has seen an increase of parental participation over the years as well. “It’s terrific to see the parents out supporting their kids,” she said. For Manotick’s Gabriel Fraccaro, 14, he says he enjoys the “fun” he has while

He participated last year, and now that he’s in Grade 9 at Mother Teresa High School, he says it’s more competitive. “I got third today,” she said, holding up a white ribbon. “And I will get a first and a first in my next two races.” Fraccaro participated in the 21-metre unassisted swim and was to compete in the 50 metre swim later that afternoon. For Barrhaven’s Danny Bouchard, a third place finish in the 12-metre walk, unassisted, was a chance for him compete for the first time. “It’s very nice,” said the eight-year-old, who shivered after exiting the pool. “But I’m cold now.” Simone said that teaming with Special Olympics was a chance for the students to get active and to perhaps continue with programming outside school hours. Special Olympics provides year-round sports training and athletic competition for individuals with intellectual disabilities. It promotoes opportunities to develop physical fitness, demonstrate courage, experience joy, and develop skills and friendship with their families, other Special Olympic athletes and the community. Over the past 40 years it has grown from a modest program serving local athletes to become the world’s largest movement dedicated to promoting respect, acceptance, inclusion, and human dignity for people with intellectual disabilities through sports.

After being selected second overall by the Edmonton Eskimos in the Canadian Football League’s (CFL) Canadian Draft on May 8 – with a strong chance to start on the team’s offensive line in the upcoming season – Scott Mitchell is looking forward to better things ahead. But even after starring for four years at Rice University’s Div. 1 program in Houston, Texas, the Manotick native was looking back to his high school provincial championship and undefeated season with the St. Mark Lions to recall his fondest moments in the game. “Just playing and being out on the field with those guys that was a special year and a special team,” the 21-year-old said during a phone interview from Houston, where he will graduate with a degree in sports management on May 14. “I’ve never been a part of a team where we messed around, but when it came down to business we always found a way to get it done. I’ll always remember practising and playing with those boys.” It was also during that sea-

son made a decision that would alter the course of his football career. Up until that Grade 12 year, Mitchell played defensive end and defensive tackle, only playing on the offensive side of the ball when his team needed him. he said. “On offence, you have to play within the scheme all the time. You can’t just miss a block and expect the running back to go for a 90-yard run. You’ve got to do your assignment every play. “You can’t be all-out aggressive like you are on defence. If you’re too aggressive, a defender could easily sidestep you. You have to be more passive-aggressive and when you get them in the right position, you have to be able to finish and dominate.” As a result of his strong play, the six-foot-four, 295-pound offensive tackle was ranked No. 1 heading into the draft. But the Winnipeg Blue Bombers had their eye on linebacker Henoc Muamba from St. Francis Xavier, paving the way for the Eskimos to select Mitchell. Mitchell said he had heard about the Bombers’ intentions a couple days prior to the draft and is just excited to be picked second. Although he’ll be returning from a season-ending foot injury, Mitchell is bound to help an offensive line that struggled last season. son, both career lows. “At my school we threw the ball a whole lot,” he said. “We do a whole lot of pass protection. Hopefully I’ll be able to come in and help with that.” He’s been informed by the team that he’ll likely play guard and added that his main priority is to now learn the playbook. “I need to show up to camp ready to work and hopefully I can work out for them and work my way up and get some playing time,” Mitchell said. “I can’t just come in expecting to play. I’ve got to earn it. There’s already a guy there who started last year. This is a grown man and I’ve got to take his job from him.” Doing so would be the reason Mitchell first strapped on a helmet to begin with. Before his days at St. Mark, Mitchell regularly watched Ottawa Renegades games and was in the stands for the 2004 Grey Cup held at St. Clair Stadium. Thanks to his time at St. Mark, Mitchell will get a chance to put on a CFL jersey of his own very soon. “It was really a dream,” he said. “It was something I wanted to do. I kept rolling with it and now luckily this is something that I am going to be doing.”
