An Ottawa courtroom was packed on Feb. 28 as friends and family of former Greely resident Alex Hayes were on hand in the hopes that justice would be served. A few dozen wore white T-shirts that read “More time for the Crime” with “In Memory of Alex Hayes 1994-2010” on the back, referencing the loss of a promising young man. Hayes was killed when he was stuck by a vehicle driven by Samira Daoud

on Sept. 9. Daoud, 41, pleaded guilty to impaired driving causing on Dec. 15. “We wanted to get the judge’s attention,” neighbour Jason Bourguignon, 26, said. “It’s never going to be enough, but the longer the better.” Crown prosecutor Julie Scott had hoped to get a sentence of seven to 10 years in prison for Daoud and defence lawyer Bob Carew countered with three to six years. Ontario Court Justice Célynne Dorval will make her decision on March 18.

The incident occurred when Hayes, 16, was biking home from a night shift at MacKinnon’s Foodland. Hayes was struck by the pickup-truck Daoud was driving on Bank Street – just south of Mitch Owens Road – shortly after he left the grocery store at 9 p.m. Police found Daoud at approximately 9:30 p.m., after receiving numerous calls from witnesses claiming she was driving “erratically,” but didn’t find Hayes’s body until almost three hours later. Impaired driver to be sentensed March 18

Hayes was declared dead when he was discovered at 12:10 a.m. on Sept. 10, just minutes away from his Mitch Owens Road home. The crowd gasped in shock as Scott read the facts of the case, mainly that a helmet-less Hayes was thrown nearly 40 metres upon impact and that Daoud’s blood-alcohol level was nearly three times the legal limit when she was in her jail cell – more than two hours after she had been arrested. Daoud’s measurements read .23 milligrams per 100 millilitres, while the legal limit is .08. Facts read in court state Daoud doesn’t remember hit-

ting Hayes. “I didn’t hit anything. I swear to God,” she told police during her interview at 3 p.m. on Sept. 10. Daoud maintained during the interview that she did not blackout. She did admit to having six beers and four “shooter-type” drinks. Witness reports state Daoud had been drinking red wine at a nearby bar. The owner offered to give Daoud a ride home after dropping off another customer, but Daoud was gone upon her return. Investigator Brian Dobbs was introduced to the crowd and met with a round of applause for his roll in arresting Daoud.

Tears flowed and sobs emanated throughout the courtroom from Hayes’s peers – mostly from Ottawa Technical Institute where he had just started Grade 11. Through her victim-impact statement, as read by Scott, mother Penny Hayes conveyed a sense of loss and endless grief since identifying her son’s body almost six months ago. She was consoled by husband Mark Lesaux and youngest son Logan as her words were read. Daoud mostly bowed her head and occasionally swayed back and forth from the prisoner’s box. “I used to have a full life,” the statement read. “I had a wonder-

ful family and great friends. I enjoyed my work and had so many plans for the future. Now, without Alex, nothing except Logan seems to matter anymore. “When I leave the house I see Alex everywhere. He’s so real, then I blink and he’s gone. This feels as though I’ve just lost him all over again.” While many of the statements echoed those of Penny Hayes, other focused on a call for stricter punishment for Daoud. Despite having her licence expire on July 26, 1999 “never to be renewed,” Daoud was charged with impaired driving and assessed a $600 fine on Aug. 26, 2006. Although Daoud pleaded

guilty to impaired driving causing death, plus to charges of mischief – breaking a telephone in prison – and two counts of failing to keep the peace and breaking a condition of not drinking in connection with the Hayes incident, she was originally charged with 14 criminal and traffic offences, including manslaughter. “Whether it’s a knife, gun, your fist or a car, it’s still murder,” Lesaux said. No matter what the outcome, Scott said nothing will bring Hayes back. “We can’t turn back time,” she said. “It does nothing to appease the hurt, the loss, the pain. That goes on for a long time.”

Mayor Jim Watson, city staff and councillors fielded questions from residents about the future of the city at a multiward, public budget consultation at the Nepean Sportsplex on Feb. 22. Despite meeting the 2.5 per cent tax increase goal, residents had concerns about transit, intensification and future infrastructure spending. Watson congratulated council and staff on sticking to his policy of a 2.5 per cent increase and a freeze on recreation fees. “I am really proud of the way we worked together to make this happen and I think we are moving forward as a city,” he said. The water bill — to be tabled in a separate budget in April — is likely to go up by 3.9 per cent, or an average of $24 annually per household. The projects in the city’s southwest for 2011 include: * $25 million for the widening of Greenbank Road from Malvern Drive to Strandherd Road; * $64 million for the Hunt Club Road extension to Highway 417

and the interchange; * $9 million for the widening of Jockvale Road from Longfields Drive to Cambrian Road; * 200,000 for a pedestrian connection along Strandherd between Fallowfield and Jockvale Road; and, * $43 million for improvements to the West Transitway from Bayshore Drive to Moodie Drive. There will also be $34 million spent on the rehabilitation of the water transmission main on Carling Avenue between Kirkwood Avenue and Merivale Road. Watson and city treasurer Marian Simulik said that spending on light rail, Lansdowne Park redevelopment and the Ottawa River Action Plan are still priorities. Despite the decisions already made by the committees, Watson outlined the importance of his town hall on city spending to be held on March 1. “I remember when I was with the Canadian Tourism Commission I was told by one airline employee that he cleaned up the decorative lettuce that no one ate and what a waste it was. It

turns out that not putting it on the plates saved the airline $2.5 million annually. And it was a really simple solution,” Watson said. “We make decisions regarding your money and most of the time they are good, but we are always open to hearing from you about how we can do better TRANSIT Watson said he was also proud of the 2.5 per cent increase on transit fares — significantly lower than the 7.5 per cent increases of previous years. “That’s (7.5 per cent) three times the rate of inflation,” he said. “We have to make changes to OC Transpo to make it more efficient or it will continue to gobble up one or two per cent of the budget each year.” The city will also be expanding transit service for seniors. There is already free service on Wednesday and now there will be free service on Monday and Friday afternoons. Some residents expressed concern over the proposed cuts to 47 bus routes. “I use the bus daily and I know

how important it is,” Loretta Fleming, a community developer with the Nepean, Rideau and Osgoode Community Resource Centre (NROCRC), said, adding that she would like to see the buses be made an essential service to avoid a future labour impasse that would stop buses from running. Gloucester-Southgate councillor and chair of the city’s transportation committee Diane Deans said that the city had tried to get the federal government to declare OC Transpo an essential service during the 54-day work stoppage two years ago. “The test they perform is to ask wether the service represents an immediate health and safety concern if it is stopped. In this case we had other services, such as taxi chits for low-income residents and ParaTranspo, so it was deemed it wasn’t necessary,” she said. Watson said he wasn’t going to negotiate through the media. “You won’t be able to count on me to poke at the union,” he said. “Certainly no one wants to see another strike.”

INTENSIFICATION Corber pressed council to talk about a plan for Greenbank Road and the new developments. “I think it’s fine to talk about widening, but north of Hunt Club, Greenbank becomes a real mess and we need to recognize that and new developments only make it worse.” Knoxdale-Merivale Coun. Keith Egli acknowledged that there was a problem with the roadway. “It’s the road that we all love to hate,” he said. “But you can be assured that I am working with staff to make sure the developments reflect the character of the neighbourhoods.” Gloucester-South Nepean Coun. Steve Desroches said it was all about finding a balance. With the opening of the Southwest Transitway extension and the RCMP’s move to the South Merivale Business Park he said he thinks his ward is at the beginning of striking a balance. “We need to create communities where you can live, work and play and take pressure off the roads by reducing the commuters,” he said.

The Greely branch of the Ottawa Public Library (OPL) will soon move to its new home. The last day of operation at the existing branch will March 5. Established by Greely residents in the 1970s, the existing branch was located in the fire hall at 7008 Parkway in the former Township of Osgoode. The new branch, located at 1448 Meadow Drive, next to the Greely Community Centre on the north side, will open to the public on Monday, March 14. The size of the new branch is approximately 278 square-metres which is about three times larger than the existing 88-square-metre facility. During the transition period, Greely residents will be able to access full Library services at the nearby Greenboro, Metcalfe and Osgoode branches. The book drop at the Greely branch on Parkway will also be available during this time. Greely is the fastest growing rural village in

Gaming tables are a good bet Osgoode Coun. Doug Thompson put his money on a dark horse last week when he announced he’s looking for a council endorsement to bring gaming tables to the Rideau Carleton Raceway in Ottawa South. He faces some formidable opposition in the form of Gloucester-Southgate Coun. Diane Deans who has questioned his methods, which don’t allow for public consultation before council decides what side of the gambling fence it sits on. No doubt he will also hear complaints from anti-gambling groups, residents concerned about traffic, and perhaps even the odd bingo hall which stands to lose some business as the raceway continues to offer more services. But at the heart of the matter, Thompson’s message rings true: if people are gambling anyway, why not make a few bucks for Ottawa while they’re at it? As a city we complain about rising property taxes, rocketing transit fares and increased utility and user fees. Even when council makes all the concessions it can to keep tax increases to a minimum, we complain they’re much too high. So why not embrace an easy $2 million in revenue that’s already being spent just a short trip

across the Ottawa River at Lac-Leamy? We’ve already made $37 million in revenue from the slots and horse races since they started operating at the Raceway – so unless the plan’s opposition wants to shut the entire entertainment centre down, the ethical argument is moot. In the grand scheme of things, $2 million is just a drop in the budget bucket. But that money could be used to start a much-needed social program, to begin building a new recreational facility, or saved to protect future sensitive wetlands. Maybe it could be used to fund a gambling addiction support centre. There is certainly an argument to be made against encouraging government-endorsed addictions such as gambling. In reality, however, most people who currently visit the Gatineau casino are gambling responsibly, in the same way most people drink responsibly. For the small group of people who are susceptible to a gambling addiction, the city has a responsibility to monitor the issue. But the bottom line is most money spent in casinos is spent responsibly, and the city should be getting a piece of the action — if only to boost their bottom line.

The aging demographic: hear it roar Watching people break out in revolt all over the Middle East, Canadians wonder when it will happen here. The answer is, it won’t, because, relative to other parts of the world, we don’t have that much to revolt about. On the other hand, we could speak up a bit more than we do now. Take, for example, seniors. We have been hearing for years about the coming power of the over-65 demographic. And suddenly it is here. The first wave of the baby boomers has turned 65. Those who got there first have been patiently waiting for reinforcements. Now they are here and many more are coming. The power is here. It just hasn’t been used yet. But there are issues where the voice of the over-65s could be raised. A nice test of the power of seniors would be the question of whatever it is that’s happening to buses in Ottawa these days. The specific are a bit hard to follow but the generalities follow a pattern that has been familiar for decades. It goes like this: OC Transpo faces declining ridership and revenues so it increases fares and cuts routes. For decades people have been telling OC Transpo that cutting service and raising fares is not the way

CHARLES GORDON Funny Town to get more people to ride the bus. Some day it will sink in. Maybe the over-65s can help that process along. Everybody recognizes that having more people ride the buses is a public good. It reduces traffic, cuts pollution and so on. But more people will only ride the buses if the buses are there. It sounds like the likelihood of them being there is decreasing. This is where seniors could test their newly arrived political clout. The latest proposal nixes the idea of a half-price fare for seniors. It adds a couple of free days, Monday and Friday, providing seniors travel after noon, an idea that has rightly been criticized as social engineering of a most condescending sort. Is this something to email your coun-

cillor about, or stage a protest at city hall, some Monday or Friday after noon? Maybe not. The cost issue is a good one, but it may not be paramount to many seniors. Not all are impoverished, nor do they want to be treated as if they are. More crucial is the question of route cuts. The Transpo planners want, as usual, to cut some routes, and those would not be the ones zooming from the outer ’burbs along the Transitway to downtown. No, the routes we will lose will be the ones that meander through residential neighbourhoods, the ones that take a while to get downtown but stop close to where you live and, incidentally, take a lot of the neighbourhood kids to school and back. Those routes are the most vulnerable because they are the least cost-efficient, and you know what that means. It means efficiency first, you second. Another proposed efficiency is to reduce the number of stops for those routes that survive. The upshot is a longer walk to the bus, maybe a nice bit of exercise in the spring and summer, but not so great in the winter, and not great at all for those who don’t move as easily

as they used to. All this produces a great occasion for seniors to do some roaring and frighten a few city councillors and bureaucrats. The changes, as they have been outlined, are irrational, as usual, and seniors will feel it more than most. The idea of public transit is to get people out of their cars. That’s always a good idea. In the case of some seniors, it’s a very good idea. But people need to be given a reason to get out of their cars. So far, Transpo isn’t doing it. But the decision-makers should know that seniors, unlike younger folk, always vote. As long as they can get to the polls.

Ontario is expanding services at four local hospitals to ensure that residents of Ottawa and the valley can get better access to the quality care they need, close to home. The province is helping the hospital expand services following several recently-completed redevelopment projects by providing more than $11.3 million in new operating funding. “This funding will help hospitals across the region deliver services like day surgery and ambulatory care,” said Bob Chiarelli, MPP for Ottawa West - Nepean. “We’re committed to working

with all partners in the health sector to deliver quality public health care service to Ottawa area individuals, families and seniors.” These investments will improve care and help the hospitals provide more services in the following areas: * $21,200 to the Arnprior and District Memorial Hospital to support the newly expanded Emergency Department; * $4,755,600 to the Montfort Hospital to support the expansion of medical, surgical, intensive care, surgical care for pregnant women and their babies and neonatal inpatient services as well as ambulatory care services for day surgery, emergency, mental health, cardiac care,

Students at Farley Mowat Public School are united in a common cause – milk bag collection. Spearheaded by Grade 3 teacher Laura Cinkant and her class at FMPS, already they have collected more than 1,000 plastic milk bags to be used to create sleeping mats for people in third world countries, like Haiti. Cinkant belongs to a knitting group in Riverside South. One of the women in the group, Wendy Kool, has been speaking at various schools getting the students on board with the project. “Wendy collects the bags and cuts them and distributes to people who crochet them into mats,” said Cinkant. “This is something that our entire school can do. We are encouraging them… don’t ever think that one person, even a child, can’t make a difference, be-

cause they can do this and make a big difference in someone’s life.” The outer milk bags are cut into strips, tied together and then crocheted into child-size or adult-size sleeping mats. “The material used in the outer milk bags resists mildew and bugs making them an excellent material to use. “Biting insects and spiders do not like plastic so they do not hide in it… and not only that, but it keeps them out of our landfill sites,” said Cinkant. When the option is to sleep right on the ground, these mats can make a world of difference to those in need. The mats are light, easy to carry, and can be washed in the river and hung up to air dry. They are also used for medical purposes where clean surfaces are needed. Cinkant said that Canada is the only country which sells milk in bags. “We will continue to collect the milk bags as long as there is a need,” she said.

As she swings her arms while adjusting her neck, awaiting the start of her final race of the Junior Provincial Swimming Championships on Feb. 27, Erika Seltenreich-Hodgson’s traditional warm-up manoeuvres don’t draw any immediate comparisons to Olympic legend Michael Phelps. That is, until she dives into the water at the Nepean Sportsplex. The Barrhaven resident and Nepean Kanata Barracudas Swim Club member quickly gains an insurmountable lead in the 15-year-old girls’ 200metre individual medley final and never looks back. Her time of two minutes 15.47 seconds laps her nearest competitor, Jillian Stoyan of the Toronto Swim Club, by more than four seconds. “I was glad with my lead,” Seltenreich-Hodgson said after her last race. “When I’m ahead, it motivates me to get further ahead. It doesn’t really matter the level of the meet, you want to keep pushing yourself.” The Grade 10 John McCrae Secondary School student says she is getting used to pushing herself to the top. The gold medal in the 200-metre was one of five in the event for Seltenreich-Hodgson. She also won the 100-metre breaststroke, 50-metre freestyle, 400metre individual medley and 200-metre backstroke disciplines at the Feb. 24 to 27 competition. Winning five gold medals tied her personal best for first-place finishes at one event, which was set the previous weekend in London, Ont. at the East-

ern Canadian Swimming Championship. Amazingly, the lanky brunette only competed in two of the same races, winning in the 50-, 100- and 200-metre breaststroke, 200-metre individual medley, and 100-metre freestyle in London. Her results earned her the Female High Point Award and helped her club to a fifth-place female ranking and 11th overall. “I like the rush swimming gives me,” she said. “Going to the meets is better than practising.” Seltenreich-Hodgson has been practising her skills since she was eight years old while taking swimming lessons at the smaller Nepean Sportsplex pool. After a lesson, she would walk onto the deck of the main pool – the same one she competed at on Feb. 27 – and watch a competition. Within two years, she convinced her parents to sign her up. “It was just a really exciting atmosphere,” she said. Now under the guidance of coach Scott Faithfull, Seltenreich-Hodgson, who doubles as her high school’s part-time coach, looks to be breaking out. After battling a knee injury and some untimely illnesses at the major events last year, SeltenreichHodgson has upped her game to the point where she’ll compete at the Junior Pan Pac Trials, a world trials event, in Victoria March 31-April 3. Other than a lot of in-water training and careful no-junk food, Phelps-esque diet, Seltenreich-Hodgson felt her will has carried her to junior worlds. “I really wanted to do it now,” she said. “And I’m doing a lot better this year.” See page 12 for another story from the event.

Erika Seltenreich-Hodgson wasn’t the only Nepean Kanata Barracuda Swim Club member to have a successful weekend at the Junior Provincial Swimming Championship. Manotick resident Shane Baxter left the Nepean Sportsplex on Feb. 27 with two gold medals in the 100- and 200-metre backstrokes, ending his short-course season and junior career on top. The 17-year-old said the key to his victories – especially the one in the 200-metre where he edged Oakville’s Mack Darragh by four-tenths of a second – was his turns and pushes at the wall. “If you can get that extra bit at the last wall it really helps,” he said. “That’s where other

people neglect (their efforts). It’s really paid off for me.” Baxter said he took the advice of coach Iain McDonald and got off to a fast start. The Grade 12 St. Mark Catholic High School student used his under-water skills to pull ahead of his competitors by the mid-point of the race, but could feel his rivals catching up towards the end. “That’s when I dig deep into the water to pull ahead,” Baxter said. Baxter admitted the result may have been a bit unexpected considering he was sick at the Eastern Canadian Swimming Championships in London, Ont. the previous weekend. “To come back this weekend and win them was pretty big,” he said. With the results, Baxter qualified for the Junior Pan Pac Trials, a world trials event in Victoria March 31-April 3, but has declined the invitation. He went to the trials in last summer.

After a first-round Central Canada Hockey League (CCHL) playoff exit in the at the hands of the Cornwall Colts last season, the Nepean Raiders are hoping they’ve found their missing ingredient for a big run in 2011. Six-foot-five Buddy Robinson was acquired by the team in early January from the Ontario Junior A Hockey League’s Hamilton Red Wings and has since become a key cog in the Raiders’ offensive wheel. Since playing his first game against the Carleton Place Canadians on Jan. 14, Robinson has three goals and 18 assists in 15 games after earning a helper against the Kanata Stallions on Feb. 22. He’s only been held pointless in three games so far. “He’s been absolutely phenomenal,” Raiders head coach and general manager Peter

ilton and, after recording 23 points in 49 games last season, had compiled 38 points in just 32 contests this year. Robinson admitted he was looking for a change of scenery and when Goulet – who is familiar with the OJHL thanks to time with the Kingston Kimco Voyageurs – got a tip the winger might be available, he jumped at the chance to obtain him. “I made a phone call right away as soon as I heard,” Goulet said. Robinson said he’s noticed a difference between the two leagues and believes the CCHL may be a bit more intense, given that there are just 12 teams. But judging by his play so far, he’s becoming well acclimatized. “There are less teams so it means every game is a battle,” Robinson said. “I try to stick to the simple plays and make things happen. Coach Pete’s been great. It’s been really easy to adjust.”

Goulet said. Goulet has playing the 19year-old predominantly on the wing with Brent Norris and Craig Cowie. The setup has suited Robinson quite well because, despite his large frame – which sees him type the scales at 222 pounds – his best skill sets are his play-making abilities. “I think I’m a good passer so I like playing on this line,” he said. “Norris is a great goal scorer. He and Cowie can just find the net so I like feeding them and getting the assist.” (Norris has 41 goals and Cowie has 18 this season). Being an offensive leader in junior hockey is nothing new to Robinson. The Bellmaur, N.J. native joined the Red Wings in time for the 2009-10 season after a scout discovered him at a prospects camp in Chicago. They went in as the youngest team to ever represent Ontario, and then skip Rachel Homan’s rink of Ottawa South’s Emma Miskew, Nepean’s Alison Kreviazuk and Westboro’s Lisa Weagle became the youngest team to ever advance to the playoff round at last week’s Scotties Tournament of Hearts in Charlottetown, PEI. “(In contention for a national title) was right where we wanted to be,” says Weagle, who threw lead rocks for Ontario. “Our goal was to make it to the finals and then see what happens from there. Obviously we came up a little short, but I think we have a lot to be proud of this week. We turned some heads and I think surprised ourselves a little at how well we did.” The Ottawa Curling Club ladies were certainly the stars of the competition as they blasted out to a 5-0 start to sit atop the standings alongside the eventual champions from Saskatchewan. Team Homan completed the event with a 9-5 overall record,

This time, Nova Scotia got the upper hand with a 9-7 victory, leaving the Scotties rookies with a fourth-place finish that was impressive nonetheless in their first senior nationals appearance. The additional time on the ice wasn’t the greatest gift for Weagle in particular since she battled a shoulder injury all week and even had to be replaced by fifth Sherry Middaugh for a game against Nova Scotia midway through the tournament. Team Homan’s debut performance at the Scotties established once and for all that the youngsters truly are one of Canada’s top rinks despite their age, and also offered a positive sign as they chase after the country’s 2014 Olympic berth.
