Rideau-Goulbourn candidates duked it out over transportation, taxation, and village identity in a passionate debate on Sept. 28 at the Manotick United Church.

Even though the debate encompassed the entire Ward 21, the focus was clearly on Manotick’s issues such as traffic on Main and Bridge streets and dissatisfaction with the city government, mostly in regards to high taxes.

As a result, candidates took their turning taking shots at incumbent Coun. Glenn Brooks over problems concerning the village.

The councillor was accused by rivals of holding too many pointless meetings, not having a strong enough voice at city council, and not understanding the issues of the community.

He was even called out by candidate Bruce Webster for flip-flopping on the contentious Minto development that the community fought in court, ending in a losing appeal to the Ontario Municipal Board in February.

But Brooks, who has been connected with the region since being elected to Rideau Township council in 1977, wasn’t afraid to shoot back.

Just over 14 years ago, Glenroy Gilbert was in the same position as his students.

At the 1996 Olympic Games, the Nepean sprinter was preparing for the biggest race of his life – the men’s 4x100-metre relay final.

Even with the newly-minted world-record holder on their side in Donovan Bailey, the Canadians were not the favourites.

But that didn’t stop them from winning gold.

“You never forget something like that,” he said. “It’s one of those things that’s etched in your memory. I certainly remember the amount of animosity that was dealt out towards us on the warm-up track. (The Americans) didn’t take us seriously for a second, even with the World Champion and Olympic Champion on the anchor leg.

“But when you’re in a final, it’s a new day, it’s a new race and everybody there is dealing with the same issues.”

Now, Gilbert – who had a street named after him in the Chapman Mills area of Barrhaven last May – is trying to preach that message to his 4x100-metre team as they prepare for the Commonwealth Games in Delhi, India.

“What I try to get our athletes to understand is that,

No. 1, you have to be in the race,” he said, prior to departing to India on Oct. 1.

“You have to make it to the final. We can’t talk about the final unless we’re in it.”

The Trinidad and Tobago native has coached the men’s 4x100-metre relay squad since 2002, working as the lead coach of the High Performance Relay Centre as well.

The young team consists of Bryan Barnett, Jared Connaughton, Sam Effah, Michael LeBlanc, Hank Palmer, and Oluseyi Smith – whom Gilbert also personally coaches.

“As a coach, and former athlete, I always want more,” said Gilbert, who also won 4x100-metre gold medals at the 1995 and 1997 World Championships, plus an individual first place at the 1995 Pan Am Games.

“I want to see them achieve more than I achieved as an athlete.”

As the team went through its final preparations at the Ottawa Lions Athletic Club from Sept. 22 to 30, Gilbert was telling his athletes to run within their abilities.

“The fundamentals involved in track are involved in performance,” he said.

“If they focus on that, they can be successful. If they try to reinvent the wheel … then that’s where things fall apart.”

Gilbert said the team has been training hard all season and has tailored its schedule to mesh with the fall timing of the Games.

While he knows there are no guarantees, Gilbert believes everything his work out for the best in Delhi.

“My hope is that that will show in terms of the way they perform,” he said.

“I’m expecting them to medal in Delhi. What shade, I don’t know.”

Support dwindles for McGuinty

Fun for seniors in Gloucester South

The dominoes are falling in provincial politics, with voters ousting the Liberals in New Brunswick and public support for Premier Gordon Campbell falling in British Columbia.

Shawn Graham didn’t win any votes with his plan to sell New Brunswick’s utility to Quebec and Campbell was caught in the headlights pushing British Columbia’s new harmonized sales tax.

Sound eerily like familiar territory?

It should for Ontario Premier Dalton McGuinty, who is facing trouble on both fronts: selling a plan to increase electricity rates and push a harmonized sales tax that hasn’t exactly been well received by the electorate.

With a provincial election only a year away and the country recovering from a recession, McGuinty and the Ontario Liberals should be nervous.

The signs are there.

A poll out this week by Angus Reid shows that 76 per cent of Ontarians want to oust the McGuinty Liberals.

The online poll surveyed 805 people and is considered accurate within 3.5 percentage points 19 times out of 20.

McGuinty has badly estimated the effects of his introduction of new taxes and hikes in electricity rates during a time when Ontarians are still reeling from the grip of the Great Recession.

It doesn’t help that McGuinty has a history of backpedalling on promises not to introduce new taxes – during his second term he reneged on a promise to freeze taxes, introducing a tax hike a few months after re-election.

And don’t even mention the health tax.

Conservative leader Tim Hudak must be licking his chops.

In the Angus Reid poll, 41 per cent of those surveyed gave the nod to Hudak.

The Tory leader hasn’t come out with any startling ideas or platforms and the Conservatives haven’t been stellar in their performance as an opposition party.

But does all that really matter?

It’s beginning to look like the Tories could elect a potato as leader and win a landslide victory in the 2011 provincial election.

McGuinty can’t be trusted to not raise taxes When McGuinty was first elected in 2003 he promised to not raise taxes and to freeze hydro rates which was 4.5 cents per Kilowatt. Almost immediately he raised hydro rates and implemented the health tax even though he promised not to, to get elected.

Then in 2007 he promised again not to raise taxes and here are some of things he has increased: licensing fees, recycling fees for electronics, the HST, eco fees, lottery tickets (he calls them fees, consumers call it a tax), smart meters, as well as another hike in hydro.

Since April 2010 hydro has increased by 17.7 per cent in the Ottawa area without the McGuinty Meter kicking in. Under McGuinty, hydro has gone from 4.5 cents a Kilowatt to 9.9 cents at peak time where it has already been implemented and more increases are on the way.

Then on Jan. 21, 2010 Ontario Premier Dalton McGuinty, and KEPCO executive vice- president Chan-Ki Jung signed an agreement in Toronto

under which a South Korean consortium led by Samsung C&T Corp. won a $6 billion deal to supply renewable energy equipment to Ontario. Total cost of this deal is rumoured to be $7 billion when completed. If Ontarians want a clean and reliable supply of electricity, they’re going to have to pay for it, says the province’s minister of energy.

Without those investments, Brad Duguid asserted, “we would not have got through this summer without serious problems, disruptions and brownouts. These are critical investments. The alternative would be far, far worse.” What a pile of crock. The truth is the Ontario taxpayers paid out $37 million this year for the Bruce Peninsula Nuclear Plant not to produce hydro.

The Liberal government is paying producers of solar, wind and other forms of green energy, up to 80 cents per kilowatt hour in 20-year contracts.

So I would like to know, since the Ontario taxpayer is funding the 7 billion

dollar Korean deal, is McGuinty going to charge the Ontario Government 80 cents a Kilowatt and keep that as a fee and pass this cost on to the consumer?

Do the math here folks. If McGuinty’s buying Hydro for Ontario at 80 cents a Kilowatt, what will the consumer be paying? The proposed electricity rates from Hydro One asked for an increase of 15.7 per cent in 2011 and 9.6 per cent in 2012 and if the CME’s calculations are correct, by 2015 hydro will have increased by 41.8 per cent.

Stats Canada reports Ontario lost 30,000 full time jobs in July 2010, which is the first month the HST was implemented; 7700 of those jobs were in construction.

Mariam Adam is a single mother of five.

She called on the 2010 municipal candidates to provide accessible childcare for all.

Adam is a volunteer with her community house and is currently completing her high school diploma at St. Nicholas Adult High School.

“When you don’t have childcare, you are isolated in your community,” she said.

Adam is an immigrant and is working hard to adapt herself to her new home. She needs help to get the best care for her children and to live in safe, affordable housing.

Adam is not alone.

A series of panelists spoke to municipal candidates for the 2010 election about the needs for accessible childcare for all, af-

fordable housing, lower transit fares and access to recreation at a meet-and-greet held in Westboro on Sept. 28.

Diane O’Neill from the Childcare Action Network (CAN) said that many parents are stressing about the availability of good childcare in the city.

“There are just under 20,000 childcare spaces in the city and only 7,000 subsidized spaces,” O’Neill said. “There are 6,400 kids on a waiting list. Studies show that for every dollar spent on childcare there is a $2 return in terms of savings on healthcare and other societal costs.”

O’Neill was at the event as part of ivotechildcare.ca, a grassroots movement to maintain childcare spaces for children under the age of 5 now that early learning spaces are available at the schools.

Ana Ilha, one of the advisors for the City of Ottawa’s recre-

ation master plan and a member of the City For All Women Initiative (CAWI), talked about the need for access to recreation.

Ilha brought together 14 different focus groups from across the city and found that women were saying the city needed more swimming pools, splash pads and outdoor walkways and parks.

“There also needs to be more attention paid to access and transportation made available so that low income people have access,” she said.

Mohammed Sofa, a community developer with the Pinecrest Queensway Community Health Centre said that we need to stop thinking about recreation as a luxury.

“How can we count on politicians to fix things if they can’t even fix the broken down park in Britannia Woods?” he said.

“There are children in this city

not learning to swim because they have no access to open swims. Let’s get the little things right so we can move onto the big things.”

When Sofa first came to Canada at the age of 13, he said he remembered his calling his local community centre a graveyard because it was closed after 5 p.m. and on the weekends.

“No one would use it, now we have made great strides to increase access but there is a long way to go,” he said.

Shawn Ménard, chair of the city’s pedestrian and transit advisory committee said that we need to increase ridership and provide access to transit for everyone.

“We have one of the country’s most expensive transit systems,” he said. “Mostly because of the urban sprawl and council’s arbitrary 50/50 policy in terms of cost.”

Ménard said that the new council must show leadership in preventing another strike like the one in 2008-2009 that cost the city $500 million. He also believes we could be working towards a freeze of transit fares.

“If we start working with the media and debunking the argument that lower transit fares is a bad thing, then we can get somewhere,” he said.

All in all the candidates present listened very closely to the concerns addressed.

“It was a great night,” Paul Obeda, a candidate in the ward of Knoxdale-Merivale said.

Craig MacAulay, a candidate for College ward, said he thought the coalition picked the right issues to champion for this election.

“I really thought the people had some interesting things to say,” he said.

Debate sees Brooks taken to task The long-time area politician said he held as many meetings as he did because “communities ought to govern communities.”

He added that he uses those meetings to understand the issues that are important to the community, like the borough system.

“This will happen in the next three to five years,” Brooks said. “The borough system is here.”

With taxation being a hot-button issue, many chimed in on what was wrong with the current model.

Candidate Bruce Chrustie sparked the issue by saying that taxes could not continue to keep rising any higher since they are already at the twice the rate of inflation.

Fellow candidate Iain McCallum suggested that, if elected, he would subscribe to a “no new money plan,” meaning that if a new program was to be added to the budget, something of equal value would have to be taken off.

“We need to take things right down to the basics,” he said.

Scott Moffatt agreed.

The 29-year-old candidate -- who came second to Brooks in the 2006 election, 14 percent behind him -- felt that freezing the budget, particularly when it comes to not rehiring for certain jobs when baby-boomer retire, is the way to go.

“If you want a new program find one that we can get rid off,” Moffatt said.

Webster added that a complete review would be needed.

Brooks was quick to warn his colleagues that their plan may be flawed.

“If you’re doing to do that, know what the ripple effect is if you cut staff,” Brooks warned. “There are costs to picking what’s most important.”

Traffic was another important issue that candidates were asked to speak about in the village.

Moffatt was upset that in the 2008 Transportation Master Plan, only the widening of Prince of Wales Drive was mentioned in the ward.

All candidates agreed that they’d like to see people driving to Manotick and not through it, but wanted to see a decrease in large trucks using Main and Bridge streets during peak hours.

Mr. McCallum, who is 49 years old and has lived in Richmond for 12 years, has coached and refereed hockey. He is also a longtime speedskating coach, something he got into after his daughter saw speedskating in the 1992 Winter Olympics and took up the sport.

He became involved in the coaching aspect of the sport, taking coaching courses and coaching with the Ottawa Pacers Speedskating Club.

He has also coached in Brockville, travelling back and forth for a number of years. But he has never regretted this, even the trips to Brockville, and for a darn good reason – it allowed him to spend a lot of time with his son on these trips, solidifying their relationship.

Iain McCallum of Richmond is back seeking election to be the city of Ottawa councillor for Rideau-Goulbourn ward. He ran in the municipal election four years ago, placing third in a four-person race in the ward with just over 12 percent of the vote. He thought he would do better and so now he is back in this year’s election to do just that.

“I think I have a lot to offer to the city,” he says, citing his experience with unions (he is involved with the union at his place of employment, Canada Post) as well as his varied work experiences as a mechanic, barn builder and businessman.

He has some doubts about the proposed downtown tunnel for the new light rail system.

He feels that the downtown tunnel and light rail plan involves a lot of money for little benefit.

Mr. McCallum pledges that as a councillor, he will post on a website everything that he would be spending as a councillor and also how he voted on every issue.

As a former business owner in Manotick, he is critical of the city for not encouraging business in the municipality.

“We need to encourage more business and make it a place that people want to come to,” he says about the city, especially related to tourism.

“We have to get the word out,” he says, proposing that the city apply to host the Commonwealth or other major events to attract attention to the city.

He likes the proposed plan that would see McBean Street in Richmond revitalized. He would like to see it become

A disputed first-period goal proved to be the Nepean Raiders’ undoing in an 8-2 pasting by the Smiths Falls Bears on Sept. 29.

Combined with a loss to the Brockville Braves on Sept. 26, and two straight losses to close out the week, the Raiders have now lost four straight.

The play in question on Sept. 29 occurred with 3:45 remaining in the first period at the Nepean Sportsplex as Bears forward Mike McNamee streaked down the left wing and fired a shot on Raiders goaltender Michel Kowalew.

McNamee’s attempt appeared to hit the crossbar, but referee Sean Reid immediately called the play a goal.

The goal made the score 3-1 for Smiths Falls, despite numerous pleas to Reid by the home side.

“No matter what you say, no matter how many swear words you know, he’s not going to change his mind,” Raiders head coach and general manager Peter Goulet said. “The only thing that disappointed me was that the goal judge was shaking his head. But that’s the referee’s call. He’s the boss on the ice.”

However, an irate Kowalew continued to press Reid at the end of the period.

The Raiders never recovered the rest of the game.

“It kind of got most of the guys rattled a bit,” Raiders centre Brent Norris said.

Two quick goals-against to start the second period sent Kowalew to the bench – the last coming on a juicy rebound

where Ryan Van Stralen had all day to slide a backhander past him.

Dan Altshuller came into place Kowalew, who was making his first start in two weeks due to injury.

“Everybody has off games and maybe we caught them tonight,” Bears head coach Bill Bowker said, adding he thought his team would net five goals coming into the game.

“I thought their goaltending was a huge issue for them tonight. It was their Achilles’ heel.”

Kowalew returned to the crease to start the third with the score 7-2 as Goulet wanted to give him a chance to wear off some more rust.

While Goulet admitted that it was far from Kowalew’s best performance, he said his goaltender couldn’t be the only one to bear responsibility for the loss.

“Could our goaltender have made some more saves? Absolutely,” he said. “But we didn’t play well in front of him.

“The team’s defensive responsibility, in giving up nine or 10 two-on-ones, let the goaltending down.”

Kowalew wasn’t pleased by being hung out to dry either.

When he was pulled in the second period, the goaltender launched his stick into the team’s stick rack and then shouted down the bench to his teammates in disgust of their play.

The Raiders poor defensive performance allowed seven Bears to record multi-point nights.

McNamee, Cody Fraser, Ryan Bedard, Jordon Bobrow all scored, while Van Stralen added two assists to go along with his second-period marker.

But the big offensive hero was Matt Robertson, who recorded his first CHL hat trick and had an assist.

Nepean Raiders leading scorer Brent Norris was one of the 40 players named on Sept. 24 to Canada East’s evaluation camp roster for the 2010 World Junior A Challenge.

The camp was held at the Iroquois Sports Centre in Whitby, Ont. on Oct. 4 and 5. Norris and Rankin will be on the same team during scrimmages. “It’s a big chance for me and I hope to make the most of it when I go down,� the centreman said prior to his departure. “It was a surprise, but I’m glad I made it.�

Norris sits seventh in CHL scoring with 12 points as of Oct. 4. He leads the league in goal scoring with 10. “I think he’s got a real good chance of making that hockey team,� Raiders head coach and general manager Peter Goulet said. “Brent’s a special talent. He’s a helluva hockey player.�

Charges have been upgraded against a 40-year-old woman in relation to a hitand-run collision that killed a teen cyclist in Greely last month.

Samira Daoud, of Ottawa, has now been charged with manslaughter stemming from an incident on Sept. 9 where 16-year-old Alex Hayes was killed while riding his bike home in the evening from his shift at MacKinnon’s Foodland.

The incident occurred on Bank Street, just south of Mitch Owens Road.

Daoud was originally charged with 13 offences, including criminal negligence causing death, impaired driving, failing to stop at the scene of an accident causing death, possessing a stolen car, driving with a suspended license, and breach of probation.

Her next court appearance is scheduled for Oct. 25.

The charge of manslaughter is a culpable, but unintentional homicide where someone dies by means of an unlawful act or criminal negligence.

It carries a maximum sentence of life in prison.

A Nepean man charged with conspiracy in connection with a terrorism plot was released on bail on Sept. 28.

Misbahuddin Ahmed, 26, an X-ray technician at the Ottawa Hospital Civic campus, was released on $645,000 in cash and bonds.

Ahmed was arrested on Aug. 26 with Havi Mohammad Alizadeh, 30, following a raid of their Nepean-area homes by the RCMP’s A Division Integrated National Security Enforcement Team on the morn-

ing of Aug. 25.

All charges are a result of alleged conspiracy activities between Feb. 1, 2008 and Aug. 24, 2010.

A London, Ont., doctor Khurram Syed Sher, 28, was charged shortly after the duo from Nepean.

The trio are charged with conspiring with people in Canada, Iran, Afghanistan, Dubai and Pakistan to facilitate terrorism.

Ahmed and Alizadeh are also facing explosives charges and Alizadeh is accused of financing terrorism.

Sher was at a bail hearing on Sept. 29.

Comfort in a quilt

Volunteers with Victoria’s Quilts Canada, a national not-for-profit organization, offer comfort in the form of beautifully crafted blankets for cancer patients.

Betty Giffin, founder of Victoria’s Quilts Canada, said she remembered how she delivered a quilt to a man in the hospital.

She had made the blanket with panels of old-fashioned cars.

When she presented it to him, she found out he had been a mechanic.

“I call them God incidents,” said Giffin about inadvertently matching people with a quilt they will love.

When the gentleman passed away, Giffin received a note.

“They had displayed the quilt at his wake,” she said. “A friend of his pointed out there was a picture of his first car on there. This quilt did a great job.”

QUILT-A-THON Every year, Victoria’s Quilts Canada holds a quilt-a-thon with the goal of making one quilt per participant, said Giffin, who lives in Barrhaven.

They have 125 available spots that

fill up quickly, but usually extras show up on the day of the event, she said.

“It’s a way to give back to the community,” said Joy Melsness, who lives in Kanata Lakes and started a chapter in her area.

“After a request is made we try to get the quilt out within seven to 10 days,” said Giffin. “With cancer patients time can sometimes be an issue.”

‘THERE’S A LOT OF PRIDE’ Giffin brought Victoria’s Quilts across the boarder from the United States after her friend’s teenage daughter was diagnosed with cancer.

“There’s nothing worse than children with cancer,” she said.

The quilts help brighten patients’ days while also serving the functional purpose of providing warmth, said Giffin.

Victoria’s Quilts Canada, which is celebrating its 10th anniversary, sends out around 370 quilts nationally per year. Ottawa makes up around 50 per cent of that, said Giffin.

There are hundreds of chapters all across the country and many within the City of Ottawa, including

Nepean, Barrhaven, Stittsville and Kemptville.

This year, the foundation handed out its 20,000 quilt.

“You’re doing something good to someone,” said Giffin. “We’ve had a couple cases where we had to replace quilts that had been loved to death.”

The quilt-a-thon will take place on Oct. 16 at the Church of the Nazarene, 2 Stonehaven Dr., Kanata from 8 a.m. to 4 p.m.

Community Greely Lions happy to help CyberKnife STAFF On Sept. 24, the Ottawa Hospital unveiled new technology to help fight cancer, and they can – in part – thank the Greely Lions for allowing them to do it.

The Lions donated $32,000 to the hospital’s foundation based on money raised from their 21st annual dinner dance on April 24.

Lions past president John Stacey said someone at the club noticed an article about the technology on the hospital’s website, and right away they knew they had to donate.

“It was just one of those things that set everybody’s heart on fire,” he said, noting that the CyberKnife can take a quarter of the time off of a cancer treatment. “We were ecstatic that we got that to work.”

The Ottawa Hospital is now one of only three hospitals in Canada to offer CyberKnife treatment. The technology aims to increase the hospital’s radiation therapy capacity, and offers new hope to patients previously diagnosed with inoperable tumours.

CyberKnife is the world’s first and only robotic radiosurgery system.

It requires no scalpels or incisions. Its advanced image-guided software, coupled with the manoeuvrability of its three-metre robotic arm allow CyberKnife to deliver hundreds of beams of high dose radiation directly to a tumour with surgical precision.

“I felt good about what I did and about what everybody else did,” Stacey said.

Ottawa paramedics awarded for bravery STAFF The first responders to fallen officer Const. Eric Czapnik were recognized by their peers as some of Ontario’s bravest paramedics.

The four-member crew was awarded the N.H. McNally Award for Bravery on Sept. 30 at the annual Association of Municipal Emergency Medical Services of Ontario (AMEMSO) Conference in Muskoka.

The award is considered one of the highest honours for paramedics in Ontario.

Craig MacInnes, Patricia St. Denis, Amanda Walkowiak and Virginia Warner received their awards as a result of their actions on the night of Dec. 29, 2009.

The crew worked to save the life of Czapnik, who was stabbed in front of the Ottawa Hospital Civic Campus while making notes on an unrelated case.

“I can’t imagine a more deserving group of professionals,” Anthony Di Monte, chief of the Ottawa Paramedic Service, said in a press release. “Under the most trying of circumstances, they put the health of their patient ahead of their own personal safety. They are a shining example for all of us.”

Merivale and Bell arenas have now re-opened their doors thanks to a major facelift this past summer.

The two centennial arenas were a hair’s breath away from closure in 2008 when staff recommended they be demolished and the property sold off.

The $2.8-million in funding for the two arenas was announced in June.

Both facilities needed major upgrades to stay safe — Merivale had a baking tin under the refrigeration unit to catch some leaking ammonia.

Both arenas got resurfacing for the cement under the ice, repairs to the roofs and an extra change room for young girls who are playing hockey with the boys.

The funds part of a nation-wide initiative to put a cash influx into the country’s sports programs.

Students give thanks to the community

Knoxdale-Merivale Coun. Gord Hunter said the Merivale arena is a shining example of what can be done when the three levels of governments get together to work on a project.

“The lobby is just amazing now,” he said.

Hunter said Merivale is a well-used arena, which draws players from Merivale, Sir Robert Borden and St. Pius X High Schools — as well as players from the Nepean Minor Hockey Association.

“I am glad we were able to save this asset to the community,” he said.

College Coun. Rick Chiarelli echoed his colleague’s sentiments.

“What we have done is save two arenas for a fraction of the cost it would have taken to build new ones in their place,” he said.

A large portion of the public uses the Bell arena for public skating as well as almost exclusive use by the high school during the school year.

“We were able to extend the life of these facilities for $3 million when it would have cost in excess of $20 million to put something new in their place, and the community would have done without in the meantime,” Chiarelli said.

Ed Mahfouz, a retired teacher from J.S. Woodsworth is once again giving the community something to be thankful for, with his annual Thanksgiving dinner to be held at Sir Guy Carleton Secondary School on Oct. 10.

This will be the 19th time Mahfouz has gotten together with local students from St. Mark’s, Mother Teresa High School, Merivale and Sir Guy. “It’s a lot of work,” Mahfouz said. “I will probably start preparing for the next one in November, but I love giving back to the community.”

Mahfouz said that all he has to buy are the turkeys and the community has already generously donated the rest of the food.
