Exactly three months to the day since the outdoor water ban began in south Ottawa, the City of Ottawa has lifted the ban completely – more than a month ahead of schedule. “When we first announced the ban we said we would do everything we could to end the ban as soon as possible,” said Mayor Jim Watson on Monday, June 27, at Claudette Cain Park in Riverside South. “Well, today we have made good on our promise, and I’m very happy to report that, effective today, the water ban is over.” Lawn watering, car washing and pool top-ups can resume; splash pads will assume their normal full-time schedules only a few days late, and sports fields maintenance will resume. The voluntary mitigation measures that were in place to help residents cope will end with the lifting of the ban as well. June 27 is the last day for a free pool top-up from the city, as those with appointments at later dates can now use their hose. Rain barrel rebates will apply to any rain barrel purchased before June 30. see ‘Water’ page 2

Mother Teresa Catholic High School has increased its support services efforts in the weeks following the explosion that killed a graduating student. Jim Hallarn, the school’s head of student services, said he and his staff have been taking a proactive approach to identify some

of Eric Leighton’s closest friends to ensure they are getting enough assistance heading into the exam period and into their post-secondary school lives. Leighton, 18, was killed after sustaining injuries in a shop-class explosion on May 26. The explosion remains under investigation. see ‘Second’ page 4

Steve Desroches was also on hand for the celebrations with his two sons, who along with a number of other kids at the park, delighted in soaking the mayor and other dignitaries who gathered at the splash pad for the announcement. “I’m thrilled with the news, and I think the community’s very happy,” Desroches said as he sheltered from the water falling all around the splash pad. “It’s been tough on the community but people have been using their rain barrels, they’ve been taking advantage of the water trucks, and I’m really proud of the community and how it’s come together. We’re all looking forward to a return to normal.” The ban was put in place at the end of April for residents in Barrhaven, Riverside South and parts of Manotick because of a broken water main on Wood-

roffe Avenue that had blown in January. As summer has by far the highest water use of any season, backup pipes that had been installed for the winter would not have been able to sustain normal summer water use, and ran the risk of depressurizing and contaminating the drinking water supply. The ban had to be imposed to reduce the summer demand on the backup pipes. “If we had had a failure in our system, clearly losing our safe drinking water would have been insurmountable,” said Harder, who added she believes residents have picked up some conservation lessons from the experience as well. “Our residents have learned so much. They went into it kicking and screaming, but in the last month I’ve heard so many people say, ‘This is a pain, but boy this rain barrel isn’t hard to do, and I’m going to continue doing it.’ And I think we’re going to see a whole bunch of conservation from this.” Woodroffe Avenue will still have traffic disruptions for several weeks as the construction and road work is completed.

Algonquin College’s digital project connected to $6.6 million in funding thanks to the province. The program — called Algonquin College’s Digital College (ACDC) project — aims to expand the online offerings, particularly for high demand subjects. The goal is to create capacity at all of the college’s campuses and increased the space for applied learning facilities. The funding from the province will mean 900 student spaces at the college and will pay for the equipment costs of audio and video studios and video conference facilities. “The digital college will provide learners with engaging, online learning options that go far beyond what you see being used in online education today,”

said Robert Gillett, president of Algonquin. “Through applied research and the engagement of industry leaders, the college will take advantage of the most recent increases in bandwith, storage technologies, internet-delivered video, social networking and interactive tools to provide students with a rich multimedia learning experience.” The program is part of the college’s vision to dramatically expand its online offerings by the year 2020. In practical terms, the funding will mean the construction of a new audio and video studio, along with two multimedia and video conference rooms to help students access online courses. The funding was provided as part of the province’s Putting Students First Program —which awarded $52.6 million to Algonquin, Carleton University and the University of Ottawa.

A $59-million expansion of the O-Train system was approved by city council on June 22. The changes will add six new trains to the north-south line to increase the frequency of service from 15 minutes to eight minutes. The money will also go towards constructing two passing tracks. Since being introduced in 2001, the OTrain has almost reached its ridership capacity. Increasing the frequency of the trains is expected to ease the pressure on

the bus system during construction of the city’s east-west light-rail transit line, which is expected to begin in 2013. Increasing the O-Train’s level of service will make the train the fastest commute option for a number of riders, including those who travel from the south end through the core, and people travelling from the west to Carleton University. Transit commission chair Diane Holmes has also asked city staff to look into the costs of extending the O-Train line south to Leitrim. The transit commission will have a look at that report in the fall.

Folk guitarist Cris Cuddy will open the Manotick performance on July 3, accompanied by Keith Glass and Alistair Dennett. It’s been quite a year for Crystal Bay Centre for Special Education from winning funds for a new playground and now an $8,000 gift from the Ottawa Senators Goodwill Ambassadors. The gift came in the form of a SMARTboard — an interactive white board system, used as a teaching tool — the seventh the school has acquired. During an awards assembly at the school on June 23, the principal thanked Glen Johnston, a goodwill ambassador, who approached the school about helping to build the playground. “We got most of the funding for the playground through Aviva (Community Fund) and our own fundraising. So, he asked me what else we needed,” said principal Pete Veurtjes. The donation is the fourth that the goodwill group has given the school. Some of the other gifts include: $5,000 for the “Sens Room,” $3,800 for a specialized StairMaster and $2,200 for a pediatric change table. “This is my favourite part of the job,” Johnston said, as he waited to deliver the cheque. The actual SMARTboard was installed at the school on May 1, just in time for Education Week. It seemed fitting, Veurtjes said, to

The opening of the Library and Archives Canada’s Nitrate Film Preservation Centre on June 21 proved the old adage that a picture is worth a thousand words. The new $14.7-million building on the government’s Shirley’s Bay campus will house 5,575 reels film made of cellulose nitrate, dating back to 1912. Some of the famous titles include: Back to God’s Country

(1919) and Churchill’s Island — the first Canadian film to win an Oscar (1941). The facility also boasts 600,000 nitrate photograph negatives. Since 1973 the films and photos were stored at the former Rockcliffe Air Base, but the facility wasn’t up to the fire safety code and didn’t meet standards for proper preservation. Daniel Caron, deputy head and library archivist of Canada, said that there is room for the collection to grow by as much as 25 per cent. “We know that no one is pro-

On the right track After more than half a decade of muddling its way through the file, Ottawa city council made a positive first step toward building an effective light rail system last week. It might not have the same impact as the massive, multi-billion dollar light-rail transit plan that is slowly working its way through city hall, but the approval of a plan to purchase six new trains and construct a pair of passing sections on the north-south O-Train line puts the city on course to realize the benefits of a truly effective transit system. Started as a pilot project back in 2001, the current O-Train line that runs from Bayview south to Greenboro has reached capacity and deserves added service. The introduction of additional trains – the current system uses two – will drastically increase that capacity and will reduce the average wait time between trains from 15 to eight minutes. But for nearly $60 million, what a grown-up version of the O-Train will provide is a taste of the potential light rail has to improve transit in this city.

For many residents, transit can mean waiting in the heat or cold for a bus that will only get stuck amid the throng of other commuters clogging the streets. For those with access to the O-Train, this investment will mean a vastly improved experience, especially when trips on the Transitway become less enticing once construction on the east-west LRT grinds service through Hurdman Station to a halt. The move also opens the door for future expansion of the north-south line. Transit Commission chairwoman Diane Deans has already asked city staffers to look at the feasibility of extending the O-Train as far south as the Leitrim park-and-ride, providing rail access to the growing community of Riverside South and the airport. The addition of new stops along the existing line is also being proposed by members of the community. The expansion of the O-Train represents the first real improvement to transit in Ottawa in recent years, and will mark the beginning of a light rail revolution in the nation’s capital.

Something else to blame on the cellphone It is a winding road of logic that leads to the conclusion that there would be have been no riots in Vancouver if people still smoked, but you are patient people and the journey is an interesting one. Begin with a series of observations. At the gym, a man gets dressed after his workout, steps out into the lobby and takes out his cellphone. Coming out of a concert, a couple pauses outside the door while both people draw cellphones out of their pockets. Sitting alone in a restaurant, a woman toys with her phone while she waits. In a car stopped at a light, a man furtively checks his phone. Now, they may all have important calls to make, important messages to read, but what they are doing looks so much like smoking it’s spooky. When people used to smoke, that’s when they did it – coming out of a place where smoking was forbidden, such as a church or concert hall, sitting in the car, waiting alone for someone. Now they use the phone in the same situation – as a reward, as something to pass the time, as something to disguise the fact that they have nothing to do. Perhaps people don’t check their cellphones after sex, another stereotypi-

Another classic cigarette moment that can’t be replicated with the cellphone is the act of picking up the phone. A lot of people used to light up when making a call. Picking up the phone while picking up the phone doesn’t make a lot sense, although you wouldn’t put it past some people. With this incontrovertible evidence at hand, do we make the logical leap and blame the decline of the cigarette for the rise of the cellphone? Of course. Remember the Law of Unintended Consequences? It’s obviously at work here. We got rid, for the most part, of a habit that caused death and disease, both to practitioners and innocent bystanders. We rid our indoor spaces, not to mention our clothes, of vile smells and unbreathable air. So that was all good.

Our reward was the outbreak of another vice, less fatal and less smelly, but with social implications we are only now beginning to measure. Short attention spans, people seemingly talking to themselves on buses, customized ringtones interrupting plays and concerts, some very weird driving – we are familiar with all of these and the consequences are no mystery. We know far less about the consequences of everyone carrying a camera in their telephone. Thanks to the telephone camera, more people than ever before take photos. How does it affect people’s behaviour knowing that just about every person they meet is a photographer? Well, for many people, not enough. Celebrities seem to indulge in just as many colourful activities as before, their lapses in judgment captured by amateur cellphone paparazzi. People sleep on the job, drive and text while cellphone vigilantes point and click. So the cellphone camera seems to be no deterrent to bad behaviour. The question raised by the Vancouver riots is whether the cellphone camera actually encourages that behaviour. To watch the proceedings on live TV, you would certainly think so. Thug after

Who knows? What we do know, or at least suspect, is that the yahoos would not have been so enthusiastic had they not had a big audience. And the audience might have gone home, making the situation much more manageable, if they hadn’t had cellphone cameras and the urge to record history. Things would have been so much better, if all they’d done was stand around and smoke.

Trees taking root in Rideau valley

April and May were busy times for the Rideau Valley Conservation Authority. The conservation authority’s members and volunteers planted over 6,200 native trees and shrubs along 3.4 kilometres of shoreline. The new plants will help stabilize banks, reduce erosion, protect water quality and improve linkages of wildlife habitat along Stillwater Creek, Black Rapids Creek, Mud Creek and Jock River, the authority said in a press release. This is the first phase of this twoyear shoreline naturalization project with help from community groups and more than 200 enthusiastic volunteers. Volunteers and partner groups include:

• All Saints Catholic High School; • City Stream Watch Program; • Friends of the Jock River; • Girl Guides of Canada; • Ottawa Fastener Supply Ltd. staff; • Ottawa Stewardship Council; • Perth & District Collegiate Institute’s GeoVenture Program co-op students; • Sacred Heart Catholic High School; • Scouts Canada; and • St. Francis Xavier High School. Phase two of the Making Shorelines Natural Project is now underway. Project staff would be pleased to talk with property owners along Becketts Creek, Bilberry Creek, Nepean Creek, Sawmill Creek and Stevens Creek who are willing to provide access to their creek-side property and are committed to letting the new plants grow for a minimum of five years.

Cancer care is something that everyone worries about. It affects all of us in one way or another. In 2008, The Ottawa Regional Cancer Foundation conducted a survey

to asses how to better help with the needs of cancer patients. The findings of this survey led to the beginning of the Cancer Survivorship Center. The ORCF hopes to move in, unofficially, by the end of this month, just over a year after breaking ground. Everything seems to be well in place and

Raiders open 2011-12 season Sept. 9 DANIEL NUGENT-BOWMAN The 2011-12 Central Canada Hockey League schedule was released on June 16 and the Nepean Raiders will open their season against the Smiths Falls Bears. As part of the league’s showcase weekend, the Raiders play the Bears on Friday, Sept. 9 at the Kanata Recreation Complex and then take on the Carleton Place Canadians the next day. The Raiders’ first home game is Wednesday, Sept. 14 when they host the defending RBC Cup champion Pembroke

Lumber Kings at the Nepean Sportsplex. Nepean will also take part in the league’s holiday showcase against the Cornwall Colts on Friday, Dec. 16 and the Hawkesbury Hawks on Saturday, Dec. 17. The holiday showcase is being held at Bell Sensplex in Kanata. To end the season, the Raiders will welcome the Fred Page Cup hosts, the Kanata Stallions, to the Nepean Sportsplex on Sunday, March 4 and then travel to Brockville for a rematch against the Braves on Friday, March 9.

In the summer our Garden Centre holds a wide variety of berries and fresh vegetables. During the fall months there is fresh produce & seasonal décor for Thanksgiving & Halloween. Snow blowing is provided in the winter by R&S Snow Service Limited. We’ve grown berries for 30 years & believe that fresh on the farm is the only way to sell. In 1990 we began with raspberries then pumpkins, gourds & Indian corn. We sold produce at the farm entrance on a wagon with an ‘honour’ jar. In 1995 we opened our sales shed and still offer fresh local & Ontario produce, a gift shop, selling quilts, collectibles, jams & preserves, small gift items & garden decor.

Brian and Jennifer Hoyt lost their daughter to a rare birth defect about seven months ago. Now the Barrhaven couple is doing whatever it takes to raise awareness and support research into the condition.

When Brian and Jennifer Hoyt went to get an ultrasound done last year, they were expecting to find out whether their baby was a boy or a girl. But the news they received when they got there was unimaginable. Doctors found that baby Ella-Rose had a rare condition called congenital diaphragmic hernia (CDH) – which meant her diaphragm wasn’t forming properly, causing abdominal organs to enter the chest cavity. The chance of Ella-Rose’s survival was slim. If she did survive, chances were she’d spend most of her life in hospitals or have severe long-term medical issues. “The first option was termination,” said Jennifer. “But that wasn’t an option for me. It wasn’t on my radar. This was a child, and she needed to have a chance.” After spending the rest of her pregnancy getting checked every week and doing everything they could to find out about CDH, Ella-Rose was born. Brian and Jennifer spent the next nine

days with their new daughter until she died on Nov. 17, 2010. “It’s not the way it’s supposed to be,” Jennifer said, as she remembers burying her daughter. “Nothing prepares you for that. I was mostly numb. I think I was in denial – a lot of it was denial. Today I’m still grieving because nothing prepares you for losing a child.” But through the pain and grief, the Barrhaven couple has been determined to fundraise as much as they can for research and awareness about the rare disease. Most recently, they took part in Scotiabank’s Walk, Roll and Run for Roger’s House – the organization that’s given them support through their tragedy. Their goal was to raise $5,000 by EllaRose’s first birthday; a goal that has been far surpassed with more than $10,000 raised in only seven months. “We have pretty amazing family and friends,” Jennifer said. Brian’s employer, Lincoln Heights Ford in Ottawa’s west end, is also supporting the couple’s fight to bring more aware-

ness and research of CDH to Canada. “It’s frustrating because there’s tons of research in the (United States),” Brian said. “If we collaborated more on research, there might be a lot more children who didn’t pass away.” FUNDRAISER PLANNED Even though there hasn’t been a date set yet, Brian said his employer will hold a Drive One 4 UR Community event. Participants will be able to give a $20 donation to test drive a car in support of CDH. Ford will match funds that are raised. The couple also has a fund set up at CHEO named after Ella-Rose which accepts donations. But Brian and Jennifer don’t see why they can’t bring hope from tragedy. To them, their fundraising efforts are worth it if it means another parent doesn’t have to bury their child. “(We want to) help other parents understand, help other families who don’t have to go through the pain and suffering, and give them more knowledge of

CDH,” Jennifer said. The couple also has two healthy sons – Jordan, 4, and Cole, 2 – and Jennifer said she doesn’t know what she would do without them. “Every day we have our challenges with them,” she said. “But if I didn’t have them, I don’t know what condition I’d be in.” A framed picture of Ella-Rose rests in the couple’s living room, with words engraved upon it: My Heart Belongs to You. “She’ll always be part of the family,” Jennifer said. The couple said they will continue to participate in Scotiabank’s Walk, Roll and Run for Roger’s House every year and through their grief, will do whatever it takes to fundraise money for this rare birth defect.
