One year in office as our MLA - and Adv. Ashish Shelar has created an impressive impact regarding several burning issues faced by citizens residing in Bandra-KharSantacruz. He had emphasised, “Encroachments need to go.” Now, Ashish is implementing his promises by his actions. Social Activist, Dereyk Talker gave us some statistics: DEMOLITIONS: In 2011, 2012 – there were zero demolitions in Bandra. In 2013 -15, there were demolitions due to sustained pressure from Ashish Shelar, newly elected MLC. In fact, there were 10 times more demolition in 2015 – with a demolition drive every month. Since Oct 2014 till date, over 400 illegal shanties have been demolished. There are follow-ups, with sustained effective action against illegal shanties, hutments and encroachments. DEPORTATION: Detection and deportation of illegally residing Bangladeshis in the Bandra - Khar area, has restarted after a gap of nearly 10 years. HAWKERS: For the first time ever in the last 15 years, we can see a Hawker-free Linking Road. Also, there is a huge reduc-

tion of illegal hawkers on Hill Road - ensuring 50% reduction in terrible traffic snarls on Hill Road, especially in the evenings. The latest demolitions have been at Bandra Reclamation – the link road from Rangsharda to the Reclamation promenade. This road was encroached upon with the slum overflow from both sides – blocking access to the tunnel under the freeway, that leads to the scenic promenade, overlooking Mahim Bay. On 30th November, BMC started demolitions, allegedly without any notice. Several JCBs cleared the road leading to the tunnel, whilst the illegal squatters ran helter skelter with their meagre belongings and small children in their arms. The entire day saw emotional scenes, as families were rendered homeless – many taking shelter under the tunnel. These are difficult actions – but they need to be done humanely. Bandra needs to be slum-free, to resolve several issues, with one strong action – and action time has commenced. Umesh Rawat

The continuous chants help to attain a peaceful state where the mind can be channelised; negative thoughts are removed and positivity is filled. Depression, anger, fatigue, anxiety, fear, decision making, low self esteem are all tackled as yoga transforms a disturbed weak mind into an ideal controlled one. Vriddhi Maria, 19 years old, says, “I always thought yoga was a very serious thing with a lot of silence but after joining Anita’s classes my perception has changed. She has resumed the role of a mother in my life. She has taught me to face anything in life. Chium’s Andrew is 100 years young

“My life is an open one”, said Mr. Andrew Dias during the interview on his 100th birthday, reminiscent of happier times. By his own admission, he was apprehensive of the questions being asked, but he effortlessly slipped into his vocal element. Centenarian Andrew had some interesting insights about Bandra & Chuim, Khar. Here are some excerpts:

What is so special about Chuim Village? It had a tennis court, badminton court and around fifty five families bonded together. After Christmas midnight mass, all the men would go ‘rambling’ all over Bandra. Fortunately, we had no ‘badadadas’ in the village. Please describe Pali Hill in the ’50s. Present day Union Park was once covered with mango trees. The beauty of that, was you could stand anywhere and from any side you would see the trees in one straight line. Birds, I don’t see half of them. A jungle to explore. No street lights, only kerosene lamps. Are you a sporting man? I played Badminton actively. During our pre- independence era, Pali Hill had a golf course with nine holes; covering an area stretching from St. Anne’s Church to Calvary Chapel. Friendly Europeans would play on Saturdays & Sundays. After they left, our bunch of boys would continue the game. Even Dilip Kumar used to come to the ground and play with us. Tell us about your catalogue collection. I have a radio recording of the Eucharistic Congress held at Bombay in 1964. Also, an entire set of precious photos of Pope Paul VI at the event.

I had a motorbike in 1950, one of the three in the entire village. I rode on it to watch movies at Paradise Theater in Mahim - and across town. I tell my nephews and nieces, now there are three motorbikes in one family! Your take on reaching a knockout 100 years I am not proud, but I am thankful to the Lord. I would have taken better care of my health, if I knew earlier that I would last so long (smiles broadly). Any special wish?

I shall sing an East Indian Marathi song, dedicated to my late wife. As he sang with heartfelt love, the afternoon threw long shadows across his home front yard. His expressions were emotional. I was moved with his utter humility and amazed by his wit and sharp memory. Aunty Anita Can Dance, Saala!

Just a few months back, Aunty Anita from Andheri visited her favourite nephew Vivek from Bandra, who just turned 21. At the grand birthday party, she would NOT dance, as her shoulders and knees were aching badly. As others enjoyed dancing, she was writhing in severe pain. Noticing this, Vivek called her to his room and gave her an imported natural juice bottle, along with two tubes to take home. He told her, that the very next day he would call her up and explain how to use these – and that it would surely help her; if she followed his instructions. After all, she had severe arthritis for more than thirteen years – and the pain was getting worse, every year. Trusting Vivek, Aunty Anita trudged back to her home in Andheri. Next morning, Aunty Anita got a call from Vivek; who explained to her in detail how her joint condition would gradually improve with some natural supplements and topical applications. She religiously did as Vivek told to her for about three weeks. Then, when she felt some improvement; she immediately called Vivek to tell him the ‘good news’. Vivek assured her that the pain would soon go – and she needed to continue what she was doing, adding that some walking exercise at the local park, just around the corner, would help. A month passed – and here pains reduced radically. She was relieved and felt much better. Aunty Anita was motivated to do as her nephew told her, because her joint pain had now reduced to almost zero. She was now reminiscing about her playful youth – and how she loved dancing at her local club, weddings, parties and other special occasions. Then, Vivek saw her dancing at the Bandra Gymkhana, with his cousin Christopher. And, they were ‘jiving’ to the

tune of ‘Walk of Life’ ! She met Vivek and asked him to send some more of the stuff that helped her joints get back to normal. Later, she met her long-lost friends - and could not stop telling them about her new experience – that eased her joint pain. After all, she was pain-free. They were thrilled to hear her testimony – and invited her to their Christmas, New Year and Republic Day Dance Parties. Those who saw her dance, whispered, “Aunty Anita CAN Dance – Saala !” Now, Aunty Anita has multiple choices. She needs to decide ‘where to go and enjoy the company of good friends’. After all, she CAN dance to the beat of the music

Non Agricultural Tax - An Alert

Citizens are alerted to be sure to pay their annual N.A. Tax regularly, whether one has received an assessment notice or not. Regular payment of NA Tax ensures that the land beneath structures (assessed separately by the BMC for Property Tax) remains in the name of the registered owner(s) / holder and is not subject to penalty by the tax authorities or challenged by anyone else. that all gaothans and koliwadas do not fall within TPS boundaries; hence they are not subject to NA Tax. The “Survey Plan” or surveyor’s drawing that depicts the plan profile and Carpet Area of the specific open plot. The CTS No:

F / @@@ of the specific plot along with the other plots abutting the main plot lot is stated. A mention of the Tikka Sheet no. is also made on the survey plan. This drawing can also be obtained from the City Survey Officer - Vile Parle, West; 4. The “Tikka Sheet” It is a numerically numbered full size drawing that depicts how one’s own plot stands in relation to the adjoining plots of the neighborhood around it. Non agricultural Assessment levied on the land in Mumbai is governed by Maharashtra Act No. XLI of 1966 under the provisions of Sections 111 to 117 of The Maharashtra Land Revenue Code, 1966 as modified up to 13th Feb, 2002. We were informed by the Circle Officer at The Talathi Office that The Collector will fix the Standard rates of Non Agricultural Assessment, which, are on a reference to the rates for developed land as per the Stamp Duty Ready Reckoner for the year 2015. There is a possibility that N.A. Tax is being proposed at a rate equivalent to 0.05% of the Market Value of Developed Land ... although, The Collector is empowered to fix the Standard Rate of N.A. Assessment up to 3% of the Market Valve of Developed Land. Parishioners are however asked to remain vigilant to ensure that the community’s voice is heard if the authorities attempt to push through any unreasonable or unjustifiable N.A. Tax increase for the Year 2016-2017.

Many landowner may however have been confused by whether the tax itself had been stayed or just the increase which was actually the case, and hence had stopped paying the tax entirely. The surprise inspection and summons therefore served as a wake-up call and many rushed to the Talathi office to clear their tax backlogs or to the Tehsildar to explain the delay in payment. The tax inspectors also sought to verify whether the user category for the structures on the plot of land in question has remained “residential” or has changed to “commercial” since the latter attracts a higher NA Tax levy. It is pertinent to note

This Non Agricultural Tax is also commonly known as N.A. Tax or Talathi Tax and its paid at the Talathi Office Landowners and Housing Societies should be aware that the Mumbai Suburban Collector levies a Non-Agricultural or NA Tax on all land ownings that fall within the urban areas of a Town Planning Scheme. The original rationale of this tax was to compensate for the loss of revenue on suburban plots that were converted from agricultural to nonagricultural use and developed for residential or commercial purposes. This tax was earlier paid at the Talathi Office at Bandra located opposite the present-day BEST Bus Depot, which would issue postcard-sized assessments by postal mail and collect payment. Though these postal assessments later stopped, law-abiding residents continued to pay the tax at the Talathi office, which later shifted to its present location at Podar School, Santa Cruz (W). Many were surprised therefore, when in September this year inspectors from the Collector’s Office made unannounced door-to-door visits to a number of properties within St. Theresa’s Parish, asking whether the NA Tax had been paid and if so to provide evidence thereof; if not, the individual landowner or society was issued with a summons to a hearing at the Tehsildar’s Office at Andheri West! The authorities had earlier in 2010 attempted to unilaterally increase the NA Tax by several fold, but a concerted response by outraged taxpayers led to a stay of the proposed increase until the matter was addressed in the Legislative Assembly. A question was also raised as to the validity of the annual tax. To date, the government

She recollects, “I have faced the worst of insults and the darkest situations while I was struggling to help my daughter.” Having done all the possible medication, spent all the money and approached all the possible people, Valerie has finally surrendered her entire life in the hands of the Lord and is happy the way she and her daughter is today. “I live in a happy family along with my husband, my small son, and my special daughter who is 20 years old now,” admits Valerie. Well, having faced a lot of struggle both financially and emotionally, she owes everything to the support of her husband. ‘People are just not bothered, there is lack of concern’ is what Sandeep Aggarwal feels who takes care of his special sister Deepa. Sandeep believes that these special kids have far better ways of expressing emotions and are way more sensitive than any of us. He says, “My sister cried when I was hurt and in pain. Though she could not speak anything, she stood quietly and cried for me. I felt her pain.” “I agree it is difficult to accept these special kids but is it difficult to involve them in society as well?,” questions Sandeep as he has given up his professional business just to spend time with his sister. He also

considers his wife, who is a doctor by profession, as his biggest strength for she takes care of Deepa’s medication. Deepa, 43, is a socially humble child and expresses strongly with genuine emotions and gestures. Sandeep says, “My sister has taught me to be patient and loving in all that we do. It is because of her that our life is so different and beautiful. Now, I know how to do things without getting irritated of it.” Sandeep urges the society to be a little sensitive towards these special kids and show some concern for them. Happy Hours Workshop, an initiative by Manju Shah, has taught all these special kids various social, physical and creative skills. Moreover, it has made these kids responsible and loved by creating a home for likeminded children. However, there are many special kids that face a lot of difficulties and trauma

everyday because of their own families and society. Sometimes, their own parents abandon them due to lack of finance, acceptance and sensitivity. Some kids are left orphan without anyone to look after as their parents pass away. What is the future of these kids? Finance plays a huge role right form medication to simply taking care of them. So, instead of helping any institution, we request you to help these kids directly. The guardians of these kids can also help other special kids who are undergoing the same crisis. Lastly, it would be a great favour if all of us could not STARE at these special ones whenever we see any but just sigh a sweet smile at them! It is common knowledge that the transformation of Mumbai into Shanghai, a politician’s dream triggered off a massive juggernaut of construction activity in the city of Mumbai. That there were other factors that contributed to the race is also known to us. What matters at present is the effect of this construction wave that is rolling across Mumbai suburbs, particularly Bandra, forceful and unchecked, generating problems for society. Alarming, that this is a closed subject, not featuring in any welfare schemes or projects. Bandra’s potential for accommodating new buildings on its vacant plots and vast compounds was swiftly realised by a keen bunch of developers. New ultra modern buildings began coming up at a speed that needed not only superior technical know-how but also a lot of manpower. In a poor country like India unskilled labour is cheap! Desperate employment seekers, youth from poor families, not particular about compensation or living conditions, volunteered for the hard work. So droves of a new class of labour flocked to Bandra’s building sites to concretize the dreams of many a Millionaire! Their plight is of no interest to anyone. These migrant workers have been catapulted from a backward, illiterate hierarchical society into a modern and liberal world where they find it hard to adjust themselves to the new conditions. It is heartening to note that a large number of illiterate youth mostly from UP, Karnataka, Jharkhand and Bangladesh have secured employment in Mumbai and are able to support their families back home. But the fact that they are not integrated into society with a helping hand from locals and their ignorance of urban lifestyle may give rise to uncontrollable situations is worrisome.

Most construction laborers work full time for long hours and do physically demanding work. Being migrants they are housed on the premises by the contractor who has recruited them from their villages and brought them to the city. As soon as the plinth is ready, they cordon off a small area and turn it into home. The basic necessities such as water, light and hygiene fail to be high on the list of priorities of the builder, contractor or the workers themselves. In the buildings I visited, the youngest of those who make the most of whatever is available to them, seem to hail from Bangladesh and live in cliques, sharing the food and space they appropriate for themselves. There are families too with kids wallowing in filth! To them, compared to the hardships back home, this seems to be a paradise that supplies ample food and hard cash in their pockets. New communities now exist in this dark unorganised sector that neither the authorities nor the unions seem to care about. It began with the gangs of youth that arrived

Young girls from these NorthEastern States were already employed as domestics in Bandra, mostly in the homes of the bold and the beautiful. Many of these reached out to the newcomers through common links of clan and culture. It did not take long for the kinship to strengthen into bonds of marriage, giving rise to communities. Couples taking up the offer of free accommodation, water and electricity provided to the male construction worker now resided on the premises with their kids. The problems are many women, as cooks and cleaners earn more and the men exhausted at the end of the day, consume liquor and assault them! Community centres like the UCDC, Navjeet etc. have made inroads into this grey unaccounted area to bring these kids nutrition, medical care and education. Yet, much needs to be done to transform these unhygienic holes into homes fit for humans! Often, the streets on which new constructions are coming up fall victim to Municipal negligence. Filthy water from makeshift kitchen and latrines flows out and accumulates on the adjacent road, a breeding ground for mosquitoes. Most of the sites have let the used water drain into the storm water drains, normally non-existent under the heavy loads of heavy trucks. The debris and garbage also spills onto the road, turning the whole area into a messy, stinking place. In this regard, the citizens living around such buildings under construction need to be alert and complain to the BMC with alacrity. Let me mention here that I have a very good experience when my Municipal Corporator responded to my photographs, swiftly and positively. Try it!! GROWING INTOLERANCE The statement made by the Bollywood star Amir Khan against growing intolerance in the country is in the right direction - and timely one. It has been observed that the day BJP government have come to power in 2014, various threatening statement made by many BJP leaders have created an atmosphere of fear in the minds of people. This situation has reached such a point, that the people of this country are ineffect living in an ‘emergency era’ - and under the fear of being targeted in various forms. This was proved with the return of prestigious awards by the several writers, authors, film makers, scientists, novelists, and arm forces hero's. I strongly feel that our elected representative, rather than taking people into confidence - are dictating their own terms and conditions and trying to forcefully implement it on the people against their wishes. For that matter, it is very surprising that in such serious matters, our Prime Minister is totally silent - not uttering a word against the growing intolerance, preferring to remain mute. The statement of actor Shah Rukh Khan and now Amir Khan against the intolerance is a very serious issue. The urgent need of the hour is that the BJP government must ban the statements of its leaders, who are unnecessary creating controversy and lowering the image of the party and the nation. Dear Reader, Early December in Bandra is all about upcoming plans. Cooler climes herald the festive season of Christmas – and beyond. Also, this helps to create more pleasant situations for socializing – big time. Yes, it is that time of the year... Bandraites comprise the best variety of cosmopolitan mix – something unique in the city of Mumbai. The Queen of the Suburbs is like a ‘Mini-New York’ – with expats adding an international flavour. With relatives who have settled abroad visiting ‘home’, to spend some quality time with their loved ones – Bandra will soon shine like the stars. This is prime time for bonhomie rendezvous, and local clubs are the ideal spots to re-connect – reminiscing about the “good old days”. Many vital civic issues are doing the balancing act. The proposed Coastal Road, gaothans being called slums, re-introducing the BMC non-agricultural tax – and many more; are today’s burning issues. Each has its pros and cons – and have hidden agendas. fice premises H/West ward, where nearly 1000 litres of water is going down the drain. 1st video was shot on 06 Nov 2015 at 02:04 pm and 2nd video shoot on 26 Nov 2015. Repairs not done till date of leaking tap. Please look into this matter as it is in your BMC office premises - Mr Sharad Ugadey (Ward Officer H/West). PROPERTY AGENTS SCAM I'd like to warn Bandraites, any new comers here or people thinking of coming here - about scams of Property Agent Syndicates which are just like criminal. There are some who are clean and do the job as required. Remember, the job of a property agent is they are supposed to help find a suitable home to individuals, acting as a middle man between landlords and would-be-tenants. However there are a few criminal syndicates. If you stay over the duration of the lease, on new leases excluding the property agent - and there is a mutual understanding between the landlord and you, no problem. The syndicate will start their criminal tactics, from taking the private information of your phone numbers from forms, only they could have had access to - and passing it on and giving extortion calls to you or your parents. They will hire BMC workers to rudely come to your house, with false complaints of the place being kept dirty and demanding to be let in to check. They will also stand at corners and pass comments, as you pass by, some threatening in nature. Their goal is to get you out, so they can get a new ‘party’ in - and collect commission on the new tenant. Also, you too perhaps, as you too will again be home hunting. Please be aware of this criminal scam. Make sure you take their photos too, so should you unfortunately fall victim to such criminal activity on their part, you can take appropriate action. And don't spare a second thought to making their identities known to the public, if it does not put you at risk; before they con other unsuspecting people, with this criminal scam. Wayne Lemos

Ranwar Square tMost of us have visited family or friends residing at Pali Village or Ranwar. There are several such areas in and around Bandra: about 24 hamlets or pakhadis (villages) mainly inhabited by TAX-PAYING locals who were the original inhabitants of this island city. Some of these are: Danda, Chuim, Pali, Mala, Sherly, Rajan, Kantwadi, Chimbai, Ranwar, Waroda, Boran and Chapel Road... and other small pockets of areas, where life is slower-paced, yet its people are more 'full of life' in their own unique way! Visiting these areas can take you to another era.

Many houses here have a quaint look, reminiscent of past glory – making them heritage property. These are like small islands of peace amidst centres of chaos. Some are well maintained and have rich owners who are living the good life; whilst many are dilapidated – and are in the eye of the storm of various builders; each trying to get a good deal – and make a quick buck. Now, try visiting the illegal hutments or slums at Bandra Reclamation or east of Bandra Railway Station and what do you see? Garbage, filth, no sanitation... yet tin structures towering towards two, three – and yes, even

four floors. And imagine – slum residents do NOT pay BMC taxes, water tax or electricity bills. Now, can we not differentiate between a gaothan and a slum? The reality of Worli Koliwada proposed to be declared as a slum by SRA - and other Gaothans being proposed as slums / slum clusters in the proposed Development Plan 2014-2034 – is a grim reminder, of what will soon happen to all gaothans in and around the city. This is do or die situation. Since the State Government has tagged Gaothans and Koliwadas as Slums, are the honest prop-

erty tax payers since the inception of BMC in 1888 and the sons of the soil to be treated on par with land grabbers / slum dwellers? Catenians Bandra Brothers joins a worldwide family

Pereira. The festivities and interactions with the 22 UK delegates, started with the Grand March and dancing. When we asked the present and past Grand Presidents, their take on the inauguration – the rapt answer from both were, “ This is the best Catenian Inauguration we’ve attended ever - it was world-class. We have enjoyed every moment. We appreciate your hospitality and commitment towards creating a vibrant ‘Catenians Bandra Brothers’ Circle.” This says a lot, for the 3 months ground work event preparation done by Denzil Rego, Circle President – and his hard-working team. The Catenian Association is more than a century old organization, started in the UK; formed primarily to foster brotherly love among members – forming social family bonds. Finally, D-Day arrived on Tuesday, 17th November 2015 – starting with a Special Mass celebrated by His Eminence Bishop Percival Fernandez and the Parish Priest, Rev. Fr. William Athiade from 5:30pm at Mt. Carmel Church, Bandra. This was attended by the Catenian’s Bandra Brothers Council & Circle, a delegation from the UK - with families and well-wishers. Dale D’Souza thanked those who attended. The establishment & inauguration ceremony of the Catenian Bandra Brothers – Circle # 371 was conducted by the Catenian Grand President, Mr. Peter Woodford, at the Mt. Carmel Church Hall. Here the new members were formally inducted in a closed door circle meeting. With this The Catenians Bandra Brothers - Circle 371 joined a worldwide family of like-minded members, bound together in brotherhood. The newly inducted members are: Council > Denzil Rego – President, Rudolph Pereira – Vice-Pesident, Dominic Fernandes – Secretary, Neil Fonseca – Treasurer, Christopher Rodrigues – Membership Officer, Stetson D’Souza – Chamberlain, Clint Cardoz – Registrar & Dale D’Souza – Marshall. In true local East Indian style – the Catenian Grand President and top UK dignitaries were taken in a horse carriage, followed by a procession; from the church, via John The Baptist Road; to Corona Gardens – the reception venue. Around 7:30pm the reception started, with Shayne Rego as MC – kick starting the show by inviting the Bandra Brothers President – Denzil Rego to start with the Welcome Address. Then, the Catenian Grand President, Peter Woodford from the UK, addressed the gathering with a message of appreciation for the Bandra Brothers. Fr. William Athiade, who was very co-operative in the formation of this

circle; addressed those present and blessed them all. The Catenian AIC President, Dr. Willy Britto, who was the bridge from Goa to Bandra, encouraged all present at the reception to get at least two more from their circle of influence to join the Catenians. Edgar Melo Furtado – who was the guiding force in the formation of the Bandra Brothers, told the crowd, that he was very pleased to see the reality of this circle happen. Local presentations for the delegates was a Capoeira & Yoga Performance by children from St. Catherine of Siena, Bandra and a vocal performance by Rebecca
