The costs of water bills for Baltimore City residents have increased 11% this week. This is the final increase in a plan set up by the Department of Public Works. The spending panel announced a 42% increase of water and sewer rates over three fiscal years in 2013. According to the Department of Public Works, the increase is needed to produce funds to restore the city’s aging sewer system and underground water infrastructure. The department said that for a family of four their rates would increase from $201 to $223 monthly. “I am committed to keeping these increases as low as possible, and to making sure our customers who qualify for and need assistance with these bills do not have to bear an extra share of the burden,” said Rudolph Chow, the director of the DPW. In the Southeast, concerns of aging pipe systems and unclean water have been growing. Many pipes have burst on busy residential streets causing flooding and lack of water CONTINUED ON PAGE 10

Former Baltimore mayor Sheila Dixon announced she will run for her the position in 2016. She released the news on Wednesday, July 1, following rumors of her run during and after the death of Freddie Grey and the following unrest. “After discussions with my family and encouragement from friends and people across the city, I have made a decision to run for Mayor of Baltimore. I believe I have the leadership skills and experience to bring citizens across the city together to create a safer city that is also cleaner, greener, and healthier than we are today. Together we can reclaim, revive and rebuild Baltimore,” Dixon said on

her Facebook page. “I plan to have a formal campaign kick-off after Labor Day, but in the meantime, I’ll be reaching out to people across Baltimore for their ideas, input and support. I believe in Baltimore and its future as a united and inclusive city”. She launched a campaign website at www. sheiladixonformayor.com. On the website, Dixon describes herself as a “champion of Baltimore neighborhoods and a pioneer for women and minorities.” She writes that she aims to build a better Baltimore, and references how she created a gun offender registry, the Downtown circulator program, and a single stream recycling service. Dixon was the mayor from 2007 to 2010, when she resigned after being convicted of embezzlement. She was found guilty of stealing gift cards meant for underprivileged families. With her resignation, she also had to pay $45,000 to charity and perform 500 hours of community service. She completed her punishment around 2 years ago, allowing her to run for public office again. Dixon was the first female mayor of Baltimore and the first African-American woman to be City Council president. The primary election will have Dixon going head-to-head with current Mayor Stephanie Rawlings-Blake. The election is set for is April 26, 2016 Rawlings-Blake’s office released a statement following the announcement reading, “I look forward to running an aggressive campaign that clearly lays out the choice between where Baltimore was when I took office, and how far we have come under my leadership.”

Canton Crossing apartments get approved A proposal that would build an apartment complex in Canton Crossing was approved on Thursday, July 2. This will begin the construction of Canton Crossing’s first, and only, residential property. It will remain the only residential building because of zoning. The 9,000 square foot area will have retail on the ground-floor and 350 units of housing units. The complex will be next to the Target at the Crossing and is being developed by the Pollack Shores Real Estate Group. The architecture firm, Alexander Design Studios, pitched another idea in April that was rejected. The previous request had a six-story parking garage that would be on the northside of the complex. This has since been changed to a two-story parking lot running underneath

the building. According to the architecture firm, this change allows for more efficient parking and an open space park area, which is where the garage was initially planned to go. The underground lot will raise the height of the complex, making for better views of the Inner Harbor, they said. This addresses concerns that residents would have unsightly views of the neighboring businesses and constructions sites. The Urban Design and Architecture review had said that the plan was greatly improved since April despite their concerns of noise complaints and the building’s close proximity to an industrial site. It is not yet known when construction will begin on the new complex.

Canton BJ’s opening expected in November In April, construction began on what will become a BJ’s Wholesale Club in Canton. It is slated to be finished by the end of the year, with initial goals of completion before Thanksgiving. The building at 4701 O’Donnell Street was purchased for 7.5 million dollars by the firm WorkShop Development earlier in April. It once was the former Lenmar Corp. building. A 2,700 square foot Taco Bell will be built adjacent to BJ’s and is expected to open spring 2016. WorkShop Development said the location was chosen because of highway access and good visibility for customers. The entrance to both buildings will lead to

Interstate 95. There are also plans to build a BJ’s-brand gas station on the side that faces O’Donnell St. The reason is because the initial building, at 89,000 square feet was larger than what developers needed for BJ’s, allowing for space and new businesses to be built on the same property. The project is expected to cost around $20 million. This is one of many renovations taking place in the area surrounding Canton Crossing, where industrial buildings are being turned into commercial or residential establishments.

Marylanders invited to Hogan Strong prayer vigil Delegate Ric Metzgar of the 6th district is hosting a prayer vigil for Governor Larry Hogan on Thursday, July 9th at 5:30 p.m. The vigil will take place at Patriot Plaza which is located behind the courthouse at 401 Bosley Avenue in Towson. Earlier this month, Hogan announced he was battling stage 3 non-Hodgkins lymphoma. This is one of a series of Hogan Strong prayer vigils that Metzgar plans on holding. Summer brunch in Fell’s Point If you’ve ever been to Baltimore, then you’re probably familiar with Blue Moon Cafe. Its been featured on Diners, Drive-ins and Dives and on a typical morning there’s a crowd of people waiting outside for a table (weekdays included.) Recently, a friend and I were willing to brave the crowds and the wait at this Fells Point eatery for Capt’n Crunch French Toast. While there are many brunch spots around the city that are fabulous, Blue Moon Cafe is the only one that serves this decadent dish. Because Capt’n Crunch French Toast is what brought us to Blue Moon Cafe on this particular morning, it was the first thing we ordered. We got the smaller size offered and it’s two pieces of french toast battered and dipped in Captain Crunch then grilled. It is served with whipped cream and fresh fruit. French toast is one of my favorite breakfast options, and at Blue Moon Cafe they do a wonderful job preparing this. The Captain Crunch provides a nice sweet flavor which I love and also adds a nice crunch. The dish is very decadent and not something you can eat every day, but that doesn’t make it any less delicious. The other item we ordered was Dimitri’s Salsa Burritos. The dish came with two tortillas stuffed with eggs, salsa, hash browns and cheese and then topped with more salsa and cheese. This was amazing, the salsa was fresh, the eggs were cooked well and the hash browns were nice and crispy.

We both really enjoyed everything we ordered and the wait for a table possibly only made the meal better. For a great brunch spot in Fells Point with unique offerings, consider Blue Moon Cafe. If you’re really opposed to waiting on lines, try going on a weekday morning or on an off hour the weekend when they’re open 24 hours. Blue Moon Cafe is located at 1621 Aliceanna Street in Fells Point. Also in Fells Point, on the corner of Broadway and Aliceanna there’s Todd Conner’s which is kind of hard to miss. It’s a corner bar with great reviews so for brunch, my friend and I decided to give it a try. When we walked in, Todd Conner’s looks like your typical corner bar with a few games on the TVs and everyone enjoying their greasy brunch items. After looking over the menu and consulting with our helpful waiter, my friend decided to get the Fried PB&J. This was a peanut butter and jelly sandwich which was battered with french toast and then deep fried. This dish was insanely decadent and a little too sweet for one person to finish. But it was still an incredible dish. For my meal, I went with the waiter’s recommendation for the Bacon, Egg & Cheese Grits Bowl. The dish was cheesy grits topped with bacon, fried egg, and toast. The grits were incredibly creamy and mixed well with the yolky egg. It’s hard to tell from the picture but it is a very generous portion of grits and a great brunch item. If you’re wandering around Fells Point looking for some great brunch, Todd Conner’s has plenty of great options. Todd Conner’s is located at 700 S. Broadway. The word ‘parity’ is defined as the state or condition of being equal, especially in regards pay and status. This means that Parityfest 2015, a festival which celebrates the creations of female playwrights, is aptly named. ParityFest was created by the LA-group the Kilroys from a list they released of underproduced and relatively unknown plays written by women. Women have worked for decades to make their literary voice heard and The Kilroys yearned to give all these plays the representation they deserved. The festival, organized by the Cohesion Theatre Company, is bringing together theater companies from all over Baltimore and some even from Washington D.C. to help produce over 40 plays and readings. A sampling of these companies include the Fells Point Corner Theatre, the Vagabond Players, EMP Collective, Center Stage, the Baltimore Annex Theatre, and many more. Some of the participating venues include Highlandtown Gallery, Church on the Square, the Creative Alliance, and Gallery 788. “Cohesion feels that Baltimore, with its well established theatrical institutions and its thriving DIY Theatre scene, is precisely the

kind of ground-breaking arts city that a festival like this could thrive in. We are also excited at the prospect of Baltimore’s theatrical community coming together in this groundbreaking way. Cohesion has been reaching out to theater companies in the community, and many have signed on to participate in the festival,” writes Cohesion on their website for the event. Tickets are sold at the door at a pay-whatyou-can price. Throughout the six weeks, workshops and discussions about gender issues and inequality are being lead by actors, directors, writers, and performers who helped make the plays happen. ParityFest began on Wednesday, July 1 with a staged reading of Feathers and Teeth by Charise Castro Smith and directed by Cohesion cofounder Brad Norris. It will run until August 9th. Performances will occur on Wednesday through Sunday of every week. On Saturday, July 11, the Southeast Anchor Library will host a Q&A with local writer Suzanna Molino about her book “Baltimore’s Little Italy: History and Heritage of the Neighborhood.” The book details the prevailing Italian community in Baltimore and how Little Italy has become a cultural microcosm full of interesting and unique people who are keeping their traditions alive. The book is filled with interviews, anecdotes, photographs, and of course, recipes for delicious food. Molino compiled the book through intense research, delving into decades of history and information. She used old newspaper articles and interviewed members of the Little Italy community. “When I walk down the streets of Little Italy now I can’t help but think of what it looked like then and how different the neighborhoods are,” said Molino. Her favorite was a series of interviews from 1979 which featured seniors who were living in Little Italy as far back as the 1920s. “It was immeasurable because it allowed me to go back further than I ever could. It let me look into a time that would’ve been impossible,” she said.

Molino founded the Promotion Center of Little Italy, a non-profit, in 2010 and has since provided resources for anybody curious about Baltimore’s own little and authentic slice of Italy. The Southeast Anchor Library is located at 3601 Eastern Avenue. service, a sign that the infrastructure needs a serious face-lift. The rates increased 15% on Wednesday, July 1 for those who live in Baltimore County, who are about half of the water customers. Due to the increase, the DPW is expanding their financial aid for low-income customers. The senior citizen discount will increase from 39% to 42% and the low-income assistance grant also increases to $179 from $161. SHUT-OFFS: The DPW received criticism from residents and politicians earlier this summer for shutting off water services for residential homes for overdue water bills. Allegedly, the DPW did not shut off service to businesses that owed over $15 million, leading many to wonder if they were specifically targeting residents. Reports have shown that some homes that were cut off owed less than $250. “It’s fair and equitable that everyone pays the bill or works out a payment plan, but apparently the big guys don’t get theirs turned off. The only people who have had their water turned off have been residential customers who have smaller bills. They feel like they have been targeted,” said city councilman Carl Stokes of the Economic Development Committee, who is leading a resolution to get the DPW to target delinquent businesses. He aims to put a moratorium on residential shut-offs until the DPW receives full payments from businesses. The City Council meeting on June 24 was filled with protesters in favor of Stoke’s plan. The resolution was cosponsored by the 15-member council. This issue drew national attention. The Congressional Black Caucus mentioned the shut-offs in a letter centered around utility privatization in Nigeria. ”In the U.S. city of Detroit, low-income residents continue to experience inhumane water shutoffs, a development that has drawn the concern of the United Nations,” the letter reads. “The city of Baltimore has begun to follow Detroit’s dangerous example, despite opposition from its residents.” “We are deeply concerned that low-income communities and people of color are disproportionately affected when water is managed with greater attention to profit margins than to human rights.” The DPW responded by saying they have gone after these businesses and have collected millions in overdue funds since the shut-offs were implemented. Around 25,000 delinquent notices were sent out and over 10,000 of these

debts were paid, according to the DPW. WATER METERS: In August of 2014, Mayor Stephanie Rawlings-Blake and the Department of Public Works unveiled the BaltiMeter, an automated water meter upgrade plan. The project began with their first set of installations in September 2014. Around 10,000 meters were updated in the city in the Mt. Vernon and Pimlico areas and the Bowley’s Quarter neighborhood in Baltimore County. “Our residents deserve infrastructure and service designed for the 21st century. We’ve been making do with old equipment and old systems that do not offer the efficiency or reliability that the people and businesses of Baltimore expect. BaltiMeter, which is more efficient, reliable, and accurate, will help change that,” said Rawlings-Blake. The goal of BaltiMeter is to provide more accurate and cost-effective measuring and billing for residents. In recent years, residents have complained about being overcharged due to faulty metering equipment. The project is still ongoing. Recently, it appears as if BaltiMeters have made their way to the Canton area. Neighbors have reported receiving letters informing them of the oncoming installations. DPW warns that an interruption in water service is to be anticipated, which is why proper warning must be given first. It is predicted that over 200,000 new meters will be installed by April of 2016.

Can the Phillies be brought back from the dead? News spread this week that former Baltimore Orioles General Manager Andy MacPhail was hired to be the new team president of the Philadelphia Phillies. Unfortunately for MacPhail, the Phillies are quite the rebuilding project after current GM Ruben Amaro Jr. has gotten them into a precarious position thanks to some questionable trades and long-term contracts handed out. Before taking over in Baltimore MacPhail helped build the Minnesota Twins to two World Series championships before heading to the Chicago Cubs. One of his best moves while in Minnesota would be the free agency signing of Jack Morris in 1991. Morris signed a one year deal and went 4-0 in five postseason starts including his gem 10-inning complete game shutout during Game 7 of the World Series, a game the Twins won 1-0. While that was a great move he made in Minnesota, he certainly made additional great moves in Baltimore. One of those great moves was acquiring Adam Jones and Chris Tillman for Erik Bedard before the 2008

season. Anytime you can bring in the ace of your rotation and starting centerfielder who is a perennial All Star and Gold Glove fielder, that is a great move. MacPhail also brought in Chris Davis and Tommy Hunter for reliever Koji Uehara at the trade deadline in 2011 and after the 2010 season he acquired J.J. Hardy from the Twins for Jim Hoey and Brett Jacobson. Pretty good. Currently the Phillies are in dead last with a 28-56 record, seven games behind the next worse team, the Colorado Rockies who are 35-47. He has a few trade chips in Cole Hamels and Jonathan Papelbon who are both having good seasons. Hamels is 5-6 with a 3.22 ERA and is by far their best player. Papelbon is a perfect 14 for 14 in save opportunities this season with a 1.71 ERA. If there is anyone who can get good young talent for current quality players, it is MacPhail. While Philadelphia is a lost cause this season, with MacPhail in charge moving forward, the Phillies have some bright light at the end of the tunnel, as the Baltimore Orioles fans can attest to.
