BCP sets sightss on former FAST building BY GIANNA DECARLO

The middle school at 801 S. Highland Avenue, which was shut down in February 2015 and formerly known as Friendship Academy of Science and Technology (FAST), might be getting a second chance thanks to the Baltimore Curriculum Project. The Baltimore Curriculum Project currently operates Hampstead Hill Academy and is looking at the school as a sight to expand their work. They are in the process of securing an operating agreement with Canton Middle School to create a two-campus charter school. According to their newsletter, the BCP would use the original Linwood Avenue campus for students in pre-k to grade two, and the Highland Avenue location would house grades 3 through 8. Governor Hogan diagnosed with cancer Maryland Governor Larry Hogan announced on Monday, June 22 that he is battling an “advanced and very aggressive form of cancer.” He was diagnosed with late stage 3 non-Hodgkin’s lymphoma after feeling a strange lump on his neck while shaving. He revealed that he had over 30 tumors throughout his body. “I’m going to face this challenge with the same energy and determination that I’ve relied on to climb every hill and to overcome every obstacle that I’ve faced in my life,” he said at the press conference. Hogan will now undergo an eight-week chemotherapy program which will leave him hospitalized for four days at the beginning. The governor said that he will remain in office | Courtesy photo during his chemotherapy treatment and that Lt. Governor Boyd Rutherford will assist him with the state’s duties. “I’ll be working hard and making the decisions that the people of this state elected me to make,” said Hogan. Since the announcement, the governor and his family have received an outpouring of support for constituents, as well as Mayor Stephanie Rawlings-Blake, House Speaker Michael E. Busch, Senate President Thomas V. Mike Miller, and hundreds more. Hogan was sworn in as governor in January after a surprise win over democrat Anthony Brown. “My odds of getting through this and beating this are much, much better than the odds I had of beating Anthony Brown,” he said.

Liquor Board closes Latin Palace for at least 3 weeks by GIANNA DECARLO EDITOR@BALTIMOREGUIDE.COM

The Latin Palace, a night club in Fells Point at 509 S. Broadway, went in front of the liquor board on Thursday, May 15 to face noise violations. After testimony from neighbors who were disturbed by the noise and illegal live entertainment, it was decided the Latin Palace is to be closed for at least three weeks. Liquor Board Chairman Tom Ward expressed his disappointment over having to see the Latin Palace in court time and time again. The Baltimore Guide detailed the Latin Palace’s past violations and history with the liquor board in the story “Latin Palace dance club’s future looks uncertain” in the May 27, 2015 issue. Other charges were violations of the entertainment license, stating the Palace held live DJs and bands as well as using a thirdparty promoters to advertise, all of which was not allowed in their license. Ward blamed the violations on a lack of leadership of the Latin Palace’s owner, Jose Ribadeneira. “The problem is that if he refuses to comply with the law, the liquor board has to shut him down. We’re not going to allow him to continue to do business if he is not in compliance with the law, it’s as simple as that. It’s a miracle that we haven’t shut him down for good,” said Ward. The Latin Palace was convicted of three of the four violations. The sentence handed down demanded that Ribadeneira take three weeks to improve soundproofing and noise levels. “I think that he has to be shown a lesson,” said Ward.

Before the verdict, neighbors stepped forward to give their testimony. Mondel Powell and his fiancee live next to the Latin Palace and have made several calls to 311 regarding the noise levels. He said that the noise made their bedroom uninhabitable. Another testimony came from Joanne Masopust, the president of the Fells Point Community Organization, who had tried to enter a MOU with Ribadeneira earlier this year, but it never came to fruition. “I feel like I’m living through the movie Groundhog day where we keep going through the same things over and over again. I’ve been dealing with the whole situation since late summer of 2013 and it seems like every time we get a little bit close to resolving it, something happens,” said Masopust. This frustration was a common theme of the entire meeting. “What is it going to take to fix this situation so that Mr. Ribadeneira can restart his business, the neighbors can sleep, the dishes can stop dancing, the community association can have its MOU adhered to… What do you think? We’ve been here so many times, we’ve been sensitive not imposing money damages, but what is it going to take? It doesn’t make sense for you to keep coming back,” said the board Commissioner Dana Moore. Moore had previously mentioned that her family has a long history with the Latin Palace and that she had wanted to see them succeed. “This one does not follow the rules. We can’t keep living this Groundhog Day scenario to continue.” Moore added. She said that one

issue was that Ribadeneira often gives control of his business to outside forces, such as the promoters. “I just beg for Mr. Ribadeneira to find a way to get in permanent compliance,” she said. One piece of evidence was a flyer advertising a dance party at the establishment. Other evidence included pictures taken by the inspectors that showed customers dancing and performing and extra speakers that were apparently added to the Latin Palace’s sound system. Ribadeneira’s lawyer had said that if the liquor license was taken away, then the business would have to be shut down and the family would face a massive monetary loss. When the verdict was read, a woman who was there supporting Ribadeneira whispered, “God is good.” Ribadeneira himself wasn’t feeling as blessed. He seemed upset at the ruling and especially the Fells Point Community Association who he feels is unfairly attacking him. “It’s unfortunate,” he says, “The thing was that I wasn’t going to win, period and I knew it. I wouldn’t even talk because I was told that the judge wouldn’t even hear me.”

“The Hispanic community is left out. We’re not represented or part of the community.” said Ribadeniera, who felt that his voice wasn’t being heard in Fells Point even though he’s lived here for over 40 years. He said that many of the Latino non-profits in the area house themselves in the Latin Palace and that they’d be just as affected by the losses. He also said that noise really isn’t an issue, since it is allegedly always the same neighbors calling in complaints. And, he said that promoters had released the flyers without his permission, so he should not have been held responsible for that. “We have to continue to fight. I don’t think it’s a fair treatment that was created here. We are looking forward to a new liquor board that will come to a consensus that is more businessoriented in the future,” he said, referring to Ward who is retiring this month. Another Fells Point establishment, a bar called the Rockwell on 702 S. Broadway, had better luck at the liquor board that same day. The Rockwell was facing one violation after an inspector noticed patrons outside the bar with alcoholic beverages and another for an assault that happened outside the business. Both violations were dismissed, as Ward said neither of the incidents were their fault.

for all kids that includes accelerated science and math courses, a Judy center for two and three year olds, International Baccalaurete (IB) programming, foreign language instruction for elementary and middle school students, a newcomer center for middle school ESOL students, a student-operated radio station, and quality high school and college counselling,” read the document that outlined BCP’s plan. This letter was sent to Baltimore city school CEO Greg Thorton. The letter went on to state that BCP was effective in enrolling an economically and racially diverse student population. It also states that moving some of their students to the former FAST building would help mitigate overcrowding. Students from the current zone will be admitted to the new school first, and then a citywide lottery would determine the rest of the population. They write that the earliest feasible date of reopening would be July of 2019, although a 2020 opening is more likely. They call for quick, effective decision-making from the Board of Education. A letter signed by Senator Bill Ferguson and Delegates Jim Kraft, Pete Hammen, and Luke Clippinger was attached. “Hampstead Hill’s charter should be expanded to two campuses because it provides a great education and is operated by a local non-profit that knows our neighborhoods, The Baltimore Curriculum Project. An expanded Hampstead Hill would continue to serve every student in the attendee area around the two campuses – from Eastern to Boston, and Broadway to Haven – as well as 800 new students from overcrowded schools throughout

the Southeast,” it read. The letter went on to praise Hampstead Hill’s leadership and the students which show great critical thinking, impressive portfolios, and high scores on the states assessment test. The letter urged for support, saying “If we’re serious about helping the mayor reach her goal of attracting 10,000 new families to Baltimore City, expanding Hampstead Hill is exactly the type of strategy needed.” The Canton Community Association has also adopted a position of support for this proposal. “We know from experience, the operator at Canton Middle School will be a critical determinant of the success of the school and the experience the community will have after the re-opening,” said association president, Sean Flanagan. According to the report, FAST was closed by the Baltimore City Board of School Commissioners due to votes not to renew the operator, poor academic performance, and better opportunities available for students at other locations. Academically, the students performed poorly and had low pass rates. The school allegedly had truancy problems and gained ire from neighbors after multiple altercations which involved FAST students. Last year, Baltimore City Public School officials held public meetings to gather feedback from neighbors and stakeholders on what to do with the location. Despite the turnout, no concrete decisions were made and any possible projects have not moved forward. The Baltimore Guide will follow the story and see if Hampstead Hill is successful in its expansion.

Camp St. Vincent gives homeless youth a summer to remember

Everyone deserves to have a great summer. The St. Vincent camp is dedicated to this idea, making sure all children, regardless of their home situations, have an educational and fun summer. The camp is a eight-week allinclusive program for homeless youth in Baltimore. This year, St. Vincent has approximately 140 campers, ranging from ages 5 to 14. Camp began on Monday, June 22 and will run until mid-August at Patterson Park, where children are allowed to just be kids, free from the worries of their every-day lives. “It really allows them to have a group setting where they don’t have to be embarrassed about their experiences or protecting themselves from other kids. As the summer progresses, we notice a lot of great conversations between the kids where they start to open up and be more comfortable with one another. It’s really the environment we want to create for them,” said Rebecca Horner, the volunteer coordinator of St. Vincent, mentioning that in other places, homeless youth often feel out-of-place and vulnerable to ridicule. One of the tenets of Camp St. Vincent is creating a well-rounded educational curriculum. The children go through a schedule of rotating classes which range from staple courses like math and reading to electives like theatre and art. They also host a program called Discover Me which teaches social and emotional development . “We know statistically that children who are homeless change schools seven to eight times a year, so they’re multiple grades behind in school and they often have a lot of stress and anxiety about academics,” said Horner. Horner then brought out an illustrated book that was all about currency and how to count it. This was a part of their math program called Kid’s Math which takes a “game-based approach” to education. “Each week they’re going to be reading a book and each book has a math theme, so they’re not math books, they’re just kids’ books,” explained Sarah Egan, the director of the program. She added that after reading the book, the children play games based on the book that intertwine math and literacy. Like every good school, the camp takes the children on field trips every Friday. Some

places they’re going this year are the American Visionary Art Museum and Fort McHenry. The students frequently swim in the Patterson Park pool and are given swimming lessons by instructors, a confidence-building activity that the children always enjoy. This is the second year they are welcoming middle school children into the program, and Egan says that their curriculum is different from that of younger campers. She said they learn life skills, like how to ride the city bus. They have a lesson about littering and recycling and how to use maps where the students then draw a map of Patterson Park. Their field trips include adventures to Stevenson University for the college experience and to Washington D.C. to see the Nationals baseball team. Egan said that they try to make sure there’s a 4 to 1 ratio for campers and a volunteer. She said this allows the counselors to give the children one-on-one attention and also a sense of stability. “They have a lot of transition in their life and we want to keep camp as stable as possible for them.” Also, the children benefit from this handson approach academically since there is always somebody checking up on them. Most of the volunteers are local high school and college students who work in two week intervals. “They generally are interested because they’re completing service hours for school but a lot of them end up coming back for a couple weeks in the summer because it is such a good experience,” Horner said. The camp is run purely through donations and volunteers. Both Horner and Egan stress that their biggest needs are snacks and swimsuits. “We go through snacks like crazy,” said Egan. Horner says that throughout the eight weeks they’ll need around 8000 snacks to feed every child. The best snacks are individually packaged and nut-free, since some children will have peanut allergies. Egan suggests Otter Pops, a fruit-juice popsicle that is healthy, cool for hot days, and inexpensive. To donate, you can bring items to the St. Vincent Center at 242 S. “Unscripted” masters the art of winging it

Imagine it. You’re on stage, in front of hundreds of people. The stage lights are beating down on you as their eager eyes bore into you. Then you completely blank. You forget the script. You’re at a loss. You have to make it up as you go. For many people, this is the stuff of nightmares. But for the Baltimore Improv Group (BIG), this is the basis of their newest show, Unscripted. Unscripted is playing at the Fells Point Corner Theatre until June 27 and is totally improvised. Each show will feature different performers with different plots, characters, and soundtrack, so you could attend every showing and never see the same thing twice. Unscripted relies on these performer’s ingenuity and audience suggestions to put together a cohesive two-act play. In recent years, the play was held in Mt. Vernon or Woodberry. Kathryn Carlsen is one of the troupe’s performers. She lives in Brewer’s Hill and is happy that Unscripted has made the move to the Southeast. “Fells is an arts hub! We needed a theatre that could support a large audience as well as technically support our show. We have a lot of props, costumes, and set pieces that we need for the show because we have no idea what we will need. Fells is perfect also because it has great restaurants and bars for patrons,” she said. Carlsen says that Unscripted is her favorite play to perform because she enjoys challenging herself. She said it’s a good study in keeping a straight face when another performer comes out of left field and says something ridiculous. For her, it’s also about making sure to create a relatable character and believable backstory from all the random ideas floating around. She fell in love with improv comedy in college and has performed in the Upright Citizen’s Brigade in New York before joining

BIG in 2006. “The most challenging part is the moment before I walk on stage. I always feel a little chaotic before I walk on. I am scared, excited, terrified, and exhilarated. It seems crazy to put yourself into a situation where you have no idea what is going to happen and to do so with a paying audience watching- expecting to be entertained,” said Carlsen. “The best part is when I step out onto the stage and I get to play. I get to give any idea and get completely supported by my fellow players. The most important improv tenant is , “Yes, and”. You want to agree with the premise of what your partner says and add to it. This makes for a great scene. It also makes for a completely supportive group of people to play with. There is nothing better.” Carlsen said that a lot of the play is driven by the random and sometimes strange props that the audience provides. “Anything!” she said when asked what the audience is encouraged to bring. “We can incorporate anything the audience can bring into our play. Some of my favorite props we received were the Richard Simmon’s Sweatin to the Oldies VHS, a marshmallow shooter, and a toy ball made up of fake fingers. Anything can be used.” BIG is celebrating its 10th season of bringing improvisational comedy to Baltimore. Unscripted was formed in 2008 by director Prescott Gaylord who was interested in the structure of a play made up entirely on the spot and the creativity this would inspire. It’s all in the cough Dogs make all sorts of sounds, some of which are just part of your dog’s personality. A lot can be said with their noises like telling you they’re hungry or wanting to go outside, it’s how they communicate. Their sounds can also indicate health concerns which could be their only form of communication to rely on when something isn’t right. Coughing is one of the most ignored symptoms by pet owners, but coughing can speak volumes about numerous health issues. Let’s break down what’s behind the cough. Tracheal collapse. This is a recurrent episodic cough that can typically sound like a “goose honk” and typically found in small breed dogs. The shape of their trachea can be a little different than the average dog. When pressure changes within the airway the trachea collapses. This issue can be chronic, congenital, progressive or acquired and sometimes infectious. It can cause exercise intolerance, respiratory distress, and gagging. Reverse sneezing. This is actually sneezing but sounds like a cough. Small breeds and brachycephalic dogs, such as Pugs, are more prone to reverse sneezing. It is a spasm of the throat and soft palate that is triggered by an irritant such as excitement, collar tugging, and exercise. Instead of the air going out like a normal sneeze, the air is rapidly (and noisily) pulled in through the nose. Heart enlargement and Heart disease. This is one of the more important reasons to see the vet for coughing because heart issues can be treated if caught early. There are several reasons heart problems cause coughing due to the anatomical relationship with the lungs. Leaky heart valves allow fluid to accumulate in the lungs as well as an enlarged heart can apply pressure on the lungs and airway. In addition to coughing, other symptoms include decreased appetite, fatigue, weakness, and a bluish tongue. Kennel cough (Bordetella). This combo of viral and bacterial intruders is highly contagious and is spread in close quarters.

This is also called “inhalation pneumonia” that produces a wet gargling cough that could be life threatening. The lungs can become inflamed or infected by inhaling a foreign substance, regurgitation of gastric acids, or vomiting. Other symptoms may include difficulty breathing, difficulty swallowing, discharge from the nose, and intolerance of exercise. There are several other health concerns associated with coughing. So let the cough speak to you and take it as a sign to visit your vet!

W

ith the 2015 MLB All Star Game on July 14th creeping up on us, there is one glaring issue I see with the current All Star vote-getters: The vast majority of the American League vote-getters are Kansas City Royals. Fans can vote up to 35 times in a 24 hour period, and it seems like fans from Kansas City are making the most of that opportunity. That should tick Baltimore fans off for a few reasons. First, the Royals shouldn’t have that many All Star Game starters. Second, well, it’s the Royals, who swept the O’s in the ALCS last year, but I digress. The current vote-getter at first base is Detroit’s Miguel Cabrera, but in second place is Kansas City’s Eric Hosmer, who is ahead of Prince Fielder, Justin Smoak, and Albert Pujols. Don’t get me wrong, Hosmer is having a good year. Currently he is batting .298 with 8 HR and 38 RBI but Fielder is batting .340 with 11 HR and 47 RBI while Pujols leads the AL in home runs with 21. There is no way I would take Hosmer over those guys. Baltimore’s Chris Davis has almost twice as many home runs as Hosmer (15) but his .226 average isn’t exactly All Star worthy. I’m not saying I would take Davis over Hosmer this year, but Hosmer should NOT be even the backup first baseman in the All Star Game. Kansas City also has the leading vote getter at second base with Omar Infante as well as shortstop with Alcides Escobar. Third base is also owned by a Royal, Mike Moustakas. Moustakas is hitting an impressive .325 but his 6 HR and 27 RBI are mediocre at best for a corner infielder. Manny Machado, who is currently fourth in the voting, is about 7.7 million votes away from Moustakas even though he is batting .303 with 14 HR and 38 RBI and is a better defensive third baseman than Moustakas. Even Josh Donaldson from Toronto is below Moustakas even though he is batting .302 with 17 HR and 46 RBI. Going back to Omar Infante, he should be nowhere near the leaderboard for All Star voting thanks to his .229 batting average this season, which ranks him 10th among AL

second basemen. He has also yet to hit his first home run this year, while Minnesota’s Brian Dozier leads all AL second basemen with 13. Jason Kipnis is batting .345. Hell, even Dustin Pedroia would be a better option, and anytime I suggest a Red Sox player, you know that means something. Mike Trout leads all outfielders, as he should, but Alex Gordon and Lorenzo Cain are second and third, respectively. I would much rather have Adam Jones in there along with Yoenis Cespedes. Jonesy is batting .298 with 10 HR and 36 RBI, compared to Cain’s .294 average with 6 HR and 32 RBI and Gordon’s .273 average with 8 HR and 31 RBI. I’ll even suggest another Boston player: Hanley Ramirez. Like Gordon, Ramirez is batting .273 but has almost twice as many home runs (15 to Gordon’s 8). The All Star Game took a turn for the worse when former commissioner Bud Selig decided to give the league which won the All Star Game home-field advantage during the World Series. That rule is a bunch of garbage. Why would you have an exhibition game determine who gets home-field advantage? If they are going to go that route, which they obviously are, then they need to remove the requirement that all teams need to be represented in the game. If that were the case, I wouldn’t take anyone from the Tampa Bay Rays offense. The only player on that team I would consider is Chris Archer, which might be the only Ray going this year. Look, all bias aside, I think Baltimore should have two All Star starters at this year’s game in Cincinnati: Jones and Machado. Their performances this year completely validate that. You could even make an argument for Zach Britton or even Darren O’Day (with his 0.98 ERA), as pitchers but Baltimore fans need to start getting their vote on and back Jones and Machado. They deserve it. The last thing we need is a bunch of scrubs from Kansas City starting over guys that deserve it more because their fans are getting out there and voting. Either that or they found a way to hack into the MLB database.
