PHL: China may be building airstrip at disputed reef MANILA, May 14, 2014 (AFP) – The Philippines warned on Wednesday that China may be building an airstrip on a reef in the South China Sea, boosting the superpower’s claim to most of the strategic Asian waters. Filipino surveillance aircraft have been monitoring large-scale reclamation and earthmoving activity on Chinese-held Johnson South Reef since January, the defense department said. Asked if China was building an airstrip on the reef, also claimed by the Philippines and Vietnam, Foreign Secretary Albert del Rosario said: “That’s one possibility”.

Chinese foreign ministry spokeswoman Hua Chunying, would not confirm the Philippine claim, but asserted the outcrop was Chinese territory. “Whatever construction China carries out on the reef is a matter entirely within the scope of China’s sovereignty. I don’t know what particular intentions the Philippines has in caring so much about this,” she said at a regular press briefing Wednesday. San Miguel seeks to build $10-B Manila airport MANILA, May 15, 2014 (AFP) – Top Philippine conglomerate San Miguel is seeking to build a new international airport for Manila in a project worth $10 billion, the company confirmed Thursday. San Miguel, which owns a stake in flag carrier Philippine Airlines, told the Philippine Stock Exchange in a disclosure that reports of its bid to build the four-runway hub in Manila Bay were “accurate”.

Ramon Ang, president and chief operating officer of both San Miguel and Philippine Airlines, raised the proposal during a meeting with Philippine President Benigno Aquino this week, presidential spokesman Herminio Coloma said. Airlines are frustrated with heavy congestion and other woes at Manila’s existing international airport, which has been named the worst in the world for two years

Drilon opposes all-out confrontation between senators, Napoles MANILA, May 15 (Mabuhay) – Should alleged pork barrel scam mastermind Janet Lim-Napoles be allowed to accuse senators face-to-face on their supposed transactions? Senate President Franklin Drilon does not think so. At a press conference Thursday, Drilon rejected Senate Majority Leader Alan Peter Cayetano’s proposal to allow Napoles and other personalities involved in the alleged scam to cross-examine senators. “I am not in favor of that. A committee hearing is in aid of legislation. That is its principal purpose... How can you have a situation when you have a resource person asking questions to a senator?” the Senate leader told reporters. He maintained that resource persons invited to Senate hearings should only answer questions from senators, and not the other way around. Lacson calls for lifestyle check on Miriam MANILA, May 14 (Mabuhay) – Former Senator Panfilo Lacson said a lifestyle check is in order against Senator Miriam Santiago now that the Benhur Luy list is out. Santiago earlier called for the release of the Luy list amid the disclosure of the Janet Napoles list that Lacson is holding. On the Napoles list, Santiago’s name was not included. Her name is on Luy’s list, on the other hand. “Barely one day before Luy’s list came out, she was saying that the Luy’s list was more credible. Understandably, crooks often forget petty transactions since they would likely use the loot on less significant expenditures. They only remember the big ones that enter their fat bank accounts,” Lacson said in a statement. He said that since Luy’s list is now out, “the Senate’s self-proclaimed anti-pork ‘crusader’ must be quaking in her shoes while cracking her head thinking of some crazy pick-up lines to divert the issue from her P2.5M rebate aka kickback from her P10M allocation through a Napoles NGO.” Both Santiago and Lacson have been trading barbs through the media. Santiago said Lacson is the “attack dog” of the senators earlier implicated in the pork scam: Senators Juan Ponce Enrile, Jinggoy Estrada, and Bong Revilla. Miriam: I will make my detractor pay In a separate statement, Santiago denounced as false the allegations in the Luy list. She believes her identity was stolen and used in the allegedly forged pork barrel documents that both Napoles and Luy are using. “I thought that if the Luy list included

documents, they would first be authenticated, before publication. Silly me,” she said. She noted the Luy list could not have been authenticated. “The Napoles Gang merely forged certain public documents and used certain names like mine, to pad their in-house records.” She said she will confront both Luy and Napoles when they appear in the Senate. After claiming that the Luy list was more credible, Santiago made a 180-degree turn. “The Luy list has no proof of the attestation of any public document, and no proof of the authenticity of any private document. Thus, the Luy list constitutes no proof at all against me and others like me. The Luy list is nothing but mudslinging. How sad for our country that such villainy can come to pass,” she said. She said she will make her detractor pay. “Someone has made money by using my name, and I will make that person pay, big time. Presumably, there are other people who, like me, are innocent, but whose names and identities have been stolen,” she said. Lacson’s name was not mentioned in her statement, but Santiago made a mouthful against her rival. “If corruption is this bad, maybe I should run for president, on the same anti-corruption platform from which I have fulminated all these years. And maybe I should deliver a privilege speech against you-know-who. I understand that his official boss is vexed, because of the grandiloquent ambitions of this rogue in uniform,” she said. (MNS)

De Lima: Napoles testimony on pork scam more urgent than immunity plea MANILA, May 15 (Mabuhay) – Justice Secretary Leila de Lima on Thursday said vetting Janet Lim-Napoles’ testimony on the pork barrel scam is more important than accommodating her request to become a state witness in several governmentfund anomalies. De Lima told reporters that the camp of the embattled businesswoman and plunder suspect has indeed formally asked the Department of Justice to get immunity from suits in light of her revelations on the alleged P10-billion fund scam. “[The] vetting of the allegations, iyon ang focus namin. Secondary lang if she’s qualified. (Kailangan pang tignan ang) elements of (becoming a) state witness, kung pwede siya. Secondary lang siya,” De Lima said. De Lima said in the process of the vetting, investigators will end up determining the credibility not only of Napoles’ statements but Napoles herself. De Lima said it was up to the Ombudsman to decide whether to grant Napoles plea. De Lima said she could either simply forward Napoles’ request to the Ombudsman, or she could submit a recommendation or endorsement supporting Napoles’ immunity bid. “I can make my own determination. Recommendatory only. Or refrain from doing that and instead just refer the matter to the Ombudsman,” De Lima said. Once approved, Napoles will gain immunity from any cases connected to the scam based on the Ombudsman Act of 1989. Under this law, the Ombudsman has the power to grant immunity to any individual who could provide information with supporting evidence needed for a certain case. (MNS)

Senate panel orders Benhur Luy to submit digital files MANILA, May 15 (Mabuhay) – The Senate blue ribbon committee on Thursday ordered principal pork barrel scam witness Benhur Luy to submit to the panel his digital files on the alleged anomaly. The committee’s chairman, Senator Teofisto Guingona III, issued a subpoena compelling Luy to turn over his digital records to the panel by Wednesday next week. Senate President Franklin Drilon signed the subpoena. Based on digital files it obtained from Luy’s hard drive, the Philippine Daily

Inquirer reported on Wednesday that 15 incumbent senators supposedly had past transactions with businesswoman Janet Lim-Napoles involving public funds. Napoles is facing plunder charges along with Senators Juan Ponce Enrile, Jinggoy Estrada, Bong Revilla, and others regarding the P10-B pork barrel scam involving lawmakers’ allocations of the Priority Development Assistance Fund. Napoles has asked the Department of Justice to endorse her to the Office of the Ombudsman as a state witness in the pork barrel scam case and other irregularities. (MNS)

Filipinos in US urged: Help sustain economic momentum by registering for 2016 national polls WASHINGTON, D.C. — The Philippine Embassy is urging Filipinos in the United States to help sustain the economic transformation taking place in the Philippines by registering as overseas voters and participating in the presidential elections in 2016. Ambassador Jose L. Cuisia, Jr. issued the call as the Embassy and other Philippine Foreign Service Posts in the US and around the world began the registration of new voters last week. “I urge our kababayans to exercise their right to vote by registering as overseas voters at the Embassy or the nearest Consulate,” Ambassador Cuisia said.

“The Philippines has made great economic gains over the past few years and it is our responsibility not only to ourselves but also our children to help preserve those gains by choosing the right leader for the country,” Ambassador Cuisia added. Among the first to register at the Embassy was Ray Gonzales, originally from Pampanga but now residing in Washington’s Georgetown district. For Gonzales, registering to vote means ensuring that the candidate with best intentions for the country gets elected into office. “I want to register and participate in the coming elections so that my vote can help the right candidate win. I hope that

the winning candidates can give better opportunities for my fellow Filipinos in the Philippines,” said Gonzales. Minister and Consul Emil Fernandez, who heads the Embassy’s voters registration team, said the registration period was seamless and took only a few minutes, including the capturing of the registrant’s biometrics and photo.

Consul Fernadez urged Filipinos in the United States to register so they could vote in the 2016 national and local elections. The registration period is from 6 May 2014 until 31 October 2015 at the Philippine Embassy or Consulate having jurisdiction over where the overseas voter resides. Registrants are required to present an original Philippine passport.

Canada announces new occupation list for skilled workers The Department of Labor and Employment (DOLE) on Wednesday said that Canada has released a new list of eligible occupations under the Federal Skilled Worker Program (FWSP), Federal Skilled Trade Program (FSTP), and Canadian Experience Class (CEC). “The Canadian government has increased the number of eligible occupations under these three employment and permanent residency programs for this year, as well as, the number of applications they will accept,” Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday said, quoting a report of Labor Attache to Toronto Leonida V. Romulo. In her report, Romulo stated that this year’s batch will be the last batch of applications the Canadian government will accept under the current employment system for foreign workers before the 2015 launch of the Express Entry, Canada’s new active recruitment model for economic migration. Under the FWSP, workers have the opportunity to qualify as permanent residents based on their ability to succeed in Canada. They are assessed according to their education, language skills, work experience, age, arranged employment, and adaptability.

Applicants must have at least one year of continuous full-time or equivalent paid work experience in the past 10 years in one of the eligible occupations; qualify for an arranged employment, where a Canadian employer has extended to the applicant an offer of full-time permanent employment; have completed a doctoral degree in Canada, or have completed two years of study in Canada towards a PhD, in both cases, at a recognized institution; and pass a minimum threshold of language ability for one of Canada’s two official languages, English or French. Effective 1 May 2014, the FSWP will be accepting an overall total of 25,000 new applications and 1,000 applications on each of the 50 eligible occupations. Under the PhD eligibility stream, 500 applications will be accepted. Interested applicants must have at least one year of work experience in one of the said occupations. There would be no limit on the number of applicants who have a valid job offer from a Canadian employer. AIDS network to sue DOH if mandatory HIV testing pursued MANILA, May 14 (Mabuhay) – A network of civil society groups involved in anti-AIDS advocacy work is threatening to sue the Department of Health if it pushes through with plans to implement mandatory HIV testing. The 21-organization Network to Stop AIDS Philippines, in a statement, called the DOH plan “illegal, ineffective and dangerous� and accused Health Secretary Enrique Ona of “refusing� to listen. “It is not allowed under the current law not only because it violates basic human rights, it is also ineffective in ensuring that people who need to get tested for HIV do actually get tested. They just go underground because of fear of abuse and

discrimination, which will be exacerbated by the implementation of mandatory testing,� Mara Q. Bondad of Action for Health Initiatives was quoted in the statement. Babae Plus’ Elene Felix, noting that Filipinos with HIV are “already experiencing stigma and discrimination,� said mandatory testing would “lead to a witch hunt against those who are believed to be infected� and “create a climate of terror that will prevent communities from accessing life-saving HIV services.� The Network called the DOH for being “the weakest link in the country’s response to the HIV epidemic� and chided it for failing to understand “a complex sexual map.�

The DFA said the Philippine embassies in Beirut, Lebanon and Damascus, Syria, worked with the International Organization for Migration to repatriate the 41 last May 6. “The departure of this group of 41 Filipinos brought to 2,305 the total number of Filipinos repatriated from Syria via the Rafik Hariri International Airport in Beirut since the first cross-border operations began on 12 December 2012,� it said in a news release. This brings the total number of Filipinos repatriated from Syria to 5,334,� the DFA added. The DFA said the IOM shouldered the airfare and expenses for land transportation and meals of the repatriates. It added the May 6 operation was the 50th cross-border operation. A Reuters report said more than 150,000 people have been killed in the Syria conflict, which has become increasingly sectarian as rival regional powers have backed either President Bashar Hafez al-Assad, a member of the Shi’ite offshoot Alawite sect, or the overwhelmingly Sunni rebels who oppose him.

Obama warns of narrow window for immigration reform WASHINGTON, May 13, 2014 (AFP) – President Barack Obama warned Tuesday a narrow window remained to pass immigration reform before mid-term elections, seeking to keep alive perhaps his last hope for a major second-term domestic achievement. Obama told police chiefs and top law enforcement officers that bitter party politics ahead of November’s polls would threaten hopes of moving a reform bill, currently stalled in the US House of Representatives. “We have got this narrow window – the closer to the mid-term elections, the harder it is,� Obama said. “It is hard to believe that this place could get a little more dysfunctional,� he quipped about Washington. “It is very hard right before an election. We have got a window of two, three months to get the ball rolling in the House of Representatives.� The Democratic-led Senate passed a bipartisan immigration reform bill last year. But the bill ground to a halt in the Republican House, with conservatives arguing that they cannot trust Obama to enforce border laws cracking down on undocumented workers. Conservatives in the restive Republican caucus are also loath to pass a bill many see as offering amnesty to millions of illegal immigrants. And Republican party chiefs want to keep the focus on Obama’s health care law – a key motivator for the party’s base voters. Obama did give House Speaker John Boehner credit for backing the idea of immigration reform. But he lashed out at a “handful of House Republicans� he said were block-

ing legislation. ‘Political peril’ for Republicans The Senate bill includes a path to eventual citizenship for more than 11 million illegal immigrants, tighter border monitoring, an overhauled work visa program and other key reforms. Boehner has said the House will not take up the Senate bill but will deliver its own product. His spokesman Michael Steel said Tuesday it would be “impossible to make progress until the American people – and their elected representatives – have faith that the president himself will actually enforce the law as written.� Even if the House did pass its own legislation, prospects of winning Senate agreement are uncertain with some lawmakers wary of tough votes before an election in which Republicans hope to win control of the Senate. Republican Senator Marco Rubio, an architect of the Senate plan, was the target of a fierce backlash by conservatives who believe his bill translates to amnesty. But he stood his ground Tuesday, saying that while he acknowledged that acting on immigration comes “with some political peril� for Republicans, “we have to address that reality that we have 12 million people living in this country who are here illegally.� Cuban-American Rubio, a prospective 2016 presidential candidate, said he regretted not having more support for his bill. “If there’s a better way to do it, I’m obviously open to those suggestions,� he said. World Cup: $140-B lost in sports betting PARIS, May 15, 2014 (AFP) – Asian dominated criminal groups are laundering more than $140 billion dollars of illegal sports betting, mainly on football, a watchdog group said Thursday. The International Centre for Sport Security (ICCS), in a report released less than a month before the World Cup starts, said illegal gambling is a growing threat especially to football and cricket. But it added that tennis, basketball, badminton and motor racing are also affected. Eighty percent of sports gambling is illegally carried out, according to the researchers from the Doha-based ICSS and Sorbonne University in Paris. “Betting threatens all countries and regions, with football and cricket the sports’ most under siege,” said the report. The ICCS estimated that wagers worth between $275 billion and $685 billion are made each year around the world with more than 80% made illegally. Legal betting only provides about $5.5 billion in tax revenues, it said. Asia and Europe represent 85% of the total legal and illegal market and Asia accounts for 53% of the illegal market. While the researchers estimated there are about 8,000 legal operators mainly operating in offshore low tax zones they said it was “impossible” to say how many illegal gambling operations exist.

Chris Eaton, ICSS director of sport integrity said: “The rapid evolution of the global sports betting market has seen an increased risk of infiltration by organized crime and money laundering. “Alongside this, the transformation of the nature of betting, with more complex types of betting, such as live-betting, which according to this study is the most vulnerable, has made suspect activity even harder to detect,” he added. With cases of match-fixing spreading, the report called for an international convention on the manipulation of sporting events. “It is clear that current international instruments are insufficient and there is a desperate need for well-designed criminal laws specific to the manipulation of sport,” said Laurent Vidal, Chair of the SorbonneICSS Research Program. “An international agreement on the manipulation of sport competition, coordinated by an overarching global platform, is now an urgent necessity,” he added. Aquino: Proposal to merge Negros provinces still being studied MANILA, May 15 (Mabuhay) – President Benigno Aquino III on Thursday said the proposal seeking to join Negros Oriental and Occidental into a one-island region is still being studied. NYC Chinatown garment workers win $1.2 million in damages for labor law violations Manhattan federal judge awarded 13 Chinatown garment workers over $1.2 million in damages for unpaid minimum wage and overtime pay owed between 2005 to 2010. The plaintiffs were represented by the Asian American Legal Defense and Education Fund (AALDEF). The 13 Chinese immigrant garment workers were employed at the Walker Street Factory in Lower Manhattan six or seven days a week, regularly toiling over 10 to 12 hours a day or even longer when the factory was rushing to complete some garments. The factory produced garments primarily for two retailers, Dress Barn and Lane Bryant. (Neither of these companies were parties to the lawsuit.) The workers were paid by the piece and often did not earn the minimum wage or receive overtime pay. Beyond the labor law violations, the factory owed these workers over $110,000 in unpaid wages when it closed in October 2010. The two individuals named as defendants, Jun Reng Zhou, the factory boss, and Jin Xian Mei, the factory manager, both of Brooklyn, tried to blame others for failing to pay the workers, but the federal judge found their testimony “inconsistent and incredible.” The defendants testified that they were not the boss and manager of the factory, that the real bosses came to the factory at night when no one was there and calculated the wages, and then left the checks and cash for the workers. These same phantom bosses purportedly called Zhou and

Mei to tell them to meet a person in a car near the factory to be given instructions or cash for the payroll. Of course, none of the garment workers had ever seen these imaginary bosses. The decision describes how one woman garment worker was given a check for $150, even though she was owed $200. She pleaded with the manager to obtain the remaining $50 to buy food for her grandson, who was recovering from surgery, but the manager refused. Ken Kimerling, AALDEF legal director and the attorney representing the garment workers, said: “Not all of the garments made for American manufacturers are made overseas. Garment sweatshops still exist in Manhattan, and workers are still not being paid overtime and minimum wages. Increase in whooping cough cases in California SACRAMENTO – Dr. Ron Chapman, director of the California Department of Public Health (CDPH) and state health officer, today warned that the number of pertussis (whooping cough) cases is increasing in California. CDPH has received reports of 1,711 cases of pertussis occurring from January through April 2014, more than triple than the number of cases in the same period last year. “Pertussis peaks in incidence every 3-5 years as the number of susceptible people in the population increases,� says Dr. Ron Chapman. “As the last peak in California was in 2010, we are concerned that the recent increase in reported cases suggests that another cyclical peak is beginning.� Infants too young to be fully immunized remain most vulnerable to severe and fatal cases of pertussis. Most of the 77 hospitalized cases to date in 2014 have been in children three months of age or younger.

MANILA, May 14 (Mabuhay) – The camp of principal whistleblower Benhur Luy on Wednesday said the unsigned document showing the list of incumbent and former lawmakers supposedly involved in the pork barrel scam allegedly masterminded by Janet Lim-Napoles is nothing but a “grocery list” that has no value at all. “Wala pa rin pong value sa amin iyan dahil una, di niya [Napoles] pinirmahan... Ang list na yan [ay] parang grocery list na pinagkaguluhan lalo na ng lawmakers,” said lawyer Raji Mendoza. Luy used to work for Napoles at JLN Corp. before turning into a whistleblower in the P10-billion scam involving the misuse of several lawmkers’ Priority Development Assistance Fund allocations. Mendoza said that even if there is indeed a signed “Napolist,” it would still be worthless “pero hindi naman siya nag-oath.” “Kaduda-duda pa rin. Torture spreading as ‘glorified’ by television: Amnesty By Alice Ritchie

LONDON, May 12, 2014 (AFP) – Torture is rampant across the world and has become almost normalized by the “war on terror” and its glamorous portrayal in shows such as “24” and “Homeland”, Amnesty International said on Tuesday. The London-based human rights group is launching a new campaign aimed at ending torture, which it says remains widespread even 30 years after a blanket prohibition was agreed by the United Nations. In the past five years, Amnesty says it has recorded incidents in 141 countries, including 79 of the 155 signatories to the 1984 UN Convention against Torture. The global survey of 21,000 people in 21 countries also revealed a widespread dread of the practice, with 44 percent saying they feared being abused if they were taken into custody. Yet over a third percent of the respondents said they believed torture was sometimes necessary and acceptable to gain information that may protect the public. “It’s almost become normalized, it’s become routine,” Amnesty secretary general Salil Shetty told reporters at the launch of the “Stop Torture” campaign in London. “Since the so-called war against terrorism, the use of torture, particularly in the United States and their sphere of influence...has got so much more normalized as part of national security expectations.” Support for torture ranged widely across nations, from 74 percent in China and India, to just 12 percent in Greece and 15 percent in Argentina, the GlobeScan survey found.

In Britain, which had the lowest fear of torture among all the countries, 29 percent backed its use – a fact Amnesty country director Kate Allen attributed to the popularity of violent, spy-based TV shows. “Programs like ‘24’ and ‘Homeland’ have glorified torture to a generation, but there’s a massive difference between a dramatic depiction by screenwriters and its real-life use by government agents in torture chambers,” she said. Amnesty won the Nobel Peace prize in 1977 largely because of its work fighting against torture, and the new two-year campaign is an attempt to revisit one of its core issues. The group notes how the UN Convention made torturers “international outlaws” and prompted governments worldwide to denounce the practice. But it warns that in reality many are endorsing or at least failing to tackle the issue head-on. It described police brutality in Asia, where torture is a “fact of life”, and pointed out that more than 30 countries in Africa have yet to make such abuse punishable by law. Shetty spoke of “the cruelty of inmates in the United States being held in solitary confinement with no light”, of stoning and flogging in the Middle East and of the “stubborn failure” of European nations to investigate allegations of complicity in torture. The new campaign focuses on five countries where torture is a particular problem and where the NGO believes it can have the most impact: Mexico, the Philippines, Morocco and Western Sahara, Nigeria and Uzbekistan.

10 Facts about Asian Americans and Pacific Islanders 50+ Older AAPIs are more likely to be married, live in three-generation households, and be under more financial strain than the general U.S. population Month, AARP is presenting ten important facts about Asian Americans and Pacific Islanders (AAPIs) age 50 and older, an understudied population that has unique needs and challenges. “There is a gap in our knowledge about older AAPIs,” said Daphne Kwok, AARP Vice President of Multicultural Markets and Engagement for the Asian American and Pacific Islander Audience. “The demand for disaggregated data about AAPI subgroups is critical in identifying the needs of AAPIs so that organizations like AARP, other community-based non-profits, and policymakers can address the concerns of a booming segment of our community.” Compared to the general U.S. population, older AAPIs are more likely to be married and live in three-generation households. AAPIs age 65+ are also likely to be under more financial strain than other Americans. One out of seven older AAPIs live in poverty and are on food stamps compared to one out of eleven in the general population. Research shows that older AAPIs are at a high risk of being socially isolated. The majority of AAPIs 50+ are foreign-born and may have limited English proficiency. Almost one in four older AAPIs are linguistically isolated and don’t live with someone who can speak English well. Those who are alone most of the time are at risk for accidents, illness, and overall poor health. Data also shows that older AAPIs are

also more likely to travel internationally and be more environmentally conscious than other Americans in the same age group. Top 10 facts about AAPIs age 50 and older: 1) The majority (87%) of older AAPIs were born outside of the U.S., but most have become naturalized citizens (64%). 2) More than eight in ten (86%) older AAPIs speak a non-English language at home. Almost a quarter (24%) of older AAPIs are linguistically isolated and live in a household where no person over the age 14 speaks English very well. 3) Compared to other older Americans (60%), older AAPIs are more likely to be married (70%) and tend to live in threegeneration households (17% of AAPIs age 50+ vs. 7% of total U.S. population age 50+ and 25% of AAPIs age 65+ vs 6% total U.S. population age 65+). The high marriage rate may be due to the fact that Filipinos, the second largest Asian group in the U.S., come from the only country in the world where divorce is illegal. 4) AAPIs age 65 and older are at more risk for economic insecurity in their later years compared to those in the total U.S. population of the same age: • 14% are on food stamps vs. 9% • 13% live in poverty vs. 9% • 68% receive social security income vs. 86% •22% have retirement income from pensions and various retirement plans vs. 37% 5) AAPIs age 65 and older are more likely to be concerned about housing costs compared to the total U.S. population of the same age: • 29% own their home free and clear vs. 48% • 42% own their home with a mortgage

vs. 31% • 24% rent their home vs. 16% 6) Twenty percent of AAPIs age 50-64 have no health insurance, compared to 15% of the total U.S. population. Older AAPIs are almost twice as likely than older Americans to get their insurance from a health maintenance organization (27% vs. 15%). 7) Older AAPIs are more likely to access the Internet than other older Americans (75% in the past 30 days vs. 67%). 8) Older AAPIs visited Facebook at about the same rate as other older Americans in the past 30 days (39% vs. 38%), but are more likely to visit LinkedIn (13% vs. 8%) and three times more likely to visit Yelp (9 % vs. 3%). 9) Older AAPIs are more environmentally responsible compared to the other older Americans: • 82% recycle glass, plastic, or paper vs. 69% • 46% recycle electronics like batteries, cell phones, and computers vs. 37% • 33% drive less or use alternative transportation vs. 28% • 50% use cloth or other reusable shopping bags vs. 41% • 52% use less water at home vs. 41% • 24% buy organic food vs. 15% 10) Older AAPIs travel internationally frequently. One dead so far in California fires LOS ANGELES, May 16, 2014 (AFP) – Firefighters found a badly burned body in a transient camp engulfed by raging wildfires, the first death from the blazes which have ravaged large parts of southern California. Cooling temperatures fueled hopes Friday that thousands of people evacuated could begin returning to their homes, threatened by three days of fires. Strong seasonal Santa Ana winds whipped up so-called “firenados” – columns of rapidly rotating flames – at the height of the crisis, which saw thousands of firefighters swarm to tackle up to nine separate blazes. There had been no reported fatalities across San Diego County until late Thursday when authorities in the beach resort of Carlsbad confirmed a body had been found. “During a hot spot check, firefighters were alerted to a transient encampment .. on checking the area, (they) located a badly burned body,” said a statement. One of the worst hit areas was San Marcos, 15 miles inland from Carlsbad, which is north of San Diego. On Friday, the fire there had more than doubled in size overnight to over 3,000 acres. But cooling temperatures meant firefighters were more hopeful of bringing that blaze and others under control. “Weather continues to be favorable, with 5 mph winds and higher humidity forecast through the weekend,” said a Carlsbad city spokesman. California and other western US states are routinely hit with wildfires during the summer and fall, but blazes have occurred earlier in the year in recent times. So many blazes at once in only mid-May is very rare. A number of decades-old records for mid-May temperatures have been broken or equalled. The blazes closed a major north-south highway. Downtown LA sizzled in temperatures of 101 degrees Fahrenheit on Thursday, tying a record dating back to 1970. At LAX airport a reading of 97 degrees Fahrenheit was recorded, breaking the previous record of 94 degrees F in 1970.

SCE reminds customers to conserve electricity during extended heat wave Round-the-clock use of electricity puts strain on electrical grid ROSEMEAD, Calif., May 14, 2014 − With a week-long heat wave peaking between today and Friday and triple-digit temperatures in many areas, Southern California Edison (SCE) reminds its customers of the importance of energy conservation. The heavy demand could also cause equipment failure, which could lead to outages for some SCE customers. Presently the system is performing well and the company anticipates having an adequate supply of electricity. However, with some customers using more energy in the evenings this week, especially air conditioning, the added demand can put a strain on SCE’s equipment. Without the opportunity for SCE’s equipment to cool off, transformers and other equipment could fail. SCE personnel, which include restoration and repair crews, are responding to outages as they are reported. The company is also taking steps to ensure that crews are available to immediately respond to outages. SCE has postponed a number of scheduled maintenance outages, but will

continue to conduct some that are critical. Conducting these critical maintenance outages helps lessen the possibility of equipment failure, which could lead to repair outages lasting longer and affecting more customers than maintenance outages. The company offers many programs to help people conserve electricity. SCE’s Summer Discount Plan allows customers to receive bill credits of up to $200 by allowing their central air conditioner to be temporarily turned off or cycled during peak times of the day. The program offers a variety of plans and options, and is completely customizable. Here are some other important conservation tips to keep in mind during this heat wave: • Set thermostats no lower than 78 degrees and use electric fans instead of air conditioning when practical. • Turn off unused appliances and equipment and shut off lights when leaving a room. • Close drapes and blinds to keep out direct sunlight during hot periods. • Operate swimming-pool equipment and energy-intensive appliances, such as dishwashers, washing machines and dryers, during early morning and evening

Monterey Park pledges its commitment to electrical safety awareness as a ‘powerful city’ ROSEMEAD, Calif., May 13, 2014 – City leaders and community groups gathered at Monterey Park City Hall last week as the city pledged its commitment to electrical safety awareness during National Electrical Safety Month. Marissa CastroSalvati, Southern California Edison’s (SCE) local public affairs region manager, presented a “Powerful City” certificate of proclamation to Mayor Anthony Wong. “Electrical safety is very important because we all use electricity,” said Wong. “Monterey Park is 98 years old, and as long as the city has been here, we’ve been working together with SCE. I really appreciate what SCE has been doing for public safety since that is the greatest concern for the people of Monterey Park and elsewhere around the world.” SCE is partnering with Monterey Park and two community organizations – the Asian Youth Center and Chinatown Service Center – to increase awareness about electrical safety and encourage residents to take the safety pledge. Claudine opens up about ‘heartless’ Gretchen After being evasive for months since the Barretto family feud erupted last year, Claudine Barretto finally broke her silence on Sunday, as she accused her sister Gretchen of being “heartless” and a “liar.” Claudine revealed how her tiff Gretchen began back in 2010. “Nagpadala siya ng ambulansya sa bahay namin ni Raymart with a pediatrician. PAL’s aircraft upgrade seen to further boost PHL tourism potential LOS ANGELES − Following the recent aviation upgrade to Category 1 status the Philippines has received from the United States Federal Aviation Administration (FAA), Philippines Airlines (PAL), the country’s flag carrier, added three new B777-300ERs to its fleet. PAL’s acquisition of the new B777s is part of the Philippine carrier’s modernization program aimed at improving the company’s financial and operational performance. In a product update event on Thursday, May 8, 2014 held at the Reef Restaurant in Long Beach, CA, Philippine Airlines-Los Angeles headed by Area Manager Marie Jemma Saranillo said that PAL will start using the more powerful Boeing 777 for its flights to the US. This development is a welcome boost to the Philippines growing tourism industry and is well received by tourists and tour operators. Travelers who generally prefer to take a direct flight to Manila from the United States will benefit from PAL’s fleet upgrade because the powerful B777s can fly 14,700 kilometers from Manila to the United States mainland and back nonstop without refueling. Consul General Leo Herrera-Lim, who graced the event, in his remarks said that from California alone there are a lot of potential travelers who will benefit from PAL’s fleet upgrade. Old, new PHILSELA members join force for successful 40th year ball CERRITOS − With energetic and fresh faces at the leadership helm, the Philippine Society of Southeast Los Angeles (PHILSELA) celebrated the association’s 40 years of continuous service to the community during its successful anniversary and induction ball at the Cerritos Sheraton last April 26. During the event, the new set of officers, led by President Nimfa Castro, and board of directors, led by Chairman Frank Yokoyama, were inducted by new Cerritos Mayor Mark Pulido and Vice Consul Mary Joy Ramirez. The event also saw the coronation of Miss PHILSELA 2014 Krisha de Jesus. Officials from the cities of Cerritos and Artesia, along with guests from the Philippine Consulate General in Los Angeles attended the event. Original and pioneer PHILSELA members dating back to the ‘70s in attendance were one in congratulating the new officers, led by Castro and Yokoyoma, for the successful anniversary ball. There was a chorus of praises with how the event progressed, with the dance floor packed until the last dance. “It was a very fitting celebration of 40 years. Your leadership moved and inspired both old and new members to come together. My hats off to you!” Alice Ramos, former president and past chairman of the board, wrote to Castro in an email message. Linda Bautista, who has been president and board chairman, and currently vice chairman of the board, said in the same thread: Kudos to you and your committees for all the hard work they generated to make the occasion an affair to remember. US helps boost PHL efforts to combat wildlife crime WASHINGTON, D.C. − The Philippines would now be able to more effectively combat trafficking and other crimes against wildlife with the signing of a bilateral agreement with the United States, the Philippine Embassy said today. The agreement between the Department of Environment and Natural Resources (DENR) and the Department of Agriculture’s Bureau of Fisheries and Aquatic Resources (DA-BFAR) and the US Fish and Wildlife Service will provide the Philippines with access to and use of the US National Wildlife Forensics Laboratory in Oregon, considered to be the only laboratory in the world that is dedicated to crimes against wildlife according to Ambassador Jose L. Cuisia, Jr. “With this agreement, our law enforcement authorities in the Philippines can be expected to more effectively prosecute wildlife traffickers and other offenders,” Ambassador Cuisia said in welcoming

the signing of the Memorandum of Understanding. Ambassador Cuisia said the agreement will give more teeth to the ongoing efforts to curb wildlife trafficking in the Philippines as the results of the tests of wildlife samples and biota that would be submitted to the forensics lab will be considered admissible evidence in Philippine courts. The Memorandum of Understanding was signed by Director Dan Ashe of the US Fish and Wildlife Service, DENR Undersecretary Analiza Teh and the DA-BFAR Director Asis Perez. “The fight to prevent wildlife trafficking and halt its devastating impact on some of the world’s most well-known and well-loved wild animals is going to take a global effort,” said Director Ashe. “This Memorandum of Understanding between our two countries exemplifies the sort of international cooperation that will help us win this fight and save species such

as the African elephant and rhino.” This collaboration is the latest in the Partnership for Biodiversity II program, a joint program of the US Agency for International Development (USAID) and the Department of the Interior, under which the latter provides assistance on environmental law enforcement to Philippine law enforcement agencies. According to Ashe, access to the US National Wildlife Forensics Laboratory will help police and prosecutors build stronger cases against wildlife traffickers. “This is good news for native wildlife and for dozens of species from across the globe that may be smuggled into or through the Philippines.” The laboratory is one of only a handful of labs of its kind in the world and is a global leader in developing techniques for examining, identifying, and comparing physical evidence of crimes against wildlife using a wide range of scientific

procedures and instruments. The lab supports law enforcement efforts not only in the US but also in the 179 other countries, including the Philippines, that have signed the United Nation’s Convention on International Trade in Endangered Species. The agreement will also serve as the foundation for expanded cooperative antitrafficking initiatives between Philippine and United States law enforcement agencies in coming years. It also supports the US Government’s wildlife anti-trafficking and biodiversity conservation goals as outlined in President Barack Obama’s Executive Order on Combating Wildlife Trafficking. It also strengthens the important and strategic partnership among USAID, the US Department of the Interior, the Fish and Wildlife Service and the Philippine Government in combatting environmental crime.

Ranchers pray for rain in drought-hit California DELANO, February 6, 2014 (AFP) − Californian rancher Nathan Carver squints as he surveys the parched fields where his family has raised cattle for five generations. Normally, they would be covered in lush green grass. But the western US state’s worst drought in decades has reduced the land to a moonscape, leaving the 55-year-old father-of-four praying for rain. “My grandparents tell of the Dust Bowl years in the late 30s when it was very bad and dry with dust storms blowing. But this is as bad as we have ever seen it in my lifetime,” he told AFP.

Governor Jerry Brown last month declared a state of emergency due to what could be the worst drought in a century for California including its ultra-fertile Central Valley. With no significant rain since November, state authorities identified 17 communities it warned could run out of water within 60-120 days, if the drought continues. Only last Friday, California’s State Water Project announced for the first time in its 54-year history that it cannot deliver anything beyond the bare minimum to maintain public health and safety. For small family herdsman like Carver,

the drought means no grass for their cattle to graze on. The only options are buying hay at inflated prices -- 20 to 30 percent above usual because of demand—or selling their cows. “If the drought continues, we’ll have to take desperate measures,” Carver warned. Drought means cattle sell-off “Many of the ranchers are selling out. Because at some point, if you don’t have the grass, you can’t afford to buy the hay to feed the cows anymore,” he said at his ranch near Bakersfield. Indeed, business appeared brisk at the weekly cattle auction in nearby Famoso,

where buyers looked on from tiered benches as animals were led in for sale, the auctioneer shouting out fast-changing bids. Justin Mebane, owner-manager of the Western Stockman’s Market, said more cattle are being put up for sale, but things could get even busier. “This is just the tip of the iceberg,” he told the local Bakersfield Californian newspaper. “If we don’t get some rain ... ranchers will need to liquidate their herds.” Jack Lavers, who is on the executive committee of California Cattlemen’s Association (CCA), told AFP that cattle markets like the one in Famoso would typically be handling 200 to 300 cattle a day.

Gov. Brown signs historic bill against dark money Bill requires non-profits that spend $50,000 or more in California elections to reveal their secret donors SACRAMENTO − SB 27, a bill that has national implications by requiring greater transparency from non-profit organizations that spend significant amounts on California campaigns, was signed by Governor Jerry Brown today. The fact that out-of-state non-profit organizations were able to funnel $11 million into California races in the final days of the 2012 election without revealing their donors highlighted the need to strengthen

California’s disclosure laws. Even though the Fair Political Practices Commission imposed a record $1 million fine, they couldn’t require all original funders to be revealed. Starting July 1st, the new law will reveal such secretive spending in future races beginning in this November’s election. The use of secretive non-profits to hide political spending is a snowballing national problem. A study by the Wesleyan Media Project and the Center for Responsive Politics just found that over half of the group-sponsored ads aired nationally so far this midterm election are so-called “Dark Money” ads.

“Governor Brown’s signature of SB 27 marks a turning point in the fight to reveal secret funders of political campaigns. It starts to shed light on Dark Money in California and serves as an example for the entire nation.” said Trent Lange, President of the California Clean Money Campaign. “We must strengthen disclosure laws even further, because voters deserve to know who’s trying to influence their votes.” SB 27, authored by Senator Lou Correa (D-Santa Ana) and sponsored by the Fair Political Practices Commission, addresses the problem by requiring any non-profit that spends $50,000 or more in California races to become a formal campaign committee, and report the contributors that fund their campaign expenditures. Those contributions then would be available for the public to see on the Secretary of State website. More than 40,000 people signed petitions in support of SB 27, including petitions hosted and shared on CREDO Mobilize, MoveOn.org petitions, Causes.com, and the California Clean Money Campaign website. It’s supported by not only good government groups in California like the California Clean Money Campaign, California Common Cause, California Forward, California Voter Foundation, and the League of Women Voters of California, but also national organizations like Courage Campaign, CREDO, Maplight, the Money Out Voters In Coalition, Progressives United, Public Citizen, Represent.Us, and the Sunlight Foundation. SB 27 passed both the Assembly and the State Senate with overwhelming and bipartisan votes of 58-12 and 28-7, respectively. It will go into effect on July 1st.

“SB 27 is crucial to closing the loopholes that let billionaires and other special interests hide behind secretive non-profits. We’re grateful to Governor Brown and Senator Correa for their leadership,” said Lange. “Now, the Assembly must take the next and equally important step of passing SB 52, the California DISCLOSE Act, so that political ads must use the information unveiled by SB 27 to show who really pays for them.” SB 52, the California DISCLOSE Act, authored by Senators Mark Leno (D-San Francisco) and Jerry Hill (D-San Mateo) and sponsored by the California Clean Money Campaign, passed the Senate in 2013 and will have its votes in the Assembly later this year. Senator Correa is a Principle Co-Author of SB 52, along with Senator Mark DeSaulnier (D-Concord), and Assembly Elections Committee Chair Paul Fong (D-Mountain View). Real estate developer pleads guilty to defrauding investors LOS ANGELES – A real estate developer who formerly resided in Atascadero pleaded guilty today to federal fraud and money laundering charges for bilking investors who put money into Central Coast real estate projects. Kelly Gearhart, 53, who currently resides in Wadsworth, Ohio, pleaded guilty this morning to two counts of wire fraud and one count of money laundering. Gearhart pleaded guilty before United States District Judge Otis D. Wright II. In a plea agreement filed late yesterday, Gearhart admitted that he knowingly and intentionally made misrepresentations and omissions relating to the Vista Del Hombre real estate development project to induce victims to part with their money. Gearhart was initially charged in a 16-count indictment returned by a federal grand jury in 2012. The indictment alleged that Gearhart told investors that their investments – which he called loans and promised would be paid back with interest – were secured by specific lots. However, Gearhart

admitted in court today that he sold lots associated with the Vista Del Hombre real estate development project, even though those lots were being used to secure others’ loans. Gearhart further admitted that he used those same lots to obtain bank financing. The plea agreement allows prosecutors to prove at sentencing that Gearhart made additional misrepresentations as part of the scheme. Gearhart is scheduled to be sentenced by Judge Wright on December 29. The wire fraud charges each carry a statutory maximum penalty of 20 years in federal prison. The money laundering count carries a statutory maximum penalty of 10 years in federal prison. During this morning’s court hearing, prosecutors said they intend to seek a sentence of 135 months in federal prison, while Gearhart’s attorney said he will not seek a sentence below 57 months. However, Judge Wright is free to sentence Gearhart up to the statutory maximum of 50 years in federal prison.

French study raises questions on mobile phone safety (PARIS-AFP) − People who use mobile phones intensively appear to have a higher risk of developing certain types of brain cancer, French scientists said on Tuesday,

reviving questions about phone safety. Individuals who used their cellphone for more than 15 hours each month over five years on average had between two

and three times greater risk of developing glioma and meningioma tumors compared with people whose used their phone rarely, they found.

The study, appearing in the latest issue of British journal Occupational and Environmental Medicine, is the latest foray in a long-running exploration of mobile-phone safety. Over the last 15 years, most investigations have failed to turn up conclusive results either way, although several have suggested a link between gliomas and intensive, long-term use. “Our study is part of that trend, but the results have to be confirmed,” said Isabelle Baldi, of the University of Bordeaux in southwestern France, who took part in the probe. In 2011, the International Agency for Research on Cancer (IARC) said radiofrequency fields used by mobile phones are possibly carcinogenic. But research faces several challenges. They include clear proof in the lab that these fields are harmful to human cells. Another is getting an accurate picture of phone use in real life, filtering out lifestyle factors such as smoking which amplify cancer risk and taking into account changing phone technology. The new study looked at 253 cases of glioma and 194 cases of meningioma reported in four French departments (counties) between 2004 and 2006. These patients were matched against 892 “controls,” or healthy individuals drawn from the general population, in a bid to spot any differences between the two groups. The comparison found a higher risk among those who used their phone intensively, especially among those who used it for their work, such as in sales. The duration of use in this category ranged from between two and 10 years, averaging at five years.

LOS ANGELES, May 14, 2014 (AFP) - Basketball icon Magic Johnson said Tuesday that disgraced Los Angeles Clippers owner Donald Sterling is “living in the stone ages” and deserves to lose his coveted NBA franchise. Johnson, who won five NBA titles with the Los Angeles Lakers, told CNN anchor Anderson Cooper that he believed Sterling’s attack on him in a prior interview was the result of desperation in the face of the racism row that has engulfed him. “I just wish he knew the facts when he was talking,” Johnson said. “But he is a man who is upset and he is reaching. He is reaching. He is trying to find something he can grab onto to help him save his team, and it is not going to happen. “It is not going to happen,” Johnson said. “The problem is, he’s living in the stone ages,” Johnson added. “He can’t make those comments about African Americans or Latinos, he just can’t do it.” Sterling spoke to Cooper in an interview that aired on Monday, trying to quell the controversy that erupted on April 26 when his comments to a girlfriend advising her not to associate with black people in public provoked

nationwide outrage. However, Sterling only fueled the fire when he attacked Johnson, saying the Hall of Famer was a poor role model because he had contracted HIV and suggesting he had not used his fame or fortune to help fellow African Americans. Johnson addressed both issues, noting that as a businessman he’d worked to create jobs in urban neighborhoods and also worked with other prominent African Americans such as filmmakers Spike Lee and Tyler Perry to pass the skills of success to others in their community. “We have created thousands and thousands of jobs in urban American,” Johnson said of himself and his business partners. “My whole life is devoted to urban America.” Johnson also found it disturbing that Sterling used the fact of Johnson’s HIV status − at one point mistakenly saying he had AIDS − “like a club to wield against you.” ‘Barely know’ Sterling Johnson noted that when he learned he had HIV, he quickly went public, and he has since worked to erase the stigma still attached to HIV and AIDS. “I understood what I did was wrong, OK? So I announced that to the world, and I hope that I was able to

help people in doing that,” Johnson said. While he felt compelled to respond to Sterling, Johnson said the attacks on him were misplaced. He said Sterling’s anger would be better directed at V. Stiviano, the young woman who angered Sterling by posting a photo of herself with Johnson at a sports event on Instagram. “I don’t know the young lady, barely know Donald,” Johnson said. “So now I’m caught in the middle of this love affair or whatever they have,” he said. The real issue, Johnson said, remains Sterling’s status in the NBA. NBA Commissioner Adam Silver − who leapt to Johnson’s defense on Monday night with a personal apology − has already banned Sterling for life from league activities and fined him $2.5 million. It will take a vote of 75 percent of the remaining 29 owners to force Sterling to relinquish the club, which is expected to fetch upwards of $600 million if sold. The car eased into a turn lane, waited for a green light and a break in traffic, then continued on its way in the Silicon Valley city of Mountain View. It even avoided stopping on train tracks.

But there was nobody holding the wheel. What looked like the work of a conscientious driver was a Google car making all the moves − with an AFP reporter in the back seat. Google used machine learning to teach cars how people drive and, from there, to anticipate what motorists in surrounding traffic are likely to do. “Computers have really good reaction times. They don’t get distracted, drowsy,

fall asleep, and they don’t drive drunk,” Google self-driving car software team lead Dmitri Dolgov told reporters getting an intimate look at prototypes at the Computer History Museum. “They don’t need to stop messing with the radio to see what is happening, or even take time to move a foot from the gas pedal to the brake.” The bustling street crowd paid little heed to the self-driving car, which sported

a whirling gadget on top about the size and shape of a large coffee can. The roof-top device used radar and lasers to track everything around it. A camera peeking out from the Lexus front grill watched what was ahead. Data is processed by onboard computers programmed to simulate what a careful driver would do, but at super-human speeds. And, naturally, the Google autonomous car was connected to the Internet.

Goodbye car showroom, hello Facebook (Relaxnews) – The prevalence of social media is changing the way consumers around the world choose and buy their cars. The traditional sales assistant at the local car dealership may still hold a key role in helping people make their minds up, but, according to the latest Capgemini report, as consumers grow increasingly digitally savvy, they’re turning to other sources to help come to a decision about which car is right for them. The study of over 10,000 car shoppers in 10 countries -- the US, Brazil, the UK, Germany, France, India, China, Russia, Indonesia and South Korea -- shows that for 55 percent of respondents, the dealer is still the primary information source, but at the same time, almost all (97%) who took part in the survey said that they turn to the internet for researching particular vehicles, for checking satisfaction ratings and even a marque’s reputation.

But it’s not just a question of Googling a make or model of car: social media is playing an increasingly prominent role, with 73 percent of respondents admitting that their decision to buy a particular car will be influenced by positive comments posted to sites like Facebook. And once a car has been purchased, social media becomes a major outlet for reporting on how good or bad a buy the car turned out to be. Only 24 percent of respondents said that they have never and will never post about their car-buying and ownership experience on social media sites. And they are very much in the minority -- 34 percent already turn to Facebook in particular for sharing their carbased quips and 61 percent to social media in general while a further 27 percent said that they would start posting to social networks after their next purchase.
