MANILA, June 3 (Mabuhay) – The US Embassy on Wednesday turned over to the Philippine government a check amounting to some $1.3 million as the second tranche of proceeds from the forfeited assets of former military comptroller Maj. Gen. Carlos Garcia. In a ceremony, US Ambassador to the Philippines Philip Goldberg handed over the US Treasury check amounting to $1,384,940.28 or around P61 million to Ombudsman Conchita Carpio-Morales, who represented the Philippine government. Goldberg said the check represents the net proceeds from the sale of Garcia’s condominium unit at The Trump Tower in Manhattan, New York, and the balance from the former general’s two bank accounts in Citibank New York. Goldberg said money from Garcia’s bank accounts in Citibank New York had earlier been traced by the US Department of Homeland Security to be part of the laundered assets of Garcia.

“Battling public corruption is a challenge that all countries face, including the United States. Meeting that challenge is vitally important to ensure public confidence in the honesty and integrity of public servants,” Goldberg said during the turnover ceremony. Marcos fears Bangsamoro police will become private army MANILA, June 2 (Mabuhay) – Sen. Ferdinand “Bongbong” Marcos Jnr questioned Tuesday the chain of command of the Bangsamoro police force as the hearing on the draft Bangsamoro Basic Law resumed today. According to the Department of the Interior and Local Government, the Bangsamoro police will be headed by a director to be selected by the chief minister. Marcos, however, said he fears the Bangsamoro police may end up at the private army of the chief minister. He said the DILG must explain where the chief minister is located in the chain of command. “So, the Chief Minister will exercise operational supervision and control? That does not exist in any other [local government unit],” Marcos, chairman of the Senate committee on local government, said. Government peace panel member Senen Bacani said the Bangsamoro police is not in-

dependent and that the laws of the Philippine National Police will also apply to the regional group. “The Bangsamoro Police is part of an integrated PNP. It’s not an independent police force...The chain of command is very clear in terms from the Chief PNP up to the last policemen,” he said. He also said that in case of any difference of opinion between the Chief Minister and the Chief PNP, “the decision of the Chief PNP will be followed.” The BBL is a draft law intended to establish the Bangsamoro political entity in the Philippines and provide for its basic structure of government, which will replace the existing Autonomous Region in Muslim Mindanao (ARMM). Twelve senators earlier signed the report of the Senate committee on constitutional amendments and revision of codes, which said the draft Bangsamoro Basic Law should be “substantially revised” in order to pass legal scrutiny.

Adelberto Silva is considered the “highest ranking” leader of the Communist Party of the Philippines (CPP) and its New People’s Army (NPA) armed wing, a military statement said. “He is the overall orchestrator of rebel movements in the entire country. He organizes the activities of the rebels,” military spokesman Brigadier-General Joselito Kakilala told AFP. “This (arrest) will have a huge impact. This will disrupt their strategic direction and programs,” Kakilala added. Philippine security forces in March last year arrested CPP chairman Benito Tiamzon and his wife Wilma Tiamzon, the

party’s secretary-general. After an armed campaign that has claimed thousands of lives across the country, Kakilala said the NPA now had “less than 4,000” fighters. Kakilala said the low-profile Silva, whose age and personal background was not disclosed nor publicly known, took over the CPP-NPA leadership after the Tiamzons’ arrest. Police said Silva was arrested at his hideout in the town of Bacoor on Manila’s southern outskirts late Monday along with another man and a woman. He had been living in the house for a year and had posed as a businessman, said a police report. Police said they seized electronic devices, grenades, and documents at the hideout. Silva will stand trial for the murder of 15 people whose remains were recovered from a mass grave on the central island of Leyte in 1985, the military said.

PCG confirms standoff with Taiwanese Coast Guard near Batanes

MANILA, June 3 (Mabuhay) – The Philippine Coast Guard (PCG) confirmed on Wednesday that a standoff occurred on May 25 between its operatives and the Taiwanese Coast Guard near Batanes. In a statement, PCG spokesperson Cmdr. Armand Balilo said PCG-BFAR operatives were patroling the Batanes area when it apprehended the Taiwanese fishing boat Min Jiang Tsai 6 at around 6:25 p.m. northeast of Batanes. The PCG was towing the fishing boat when Taiwan Coast Guard cutter 118 appeared and blocked the PCG-BFAR vessel and asked for the release of the Taiwanese fishing boat. Philippine operatives, upon the instruction of officials of the Bureau of Fisheries and Acquatic Resources (BFAR), released the fishing boat after negotiations that lasted for four hours. The incident was first reported on Tuesday, quoting the Taiwan force which issued a statement saying a Taiwan coast guard patrol vessel moved in “at full speed” to protect a Taiwan fishing boat and escort it back to safe waters after it had been challenged by a Philippine coast guard vessel.

Sotto, Chiz defend Grace Poe over residency issue MANILA, June 3 (Mabuhay) – Allies of the late Fernando Poe Jr. on Wednesday defended his daughter, Senator Grace Poe, who was accused of lacking the required residency to run for either President or Vice President in the 2016 elections. Acting Minority Leader Vicente Sotto III said that the residency requirement should not be a problem as Poe always had an intention to return to the Philippines and besides she has yet to decide if she will run for a higher post next year. Poe resided in the United States and became a dual citizen before her return to the country when her father died in 2004. “What I know is that she was born here and even if she stayed abroad for a while, she always had an intention to return. She came back in 2004 and stayed. Besides, what’s the big fuss e she has not decided?” he said. Sotto was one of those who convinced the late actor Poe to run for President in

2004. Senator Francis Escudero, for his part, scored Navotas Rep. Toby Tiangco for raising the residency requirement against Poe. “Noong nakaraang buwan, sabi nila nais ni Vice President Binay si Grace. Nancy Binay denies prior knowledge of Grace Poe residency issue MANILA, June 3 (Mabuhay) – Senator Nancy Binay on Wednesday denied having any prior knowledge on the residency issue hurled against Senator Grace Poe by Navotas Rep. Toby Tiangco, the interim president of United Nationalist Alliance and an ally of her embattled father Vice President Jejomar Binay. In an interview with reporters, Binay said she was surprised when she saw Tiangco on television saying Poe lacks the required residency to run for president or vice president in next year’s elections. “Actually, nagulat na nga lang din ako na naglabas siya ng ganun. I guess like everybody else I was surprised na nagpresscon pala siya kahapon,” she said. “I have nothing to do with it, in fact napanood ko na lang siya nung nakauwi ako. Parang ‘Oh my God’ ganun pala yung sinabi ni Cong. Toby,” she added with a chuckle. She further said that she has yet to talk with Tiangco regarding Poe’s residency issue. Poe, who, like the elder Binay, is performing well on surveys on possible presidential candidates, is one of the senators who signed the Senate blue ribbon subcommittee report recommending plunder charges against Vice President Binay in connection with the alleged overpricing in the Makati City Hall Building II construction. Sen. Binay, who said those who signed

the report did it to boost their ratings for the 2016 elections, meanwhile refused to further comment on Poe’s residency issue, saying she is a member of the Senate Electoral Tribunal which will decide on cases of senators. “That (residency issue) I cannot answer, kasi part ako ng SET. Mahirap na magsalita nang tapos. I don’t know, baka one of these days may mag-file ng kaso sa kanya, kabahagi ako dun sa magdedesisyon pagdating sa issue na yan,” she said. Vice President Binay had earlier said that he is considering Poe to be his running mate in the 2016 polls, but the neophyte senator said she does not see herself campaigning alongside Binay. Poe, Binay’s closest rival for the presidency based on the latest surveys, said she believes that honesty and quality of service were also important in governance. Ombudsman conducting own probe vs. Gringo, others linked to ‘pork’ scam MANILA, June 3 (Mabuhay) – While the Department of Justice (DOJ) is still finalizing its complaint against the third batch of personalities allegedly involved in the pork barrel scam, Ombudsman Conchita Carpio-Morales said her office is already conducting a parallel probe on the new names of lawmakers being implicated in the supposed anomaly. At a press conference on Wednesday, Morales admitted that her Office had received several complaints against Sen.

Gringgo Honasan regarding the latter’s alleged misuse of his Priority Development Assistance Fund (PDAF) in exchange for commissions or kickbacks. “The truth is we have received copies of the complaints against him. And I say that all these complaints are subjected to our ongoing fact-finding investigation,” Morales said. On Tuesday, Justice Undersecretary Jose Justiniano revealed that Honasan is among the nine individuals about to be

charged by the DOJ before the Office of the Ombudsman in connection to the pork barrel scam. Justiniano said that based on an investigation conducted by the National Bureau of Investigation (NBI), Honasan allegedly allocated P15 million of his PDAF to Agri and Economic Program for Farmers Foundation, Inc. (AEPFFI), one of the fake foundations allegedly owned by Janet Lim-Napoles, the alleged brains of the pork anomaly. Honasan had earlier denied the allegations, saying that he was not the one who chose where his PDAF from 2007 to 2009 was allocated. Morales said that aside from Honasan, her Office is also conducting an investigation on other individuals being implicated in the pork barrel. She, however, did not disclose the names of these personalities. “With respect to the third batch (of PDAF cases), it has not reached us yet. In the meantime, we are also conducting our parallel investigation. House leaders call for probe on BBL ‘payola’ MANILA, June 3 (Mabuhay) – Leaders of the House of Representatives on Wednesday agreed to launch an investigation into the allegation that Malacañang used money from a Chinese crime lord to bribe lawmakers to pass the proposed Bangsamoro Basic Law (BBL). House Speaker Feliciano Belmonte Jr. is set to file a resolution later in the day calling for a probe regarding the alleged bribery, which was first reported by The Standard last Monday. Minority Floor Leader Ronaldo Zamora said he and Majority Floor Leader Neptali Gonzales II will be co-authors of the resolution. In an ambush interview after his lunch meeting with members of the House minority bloc, Belmonte said he wants the controversy investigated because of the conflicting statements of officials of the Bureau of Immigration and Deportation (BID) after the initial report on the “payola” was published. “I would like to categorically state that this [resolution] has nothing to do with the BBL or the House, but I think it is serious enough to merit an investigation by the House. Kung nagtuturuan sila, there might be something,” he said. “If all three of them were united in denying it, baka [wala pang naging issue], pero with those commissioners pointing fingers at one another, then we might as well investigate,” Belmonte added. Another source from the House was quoted as saying that “a truckload of money” was delivered to the chamber in the middle of the night on May 25, ostensibly for lawmakers. Top BID officials have separately accused each other of brokering a deal with Wang following the report’s publication, with Commissioner Sigfrid Mison insisting that Deputy Commissioners Gilberto Repizo and Abdullah Mangotara were responsible for signing the Chinese detainee’s release documents. Gov’t witness claims Duterte ordered Davao Death Squad killings – De Lima MANILA, June 2 (Mabuhay) – A witness currently in government custody has claimed that Davao City Mayor Rodrigo Duterte ordered killings perpetrated by the vigilante group Davao Death Squad (DDS), Justice Secretary Leila de Lima said Tuesday. In a chance interview, De Lima described this witness, currently under the government’s Witness Protection Program, as a “self-confessed DDS hitman.� “Pinangalanan niya kung sino ang gumagawa niyan, allegedly on orders of Mayor Duterte. Qatar drops death penalty for Filipino ‘spy’ By David Harding

Doha, Qatar (AFP) Sunday 5/31/2015 – A death sentence handed to a Filipino in Qatar for spying was reduced on appeal by a Doha court on Sunday to life imprisonment. Two other sentences of life imprisonment against another pair of defendants, also from the Philippines, were reduced at the same time by Qatar’s Court of Appeal to 15 years in jail. One of the men sentenced to serve 15 years has been named as Ronaldo Lopez Ulep. All three had been convicted last year on charges of espionage and passing on Qatar military and economic secrets to the Philippines government. The unnamed defendant who was originally sentenced to death is likely to spend up to 25 years in prison. He worked as a supervisor at Qatar Petroleum. The other two defendants worked for the Qatar Air Force. At the time of their conviction it was alleged that the two men working for the air force supplied information to the third man for cash. Following Sunday’s brief hearing, the Philippines ambassador to Qatar, Wilfred C. Santos, said the reduction in sentences was “welcome� but a further appeal may take place. “We welcome this development and we will continue to monitor the case,� he said.

“We are willing to exhaust all legal avenues.� Manila has “emphatically� denied spying on Qatar. All three men have been detained since 2010. The case has raised concerns among rights groups, which question the convictions and allege the three men have been tortured while being detained. Amnesty International alleges Lopez Ulep spent four years in solitary confinement and was convicted “on the basis of a ‘confession’ he was forced to sign, even though it was written in Arabic and he could not read it�. Ahead of Sunday’s hearing, Amnesty released a blog from the 17-year-old daughter of Lopez Ulep, who said her father was dragged away from their Doha home in April 2010 and the family have not seen him since. She said investigators took laptops, photos and the family’s savings hidden in a safe. The teenager, who is now in the Philippines, urged the Qatari authorities to release her father and “return what they took from us for the past five years�. Santos said Manila knew about the allegations of torture. “We are aware of these and are taking note of this,� he said. Relatives of the defendants were also at court but refused to comment afterwards.

15 wounded in mosque attack at PHL police camp Jolo, Philippines (AFP) Saturday 5/30/2015 – Fifteen people including 10 police officers were wounded in an attack on a mosque at police camp on a remote Philippine island long plagued by Islamic militancy, officials said Saturday. Successive blasts targeted the mosque inside Camp Kasim on the island of Jolo early evening Friday – an initial grenade attack followed by a bomb explosion less than 10 minutes later that was intended to target police who rushed to the scene, local authorities said. “It seems the (first) explosion was set up to draw responders as the target,� the provincial police chief Senior Superintendent Abraham Orbita told reporters. Rosalyn Aya-ay, a shopkeeper and policeman’s wife, said she found her husband sprawled on the ground after the first explosion and took him to the camp hospital, though he was not seriously injured. “When I returned I found my two

daughters wounded by the second blast. I was scared and I had a hard time finding an ambulance to carry them,� she told AFP. No group has claimed responsibility for the attack, which occurred inside the sprawling provincial police headquarters in the provincial capital of Jolo, a mainly Muslim island in the south of the predominantly Catholic Asian nation. Chinese national gets double life for drug trafficking MANILA, June 2 (Mabuhay) – The Paranaque City Regional Trial Court (RTC) sentenced a Chinese national of double life imprisonment almost three years after he was arrested for selling and possessing illegal drugs in the city. Benny Chua Ang was arrested on October 12, 2012 by the PNP Anti-Illegal Drugs Special Operations Task Force (AIDSOTF) in a sting operation at the parking lot of a mall in Barangay Tambo, Paranaque City, after selling a kilogram of shabu worth P3 million to a police undercover agent inside his vehicle. AIDSOTF chief Police Senior Superintendent Benjamin Lusad said the arresting team had to force Ang outside his vehicle after he pushed and kicked the undercover agent out upon sensing that he was transacting with law enforcement authorities. In a 19-page decision, Judge Danilo Suarez of ParaĂąaque RTC Branch 29 ruled that “the prosecution has established its cases against the accused Benny Chua Ang, with moral certainty, proven the existence of elements of the offense charged and that the corpus delicti was properly established and preserved.â€? The arresting team also found another three kilograms of shabu contained in red foil packs which were labeled as Chinese tea inside Ang’s vehicle. Aquino: China should rethink reclamation in disputed areas

MANILA, June 3 (Mabuhay) –President Benigno Aquino III on Wednesday urged China to reconsider its reclamation efforts in the South China Sea, saying these activities escalate tension in disputed territories. In a briefing with Japanese reporters during his state visit to Japan, Aquino said China should rethink if its effort to build artificial islands in contested waters contribute to the stability of the region. “Perhaps they should re-examine all of these efforts and see if all these are necessary given the increasing tensions that are happening because of these activities,” Aquino said. The Philippine leader further welcomed statements from the international community against Chinese reclamation activities, including the one coming from US President Barack Obama. Obama on Monday urged regional powers, particularly China, to respect the law and stop “throwing elbows” in dealing with the sea dispute. “If every country has chosen to remain silent on this particular issue, perhaps that may have encouraged them to even accelerate the reclamation efforts,” Aquino said. The Philippines, which calls the disputed areas the “West Philippine Sea,” has already sought international arbitration before a Netherlandsbased tribunal to nullify China’s massive claims over South China Sea. Beijing, however, has refused to participate in the arbitration proceedings, insisting instead on bilateral talks to settle the dispute. China uses the so-called “nine-dash line” to assert ownership of almost the entire South China Sea, while the Philippines uses the United Nations Convention on the Law of the Sea as basis for its claim. To that end, there should be an immediate and lasting halt to land reclamation by all claimants,” US Defense Secretary Ashton Carter told a high-level security conference in Singapore. “We also oppose any further militarization of disputed features,” he said, stressing that US forces would continue entering what he called international waters and airspace in the tense region. Carter added that “with its actions in the South China Sea, China is out of step with both the international rules and norms”. Draft report vs Binays not railroaded, says Drilon MANILA, June 2 (Mabuhay) – Senate President Franklin Drilon denied on Tuesday the opposition’s claim that the subcommittee draft report that recommended the filing of plunder charges against Vice President Jejomar Binay was railroaded at the Senate. to overcrowding as a priority,” Jabbour said. To meet its international treaty obligations, the SPT asked the Philippines to enact “as soon as possible” a law that will establish an effective national independent monitoring body for people in detention, known as a National Preventive Mechanism (NPM). Manila should already have an NPM in place as early as April 2013, it said. “An effective, independent and well-resourced National Preventive Mechanism will be crucial to prevent torture and ill-treatment and to improve conditions of detention through a system of regular visits,” Jabbour said. Among the places the experts visited during their 10-day mission in the Philippines were police stations, pre-trial facilities, prisons, a juvenile rehabilitation center, correctional institute for women and a psychiatric hospital. Grace Poe cannot be disqualified from next year’s elections based on her residency status since she was born in the Philippines. It would be plainly ridiculous for a candidate to deliberately and knowingly make a statement in a certificate of candidacy which would lead to his or her disqualification.” In a 2012 decision overturning the Comelec resolution disqualifying petitioner Rommel Jalosjos from the governorship of Zamboanga Sibugay, the Supreme Court said that “(t)here is no hard and fast rule to determine a candidates compliance with residency requirement since the question of residence is a question of intention. Still, jurisprudence has laid down the following guidelines: (a) every person has a domicile or residence somewhere; (b) where once established, that domicile remains until he acquires a new one; and (c) a person can have but one domicile at a time. I expect Duterte’s ratings in the next poll surveys to go up, particularly with the possible disqualification of neophyte Senator and presidential wannabe Grace Poe due to lack of Philippine residency requirement. I do not expect Binay’s ratings to go higher, even with the possible withdrawal of Poe. I believe that voters who have been favoring Poe over Binay will now throw in their support to Duterte. I also expect Duterte to be the adopted candidate or official candidate of LakasCMD party. I also expect Duterte to lure former Congressman and DND Secrertary Gilbert Teodoro to come out from retirement and run as his vice presidential candidate. Ultimately, I think Binay will eventually withdraw from the presidential race because of his inability to justify his vast ill gotten wealth he allegedly acquired through anomalous government contracts while Makati Mayor for many years. His wife, Dra Elenita Binay, also former Makati Mayor, recently told the media that she wants VP Binay to abandon his presidential ambition because of the negative publicity the family has been getting for the past several months. US teens change behavior after searching health info online Tuesday June 2 2015 (Miami-AFP) – One in three American teenagers have changed their behavior after looking up health information online, according to a major study on adolescents and technology released on Tuesday. Of 1,156 US teens aged 13 to 18 years old surveyed, 84 percent said they have used the Internet to seek out health information. When asked where they got “a lot� of their health information from, the leading answer was their parents, followed by health classes at school and doctors or nurses, said the findings by Northwestern University researchers, contained in the report “Teen, Health and Technology: A National Survey.� The Internet ranked fourth as a source of health information for teenagers but was the top media source, far surpassing books, radio, newspapers or magazines in popularity.

The Internet was “almost on par with doctors and nurses,� said the study, noting that 25 percent of teens said the Internet was their top source of health information and 29 percent said doctors or nurses. Unlike adults who tend to search mainly for diagnoses to health problems online, teenagers tended to seek out information on preventive measures and healthy behaviors, said the study. Just over half (53 percent) said they used the Internet to search for health information related to a class assignment. Forty-five percent said they searched for preventive health reasons, and 33 percent said they used it to try to figure out what was wrong with them when a health issue cropped up. Digital health tools, including apps, wearable devices or websites, were influential in changing teens’ behavior, the report said. “A total of nearly one in three teens

Stress and anxiety were searched for by 19 percent of respondents. Sexually transmitted diseases and puberty were next at 18 percent, followed by depression and other mental health issues (16 percent), and sleep (16 percent). The most common method for searching was simply Googling, the study found. “Teens rely heavily on search engines when looking for health information, and especially on whatever site pops up first in their searches,� said the report.

Bonta Bill to modernize the state victim compensation program ok’d AB 1140 protects victims of domestic violence, children, rehabilitated individuals, and victims of online crime

(SACRAMENTO, CA) - Assemblymember Rob Bonta (D-Oakland) announced today that his bill to modernize the California Victim Compensation Program passed the Assembly with strong bipartisan support (78-0). “AB 1140 modernizes the California Victim Compensation Program to more fairly care for victimized children and adults in California,” explained Bonta. The California Victim Compensation and Government Claims Board (board) administers the California Victim Compensation Program (CalVCP) to compensate victims of specific types of crimes through the Restitution Fund. Existing law sets forth the various eligibility requirements and limits on the amount of compensation the CalVCP may award. Bonta explained that the bill contains balanced and common-sense changes to what is considered an outdated program. “The CalVCP framework was developed several decades ago and has not been thoroughly revised since that time. To address some of the outdated restrictions and the need to modernize the program, the board conducted a Statute Modernization Project, bringing together various stakeholders to make recommendations on updating the program to better serve victims. AB 1140 implements many of those stakeholder recommendations, including several intended to soften restrictions preventing victims of domestic violence and persons on probation or parole from fully participating in the program.” For example, current law restricts compensation to persons on probation or parole and those who have participated in a crime that resulted in their injuries. AB 1140 would delete those restrictions and allow compensation unless the person is on probation or parole for a violent crime or is a sex offender and allow compensation to those who participated in a crime unless the crime was a felony. Current law restricts compensation of victims of domestic violence if the victim fails to cooperate with law enforcement or report the assault in a timely fashion. AB 1140 would update the law to comport with current understandings of domestic violence and the many reasons a victim may not immediately report or cooperate. To keep up with changing crimes and technology, the bill would include online harassment as a compensable crime and allow compensation to a minor who sustains emotional injury as a direct result of the distribution of pictures or video of sexual conduct. “AB 1140 makes the program stronger, is reflective of a collaborative effort of all stakeholder groups, and will make California better able to meet the needs of crime victims,” Bonta concluded. The bill is supported by the California Victim Compensation and Government Claims Board, Policy Link, the Alliance for Boys and Men of Color, the Alameda County District Attorney, YouthALIVE!, Legal Services for Prisoners with Children, and the Crime Victims Action Alliance. There is no opposition. Assemblymember Bonta represents the 18ã« Assembly District, which includes the cities of Oakland, Alameda, and San Leandro. Bonta Chairs the Assembly Health Committee; the Public Employees, Retirement, and Social Security Committee; and the Select Committee on the Status of Boys and Men of Color.

California water consumption drops Los Angeles, United States (AFP) Wednesday 6/3/2015 – Water consumption dropped 13.5 percent in California in April compared to the same month in 2013 before water saving measures went into effect, as the western US state fights a debilitating drought with mandatory cuts. The decrease is far less than the 25 percent conservation rate ordered by Governor Jerry Brown, though still much higher than in previous months, according to the State Water Resources Control Board. But the figure fails to show the uneven consumption between different areas, with some regions showing big drops while others such as El Segundo saw a 35 percent increase in its water use. “While these results are a step in the right direction, there are still too many lush landscapes where irrigation must be reduced to meet the 25 percent statewide reduction mandate,� State Water Board Chair Felicia Marcus said in a statement. “We see conservation gains in all

regions of the state, but we don’t know whether it was because of cooler weather or concerted action.� Los Angeles has launched surcharges that double normal water prices for clients who do not respect 30 percent mandatory cuts in three zones, including the affluent beach city of Malibu where many stars’ luxurious homes are located. Residents of Malibu have been asked to participate in further water cuts of 36 percent. “The real test will be what happens as we move into the hot and dry summer months, when we need to keep the sprinklers off as much as possible,� added Marcus. Cuts between an 11 month period between June 2014 and April 2015 amounted to a 9 percent drop. 2013 is used by the water board as a baseline year for water use comparison because it is before emergency water conservation measures began in the state.

Red Cross Los Angeles deploys more volunteers to texas flooding relief effort Los Angeles, CA (June 1, 2015) – The American Cross Red Los Angeles Region has deployed five volunteers to Texas where severe weather and flooding have forced residents from their homes. Sam Burgess of Pasadena will be working in sheltering; Helen Brooks of Claremont and Mimi Teller Rosicky of Redondo Beach will be working in client casework; Laura Warriner of Santa Clarita will be working in disaster mental health; Normando Fajardo of Carson will be working in feeding. Including the four volunteers deployed last week, the Los Angeles Region has deployed a total of nine volunteers. The rain has finally stopped in Texas but flooding is still a danger as rivers continue to rise. Officials estimate about 8,000 homes are affected. Thousands have

lost everything and the American Red Cross is with them, providing food, relief supplies and comfort. • More than 155 people spent Sunday night in 13 Red Cross shelters in Texas. Since early May, the Red Cross has provided more than 2,000 total overnight shelter stays. • The Red Cross has had more than 2,100 workers in Texas providing shelter, meals, relief items, health services and emotional comfort. • 45 Red Cross emergency response vehicles are traveling through the impacted communities, distributing food, water and more than 47,000 relief supplies. • Red Cross mobile kitchens are preparing meals and workers have served more than 63,000 meals and snacks.

PHL jumps nine spots in rule of law index WASHINGTON, DC – The Philippines jumped nine places in the recently published 2015 Rule of Law Index (ROLI) by the World Justice Project, making it one of the most improved countries in terms of global rankings. The Philippines ranks 51st out of 102 countries on the ROLI, a significant jump from last year when the country ranked 60th out of 99 countries. This makes the Philippines the most improved among ASEAN member nations. Ambassador Jose L. Cuisia, Jr. welcomed the good news and underscored the Philippines’ advocacy for the primacy of the rule of law. “The Philippines believes that the rule of law is a key to advancing human civilization. Peace, security and stability in domestic and international societies are ensured by the members’ adherence to codified norms and rules,” said Ambassador Cuisia. The envoy also cited efforts of the Aquino Administration to enhance transparency in the government and control corruption.

He said, “Although there is work left to be done, I believe we are on the right track and I am hopeful that these positive developments will continue.” Members of the international community have lauded the improvement made by the Philippines. During the ROLI publication release, American Bar Association Rule of Law Initiative Director Elizabeth Andersen highlighted the Philippines as one of three countries considered as rule of law “success stories.” She cited certain judicial and policy reforms such as the Department of Justice’s court automation initiative and governmental efforts geared towards helping remove the country from the Intellectual Property Watch List. The World Justice Project defines the rule of law based on four universal principles derived from internationally accepted standards. These are 1) accountability under the law; 2) clear, publicized and stable laws; 3) accessible, fair and efficient enactment of laws; and 4) timely delivery of justice.

International travel could spread harmful plant disease SACRAMENTO, Calif. – May 11, 2015 – The continued global spread of a plant disease called Huanglongbing is putting citrus trees throughout the world in danger, and California agriculture officials are asking residents to take precautions when traveling to ensure the disease doesn’t kill trees in California. Huanglongbing, also known as citrus greening disease or yellow dragon disease, is fatal for citrus trees. Once a tree is infected, it will die and there is no cure. Symptoms of the disease include blotchy, yellow leaves, deformed fruit that doesn’t ripen, and excessive fruit drop. Trees infected with Huanglongbing will die and must be removed to protect other healthy trees nearby from contracting the disease. “Can you imagine a world without citrus trees? No mandarins, lemons, limes, kumquats or other vibrant fruit to add color and flavor to our meals – that’s a sad picture for California residents who are accustomed to growing fresh citrus fruit at home,” said Victoria Hornbaker, citrus program manager with the California Department of Food and Agriculture. The disease has been present in China for nearly 100 years but increases in international travel have allowed the disease to spread throughout the world, including South America, North America and throughout Asia. In the U.S., the disease runs rampant through Florida citrus groves and has been found in other Southeastern states and Texas. California had one con-

firmed case of the disease in a tree in Los Angeles County, and agriculture officials in the state now run an aggressive program to stop the spread of the disease and protect the citrus trees that have grown in California for decades. To limit the spread of the disease, the Citrus Pest & Disease Prevention Program asks people traveling in and out of California to not transport citrus fruit, leaves, rootstock, budwood or whole citrus plants. “The seemingly harmless act of bringing a clipping of a citrus plant home as a souvenir could have dire consequences for citrus trees throughout California,” said Hornbaker. Residents are also asked to inspect the citrus trees on their property regularly. Photos of disease symptoms are available at CaliforniaCitrusThreat.org and a free hotline has been set up to report potential signs of the disease: 800-491-1899. Early detection of the disease will help protect other trees nearby and the community’s citrus as a whole. Huanglongbing is found throughout the world, including Afghanistan, Brazil, China, India, Indonesia, Malaysia, Mexico, Myanman, Pakistan, the Philippines, Saudi Arabia, Sri Lanka, Taiwan, Thailand and Vietnam. International travelers are asked to not bring any part of citrus fruit or plants back into the United States. US auto regulator admits failures in GM deadly ignitions case Washington, United States (AFP) Friday 6/5/2015 – US auto safety authorities admitted Friday to having missed key clues that could have led them to take action on faulty GM ignition switches, which are blamed for more than 100 deaths. In a new report into why it took more than a decade, until one year ago, to recall cars with the deadly ignitions, the National Highway Traffic Safety Administration reiterated that GM itself had hidden some of the information needed to accurately assess the problem. But it also faulted itself for not understanding important aspects of airbag technology and the link to the ignitions. And it admitted that it had ignored ultimately accurate theories on why airbags were not deploying in accidents involving GM cars that would have allowed it to take action years earlier. Referring to a police report on a fatal 2006 Chevrolet Cobalt crash in Wisconsin that raised the ignition-airbag link, the agency said: “While it is clear that NHTSA was aware of an airbag non-deployment issue, and actively sought a root cause, alternate findings presented by other sources were discounted or not fully investigated.”

Chicago, United States (AFP) Tuesday 6/2/2015 – US auto sales accelerated in May to their fastest pace since 2005 as easy credit and low fuel prices lured buyers into showrooms, industry data showed Tuesday. Total industry sales rose 1.6 percent compared with May 2014 while the sales pace came in at an adjusted, annualized rate of 17.9 million vehicles, according to Autodata. That’s up sharply from a pace of 16.5 million in April and the highest rate since employee pricing incentives at the Detroit Three pushed the pace to 20.1 million in July 2005. While the sales pace was slightly inflated by a quirk of the calendar – there were five weekends this May along with the Memorial Day holiday – analysts said it remains good news for automakers and the economy as a whole. “This illustrates the underlying strength of our industry,” Ford economist Yong Yang said in a conference call. “As the economic conditions continue to improve throughout 2015, we expect this strong industry performance will be solidified.” Given rising housing prices, a strong stock market, low interest rates and ongoing pent-up demand, 2015 sales could surpass the record 17.3 million new vehicles sold in 2000, said Karl Brauer, senior analyst for Kelley Blue Book. And automakers ought to be able to turn a healthy profit as consumers open their wallets for upgrades and pricier models. “With the national average price of gasoline down nearly a dollar per gallon on average from one year ago, truck and SUV demand remains strong, elevating average transaction prices, especially for domestic automakers,” Brauer said. “We also saw incentives spending remain nearly flat in May, which shows the strength of the overall new-car market.” Dealers took advantage of the early Memorial Day weekend to boost advertising and “consumers clearly responded,” said Jessica Caldwell, an analyst with car shopping website Edmunds.com. “We saw a good number of zero-percent (financing) deals throughout the month, Caldwell said. “Eased credit conditions continue to make it attractive for car buyers looking to finance their purchase.” General Motors posted its best May since 2007 as sales rose three percent to 293,097 vehicles. Chrysler posted its best May results since 2005 as sales rose four percent to 202,227 units. Ford sales declined one percent to 250,813 when compared with May 2014, but the second largest US automaker said demand was strong for its newest products. Ford announced plans Monday to cut its traditional summer shutdown in half to just one week at six of its plants in order to build an extra 40,000 units of its most popular trucks and SUVs: the F-150, Edge, Escape and Explorer. Toyota sales were flat at 242,579 units. Honda sales rose one percent to 154,593 vehicles in May.

Sales of the all-new Ford Edge established a May sales record, with sales up 34 percent and turning in just 13 days on dealer lots. The 2016 Explorer went on sale in May, and retail sales increased 24 percent. Explorer is America’s best-selling mid-size utility with its best May retail sales results since 2004. “We continue to see strong consumer demand for our newest products, including Edge, F-150, Mustang, Transit Vans and Lincoln MKC,” said Mark LaNeve, Ford vice president, U.S. Marketing, Sales and Service. “Our all-new F-150 is still turning on dealer lots in 26 days against tight supply, and F-150 average transaction prices set a record in May, as customers continued buying a rich mix of high-series pickups.” F-Series, America’s best-selling truck, had sales of 61,870 pickups on tight supply, as the second F-150 facility – Kansas City Assembly Plant – ramps up to full line speed this quarter. Inventory continues building as the plant comes fully on-line. Transit vans helped deliver Ford’s best May performance for commercial vans since 1978, with 20,655 total commercial

vans sold last month. Mustang sales increased 39 percent in May, with 13,616 cars sold. Year-to-date, Mustang sales are up 55 percent, with a 116 percent increase in southern California, America’s largest sports car market. The 2.3-liter EcoBoost I4 engine is now that market’s best-selling Mustang engine. Lincoln retail sales were up 10 percent, with 8,152 vehicles sold in May. Lincoln MKC sales totaled 2,289 vehicles, while Lincoln Navigator sales increased 50 percent, with 1,046 vehicles sold.
