Alleged bribery in Lesedi ranks An alleged bribery scandal, possibly involving a councillor and some officials of Lesedi Local Municipality in the granting of a security tender, has raised angry voices in Heidelberg security circles. An amount of plus minus R240 000 was allegedly involved as a bribe to favour a specific company who tendered with others for the contract. Mr. Banzi Majola, acting Municipal Manager of Lesedi last week reacted by saying that the council has not yet received any formal complaints involving bribery from the aggrieved parties. “We are waiting in anticipation for that submission, and we hope it will be coupled with substantial evidence to prove its authenticity. Otherwise I don’t see how rumours will assist this municipality to get to the bottom of this case. The case in itself is criminal in nature and it needs to be treated as such; therefore, as soon as we receive all
the evidence, we will refer it to the criminal justice.” The Municipality did however receive a written complaint which had been issued too late. An aggrieved party is legally entitled to give written notice of his or her complaint within fourteen days after the decision has been communicated. The municipality then has to react to the dispute within sixty days. “The municipality only received submissions one month and seven days after the decision had been formally communicated. The objection can therefore not be further assessed,” Majola said. The successful company in the midst of the row allegedly opened its doors in Heidelberg quite recently. The matter came to light when the councillor allegedly refused to share the money received of R240 000 with one or more of his “partners”.
The suspicion exists that information regarding the other tenders was leaked to put the eventually successful company in a favourable position. Majola says to give out classified information including the prices to the tenders with the intention to put them in a favourable position, is fraudulent exercise and a serious offence.” It cannot be tolerated. We only award a tender to a person who scored the highest procurement points.” The matter has been discussed for some months at Lesedi council meetings.

The DA, by mouth of Adv. Gerrit Coetzee, inter alia, raised its concern and requested that the matter be investigated. Majola says Coetzee’s question will be dealt with at the next council meeting. Some of the unsuccessful tenderers also approached Majola to discuss matters with him. As far as could be ascertained, one of the unsuccessful companies is considering obtaining an interdict from court, prohibiting Lesedi to proceed using the services of the “successful” tendering company.
