The word “escondido” is a Spanish word meaning “hidden.” In the language of the Diegeno, a.k.a. the Kumeyaay Native Americans, they called our locale “Eskondiid.” However, the Luiseno tribes, who were among the earliest inhabitants of Escondido, called this region “Mehel-om-pom-pavo.”
Historically, the word “escondido” appears to be a verbal football of sorts in regards to its historicity. Different sources give different origins of “Escondido.” Some sources even claim the word refers to aqua escondido, meaning “hidden water,” while still other sources say it meant “hidden treasure.” I was about to find out that the meaning “hidden treasure” was a most appropriate namesake for our city. I was about to learn of one of Escondido’s hidden secrets and treasures; a virtual mother lode of information that would be of great interest to our various Escondido historical entities, such as our city’s cultural and anthropological experts and curators of museums. A secret that would fit well within our schools’ curriculum and history books!

My phone rang and when I answered I was totally unprepared for what I was about to hear. The person on the other line was none other than Mr. Vinnie Griffin, proprietor of one of the most popular bistros in all of Escondido called Vinz Craft Bar & Restaurant, located at 201 E. Grand Avenue, on the corner of Grand and Kalmia Street. After what Vinnie told me over the phone, well, you could have knocked me over with a feather! I finally sat down with Vinnie to get the whole incredible story. It was explosive historical news!
It seems when Vinnie first bought the Deli back in 2000 (before it expanded to the present Vinz Craft Bar & Restaurant) he got more than just a business – he inherited an alleged slice of Prohibition history! Beneath the structural site of his Deli was once a secret underground city of sorts, long covered over with cement and floor board. The year was circa 1977 when a startling discovery would be made when a hole in the kitchen area was first noticed by the previous proprietor at the time, 23 years before Vinnie Griffin would become the eventual 6th owner of the present site.
The hole in the kitchen area led to a suspected underground speakeasy, allegedly from the Prohibition Era! Uncovered in 1977, beneath the current structure, were card tables, bottles of booze and beer glasses, all as if left frozen in time! Escondido police detectives were brought in to investigate and another shocking discovery was made. A secret underground tunnel from the alleged speakeasy area ran under the alleyway to an above-ground building that Vinnie now believes was a brothel at the time!

was a place to go,” Vinnie suspects. As far as the physical evidence left behind, such as the liquor bottles, gambling cards on tables, etc. “The police took it all,” Vinnie said. “I sure would like to know about everything they found down there and what happened to it,” Vinnie reflected.
To recap, at the time of these discoveries back in 1977, Vinnie Griffin was just a young teen, age 17, and completely unaware of these proceedings. Over two decades after the fact, when Vinnie became the new owner (in 2000), did he learn of these fascinating antecedents.
Prohibition in the United States was a ban on the production, importation, transportation and sale of alcoholic beverages that remained in law from 1920 to 1933. San Diego County had its own notorious rum-runners and other bootleggers that serviced Escondido residents who chose not to remain “dry,” along with the rest of America, during

the prohibition years. This “defiant thirst” kept the illegal speakeasies and forbidden alcohol as a viable underground business. This was evident when four large boats were caught carrying alcohol off the Southern California coastline in the mid-1920s. Some of that confiscated alcohol was ostensibly earmarked for the Escondido area. The San Diego Union reported at the time: “Rum Runners Said to Have $2-Million Worth of Refreshments on Board.” That’s a lot of San Diego booze, especially when one realizes that $2-million worth of alcohol translates to almost $27-million in today’s 2017 currency! Due to the public’s irrepressible urge to consume illegal alcohol, several speakeasies thrived, unnoticed, in Escondido and other North San Diego County areas. Ostensibly, Escondido was a relatively hidden area during the Roaring Twenties, 30 miles north of San Diego, in a shallow valley and ringed by several
hills – a perfect secluded area for illegal activities. Though one of the oldest cities in San Diego County, the area of Escondido -- with its modest population of only 3,400 residents in 1925 – was an ideal “get-away” place for mobsters, bootleggers, and other nefarious individuals who chose to stay below the radar of law enforcement officials.
Prohibition was the golden era of notorious gangsters such as Al “Scarface” Capone, Frank Costello, Charles “Lucky” Luciano, and Frank “Bomp” Bompensiero whose early career in San Diego County dates to the 1920s. Bompensiero was in charge of all of the Los Angeles family’s interests in San Diego’s Metropolitan areas, which included Escondido. No San Diego region Bompensiero’s influence.

gressed any of his San Diego County domain, Bompensiero would make certain they took a “dirt nap.” Bompensiero was the ultimate “hitman.” Jimmy Fratianno, a close associate, once said that Bompensiero, “Had buried more bones than could be found in the brontosaurus room of the Museum of Natural History.” Vinnie told me he strongly feels there was this same “wiseguys” or “good fella” organized crime presence here in Escondido that he refers to as “The Good Ol’ Boys Club.” As Vinnie related to me, “It was no great surprise to me (that the previous owner uncovered the alleged speakeasy) because we all know that there was this kinda Good Ol’ Boys Club-thing going on here.”
Except for the overly-naïve, organized crime flourished in San Diego County, and Escondido was certainly not immune to this influence. Prohibition was a long-tentacle octopus which often dragged noted officials and law enforcement down into the murky waters of scandal. It already happened in San Diego in 1929 when an illegal alcohol ring was uncovered with alleged ties to the City Mayor, the Chief of Police and the American Legion! According to courtroom testimony at the time, the bootlegger confessed: “I knew it was customary for the authorities to look the other way (when illegal booze was supplied) especially when large conventions came to town.” At such large gatherings, conventioneers obviously wanted to imbibe. According to further testimony, Police Chief Arthur Hill, allegedly, told a member of the liquor ring: “I am not going to bother the

The Prohibition scandal ran deep in San Diego County. Court documents reveal that Mayor Harry C. Clark, allegedly, had covert plans to even return the confiscated liquor back to the 14-member liquor ring, especially after he was given a reminder as to the source that funded his mayoral campaign. Interestingly, in the end, charges against the mayor and police chief were completely dropped!
Ostensibly, a lot of this illegal booze made its way north to Escondido where the ‘wiseguy’ element here were complicit and serviced clandestine hideouts, such as speakeasies. The San Diego scandals and drama continued in 1930 when a small boat was discovered off Coronado with a stash of 138 cases of hooch – along with two dead rum-runners.
Supposedly, some of that high-contentalcohol rum off Coronado was destined for parts of Escondido. On May 12, 1925, the San Diego Union reported, “It is believed that the bulk of the rum fleet will arrive in southern California waters, literally flooding this part of the state with booze of all descriptions.” Literally flooding parts of San Diego County with booze, as reported by the San Diego Union, certainly included Escondido.
The discovery of an ostensible secret Prohibition-era speakeasy 40 years ago beneath the floorboards – prior to Vinnie Griffin’s current Escondido establishment -- is not the first time such a thing has happened. Those of us who are a bit older often look back on our lives and smile, maybe even chuckle a bit, at the memories of our early years together. More often than not, it was a struggle. But, if you think back on it, those struggling years are often some of the more precious memories. It was a challenge, making ends meet, and, by golly, we gone and went and done it! Along the line, we sometimes did dumb things . . . but we now look back on the episode(s) and smile. We also learned from the experience(s).
As newlyweds, we lived in a second floor apartment in Omaha, near 48th and Underwood. Our landlady was Irene. Both Irene and the house in which the apartment was located are long gone. A newer, big, beautiful apartment complex is there now. Our apartment was a front bedroom, a living room, hall, kitchen, bath, and
dates back to the 1930s and, like Vinnie Griffin’s suspected subterranean speakeasy, scores of empty beer glasses were found, undisturbed, as in a timewarp. The uncovered British pub is known as “The Green Man” and covers the underground area stretching the length of four stores that are topside at the Carillon Court Shopping Centre! (This, despite the fact that England (as an entire country) did not have a Prohibition Era as America did.)
In Escondido, this relatively recent ‘find’ (back in 1977) of a suspected speakeasy hidden beneath a portion of Escondido’s now thriving Vinz Craft Bar & Restaurant has left a good taste with erstwhile New Yorker, Vincent Joseph Griffin, born under the sign of Scorpio and now in his mid-50s. The Long Island Italian-Irish transplant told me he is now entertaining the notion of having a special “Speakeasy Night” at his alreadypopular establishment!
Vinnie knows how to turn a dollar, and his “Speakeasy” notion just may payoff in spades for him. But for Vinnie, it’s not all about making money – it’s about making people happy and serving up great food and wines for his happy customers. “We serve 50 different wines by the glass,” he told me with flashing dark eyes and a ready smile and noticeable pride in his voice.
Vinnie has every right to feel proud; he and his wife, Michelle, have found a gold-nugget of success, right here, in Escondido – right above a suspected, once-forbidden, secret speakeasy, from the Roaring 1920s. Vinz Craft Beer & Restaurant, a.k.a. Vinz Wine Bar, is a favorite place of mine and offers a beer garden, a wine tasting room, reserved dining area, occasional entertainment, and a most delectable and varied menu. You can learn
stairs. That was it. It was home. Cozy. And it cost a whole $65 a month in rent.
My ex worked for Mutual of Omaha, I worked for Omaha Public Power District. With my contacts within OPPD and the various appliance stores with whom we dealt, one of my "buddies" arranged for me to get a really good deal on a washing machine. I think I paid $50 for it, delivered. It was the old roller type washer. A big tub in which the agitator rested and in which you washed the clothes . . . then a rig with two rollers through which you processed the clothes to squeeze the water out. I think it may have had a hand crank to process the rollers. I don't quite recall now.
It was a surprise gift to my unsuspecting wife. It would, I thought, make her job easier, doing the laundry. I guess I was probably one of the most thoughtful, considerate husbands ever. And it only cost me $50. When my new bride came home, I told her I had a big surprise for her. I escorted her to the bathroom, for that was the only space large enough to accommodate the rather bulky washing machine, and that had access to both electricity and hot and cold water ... I opened the bathroom door, held my arm and hand out, just like Moses probably did a couple thousand years ago, and said . . ."Behold!" I probably had a big ol' proud smile on my face. THE HIDDEN CIRCUS. Escondido is laden with hidden treasures that are little known or not known at all. One of these Escondido treasures which the entire family can enjoy (and even participate in) is called “Trapeze High,” and believe it or not, it is the only Flying Trapeze and Circus Arts Schools in all of San Diego County, and among only a handful of such schools in the entire United States! In short, your entire family can enjoy -- as a one-time experience, or as a regular member -- what it is actually like to fly high in the air like Icarus of Greek mythology. As their website explains: “Participants, age 7 years and older learn to swing, fly and catch under the coaching of trained instructors. Safety lines, a body harness, and of course ALWAYS a net will allow you to fly through the air with the greatest of ease.” Wow, is this one of the best-kept secrets or what?
And for those who are health-conscious, such physical enjoyment and exercise can get you into the best shape of your life, according to the staff at Trapeze High. So, if the childhood dream of running off to join the circus still tugs at your heartstrings, this is your chance to check that puppy off your bucket list.
Owners, David Ayers and wife, Lindsay Van Voorhis, started this most amazing Escondido circus experience back in 2002. I spoke with David Ayers and found him to be a most fascinating study unto himself. “I used to be very afraid of heights,” he told me. “I had a fear of going up staircases and even elevators. I confronted

gray contraption in front of her . . . looked at me. Looked back at the washer . . . . looked at me again and said . . . "You gotta be kidding! This a joke, right?"
Somewhat deflated I said . . . "well, no. I got a really good price on it . . . and I figured it'd make a really nice gift for you . . . and . . . and, you don't like it, do you?" Oh, she made a show of really appreciating my thoughtfulness . . . but "it really didn't fit . . nor did it meet our needs." The washing machine went back the next day. I got my $50 back.
Somehow, we remained married for 40 years.
We are still good friends . . . in spite of the washing machine debacle, and other episodes of dumb moves on my part . . . and in spite of having been divorced for about 16 years. The Gay Cowboy

that issue with the trapeze,” he said in a most serious tone of voice. “A lot of people think of the trapeze as an ‘extreme sport’ – it is not. It is very safe and doable for all ages, sizes, and genders,” he explained.
Perhaps the most powerful testimony on the safety factor, as well as fun on the trapeze and swing, is David Ayers’s remark that, “We have an 84-year-old grandmother who uses the trapeze up to 4 times a week!” Ayers’s love for the high-flying aerial experience cured him of his once-dreaded fear of heights (acrophobia) as well as his lengthy, excruciating back problems which once plagued him 24/7. The bonus to this story is that he met his wife, Lindsay Van Voorhis, via the trapeze. Life stories don’t get any better than that. The Trapeze High website further notes, “Part of the mission of the Circus Fund that has been established is to provide a healthy environment where low-income and at-risk youth can build confidence, resist negative peer pressure and learn to overcome the challenges of life.”
Aside from the obvious exhilaration which comes from such a high-flying experience, Trapeze High also offers lessons in juggling, acrobatics and other circus-related disciplines. Hidden Valley Kiwanis Club’s Annual Trout Derby This Weekend Saturday/Sunday, April 22-23rd is the Annual Trout Derby at Dixon Lake, 1700 La Honda Drive, Escondido, where the lake has been newly stocked with 4500 Rainbow Trout. There are 15 tagged fish, with a guaranteed $25 prize. Saturday the derby will run from 6am-6pm, and Sunday, 6am-4pm, at which time prizes will be awarded to fishing derby winners from the two days (adults and juniors), and drawings will be held for the opportunity prizes. The Kiddie Pond will be open, for ages 7 and under, from 10am12noon and 1-3pm, both days. I asked my good friend and Vietnam military hero, Carlos Ambriz, who shadowed me during this research adventure, what he thought of all this ‘high-flying’ activity at Trapeze High and if his war experience would galvanize his bravery for such an outing. Always the jokester, Ambriz replied: “I’d like to take the juggling class when I’m ready to fill out next year’s taxes!”
ICEPLEX. (Formerly known as “Iceoplex.”) It is truly amazing how many Escondido residents can spend almost their entire lives in this North San Diego County region and, yet, know very little about the exciting things to experience here! I was literally shocked to find out that many people did not even know about the existence of Escondido’s Iceplex, let alone contemplating enjoying its facilities! Located at 555 N. Tulip Street in Escondido, Iceplex is a beautiful iceskating rink which offers skating classes, hosts birthday parties, and even has a fitness center complete with swimming pool and recreation room. The application for a 20-unit timeshare project known as the Carlsbad Boat Club & Resort lost its bid to build on the Agua Hedionda Lagoon died as a result of the Carlsbad City Council denying the proposal.
The proposal had met all city and California Coastal Commission requirements but so much controversy developed around the proposal by neighbors in the area that the council felt it was incompatible with nearby residents; the vote was 3-2 with Councilmen Michael Schumacher and Mark Packard supporting the proposal. Project applicants James Courtney and partner Michael Pfankuch have been working with the city and the California Coastal Commission for 15 years to find an acceptable project for the site. Plans now are unknown.
The two men have owned the property — along Adams Avenue on the northern shore of the lagoon — since 1985. The 1-acre lot is the only one in the area that’s still zoned for commercial recreation, and the Coastal Commission staff has said it should stay that way.
Carlsbad’s city staff initially recommended the project be approved, saying it met all city requirements, and that the road could handle the small amount of additional traffic.
City Council members, however — like the Planning Commission earlier this year — were swayed by the arguments of nearby residents who opposed to the project.

May of you are also aware that I was the concessionarire at “Lyle’s at Dixon Lake” for 27 years.
Put those two facts together and you can understand why I’m such a big booster of this year’s 20th annual Dixon Lake Trout Derby sponsored by the Hidden Valley Kiwanis Club. It runs this weekend, April 22 and 23rd, on Saturday from 6am to 6pm and on Sunday from 6am to 4pm, at which time all kinds of prize awards will be announced.

In other actions the council approved a pilot program to provide peak-season lifeguard services and more law enforcement on the city’s north beach, to cost no more than $300,000.
Oceanside Police Captain Arrested Domestic Violence Issue Captain Tom Aguigui of the Oceanside Police Department has been arrested on suspicion of misdemeanor spousal abuse. Following his arrest Captain Aguigui was briefly held in lieu of a $10,000 bail.
Aguigui is a 29-year veteran of the department and one of its highest ranking officers. He was arrested at his Fallbrook home last Wednesday and has since been released. He has been placed on restricted duty within the department. Escondido Police Foiled in Chase of Motorist
A House Fire Erupts in Vista Three Pets Rescued
$150,000 damage was reported in a house in Vista where two dogs and a tortoise were rescued. One of the dogs suffered smoke inhalation but was treated by firefighters and is expected to recover. The fire broke out on Sunday, April 9th, in a home on Manzanita Court near Woodland Drive, about 4pm, according to fire officials.
Fire investigators found an electrical problem caused the fire. The fire was contained to the attic, although water used to put out the blaze damaged some of the contents in the home, according to department officials. Escondido police tried to make a traffic stop near Centre City Parkway and 13th Avenue about 8:15pm on Monday, April 10th. The driver refused to stop and then led police on a brief pursuit before bailing from the car and ultimately escaped.
Dixon Lake will be closed to anglers from 7 p.m. Tuesday, April 18 through 6 a.m. Saturday, April 22 in order to maintain the trout stock prior to the 20th Annual Hidden Valley Kiwanis Charity Trout Derby.
Officers called in the sheriff ’s helicopter and set up a perimeter but were unsuccessful in locating him.
Rental boats also will be available, but fishing gear will not be allowed on boats. Signs will also be posted to remind visitors of the restriction.
The chase began near a strip mall parking lot near Felicita Avenue at Centre City then onto Escondido Boulevard. He abandoned the car inn an apartment parking lot near 15th Avenue and ran.
There will be no fishing from either the shore, the piers or from boats. Day use areas and the campground will remain open, and the concession stand will continue to supply visitors with food, drinks and sundries.

No adult fishing in the kiddie pond, please!
Permit prices for the derby will be $14 for adults and $10 for youth and seniors. Anglers under 8 do not require a permit. California State fishing licenses are not required at Dixon Lake. There is a $5.00 entry fee for vehicles entering the park on weekends and holidays, including derby days. Guests 60 or better are free. In order to provide a fun and productive derby, Dixon Lake will be closed to all fishing beginning at 7 p.m. on
Tuesday, April 18, and will re-open at 6 a.m. on Saturday, April 22.

The California Department of Public Health today warned consumers not to use certain skin creams that have tested positive for high levels of mercury. Mercury is a toxic chemical and regular or prolonged exposure can result in mercury poisoning.
The following products, La Tía Mána and an unlabeled cream, were recently tested and found to contain high levels of mercury. Both products were being sold by flea market vendors in California. Additional product photos are available on the CDPH website.

ELFIN FOREST. The Elfin Forest Recreational Reserve offers about 11 miles of hiking, mountain biking, and equestrian trails, as well as convenient picnic areas and gorgeous mountain scenery and wildlife. The almost 800acre Reserve is a beautiful place to explore with an elevation of 1,140-feet, affording viewers and hikers clear fresh mountain air and beautiful vistas, yet, many have never heard of this exotic piece of real estate! This, despite earning bountiful ink in newspapers (such as The Los Angeles Times), journals, and magazines. Urban legend has it that Elfin Forest is haunted by a mysterious Lady in White, though the park’s personnel tend to down-play the ghostly aspect, despite the fact that the story has found its way into various parts of the print media, such as newspapers and magazines as well as the internet. Nonetheless, a tiny number of people along the trails have reported being touched on their shoulders only to turn to see a mysterious woman in white, floating and passing through solid trees! The story traces to earlier years. Decades ago, Bill Barker, a former Volunteer Fire Chief for Elfin Forest, was allegedly quoted as saying that as many as 16 to 20 car crashes were reported in the area in past years and – more often than not – they were all blamed on the phantom Lady in White!

The native Northern Diegueno Indians (a.k.a. Kumeyaay) once inhabited this land, dating back some 9,000 years B.C. There is a strongly-supported theory that Elfin Forest was once a Native American burial ground, which is a most reasonable assumption with any aboriginal group which lived, flourished, and died in the same region for all those thousands of years. Though the ghostly stories are popular enough to be acknowledged by park personnel, it is officially down-played since it has never been proven – as is the case with most ghost tales.
Ghostbusting celebrity, Bill Murray, is no stranger to wandering through dark Escondido Parks at night, whether at Elfin Forest or other similar haunts. Several years ago, Escondido residents bumped into ghost-buster legend, Bill Murray, wandering around Kit Carson Park in the darkness, as if on a supernatural quest of some sort. After signing autographs for the locals at 1 a.m., off Murray went through the woods like a phantom, as one source described it. According to San Diego Magazine, Murray owned property in Pauma Valley. Escondido’s Elfin Forest is, certainly, known to Bill Murray. Regarding making another Ghostbuster movie, Murray had this to say: “No one wants to pay money to see fat, old men chasing ghosts.” I would.
Such ghostly happenings are not given serious thought from visitors to Elfin Forest today. Visitors are there to enjoy the natural surroundings, fresh air, and spectacular views. And to conduct themselves in responsible manner.
Elfin Forest is a Recreational Reserve in an un-incorporated rural community of San Diego County, located in the foothills of the Santa Rosa Mountains. The official geography is cited as southwest of Escondido proper with the following physical address of 8833 Harmony Grove Rd., Escondido, CA 92029. Daily operating hours during the summer are 8 a.m. till sunset, according to Jeff Anderson, Park Supervisor. I spoke with Anderson and he offered this helpful hint for visitors: “Carpool if at all possible due to limited parking spaces, especially during a busy weekend, otherwise your left to park on the shoulder of the roadway. Week days are not as crowded, but carpooling is still a wise decision,” Anderson told me. To learn more about Elfin Forest, you may call (760) 632-4222. Various comments on Yelp regarding Elfin Forest give a clear picture of the place: “So well-maintained with the double parking lots, trails, tables, benches, and even bathrooms.” Regarding the walking trails, and for dog-lovers, there is this helpful Yelp comment: “By far my favorite place to hike on the weekends. Trails are always clean & there’s a long flowing creek/river that is beautiful. Especially if you have dogs, they LOVE to swim and play before and after hikes.”
One Yelp comment is of vital importance for any visitor regarding what to bring with you, as well as precautions when entering the park region: “Don’t forget to bring water, sunscreen, and preferably long pants (some areas have poison oak, though I stayed on the trails and didn’t come across any). Be on the lookout for rattlesnakes, mountain lions (there’s a warning prior to walking up the trails that they have been spotted there), oh, and horse dung because no one wants to step in
that.”
My close companion, Carlos Ambriz, commented: “With mountain lions, rattlesnakes, and poison oak to lookout for – I wouldn’t sweat the horse dung!”
I asked Park Supervisor, Jeff Anderson, on the subject of wildlife and he confirmed periodic sightings of bobcats and cougars have been reported, however, it is not an everyday occurrence. As popular as Elfin Forest may be for many visitors, it is still widely-unknown to larger segments of our North San Diego County residents – to a surprising degree.
Since being prominently mentioned in such newspapers as The Los Angeles Times and publications as San Diego Magazine, you would think Elfin Forest would be less of a secret for more Escondido residents.
FREE WEDNESDAYS. The California Center for the Arts in Escondido is a magnificent sprawling edifice that offers first-rate entertainment. But did you know that there are two upcoming free events at this complex? Well, it’s true. And now that I’ve got your attention, here are the two free Wednesdays to mark on your calendar. On May 3, 2017, the amazing musical group, Rip Carson & the Valiants, who specialize in Rockabilly music, are scheduled to perform two free shows, one at 4 p.m. and 7 p.m. Regarding Rip Carson & the Valiants, they have headlined concerts, festivals, and clubs around the world and have several successful albums to their credit. Rip Carson was a prodigy of Rockabilly music since age 13. Just think, on May 3, 2017, you will have an opportunity to see them free of charge in a most magnificent setting!

Mental Health and Drug Abuse - A Dual Issue
As a member of the Assembly Health Committee and the bipartisan Mental Health Caucus, the critical problem of cooccurring disorders: mental health and drug addiction leads to increasing crime and homelessness and ultimately impacts safety throughout California.
This session I have introduced two bills which will address treatment issues for inmates in county jails with co-mental health and substance addiction problems. AB 473 creates a pilot project with the University of California to assist participating counties treating the estimated 72% of mentally ill inmates who also suffer from substance use disorders. My other bill, AB 532, sets up a program authorizing counties to offer mental health and addiction treatment services to women charged with misdemeanors. Last session I introduced AB 59, which was ultimately signed into law by the Governor. AB 59 extends the sunset date for assisted outpatient treatment for severely mentally ill persons by five years. This program, known as Laura’s Law, has shown great results in helping otherwise untreated individuals return to productive lives. This allows San Diego County and 12 other participating counties to continue to benefit from this important health and public safety legislation. Those suffering from mental illness and substance abuse can often turn their lives around if they receive treatment. By adopting these modest proposals, taxpayer dollars will be saved, homelessness and crime will decrease and lives will be restored.

Ronnie was one of my first clients. He was a young kid, as was I, and he worked long, hard hours to buld his business into a great success. His hard work caught up to him a week ago. He had a mini-stroke. Felt extremely tired, slept most of the weekend, came to work Monday, still tired . . . finally, on Wednesday, at his wife, Diana’s urging, he agreed to go to the hospital. They diagnosed a mini-stroke, put him on a good diet, gave him medication, and sent him home with an admonition to “slow down.” He has.
He’s back to work but only limited, mostly to the morning hours. Good for him. He needs to rest up. I’d like to have him around as my pal for another 40 years . . . at least. Jim Gorman, owner of Escondido Lumber and Vista’s Geib Lumber. Had to take time off to have a Pacemaker implanted. He’s on the mend and under doctor’s care with lovely wife, Gretchen, looking after him.

Realizing his Grand Army could never cross the English Channel as long as the Royal Navy controlled the seas, Napoleon marched his Grand Army across Europe, invading Russia. Napoleon out-ran his supply lines, and being ill-equipped for winter and Russia's "scorched earth" tactic (burn everything and then retreat leaving nothing for the enemy to survive on), Napoleon had to retreat from Moscow in 1812. He entered Russia with 600,000 troops, but only 40,000 survived to return home. Napoleon returned to France where he was stripped of his crown and exiled to Elba, a small, desolate Mediterranean island off the coast of Italy, but he managed to escape and return to power. In 1815, Napoleon led his reorganized Grand Army in defeat against the British and the Duke of Wellington at the Battle of Waterloo in present-day Belgium.
After King Louis XVI and his wife, Marie Antoinette, were executed, chaos reigned over France. Neighboring nations such as Austria, Prussia (Germany), Spain, and Great Britain declared war on France. After the Revolution’s "Reign of Terror,” a young artillery officer quickly rose through the ranks capturing the hearts of his countrymen much as he had overwhelmed his enemies on the field of battle. Napoleon was quick to capitalize on his popularity. He became known as “The Little Corporal,” which referred to his short stature and the rank from which he started in the Grand Army.
Firmly in control of the army by 1804, which meant he controlled the nation, Napoleon was crowned Emperor of France. During the coronation ceremony in Paris' historic Notre Dame Cathedral, the Little Corporal did something that shocked everyone witnessing the ceremony: just as the pope was about to place the crown on his head, Napoleon grabbed it and put it on himself. He would later explain that no mortal man was above the Emperor, so how could anyone but Napoleon himself place the crown? The only thing stopping him from complete European domination was the British Royal Navy, the most powerful in the world. In 1803, in order to raise money, Napoleon sold all of France’s territory to the United States. Napoleon's influence is still around us today. Every nation Napoleon conquered or controlled drives its vehicles on the right side of the road, whereas the British drive on the left side of road. The reason has been argued, but the most common explanation is that Napoleon wanted his cavalry, most of who were right-handed, to be able to draw their swords and fight as they rode down a road with the weapon on the outside of the column, instead of the inside. It makes sense if everyone were right-handed. Still, like his death, no one knows for sure if this is myth or fact, however, ask any Brit today and they’ll probably explain, “You Americans drive on the right side of the road, whereas we British drive on the ‘correct’ side of the road.”

She thought long and hard about it, and when no one else applied she decided to hire the gay guy, figuring it would be safer to have him around the house than the drunk. He proved to be a hard worker who put in long hours every day and knew a lot about ranching. For weeks, the two of them worked, and the ranch was doing very well. Then one day, the rancher's widow said to the hired hand, "You have done a really good job, and the ranch looks great. You should go into town and kick up your heels." The hired hand readily agreed and went into town one Saturday night. One o'clock came, however, and he didn't return. Two o'clock and no hired hand. Finally he returned around two-thirty, and upon entering the room, he found the rancher's widow sitting by the fireplace with a glass of wine, waiting for him.
She quietly called him over to her.. "Unbutton my blouse and take it off," she said. Trembling, he did as she directed. "Now take off my boots."
He did as she asked, ever so slowly.. "Now take off my socks."
He removed each gently and placed them neatly by her boots. "Now take off my skirt."
He slowly unbuttoned it, constantly watching her eyes in the fire light. "Now take off my bra.."
Again, with trembling hands, he did as he was told and dropped it to the floor.
Then she looked at him and said, "If you ever wear my clothes into town again, you're fired."
Evelyn just asked me if I wanted lunch. I asked, "What are my choices?"

Rotarians at Work Day - On Saturday, April 29, members of the Rotary Club of San Marcos will be assisting the City of San Marcos by prepping and painting the children’s houses used for arts and crafts holiday projects during the annual Magical Village. Led by volunteers from the Rotary Club, student members of the Interact Club from San Marcos High School and the Rotaract Club from Cal State University San Marcos will also be donating their time for this one day effort. The project site is at the Wood House located in Woodland Park, 1148 Rock Springs Road, from 9am-12noon. Volunteers should wear work clothes, closetoed shoes and bring a paint brush, if possible. More than 75,000 Rotarians around the world will participate in Rotarians At Work Day. V.C. Baseball Club to Host Scotts Pitch, Hit & Run Competition – The Scotts Pitch, Hit & Run Competition for Major League Baseball is being hosted by the Valley Center Baseball Club. The Local Qualifier is set for Sunday, May 7th, at 2pm, with registration beginning at 1pm, at the Valley Center High School’s Varsity Baseball Field, 31322 Cole Grade Road; enter through the end zone gate of the field. This event is designed to provide young people an opportunity to compete, free of charge,
in a competition that recognizes individual excellence in core baseball and softball skills. All participants must bring a copy of their birth certificate, a completed registration and waiver form and present it at registration.
The event is open to the public; the competition is open to all boys and girls, ages 7-14, and they must present a Birth Certificate at 1pm check-in. Competitors will be divided into four age groups: 7-8; 9-10; 11-12; and 13-14. Boys and girls are encouraged to participate, competing separately in baseball and softball, respectively. In 2014, local V.C. competitor Alicia Zappia qualified all the way through and competed at the MLB AllStar Game in Minneapolis, MN, earning 2nd place in the country. Participants have the chance to advance through four levels of competition, including Team Championships at Major League ballparks and national finals at the 2017 MLB All-Star Game in Miami, Fl, at Marlins Park on July 11th. Starting our locally, participants in each age group and category with the highest score in the following categories will receive awards and will advance to the sectional competitions to be held in San Diego area in May: all-around champion, pitching champion, hitting champion and running champion. Some people in life require extra grace. I’m not sure who that is, in your life, that needs it. I call these people “EGR’s” or, simply, “extra grace required.” We all have them. It’s the kind of person that causes you to duck down a different hallway when you see them, or someone who drains some vital energy from you. Maybe it’s that “sandpaper” person at work that rubs you the wrong way; a tough neighbor… or even a difficult family member.
I was taught as a child to not judge another until I’ve have “walked a mile in their shoes.” It helped me as I pondered why some folk were the way they were. Like C.S. Lewis said “One soul in
Jesus taught three words that are really challenging. Do not judge. (Matthew 7:1) Actually, it’s the attitude with which we judge that is key. He adds “For in the same way you judge others, you will be judged."
Since I don’t have the perspective God has, it takes humility. There are times when we must judge what’s going on in the lives of others… while we keep ourselves in perspective. Our judgment is always limited and should be applied through the lens of scripture. One day God will judge justly.
In the meantime, I’ll keep trying to show some grace to those around me since I need it too. I’ll attempt to see them through God’s eyes. After all, I’m guessing I’m the EGR for someone else. "Be kind to each another, tenderhearted, forgiving one another, just as God through Christ has forgiven you." (Ephesians 4:32).

City Seeks Youth Ambassadors - The San Marcos Youth Ambassador program was established to provide volunteer opportunities to high school students while offering assistance to city, local service clubs, charities, and Chamber of Commerce events. Students must be in grades 9, 10 or 11 and have been attending a high school in San Marcos for at least six months prior to the application process. They must agree to serve a one-year term from July 1, 2017, to June 30, 2018. The Ambassadors will be selected by a committee. Applicants are rated on their application, written answers to two questions and one letter of reference. Those selected will receive an interview and will be judged by a panel of local community leaders on personality, enthusiasm, ability, and willingness to promote and support San Marcos. Corporate (wholesale) customers are not affected by the release of dreadful OS like (Windows ME, Vista and 8/8.1) because Microsoft continues to supply these users with the previous OS (Win 98, XP and Win7). Small business and home (retail) customers are shut out and forced to buy the ill-fated newest OS with their new computers.

Many folks today regard Microsoft as the computer industry’s equivalent of the “evil empire.” It holds a near monopoly with its Windows OS (operating system) on 90% of the World’s PCs, and it often seems to have little or no regard for the problems its products and strategies cause for its users. Disruptive updates and forced OS (operating systems) upgrades are some of Microsoft’s most recent antics. When they release new applications like the MS Office suite, it seems that they don’t make it better; they simply move things around so that users have to re-learn how to perform basic tasks. Microsoft knows that Windows users have no viable alternative so they feel free to use us as guinea pigs.

Microsoft management’s myopic focus on providing “stand alone” OS and applications for PCs has kept the company from anticipating the impact of major trends in technology. They were late to take advantage of revenue opportunities like the Internet, tablets, netbooks and smart phones. When Microsoft released Windows 98 with the embedded Internet Explorer browser, they rapidly overtook and crushed browser market leader Netscape. They then failed to understand and exploit the revenue opportunities that IE represented. New companies came in and today Microsoft’s browsers (IE and Edge) have fallen to fourth place behind Google, Safari and Firefox with barely 7% market share. In the lucrative “search engine” business Microsoft’s Bing holds only a 7% market share with Google search and Yahoo holding most of the rest. Ten years ago Microsoft had an 18% share of the “smart phone” market; today it has around 1%. Microsoft has done a great job dominating the PC business but they have badly mismanaged their assets in positioning themselves for the inevitable “post PC era.” It is said that “a fish stinks from the head” and that theory would put the blame for such

Satya Nadella replaced Steve Ballmer as CEO of Microsoft in Feb of 2014. Nadella inherited shrinking PC sales, the disastrous Nokia purchase, the failure of Windows 8/8.1 and shrinking market share on its browser (IE) search engine (Bing) and Windows Smart Phones. Nadella needed to implement a strategy to propel Microsoft from its dependence on “stand alone” PC products and services to cloud based products and services. The key to implementing this strategy would be establishing a Microsoft (Windows) environment for all Internet access devices (PCs, smart phones and tablets). By 2020 “stand alone” computing for home and small business, will be largely replaced by “cloud based” computing. The home “computer” will be a smart phone or tablet. To use your “mobile” device as a PC you will drop your phone/tablet into a cradle that attaches to the monitor and blue tooth connects to the wireless keyboard and mouse. To be successful Microsoft needs those smart phones and tablets to be running a Windows OS. Today 95% of those devices are running an Android or Apple OS. Microsoft is running out of time to establish its Windows presence in those markets. If it fails it won’t be able to market its cloud products. To that end Nadella wrote off $7 billion to kill the Nokia fiasco, replaced the failed Win8 OS with a more capable and user friendly Win10 OS as the companies effort to create a single “Windows environment” for all internet access devices. He released a more streamlined browser (Edge) to replace the clunky and outdated IE browser and started a Bing user “rewards program” to boost its

search engine. The free one year Win 10 upgrade offer for Win7 & 8 users was unprecedented and costly and is still available today. It underlines how critical the success of Win10 is to Microsoft’s future. To date Win 10’s acceptance is stuck at 25% of PC users while Win 7 is holding steady at 50%. If that doesn’t change quickly, Microsoft will be in serious trouble. What is the problem?
The problem is you and me. We are satisfied that Win 7 allows us to do everything we need to do and we don’t like change. We don’t share Microsoft’s vision for a Windows with three-D imaging, enhanced reality, cross device mobility and living in the cloud. Maybe we will some day, but right now it doesn’t sound all that good to us. Our stubborn resistance to change leaves Nadella no choice. Since he hasn’t been able to sell Microsoft’s vision for the future to us, he must resort to guerrilla tactics against Win7 holdouts. Intimidation, fear, sneaky upgrades, slow Win 7 servers, bombardment with endless, time consuming updates, and denying access to Microsoft services and resources have all been part of the plan. Nadella would end support for Win7 today but Microsoft is legally bound to support it until Feb of 2020. So far Nadella’s war on Win7 has met with little success but watch out. Who knows what Microsoft will try next? Is there a Windows7 virus epidemic in our future? A nuclear option? Windows7 is by far the biggest threat to Microsoft’s future so you would think that it might be in their best interest to try a more positive approach. There are only one billion of us still using Windows 7. I would certainly be willing to upgrade to Win10 if there were something in it for me. Stock options might do it for me. How about you?

The Planning Commission of the City of San Marcos will hold the following public hearing in the City Council Chambers located at San Marcos City Hall, 1 Civic Center Drive, San Marcos, CA 92069 at 6:30 p.m., on Monday, May 1, 2016. Case No: P17-0022 (Text Amendment TA-17-002) Applicant: City of San Marcos Request: Amend zoning and land use regulations (Sections 20.220, 20.225, 20.405.070, 20.600.150 20.600.180, and adding 20.400.250 of Title 20 of the San Marcos Municipal Code) governing massage businesses consistent with Assembly Bill 1147. Environmental Determination: Exempt from CEQA pursuant to CEQA General Rule Section 15061(b)(3) because it can be seen with certainty that there is no possibility of a significant effect on the environment.
