Microsoft’s (MS) major revenue source has been the sale of the Windows OS (operating systems) to PC makers at $30 to $50 a copy. In recent years PC sales have fallen as the Internet replaced “stand alone” applications and “mobiles” (smart phones/ tablets) replaced PCs. MS’ Windows running on 92% of the World’s PCs has given MS a reliable revenue stream and the inside track on associated revenue producing applications like office suites, Internet browsers and search engines. “Mobiles” now threaten MS’ traditional revenue source. Google’s “Android” OS runs on 83% of “mobiles.” “Mobile” Internet access surpassed PC Internet access in 2014 and continues to grow as PC usage shrinks. If MS can’t find a way to reverse its shrinking Internet access share, Windows and MS are in for a long slow decline. Liquidated Damages shall conform to the latest edition of the Standard Specifications “Greenbook” subsection 6-9 except the specified amount shall be changed to Two Thousand FiveHundred ($2,500.00) per calendar day that the work, including punch list, is not completed beyond the specified contract time. MS planned to attract “mobile” users by offering a single cross-platform Windows OS for mobile and PCs. Windows 8, their first attempt was poorly done and both mobile and PC sales suffered. Windows 10 is MS’ latest attempt to revive “mobile” and PC sales. Win10 offers nothing new for Win7/8 users but it has desperately needed features for MS.

Win10 gives Microsoft complete control over user PCs and Internet browsing. Win10 users can’t keep MS from updating their PC, collecting personal data or placing ads on their PC. Win10 allows Microsoft access to everything its users do on their PCs and Windows “Mobile” devices. It lets MS compile personal data to sell, or to target-market users with relevant advertising. Win 10 is also designed to facilitate access to Microsoft’s “app store” and cloud services. If everyone would adopt Win10, Microsoft could make billions selling applications, access, advertising and personal information to other entities (businesses or government). That’s why Win10 is free to anyone with Win7/8 and why the retail sale of Win7/8 Home edition is banned. Unfortunately for MS, business and home users have been slow to accept Win10. Today 52% of the World’s PCs still have Win7 and corporations continue to buy their new PCs with Window7 Professional. Only 12% of PCs have Win10. Because Win10 acceptance is so critical, MS has adopted “scorched earth” tactics in the battle to force users to accept Win10. and bid. Each addendum will include a conformation sheet indicating receipt of the addendum. This sheet must be signed and included with the bid for each addendum issued. The successful bidder will be required to furnish and pay for performance and payment bonds acceptable to the Agency. This project is funded by a Community Development Block Grant (CDBG). CDBG is a program funded by the U.S. Housing and Urban Development. This CDBG program allocates grants funding to larger cities and urban counties to address community development needs principally for low-and moderate-income persons. Tactics include disinformation campaigns concerning Win10 upgrades, CPU compatibility and Win7 support and security issues. Other nasties include computer crashing updates and a slowdown of the servers that provide services for Win7/8. In its fevered rush to push Win10 upgrades MS has downplayed upgrade problems that have cost trusting users billions in computer repairs. Their latest ploy is to download the 20GByte Win10 upgrade disguised as a “critical update” and then trick or hassle users into installing it. Microsoft is playing hardball with their own loyal customers because Win10 as the key to their salvation. MS works for its stockholders not for us. We users are simply an exploitable resource. New and refurbished PCs at The Computer Factory have a Win7 or Win10 option. Is

Win 10 a good OS? Should you upgrade your Win7 or 8 to it? Should you buy a new PC with Win10? Win10 is basically Win7 with fangs. XP, Vista, Win 7/8 users should have a minimal learning curve, especially if they download the free “Classic Shell” app which restores the “classic” desktop. Most industry experts see no advantage in upgrading from Win7/8. The best reason for choosing Win10 is to avoid sneak attacks by MS. Because there are four times as many Win7 as Win10 users, there is a booming business in apps designed to protect Win7 users from Win10 upgrade “guerrilla warfare.” If you don’t like your Win 8 PC, a Win10 upgrade makes sense, with Win7, not so much. With a new PC? It’s a tough decision.
