principles and practices in the management of water supply and wastewater (sewerage) services that emphasises not only the need for integration of water supply and water demand, quantity and quality, surface water and groundwater, water and wastewater, but also considers the impacts and links to externalities especially with regard to parallel national policies pertaining to energy, food, health and the environment. In providing effective and efficient services there should also be an inherent concern to ensuring the sustainability of the water resource.
