fourteen - sixteen The Kibera ‘decanting site’ was developed as part of a government-led slum upgrading programme: The Kenya Slum Upgrading Programme (KENSUP). The units were built by the government over three years ago as Stage One of the Kibera upgrade, with no design or planning participation by residents. Decanting site residents are originally from Kibera, and the plan is for them to move back to their previous location in housing of a similar design as this at the decanting site.
