While w o r k i n g a t t h e Vi d a k headquarters in Fresno, Marian Mosley, Christine Caprelian, Vera Bryan and others have taken special notice of what a great group of teenage Republicans are working for the Vidak Campaign. They have signed up for internships and made a commitment to work a set number of hours per week. Listening to them on the phones is impressive. They are passionate, informed and convincing. Marian is having a pool party at her house after the July 23 election for these young patriots. Our club will be helping with the food and

I hope the memory of the late Frances Goshawk will live on with our club supporting this activity at the high school to which she was so dedicated during most of her professional life, McLane High School. National TARS has clubs in all 50 states, the District of Columbia, and abroad with thousands of members. This organization is available to middle school and high school students, including the homeschooled. TARS participants are our nation’s greatest hope for the future and I am excited that our club will support this effort starting this summer. At the July meeting FCCRWF will begin alternating our appeal for each of these great causes month by month. In odd numbered months (e.g., July) we will ask for cash or check donations to assist our troops. (Yes, we will “do the shopping” for you!) Look for the red, white and blue baskets. In memoriam - Frances Goshawk By Roberta Genini, Editor

On June 29, 2013 FCCRWF lost a stalwart Republican friend, Frances Goshawk. The July, 2012 issue of Trunkline featured Frances in its “Shining the Spotlight” column. As Frances’ good friend for many years, I was happy to be able to describe her in a Fresno Bee article by Pablo Lopez (July 6, 2013) as “brilliant…gracious, funny, meticulous and deeply patriotic.” I was glad Mr. Lopez included what I said about her quality of patriotism: “ She was profoundly concerned about our nation and its future.” I am particularly glad he brought out her association with FCCRWF. Frances brought me, your humble editor, into FCCRWF, and I will always be grateful. It wasn’t just one more thing to do. It was the thing to do. So let’s re-shine the spotlight that FCCRWF shone on her a year ago: With respect and love we offer this tribute again now in her memory, with present tenses now changed to past: Frances Goshawk - Latin teacher, Phi Beta Kappa, ice hockey fan, traveler, Phi Mu, gardener, stitchery enthusiast, amateur musician... Frances’ die-hard Republican parents filled her mind with Republican principles and took her on her first field trip to hear Governor Dewey at a whistle stop on his 1944 presidential campaign. As McClatchy Newspapers’ 1948 California Spelling Bee winner, she made her first trip to D.C., where the young contestants attended a House session courtesy of Republican Congressman Bud Gearhart. Working in campaign offices and taking drudge work home was a commonplace activity for her and her mother in the 60s and 70s, but they were also happy to attend a banquet at the Hacienda featuring many Republican office holders with guest of honor and speaker Ronald Reagan. As a Fresno High student, Frances was the school orchestra’s first chair violinist for two years, twice named to the Fresno-Madera Honor Orchestra and once to the Music Educators Four State Honor Orchestra. “Tomorrow’s Citizen” was the title of her speech as the Class of ’52 valedictorian (in the days when there was but one valedictorian per school). The summer after two years at Fresno State she attended the Phi Mu Sorority National Convention at which the complete revision of the bylaws was discussed in detail, a lesson that has been very useful to her in other organizations, among them FCCRWF; she spent many hours updating and revising the club’s bylaws pending members’ approval. A sorority scholarship enabled her to transfer to the University of Washington to pursue her major. In the spring of her senior year she received the highest honor of her life – an invitation to membership in Phi Beta Kappa, the national society founded December 5, 1776, in Williamsburg, Virginia, to recognize high attainments in liberal scholarship. Having received her BA degree magna cum laude with a major in Latin, Frances began her teaching career the following January at Fresno High School. She then spent 33 years at McLane High, often chairing the foreign language department. “In both schools I was fortunate to teach so many wonderful young people,” Frances said. Her Latin club members were active in the California and National Junior Classical Leagues, held several state offices (president twice), hosted two conventions, and for ten summers, with her as chaperone, attended national conventions at universities as far away as Virginia. A McLane student presided at the 1965 NJCL Convention at USC. She was even more proud of her Latin students who excelled in the AP exams. Frances’ usual pastimes were doing stitchery projects, gardening, and traveling. Although she enjoyed several foreign tours, solo trips behind the wheel of a car were her preference. She drove across the United States and western Canada twice each, spent three or more weeks seeing Scotland several times, England and Sweden once each, New Zealand twice, and for her last foreign trip, two weeks in Italy, primarily in the Lake District. Wherever she went she always wanted to stay longer. Besides serving several organizations as secretary and/or treasurer, Frances was president of the Classical Association of the Pacific States Central Section, Fresno Phi Mu Alumnae, Gamma Delta Chapter of Delta Kappa Gamma (women educators honorary society), and the Fresno County Retired Teachers Association. In FCCRWF she served as telephone chair, recording secretary, membership secretary, parliamentarian, and bylaws chair. May Frances rest in peace.

Students at all age levels are impacted by these programs, so watch the Trunkline for information that might be of interest to young people in your family or among acquaintances. Thank you for your donation of children’s books at our June meeting. They will be given to the Nelson Elementary School in Pinedale. Dictionaries have also been donated and will be delivered when school opens next month. The Read to Know book club enjoyed Sharon Gerardi’s very informative presentation of the July book-of-the-month, Waking the Sleeping Giant: How Mainstream Americans Can Beat Liberals at Their Own Game by Timothy C. Daughtry and Gary Casselman. The subtitle tells the story! The group felt it was well worth reading. Next month’s read is Escape from Camp 14 by Blaine Harden. It is the story of “one man’s odyssey from North Korea to freedom in the West”. The book club will meet at 10:00 AM on Thursday, August 8, at the home of Adair Murphy. All women are invited. Congratulations to FCCRWF Associate Member Charlie Waters, “Veteran of the Year,”23 rd Assembly District Assemblyman Jim Patterson (R-Fresno) named “our own” Charlie Waters, an FCCRWF associate member, “Veteran of the Year” for the 23 rd Assembly District. Charlie, a Clovis resident and Marine Corps Veteran, played a critical role in the push to open the Fresno Veterans Home and has been involved in several veteran related organizations. Waters served in the United States Marine Corps from 1951-1958 and saw combat in Korea in 1951-1952. Following his service in Korea, Waters was assigned to the US Embassy in Uruguay. Over the last several decades, Waters has served on numerous boards, commissions and foundations serving the Veterans community. They include the Fresno Marine Corps League, Veterans Day Parade Committee, Fresno Veterans Home Foundation, American Legion and Toys for Tots. Waters joined Patterson on the Assembly Floor for a special ceremony and also attended the “Veterans Recognition Luncheon” held at the Sacramento Convention Center. Jim Patterson commented in a press release about the award, “Veterans and Californians alike are fortunate to have people like Charlie Waters fighting for them. His military service ended years ago but he has continued to stand up for fellow veterans. It truly is an honor for me to have him in Sacramento for the day to properly thank him for Jim Patterson and Charlie Waters all that he has done.”

The time is long overdue to stop looking for progress through racial or ethnic leaders. Unlike other public officials who decline to comment on criminal cases that have not yet been tried in court, Barack Obama chose to say, ‘ If I had a son, he’d look like Trayvon.’…. “After the local police in Florida found insufficient evidence to ask for Zimmerman to be prosecuted, the Obama administration sent Justice Department investigators to Sanford, Fla., and also used the taxpayers’ money to finance local activists who agitated for Zimmerman Historian Thomas Sowell to be arrested…. “The only real heroes in this trial were the jurors. They showed that this is still America – at least for now - despite politicians who try to cheapen or corrupt the law, as if this were some banana republic. Some are already calling for a federal indictment of George Zimmerman, after he has been acquitted. We fell a mere 115 votes shy of winning outright in the primary election and your action now could lead Andy to Sacramento. Now is the time we need to join as a party to chip away at the Democrat supermajority in California. Let’s take back this once Republican seat and show that we still have a battle in California. The California Republican Party is taking strides to help with Andy Vidak’s Campaign by organizing statewide GOTV efforts. NFRW Update *On the ObamaCare-Employer-Mandate Delay and What That Means for the Future of ObamaCare The Obama administration recently decided to delay the imposition of ObamaCare’s employer mandate from taking effect in 2014 until 2015. Michael Cannon, director of health policy studies at the Cato Institute, has been following the progress of ObamaCare’s implementation since the law was passed. The following bullet points are derived from his recent work in the process of making sense of the ObamaCare law and why the delay of the employer mandate is significant: • The employer mandate is an essential thread in the fabric of ObamaCare. The law requires employers to report the health insurance benefits they offer their employees so that the federal government can gauge whether the employees of that company are eligible for subsidies to buy health insurance. The subsidies the federal government awards will be for those employees making up to 400 percent of the poverty level. By delaying the requirement to report the benefits offered to an employee by an employer, the federal government cannot gauge if an employee is eligible for the subsidies to purchase insurance on her own that Obamacare promises. Without being able to determine who is eligible for subsidies and awarding them as the law demands, an employee may be unable to purchase insurance without the help of the subsidy, and then may qualify for the unaffordability exemption from the individual mandate. Cannon argues that if this happens, “fewer workers will purchase health insurance and premiums will rise further, which could ultimately end in an adverse selection death spiral.” On the other hand, “The administration can’t exactly solve this problem by offering credits and subsidies to everyone who applies, either. Not only would this increase the cost of the law, but it would also lead to a backlash in 2015 when some people have their subsidies revoked.” • Soon after the administration decided to delay the imposition of ObamaCare’s employer mandate, the administration asked the fourth circuit court to block the Liberty University v. Geithner case (dealing with the employer mandate) because of the delay. Yesterday, the administration asked for delays to the Pruitt v. Sebelius and Hailbig v. Sebelius cases, both dealing with the employer mandate. • ObamaCare very clearly states that the employer mandate will take effect on January 1, 2014, and Congress has not given the Treasury Department the authority to waive the mandate and the penalties. The administration, by delaying the mandate by executive fiat, is violating the law. As Cannon points out, the only provision in the bill that allows the Treasury Secretary to waive the employer mandate is Section 1332. This section states that the employer mandate can be waived only for a specific state after 2017, if that state passes a law to provide health insurance to its residents without incurring costs on the federal government. Aside from Section 1332, in no circumstance is it permissible for the Treasury Secretary to waive the employer mandate. • ObamaCare very clearly states that employers must report certain information about the coverage they are offering employees and the employees that take advantage of the benefits starting January 1, 2014. Again, Congress has not given the Treasury Department the authority to waive and delay the reporting provisions in the law. • Given the many problems some states are having with setting up their state health care exchanges before the October1 deadline, the fact that the Obama administration has delayed the employer mandate “suggests that, from the Obama administration’s uniquely informed vantage point, the chaos that will result from its delay will be less than what would result from implementing it when the law requires....if this is the path of least resistance, then ObamaCare itself must be even more chaotic,” according to Cannon. *Tell Congress that Health Care Conscience Protections Must Be A Legislative Priority Tell Congress that any “must pass” legislation this session needs to include the conscience protections in H.R. 940/S. 1204, the Health Care Conscience Rights Act. The bedrock American principle of freedom of conscience is jeopardized by the anti-life mandates imposed by the Obama Administration’s implementation of the federal healthcare law. Many private health insurance plans are already being impacted by the coercive HHS mandate and the “safe-harbor” for certain religious and non-profits is set to expire August 1. Congress must act now to enact H.R. 940/S. 1204 and restore the principle that this country was built upon: the right to be free Continued on next page from coercion.

*Sterilization of Women at State Prisons

From Senator Tom Berryhill (SD 14-R) You may have seen recent media reports of the unapproved sterilization of at least 148 female inmates in state prisons by physicians under contract with the California Department of Corrections and Rehabilitation (CDCR). I am very concerned about this and believe CDCR has some explaining to do. I have joined with my Republican colleagues and requested that the Senate hold a hearing immediately on this issue so that we can get all of our questions answered. Additionally, the California Legislative Women’s Caucus has sent a letter to Clark Kelso, the court-appointed federal receiver overseeing medical care in the state prisons, seeking answers to some very pointed questions. Forced sterilization has been banned in California prisons since 1979, and voluntary inmate sterilizations have had to be approved by state medical offices on a case-by-case basis since 1994. In 2005 Federal courts established the Receivership to oversee and improve medical care in California’s prison system. Media reports state that the Receiver’s Office was aware of the unapproved sterilizations - a very disturbing turn of events that I believe warrants some explaining. *Implementing the Gay History Bill

From Capitol Resource Institute The first complete school year has come to an end since SB 48 became law. SB 48 mandates the teaching of the historical contributions of Lesbian, Gay, Bi-sexual and Transgender persons in our public schools from kindergarten through 12th grade. Although the law does not require textbooks to be updated until 2015, the homosexual activists have invested enormous amounts of money and provided plenty of resources to public schools in order to see immediate implementation of the law. The Gay Straight Alliance Network (GSA Network) uses their ability to reach students to determine whether schools are complying with SB 48, also known as the FAIR Education Act. The GSA has implemented a campaign asking students “Is your school fair or unfair?” Part of that campaign is asking students and teachers to complete surveys to police their schools for the homosexual activists to determine compliance with SB 48. The GSA has completed an unscientific study and posted a report entitled Implementing Lessons: The Impact of LGBTQ-Inclusive Curriculum on Student Safety, Well-Being, and Achievement, which apparently reveals the results of the survey and their perceived obstacles to the implementation of SB 48. We at Capitol Resource Institute want to know if your local school district or teachers are providing materials or lessons plans pushing the LGBT agenda. We’re Number One!

A new gas tax kicked in this month for California drivers, making California the highest in gas taxes in the nation. Accounting for local, state and federal taxes combined, Californians will be paying 72 cents per gallon in taxes. This might make one wonder… how else does California rank number one? According to CalTax.org, California has the highest personal income taxes in the nation, the highest sales taxes in the nation, and the highest corporate income taxes in the West. California is number one in all the wrong ways, thanks to decades of Democrat majority in the legislature. We must work hard to elect fiscally conservative representatives that can help turn these numbers around!

AB 48 (Skinner, D) : Alters the law to make 10 round or over capacity firearm magazines illegal. AB 1266 to the Governor! Assembly Bill 1266 (Ammiano, D) has passed in the Senate and is now on its way to Governor Brown. If you will recall, AB 1266 would allow students to use the school facilities, such as bathrooms or locker rooms, in accordance with the gender with which the student identifies, not the gender on their school record. As we have stated before, the legislation does not account for the potential for misuse or the privacy rights of other students. We hope that Governor Brown will understand that this issue should be reviewed and dealt with at the individual school level, with the involvement of parent and teacher organizations. The Governor has 30 days to either veto the bill or sign it into law. Please let the Governor know that we OPPOSE AB 1266!
