For more than 25 years, the ARTBA Transportation Development Foundation (ARTBA-TDF) has endeavored to develop initiatives that promote “research, education and public awareness” about the many positive economic and quality-of-life benefits of U.S. transportation development. The year 2012 was no different! The Foundation executed a comprehensive program of work to help support ARTBA’s overall mission of growing the transportation construction market.
CHAIRMAN’S MESSAGE Leo Vecellio Chairman & CEO The Vecellio Group
In September, we hosted the largest net fundraiser in ARTBA-TDF’s history with a special gala dinner in Memphis to honor the career achievements of Astec Industries’ Founder & Chairman Dr. Don Brock. The net proceeds are being used to expand the size and scope of TransOvation™, our annual, two-and-a-half day interactive workshop that helps transportation construction executives foster and build innovative thinking into their professional skill set.
ARTBA and its industry allies provided safety training to more than 4,000 industry professionals through a variety of federal contracts. New offerings included the “Preventing Runovers and Backovers” training course, production of a flagger safety training video, and the rollout of a digital and searchable “Manual on Uniform Traffic Control Devices” (MUTCD), available for the first time on mobile devices. Finally, the Foundation continued to make a difference to the children of fallen highway workers. More than $40,000 was raised for the “Lanford Family Highway Worker Memorial Scholarship Program,” which provides post-high school financial assistance. Please take a few minutes to read through the pages of this annual report. These impressive results could not have been achieved without your continued personal leadership and support!
The National Work Zone Safety Information Clearinghouse hosted its first-ever “virtual conference” on best practices in work zone safety for nearly 500 federal, state and local transportation officials from across the United States and the world. This forum provided professional development, exhibits and networking opportunities for cash-strapped public agency leaders at their desktop or laptop computer, and at no cost.

The ARTBA-TDF hosted a special September 11 dinner to honor the career achievements and innovative spirit of Astec Industries’ Founder, Chairman & CEO Dr. Don Brock. Charlie Potts, the chief executive officer of Heritage Construction & Materials, singlehandedly helped ensure the dinner was the largest net fundraiser in the Foundation’s history. During the event, ARTBA announced that its annual innovation event and awards program had been permanently renamed the “Dr. J. Don Brock TransOvation™ Workshop & Awards Program.” The dinner’s net proceeds are being used to expand the size and scope of TransOvation™, an annual two-and-a-half day, interactive workshop that helps transportation design and construction executives build innovative thinking into their professional skill set to create higher value business models.

HALL OF FAME
TRANSPORTATION BUILDER INSTITUTE
Established in 2010 as part of the Foundation’s 25th anniversary, the “Transportation Development Hall of Fame” honors individuals or families from the public and private sectors who have made extraordinary contributions to U.S. transportation development and demonstrated exceptional leadership over their lifetime in two categories.
The Transportation Builder Institute (TBI) successfully strived to meet the specialized professional development and education needs for scores of transportation design, construction and safety executives. The TBI offered intensive training and leadership courses through the Project Management and Project Delivery Academies.

NATIONAL WORK ZONE SAFETY INFORMATION CLEARINGHOUSE The National Work Zone Safety Information Clearinghouse (www.workzonesafety.org), established in 1998, provided a broad array of services for industry professionals and public officials, with the facility handling more than 175,000 information requests.
LTAP/TTAP CLEARINGHOUSE
The Clearinghouse also hosted its first virtual conference on “Best Practices in Work Zone Safety” for nearly 500 professionals from across the United States and around the world.
The Local Technical Assistance Program (LTAP) and Tribal Technical Assistance Program (TTAP), is composed of a network of 58 centers —one in every state, Puerto Rico and regional centers serving tribal governments. The centers enable local counties, parishes, townships, cities and towns to improve their roads and bridges by supplying them with a variety of training programs, an information clearinghouse, new and existing technology updates, personalized technical assistance and newsletters. Under the ARTBA Foundation’s management, the Clearinghouse bolstered its program of work through the redesign of a new interactive website and in fulfilling more than 5,000 information requests.

SAFETY PROGRAMS & SERVICES Through a variety of training contracts and ARTBA Foundationsponsored courses, the association and its partners offered safety training to more than 4,000 industry professionals during the year. Other new programs included the: •
Creation of a first-of-its-kind training course help “Prevent Runovers and Backovers” based on over a decade of research conducted by the National Institute for Occupational Safety and Health (NIOSH).
•
Launch of version 11 of the Roadway Safety+ interactive training program, which provides multi-lingual training on 33 different safety topics for front-line workers, supervisors, managers and public officials.
•
Completion of nine Guidance Documents with our industry partners focusing on a variety of state-of-the-art safety practices such as Work Zone Access and Egress, Speed Management, Worker Safety Strategies, and Use of Law Enforcement.
•
Roll out of a searchable “Manual on Uniform Traffic Control Devices” (MUTCD) available for the first time on mobile devices.
•
Production of a flagger safety training video.

17TH ANNUAL YOUNG EXECUTIVE DEVELOPMENT PROGRAM The 17th annual Young Executive Development Program (YEDP), held May 29-June 1, featured 35 industry executives, who were provided with a three-and-a-half day introduction to the federal legislative and regulatory process. The YEDP included visits with federal agency officials, legislators and congressional staff to discuss the highway and transit authorization bill, and offered an overview of ARTBA’s role in representing the industry’s interests in the Nation’s Capital.

Six students from around the country were named recipients of the “Lanford Family Highway Worker Memorial Scholarship,” the first-ofits-kind program that provides post-high school financial assistance to the children of highway workers killed or disabled on the job. The 2012-13 class included:

Roadway Work Zone Safety Awards The 14th annual Roadway Work Zone Safety Awareness Awards were presented at a September 12 luncheon during ARTBA’s National Convention. There were winners in three categories:
The Ethel S. Birchland Lifetime Achievement Award: Named after ARTBA’s executive director from the mid-1920s, it is given to individuals who have demonstrated outstanding leadership, long-term service in the industry’s public or private sectors and dedication to the advancement of innovation and other women leaders.
Outreach Campaigns: Recognizes efforts that promote roadway work zone safety through implementation of employee and/or public education campaigns on a national, state or local level.
