McNab-Braeside’s proposed new noise bylaw would tighten up enforcement regarding timing, but is not likely to delve into the area of adverse effects. Township council had its first look at the revised draft bylaw June 21. Saying it was a “very difficult issue,” Mayor Mary Campbell praised CAO Noreen Mellema for coming up with “a work of art.” The proposed bylaw is available on the township’s website or at the municipal office. Council members and the public are being given to July 8 to provide input to the CAO. Council will then be given the ‘tweaked’ bylaw to discuss before giving final approval. Mellema said legal advice indicates it would be difficult and costly to enforce regulations revolving around noise caus-

ing adverse effects, so that has been withdrawn from the bylaw. Campbell agreed it would be difficult to measure how noise adversely affects enjoyment of property. It’s an issue that should be up to the province to tackle, she added. She noted McNab Public School students had asked for a bylaw that would allow them to be able to sleep after 9 p.m. Coun. Aldene Styles said she liked the focus on prohibiting certain noises during specific hours and on Sundays and holidays, as it makes it clear if someone is in contravention of the bylaw. Deputy Mayor Christine Blimkie asked if the OPP would be enforcing the bylaw. Mellema explained they respond to reports of noisy parties and the like, but it is usually more cost effective to have the township’s bylaw enforcement officer attend to noise bylaw complaints.

The township of McNab-Braeside, in response to complaints from residents, sent a letter to the County of Renfrew asking it to reconstruct a crumbling Division Street sooner than planned.

McNab-Braeside is also looking for Arnprior’s support for the cause to nail down a definite timeline for the work to take place, though 2015 is a year Mayor Mary Campbell was told. Reeve Walter Stack, who represents the town at Renfrew County coun-

cil meetings, said the county planned on doing it in 2013 but removed it from the budget when the previous council suggested there could be issues around lines on Moore Street. He said the county will get to it when it has the money.
