One of the biggest challenges in the realm of Higher Education in our country today is the large number of students against a relatively smaller number of Higher Education sector has to be raised to thirty percent in the coming few years, the institutional mechanism of Open Education through the Distance mode has great relevance and significance. It is pertinent to point out that Dibrugarh University extends the benefit of Higher Education to a large number of aspiring students in some of the remotest areas of the state in Upper Assam.

While offering the Course we have to assess the market relevance of the courses and ensure the skill components to the courses so that the Graduates become employable in different sectors. Augmentation of the quality of education delivered along with the effective mechanism of such delivery through the Distance mode is another challenge we have to keep in mind carefully. The Directorate at present offers to PG programmes in Assamese, Commerce, Economics, Education, English, Mathematics, Political Science and Sociology ; B. Com ; B.A along with the provision of Major in Assamese, Economics, Political Science and Sociology ; and also Professional programmes like PGDJMC, PGDMM, PGDCA,BBA and BCA. To increase the prospect of employment and make the learners employable in the years to come, The Directorate is planning to introduce some short term vocational courses related to the hot and thrust areas of ecology, tourism, mining, water resources, petroleum industries, tea industries, archaeology etc. With the added feature of learner support services like print materials, face to face tutorials and counselling, radio broadcasting “ Gyanmalini ’’, recorded lectures through the website, CDs/ DVDs, bulk SMS, Video conferencing, email, mobile app, telephonic conversation etc, the DDE, DU is offering programmes within the statutory jurisdiction of the Dibrugarh University. To facilitate the effective delivery of programmes and information and to bring sustainable impetus in academic governance, our aim is to develop a comprehensive research based management system towards value based education. DIBRUGARH UNIVERSITY: AN OVERVIEW

Dibrugarh University was established in 1965 under the provisions of the Dibrugarh University Act, 1965 enacted by the Assam Legislative Assembly. This affiliating institution of higher learning with residential facilities was conceived and planned for augmenting skilled human resources for developing and exploiting the rich biodiversity and mineral wealth of the region. The University is situated at Rajabheta at a distance of about five kilometers to the South of the premier town of Dibrugarh in the easternmost corner of Assam as well as India. Dibrugarh, a commercially and industrially advanced town in the entire north-eastern region, also enjoys a unique place in the fields of art, literature and culture. The district of Dibrugarh is well known for its vast treasure of minerals (including oil, natural gas and coal), flora and fauna and largest concentration of tea plantation. The diverse tribes with their distinct dialects, customs, traditions and culture also make this area a variable paradise for the Anthropological and Sociological studies besides Art and Culture.he Dibrugarh University Campus is well linked by roads, rails, air and waterways. • The National Highway No.37 passes through the University Campus. • The University Campus extends over an area of more than 500 acres of which 60 acres are still covered under tea plantation. • Dibrugarh University is a member of the Association of Indian Universities (AIU) and the Association of Commonwealth Universities (ACU). The Degrees conferred by this University are recognized by all the Universities in India and abroad on reciprocal basis. •

The university is re-accredited by National Assessment and Accreditation Council (NAAC) with a 'B' grade.


ACADEMIC SCENARIO

The University through the various academic Departments, Centre of Studies in its campus and the affiliated Colleges scattered over the seven districts is imparting higher education in the various branches of learning in Arts including Performing Arts, Commerce, Engineering, Medical, Pharmaceutical Sciences, Law, Science & Technology, Computer Sciences, Management, Journalism and Mass Communication, Teachers' Training etc. There are 17 Departments and 19 Centres of Studies offering different academic programmes in Science, Technology, Commerce, Management, Pharmaceutical Sciences and Education leading to the MA, M.Sc., M.Tech., M.Com., MBA, MCA, M.Pharm., M.Ed., M.L.I.Sc., B.Ed., B.Pharm., BBA, BCA, BA.LLB., B.Sc.(IT) LLB and B.L.I.Sc., degrees. Some of these Departments/Centres also conduct Post Graduate Diploma, Certificate Programmes like the 2 year Integrated Diploma Course in Tai Language; Certificate Courses in Computer Application; Post Graduate Diploma in Computer Application, Bio-Informatics, Finance and Marketing, Actuarial Science, Rural Development, Tea Technology and Plantation Management, Journalism and Mass Communication etc. All the Academic Departments and the Centres of the University are under umbrella of five Schools of Studies i.e., School of Science and Engineering with 26 academic programmes; School of Humanities and Social Sciences with 26 academic programmes; School of Education with 9 academic programmes; School of Earth, Atmospheric Science, Environment and Energy with 6 academic programmes and School of Commerce and Management with 9 academic programmes. Besides teaching the above mentioned Courses, the University offers M.Phil Course in nine subjects and encourages research in all the Departments for the Degree of Ph.D. The University also offers different bachelors, master degree courses through its affiliated/ permitted colleges.


LIBRARY

There is a Central Library (rechristened as Lakshminath Bezboroa Granthagar) in the University with a present holding of approx. 1,75,815 (as on 31.03.2008) including books and rare publications, 18,718 back volumes of journals, 3030 thesis and dissertations, besides reference books numbering 5800 in Science, Arts and Humanities and Commerce subjects, 161 nos of research journals published in India and abroad. The individual teaching Departments also have their own Departmental Libraries. A few Departments also maintain their Documentation Centres. There is a separate section in the Central library for the office of the Directorate of Distance Education. The students of distance education programmes may enroll themselves in the library paying the prescribed fees.

INTERNET CENTRE

There is a central internet facility in Dibrugarh University. It is located in the LNB library. It is equipped with a 256 kbps VSAT link and a 2Mbps broadband link. It has 12 terminals. Students can use this facility at a nominal charge. Besides all departments have separate internet connectivity. AUDITORIUM

"Rang-Ghar", the auditorium of Dibrugarh University has a capacity of 1200. Cultural programmes and other meets take place there throughout the year. The office of the Students' Counseling and Guidance Cell is located there.


DIRECTORATE OF DISTANCE EDUCATION

During the last two decades it has been observed that most of the departments of the University received a large number of applications for admission into the M.A./M.Sc./M.Com. To help a number of students who due to limited number of seats in post-graduate classes or for other reasons cannot enroll themselves as students of the University, the 73rd meeting of the Academic Council vide Resolution No. 5 held on 2nd September 2000 decided to introduce Distance Education in the University. This would provide an opportunity to the students who could not enroll themselves as students of the University to obtain a post-graduate degree through the mode of distance education. The degree shall have the same standard and status as the post graduate degree of the regular students under Semester System. The introduction of distance education would not allow a student to appear in the post-graduate examination as private candidate. Dibrugarh University has decided to introduce Semester System in its undergraduate (BA/B. Sc/B. Com) programmes from the academic session 2011-12. Introduction of Semester System in the undergraduate level would limit the number of students enrolled to these programmes, as semester system demand a high student-teacher ratio. In order to create an opportunity to those students who would not be able to enroll themselves in the regular BA/B.Sc./B.Com Programmes in the college, Dibrugarh University has already introduced the Bachelor of Arts (BA) Programme in the Annual system through distance mode from the academic year 2011-2012. Keeping with the same spirit, the Directorate has decided to introduce Bachelor of Commerce (B.Com.) Programme and B.A. Major Assamese, Economics, Political Science and Sociology, in Annual System (Three year degree programme) through distance mode from this academic session 2012-2013.

MISSION

Considering the necessity of enabling the youths who are either employed or self-employed and who are unable to pursue higher education due to economic or other reasons, the University has set the mission of taking Higher Education to the doorsteps of the learners.


The Directorate started its mission with post graduate programmes in Assamese, Commerce, Economics, History, Mathematics, Political Science and Sociology since 2001 through its 36 Contact Centres. • Post-graduate diploma courses in Marketing Management and Statistics were added to this list in 2005. • PG Diploma in Journalism and Mass Communication have been introduced from the academic sessions 2007-2008 • MA in English Programme has been introduced from the academic session 2008-09. • Bachelor in Business Administration (BBA), Bachelor in Computer Application (BCA) and Post Graduate Diploma in Computer Application (PGDCA) have been launched from the academic session 2010-11. • The Bachelor of Arts (B.A.) Programme in Annual System through Distance Mode has been initiated from the academic session 2011- 2012. • Bachelor of Commerce (B.Com.) and BA Major in Assamese, Economics, Political Science and Sociology in annual system through Distance Mode was introduced from the academic session 2012-13. • Minor Research Projects related to various fields of Distance Education have been initiated. The Directorate of Distance Education, Dibrugarh University has so far successfully sustained its mission to expand through a network of study centers under the territorial jurisdiction of Dibrugarh University. DEB UGC RECOGNITION

An Expert Committee from Distance Education Council (DEC), New Delhi had visited DDE, DU in January 2013 and after inspection, the Directorate was granted Recognition by Distance Education Bureau (DEB), University Grants Commission, New Delhi in the month of August 2013 to run the following programmes through ODL mode: (i) MA in Assamese (ii) MA in English (iii) MA in Political Science (iv) MA in Sociology (v) MA in Economics (vi) MA in Education (vii) MA/M.Sc. in Mathematics (viii) M. THE DDE LIBRARY

The DDE Library was established in the year 2013 in the New Building of DDE. It has a collection more than 4500 textbooks and reference books regarding different subjects including Assamese, Commerce, Computer Science, Economics, Education, English, History, Law, Mass Communication, Mathematics, Philosophy, Political Science, Public Administration, Research Methodology, Sociology etc. It has also reference collections like Dictionaries, Geographical Guidebooks, Encyclopedias of different subjects etc. The users of DDE Library are mostly the Distance Learners. The daily visit of the learners in using the resources of the library is 25-30. The Library is opened from 10.00 A.M. to 5.00 P.M. for the learners. The library has its own facebook page- www.facebook.com/ Directorate of Distance Education Library, Dibrugarh University where all the information regarding library collections, services, etc. are available. This page also contains regularly updating informations like various examinations, training programmes, workshops and all other activities conducted by DDE, D.U.

HOW TO APPLY

PROCEDURE OF ADMISSION UNDER UNDERGRADUATE PROGRAMMES Application for admission to Bachelor of Arts (BA) programme are invited usually in the month of May/June. Candidates are to apply in prescribed form only. Application form along with the prospectus can be obtained from any of the study centers under the Directorate of Distance Education, DibrugarhUniversity on payment of Rs.200/- in cash or Bank draft drawn on State Bank of India, Dibrugarh University Branch (Code No. 2051) in favour of Distance Education Fund, Dibrugarh University. The application must be accompanied by attested copies of the marksheets and testimonials listed below or transcript issued by the University from which the candidate had been graduated. • Attested copy of the H.S.L.C. Examination Admit Card, Marksheet, Pass Certificate. • Attested copy of the HSSLC (10+2) Examination Marksheet and Pass Certificate. • One copy of recent passport size photograph signed by the candidate on the back side and one copy of stamp size photograph. • Attested copy of D.U. Registration Card (if already registered)

ADMISSION PROCEDURE • Those students who fulfil the essential qualification and have applied for admission in prescribed form with all testimonials, are eligible for admission into the concerned discipline. • Eligible candidates are required to deposit the admission fee in the study centre by cash. • On receipt of the admission fee candidates will be provisionally admitted into the course. • The entire admission process could be completed by correspondence except the production of transcript / original marksheet and other testimonials. Forms can also be obtained by sending a bank draft of Rs. 200/- along with a self addressed stamped (Rs.35/-) envelope of 12" x 8" size to the Director, Directorate of Distance Education , Dibrugarh University, Dibrugarh-786004. Forms downloaded from the website www.ddedu.org shall also be accepted provided it is submitted along with a bank draft of Rs.200/- as mentioned above. The forms are also available in different Contact Centres under Directorate of Distance Education, D.U. and other testimonials. Candidates are advised not to send original mark sheets etc. by post. • DDE, D.U. is also planning to open in future spot Admission Centres at various major towns of Assam and India. IDENTITY CARD On confirmation of admission, the students will be issued Identity Cards by the concerned Study Centre which shall be valid for • One academic year for undergraduate courses • Two academic year for post graduate courses NOTE: Students are advised to carry their Identity Cards whenever they visit the Study Centre or the DDE, D.U. and also for attending the personal contact programme.

DDE, UNIQUE IDENTITY NUMBER Students admitted shall be issued Students Roll Numbers and shall be intimated to them. Students are advised to quote their Student Roll Number in all the correspondences with DDE, D.U. REFUSAL OF ADMISSION Notwithstanding any rules and procedures, a student may be refused admission if his/her past conduct in the educational institution last attended has not been satisfactory. A student who has been expelled/ rusticated or disqualified by the University may also be refused admission. CANCELLATION OF ADMISSION Admission of a student can be cancelled at any stage if it is found that he/she has furnished incorrect information or has suppressed facts to secure admission. If any dispute arises out of such refusal/cancellation,

the decision of the Vice-Chancellor, D.U. shall be final. Dibrugarh University" and payable at "SBI, Dibrugarh University Branch (Code : 2051). The fee once deposited is non-refundable. Students admitted will be provided with cash receipts for the deposit of admission fees. DELIVERY OF STUDY MATERIALS Students who get admitted in any of the Study Centers permitted by the Directorate of Distance Education D.U. shall be supplied with the following materials at the respective contact centers: • One Printed copy of syllabus of the programme. • One copy of the regulation of the programme. A complete set of study materials of the programme will be supplied to the students within a month of the last date of admission by the Study Centre.


MEDIUM OF INSTRUCTION

Medium of instruction (course material and counseling) and examination for the undergraduate programme shall be both Assamese and English, except English, Alt. English and Commerce. However a candidate, in special case, may write answer in the examination in English. Medium of instruction (course material and counseling) and examination for the Post graduate programmes shall be English, Except for M.A. in Language Subjects

STUDY MATERIALS

The Directorate has prepared all the study materials in the Self learning material (SLM) format in coordination with the course writers and editors through the help of the workshops sponsored by Distance Education Council, IGNOU, New Delhi

NOTE: However, it should be noted that the study materials supplied by the DDE, D.U. on different subjects represent the course materials in abridged form. Therefore, these study materials are only supplementary to text books and not substitutes to text books. As such, students are advised to read the relevant text books in order to acquire detailed knowledge of the subjects while preparing for examinations.

STUDENT SUPPORT SERVICES

PERSONAL CONTACT PROGRAMMES / COUSELLING PROGRAMMES

Directorate conducts weekend cousellings for its learners. Theses weekend counsellings can be availed by willing students on payment of minimal fees which will be notified by the directorate in the induction meeting The personal contact programmes for undergraduate courses shall be provided by the study centers and the coordinators will inform the schedules to the students enrolled at their respective study centers


RESEARCH AND MEDIA SUPPORT SERVICE

The Research and Media Support Service wing has been established with a two fold objective to facilitate in house research Distance Education as well as supplement the distance learners with multi-media facilities. It includes information about the various events organized by the Directorate, assisting in administrative works, support with ICT tools etc. Media Support Service provides supplementary support to the Distance Learners by the means of • Radio Programmes : On every Thursday at 8pm from All India Radio, Dibrugarh Centre, (M/W- 521.1) • Multi-media CDs : The Directorate has decided to provide its learners with course related Video CDs, which may give a good support to the learning process of the learners. • Bulk SMS: The Bulk SMS to the learners providing information regarding Counselling programmes, Personal Contact programmes, Assignments, Date and Results of Examination, other Administrative and Examination related information and so on. (if DO NOT DISTURB service is NOT activated in tne contact numbers. • Updating all the necessary information in the website www.ddedu.org • Internet facility : All enrolled students of the Directorate can avail various facilities by logging in the website - www.dde.du.org. EDUCATION AND COMPUTER LABORATORY

The Directorate has developed one Computer and one education Laboratory especially for the benefit of the distance learner. The education Laboratory can only be availed by the DDE students.

VIDEO CD :

All the enrolled undergraduate students will be provided with a Video CD on each subject, which would provide them an overall idea of the whole course. Teaching aids: The directorate possesses a number of teaching aids (purchased of the DEC development grant) which are used in the personal contact programmes and the workshop held in the directorate. There are one LCD projector, one DLP projector, one portable overhead projector, five overhead projectors, one LCD TV with DTH connectivity and one public address system to be used as teaching aids. Moreover, there are still and Video Cameras and editing system for the students of PGDJMC programme.

PROGRAMME REGISTRATION

The candidates shall have to register themselves to the University at the time of admission clearly mentioning their course/subject combinations. The contact/study centers concerned shall submit to the University the detailed Registration List of their enrolled students along with the filledin registration forms and the prescribed fees within one month from the date of admission or as prescribed in the University Academic Calendar. The students registered by the University as per the information provided by the contact/study centers shall be treated as final. In no circumstances, change of subject combination and switching from one core subject to another shall be allowed. There shall be no provision for giving permission by the University for admission after submission of detailed Registration List of their enrolled students by the contact/study centers concerned to the University.

INFORMATION ON EXAMINATION AND EVALUATION •

A student shall be required to appear in all the courses (papers). Each theory full Course shall be of three hours duration and each theory half Course shall be of two hours duration.

There shall be no provision for re-evaluation for the answer scripts of the examinations. However, a candidate may apply for re-scrutiny.

The Controller of Examinations shall then make necessary arrangements for notifying the dates of the End-Term Examinations and other procedures as per Dibrugarh University Rules ( at least 20 days in advance) and the Academic Calendar notified by the University.

Setting of questions papers, moderation of question papers, evaluation of answer scripts, scrutiny, tabulation of marks, etc and announcement of results, shall be governed by the Dibrugarh University Examination Ordinance 1972 (as amended upto date).

There shall be two annual examination i.e. previous and final examination for the M.A./ M.Com/ M.sc (Maths) programmes.

One final examination for PGDMM and PGDJMC Programmes. There shall be 2 semster exam for PGDCA Programme. The BBA programme shall have 3 annual examination and the BCA programme shall have 6 semester exams.

There shall be provision for re-scrutiny for all courses (UG, PG and Diploma courses). But, the provision for reevaluation is available only for the post graduate courses.

Internal Assessment Exam for PG learners shall be conducted and evaluated through the computerized examination process in terms of MCQ. However, Internal Assessment for other learners shall be based on the evaluation of submitted assignments by the learners.

All examinations for distance education are conducted as per the DU EXAMINATION ordinance and regulations for MA/M.Sc/M.com Programmes in distance ducation 2007


EXAMINATION CENTRE

The annual and semester examinations for the various programmes under Distance Education of Dibrugarh University will be held only in the selected Examination Centres located at different places. The examination centres will be allotted by the University on annual basis taking into consideration the distance and the size of enrolment of students. Students should collect their Admit Cards personally from the office of the concerned Study Centre/Centre of Examination before the commencement of the Examination/Admit Cards will not be dispatched to candidates in order to avoid loss/damage during transit.

ADMISSION INTO THE NEXT YEAR/ SEMESTER CLASSES

Students will be required to admit themselves in the next year / semester classes within one month after the completion of their annual/ semester examinations.
