6.3 Proposals and Interventions

Analysis drawn from the literature study and the case studies has been used to develop proposals for the development of public open spaces of the Preet vihar community center where the inferences highlight the need and scope of improvement in the case of Preet vihar community center. Therefore, the following proposals have been defined to improve the condition of Public open spaces of the Preet vihar community center.

6.3.1. Restructure government policies to support public open spaces

The global kit for public open spaces by the UNO-Habitat has issued a set of definite guidelines for the primary aspects that affect the functioning of the public open spaces. Those guidelines highlight the different characteristics of an ideal public open space. However, no such public open space guidelines have been issued yet in our country. The structure of government departments and the processes they require sometimes impede the creation of successful public spaces. Transportation departments view their mission as moving traffic; parks departments are there to create and manage green space; community development agencies are focused on the development of projects, not the spaces in between them. If the ultimate goal of governance, urban institutions, and development are to make places, communities, and regions more prosperous, civilized, and attractive for all people, then government processes need to change to reflect that goal. This requires the development of consensus-building, city consultation processes, and institutional reform to enhance citizenship and inclusion.

Thus, if government policies and interventions have been introduced that aim at the development of public open spaces in the cities and the regulation and maintenance of these spaces, then for sure the public open spaces in the country will develop and enhance the urban placemaking.
