SYSTEM DESCRIPTION

1.1 General. The purpose of the Steam Turbine Generator Seal Oil System is to contain hydrogen gas inside the generator and prevent it from leaking out along the generator shaft. Since the gap between the stationary generator end housing and the rotor shaft would allow hydrogen gas to escape from the generator to the atmosphere , a constant flow of pressurized oil is pumped into the gap between the rotating shaft and end housing, via the Hydrogen Seal assemblies to act as a barrier and contain the hydrogen gas. As this constant flow of oil passes through the seal assembly, it picks up small amounts of hydrogen bubbles that must be removed from the oil before it can be safely re-circulated back into the main lube oil system. Thus the seal oil system consists of a variety of equipment for both controlling oil flow and also for removing hydrogen gas from the oil.

COMMISSIONING OVERVIEW The objective of this procedure is to provide the procedural steps necessary to prepare this system for operation.

3.1 Phase 1 – Pre-Commissioning (Preliminary Testing). 3.1.1 The commissioning team will review and approve the turnover package for this system. Note: The installer will typically perform the shop calibration of all applicable system components as per the appropriate component test procedures and document the results/data on the appropriate standard commissioning check sheets. 3.1.2 The installer will also perform cold loop checks on all applicable system components. This

will consist of verifying wire numbers, verify device type, range, default state, wire termination assignments, junction box terminal numbers, I/O panel numbers in the loop circuit, and document results on the Master/Wiring Schematics and/or the appropriate PCS. The objective is to ensure consistency between device summary, wire lists, and I/O assignments.

3.2 Phase 2 – Commissioning. System Hot Loop Checks 3.2.1 The commissioning engineer will perform the hot loop checks, which consist of the loops response to signal injection/control system output through the loop circuit, and document results on the Master/Wiring Schematics and on the appropriate PCS where applicable. Confirm loop continuity by actuating the device and observing proper operation at the control display panel.

System Control Logic Checks 3.2.2 The commissioning engineer will simulate logic signals of one or several integrated loops to verify correct logic response/operation, and document the results on the Logic Drawings/Control Specifications and on the appropriate PCS where applicable. Control logic checks will be performed on all applicable system devices.

Examples of system control logic checks: • Auto Start of Standby Equipment; Auto Stop • Alarm and Trip Circuit Functions • Permissive and Sequence Functions

3.3 Phase 3 – Start-Up Testing. Review system turnover package prior to start-up testing 3.3.1 Section 5.3 of this procedure identifies the step-by-step activities required to place the system in initial operation 3.3.2 Section 5.3 of this procedure lists the complete electrical and mechanical line-ups required for initial system operation.

3.3.3 Section 5.3 of this procedure also identifies the test data points that are to be measured and documented by the commissioning engineer during the initial system operation.

4.0

SAFETY / EVVIRONMENTAL PRECAUTIONS

4.1 Safety. 4.1.1 No work will be undertaken, regardless of the urgency, unless it fully complies with site safety and environmental procedures. 4.1.2 Before the start of any testing it shall be confirmed that all power supplies to the system have been isolated or that they are in a known condition. The commissioning engineer is responsible for the safety of those personnel working on the system. Check for the presence of harmful electrical or mechanical potential energy before starting work. 4.1.3 Confined or enclosed space entry procedures are to be reviewed and adhered to by all personnel involved where applicable. 4.1.4 Project Lockout/Tag-out (LOTO) procedures must be followed. 4.1.5 Task Safety Precaution Table Task System Walk-down

Safety Precautions •

Ensure that area is adequately lighted for safe access and pressure gauge monitoring.

Enforce good housekeeping by removing debris from access ways. (Piping, wood, trash, extraneous materials, etc.)

Cordon off the test boundary points with barrier tape and Test In Progress signs. Commissioning team members to restrict access to only authorized employees.

Static Testing

Verify that all system checklists have been completed.

Prior to test, all in-line devices should be removed, capped, or otherwise protected.

Monitor System

Ensure that 2-man control is observed in case of an emergency or injury.

Be cautious of falling debris being blown from piping exhaust.

Radios shall be used during monitoring.

5.2 Phase 2 – Commissioning Activities 5.2.1 Commissioning personnel should familiarize themselves with the components and testing requirements before the start of any testing activities.

As a minimum, this requires

reviewing the technical literature describing operation and testing of the various components. The Device Summary and Control Specifications should be reviewed to confirm the calibration set points and the control constant settings as applicable. The I/O Report and Interconnection Drawings should be reviewed prior to conducting the instrument loop checks. The associated MK VI drawings and any related configuration drawings should be thoroughly reviewed prior to verifying the logic sequencing and algorithms for the associated control loops. Test equipment shall be checked for proper operation and valid calibration certificates. 5.2.2 Throughout the procedure it may be necessary to remove certain valves, orifice plates, and/or instrumentation. Whenever this occurs a Component Removal/Installation Log, must be completed and tracked through testing and re-installation of said equipment. When equipment discussed above is blank flanged the blank flange location, size, and dates installed and removed shall be listed on the Temporary Blind flange
