TASK FORCE ELCAC LAUNCHES SPECIAL CONVERGENCE MISSION IN LEYTE TACLOBAN CITY -- A Special Convergence Mission is set to be launched in Baybay City on October 29, 2019 by the Task Force to End Local Communist Armed Conflict. No less than Secretary Hermogenes Esperon Jr., the vice chair of the National Task ForceELCAC, and Secretary Eduardo Del Rosario, the Cabinet Officer for Regional Development and Security (CORDS) for Region 8, have confirmed their attendance to the launching which was made possible through the joint efforts of the Leyte Provincial Task ForceELCAC headed by its chairperson Governor Leopoldo Dominico L. Petilla, the Eastern Visayas

Regional Task Force-ELCAC and the City/Municipal Task ForceELCAC of Baybay, Mahaplag and Inopacan. The Special Convergence Mission targets to bring government services to the 135 families of the victims of NPA purging whose mass graves were discovered and exhumed in 2006 in Inopacan, Leyte. The families are residents of seven barangays in the City of Baybay, and in the municipalities of Mahaplag and Inopacan, particularly, Barangays Amguhan, Monterico, Kabungaan and Ampihanon in Baybay City; Barangays Malinao and San Juan in Mahaplag and Caulisihan in

Inopacan. Various member agencies of Task Force-ELCAC are expected to bring various services and projects to the 135 families. Services will include medical-dental; optical services with free eyeglasses; free haircut for both men and women, children and adults; free manicure and pedicure; hilot wellness, among others, will be provided. There will also be preventive medicine lectures and distribution of seeds. The DSWD Region 8 will give financial assistance of P5,000 to the heads of the 135 families. The DOLE will also provide

PARANAS, Samar - The Municipality of Paranas through its Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC) once again affirmed its commitment to converge and deliver basic social services to its constituents. On October 18, 2019, the Paranas MTF-ELCAC conducted Barangayan, a peace and development caravan dubbed as “Adlaw para han Barangay,” in Barangay Cawayan to reach out and bring government services to the people. The activity, which catered to the residents of Brgys Cawayan, Minarog, and Bagsa, was spearheaded by MTF-ELCAC Chair and Municipal Mayor, Atty. Eunice U. Babalcon and participated in by the different members of Municipal Task Force: the different Department Heads, SB Members, Punong Barangays and the Municipal PLEDS Cluster members composed of 87th Infantry (HINIRANG) Battalion Commander, Lt. Col. Reynaldo B. Balido, Paranas Chief of Police, PMAJ Marty Munoz, and 94SAC Company Commander PCPT

MAASIN CITY -- In support to Duterte administration’s strong drive against insurgency, the “MAmamayan Ayaw Sa INsureksyon” (MAASIN) program was created by the Bureau of Jail Management and Penology (BJMP). The said program is a “contribution-effort against insurgency recruitment of minors at school level,” Senior Jail Officer II Sergio Maglines disclosed. “MAASIN program is the brainchild of our Bureau chief JSupt. Rill Fabella Sonon, who serves both as the Maasin City Jail Warden and Southern Leyte Jail Administrator,” he said. It is aimed to empower students and the youth as well to be active and responsible citizens, and eventually avoid incarceration. The said program was also created to enlighten the minds of schoolchildren to be patriotic , law-abiding citizens, God-fearing professionals and productive

BORONGAN CITY -- The Department of Public Works and Highways – Eastern Samar Engineering Office (DPWHESDEO) completed the construction/improvement of the tourism access road leading to Hilangagan Beach, Brgy. Punta Maria, Borongan City. According to Engr. Jayson G. Espeso, Engineer II/Info Officer that the road project amounted to P11.7-M funded by General Appropriations Act for the year 2019 under the agency’s Tourism Road Infrastructure Program (TRIP) in partnership with the Department of Tourism (DOT). The engineer disclosed that the project is concreting the 500 meters access road approach with .20-mm thick and 5-m wide of road pavement which includes also the construction of 100-m concrete stairs down to the beach. Engr. Manolo A. Rojas, District Engineer said that the access road is a big help in sustaining the tourism growth in the

This project intends to provide driving convenience through safe and durable concrete pavements. “With this new access road, tourists from different places as well as the residents will no longer have problems in reaching the beach. We are hoping that more tourists will visit Hilangagan Beach with the improvement of its access roads,” Engineer Rojas added. Ms. Nida Alegre, a resident of Brgy. Punta Maria feels happy with the completion of the access road to Hilangagan Beach. “It will provide livelihood opportunities to the people of Punta Maria with the increased number of tourists,” Alegre added. The construction of the said project started on June 11, 2019 and completed on August 14, 2019. This is in line with the “Build, Build, Build” program of Pres. Rodrigo Roa Duterte’s administration. MOTIONG, Samar -- The Motiong Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC) sent off its Retooled Community Support Program Teams to their assigned barangays. The send off ceremony was held on October 21, 2019 during the LGU’s flagraising ceremony at the municipal grounds with the Honorable Mayor and MTFELCAC Chair, Renato T. Cabael, spearheading the activity. The members of Motiong MTF composed of the SB Members and Department Heads witnessed the ceremony. Also present were members of the Municipal PLEDS Cluster composed of personnel of the 87IB headed by Lt. Col. Reynaldo B. Balido Jr., INF (GSC) PA; Motiong PNP personnel headed by PCpt Ruel Cantillas, and Motiong BFP headed by SFO1 Fritz V. Uy. In his message, Mayor Cabael reiterated the need to unite the efforts of all stakeholders in addressing the root causes of the long drawn insurgency problem. He added that MTF-ELCAC through the RCSP Teams will play an important role in finally ending the communist armed conflict. By immersing in the conflict-affected areas (CAAs), it is hoped that the people’s sentiments and issues will be addressed through the RCSP, with the LGU as lead. PALO, Leyte -- Job Order (JO) workers of the three local government units in Region 8 can now avail of the benefits and privileges accorded to formally employed workers. This, after the management of the PAG-IBIG Home Development Mutual Fund through Vice President for Operations Visayas-Mindanao Group Rio R. Teves signed on Tuesday, Oct. 22, at the Oriental Hotel a memorandum of agreement with the mayors of the municipalities of Barugo, Jaro and San Miguel, all in Leyte paving the way for mandatory membership of all job order workers of the said LGUs. In his short message, Teves said having the MOA signing with the three local chief executives with the PAG-IBIG Fund paved the way for the availment of services, benefits and privileges accorded to active members. “This gives our members the opportunity to avail of the benefits of the loyalty cards, increase their wealth and social status in life, acquire homes for their families through the housing loan program as well as save for the future,” Teves said. In response to this move, Mayor Rodrigo Arbas of Jaro, Leyte thanked the members of the Sangguniang Bayan of his municipality for giving him the authority to enter into such kind of MOA as this will motivate his job order workers to work more. Jaro has 200 job order workers, according to Mayor Arbas. Meanwhile, Barugo Mayor Ma. Rosario Avestruz considered

this as a welcome development after admitting that the job order workers of her town have been members of the PAG-IBIG for quite a long time even before she assumed into office as local chief executive. “This is one way of helping them to have forced savings and they get the other benefits offered by PAG-IBIG Fund,” Avestruz

MAASIN CITY -- Starting next year, 2020, and every year henceforth, the first seven days in the month of October shall be locally observed as a week to celebrate the freedom of the press. This was the content of a draft, unnumbered ordinance which is due for signing by City Mayor Nacional Mercado, after having hurdled the regular rounds of intense discussion at the Sangguniang Panlunsod. “This was a dream come true, now on my second term of office,” said City Councilor Zaldy Olita, himself a journalist, a news anchor of radio station DYDM before he joined the political fray, in a meeting at the Mayor’s Office Friday, where copies of

the draft legislative measure were distributed. Present during the meeting were members of the locally-organized media group, the Associated Mmedia of Southern Leyte (AMSL), City Information Officer Royeno Segovia, and some info officers of city offices. Olita, the principal sponsor of the press freedom ordinance, said the city government has appropriated P200,000 funds to foot the bill for the various activities to be undertaken to mark the week-long celebration. BORONGAN CITY -- An Overseas Filipino Worker (OFW) from Borongan City is the Regional Model Overseas Filipino Worker Family of the Year, according to the Overseas Workers Welfare Administration - Regional Welfare Office (OWWA-RWO-8). Gina Pomida Delgado from Borongan City, Eastern Samar won the Search for 2019 Model Overseas Filipino Worker (OFW) Family of the Year Awards (2019-MOFYA) on October 10, 2019 at Rosvenil Hotel, Tacloban City. According to OWWA family worker officer Jessabel Lucenario, the search is now on its 14th year. This search recognizes the invaluable contributions of OFWs in pursuit of a better life, their support to their families and to honor the sacrifices of Filipino migrant workers abroad by highlighting their success stories. To qualify, nominees should comply with the following requirements: The OFW is either single or married and with proof of OWWA membership, should head the family and maybe presently employed overseas or former OFW; the OFW should have at least four (4) years of experience abroad; that he/she has returned

to the country for good for no longer than 10 years of the time of nomination. Also, the OFW family is known as a solid/stable family in the locality; the OFW family should be financially stable, and the OFW is actively involved in community projects. The group who may nominate an OFW family meets the qualifications must be any of the following: registered NonGovernment Organizations (NGOs); People’s Organizations (POs); Religious organizations/ associations, community based socio-civic organizations/

associations; and OFW Family Circles (OFCs). Nominations from overseas may be accepted provided the family of the nominee is in the Philippines. No individual nomination shall be accepted. The criteria of the selection process include the following: wholesome OFW family – 50%; civic/community involvement of OFW and family – 20%; success in OFW and or family member/s education or profession – 20%; and success in managing family finances – 10%.

PNP, PDEA post biggest ever shabu seizure in Region 8 By: Consuelo B. Alarcon

MAASIN CITY -- Individuals representing various sectors of society did not mind getting their hands and feet dirty, their shoes and trousers wet and soaked, on Friday, October 18, for the common purpose of planting mangrove seedlings. Before the sun reached its hottest peak by midday, a total of 3,000 petioles were planted in a coastal flat in barangay Combado and another 1,000 pieces in a similar area in neighboring barangay Lib-og, all of this city. Each seedling was paired by a bamboo stick, the two tied together, to prevent being washed out during high tide, especially in an inclement weather that can cause big waves in the planted area. Those who joined are mostly employees from the city and province, with the presence of some officials, along with students, and 4Ps members of the host barangay and its officials. Eva Abad, head of the provincial environment and natural resources management office (PENRMO), the office that

organized the event, said the mangrove planting was still part of the activities marking the month of October as local government month. Provincial administrator Jason Calva, who joined hundreds of others in dipping into the muddy territory to personally plant the mangrove petioles, said the activity reflected the concern of the provincial government in keeping what was left of the mangrove forest in the city. The activity that was participated by other sectors also showed that in the future, granting a low mortality rate, the forested area of mangroves will be preserved and enhanced further by the continued collective planting, Calva added. Mangrove forests are known to act much like buffer zones, preventing huge waves in a stormy weather to directly destroy the lives and properties of those living along the coastlines. CAMP KANGLEON, Palo, Leyte -- A joint anti-illegal drug operation of the Philippine National Police (PNP) and the Philippine Drug Enforcement Agency (PDEA) in Eastern Visayas seized P600 million worth of shabu weighing 88.49 kilograms from six arrested suspects on board two private vehicles along Maharlika Highway, Brgy. Bunagan, Gandara, Samar around 4:30 in the afternoon on Thursday, October 17, 2019. The confiscated illegal drugs were placed at the compartment of a Mitshubishi Lancer with PN XTE-453 color grey and Nissan Sentra with PN ZLV-4621 color black which were used in transporting the contrabands. In a press conference held Friday (Oct. 18) at Camp Kangleon, this municipality, Eastern Visayas, Police Regional Director Brig. General Dionardo B. Carlos said the shipment of methamphetamine hydrochloride, popularly known as shabu, was intercepted at a checkpoint in said place while in transit to an unknown destination. “This is the biggest recorded shabu seizure in the region,� Brig. General Carlos said. Police authorities said that upon receiving information regarding the shipment, checkpoints were established in the area with the supervision of the Samar Police Provincial Office paving the arrest of the suspects comprising five adults including a pregnant woman and a 14 year-old boy. BORONGAN CITY -- The Borongan City Health Office (CHO) ushered a Buntis Congress on October 18, 2019 at the city hall lobby. The event was held in line with Breast Cancer Awareness Month. A hundred pregnant mommies attended and availed of the pre-natal services provided by the CHO, Red Cross Eastern Samar Chapter and Rotary Club of Borongan. City Health Officer, Dr. Daisy Sacmar urged the pregnant mothers to take care of themselves during pregnancy to increase their chances of survival and reduce child mortality. TACLOBAN CITY -- As the province of Leyte marked the 75th Anniversary of Leyte Gulf Landings on October 20, 2019, the Philippine Information Agency met the surviving spouse of Veteran Celso Cayas Tolones, Pelagia Lebria Tolones who voiced out an appeal for the authorities concerned to grant her the benefits she deserves. Her husband, she said served as a messenger and cook during the World War II. “Bisan nala guti-ay para tak pagkaon komo ako himatay na,”(I just need it for my daily subsistence as I am ill) Mrs. Tolones appealed to the concerned government agency for her benefits. According to Mrs. Tolones, her husband who was 19 years old at that time, was helping the American and Filipino soldiers by serving their meals. Tolones’ daughter, Rosemarie Tolones Rape, admitted that her father was not able to receive any benefit for veterans. She said she has submitted and complied with all the requirements such as military record, serial number, baptismal

certificate, NSO certificate, postal ID and other pertinent documents with the Philippine Veteran Affairs Office (PVAO) at Camp Aguinaldo, Quezon City. PIA decided to call the Philippine Veterans Assistance Office and accompanied the daughter to the PVAO in Tacloban. Based on the available information provided by Mr. Paul Harry R. Lobrigo, the Veterans Assistance Officer II of PVAO Tacloban, the claim of Mr. Tolones was denied on May 5, 2010. This is the reason why the claimant has not received the benefits. MASIN CITY -- To raise awareness on the importance of saving the decreasing species of Philippine Eagle, the Philippine Eagle Foundation (PEF) held a film showing entitled the “Bird of Prey” on October 14, 2019. In coordination with the provincial government through the Provincial Environment and Natural Resources and Management Office (PENRMO), the film showing held at the provincial coliseum documented that human activities including habitat destruction and hunting were the top threats to eagle’s survival. t has become a tradition that the town of Dulag in the province of Leyte is the center of activities every October 19, in connection with the 67th Leyte Gulf Landings anniversary. The Dulag Commemorative Celebration which is sponsored by the Municipal Government of Dulag, Leyte led by Mayor Mildred Que, and the Provincial Government of Leyte led by Governor Leopoldo Dominico L. Petilla, is held at the Hill 120 at Barangay San Rafael, where the American flag was first raised in the Philippines during the Liberation. At Dulag Hill 120 fronting the main highway of Dulag, is a historical marker narrating the historic significance of the place. It reads: “Atop the height of this hill 120, Blue Beach, Dulag Leyte, Philippines at 10:42 a.m. 20 October 1944, only 42 minutes had elapsed since the first assault troops of the 3rd BN of 382D Infantry, 96th Division of the American forces of liberation

had landed 1st Lt. Clifford W. Mills raised the American flag in Philippine soil after it had been lowered at Bataan on 9 April 1942. Floating high and proud was tangible proof that the Americans had made good their promise to the Filipinos.” “In grateful memory of the unknown American soldiers, who with untold magnanimity and valiance fought and paid the supreme sacrifice on this foreign shore to liberate a people foreign to them.” Also present at the Hill is a Japanese Memorial and Cenotaph of the bloody encounter which reads: “Cenotaph Dedicated to console all souls of Filipinos, Japanese, Americans who passed away in Leyte during World War II. Sworn that the same tragedy and mistake should never be repeated. Prayer for the true world peace and friendship forever.” Going up, there is a trail of concrete steps to the top of Hill 120 which require a five-minute trek. On top of the hill is a touching scene, a figure of the

American Marine climbing a coconut tree and carrying an American flag… another American Marine follows him from behind. From the top of the hill, one could see the Blue Beach of Dulag where a part of the Allied Forces landed. The annual activity at Hill 120 is aimed at keeping alive the importance of the hill in the Liberation of the country from foreign invaders. Indeed, the young people of the municipality and the whole country must know the important historical events that took place in their respective areas. (PIA8)

I thank you with utmost sincerity for your sacrifice. The great battle in the Pacific serves as a timeless reminder that the success of military coalition operation ultimately rests on shared values. It also reminds us that we must always ready to work or fight together whenever and wherever duty calls,” he added. He likewise expressed his gratitude to the offices of the Veterans Affairs, Armed Forces of the Philippines and the local government of Leyte for ensuring Australia’s part in the allied victory is continuously acknowledged. Among the liberation forces who fought were 4,000 Australian personnel, some of whom died during the liberation campaign. He urged everyone not to forget that the peace and prosperity we enjoy today was built upon the precious sacrifices of souls. The official is confident that the event will bring great opportunities and full cooperation with one another since all countries represented share and cherish fundamental values such as freedom, democracy and the rule of law. For his part, Leyte Governor Leopoldo Dominico Petilla emphasized the importance of yearly commemoration of this significant and historic event. Petilla said, “We have the duty to keep alive the valor of our

WWII heroes. Alive in our collective memory because our veterans both living and fallen deserve to be recognized for their heroism in times of war so that we may all live. We have to do our best to uphold in our own lives the values that they have, were prepared to die for. We have to honor those who carry forward that legacy, recognizing that people cannot live in freedom unless free people are prepared to die for it.” Meanwhile, Palo Mayor Frances Ann Petilla shared her thoughts of the veterans who, according to her, if not for their courage and bravery, we will not be having a peaceful life today. E. Samar town bloodletting gathers 106 donors SAN JULIAN, Eastern Samar -San Julian local government held a Bloodletting event on September 24, 2019 at the town plaza. In response to the LGUs call for its citizens to participate in this heroic act, some 106 blood donors showed up composed of army troopers, students, young professionals and concerned San Julian folks lined up as early as 7 a.m. for the screening. To show appreciation for the voluntary act, San Julian Mayor Dennis Estaron gave out five kilos of rice to each donor. One such young professional who felt pride in giving up his blood was Joevit Orcuse from Brgy. Villa Hermosa, Dolores, this province. “I was just visiting some friends in Brgy. Nena when I learned of this, I immediately volunteered to have my blood screened and happy to learn I was qualified to donate,” said Orcuse. Another young volunteer is Faith Casinillo of Hilongos, Leyte. The nursing graduate who works at the Nationl Nutrition Council (NNC) 8 was just doing an evaluation of the nutrition plans of the province. Since she finished earlier, Provincial Nutrition Action Officer Sallie Jabinal urged her to witness the Buntis Congress and Bloodletting in San Julian town. “Donating blood feels good, because you know you are helping,” said Casinillo. San Julian town has received recognition from the Department of Health (DOH) 8 for the voluntary blood donation program for two years now, based on their certificates.

PDA spearheads mangrove rehab in Borongan By: Ninfa B. Quirante

BORONGAN CITY -- The Philippine Dental Association, Eastern Samar led a mangrove planting in Maypangdan Village, Borongan City on Sunday, October 20, 2019. Dr. Katrina Anacta-Sadac, president of the local dental association was able to gather 337 mangrove saplings planters. “We put it upon ourselves as our social responsibility to help protect our environment. We at PDA believe that it is not only important to promote good oral health, it is also one of PDA’s advocacies, to instill environmental awareness to the community.” The participants planted 500 mangrove saplings. The dentist said that the PDA held a nationwide tree planting through the Bawat Isa Nangangako, Habang Buhay Iingatan (BINHI) program. Sadac explained that the BINHI program is PDA’s reforestation and social corporate responsibility program all over the country. “Other dental chapters from all over the country are also doing the same thing.” Sadac said she first invited continued on page 22

A science degree and three square meals a day

I

t’s often true that scholarships change lives. To some, it provides not just a degree, but even food for the entire family. The scholar Ed Jeric Canete Enpictana is among those whose childhood dream was to become a teacher. As a young boy, he played with his siblings, him as the teacher and them as his students. The Enpictanas have eight children who often experience financial and food shortage. Their difficulty was compounded when Ed Jeric’s father left the family when he was in his teens. His mother’s resourcefulness and cooking skills helped provide for the family’s needs, though. They peddled the dishes home-cooked by their mother in the community. “Our stomach may not be filled with expensive or nutritious food but our hearts and minds were always filled with an advice that: Education is very important. It is the only way to lift our family from poverty and it is the only legacy that we can give to you,” Enpictana recalls his mother’s

words. Despite some doubts of ever finishing college education, his mother’s advice of not letting their poverty hinder them from achieving their goals served as his guide. There are several inspiring stories of scholars in the Eastern Visayas region; those who shared their allowance to finance the schooling of their siblings or those who set aside some amount to augment household expenses. It is not uncommon for scholarship allowance to be spent on the whole families’ decent meals. These scholars who generously share their stipends also exhibit academic excellence by graduating with honors. “There are so many Jeric in the implementation of the scholarship program in the region. They are willing to serve the country, and they help DOST 8 in campaigning for the program,” said Engr. Ramil Uy, scholarship coordinator of the Department of Science and Technology-Science Education Institute (DOST-SEI) in Eastern Visayas.

The scholarship The Junior Level Science Scholarship (JLSS) is open to 3rd year college students taking up DOST-SEI-identified priority courses. Those who pass the qualifying examination can avail of the scholarship and will be eligible for two to three years of financial assistance. Two years for those taking less than 5-year degree courses and three years for those taking a 5 year degree courses. Most scholars are below the average or below the value indicator of P156,600 Annual Gross Family Income. Currently, DOSTRegion 8 has a total of 403 existing JLSS Scholars. DOST Region 8 traces their scholars using the SEI’s Tracking Actual Career Experience Report (TRACER). “Although not 100 percent of the scholar graduates accomplish this tracking form, we can still surmise that mostly, our scholars are serving the country. Apart from this report, our regional office also requires the submission of this TRACER form so we can trace the status of our scholars graduates,” Uy said. Most of the scholars who stayed in the region are absorbed by the Department of Education. They teach science and mathematics subjects even to the remotest areas in the region. Some are working in other government agencies including DOST 8. Enpictana is now a Special Science Teacher I at Llorente National High School, in Llorente, Eastern Samar. Govt’s ‘Handog Titulo’ beneficiaries in Sta. Fe, Leyte receive land titles By: DENR-8

TACLOBAN CITY -- Over 50 land titles were awarded to the beneficiaries in Sta. Fe, Leyte under the government’s “Handog Titulo Program.” The Department of Environment and Natural Resources (DENR), Registry of Deeds (ROD), and the local government unit of Sta. Fe spearheaded the awarding of the land titles covering tracts of agricultural public lands in the municipality. Edilberto Caidlang, Community Environment and Natural Resources Officer (CENRO) of DENR-CENRO Palo said occupants and those who cultivate the agricultural public lands for disposition are entitled to avail a Free Patent as authorized by Commonwealth Act 141, as amended. Republic Act 11231 known as the Agricultural Free Patent Reform Act is a recent amendment which makes agricultural land titles immediately available for trade. This removed the prohibition from mortgaging or selling land under free patent within five years from the issuance of the patent. This new development intends

to encourage growth and progress in the agricultural sector. The recipients of the Free Patents in Sta. Fe expressed their joy for finally being considered tenured land owners. Ms. Fe Catayong, occupant of an agricultural public land for 21 years said she is happy that her application for free patent was granted and the proof of ownership of the land she cultivates is now in her hands. “I will enrich this land because this is the only wealth my children will inherit from me,” she said. Meanwhile, the DENR, ROD, and the LGU of Sta. Fe, Leyte expressed optimism that the security of land ownership will spur an improvement in the lives of the Free Patent beneficiaries as they make their lands more productive. The Handog Titulo in Sta. Fe, Leyte and a series of similar activities was conducted throughout the region in September in observance of the Founding Anniversary of DENR’s Land Management Bureau. “PSA starts...” continued from page 18 Barangay Balagon, Can-avid town received their PCA incentives under the Poverty Reduction, Livelihood and Employment Cluster (PRLEC), said PCA Eastern Samar Coconut Development Manager Roi Floretes. Barangay Balagon, Can-avid according to Philippine Statistics Authority (PSA) has some 337 population based on the 2015 survey. It added that the barangay can be reached through a five-hour motorboat ride in the Can-avid River. The project PRLEC is under President Rodrigo Duterte’s EO 70 that institutionalizes a “whole-of-nation” approach aimed to adopt a peace frame work to address the root causes of insurgency, internal disturbances and tensions and other armed conflict and threats. It also aims to prioritize and harmonize the delivery of basic services and social development package of the government. Floretes said that in Brgy. Balagon and beyond, there are many families that needed intervention because they are very poor, distant and with a few opportunities for livelihood. He added that based on the farmers accounts, these areas have no access roads nor electricity. “PCA needs to provide them intervention like the incentives in the Participatory Coconut Planting Project (PCPP) where they can get as much as P40.00 per planted coco seedling,” said Floretes. This is to show them that the government cares, added the PCA official. “With the full implementation of the different agencies like TESDA, DOLE, DTI and other cluster members, we will be ensuring active participation of all sectors of the society in the pursuit of the country’s peace agenda,” he added.
