Pres. Choy shares CSPC’s Smart City e-Governance Project in 2021 PAIF

T

he Department of Science and Technology (DOSTPhilippines) – Philippine Council for Industry, Energy, and Emerging Technology Research and Development (DOST PCIEERD) and Department of Science and Technology Regional Office V. (DOST V), together with the Benita and Catalino Yap Foundation, spearheaded the Philippines Academic Innovation Forum (PAIF) 2021 held on February 24, 2021, via Zoom. The Camarines Sur Polytechnic Colleges’ President, Dr. Charlito P. Cadag, was one of the resource speakers in the said forum. Pres. Cadag shares the CSPC Smart City e-Governance Project, which consists of six interoperable systems, including Local ID System (LIDS), Point of Payment System POPS), Electronic Business Permit and Licensing System (eBPLS), Electronic Business Permit System (eBPS), Real Property Assessment and Tax Systems (RPATS), Legislative Tracking and Management System (LemTrac). These projects significantly affect its beneficiaries by providing more efficient and streamlined e-government services and greater access to public services due to interoperable resources and systems.

unit’s operation, including tracking, communications, issuance of certificates and permits, assessment of taxes and fees, liquidation of collection, enhancement of citizen portfolio through Local ID Systems, and transparency in the government’s transactions. The automation and transparency offered by the system boosted the performance of the LGU, which has resulted in a 30% increase in their revenue. It has also helped in the implementation of the “Ease of Doing Business Act” to deliver time-efficient government services. Meanwhile, Mr. Rodne Galicha, the Country Manager of Climate Reality Project Philippines, also shares his idea on COVID-19 Reset; Dr. Chosel P. Lawagon, a Balik Scientist from the University of Mindanao, shares her BSP Engagement and experience in submitting proposals in IDP, GIA, and YIP; and Dr. Richard Cordal presented the BISCAST Projects funded by DOST-PCIEERD. The said forum aims to showcase the programs and projects of PCIEERD and encourage partnership with SUCs/Private HEIs in the region. It also highlights the sharing of experiences of project leaders/researchers from PCIEERD sponsored projects.

LGU Pasacao sponsors “iStart Sustainable Cityhood Program: Pasacao Version” Planning Workshop

T

he local government unit of Pasacao, Camarines Sur headed by Municipal Mayor Nino A. Tayco sponsored the” iSTART Sustainable Cityhood Program: Pasacao Version” Planning Workshop last February 26, 2021, held at Surfers Paradise Beach Resort, Barangay Caranan, Pasacao, Camarines Sur. The said workshop aims to foster a better quality of life for the Filipinos, and giving opportunity, time, and a rich blend of human resources that exist in a partnership circle. Mayor Tayco stated recommendations wherein, there will only be one Memorandum of Agreement (MOA) with the five (5) partner institutions. Indicating specific roles and functions of the partners for clarifying and ease planning, implementation, monitoring, and evaluation of the programs, projects, and activities (PPAs). This will help to hasten the process of securing authorization with the Sangguniang Bayan. The PPAs should be geared towards the understanding of the vision of the municipality that can be summed up into the synchronous efforts of the locality on the road to cityhood. Through looking into the different sectors of the municipality including social, economic, environmental, infrastructure and institution the partnership efforts will be more comprehensive.

According to Mayor Tayco, they will focus on social concerns with the help of the proposed institution in charge, including education, health, social services, heritage, sports, and protective services, with the University of Nueva Caceres. As well as economic concerns, tackling agriculture, commerce, and trade, local economic enterprises, and tourism, with the help of Central Bicol State University of Agriculture. The municipality will also emphasis on environmental concerns, forestry, biodiversity, coastal, disaster risk, and waste management with Bicol State College of Applied Sciences and technology. Mayor Tayco also stated to give efforts to infrastructure, including physical infrastructure, water, power technology, and communication spearheaded by Camarines Sur Polytechnic College. Also, under the institutional concerns, the organizational management, policy, and fiscal management with the help of Partido State University. The office of the Municipal Mayor of Pasacao, Camarines Sur is also encouraging relevant recommendations from the partner institutions to enrich the said concept of the proposed partnership efforts.

CSPC collabs with gov’t, other CamSur HEIs for DOST iStart Program

C

SPC, together with Bicol State College of Applied Sciences and Technology, Partido State University, Central Bicol State University of Agriculture, and University of Nueva Caceres, committed to share their resources under their respective research and development, and extension programs to ensure the successful implementation of DOST’s iSTART Program. The MOA signing ceremony among DOST and universities was held on March 26, 2021 at the Surfer’s Paradise in Pasacao, Camarines Sur. It was participated by other HEIs and SUCs; UNC, ParSU, CSPC, CBSUA and BISCAST. All these schools were represented by their respective Presidents.

CSPC’s very own College President, Dr. Charlito P. Cadag, together with Dr. Teresita B. Salazar (VPREPED) and Kristopher Regalado Tayo Visaya, has represented the school. The partnership between DOST and CSPC carries on. iSTART, or the Innovation, Science and Technology for Accelerating Regional Technology-Based Development, is a project by DOST that aims to support balanced development geographically by accelerating regional growth through science, technology, and innovation.

PHREB conducts Workshop on Standard Operating Procedures distinguished resource speakers and facilitators of the activity including Dr. Sonia E. Bongala, OB Gynecologist and Chair, Philippine Health Research Ethics Board- Committee on Standard and Accreditation (PHREB-CSA); and Dr. Rhodora C. Estacio, Vice-Chair, PHREB-CSA. During the training workshop, the PHREB Accreditation Policies, Revisiting the Review and After Review Processes, and Common Problems in the Development of SOPs were discussed.

iming to help improve the standard operating procedures (SOP) of the Research Ethics Committee of the institution. The Philippine Health Research Ethics Board (PHREB) conducted the two-day Workshop on Standard Operating Procedures for the members of the Research Ethics Committee (REC) of CSPC last February 10-11, 2021. The welcome remarks were given by Dr. Amado A. Oliva, Jr., the Vice President for Academic Affairs (VPAA) and followed by the introduction of the participants by Ms. Ruby Jane S. Gonzales, Chair of the Research Ethics Committee of CSPC. Meanwhile, information and insights on the Standard Operating Procedures of Research Ethics were presented by a roster of

The participants were divided into four groups for activities and were placed in a break-out room for the duration of the program and one member was assigned for the presentation of the output of the entire group. Assessment of the Completeness of SOPs and their format; Checking Intra-SOP Consistencies; and Writing and editing SOPs were also included for exercises. Also, participants were able to present and tackle the overview of the SOP, procedures of the research ethics review process, organigram of REC, and the proposed SOPs of the institution. The activity is a great opportunity for the participants to gain knowledge regarding the standard operating procedures (SOPs) of the REC of the institution. Likewise, the participants were oriented with the Standard and Accreditation of the Philippine Health Research Ethics-Board.

Engr. Tabal won Second Best Paper in the RSRDH on Research and Development Highlights (RSRDH) spearheaded by the Bicol Consortium for Agriculture, Aquatic, and Natural Resource Research and Development (BCAARD) held last February 8-9, 2021. The said symposium was joined by six (6) researchers with their respective studies. Through the office of the Vice-President for Research, Extension, Production and Entrepreneurial Development, Faculty Researchers submitted their full paper to the Bicol Consortium for Agriculture, Aquatic, and Natural Resource Research and Development (BCAARD).

BCAARD set the general guidelines for the research entries. Wherein, only best papers winners during the agency in-house Review in agriculture, aquatic, and natural resources shall comprise the initial entries. The best paper will be selected based on approved evaluation criteria. Entry paper must also be categorized between Research and Development programs/ projects following its definition. The head agency will also take part in properly endorsing the entries. The manuscript and PowerPoint must also be presented properly based on the format given by the BCAARD. The researchers are given 15-minutes for the oral presentation followed by a 10-minutes question and answer portion. The researcher should obtain an average rating of 85% or higher and will be awarded. Following the general guidelines and presenting the study suitably. Engr. Tabal was awarded Second Best Paper and was given a cash prize during the Regional Symposium.

FACULTY INTERVIEW KEITH MARLON R. TABAL Engr. Keith Marlon R. Tabal has been a Faculty Member of the College of Engineering at the Camarines Sur Polytechnic Colleges (CSPC), Nabua, Philippines since 2009. Currently, he holds the rank of Associate Professor III. He completed his Master in Engineering Technology at CSPC in 2011 and through the Engineering Research and Development for Technology (ERDT) Scholarship given by the Department of Science and Technology (DOST), he finshed his Master of Science in Electronics Engineering major in Control Systems at the Mapúa Institute of Technology in 2015. From 2015-2019, he served as the ECE Program Chair at the College of Engineering. At present, he is involved in several research undertakings at CSPC. His research interests revolve around the areas of Control Systems, Machine Learning, Computer Vision, and Embedded Systems Design. Some of his previous works have been presented and published in SCOPUS-indexed journals and proceedings. Presently, he is pursuing his Doctor of Philosophy in Electronics Engineering at the Mapúa University.

What research project has been your favorite or are you most proud of? Of all the researches I’ve undertaken, the “Nitrogen Deficiency Level Assessment Device for Rice (Oryza sativa L.) and Maize (Zea mays L.) using Classification Algorithm-based Spectrophotometry” is undoubtedly my favorite. Aside from it, receiving a couple of awards in both local and regional research colloquiums, I find it a promising technology that could benefit our small-scale rice and corn farmers by slowly introducing to them smart farming practices such as efficient fertilizer management. Through this technology, farmers will be able to manage fertilizer application correctly which may reduce production costs but would still ensure that adequate fertilizers are applied to maximize their crop yield. If fully adopted, this technology will be my humble contribution to our smallscale farming community.

Is there anything else you would like to share about your Research experience at CSPC?

Have you worked on any research projects with students, and if so, what were they?

In recent years, I’ve observed that the research culture in CSPC has dramatically improved. I believed that the support to faculty-researchers given by the current administration through the leadership of Pres. Charlito P. Cadag has greatly contributed to the increasing enthusiasm of faculty members to indulge in research activities. The increasing number of CSPC research papers being published in SCOPUS and Web of Scienceindexed journals and research citations can be attributed to the faculty researchers’ way of reciprocating the unwavering support being given by the College.

Technically, I haven’t worked on any full-blown research projects with my students. However, I’ve served as a technical adviser on countless student theses. Some were originally my research ideas that I was not able to pursue due to a heavy workload schedule. So, instead of setting it aside, I pitch some of the ideas to my class in between class discussions hoping that some of them would find interest in them. It usually took a lot of convincing on my part for my students to accept my research ideas. One thing I learned from students’ hesitations in conducting new, unfamiliar, and slightly ambitious projects is their lack of confidence. With this realization, it became a must that before they start with their thesis journey, I see to it that I have given them enough encouragement and assurance that I will be there to support and guide them every step of the way. Student theses that I served as an adviser were related to residents’ accounting during and after every calamities and disaster, fertilizer management and application through leaf color classification, and remote lake water quality monitoring system using Internet-of-Things were among the most memorable.

CSPC-CRD calls for Gawad Likha Entries

T

he Camarines Sur Polytechnic Colleges - Center for Research and Development is now ready to accept entries for GAWAD LIKHA with the theme “Fostering Research and Innovation in the New Normal.” The said entries should be submitted on or before May 31, 2021. This undertaking supports the vision of CSPC as a polytechnic institution that serves the best for the Bicolanos. As well as it creates a Science and Technology (S&T) culture for the current needs of the community and industry. Through the supervision of CRD office, CSPCEANS are encouraged to do research and innovation, as an offshoot of academic theories and principles gained in the four-cornered classrooms. In order to promote creativity among the students, the institution established various programs which includes the said competition. The Gawad Likha award is one of the best strategies to stimulate the innovative ideas of the students. Moreover, this activity aims to attract qualified, productive and committed students to do research and innovation.The said competition target is to identify and recognize the best and most creative research that can represent the college in regional, national and international competitions. In addition, it aims to establish an atmosphere of competitiveness and excellence in undertaking scientific and technological activities. Gawad Likha is open to all students of CSPC. The Center for Research and Development has set guidelines for the Gawad Likha CSPCean to be followed by the participating students. The participants may also seek assistance from faculty as their advisers for the research and innovation. There are three (3) categories where the students can compete in Descriptive Category, Developmental Research Category, and Non-Research Category. For Descriptive Research and Developmental Research Categories, the research outputs of students in any topic must be relevant to the approved Research and Development Agenda of the institution. The Non-Research Category are non-research outputs of students regardless of year level which are new and innovative projects/models/processes. Moreover, these projects/models/processes should contain features and characteristics that may have significant contribution

to the promotion of S&T innovations that are not contrary to public order, morals, public health, and welfare. For an entry to qualify, research and non-research entries must demonstrate scientific principles that attempt to provide new innovation. Also, entries that have won in any regional, national or international competition are no longer eligible for entry. Meanwhile, the participants must obtain the set criteria; originality 25%, creativity/methodology 35%, market potential/utilization/ commercialization 30% and presentation and demonstration 10%, with a total of 100%. In addition, proper format during the presentation must also be followed. This includes the title of research or non-research innovation, the abstract must consist of 150-300 words, rationale, significance of the study. As well as the complete and detailed description of research or non-research innovation in full, clear, concise and exact terms. Including illustrations and drawings. The said competition will be comprised of respective evaluators from different higher education institutions and state universities and colleges. Under Developmental Research evaluators will be Dr. Nila B. Onate; Consultant, Mariners Polytechnic Colleges, Dr. Luis O. Amano; VPRE/Professor VI, Bicol University and Dr. Yolanda O. Castroverte; Research Consultant. For Descriptive Research, Dr. Viola L. Amano; Professor VI, Director, Business Affairs Office Bicol University, Dr. Ramona Isabel S. Ramirez; VPRI/Professor III CBSUA and Dr. Rosario Rebecca O. Bercasio; Professor VI, Director, Center for Teaching Excellence Bicol University. For Non-Research evaluators will be Prof. Julieta M. Casaul; Director, IPMO CBSUA, Mr. Ferdinand B. Valencia; VPAF CSPC and Engr. Christopher Pacardo; Professor II Bicol University. Furthermore, the researchers who will be awarded during the 2021 GAWAD LIKHA CSCPCEANS will be given a cash prize amounting to P5,000. 00- P20, 000. 00 depending on the research category and will also be given a plaque of merit. Announcement of accepted entries for presentation will be on June 18, 2021 and the awarding of winners is on June 28, 2021.

CRD establishes two Int’l Research Journals

W

ith its mandate to conduct researches as a great platform for the growth and development of the community as well as to provide excellent and quality service to the public, the Center for Research and Development established two journals for Engineering and Emerging Technologies (JEET) and Education, Management and Development Studies (JEMDS). The said journals are designed to cover original research papers in their respective areas. Apart from that, these may also release a special issue composed of collected studies on a certain area. This may include collected documents from the conference associated with the journal and linked association. In its effort of going beyond the mandate of the CRD, the office widens their capability in establishing a journal by forming a group of prominent people in the field of research publication. The editorial board is composed of Prof. Harold Jan R. Terano as the Editor-in-chief and CRD Director, and Mr. Joseph Jessie S. Oñate as the Managing Editor and Coordinator of the Research Publications Management, CRD. The team is also joined by Dr. Charlito P. Cadag, President of the institution and Dr. Teresita B. Salazar, Vice President for Research, Extension, Production and Entrepreneurial Development Services both as the Editorial Consultants of the journals. Moreover, the editorial team is also composed of associate editors and editorial board from different higher education institutions,

agencies, and organizations both national and international. They were designated based on their field of expertise. Meanwhile, in order to successfully establish the journals, the editorial board set comprehensive procedures to review the researches. The papers will be critiqued by reviewers in a doubleblind review process. When the reviews are completed, a decision will be made to either accept the paper or give the authors the opportunity to revise or to reject the paper. The submission policies and instructions must also be followed by the authors, including the submission of the papers via website and providing editable sources as well as following the exact formatting. Upon acceptance, the author will receive a notification of acceptance of the article via email. The authors are also requested to include information regarding the sources of funding, financial or non-financial interest, studyspecific approval by the appropriate ethics committee for research involving human participation and a statement on welfare of animals if the research involves animals. Furthermore, the journals are committed to maintain the highest level of integrity in the content published therefore action against plagiarism will be strictly implemented. The journals are also indexed and abstracted in different reputable databases such as Crossref, Google Scholar, and others.

BCIEERD welcomes new Director

M

r. Niño Jeffrey L. Luzon was appointed by Dr. Charlito P. Cadag as the new Director for Bicol Consortium for Industry, Energy and Emerging Technology Research and Development (BCIEERD).

Dir. Luzon is a faculty member of the College of Computer Studies. He graduated Masters in Information System at Bicol University. He is also part of the E-Governance project team of the Camarines Sur Polytechnic Colleges (CSPC), an externally funded project of CSPC and DOST-PCIEERD. Dir. Luzon will continue the BCIEERD’s commitment to collaborate and integrate research initiatives by providing organizational, technical and other relevant resources within the priority thrusts in the industry, energy and emerging technology sectors in the region.

BCIEERD R&DCom reviews Research Proposals for IDP

T

he Bicol Consortium for Industry, Energy and Emerging Technology Research and Development (BCIEERD) Research and Development (R&D) Committee successfully collated several research proposals from its various member institutions in response to the DOST-PCIEERD’s Call for Proposals under the Infrastructure Development Program (IDP) on February 15, 2021. The Consortium together with representatives from government agencies, including the DOST V and DOST-PCIEERD carried out the review/evaluation. The proposals underwent assessment in connection with the compliance of the set criteria.

Bardinas, Jr., activity moderator. On the other hand, the presentation and evaluation proper were led by the proponents from BCIEERD R&D Committee, DOST V, and DOST-PCIEERD. The event was concluded with a message from Mr. Ruel A. Pili, consortium monitor.

RTWG convenes for BCIEERD Q1 Meeting

T

he Bicol Consortium for Industry, Energy, and Emerging Technology Research and Development (BCIEERD), Inc. conducted its 1st Quarter Regional Technology Working Group (RTWG) Meeting held on March 17, 2021, participated by the BCIEERD RTWG Members. The said event aimed to discuss the upcoming activities of the Consortium and to designate activities per committee. Also, it covered the drafting of guidelines for resource sharing for the

facilities and laboratories. Moreover, the DOST Project Management Information System (DPMIS) was also discussed in preparation for the upcoming Call for Proposals. The DPMIS is a web-based information system that contains information on DOST program/ project proposals, funded programs/projects, and researchers that can be accessed online. It facilitates data collection, storage, analysis and reporting to track and monitor the performance of all programs and projects funded and implemented by the DOST.
