Senator seeks ‘professionalization’of PHL Palace says SC ouster of Sereno domestic workers unlikely to be reversed

MANILA - Malacañang on Tuesday said it is unlikely for the Supreme Court to reverse its decision in a quo warranto case to oust Maria Lourdes Sereno as the country’s chief justice.

Sereno’s camp has said it will appeal the decision to sack her, saying only one justice would need to change his or her mind in order to reverse the decision.

Presidential Spokesperson Harry Roque, however, sees a slim chance of this scenario happening.

“I will not speculate po dahil tanging hukuman lang ang makakasagot. I wish her the best pero with the decision, which is 150 pages, parang mahirap po ata ‘yun dahil mukhang pinagisipan talaga ng mga mahistrado ang kanilang desisyon,” Roque said in a Palace press briefing.

The high court en banc voted 8-6 on Friday to grant Solicitor General Jose Calida’s petition to nullify Sereno’s appointment.

Calida argued Sereno was “unlawfully holding” office due to her alleged failure to submit her required Statements of Assets, Liabilities and Net worth (SALNs) when she applied for her post.

In its decision, the SC said its grant of a quo warranto plea to oust Sereno as Chief Justice seeks to ensure that “only qualified individuals” hold public office, asserting that impeachment is not the sole means to remove an impeachable officer.

The SC also allayed fears of a Constitutional crisis and stressed that it decides “based on the merits of a case” and its justices “are beholden to no one” except to the people, amid Sereno’s insinuation and some of her supporters’ allegation that President Rodrigo Duterte was behind the Office of the Solicitor General’s ouster case against her.-Dharel Placido, ABS-CBN News

Senators on Tuesday welcomed the partial lifting of deployment ban to Kuwait following last week’s signing of the agreement for the protection of Filipino workers in the Gulf state.

Senator Joel Villanueva, who chairs the Senate Committee on Labor, Employment, and Human Resources Development, lauded the government’s decision to deploy skilled and semi-skilled workers to Kuwait.

As to the domestic helpers, he urged the Department of Labor and Employment (DOLE) and Philippine Overseas Employment Administration (POEA) to pursue the proposal to upgrade household service work as a profession with unique skills set.

“Our HSWs (household service workers) should already be armed with NC II certificates as professional service workers, and recruitment agencies should be required to deploy only certified HSWs,” he said in a press statement.

He said HSWs are required to acquire certification from the Technical Education and Skills Development Authority (TESDA) prior to their deployment.

“We would want DOLE and POEA to report on the required training before the deployment of HSWs through TESDA’s NC-II Domestic Work certification. We would want to know whether this has been complied,

how many recruitment agencies are complying, how many HSWs have been certified prior to deployment, and what are the problems encountered,” he said.

Senator Juan Edgardo Angara, for his part, said the partial llifting of the deployment ban is a step in the right direction toward normalization of diplomatic relations between the two countries and ensuring full protection of Filipino workers in Kuwait.

He said the Philippine government under President Rodrigo Duterte deserves support for its effort to put in place more practical measures that would guarantee the safety and welfare of Filipinos working in Kuwait and in the entire Middle East.

“We hope that our government will remain steadfast in ensuring that the labor rights of all Filipinos working abroad, especially domestic workers, are upheld and protected at all times,” he said in a separate press statement.

Some 260,000 Filipinos, mostly household workers, are living and working in Kuwait.

In February, Duterte ordered a deployment ban on newly hired OFWs to Kuwait due to cases of abuses, including the killing of Joanna Demafelis whose body was found inside a freezer in an apartment previously occupied by her employers.—KBK, GMA News

The video, recorded last week on a road in Camden, shows a pickup truck with two cars-side by side in the bed, each hanging partially off one side of the truck.

“I have never seen this,” the filmer says in the footage. “Only in Camden, Arkansas, will you see two cars half on and half off. That ain’t even a tow truck.”

Winning barangay execs in ‘narco list’ may face ‘Tokhang’: PNP MANILA - Barangay officials in the government’s narcotics list who won in the recent barangay elections could face Oplan Tokhang or knock-andplead operations, the head of the Philippine National Police said Tuesday.

“It depends on the evidence.

If we have strong evidence, we can always subject them to ‘Tokhang.’ We’re not being selective here,’ Director General Oscar Albayalde said in a press briefing.

In a move slammed by rights groups, the Philippine Drug Enforcement Agency (PDEA) last April released names of village officials linked to the illegal drug trade to supposedly guide voters in the May 14 barangay polls.

“Kung talagang subject sila for ‘Tokhang,’ and they want to surrender, they can also surrender. Pero kung hindi naman and we have strong evidence, we can always operate on them,” Albayalde added.

More U.S. parents smoking pot around kids as legalization spreads

China to deploy fighter jets to South China Sea — think tank MANILA, Philippines — In a matter of time, China will deploy fighter jets to its artificial islands in the South China Sea, which is expected to significantly expand Beijing’s capability to project power in its outposts, a private think tank has reported.

The Asia Maritime Transparency Initiative (AMTI) of the Washington-based Center for Strategic and International Studies (CSIS) recently said that developments at Kagitingan (Fiery Cross) Reef, Zamora (Subi) Reef and Panganiban (Mischief) Reef – known as the “Big Three” – followed similar military deployments in the China-occupied portions of the disputed Paracel Islands.

From harbor dredging and runway improvements to hangar and radar construction, upgrades on Woody Island in the Paracels “served as a blueprint for things to come on China’s Spratly holdings to the south,” the AMTI said.

The think tank said China deployed J-10 and J-11 fighter jets to Woody Island. In October last year, the Chinese military released images and video of J-11Bs on Woody for exercises.

The report said that like on Woody Island, Chinese anti-ship cruise missiles, military transport aircraft, surface-to-air missile systems and jamming equipment are on Kagitingan, Zamora and Panganiban Reefs.

“With similar platforms now seen on the Big Three, it is reasonable to look at other recent Woody Island deployments as signs of things to come at Fiery Cross, Mischief and Subi Reefs,” the AMTI said.

“Considering that China has built identical hangars for combat aircraft on Woody and on each of the Big Three, it is likely that J-10s or J-11s will soon find their way south to the Spratly Islands,” it said.

“The current and expected deployments of air and missile platforms in the Paracels and Spratlys are steadily expanding Chinese power projection capabilities from its outposts,” the report said. Philstar

MONDAY, May 14, 2018 -- Progress made in limiting kids’ exposure to secondhand smoke could be undermined by the increasing popularity of pot, a new study suggests.

“As we are removing cigarette smoke -- and that’s a major public policy achievement -- that success will be attenuated by increasing exposure to secondhand marijuana smoke,” said lead researcher Renee Goodwin.

The numbers confirm the trend.

Fewer parents are smoking cigarettes who have kids in the home these days -- about 20 percent in 2015 compared with more than 27 percent in 2002.

But marijuana use among cigarette-smoking parents increased dramatically during that same period, indicating that kids in those families could be exposed to more secondhand smoke than ever.

Among parents who smoke cigarettes, pot use increased from 11 percent in 2002 to over 17 percent in 2015, the researchers found.

“The kids who are already exposed to one thing, they’re more likely to be exposed to both,” said Goodwin, a professor with the City University of New York. “It’s even worse for them.”

Kids exposed to a combination of secondhand smoke from pot and tobacco are more likely to wind up in the emergency room or suffer an ear infection, according to another study presented earlier this month at the Pediatric Academic Societies annual meeting in Toronto.

In the latest study, Goodwin and her colleagues also found there’s been an uptick in marijuana use among parents who don’t smoke tobacco, from 2 percent to 4 percent during the same period.

Trait tied to autism may explain emergence of realistic art May 14 (UPI) -- Some 30,000 years ago, in the midst of the Ice Age, cartoonish caricatures of animals gave way to more realistic art. New research suggests the shift in aesthetic could be explained by “detail focus,” a trait linked to autism.

Seemingly all at once, detailed depictions of bears, bison, horses and lions began to appear in significant numbers in Ice Age caves. Scientists have struggled to account for the sudden change.

Researchers have previously suggested psychotropic substances inspired the explosion of detail-oriented drawings, but a new study discounts such an explanation.

Instead, archaeologists at the University of York argue a trait linked with autism, called detail focus, jumpstarted the trend.

“Detail focus is what determines whether you can draw realistically; you need it in order to be a talented realistic artist,” York archaeologist and lead researcher Penny Spikins said in a news release. “This trait is found very commonly in people with autism and rarely occurs in people without it.”

Spikins and her colleagues detailed the link between detail focus and realistic cave painting in the journal Open Archaeology.

“We looked at the evidence from studies attempting to identify a link between artistic talent and drug use, and found that drugs can only serve to dis-inhibit individuals with a pre-existing ability,” Spikins said.

“The idea that people with a high degree of detail focus, many of which may have had autism, set a trend for extreme realism in ice age art is a more convincing explanation.”

NASA-funded Pinoy scientist talks about living his childhood dream Like any child from the ‘60s, Pinoy instrument scientist Joel Villasenor was fascinated by science fiction and space exploration. But unlike his peers who dreamt of walking on the moon, Villasenor pursued a life dedicated to studying astrophysics.

Villasenor’s innate passion and curiosity for the astronomical sciences fueled his decision to study in the U.S. With the blessing of his parents, he graduated with a Physics degree from the California Technological Institute (CalTech), and with a Plasma Physics doctoral degree at the Massachusetts Institute of Technology (MIT).

Fast-forward to 30 years later and Villasenor has become instrumental to the NASA-funded team that recently launched the Transiting Exoplanet Survey Satellite (TESS) into space.

The TESS is the first of its kind — a breakthrough all-sky space satellite that would look for exoplanets outside the solar system.

A collaborative effort between the MIT Kavli (MITK), NASA, and several US-based funding institutes, the TESS will be able to cover more ground in searching for extraterrestrial life.

The search for the next ‘Earth’ In its quest to discover the ‘next Earth’, the TESS will be monitoring over 200,000 stars outside the Solar System for temporary dips in brightness, often caused by planets orbiting the stars.

The TESS will use the transit photometry method, which measures the amount of light given out by a celestial object.

“If you have a planet passing right in front of a star, it will cast a shadow. Because of that shadow, the light intensity dips,” Villasenor explained.

By periodically recording these dips, the TESS will be able to measure a planet’s size, its orbital shape and how long it would take to circle the sun.

Unlike the Kepler satellite which only focused on a small patch of the sky, the TESS will be able to search the entire sky for exoplanets with atmospheres that may be conducive to life.

According to Villasenor, these exoplanets or ‘Goldilocks planets’ must be located within the habitable zone, a region where water can exist.

“These planets cannot be too close or too far from a star. We know that life [originated] from liquid water. We’re looking for places that can support liquid water,” Villasenor explained, quickly emphasizing that the presence of water does not immediately imply the presence of life.

“If the planet has too much water on its surface, it is called Super Earth. Planets like these have no land for things to live on, or make a base. The TESS is looking for a planet that has the possibility of supporting life based on the right amount of liquid water,” he said.

Villasenor believes that the

TESS is a follow-up mission to the Kepler, which, according to NASA, has been losing space fuel since March 2018.

As the only Pinoy scientist in the TESS, Villasenor talked about his role as the project’s instrument scientist.

“When we started out, I helped design the electronics package, checked the prototypes, and tested the cameras in actual space environments. I also helped out in proposing the TESS project to NASA, back in 2013,’ Villasenor said.

‘Golden Age’ “I’m really happy to be doing a lot of space physics right now. This [millennium] is like a golden age for astronomy.

We’re now able to send satellites into space. This is very crucial in making discoveries,” said Villasenor.

What was once a distant dream for starry-eyed hopefuls like Villasenor has now become a foreseeable reality.

“Nowadays, we’re at the threshold where more and more people are allowed to go to space. The cost of sending people into space is going down, especially with companies like SpaceX. It’s going to be a continuing trend,” he quipped.

Today, several U.S funding institutes and organizations are looking to the skies for answers.

That includes NASA, a hot shot funder in the space industry. In 2013, the TESS won the NASA Explorer award, which allowed TESS researchers to make their vision of an all-sky satellite come to life.

Asked about what it’s like working for NASA, Villasenor debunked a common misconception.

“People don’t really work for NASA. They work with NASA,” Villasenor explained, highlighting the fact that the space agency was only one of the many funders of the TESS. “In truth, NASA has [space] centers such as the Goddard, Ames Research, Johnson and Kennedy. NASA has a few workers, but most of the interesting projects that are going up [in space] right now are [spearheaded] by consortiums of universities and centers that are working together,” he said.

Working with NASA is a dream that scientists can achieve, according to Villasenor.

“It’s all about getting involved with your university’s research programs. Usually, the people who get [to work with NASA] are those who finish grad school,” he said.

According to him, it may be a little different in the Philippines, given the notion that those who are pursuing Masters or Doctoral degrees are destined to be future educators.

“Getting these higher degrees does not mean that you are limited to the academe.

Teaching is a fine profession, but not everyone is predisposed to it. You shouldn’t be afraid to go on to higher learning,” Villasenor said. — By ANGELICA Y. YANG/LA, GMA News

Report: Japan’s Yakuza laundered $270M through crypto exchange

May 14 (UPI) -- Some divisions of Japan’s crime rings are turning to virtual currency exchanges to launder money and the Yakuza has transferred more than $270 million of their funds overseas, according to a local press report.

The Mainichi Shimbun reported Monday the Yakuza has been taking advantage of cryptocurrencies to convert profits from criminal activity.

Quoting a “Chinese male broker” who spoke to the newspaper on the condition of anonymity, the Mainichi reported Japanese gangs agreed to meet with him once a month.

Through the deal, the Yakuza was able to launder nearly $300 million, starting in 2016.

The unit of the Yakuza known as the “Deposit Box” first made contact with their Chinese intermediary in the spring of 2016 in order to ask the contact to launder the money earned through voice phishing and drug trafficking, according to the report.

The contact agreed to transfer the funds into bitcoin and Ethereum, another virtual cur-

rency.

The funds were further divided into five or six exchange accounts, including Russia’s Yobit and Britain’s HitBTC. The money became increasingly difficult to trace by Japanese financial authorities.

The transactions were costly and the broker asked for about $4.6 million for system maintenance.

In April, Japan’s Financial Services Agency requested cryptocurrency exchanges to give up the trade of Monero, Zcash and Cash, according to Forbes’ contributor Jake Adelstein.

The European Union had stated “cryptocurrencies such as Monero, Ethereum and Zcash are gaining popularity within the digital underground.”

Japan began calling for “administrative measures” on virtual currency exchange Coincheck in January.

Mayweather invests in Manila-based ridesharing company U-hop

DOTr reveals details on Japan-backed MRT rehab MANILA, Philippines — The Department of Transportation on Tuesday bared the final details on the three-year makeover of the overcrowded Metro Rail Transit, which will be financed by Japan.

Reports of MRT train breakdowns have become as regular as the weather. In 2017, the shabby metro rail system, which serves thousands of passengers each day, reportedly suffered at least 500 disruptions.

In a statement, the DOTr said the government and Japan International Cooperation Agency, or JICA, signed last Friday the final details on the estimated project cost, scope of works and schedule of the MRT rehabilitation.

Based on the discussions, upgrading the MRT will take 43 months: 31 months for the simultaneous rehabilitation and maintenance works to restore MRT to its original design condition and capacity; and 12 months for the

defect liability period.

The project, which is estimated to cost ¥34.480 billion (P16.985 billion), will cover the repair of trains, power supply system, overhead catenary system, radio system, CCTV system, signaling system, rail tracks, elevators and escalators and other station building equipment.

“After completing the Appraisal Mission, DOTr and Japan will now move on to signing of the loan agreement and the mobilization of the new maintenance and rehabilitation provider for MRT, which is targeted this June 2018,” the Transportation department said.

Last year, the government terminated its contract with Busan Universal Rail Inc., the MRT-3 service provider, due to alleged poor performance.

Bea Alonzo, Gerald Anderson call it quits MANILA, Philippines — In a recent interview for her latest movie, “Kasal,” Bea Alonzo confirmed that she and rumored boyfriend Gerald Anderson are no longer a couple.

“Hindi sa ngayon,” Bea told ABS-CBN when asked if she and Gerald are still together.

She, however, noted that she and Gerald are still talking to each other and are “okay.”

The pair was seen together in public a few days before Bea’s confession.

The actress did not give a reason for the supposed cooloff, but according to speculations, it has something to do with Gerald’s rumored involvement with Miss Universe 2015 Pia Wurtzbach.

Shortly after the release of Gerald and Pia’s romancecomedy “My Perfect You,” Bea “unfollowed” and deleted Gerald and Pia’s pictures on her Instagram.

‘I will never let you go’: Kobe’s sweet Mother’s Day message for Jackie Forster MANILA – Kobe Paras on Sunday shared his first-ever public Mother’s Day greeting for his mom, former actress Jackie Forster.

In an Instagram post, Paras referred to Forster as his best-friend, twin, shopping buddy, other half, and super mom.

“I have never felt so complete in my life. If you know me, you’ll understand. Being able to call you my mother is the best thing ever! I am so grateful that God has blessed me with the best mother in the whole universe,” he said.

Paras then went on to thank Forster for never giving up on his and his brother Andre, and for always fighting for them and praying for their well being.

“You have the strongest heart, the most beautiful mind, the most charming personality, and the prettiest frickinnnnn face in the world!!!!” he wrote.

We are planning two special projects and later this year, we will discuss motion 150 in the House of Commons.

Motion 150 recognizes June as a month to promote and appreciate the many positive contributions that Canada’s Filipino community has done to build upon Canada’s diversity.

Sometime before June 2019, the motion will be debated on the floor of the House of Commons and when this happens, I hope to write about it in more detail.

As for the two special events that are coming up, the first one will be held on June 11, where the Friendship Group, in cooperation with the Philippine

Inflationary pressure

There was minimal opposition to the tax reforms, which are meant to finance the government’s ambitious “Build Build Build” infrastructure program. Build Build Build is envisioned to generate jobs and livelihood opportunities. People liked the promise of income tax cuts and higher taxes on products that impact on public health such as tobacco and sugar-sweetened beverages.

But warnings were issued on the inflationary impact of the excise taxes on fuel and energy. In certain developing countries, fuel is considered a political commodity, with prices even subsidized because of the impact of fuel costs on inflation.

Taxing fuel, however, is an easy way of raising revenue, and all warnings were disregarded. Today, fuel prices are nearly double the rates in December. With higher transport and logistics costs inevitably passed on to consumers, combined with higher power costs, prices of all basic goods have gone up. Hardest hit are the poorest of the population, most of whom don’t pay income taxes but like everyone must bear the burden of value-added taxes.

Defenders of the taxes say the inflationary pressure will be temporary, but consumer prices rarely go down in this country.

The inflation rate dampened jubilation yesterday over the 6.8 percent economic growth rate in the first quarter of the year. The country has enjoyed sustained economic growth for many years, but making the growth inclusive remains a challenge. Galloping consumer prices make the challenge even tougher.Philstar

A job worth dying for?

T

he Commission on Elections (Comelec) placed at 78,017,088 the total number of registered Filipino voters all over the Philippines.

Of that total number, the Comelec projects 75 to 80 percent would actually go to the polling centers and cast their votes in today’s barangay and Sangguniang Kabataan (SK) elections.

That is, if we base the average voters’ turnout in barangay and SK elections held in the past, the most recent of which were held more than three years ago.

The last SK polls were held in October, 2010 after twice postponed already, in 2013 and in 2016. The barangay elections were also twice postponed. The last barangay elections were held in 2013. It was postponed in 2016 after President Rodrigo Duterte expressed concern about the rampant involvement of barangay officials into illegal drugs trade. Upon the prodding of President Duterte, the 17th Congress postponed anew the holding of barangay elections last year and reset them this year.

According to the Comelec, they have set up 376,420 polling centers all around the country to serve voters in the 42,041 barangays in the entire country for today’s elections, except in the Maute-ravaged Marawi City.

A total of 335,584 positions are at stake for those running to become barangay or SK chairperson. A much bigger number of 335,584 kagawad posts are up for grabs. This is because

So if you add these numbers, there are a total of 671,168 positions vied for in today’s elections.

But as we hold anew the barangay and SK elections, President Duterte has yet to fill the remaining two vacancies at the seven-man Comelec. The Chief Executive appointed former Court of Appeals associate justice Socorro Inting last April 19. Like many other presidential appointees of Mr. Duterte, Inting comes from Davao City.

But she started to report for work at the Comelec only last May 3.

The President earlier named Comelec commissioner Sheriff Abas as Comelec chairman after erstwhile Comelec chairman Andres Bautista resigned in December last year. Since Abas has yet to be confirmed by the Commission on Appointments (CA), the next senior commissioner Al Parreño is the “acting” Comelec chairman and helping him are commissioners Luie Tito Guia, and Rowena Guanzon.

SK chairperson and SK kagawad posts. Under Republic Act (RA) 10742, or the SK Reform Act, Filipinos aged 18 to 24 are qualified to run for SK chairperson or council members.

But ages 15 years old up to 30 years old are the qualified to vote. Of the total number of 78 million registered voters, 20,632,642 of which come from this age category.

Ilocos Norte Gov. Imee Marcos noted with deep concern this low turnout of candidates in the SK elections during our Kapihan sa Manila Bay at Cafe Adriatico in Remedios Circle in Malate last Wednesday. Gov. Marcos blamed “confusion” for the low turnout of SK candidates and not because of lack of interest or lack of concern for the country.

Such projected relatively high turnout of voters, however, was not matched by the low turnout of candidates wanting to run for barangay and SK posts.

Gov. Marcos is regarded as the foremost youth leader who started it all through her Kabataang Barangay (KB) during the term of her late father, ex-president Ferdinand Marcos.

Thus, she frowned at calls to abolish the SK. But she agreed to make the youth council more relevant to the lives of the Filipino millineals in this age of digital world if ever she decides to run for the Senate in the coming mid-term elections in May next year.

Naturally, such lack of funding enticed barangays to seek the help of the Mayor, their Governor, their Congressman, etc. that draw them in to partisan politics.

OTH the majority decision and at least one dissenting opinion in the “quo warranto” case that ousted last Friday (May 11) Ma. Lourdes Sereno as chief justice of the Supreme Court tangled over word meaning: the use of “may” instead of “shall” in the Constitution’s impeachment provision.

Both the 1935 and 1973 constitutions used the word “shall” but the 1987 Constitution uses the word “may.” To the majority, whose decision was written

Many lawyers complain they were taught by statutory construction teachers about “shall” being mandatory. Those teaching law and those who made the law were probably clueless about Garner’s warning.

US federal authorities realized that but it was only in 2010 that they issued this order: when the government means an obligation to be mandatory, the words “must” or “must not” shall, er, must be used.

In two documents, that order became standard regulation: the Register Document Drafting

Handbook and the Federal Plain Language Guidelines. “Shall” is a no-no in federal laws and regulations.

More clear intent Yet winning the dispute on word usage by itself couldn’t have saved Sereno. The majority, more specifically the justices and the powers that wanted her tarred and feathered, had unleashed a barrage of arguments that would look formidable even with its flaws.

The word “shall” couldn’t have saved Sereno, whose foes included six of her colleagues who sat as jurors and a president who publicly tagged her as “enemy.”

But more specific language would’ve conveyed more unmistakably the intent of the Constitution framers about the impeachment process--as against those who’d want to distort meaning for personal or partisan purposes. Sun.Star Cebu

The photo was taken at Edsa Shangri-La Hotel, during the closing dinner of the 51st Asian Development Bank Annual Meeting. Michela works as secretariat specialist for the company.

She also posted a video of Duterte arriving in the venue and captioned it “Boss in the house.”

Maymay Entrata finally spoke up regarding the appeal for her to join the next season of Asia’s Next Top Model. The Kapamilya teen star’s photos recently appeared on an Asia’s Next Top Model Cycle 6 Facebook fan page as part of a “wish list” of who they think has the potential to be a contender of the show’s next cycle.

In an exclusive interview with Pushmates Je and Gary in the online show PUSH Bets: Live, Maymay extended her gratitude to those who see her potential. However, she stressed that she is not yet ready to join a modeling competition at the moment.

She said, “Unang-una nagpapasalamat po ako sa lahat ng nakaka-appreciate. Stronger Gary V leaves hospital

MANILA – Gary Valenciano appeared to be in good spirits in an Instagram video he shared on Sunday just right before he left the hospital after being discharged.

In the short clip, Valenciano shared that it was time for him to go home and he considers it a blessing that it happened on Mother’s Day. “This is it. Time to go home. Yeng’s movie wins top prize at CineFilipino Film Festival MANILA -- Yeng Constantino was beyond thrilled when her movie “The Eternity Between Seconds” won at this year’s CineFilipino Film Festival.

Aside from being named the Best Film, the movie was also awarded for best direction, editing, cinematography and sound design.

modifying your vehicle

The basic things to know in the aftermarket game: - What happens to your warranty when you mod your car?

- How can you tell if an aftermarket shop is reputable?

- Is it okay to use cheap but fake parts on my vehicle?

Most car enthusiasts will tell you that a stock car is never enough and there’s always room for improvement, depending on what you’re aiming for. As a gearhead myself, I couldn’t agree more. The local motoring scene is a bustling avenue for aftermarket services and a wide selection of products ranging from simple OEM (original equipment manufacturer) parts to replacement and performance parts that involve modifying your factory-built vehicle in hopes of making it better.

When one decides to alter a car beyond mere aesthetics, this poses risks to electrical, electronic or mechanical components, as well as vehicle dynamics, especially when one jumps in too eagerly without doing his homework. It really is a fine line between sweet success and painful failure. All too often, I witness cases of the blind leading the blind or victims falling prey to ignorant or scheming people and establishments that put profit before science and conscience.

Given my share of disappointments, mishaps and losses, I’ve put together a guide based purely on personal experience from the past eight years of tinkering with automobiles. After all, regret is a bitch that I wouldn’t want you, dear reader, to deal with. Kindly follow me as I share the path to car-modding joy and enlightenment.

1 . M i n d y o u r v e h i c l e ’s warranty. This is the most important thing to consider for obvious reasons, though it hasn’t stopped enthusiasts from tweaking their rides even during the warranty period. Keep

in mind that warranties are divided into segments involving electrical/ electronic aspects and mechanical components of the vehicle. Say, if you change your halogen bulbs to HID, the manufacturer will usually void your electrical warranty. When you slap a turbo onto your naturally aspirated engine, that nullifies your mechanical warranty.

So if you still wish to go ahead with that mod project, understand the (expensive) compromises.

Better yet, simply just wait until your warranty expires. It’s always wiser to go with the latter.

NOTE: Though not applicable in other countries, performing preventive maintenance work outside your dealership here in the Philippines—such as a simple oil change—can also invalidate your coverage.

2. Envision the end result.

Whether you’re a newbie or have a bit of experience in fiddling with cars, it is best to have an idea of your desired final outcome. This prevents you from shelling out for unnecessary expenses and overdoing the modifications.

It would help to consult known automotive forums or a group of seasoned enthusiasts with successful builds to guide you. Even websites like YouTube can assist you, but always cross-reference information

found on the Internet with other sources to make sure it is ideal for your project and vehicle.

NOTE: A track-oriented car will actually spend more time in the shop than on the road. If you want daily drivability, resort to a more conservative build that won’t take a toll on reliability.

3. Choose a technician, engineer or aftermarket shop very carefully. So you’ve made that decision to turn your regular car into a track beast or at least something that will put a bigger smile on your face. Wisely selecting the right shop/mechanic/tuner for the job is about as important as, say, picking the person you decide to spend the rest of your life with. Just remember that your safety, including that of your passengers, is dependent on the functional quality and accuracy of the work done on your ride.

These days, countless shops can be found on social media.

Don’t be swayed by the number of likes or “positive” reviews a

certain establishment may have on Facebook. Admins of these pages can easily filter out negative feedback or comments—plus, they can pay for advertising services that would give their page a boost.

Instead of getting immediately suckered into the hype, contact shops and inquire about how they would be able to help you. Then compare costs from other establishments and see if they provide guarantees or warranties on their work for added assurance. As I’ve said, don’t hesitate to consult veteran enthusiasts or experts who have already encountered said shops and experienced their business practices firsthand.

Steer clear of shops that give you the hard sell and boast of improving performance without solid proof.

Someone who claims real power gains from just using a smartphone app is totally unreliable and doesn’t deserve your hard-earned money.

The true test of performance improvement is via a dynamometer, which can show your horsepower and torque output throughout the power band. This will gauge whether the tweaks, the tuning and the modified parts are actually creating a positive effect on the car and not reducing power or causing potential damage. Even air-fuel ratios will be indicated on said equipment.

Also, observe the traffic a shop gets. If you see a lot of luxury vehicles and supercars getting work done there, that’s usually a fair indication of its level of service. For the most part, I would like to think such owners would only entrust their pricey machines to competent hands.

NOTE: Communication with your tuner is key to a smooth, successful process. Keep inputs like a two-way street, and closely supervise the work from start to finish.

4. Authenticity of parts is crucial. I can never overstate the importance of using genuine OEM or aftermarket parts on your ride.

Sadly, our market is just teeming with fake products, ranging from obvious

counterfeits to first-class imitations that could even fool the authorized distributors themselves.

Filipinos have this penchant for purchasing cheaper parts—and hence falling for fake stuff. It’s one thing to look “cool,” but it’s seriously uncool when you and others on the road or the racetrack get injured or killed due to the use of these unreliable, unsafe parts.

When unsure, you can go to official product websites and contact manufacturers online. They’ll gladly provide you with useful information and a list of licensed resellers and dealers for their brand.

NOTE: Don’t scrimp on genuine quality parts even if they usually cost more. The payoff? You will live longer and enjoy your car more.

5. Be extremely cautious with custom-built performance parts.

On the topic of shop-fabricated parts such as exhaust systems, it is best to thoroughly inspect previous builds from the fabricator. A decent establishment would have samples specific to certain vehicles. Allow me to warn you that meddling with such parts requires expert and expensive research and development, and using something that just looks good is far from being good enough. So please, don’t be blinded by the chrome—use good judgment and never let your beloved car be a guinea pig that scammers will only experiment on.

ABS-CBN files $5 million lawsuit against Dazcon Inc. in Canada for copyright infringement TORONTO, Ontario, Canada, May 8, 2018 – Acting on reports from its own customers, ABS-CBN, the leading Filipino media and entertainment company in the world, served today a Statement of Claim issued in Canadian Federal Court against Dazcon Inc. arising out of settop boxes that enabled buyers to illegally access hundreds of ABS-CBN’s copyrighted movies and TV shows.

The suit filed by ABS-CBN against Dazcon Inc. seeks damages of CAD 5 million for copyright infringement, trademark infringement and enabling and inducing copyright infringement of ABS-CBN’s copyrighted works.

Been there, done that. Talk about falling in and out of love and Derek Ramsay has a lot to say, having experienced (read: survived) the peaks and valleys, the ins and outs, and the high and lows of that four-letter word.

It’s no secret that Derek has had a failed marriage (that produced a son that he loves so much; he has remained friends with the boy’s non-showbiz mom) and colorful romances duly monitored by the movie press and he has nothing but good words about his ex-girlfriends, two of them Solenn Heussaff (with whom Derek even starred in a movie, Regal Films’ Love is Blind) and Angelica Panganiban (with whom Derek is not in pleasant terms).

No wonder Derek seems to act naturally in the love-triangle movies that he has been associated with, such as Star Cinema’s Kasal which also stars Paulo Avelino and Bea Alonzo, directed by Ruel Bayani. “It’s wonderful to be working with Bea again,” Derek said.

“I worked with her in And I Love You So. Same with Paulo and direk Ruel. They are all so talented people.”

As chair of the friendship group, I am responsible for finalizing the trip details.

As of now, arrangements have already been made to meet with both Philippine Senators and members of Congress. The meetings will provide a forum that will allow us to build direct relationships with our Philippine counterparts.

In order to achieve a stronger relationship between Canada and the Philippines, the politicians of both countries need to be more aware of the other country’s interests and needs.

I am still in the process of finalizing meetings with other levels of Government and hope to have those details firmed up before end of May. Along with meeting politicians, we will be visiting the Canadian Embassy where we will discuss with representatives important issues including immigration, visit visas, trade, humanitarian support, and other important

matters.

In working with Ambassador Garcia here in Canada, we are also making arrangements to visit a number of non-profit/ public facilities that are helping people who are facing poverty and other social problems.

I am certain the three official days will go quickly. I will extend my stay by a few days as my daughter Cindy (MLA for Burrows) and I plan to do a few other things including an Immigration information meeting that will be open to the public.

If you have any suggestions on what Cindy and I should do or meet with, please let my office know.

As you can tell, the CanadaPhilippine Friendship Group will have a busy few months ahead but the most important thing our Group does is to consistently promote and strengthen the relationships between the two countries.

Michelle Madrigal, diagnosed with autoimmune disease, develops goiter

Michelle Madrigal has been diagnosed with Hashimoto’s disease, wherein the thyroid becomes damaged and can’t make enough thyroid hormones.

Michelle Madrigal has made a big revelation about her health recently. In an Instagram post, the actress shared that she has been diagnosed with Hashimoto’s disease.

“It is an autoimmune disorder that can cause hypothyroidism, or underactive thyroid. It means that my immune system makes antibodies that attack the thyroid gland. The thyroid becomes damaged and can’t make enough thyroid hormones,” she wrote.

She also revealed that she has developed goiter.

Michelle said that she will opt for natural ways to heal herself.

“We all know that Thyroid hormones control how our body uses energy, so they affect nearly ev-

ery organ in your body. I am lucky that I am not prescribed with any medications yet.. And TBH, I would rather heal myself in a holistic way. I have been doing my research on AIP diet and paleo diet, so I will most likely start with it after our vacation. I started cutting sugar & gluten into my diet and it is amazing that I am not really craving sweets lately,” she said.

DEQuervain’s tenosynovitis (dih-kwer-VAINS ten-oh-sine-ohVIE-tis) is a painful condition affecting the tendons on the thumb side of your wrist. In part 1 of this article we explored the signs, symptoms and cause of De Quervains tenosynovitis. Here we look at simple exercises that can be done at home to improve the symptoms of De Quervains Tenosynovitis:

Wrist Flexion & Extension Stretch Hold the affected arm out if front of you (with elbow straight and palm facing up). Grasp your hand and gently bend your wrist down towards the floor. You should feel a stretch along the top of your forearm but it should not be painful. Hold this position for at least 30 seconds and then repeat the stretch starting with your palm facing down. This will allow you to stretch the muscles on the opposite side of the arm. Perform the stretch 3-5 times each direction.

Opposition

Grip Strengthening

Place your hand on a table or flat surface, with your palm facing up. While keeping the back of your hand flat against the table (as much as possible), attempt to bring your thumb across your palm to touch tour little finger. Hold this position for 5-10 seconds and release.

Repeat 10 times.

Squeeze a soft rubber ball and hold the squeeze for 5 seconds.

Do 3 sets of 15.

Radial Deviation Place your wrist in a sideways position with your thumb up.

Hold a small weight (a can of soup or a hammer can be used as a substitute) and gently bend your wrist up, with the thumb reaching toward the ceiling. Slowly lower to the starting position. Do not move your forearm throughout this exercise. Do 2 sets of 15.

Mayweather vows to return Pinoy love Mayweather enjoys Davao’s Talikud Island waters on a jet-ski MANILA, Philippines — Undefeated boxing champion Floyd Mayweather, Jr. said he was bowled over by the Filipino hospitality during his recent five-day visit to the country, vowing to Presidential special assistant Secretary Bong Go he’ll return to embrace the Filipino people and reciprocate their love.

Mayweather and his entourage were accompanied by former Ilocos Sur Gov. Chavit Singson to Davao City on a private jet that took off from Manila at 1 a.m. last Friday.

The group arrived at 3 a.m. and proceeded to Bugoy Restaurant in Lanang where Go welcomed the 41-year-old fighter to the city. Mayweather apologized to Go for arriving late and said it’s been difficult to overcome jet lag because of the time difference.

“I’m happy to be here,” Mayweather told Go. “Of course, the hospitality, so many great

people taking care of me and my staff. We’re happy, we look forward to come back to the Philippines just to embrace the people and show the same love that they gave us. We look forward to showing the love back in return. We’re very, very thankful to everyone. The media has been great, the fans and the people. BOXING: Pacquiao camp still wants Lomachenko showdown MANILA, Philippines – An impressive performance by Vasyl Lomachenko will not affect the plan of Manny Pacquiao’s camp to pursue a fight with the Ukrainian star.

Pacquiao’s adviser Mike Koncz told Philstar.com he’s still very much in favor of pitting Pacquiao against Lomachenko following the boxer’s massive knockout win over Jorge Linares on Sunday.

“Yes, I still like that fight (Pacquiao-Lomachenko) as it is very intriguing,” Pacquiao’s adviser told Philstar.com in a text message Monday.

Lomachenko — currently among the top pound-for-pound boxers in the planet — recovered from a sixth round flash knockdown to stop Linares with a body shot in the 10th canto to become the WBA lightweight champion. It is his third world title in as many divisions, and he clinched it in just 12 professional fights.

During the movie’s press conference recently held in ABS-CBN, Matteo was asked what is his insight on pre-marital sex, which has been depicted in the series and now, in the movie.

“I’ve been friends with him for a while now. We officially met like three years ago and then we started talking on social media. And he’s just a genuinely good person. He’s like one of my good friends,” Jayda said during the presscon for the release of her debut single “Text” under Star Music.

“Dalagita” is a Tagalog word for “young girl” and is the final celebration of our youth (ages 16-18) as they take the stage in their Filipiniana-inspired couture to have their voices heard. Our Dalagitas earn scholarships through a public speaking contest, using skills and techniques they’ve learned through their journey.

A Book Launch

DR. Alison Marshall, a Brandon University professor, launched one of her numerous books entitled “Bayanihan” and “Belonging: Filipino Religion and Canada“.

A crowd of 30 listened intently as she read some excerpts from the book. Questions and answers were fielded to her after her readings that she dexterously and intelligently answered.

Dr. Pagtakhan, who had held several positions in the Federal government, the last of which was the Minister of Diversification, was one of the quests who attended along with Gemma Dalayoan, Alfie Vera Mella, associate editor of the Filipino Journal, and Tiffany Ponce, singer and songwriter. Dr. Alison Marshall’s husband, Councillor Brian Mayes and two sons were present to lend her their moral support.

Dr. Marshall had been to the Philippines and other countries studying and writing about various religions and practices attached to them.
