Ever since I picked up my first digital point and shoot camera in 2004, I have been ‘bitten by the photography bug’. It seems that every year I am upgrading to more resolution, more pixels, more control, more lenses and, of course, more camera bodies.

I never thought I’d see the day when I could put one of my cameras in the air, other than trying to figure out how to tie it to a kite or a rocket.

Then along came the attack of the drones! I was immediately fascinated and KNEW I had to get one and did. Eighteen months later, I am on my sixth aerial device. Although three are currently in maintenance, my main DJI Phantom 3 Advanced quad-copter is really taking me to new ventures and sights that I had never dreamed of. The simplicity of the drone allows me to take unique and breathtaking views that would normally require a helicopter ride.

As an Anacortes resident and photographer, I am always looking for ways to get new and different perspectives of my surrounding area.

I am a professional landscape and real estate photographer, so drones are pretty much the cherry on top for me. Combined with my arsenal of camera gear and drones, my aimless wanderings around our beautiful island, which I call home, are never dull.

I

was pleased to present to the City Council the 2017-2018 proposed biennial budget, a financial road map for the City of Anacortes. A balanced budget reflects our commitment to maintain our infrastructure, provide quality services and amenities for our residents. This is the first time in Anacortes history we have prepared a 2-year biennial budget.

The budget focuses on implementing the City Council’s goals to continue to fund public safety, encourage economic development, and increase infrastructure investments.

The City supports Public Safety departments and provides staff with tools and resources needed. For example, the Fire department budget includes funds to purchase two sets of extractor cutters and spreaders to enable firefighters to more efficiently remove victims from significantly damaged motor vehicles.

The police department budget provides funding to maintain our School Resource Officer (SRO) who adds a level of safety and resources for our students and teachers at Anacortes Middle and High School. The budget also continues to fund our Public Defender Office to ensure prompt legal defense for indigent clients.

Economic Development supports improvements to Commercial Avenue with enhancements to the streetscapes, plants, and murals. A Strategic Plan is underway with a partnership with the Port of Anacortes, Anacortes Chamber of Commerce, and EDASC. The Planning, Community & Economic Development budget includes funding to update our zoning and subdivision codes to correspond to the 2016 Comprehensive Plan. The department will also research permitting software that will allow for better interaction with the public to provide the ability to track the permitting progress from your home computer. This internal infrastructure has become important

as building permit activity continues to grow.

The Public Works Department budget includes several capital improvements to address our aging infrastructure and provides funding for construction of a fiber optic network system that will allow us to connect our buildings, water, and sewer systems. Funding is designated to complete an overlay project on Commercial Avenue in the downtown area and additional sidewalk repairs. We also plan to complete the rehabilitation of the 3-milliongallon water tank on Whistle Lake Road.

The proposed budget includes several internal infrastructure improvements including an electronic content management system and a new city website. Additionally, the proposed budget allows for infrastructure improvements to enhance our facilities. Some of these proposed projects include seismic upgrades, ADA improvements, new flooring and windows in City Hall; a new roof and flooring at the Senior Activity Center; new security cameras and flooring at the Public Safety Building; and, painting at the Fire and Public Safety Buildings.

While I have only highlighted a few areas of needs, the proposed budget provides funding for each City departments to support the City Council’s budget goals. Balancing the City’s first biennial budget is a simple equation of our operating expenditures not exceeding our operating revenue. I am committed to balancing fiscal responsibilities while meeting City Council and community priorities.

Anacortes Cold Weather Shelter In one of my other-duties-as-required, I sit on the board of the Anacortes Salvation Army, which will open its doors as a Cold Weather Shelter when the temperature drops to 30° this winter.

The Salvation Army will open the shelter from 5:30 PM to 7:30 AM with a small popup tent city (to give some small measure of privacy) set up in the large dining room. Volunteers will serve dinner and breakfast to those seeking shelter from the cold.

As you probably recall, it’s been unseasonably warm during recent winters in Anacortes, and, as a result, the Salvation Army only needed to open the Shelter once in 2015, and we never had to open in 2016.

However, warm winters are not in the forecast this year. The Weather Channel reports that a weak La Niña may bring persistent cold to the Pacific Northwest this winter, especially in January and February.

So it seems that the Shelter may be open more often this winter, and I hope that you would find a couple of hours to help in this allvolunteer effort.

We will need 11 volunteers each evening: • 5:00PM to 7:30PM – three volunteers to welcome guests and help serve dinner (which will be prepared) • 7:30 PM to 10:00PM – two volunteers to welcome late guests and put everyone to bed • 10:00PM to 2:00AM – two volunteers to watch over the sleeping area • 2:00AM to 6:00AM – two volunteers to take turns sleeping and watching over the guests • 6:00 AM to 8:00AM – serve breakfast; send guests on their way at 7:30.

You’ll find this at the Anacortes.SavationArmy.org webpage or by this direct link: http://bit.ly/2gbyFuT It’s difficult to determine how many homeless people we expect to show up at the Cold Weather Shelter. There may be as few as five or as many as fifteen. There are several homeless persons in Anacortes who live in their cars (and many of them work in town); others are camped out but not with enough suitable coverage when snow or icy rain starts to fall.

This city’s volunteers are one of the things that makes Anacortes a great place to live. I doubt if there is another small city of our size that has two Soroptimist, two Rotary, and two Kiwanis clubs, along with a dozen churches that pool their funds for motel vouchers and a supersupportive business community that helps volunteer efforts year ‘round.

This Cold Weather Shelter is just another point of light in the way that Anacortes provides hope and respect for the most vulnerable among us, and I hope that you can join in the effort.

At one time or another, we’ve all been stuck at the

intersection at Sharpes Corner on Highway 20. No surprise. Getting through the intersection during rush hour can be a real challenge. There are about 14 collisions a year at the intersection. Folks experience significant delays getting through the intersection due to the increase of residents over time in the area. As the main artery to and from Anacortes, the Washington State Ferries to the San Juan Islands and Victoria, B.C and the only land access point to Whidbey Island, this intersection sees an average of 30,000 cars per day.

During high tourist season in the summer, the congestion grows, extending stalled traffic into the 50 mph zone, often causing high-speed, rear-end collisions. We could go on and on bemoaning the headache of this intersection, but the point is, it needs improvement.

This past September, after a series of public forums, the Washington State Department of Transportation (WSDOT) decided to move forward with a roundabout to improve safety and reduce congestion at this intersection. Data from WSDOT shows the roundabout was the better option because it would reduce all collisions by 40%, and decrease injury collisions by 80%. Roundabouts also allow for better circulation of traffic, and would reduce the average travel time through the intersection by 80%.

Funding for the design and construction of this project was approved by the Legislature in July 2015 as a part of the Connecting Washington Revenue Package.

There are plans for an additional roundabout at MillerGibralter Road and Highway 20, as well as a raised median between this intersection and Sharpes Corner creating a right-in/right-out traffic flow. Also in the works are improved pedestrian and bicycling paths for the area surrounding these two intersections, connecting cyclists and walkers to the Tommy Thompson Trail.

At this point you may be thinking, “This sounds great, but it also sounds like a lot of construction.” Yes, this is true. But keep in mind, improvement comes at the cost of construction. It’s projected to start Summer 2018 and be completed by Fall 2019. Though it will take time this traffic improvement project will benefit the area for the next 20 years. In the meantime, WSDOT is helping residents learn more about the project and get more familiar with how to navigate roundabouts with information posted on their website [https://www.wsdot. wa.gov/projects/sr20/sharpescornerinterchange/], as well as presentations to the City Council and articles in the Anacortes American.

When all is said and done, Sharpes Corner may become an enjoyable experience rather than a headache if we can all focus on the positive impact it will have for our city.

Since the largest documented wildfire in our community forestlands occurred on August 24th of this year, there have been changes to the habitat, but also a shift in thinking by the community in discussing what we should do in the future going forward to protect the forest lands and our residents.

The City has formed a broad based coalition of individuals with diverse interests that has been meeting since the fire occurred to discuss this issue. The committee has seen firsthand the impacts of the fire: Although there are signs of recovery with the return of wildlife, it will take years for the area to return to its former state. The committee has heard from experts on how wildfires burn, typical threats to homes during a wildfire and what fire suppression capabilities are available both locally and regionally.

The Parks and Forest Lands have had a handful of small human caused fires each year, usually 1/2 of an acre or less. The Little Cranberry fire grew to 18 acres, in part, because of the steep treacherous terrain where firefighters could not operate safely at night. Fortunately on the second day, winds were calm which greatly benefited the firefighting efforts.

All the firefighters involved worked long hours to make sure the fire was contained as quickly and as safely as possible. Our thanks to the crews from the Department of Natural Resources, Mt. Erie Fire District, Big Lake Fire Department and Anacortes Fire Department. We would also like to thank city Public Works crews, Anacortes Police and the community as a whole for their support throughout the fire.

According to a study of data recorded by the US Department of Interior and Department of Agriculture, Table 1 shows that over the last four decades, the wildfire season is increasing in length in the Northwest. We have seen the results of this trend on Fidalgo Island too.

The City of Anacortes has heard clearly that a community center would benefit our community by providing a much needed space with a multiple use capacity. Therefore, the City of Anacortes, Anacortes School District and members of the community have partnered to explore the feasibility of constructing and managing a community center.

The City has entered into a services contract with Maul Foster Alongi of Seattle, Washington, to conduct a feasibility study for construction and management of a community center here in town. This work will include reaching out to the citizens and stakeholders to determine needs and potential locations best suited for such a center.

Some considerations for the appropriate site include the Anacortes School District property located at 22nd and J Avenue as well as other locations.

This work should wrap up in early December with a presentation to the Mayor and core groups by the end of the year.

When the Anacortes Arts Commission began, a program called Arts for All offered art classes and activities for all ages. Although the program was discontinued in the about 2005, there are now plans to revive the program and several new offerings are planned, according to Marius Hibbard, Arts Commission member.

There have already been several “cloth marbling” classes and more are planned in the new year. The whole thing is very friendly and loose, our hosts generously provide snacks, coffee and tea. The classes are held at the White Loft warehouse, east of Anacortes. Bret Kelley his wife, Qi Lou and their daughter Xianna host the marbling classes in their place of business while Hibbard helps students learn the technique of marbling cloth and pieces of clothing. “We’re happy to have art events here,” Kelley said. “Everyone has creativity in them. They just need a chance to explore it.” Anyone can sign up for the January classes by sending an email to peterhibbard@mac.com - or watch for class details in local newspapers. The classes are free but donations are accepted.

Art for All will also offer an evening of instruction in Croatian dancing by Vela Luka dancers and musicians in January. “It will be an event for all ages and families,” Hibbard said. The instruction will be offered at the Croatian Cultural Center at 801 Fifth Street. Watch for a date to be announced in January. Hibbard and the arts commission welcome suggestions for future art events as the Arts for All program is revived and more activities are planned.

Fiber optic communication sounds like a very futuristic system, with lasers and beams. But in all actuality it has been around for centuries. Only recently have we really learned to harness its power and use it commercially. When you break it down to its core, it’s really just the power to quickly, efficiently, safely transport information between two points.

Here in Anacortes, we recognized that installing fiber optic communication in our public works infrastructure would take us to the next level in securing dependable communication for our future.

infrastructure in the sewer and water systems with the control station. Once this is installed we will have safe, reliable and almost instant access to all of our equipment within each system. Preparations are already happening to be ready for the fiber optic upgrade. The control cabinets at each sewer pump and water pump station and the reservoirs are being retro-fitted to accept fiber optics, and the design work for the new system has begun. Existing Puget Sound energy poles will be used to install the lines to connect city buildings with each pump station.

In September, the City Council approved and authorized the Public Works Department to move forward with the first element of our fiber optic system: construction of fiber optic based telemetry that will connect our pump stations and reservoirs.

We have over 25 sewer and water pump stations and 3 water storage reservoirs. The current communication system used between these stations is radio-based and sorely out of date. It’s slow and old, and occasionally we lose information being transmitted. On a few rare occasions alarms have been missed because information was slow to arrive at the computer terminals that process the information. For instance, if there was a backup in the pump station and the alarm didn’t reach the control station in time, a sewer could overflow causing flooding and havoc on the street level. We want to eliminate problems such as this with the new system. The old one has reached its breaking point now and is not able to adequately handle all the information that comes in, and we simply can’t afford to lose information when there are new, more efficient, powerful ways to communicate.

Fiber Optics!

Not only will this new system be used to communicate, but we are building enough extra capacity to integrate a municipal fiber-based broadband internet system if we decide to go that direction. We are currently working with a non-profit corporation called NOA Net during the preliminary design and construction phase of the fiber optic system. If the City Council approves us to move forward with a broadband system, NOA Net will bring internet over the fiber optic cables and make it usable for Anacortes residents.

The project will be funded partially by the water and sewer utilities and partially by the Skagit County Economic Development Grant. We are proud to be looking to the future of our infrastructure communication in order to serve Anacortes better.

For anyone who has tried to fish or swim at Heart Lake in the past several years you have noticed it is turning green. Normally we welcome the color green in the Community Forest Lands; not so in our island’s lakes.

The lake has four obvious problems that make it difficult to recreate on its waters: milfoil, filamentous algae mats, an overgrowth of Hornwort and occasional toxic blue green algae blooms. The milfoil grows up from the lake bottom and clogs the lake surface. The filamentous algae forms bright green mats on the surface of the lake when it dies. Hornwort (Ceratophyllum), is a native plant that is flourishing in the lake adding to its swamp-like appearance.

About six years ago we started by studying the milfoil at the lake. This was necessary because and in order to get permission from the State of Washington to treat the lake, you need a sanctioned plan. We secured a grant from the Department of Ecology (DOE), held public meetings, hired scientists from Herrera Environmental consultants and decided we could use herbicides to control the milfoil or try to pull out the milfoil by hand with divers.

A group of local citizens representing anglers, mini-hydro users, conservationists, the Parks and Recreation Commission, Forest Advisory Board and others got together to study everything we could think of to remove the milfoil. They discussed hand pulling, herbicides, grass carp to eat the milfoil, aquatic harvesting to mow it down, dredging the lake, draining the lake, and aeration. The group recommended trying to pull the milfoil with divers and limited herbicide use and so that is what we did.

The DOE approved of this plan and provided partial funding.

Pulling the milfoil by hand was like weeding a garden, it worked for a few months but the milfoil just regrew. The herbicides were successful but were only tried in very small “plots” to test which chemicals were most effective.

About three years ago we also started having toxic algae blooms at Heart Lake. Like the milfoil, in order to deal with the problem the City needed to work with the DOE, hire scientists to study the problem, hold public meetings to discuss findings and make a decision. These phases are almost complete. The research is suggesting that we can lock up available phosphorus in the lake by blending aluminum sulfate in the water. This can typically work for 5 to 10 years in a lake like Heart and cost over $50,000.

We would want to treat the milfoil before we go after the algae so that the alum can more easily settle to the lake bottom and lock up the phosphorus. An herbicide application for milfoil in part or all of the lake could cost $20,000 to $40,000 on top of the costs for the alum treatment. The City applied to the Department of Ecology to help us partially support this effort, we won’t know until 2017 if we will receive these funds.

Registration Procedures Some classes require a minimum number of participants registered to be held. Such classes are canceled if the minimums are not met. Therefore, if you signup for a class, please plan on participating. If you need to cancel your registration, please notify the parks and recreation staff as soon as possible before the first day of the class.

The Parks and Recreation Department will start taking online registration for most programs on Monday, Dec 12th. Please be aware that in order to register for classes, payment will be required up front. Registration will also take place by going to the parks and recreation page: www. cityofanacortes.org.

Participants can still register over the phone. This can be

done by giving a debit/credit card number. Or, if participants would rather register in person, that can be done at the parks and recreation office (City Hall, 6th and Q) where cash, check, and debit/credit cards will be accepted.

FUNdamental age appropriate games and drills will be played to maximize enjoyment by all participants. This activity is designed to give children the opportunity to be introduced to the sport in a fun, safe, and non-competitive atmosphere. A “mini” basketball and lower hoops are used for ultimate success.

Sunset Loop 10-mile Relay Run Start forming your teams now or start training to run it solo. The 2017 Sunset Loop 10-mile Relay Run event will take you over an undulating paved course. Each leg of the run is 2-1/2 miles through beautifully forested Washington Park. During the run there are many views of the water and islands that surround the park. Teams register together, or if you are courageous enough to try it by yourself you can register to do the entire run solo. Two and three person teams are also welcome, but you’ll still have to run the entire 10 miles. The fee is $80 per four-person team (with shirt) and $20 per team (w/ out shirt.) Or individual fees of: $20 w/shirt, $10 w/out shirt. There are several team divisions to choose from. Youth Track and Field The 2017 youth track and field program is tentatively scheduled to take place starting in April (after spring break.) In this program kids will have the opportunity to learn about sprinting, mid-distance and distance running, long jump, high jump, shot-put, discus, and javelin in a fun and exciting atmosphere.

Boys and girls in 1st - 6th grade will have the opportunity to participate. The program will conclude in May with an actual track meet where ribbons will be handed out.

Registration will be available on our website starting in March.

Field House Fun Get a “kick” out of this program!

Child & Babysitting Class The Child and Babysitting Safety (CABS) program covers child safety and basic care techniques for infants and children. CABS stresses the priority to keep the babysitter and the children you care for safe. Some of the topics covered in the program: before parents leave, playtime, telephone calls/ stranger knocks, hand washing, meal times, bedtime, and providing emergency care ( first aid/ CPR).

VOLUNTEER APPRECIATION

When we decided to have Harry Potter Night at the Anacortes Public Library, we knew it wouldn’t be possible without volunteers.

Community members offered to decorate the library, lent us gorgeous collectible items to share in our display cases, and many days items would magically appear in Diana’s office, with notes from generous people offering time or a handmade decoration, if we were interested.

We were definitely interested, and because of countless volunteers, the library was transformed with an original Hogwarts mural, homemade banners for the Hogwarts school houses, and many more fantastic items, like potions bottles, brooms, and wands.

As we got closer to the event, even more people volunteered to help decorate the night before, and many more showed up to run craft and activity stations throughout the library on the big night, making it possible to have wand making, face painting, owl post, and even a Quidditch game in the Teen Zone. All in all, more than 50 community members donated hundreds of hours of their time to create a magical evening. More than 700 attendees came to the library for Harry Potter Night, and children, young, and young at heart have asked us to pass on their thanks. From the bottom of our bookish hearts, thank you all for making our event such a success!

COMMUNITY GARDEN This has been a very productive year for the Anacortes Community Gardens. Over 500 pounds of produce went to our local food banks and family shelter. Various types of beans were grown at the Mt. Erie garden this year. This garden has been an amazing tool for the kids from leaning how build up their soil, responsibilities in taking care of the garden, harvesting, the process of composting and getting ready for the next year. Crimson Clover will be one of the cover crops for both gardens. Keep an eye out next spring for this beautiful cover crop.

Lewis. This one act drama tells stories of people who have had to face the testing point and discover their courage. This class will give students a chance to develop characters and take on the challenge of roles that, like life, can be both funny and dramatic. This class starts with the experience of auditioning and continues with the creation of a character, memorization of lines and a full performance with costumes and makeup. All students will be featured in this production that is performed for the public.

Get to know your community forestlands! It’s time to join a guided hike, and begin to learn more about the fascinating wild heart of our island.

The Friends of the Forest is a non-profit, citizen organization dedicated to the preservation of the Anacortes Community Forest Lands through education, outreach, and stewardship. We have a multi-layered education program that strives to meet the needs of all Fidalgo Island residents. Our education program includes K-12 guided school field trips, Adult/Senior hikes, All ages hikes, Forest Discovery Day Camp, trail and habitat restoration, Adult field seminars, a quarterly newsletter, and our two comprehensive school district programs; Growing Wild-native plants for all 3rd graders, and Middle School Watershed Discovery for all students in the 7th grade. RED BAG PANTRY LOCATION AT LIBRARY The library is proud to be the newest distribution location for A Simple Gesture’s Red Bag Pantry. In October, the library joined the Police and Fire Departments and Senior Center as another location for Anacortes residents who are food-insecure to pick up items to help supplement their individual or family needs.

As the first location in Anacortes that is open weekends and evenings, the library has already become one of the more popular locations. All food comes from generous Anacortes residents who participate in the bi-monthly Red Bag pickups.

Anyone who would like to donate food please contact A Simple Gesture directly by emailing them directly (asimplegestureanacortes@gmail. com) and sign up to be a donor. They make the donation process really easy! They come right to your door to pick it up one Saturday every other month. Food must be processed through their facility before it can come to our shelves.

CH, CH, CH, CH, CHANGES AT THE LIBRARY! We are excited to announce some big changes coming from your library. We will be launching a new library catalog in early December and coupled with the new catalog we will have a new, but temporary, website. If that isn’t enough, we look forward to making progress on our Strategic Plan goals and objectives, which will include more opportunities for community input – especially into our meeting room and the library space in general.

I think you will like Apollo, our new library catalog. It may take some time getting used to the new presentation of what we have available to check out at the library. Don’t hesitate to ask us any questions! We will all be learning the new system together.

Some of the features of Apollo that you may enjoy include scrolling book covers of new items, the ability to easily see popular items, more clear differentiation between items that we physically have in the library and those that are available for you to download from home, and what new DVDs (or books, or music) have been added to our catalog recently. Another helpful feature is a reminder email to let you know that something is coming due in the next three days so you can renew it in advance or start looking under your car seat for that item that disappeared (don’t worry, it happens to all of us). If you haven’t given us your email yet, please do!

It is the quickest way for you to get notification out about the item we are holding for you. Also, if you have a favorite author, you can select that author and automatically be put on hold whenever an eagerly-anticipated new book from said favorite author is entered into our system. One of my favorite features of Apollo will show up on the bottom of your check-out receipt, which shows you how much money you save by using your library each year. I am always pleasantly

surprised by my return on investment. The more you borrow, the more you save!

Another change related to the new catalog will be the transition of our library website to the City’s website. Things will look different when you go to library.cityofanacortes.org. Let us know if you are used to seeing something on our website that you cannot find anymore. Our new website will be temporary since the city will be switching to a new website format in the upcoming year.

The mission of the Anacortes Public Library is to empower a lifetime of discovery and our vision is to enrich the present and inspire the future.

We designed our Strategic Plan to be short and sweet and we encourage you to take a moment to read it. Our new Mission and Vision, Strategic Focus, Goals, and Objectives are the result of input from the Library Staff, Board, Foundation, Friends, and the Anacortes community. We are excited to be using this “living document” as a map to guide us moving forward with plans for the library over the next 2 – 4 years. We look forward to further input from the community when we modernize our heavily-used meeting room and start re-envisioning the layout of the first floor. We know that you love the library the way it is, but also heard loud and clear that you want more from your library and we are eager to see what more we can do to fill our community needs.

More Textile Work Days are Planned for the Coming Year community with its Community Quilts, Quilts of Valor and youth education programs. This fall the quilters officially added the museum textiles collection to its list of service projects.

Fidalgo Island Quilters and Wearable Art Divas participated in two volunteer work days Oct. 13 and 19 at the Anacortes Museum. Participants assisted in inventorying, photographing and measuring items in the museum’s textiles collection.

This events were part of a new museum outreach effort in which volunteers were invited to work on targeted projects.

Two Quilters at the Oct. 13 event, Chris Criswell and Melody Kue, inventoried three quilts and several other items. Chris and Melody had a surprise when

they realized they had been Oak Harbor High School classmates in the 1960s.

“Quilts have always had a way of bringing women together,” said Linda Yerby, Anacortes Museum Administrative Assistant. Yerby, a Wearable Art Diva, came up with the idea of the working with the quilters groups and organized the details of the events.

Working on a vast collection of negatives donated by the Anacortes American, they have already protected thousands of news negatives from the 1980s and 1990s – about a third of the vast collection.

For their diligent and dedicated efforts, the “Negative Ladies” were recognized at the museum’s annual holiday reception as the Anacortes Museum’s Volunteers of the Year.

Exhibit Celebrates City’s 125th Anniversary “Anacortes at 125,” an exhibit celebrating the 125th anniversary of the City of Anacortes continues through May in the Anacortes Museum’s Carnegie Gallery, 8th Street and M Avenue. The exhibit details the city’s history from its boom days to today, with an emphasis on the city departments that have provided citizens with essential services like water, streets, police and fire suppression, as well as enhancements to their quality of life such as a library, museum, and parks and recreation.

In May (which is National Preservation Month), an exhibit celebrating the residential architecture of Anacortes will debut in the Carnegie Gallery.

W.T. Preston closed until April The Anacortes Maritime Heritage Center and W.T. Preston, our National Historic Landmark steamboat, are now closed through the winter. However, you can still stop by and read interpretive panels about the sternwheeler and its history outside the center at 703 R Ave. The sternwheeler and center will reopen for weekend hours in April. Contact the Anacortes Museum at 293-1915 if you need to arrange a special educational tour for your group.

Carnegie Library Building Restored to 1910 Glory The city’s grand Carnegie Library building, home of the Anacortes Museum, looks better than it has in decades following the completion of an interior renovation program and the application of fresh paint outside.

Restoring the building’s original elegance has been a top priority for Steve Oakley since he became Museum Director almost a decade ago. Since then the gallery has been restored and hardwood floors revealed, boarded-up windows were reopened and ugly modernizations were undone in all the public areas.

The renovation of the stairwell and lower hallway, the last area, was completed this fall. The work was made possible by donations from Phyllis Rodeffer and the Rodeffer Trust (Research Library), Anacortes Noon Kiwanis (UV filtering acrylic window panels and leaded glass entry panel restoration), Anacortes Museum Foundation (floor refinishing,

hallway/stairwell and gallery window blinds) and Finders Keepers Chapter of Questers International (stairwell light).

The $30,000 exterior project (funded by the City) was expedited because of the need to repair failing windows. The Anacortes Parks Department removed paint from second floor windows and pressure washed, and painter/contractor H.S. Wold, who recently painted City Hall, did the painting and repairs.

Oakley chose buff for the body of the building, reminiscent of the unpainted buff-colored bricks patrons would have seen until the building was first painted (in a cream color) in the 1960s. ayor Gere and Chief Bowers were recently asked to share some tips on raising children to be responsible citizens with a local parent group. Both women agreed that parenting is the toughest, most rewarding job in the world and that being present and loving with your children is the most important thing a parent can do. The Mayor is a mother, grandmother and has hired 100’s of young people over the years for work in her deli. Chief Bowers is a mom and grandma too. She has worked with many young people over her years in police work. Both women shared approaches that have worked well for them and other parents.

Chief Bowers emphasized providing structure and routine is key not just for young children but for adolescents too. Kids appreciate having a curfew. Curfews can give teenagers an excuse to opt out of a potentially risky activity, while saving face with their friends. Teens also appreciate their parents being dependable. “I use to contact kids out around one in the morning. I would call or give them a ride home only to find no parent at home. Not many teens want to be home alone late at night.” Parenting does not end when a teen is capable of caring for themselves. Teens need their parents as mentors, role models, and for practical issues like filling out job applications, scholarship forms, and help with school work.

Establishing routine is another way to build a foundation of responsible behavior. Mayor Gere found that a routine that ended with a desired activity made the more mundane tasks more palatable.

For example a morning routine might include teeth brushing, dressing, breakfast, making sure homework and lunch are in the backpack, and if there was any time left, you can watch television until it is time to go to school. “It might be five minutes or fifteen

minutes depending on how quickly the previous tasks were done.”

Both women agreed chores are an important part of teaching responsible behavior but there are some things to think about before asking your child to take on a task. Parents need to have realistic expectations of what a child is capable of. A six year old might be able to wash an apple or spread peanut butter on crackers for a snack but not fry bacon and eggs. If we ask a child to make his bed and it isn’t perfect but done to the best of his ability, that is what we need to accept. It might be better to have children help with chores until they are ready to do them on their own. “I started by letting my daughter ride on the vacuum cleaner and point to areas we needed to vacuum when she was little. Then I asked her to put little bits of bright tissue paper on the areas that needed a little extra attention. She got to vacuum those “tough” areas by herself. When she was 10 we started vacuum dance parties and by the time she was 12, she did most of the vacuuming.”

Chief Bowers is not a fan of reward charts. “I have been to many homes where chore charts are started and not finished.” It sends a message that chores are optional based on our desire to receive the reward. Chores are not an option.

Appropriate praise for helping out around the house should be enough. Rewards are for special extra initiatives, not everyday tasks.

Having empathy for others is the foundation for living in community. Recognizing another’s feelings and discussing why they are feeling that way will help kids find common ground. There are some great children’s books about having empathy for others.

Teach consequences and cope with irresponsible behavior. Set clear and reasonable responses to inappropriate behavior. If the toys aren’t put back in the bin, they are not available for two days. Teach the concept of restorative justice. If you caused harm to someone or something, how are you going to make it right? Often having a child think about what they can do to right a wrong and then follow through with a plan of restoration is much more

Fidalgo Ukulele Network (FUN) impactful than a parent’s punishment. You are giving your child a foundation for solving conflicts on their own. Keep in mind this might take a little more time, and sometimes you might have to override the child’s remedy!

Problem solving on their own or with little guidance is key in developing social responsibility. Teach kids to identify the issue, separate it from the people involved, and stand up for themselves. “strong not mean,” is the best strategy. For example, if the problem is, “I don’t like it when the 4th graders take all the swings at recess.” Take the 4th graders out of the equation and the real issue is one group not sharing the swings. Talk about sharing and help your child to think of possible solutions. One appropriate solution might be to suggest to a student council, or recess attendant that there be five minute turns on the swings. If the suggestion is not heard, than remind your child that when she does get on the swings she should model good behavior by taking turns with other children. The bottom line is that life isn’t always fair but we have the power to influence change.

Let your child make decisions when possible.

Nobody likes the feeling of having little or no control over their lives. Kids need to have the ability to make some decisions in their lives. Options on what to wear, what to eat if possible, or what they want to do in their free time.

Last, manners matter. Sometimes we parents forget to model manners for our children. Please and thank you are a must at meals and a must when in a public setting. Chief Bowers says that when police officers write case reports after contacts with juveniles, they often include information about politeness and cooperation. Those reports are sent to prosecutors, juvenile court officials, defense attorneys and the judge. Often officials will consider the young person’s demeanor when making charging decisions. Chief is not suggesting young people should forfeit any rights they may have. She just wants you to consider a police officer has a job to do regardless of your behavior, but your behavior may influence the outcome for you.

News From Washington Park WASHINGTON PARK GOALS FOR A NEW YEAR Public entities are largely built upon lengthy, complicated and many times hotly contested planning processes and the ensuing documents. It is then the job of city staff, appointed citizen committees, commissions and boards, elected officials and the “average citizen” to make sure these plans are accessible and used for setting goals and taking action. As 2016 comes into the home stretch of the holiday season, we look to the potential of 2017 and are inspired by what we might do together.

At the Parks & Recreation Department, we are part of those special government forces known as non-mandated services. There is no law or Revised Code of Washington that calls for our existence, but there is something much stronger; the tax paying public. You have specifically

asked for the programs we provide, the resources we protect and the lands we manage for your mental, spiritual and physical fitness. While some might consider this shaky ground, from a political perspective, I find it to be very empowering.

The citizens of Anacortes have a long, rich tradition of building and supporting a very diverse Parks & Recreation Department.

Parks & Rec is one of the many qualities of life we have come to count on here on the northern side of Fidalgo Island. As we set our goals for 2017, we have a very dynamic community working with us, sharing expectations and inspiration. The passion from which our marching orders are given is a natural wonder that glows all around us every day.

Amidst all this hyperbole and motivational wandering is one very simple goal for Washington Park in 2017: better toilets. Yes, at the end of the day it is the restrooms that leave a lasting impression on park visitors. We were able to get the women’s side of the campground, or upper, restrooms remodeled last spring, and have begun work on the men’s side now. We learned some lessons from our work on the women’s side, and will be making some improvements there, as well as applying this new knowledge to our work on the men’s.

So, not only do we hope for the grandest of experiences for you and yours at Washington Park in 2017, we are also working hard to make sure the base elements of every day life are covered as well.

Spray Pad

and Restroom Update Anacortes Police Department is proud to be hosting the Skagit County Dash and Splash event (previously known as the Anacortes Polar Plunge for Special Olympics). This is the fourth year.

Last year’s plunge raised over $6,000 and we are hoping to top that this year!

In addition to the Polar Plunge, we will be doing a 5K Fun Run! The AJ-5K Fun Run/Walk will be held in memory of Deputy Anne Jackson of the Skagit County Sheriff’s Office who was killed in the line of duty on September 2, 2008. Money raised through the AJ-5K will be donated to SAIN (Skagit Animals in Need).

Participants can choose to select their event: the Polar Plunge only, the AJ-5K only, or both the plunge and 5K (Dash and Splash). Participants can register online at http://www. specialolympicswashington.org/ polarplunge or pick up an off line registration form at the Anacortes Police Department, or request one by email at janetw@ cityofanacortes.org The Anacortes event will be held March 11th , 2017 at Seafarers

Park. Registration/check-in will began at 9am. The AJ-5K Fun Run/Walk will start at 11:00.

An awards ceremony and costume contest will begin at 12:15, followed by the group plunge.

Participants can join as part of a team, as an individual plunger or stay in the chicken coop (raise money, stay out of the water).

The Polar Plunge is one of the most popular events included in the Law Enforcement Torch Run fundraising campaign. The Polar Plunge is a unique opportunity for individuals, organizations, and businesses to support local Special Olympics athletes by collecting pledges and plunging into the frigid waters of northwest Washington.

Special Olympics Washington provides year-round sports training and athletic competition in an Olympic setting for all individuals with intellectual disabilities who wish to participate. With the support of fundraising campaigns such as the Law Enforcement Torch Run, athletes are able to compete with no cost to themselves or their families. www.anacortesplunge2017.kintera. org

Construction is underway for the Storvik Park Spray Pad & new restroom! The restroom was installed in mid-October and will be open as soon as the construction is complete on the rest of the project.

What’s happening next? We are currently working on getting the spray pad area ready to install the various water features, seating wall and the area around the spray pad that will have picnic tables.

Fundraising for the project is still happening. We have had a goal of raising $180,000 and we have raised a total of $108,000. For more info on this go to www. anacortesparksfoundation.com.

The project should be completed early in 2017 with a grand opening planned for the spring when nicer weather is available.

Fidalgo Island and Guemes Gleaners (F.I.G.G.) 2016 has been an amazing year for fruit picking and our new program.

FOR A SAFE ONLINE PURCHASE TRANSACTION A young Anacortes woman responds to a fraudulent online ad for a nanny position. The family asserts that they are moving to Anacortes from out of state and they need help settling in to their new home. They send a fraudulent check in the amount of $1,850 and request that $1,700 be sent via wire transfer to family members so they can purchase furniture for their new home. The check is no good and the victim makes two wire transfers totalling $1,700.

Variations of this scenario play themselves out frequently each day. Not everyone representing themselves or products online are trustworthy. A recent CNN article offered the following tips for preventing fraud or other criminal activity when buying or selling items online.
