Letter From the 2009-2010 President and the Medical Director/CEO

Dear Colleague, The APA faced many challenges and opportunities in 2009: the economy took a toll on our revenue, we re-assessed our relationship with industry, and Congress was on the brink of approving major health care reform. We did not shrink from these challenges; instead, we sought opportunities to prepare the APA to thrive in the future. In the first half of the year, we took on the major task of reorganizing our governance structure. While some of the changes were painful, the streamlined governance system will better serve our members in the long term. Economic challenges required additional action. The APA also reduced its workforce, made other budget cuts and laid the groundwork to consolidate the APA and its three subsidiaries into two organizations. We took a leadership role among medical specialties when we began to phase out industry support for continuing medical education. The APA felt it was important to take the lead to separate marketing from medical education, and the organization is working to establish new online CME opportunities and to bring top-notch presenters to our Annual Meeting. Another critically important undertaking to the future of psychiatry is the development of the fifth edition of the Diagnostic and Statistical Manual of Mental Disorders. As 2009 came to a close, the DSM-5 Task Force and Work Groups were finalizing the DSM-5 draft criteria. The new manual is scheduled for release in 2013. Health care reform was in the limelight for much of the year in Congress. The APA continued to work for the best possible outcome for our members and their patients, striving to ensure that benefits for psychiatric services are included in any reform package. These are challenging times for all of us, and the APA will continue to seek new opportunities to support and strengthen our changing field. We look forward to continuing to work with and for you to ensure a strong future for the APA and for the profession of psychiatry. Sincerely,

Highlights

Advancing Clinical Care. The Institute on Psychiatric Services was expanded to address a broader range of clinical issues in psychiatric care. A series of special lectures by national leaders was included in the event, which saw its second-highest attendance ever in 2009.

Updating the DSM. The DSM-5 work groups, more than 160 researchers and clinicians from around the world, finalized their proposed criteria for the fifth edition of the Diagnostic and Statistical Manual of Mental Disorders. DSM-5 is scheduled for release in May 2013.

Advancing addiction treatment. APA members and staff collaborated with federal agencies and collegial organizations to address abuse of prescription and other drugs, and provided physician education on officebased treatment of opioid dependence.

Implementing Mental Health Parity. The APA led the mental health community in monitoring implementation of the Paul Wellstone and Pete Domenici Mental Health Parity and Addiction Equity Act, providing comments throughout the regulatory process, surveying commercial insurers, and establishing a process to collect data about patient and provider experience.

Educating the Profession. Nearly 16,000 people attended the APA Annual Meeting in San Francisco, California. Participants benefited from more than 500 scientific sessions and meetings. Session topics included the link between depression and heart disease, military mental health and borderline personality disorder.

Supporting District Branches and State Associations. When many financially stressed states threatened to severely restrict state funding for mental health treatment, the APA developed a state budget media kit to help counter proposed reductions to mental health services.

Updating Practice Guidelines. A second edition practice guideline on panic disorder was published in January 2009. The APA practice guidelines in 14 topic areas provide evidence-based recommendations for the treatment of psychiatric disorders.

Highlights

Influencing Health Care Reform. The APA advocated for access to mental health care and other mental health issues as Congress debated proposals for national health reform.

Seeking Solutions on Medicare Payments. The APA worked along with the greater medical community to find a permanent solution to the flawed sustainable growth rate method of physician payment under Medicare.

Grooming Leaders. Early and mid-career psychiatrists learned how to affect change in the public mental health system during the inaugural session of the APA Transformational Leadership in Public Psychiatry Academy.

Addressing Disparities. The APA’s first Diversity Brain Trust provided a forum to begin developing a repository of talking points regarding the mental health of diverse populations.

Promoting Healing. Recovery among people affected by trauma and disaster was the topic at a “Circle of Healing” hosted by the APA in New York City. The APA collaborated with All Healers Mental Health Alliance for the event, which presented crosscultural perspectives on mental health and spirituality to promote wellness.

Recruiting New Members. Successful recruitment programs continued in 2009, including the Member-Get-A-Member Campaign, the Annual Meeting Rebate Program, the 100% Club for Residency Programs, and initiatives to recruit more international medical graduates and academic psychiatrists.

American Psychiatric Foundation The American Psychiatric Foundation (APF) is the philanthropic and educational arm of the APA.

Talking About Mental Illness. Maureen McCormick, known for her role as Marcia in the 1970s television series The Brady Bunch, was the featured guest at the foundation’s annual Conversations event. McCormick discussed her battle with substance abuse and depression.

Raising Awareness. Teachers in Albuquerque, New Mexico, learned how to identify Typical or Troubled? students through the foundation’s school mental health education program, and a resource for understanding mental health was introduced to employers in Research Works, a new publication by the foundation’s Partnership for Workplace Mental Health.

Providing Grants. Medical students participated in community mental health service activities, the Healthy Minds television series was distributed nationwide, and international research was advanced with help from foundation grants.

APA Subsidiaries

American Psychiatric Institute for Research and Education American Psychiatric Institute for Research and Education (APIRE) was established in 1998 to contribute to the scientific base of psychiatric practice and policy.

Developing New Tools. APIRE and its Practice Research Network developed a new Performance in Practice tool for clinician self-assessment, focusing on improving the diagnosis and treatment of posttraumatic stress disorder.

Advancing Research. Plans were finalized for the National Depression Management Leadership Shared Care Initiative to study the usefulness of the nineitem Patient Health Questionnaire in a shared-care environment. The project’s goal is to help improve clinician cross-specialty communication so that patients in both psychiatric and general medical settings can benefit from better coordinated care.

Studying Access. Findings from a study by the Practice Research Network, published in Psychiatric Services, exposed the difficulties that Medicare Part D patients frequently face when trying to access medications.

American Psychiatric Association Political Action Committee APAPAC is the political voice for the American Psychiatric Association. It educates and lobbies members of the U.S. House and Senate on issues important to psychiatrists and their patients.

Growing Support. More than $244,000 was contributed by nearly 1,700 APA members and staff.

Campaigning for Mental Health. APAPAC support went to 105 Members of Congress and party-affiliated committees committed to assisting those suffering from mental illness and addictive disorders.

Connecting with Congress. APAPAC also hosted 90 events with Members of Congress.

American Psychiatric Publishing, Inc. American Psychiatric Publishing, Inc. (APPI) is the world’s premier publisher of books, journals, and multimedia on psychiatry, mental health and behavioral science.

Influencing the Profession. The American Journal of Psychiatry, one of the most referenced publications in psychiatry, was named one of the most influential journals in Biology & Medicine over the last 100 years, and it was the only psychiatric journal to make the Special Libraries Association list of 100 most influential journals.

Expanding Online Resources. Three new textbooks and three new self-assessments were among a vast amount of new content added to PsychiatryOnline.com, which now includes 236 ebooks. More than 450 institutions, including 70 North American medical schools, now subscribe.

Partnering with SAMHSA. Psychiatric Services, in partnership with the Substance Abuse and Mental Health Services Administration (SAMHSA), developed a compendium of articles, Transforming Mental Health Services: Implementing the Federal Agenda for Change.

APA Financials

Financial Overview. As the economic climate became increasingly uncertain, the APA saw a decline in revenues and other external resources. The leadership and staff of the organization were proactive in meeting the challenge created by reduced revenues, dramatically reducing expenditures and mitigating the impact on the APA’s reserves.
