Thank you for allowing me to represent Precinct 4 for the last four years. When you elected me, I made a promise to work hard to put Bowie County back in good financial condition. I promised to implement a good program to improve the County Roads. We have made much progress on both promises. Bowie County is now in very good financial condition. Recently our bond rating was elevated to A+, which resulted in a savings of $9.5M, on the refinance of our Hwy 82 bonds. Our reserve fund has also been restored and we now have $6M. The county tax rate has been reduced from .473610 to .424322 since I was elected. I have worked with the Cities of Wake Village, Redwater, New Boston and Maud through our interlocal agreements to help improve the cities in my precinct as well. By working with the State of Texas I have acquired enough surplus State materials in the last two years to put millings on over thirty gravel roads. This was done at no expense to Bowie County for the materials. Even with these accomplishments, there is still much work that needs to be done. With your support I will continue to work hard every day to make Bowie County a great place to live. I served 14 years in the military, serving in the Navy, Air Force, Army and Coast Guard - 3 Tours in Vietnam. I have worked 40 years as a successful businessman. I believe this gives me the experience, discipline and leadership to continue moving Bowie County forward.
