Una forma de concluir esta síntesis de la mesa temática es definiendo una serie de iniciativas y de actuaciones que puedan dar continuidad a diferentes cuestiones aquí apuntadas y que sería positivo seguir desarrollando en la perspectiva de incluirlas en el PDU metropolitano.
One way to conclude this summary of the themed discussion is by defining a series of initiatives and actions that could provide some continuity with issues raised here, and which would be positive to continue developing with a view to their inclusion in the PDU.
ESTUDIOS URBANÍSTICOS PARTICULARES DE LOS ESPACIOS CON APTITUDES PARA LA CENTRALIDAD Y LA INNOVACIÓN
SPECIFIC URBAN STUDIES OF AREAS SUITABLE FOR INNOVATION AND CENTRALITY
Aceptando que la aproximación analítica y prospectiva a cada una de las áreas potencialmente centrales debe ser particular, puede ser interesante validar sus aptitudes desde algunas de las variables analizadas en el presente documento: la significación urbana, el potencial de los equipamientos y los espacios libres, la accesibilidad desde los nodos de la red, el desarrollo de actividades de innovación, etc.
While acknowledging that the analytical and prospective approach to each of the potentially central areas must be specific, it may be positive to confirm their suitability using some of the variables analysed in this document: urban significance, the potential for facilities and free spaces, accessibility from the nodes of the network, the development of activities of innovation, etc.
Estos estudios permitirían validar algunas hipótesis generales aquí apuntadas y, en particular, observar comparativamente aptitudes y valores entre espacios enumerados, en orden a establecer criterios más precisos de inclusión, de priorización, etc.
These studies enable some general theories mentioned here to be validated, and specifically, the comparative observation of suitability and values between the areas listed, with a view to establishing more precise criteria for inclusion, prioritisation, etc.
PROGRAMACIÓN DE ACTUACIONES PILOTO
PILOT PROGRAMMES
Además de constituir un plan director para el conjunto del territorio del AMB, sería positivo que el PDU apostara por un desarrollo particular de algunas operaciones piloto, para nuestro caso centradas en áreas de centralidad e innovación. Basándose en estudios urbanísticos particulares, sería positivo también efectuar una selección de tres o cuatro ámbitos, y priorizar factores de diversidad, objetivos específicos distintos, grados de factibilidad no idénticos y que respondieran a una imaginación proyectual también diversa.
Besides being a master plan for the entire AMB area, the PDU should make a commitment to specifically undertaking some pilot projects, in this case focused on areas of centrality and innovation. Based on specific urban planning studies, selecting three or four areas and prioritising factors of diversity, various specific objectives, non-identical degrees of feasibility which are part of a planning imagination that is also diverse would be a positive step.
El proyecto y la gestión de estas actuaciones deberían entenderse como un laboratorio del progreso del urbanismo metropolitano, implementando estrategias que puedan ser extrapoladas después a otros ámbitos. Algunos de los criterios y objetivos antes definidos deberían poder concretarse. En algunos casos, por ejemplo, se podrían reservar espacios para la gestión pública y colaborativa en el minuto cero del desarrollo de estas áreas, como incubadora de la creatividad y la innovación. Asimismo, la incorporación desde el origen de algunas iniciativas sociales podría fortalecer las intervenciones.
The planning and management of these initiatives should be seen as a test bank for the progress of metropolitan urban planning, implementing strategies that can subsequently be extrapolated to other areas. Some of the criteria and objectives set out above must be able to be implemented within them. In some cases, for example, spaces could be allocated to public and collaborative governance at the inception of the development of these areas, as an incubator of creativity and innovation. Moreover, the incorporation of some social initiatives from the beginning could make the initiatives stronger. COORDINATION WITH THE MASTER PLANS FOR FACILITIES
COORDINACIÓN CON LOS PLANES DIRECTORES DE EQUIPAMIENTOS Como elementos de naturaleza y gestión pública capaces de crear condiciones específicas de centralidad, los equipamientos se convierten en una materia de atención principal respecto a las áreas de nueva centralidad. No puede olvidarse que los equipamientos, junto con los parques, se convirtieron en los elementos protagonistas en el proyecto de muchas de las áreas de nueva centralidad de la Barcelona de los años ochenta. Por todo ello, es necesario coordinar y contrastar específicamente las determinaciones de un futuro plan director de equipamientos metropolitanos con la geografía de las áreas con aptitudes de centralidad e innovación, para poder así establecer una interacción mutua con nuevas localizaciones de piezas dotacionales de escala supramunicipal y regional. Complementariamente, a fin de promover la centralidad desde el punto de vista de la programación –social, cultural, etc.–, se podrían ensayar experiencias de mancomunación de equipamientos entre 94
As elements of nature which are publicly managed, capable of creating specific conditions of centrality, facilities become a matter of primary consideration in areas of new centrality. We must not forget that facilities, together with parks, became the key factors in the project for many of the areas of new centrality in the Barcelona of the 1980s. It is therefore necessary to specifically coordinate and check the provisions of a future master plan for metropolitan facilities with the geography of areas suitable for centrality and innovation, to thereby establish a mutual interaction with new locations in ceded areas on a supra-municipal and supra-regional scale. Additionally, in order to promote centrality from the point of view of programming (social, cultural, etc.), experiences of sharing facilities between municipalities could be tried out, since more programmes, activities and budgets rather than new stocks of land for facilities are currently needed. Indeed, recent experiences have involved a review of the use of spaces for facilities (for social housing, for example), as a symptom of a degree of surplus.
