ASHLEY KULP akulp@metroland.com Concerns over the impact bump-outs will have on the two Pakenham crossovers set to be completed this year has prompted Mississippi Mills council to put off the project and seek alternate designs. In a recorded vote requested by Coun. Denzil Ferguson at its June 18 meeting, council voted 4-3 to put the project on hold until new designs are completed. The two crossovers were to be installed along County Road 29 at the intersections of Jeanie Street and Waba Road/Elizabeth Street this year in partnership with Lanark County. The project, born out of the 2015 active transportation plan, was approved by both Mississippi Mills and Lanark County councils last October. It carried a price tag of $130,000 ($30,000 for each crossover and $70,000 for the bump-outs; Lanark County had committed $60,000, which would

be used for the crossovers. Mississippi Mills would be responsible for the bump-outs. Chief administrative officer Ken Kelly urged council to provide some direction on the crossovers, which he admitted has left roads and public works staff in a holding pattern. With the farming community concerned over the Waba/Elizabeth intersection, he suggested separating the two crossovers, so the Jeanie Street project could proceed. "What this means is you have a resolution of council in two forms for these projects, but right now they are being delayed," he said. "My role is to make sure staff implement the direction of council. The direction of council is crystal clear. You have approved the design and you have the funding. See COUNCIL, page 2

Since the crossovers were approved, concerns from the agriculture community on the ability of farm equipment to navigate the bump-outs, also known as curb extensions, caused council to take a closer look at it, referring the matter to its public works advisory committee. On May 21, the committee put forth its recommendations, supporting fourlane crossovers with overhead flashing lights and eliminating bump-outs. Council approved other suggestions by the committee to install radar signs and establish a Community Safety Zone on the road, but the project failed to proceed as there was no mover or seconder to get the motion on the table to be considered. At the June 18 meeting, Mississippi Mills' director of roads and public works, Guy Bourgon, said the current turning radii will be maintained and is in accordance with provincial guidelines, "that's why we went through this exercise and developed the models we did." Kelly laid out three options for council on June 18: continue with the current design and project, rescind the approvals and do nothing, or rescind them and seek an alternate design. Coun. Bev Holmes put forth the motion to go with the third option. "I do think we should have crosswalks, but not bump-outs," said Coun. Jan Maydan. Coun. John Dalgity added he backed the public works advisory committee's recommendations, noting "the crosswalks are the priority here."

Ferguson refused to support rescinding the approvals, calling it a stalling tactic. "It's delay, delay, delay. We'll be looking into 2020 before we ever proceed with this project," he remarked. "I've always been in favour of bump-outs in Pakenham," added Deputy Mayor Rickey Minnille. "You've got a two-lane highway coming out of a four-lane highway ... In five years when we need this and the population has grown, then we'll be saying wouldn't it have been great to reduce this to slow cars down?" To address agricultural activities, Kelly mentioned council may want to consider agricultural routes and installing signage. As part of public consultation, the active transportation advisory committee staged two community walkabouts, but Coun. Cynthia Guerard said more needs to be done. "That is our due diligence. We need to look after the people," she noted. " ... I'm not sold that the public was consulted."

SAFETY CONCERNS Mayor Christa Lowry reminded council, "we heard loud and clear from seniors, the school council and the business and tourism association. They all have concerns." In a Feb. 8, 2019 letter and petition to council, the Pakenham Business and Tourism Association indicated its strong support for the installation of crossovers. "As business owners we want people to feel safe in our community," the letter stated. "We want locals and tourists to stop and shop in our various enterprises. We wish to avoid the perception that no provision is

In her June 10 letter to council, school council chair Jennifer Downey pointed out the lack of a visible, controlled crossing in front the school on Jeanie Street, which has put students in a "very dangerous situation." "As a school council we are not going to tell you exactly how the monies should be spent on traffic calming, but we do want to request that whatever system is put in place that it is highly visible and can alert traffic to stop and wait," Downey stated in her letter. "It is also our position that this all needs to be put in place immediately."

Speaking of top hats, Yvonne and Sean were told what they needed to wear, receiving very detailed descriptions. Gentlemen wear morning dress or lounge suits, while women wear day dress, usually with hats or fascinators. National dress and uniform are also often worn. "I purchased my dress in Carleton Place, at The Dress Shop," Yvonne said, "and my shoes were bought locally at Graham's Shoes." Not able to find a hat in Carleton Place, Yvonne knew where to go when she arrived in London - Bond Street. It is a key shopping area - home to many fashion outlets that sell prestigious or expensive items. After all, it is not every day that you receive an invitation to the queen's back garden ... Yvonne wanted to look her best. "I love hats, but when you wear glasses it is hard to find one that looks good," she said.

Luckily, Yvonne found a hat at Fenwick Bond Street, a high-end department store with women's fashion and accessories. "It is gorgeous, and I will wear it again," she noted. Sean rented his morning suit, top hat and shoes on Regent Street, which is also a major shopping street in London. It is named after George, the Prince Regent. He purchased his cuff links. For the garden party, the Queen wore a pastel pink coat and hat, with a matching plastic pink umbrella. Thousands of guests gathered on the grounds of Buckingham Palace for the event. The queen's garden covers nearly 40 acres, including a three-acre lake. There are three entrances: Grand Entrance, Hyde Park Corner Gate and Grosvenor Place Gate. "Security was very See SON, page 17

Yvonne Kilpatrick cried when her son, Sean Kilpatrick, called earlier in the year, asking if she wanted to go to a garden party at Buckingham Palace in England. Yes, Buckingham Palace, the official London residence of Queen Elizabeth II. Sean, a longtime photographer for The Canadian Press, "told me he won tickets to go to one of the queen's garden parties," Yvonne told the Canadian Gazette. Every year, the Queen Elizabeth II hosts thousands of lucky guests at a series of garden parties. Three take place on the grounds of Buckingham Palace, with the other one at the Palace of Holyroodhouse - the queen's home in Scotland. The parties have been a mainstay on the royal calendar for well over a century. If Yvonne's name sounds familiar, it should. She operated The Blossom Shop on Bridge Street for 35 years, selling it in 2015. She has been married to George Kilpatrick for 50 years. Yvonne is originally from Leeds, a city in Yorkshire (England), coming to Canada in 1967. Yvonne and Sean left for England on May 26, with the garden party happening on May 29. "It was out of this world," she said. It was a rainy but nonetheless posh occasion. In addition to the Queen, other members of the Royal Family were in attendance, including Prince Harry, Princess Beatrice and Princess Eugenie. "When I saw Harry ... that made it for me," Yvonne said with a smile. "It was the top hat of the day."

John Dalgity wondered if revenues from becoming a training centre would offset the costs of the deputy chief position. "The short answer is yes, but I think it would be misleading in the initial stages and we shouldn't consider those offsets as whether we want a fulltime guy or not," Giberson answered. Coun. Bev Holmes said a more fulsome description of the job description was needed before she could make a decision. "I personally would support it. The deputy chief gets involved in a lot of fire inspections and that sort of thing," noted Coun. Jan Maydan. Mayor Christa Lowry pointed out there's opportunity to have more discus-

sion on the matter "because it's a budget item, but this recommendation would allow the fire department to make plans as to how they move forward." Another recommendation from Giberson at the meeting was youth outreach. In order to reach a younger audience, Giberson is also recommending the establishment of a cadet firefighter program. He said this program would be geared at teens aged 16-17 "to become directly involved with safety initiatives" including fire, ice, motor vehicle, swift water and narcotics operations. "I think the cadet program is a really good idea and would encourage teens to become directly involved...it's a great program if we could get it going," said Maydan. Council opted to endorse the recommendations, but will discuss the implications of a full-time deputy fire chief during the 2020 budget deliberations. Giberson noted if council doesn't approve the deputy chief position, MMFD would look at creating a part-time or volunteer position, but stressed it would impact the department's role in other activities.

Mississippi Mills interim fire chief Steve Giberson believes the increasing responsibilities of the fire department warrant a fulltime deputy fire chief. He mentioned this to Mississippi Mills council during a June 4 discussion on revisions to the municipality's emergency response bylaw. "The bottom line is, this bylaw needed to be reviewed and was waiting on my desk when I came in," he said. The bylaw expands the responsibilities of the Mississippi Mills Fire Department (MMFD), so Giberson indicated a full-time deputy fire chief is necessary and asked for the role to be in place for the 2020 budget process. He also suggested volunteer Almonte and Pakenham deputy chiefs be established. He said a deputy chief would also be helpful as the MMFD was recently granted the status of a regional training centre for the province. This will allow them to run courses on behalf of the Ontario Fire College and reduce the cost of their own firefighters' training. "It will eventually become a way to build income as well," Giberson commented. "All of these things require some level of dedicated leadership and in my professional opinion, a full-time deputy chief is the right fit," he added. Not all council members were on board, however. Deputy Mayor Rickey Minnille said there are three full-time staff (fire chief, fire prevention offi-

WATCH YOUR HEAD: PLAY SAFELY THIS SUMMER

Summer is finally here, marking the end of school for millions of young people in Canada and the peak season for camping, cycling, paddling, rock climbing and many other sports and adventurous activities. While these activities are fun, it is important to prevent the possibility of injury for kids and adults alike, by keeping head safety tips top of mind. Concussions - an injury to the brain that affects the way a person feels, behaves and remembers - represent more than one in five Ontario student injuries treated by a doctor or nurse. Symptoms from a concussion can impact daily life for weeks, months or even years. Despite how common the occurrence is, one in two Canadians have little or no knowledge about what a concussion is, and only 15 per cent of individuals can correctly identify the best treatments for it, according to the Government of Canada. Recognizing the signs of head injuries and taking precautions to prevent them is essential to enjoying outdoor adventures. That's why Scouts Canada and Hydro One, leaders in safety and prevention, have teamed up to inspire others to work safe, live safe and play safe. Through their new Head Safe program launching this fall, young people and their families will have access to tips on how to be Head Safe this summer to equip them with the knowledge to prevent, identify and respond appropriately to head injuries. The best way to prevent a head injury is to protect the head. Always wear a properly fitted helmet that is appropriate for the activity. Following a blow to the head or neck, or any other jarring impact, watch for concussion symptoms like a headache or pressure in the head; sensitivity to noise, light, motion or odours; drowsiness; nausea; dizziness; blurred vision; neck pain; feeling emotional, irritable, nervous or anxious; inability to concentrate; and difficulty remembering facts or events from earlier in the day. If a concussion is suspected, stop activity and treat any swelling with ice, seeking medical advice immediately. A person with a suspected concussion shouldn't be left alone and an ambulance should be called if they lose consciousness. The time it takes to recover from a head injury will vary. Returning to activities, sports or work can be a slow process and should be done with a doctor's progressive plan. Play safe this summer. To learn more visit www.scouts.ca/playsafe.

The municipality has launched a Ride the LT Survey in conjunction with Lanark Transportation. Lanark Transportation launched Ride the LT, a community bus service, in 2018. Weekly shopping trips are made to Carleton Place (first and third Tuesday of the month) and Perth (second and fourth Tuesday of the month) from Lanark Highlands. Modified pick up and drop off is available. Ride the LT is safe, easy and affordable - only $2 per person (round trip). Registration is re-

quired. Lanark Transportation is now proposing a similar service for Carleton Place residents. A fixed route to shopping destinations within town would run one day each week, with two departure points: town hall and Carambeck Community Centre. Like Lanark Highlands, riders would pay $2 per person (round trip), with modified pick up and drop off available. Too, registration is required. Lanark Transportation executive director Marilyn Bird spoke to Carleton Place council during its committee of the whole meeting on April 9. "This type of service would be a wonderful addi-

tion to our community and we want to hear from people as to what will work for them in order to make this service a success," chief administrative officer Diane Smithson stated. JEWEL'S TO OPEN THIS SUMMER Good things come in threes! Big Brothers Big Sisters of Lanark County is very pleased to announce that a third Jewel's store will be opening in Carleton Place this summer. The store will be located at 210 Bridge St., just north of the bridge. BBBSLC is also partnering with Community Living Lanark who will be colocated at 208 Bridge St. and operating a used book store, where their clients will gain new skills. Jewel's Gently Used Clothing is a non-profit thrift store providing modestly priced, gently used clothing for the residents of

Smiths Falls, Perth and now Carleton Place. Net proceeds from the three Jewel's stores help to fund mentoring programs and activities delivered by BBBS for children and youth throughout the county. Each store has a paid manager, yet the success of Jewel's is a direct result of all of the volunteers who work in the stores, Monday through Saturday. Some work a half day, others a full day or more and BBBSLC is very grateful for the commitment, dedication and passion for the cause. "We are so excited about opening a third store this

summer," said executive director Gail Logan. "Volunteers are the life blood of our agency and we are now recruiting for the Carleton Place store," she added. The agency will also be accepting donations of gently used women's, men's and children's clothing at 210 Bridge St. Drop offs can be made on either Saturday, June 22 or Saturday, July 6. WHAT'S GOING ON HERE? CARLETON PLACE STUDENTS PLANT TREES IN CENTENNIAL PARK Local students received an A for effort, helping to widen the riparian buffer at Centennial Park in Carleton Place on June 18.

JUST THE FACTS: On Tuesday morning, under the direction of the Mississippi Valley Conservation Authority (MVCA), several Grade 8 students from Notre Dame Catholic High School and a Grade 1/2 class at St. Gregory Catholic School gathered at Centennial Park to plant 70 shrubs. On the banks of the Mississippi River, Centennial Park, located at 169 Joseph St., features a soccer field and swimming and picnic areas. Three varieties of shrubs were planted on Tuesday: highbush cranberry, chokeberry and meadowsweet. "These shrubs are native to this area," MVCA biologist Kelly Stiles told the Canadian Gazette. She noted, improving the width of the riparian buffer, "which makes for a healthier habitat," was the reason for the planting. A riparian buffer is planted to create a buffer zone between agricultural land and bodies of water, including floodplains and wetlands. Students from Notre Dame Catholic High School and St. Gregory Catholic School were chosen to take part in the exercise because "they are both on this side of the Mississippi River," Stiles said. "They live in this community, and as they get older, we hope they will continue to come back and enjoy the park, knowing they gave back to it," she added. The area where the shrubs were plant-

Too, it is good for habitat diversity: birds, bees, butterflies, etc. The planting was not linked to a specific MVCA program, according to MVCA community relations co-ordinator Shannon Gutoskie. "It was more of an opportunity for us to engage the community, get the local kids involved," she explained. "It was an opportunity for the students to understand how they can personally help improve the environment, hoping they will continue to nurture the shrubs they planted." The participants also received a short lesson on shoreline restoration. The MVCA, located at 10970 Highway 7 in Carleton Place, is the watershed management agency for the Mississippi and Carp rivers. It protects people and property from the dangers of flooding and natural dangers, and it keeps drinking water sources clean. Moreover, it promotes the safety of wildlife habitats, wetlands and forests.

The country's national anthem plays when the Queen arrives, and her presence marks the official start of the garden party. "Everyone is lined up," Yvonne explained. "The Queen makes her way up the middle (the lane)."

Randomly selected guests are presented to her, and she spends time talking to them. "I was close to her," Yvonne recalled. "I could hear the conversations." "One woman gave the Queen her business card," she continued. "I could not believe it." "Of course, the Queen accepted it politely, before passing it to the gentleman walking with her," Yvonne added. "Can you imagine

giving the Queen your business card?" The monarch turned 93 in April. "Seeing the Queen that close ... I saw what her complexion was like," Yvonne commented. "She has the most gorgeous complexion, and I could not believe how physically fit she is, especially at her age." The Queen carried her own umbrella, and she never took anyone's arm. "It is a long way to walk, and she never missed a step," Yvonne noted. "She is so amazing ... no shuffling, picking her feet up and mo-

toring along." It is estimated, during each garden party around 27,000 cups of tea are served, 20,000 sandwiches and 20,000 slices of cakes are consumed. "There are a few tea tents, including the Royal Tea Tent," Yvonne said. "The Queen spent about 40 minutes in there." Making up a typical garden party guest list: ambassadors, armed services, charities, foundations ... people who have made a positive impact through the arts, charity work and volunteering.

"Many people were quite surprised we came from Canada," Yvonne said. "I think it is mostly local people." Yvonne called the trip with her son "phenomenal, marvellous." "It was wonderful to spend five days together ... just the two of us," she said. "We chatted about everything." The duo did a lot of walking, visited quite a few pubs and dined on fish and chips. "Our nicest meal was Greek," Yvonne revealed. "So many wonderful dips."

FARRELL, Stephen Kent It is with great sadness that we announce the sudden passing of Stephen Kent Farrell on Wednesday, June 19, 2019 at the age of 53. Devoted son of Irene and the late Kent Farrell. Loving Brother of Gail Farrell and Scott (Amanda) Farrell. Best known as a very kind and fun loving uncle Steve to Autumn, Olivia and Ethan Farrell. Steve worked in Hi-Tech for many years starting at Digital Equipment in the early 1990’s. Later in life he found a home working at King’s Independent in Richmond. Steve’s early sports interests included hockey, curling and fishing. Steve was also an avid genealogist and golfer, had a love for music and playing the guitar. He thoroughly enjoyed life living on Lake Mississippi and spending summer holidays at Lakevale beach. He had a very warm heart and will be greatly missed by many. MARION, Frances Catherine (née Jannack) With all of her family by her side, Frances was called home on Friday, June 21, 2019 in her 88th year. She was predeceased by her parents Frederick and Annie Jannack, her late husband Amedee “Micky” Marion, and her sons Theodore and David Marion. Frances is survived by her children Donna Roach (the late Paul), Shirley Anne McCaw (George), Richard Marion (Gloria), Linda Berube (George), Marie Whitney (Tom), Steven Marion (Shannon), and daughter-in-law Marina Ballercheff. She is the cherished grandma of 17 grandchildren, great-grandma to 20 great-grandchildren and 14 greatgreat-grandchildren. Frances is predeceased by four brothers and six sisters. Joe passed away peacefully in the Perth hospital on Saturday, October 20th, 2018 at the age of 86 years. He will be sadly missed by his loving spouse Elsie May Black, sons Les (Lynda), Des (Helen) and Victor, daughter-in-law Diane and grandchildren Christine, Sarah, Dylan and Jesse. Joe was a resident of Ompah. He retired from the Toronto Transit Commission (TTC) after thirty-one years of service. He was a proud member of the Ompah Volunteer Fire Department for twelve years and an early member of the Emergency First Response Team. Cremation has taken place. A sharing of memories will be held on Joe’s birthday July 7th, 2019 from 2:00 to 5:00 P.M. at Holton and Stewart’s cottage at Canonto Lake. Those wishing to make a memorial donation in Joe’s memory are asked to consider the Ompah Fire Department or the Cancer Society.

SHAW, RICHARD (Dick) Dick Shaw died peacefully on the afternoon of June 15, 2019, at the age of 93 in Vancouver. He was predeceased by his wife Mary (nee Cox) and his brother Michael, and is survived by his sons Anthony, Nigel (Jennifer, children Peter, Robyn, Patrick, and Julia), and Philip (Cindy, children Alex and Kelly, grandchildren Elijah, Colby, and Jason), and daughters Margaret (Vince Hanemayer, children Ian and Gillian) and Gillian (Stephen Satchel, children Ben and Isabel). Born and raised in Barbados, Dick studied at McGill and married Mary in Calgary. Their shared lives took them to the South Shore of Montreal, where Dick headed CIL’s Explosives Research Lab. They raised their family of five in MontSaint-Hilaire and Otterburn Park, then moved on to Ottawa in the mid-80s (Dick assuming the role of Canada’s Chief Inspector of Explosives), and ultimately retirement in Perth, Ontario. Most recently, Dick moved to B.C. in 2017 to be with his children Philip and Margaret and their families. He maintained lifelong friendships that he had developed across the various communities that came to know him, with Perth most recently providing a network of close friends he treasured dearly, and who in turn supported him through what might otherwise have been very difficult years following Mary’s death. A gathering to remember his life will take place in Perth later this year. Donations in his memory would provide welcome support for the Perth food bank (“The Table”) or the Perth and Smiths Falls District Hospital.

The first time I encountered a washroom attendant was in Belgium in the 1990s. I'm referring to someone who monitors and cleans public conveniences while they are in use. On this occasion our tour bus had stopped at roadside services just across the border from France. Like most passengers on a lengthy road trip my first target was the toilets. The attendant in the men's room was female which was somewhat startling. But she was working too hard to pay attention to the flood - pardon the pun of customers moving in and out of the place. I had to pay the equivalent of 20 British pence for the privilege which, at the time was also a rarity in my personal experience. So yes "20 p for a pee!" Although in Europe paying to use restrooms is commonplace. There is payback for such an experience

though. A quick glance around the facility showed that it was very clean. Nearly spotless in fact! Since that pit stop, 25 years ago, I have found myself comparing all public washrooms ("toilets" to the British) to that incredibly clean, well-managed place in southern Belgium. I'm sorry to say that very few come even close to that level of excellence, especially in this country. Washroom attendants are now commonplace. One of our community's big box stores employs restroom staff and, in comparison to most places, that puts them well ahead of the pack. That store's toilets are almost always in good condition. Based on my conversations - yes, when you are travelling this is sometimes a topic of discussion ladies' washrooms almost always come out ahead. Well, in many instances they do! I think that says something rather unflattering about my own sex. After all why do attendants have to be on hand in order to keeps public conveniences clean? A little "restroom etiquette" would go a long way. Things like flushing the toilet or, in the case of men, lifting the seat when required! The fact of the matter is that many men are evident-

ly oblivious to the fact they are using facilities which others will be visiting following their departure. No, it's not restroom attendants we need it is common sense on the part of what I trust is a minority of public washroom users. Surely those same people wouldn't leave their bathroom at home in such a state? If they do then there is no hope. My sense is that thoughtlessness is an issue here. That along with others who, in a rush, conveniently forget that the facility in question is being used by others. The truth is that this is everyone's concern. Clearly not all public conveniences can be monitored and cleaned regularly. Seasonal roadside facilities are particularly vulnerable to this unfortunate scenario. And not every restaurant, bar or other business which provides toilets for their customers can begin to match what larger corporations are able to manage in terms of monitoring and cleaning restrooms. The point I'm attempting to make this week is that there are standards to shoot for with respect to so many things in life. special in a brown paper bag. And she never failed to tell us what was in it either ... fresh fruit ... or store-bought cookies. One day Marguerite got her comeuppance. She put her box on the table at the back of the room, as we all did, and she then announced that in the paper bag was a fresh banana and real storebought cookies. At recess, Miss Crosby ordered us all out of the school, and with her eyes on Emerson and Earl, said

The banana and the cookies were never found, but on the way home from school, I saw a banana peel in the grass leading out of the schoolyard. Velma said she saw a squirrel running away with a cookie. Miss Crosby turned a

Once again, the group consists of Rogers and former teachers Ingrid Harris and Beth Sinclair.

The annual bursary is open to graduating students of Notre Dame Catholic High School, Carleton Place High School and Almonte District High School. It is presented to someone who demonstrates academic excellence - a student who is pursuing post-secondary studies in business, with a focus on accounting and finance. According to McGeachy, CMPC's focus is on youth. "All of our corporate responsibility has a youth flavour," she said. "They are the future," Colby pointed out. The bursary is a way for CMPC to give back to the community. The company has been giving away money for eight years, treating the last four as a competition. Five students qualified for this year's bursary. "It is the first year a student from Notre Dame

wanted to go into finance, and she had a strong and positive way of bringing it to our attention."

Xu came to Canada in 2017, and she is headed to McMaster University in Hamilton this fall to study business. Her program is four to five years. "For the first year I will be staying in residence," Xu told the Canadian Gazette. Of her win, she stated, "It is hard to believe." As an international student, Xu's tuition is around $40,000. Last year's bursary recipient, Christina Reid, is working for the summer at CMPC. She begins her second year at Nipissing University in North Bay this fall. About Xu By way of an essay, bursary applicants must detail who they are as well as explain how the bursary will benefit them. As early as Grade 9, Xu found her future direction of study and life - finance,

and the stock and bond markets fascinated her. She listed her passion and devotion as her greatest assets. The CMPC bursary "will allow me to focus on my studies ... getting me closer to my career goals," she wrote. Being the first generation in her family to study abroad, Xu feels the pressure to succeed. "As an international student, my mom will bear the tuition fees for my university education, but it will be difficult for her ... I want to try and lighten the burden," Xu noted. She is fascinated by the relationship between economic growth and sustainability. "My goal is to attain a career where I can help corporations find a balance between profits and environmental sustainability," Xu stated.
