HISTORY IS NOT BIDEN’S FRIEND
The last time Democrats found themselves in the position they remain today was 2009, the first year of President Barack Obama’s first term in the White House.
What happened in the 2010 midterms?
Republicans took 64 seats in the House to flip the chamber and effectively put an end to Obama’s policy agenda despite gaining more seats in the Senate. It stayed that way for the rest of Obama’s time in office, which lasted until 2016.
Now, heading into 2022, Obama’s then-Vice President Joe Biden is facing down an eerily similar situation for Democrats.
Biden rode to the White House very much on the back of disdain for his predecessor Donald Trump — who also saw his House flip in the 2018 midterms — and a wave of promises for reform and relief that have yet to materialize in full.
The major accomplishments so far have been two major bills: an early American Rescue Plan Act, which brought the country back up for air amid the throes of an ongoing pandemic, and a roughly $2 trillion infrastructure plan.

In the process, the bill that was once thought to be chock full of more than $3.5 trillion in social and clean energy spending, is now around $1.75 trillion as negotiations with the more fiscally-conservative members of the party have progressed.
Despite heavy lobbying efforts from immigrant rights groups, it will not include — as previously thought — any provisions to solidify a pathway to citizenship.
Still, the bill includes an expanded child tax credit along with major pre-K and child care funding, paid leave, and big clean energy investments. It will also implement much higher taxes on wealthy individuals and corporations.

THE ISSUE OF WAITING
The only problem is that the bill hasn’t passed, and the promises alongside the ongoing negotiations have worn patience thin.
First it was November, then December, and now it’s January when the bill will supposedly get the congressional approval needed to send it to Biden’s desk.
Should it pass this month, it will give Democratic midterm candidates something other than infrastructure to run on, but it might be too late. PRELIMINARY REAPPORTIONMENT PLAN
In accordance with Article II, Section 17(i) of the Constitution of Pennsylvania, the following is a copy of the Preliminary Reapportionment Plan of the Senate of Pennsylvania and the Pennsylvania House of Representatives filed by the 2021 Legislative Reapportionment Commission with the Office of the Secretary of the Commonwealth.
The 40th Senatorial District in Carbon, Monroe, and Pike Counties has the largest population, 272,319, which is 4.72% above the average population for a Senatorial district. The 29th Senatorial District in Luzerne and Schuylkill Counties has the lowest population, 247,391, which is 4.87% below the average population for a Senatorial district. The 111th Legislative District of the House of Representatives in Susquehanna and Wayne Counties has the largest population, 67,046, which is 4.67% above the average population for a Representative district. The 129th Legislative District of the House of Representatives in Berks County has the lowest population, 61,096, which is 4.62% below the average population for a Representative district.
Article II, Section 17(c) of the Constitution of Pennsylvania provides that the Commission shall have thirty days after filing the Preliminary Plan to make corrections in the plan. The Constitution also provides that any person aggrieved by the Preliminary Plan shall have the same thirty-day period to file exceptions with the Commission. Following the Commission’s action on exceptions, Article II, Section 17(d) of the Constitution provides that any person aggrieved shall have thirty days within which to appeal for review by the Pennsylvania Supreme Court.
In accordance with the procedures established by the Constitution, the Commission will accept exceptions to the Preliminary Plan until January 18, 2022. Exceptions must be submitted either online via the Commission’s website at https://www.redistricting.state.pa.us/commission/article/1086, or sent in writing to the attention of the 2021 Pennsylvania Legislative Reapportionment Commission at P.O. Box 203079, Harrisburg, PA 17120. Exceptions must be either uploaded on the website or physically received by the Commission by that deadline. Exceptions uploaded or received after January 18, 2022, even if postmarked before that date, cannot be considered by the Commission.
