ABOUT AGC OF OHIO The Associated General Contractors of Ohio is a commercial construction trade association governed and directed by building contractors. It is a full service AGC Chapter chartered by the Associated General Contractors of America, the oldest and largest national commercial construction trade association in the United States. The association has grown from a loose confederation of regional chapters into a prominent statewide association with seven divisions, boasting a membership of numerous general contractors, specialty contractors, suppliers and service providers to the construction industry. Since its establishment in 1970, AGC of Ohio has played a prominent role for commercial contractors. AGC of Ohio and its members strive to improve the industry by promoting fair practices, working with public and private owners to stimulate construction markets, and providing education services—all while upholding the core AGC principles of skill, responsibility and integrity. PRESIDENT'S MESSAGE

Josh Corna, Continental Building Co. I am honored to serve as this year’s President of the AGC of Ohio. Having grown up in a local construction family, I was always very aware of the AGC and knew many people who served as President before me. I had a great deal of respect and admiration for them and am proud to follow in their rich history, including my father, who served as President. I want to thank Ray Benjamin for his service as President last year. I look forward to continuing to work with Ray and the new members of our board this year. I also want to thank the AGC staff, who puts in countless hours to make sure the construction industry is well represented at local, state, and national levels. The AGC works hard every day to make sure our industry is represented in a professional manner. Whether it is tackling issues such as building permits and inspections, the enforcement of regulatory issues on our industry or keeping us all ‘open for business’ during COVID, the AGC works tirelessly for the entire industry and our companies of all shapes and sizes. I have seen firsthand the work of AGC having a positive impact on my business and the other members of our organization. I look forward to this year and working with the board to further the important work of the AGC. There is no shortages of challenges in our business and we are never sure what the future will bring, but the AGC has always been there to help us along the way. Thank you all for your faith in me and I am proud to be a part of this great industry and association.

Ray Benjamin, The Ltahrop Company I would like to thank the AGC of Ohio Board for the honor of serving as president of the organization for the past year. Special thanks to Rich Hobbs, Executive Vice President and the AGC of Ohio staff for all of their hard work throughout the year to keep the organization moving forward. AGC continues to provide value to membership in many areas including Work Force Development, Safety, Industry Advocacy and Legislation. This is done not only at local levels, but also at state and national levels through AGC of America. The relationships that are developed between members is invaluable to our businesses. The organization continued to show flexibility and adaptability when our 2023 Convention location Naples, FL was wiped out by a hurricane and we pivoted to Isle of Palms, SC. Special thanks and acknowledgement to Tim Beischel for locating and vetting this venue. Wild Dunes Resort was a beautiful venue and allowed conventioneers to visit the “Low Country” and historical Charleston. 2024 Convention will be held at Casa de Campo Resort Dominican Republic – March 3 to 9. I strongly encourage you to consider this event and book your calendars accordingly. I pass the leadership baton to Josh Corna, Continental Building, to serve as the 2023/2024 President. The balance of the executive board is Phil Neumann-1st Vice President, Art Lindrose – 2nd Vice President, Mark Muter – Treasurer and JD Flaherty – Deputy Treasurer. This leadership team will continue to provide leadership for AGC of Ohio. Steve Klinker will be leaving the executive committee this year. Steve served as President for 2 years and is currently on AGC of America Board of Governors. I will also have the opportunity to serve on the AGC of America Board of Governors this year to represent Ohio. I look forward to a productive 2024 year with AGC!

EXECUTIVE VICE-PRESIDENT'S MESSAGE Rich Hobbs, AGC of Ohio

Ohio’s Rustbelt Renaissance

For several decades Ohio has been referred to as a “rustbelt” state, meaning our great strength of manufacturing has ended and the only thing that is left behind are vacant gargantuan, rusting factories. That name is quickly being reversed as we experience great growth for 21st century needs – microchips, electric batteries, data back-up services, and endless lists of hospitals and medical research facilities. The growth appears to be unlimited as we search for the qualified, limited, trained personnel required to sustain this renaissance. AGC of Ohio and our seven divisions, along with our partners are very much engaged in the quest for tomorrow’s skilled labor. The growth will continue if we can provide the manpower for growth. There are, however, storm clouds gathering. These storm clouds pertain to the aftermath and hollowing out of our urban cities of the towering office towers that reside in premium-priced real estate throughout our state. The pandemic showed us that remote work was doable and to some degree successful. In fact, people are reluctant want to return to a downtown work mode. Many social issues and security concerns compound this reluctance. This presents a serious financial issue for developers and owners of these properties. Loan payments still need to be met, and the ongoing overhead never takes a day off. Rental income for premium office space has suffered as tenants refuse to pay or, at a minimum, want a restructured lease. At some point the financial institutions (often who underwrote the loans) may be forced to act. Combine all of this with the cost of money. Interest rates have seen steady increases as the “Fed” attempts to slow down the inflation monster that has been fed by easy money and over expenditures by the federal government. Many are starting to refer to these buildings as “zombie” structures. They need to be repurposed. The obvious tact will be to convert the underutilized buildings into living space for our growing population. It’s no secret that residential properties in our current market are hard to come by – too many people chasing too few properties. Couple this high demand and low availability to increasing mortgage rates makes home ownership even more costly. It only makes sense to look at the conversion of these buildings into living opportunities. This could turn into a huge market. As we move through 2023, we need to keep our eyes on the upcoming national, state and local elections. We have witnessed many issues that wield great influence on our economy. Our once accepted standard of living has had its confidence shaken. The cost to heat our homes, drive our vehicles, buy food, fight inflation, and fund insurance all go hand-in-hand… greatly impacting our market stabilities. Be attentive. Stay informed and participate in the process. In the meantime, watch as Ohio knocks the rust off and leads the Midwest in a resurgence.

2024 AGC of Ohio Convention - Casa de Campo, the Dominican Republic Mark your calendars for Sunday, March 3, 2024, to Saturday, March 9 for the annual AGC of Ohio Annual Convention.

AGC of Ohio President, Josh Corna, has selected the renowned Casa de Campo Resort as our convention destination. Located on the southeastern side of the Dominican Republic (a short ride from Punta Cana) is the lush, 7,000-acre resort. It is complete with world class golf, outstanding cuisine and accommodations. The AGC of Northwest Ohio is a full service trade association for commercial and industrial contractors. The AGC negotiates and administers 15 labor contracts in Northwest Ohio and Southeast Michigan, provides direct oversight to multiple apprenticeship programs, and administers numerous labor/management cooperation committees. From labor relations to safety and political advocacy, the AGC of NW Ohio is committed to the needs of its members and the industry as a whole.

Central Ohio AGC was first created in 1937 and called the Building Trades Employers’ Association of Columbus. In 1956, the organization became associated with AGC and renamed the Central Ohio Chapter, AGC. To help open the door for the creation of AGC of Ohio, the association gave up its chapter designation in 1969, becoming the Central Ohio AGC Division. At the time, Central Ohio AGC’s primary focus was collective bargaining, and members assigned bargaining rights to all unions that negotiated with AGC, regardless of whether the companies use of those trades.

Established in 1951, the West Central Ohio Division of AGC, the voice of the construction industry, is an organization of qualified construction contractors and industry related companies. West Central Ohio Division of AGC exists as an association to promote SKILL, INTEGRITY, and RESPONSIBILITY in the construction industry.

Allied Construction Industries (ACI) is a non-profit trade association comprised of 500 member companies who employ more than 25,000 individuals throughout Greater Cincinnati, Northern Kentucky, and Southeastern Indiana. Founded in 1929, ACI’s membership includes union and open shop general contractors, subcontractors, architects, engineers, developers, material suppliers, and service providers to the construction industry. ACI serves as an umbrella to seven division associations, including the Cincinnati Division of the AGC of Ohio.

MEMBERSHIP CLASSIFICATIONS A general contractor member is any individual, firm or corporation by agreement with another party undertakes to execute work of construction in its entirety and at least in part with his or her own construction forces. This includes traditional general contractors, as well as construction managers and design-build firms. Specialty contractors are considered Associate Members. They are individuals, firms or corporations whose activities are directly related to the construction industry, who have mutual labor-management problems, and who employ personnel directly connected with the construction industry. Affiliate members engage principally in the manufacture and/or sale of materials, equipment, and/or services used by companies engaged in construction, such as accountants, auto dealers, engineers, equipment manufacturers, lawyers, etc.

COMMITTEES Education & Workforce Development Committee (meets at least annually): Develops and implements initiatives that promote the construction industry and construction as a career. The committee administers and guides the AGC of Ohio Education Foundation scholarship program. Committee members have the opportunity to be on the Scholarship Selection Panel and are engaged in I Build America-Ohio. Build Ohio Committee (usually meets annually): Provides guidance for and makes recommendations regarding AGC of Ohio’s annual Build Ohio Celebration gala and accompanying awards program. HR/EEO/DBE Committee (meets on as needed basis): The Human Resources/Equal Opportunity/Disadvantaged Business Enterprise (HR/EEO/DBE) Committee engages on human resources related matters including EEO/DBE at the state level, and advises the Board of Directors on issues in this area. This committee meets periodically with administrators or the state’s Equal Opportunity Division to discuss AGC’s issues and concerns, and works with other construction associations on such matters. Environmental Taskforce (meets on an as-needed basis): Monitors the regulatory activities of Ohio's Environmental Protection Agency and provides guidance to the association, the Board of Directors and AGC of Ohio members on environmental issues. Legislative Committee (meets on an as-needed basis): Monitors state legislative and administrative activity, and advises the Board of Directors on them. Working with other construction associations, the committee also helps formulate association positions on issues and propose legislation. Project Delivery Systems Committee (meets on an as-needed basis): deals with issues related to methods of construction, and advises the board of directors on these issues. It works with state officials on construction documents and contracting issues and with other construction associations on matters of mutual concern. It also provides input on legislation related to construction delivery systems. Safety Committee (usually meets quarterly): Its primary purposes are education, advocacy and networking. Advises the Board of Directors on these issues. Meetings include a roundtable discussion about a variety of safety and health topics and issues, as well as some sort of educational program geared toward safety professionals.

PUBLICATIONS

AGC of Ohio has a comprehensive governmental affairs program coordinated through AGC’s Board of Directors and committees. AGC of Ohio lobbies and educates the state legislature and other elected officials about business and construction-related issues, either alone or in conjunction with other business associations, and works with state agencies on issues of concern to AGC of Ohio members. The association has a political action committee called AGC of Ohio Action that raises money to assist legislators and candidates for statewide office who support contractors and AGC’S positions on issues affecting the commercial building industry.

AGC of Ohio publishes three electronic newsletters regularly: Building Ohio , Safety Update and Government Affairs Update.

Building Ohio covers AGC of Ohio and member news, AGC of America information and other matters of interest to commercial contractors. Safety Update informs members of safety-related news, including OSHA regulatory and enforcement activities, construction safety tips and advice, equipment recalls, and AGC of Ohio safety meetings and event notices. Government Affairs Update provides information about AGC of Ohio’s advocacy efforts and regulatory and governmental issues of interest to the commercial building industry.

AWARDS PROGRAMS

AGC of Ohio’s Build Ohio has grown to be Ohio’s most recognizable commercial building awards program. Member companies enter completed projects in one of five categories. Winning projects receive the prestigious bronze and green marble Build Ohio award and are recognized during the Build Ohio Celebration gala.

The printed Build Ohio Preview recognizes the efforts of Ohio contractors and those entered in AGC of Ohio’s Build Ohio awards competition. AGC of Ohio also publishes a Membership Directory & Resource Guide annually.

Two safety awards programs are held annually to recognize contractors’ safety efforts. The Construction Safety Excellence Awards recognizes contractors for their overall safety program; and the National AGC Safety Awards program awards Certificates of Commendation for low incidence rates.

AGC of Ohio’s Pinnacle Award for Lifetime Achievement distinguishes those that remain active in AGC of Ohio long after serving a direct leadership role. Only four have been presented to date.

BUSINESS RESOURCES

AGC of Ohio provides advocacy on safety and workers’ compensation-related issues, as well as networking opportunities and educational programs for construction safety professionals. AGC also provides safety resources for contractors and collaborates with other industry groups on construction safety and health initiatives.

AGC provides wide variety of resources to assist in companies’ day-to-day business and address specific construction issues as they arise. Some include labor law posters, Project Delivery Systems Guide, construction-related publications, legal and regulatory information, etc. AGC of Ohio has negotiated special discounts and services with select member benefit companies, including: Sedgwick; Enterprise; GM Fleet; National Purchasing Partners; Ohio Construction Connection. Many other discount programs are available through AGC of America.

SPECIAL EVENTS

Four major annual events bring a large number of contractors from all over Ohio together: AGC of Ohio’s annual convention, which usually takes place in a warm, exotic locale; the Build Ohio Celebration that honors the accomplishments of the commercial construction industry and recognizes excellence in construction; a Safety Luncheon that honors companies’ safety achievements; and a golf outing that benefits the AGC of Ohio Scholarship Fund.

WORKFORCE DEVELOPMENT AGC OF OHIO EDUCATION FOUNDATION SCHOLARSHIP PROGRAM The Associated General Contractors of Ohio Education Foundation awards scholarships annually to outstanding students pursuing a career in the construction industry. The Scholarship Fund is managed by the AGC of Ohio Education Foundation, a 501c3 nonprofit corporation established in 1999. The first scholarships were awarded in 2000. AGC of Ohio, affiliated companies and divisions fund the scholarships in their name with a one-time $20,000 donation to the Foundation. A panel of construction professionals selects the scholarship recipients based on their cumulative grade point average, work experience, extra-curricular activities and achievements, financial need, and an essay. Currently, AGC of Ohio awards seven scholarships annually. In addition, the Education Foundation administers scholarships sponsored by the following AGC affiliated individuals and organizations: Akron AGC, AGC of Northwest Ohio (3), Baker Concrete Construction, Central Ohio AGC (2), Cleveland AGC, The Timothy P. AGC OF OHIO ACTION What Is AGC ACTION?

AGC ACTION is the nonpartisan political action committee (PAC) sponsored by AGC of Ohio. AGC ACTION pools personal, voluntary financial contributions from individuals in the construction industry. The contributions are used to support Ohio legislators and statewide elected officials who, regardless of party affiliation, understand the construction industry and the specific needs, interests and concerns of AGC member companies and their employees.

What Does AGC Do Around The Statehouse?

AGC of Ohio pushes for legislation and rules that would improve the commercial building industry and tries to prevent or change those that would hurt contractors and their employees. Issues that AGC of Ohio regularly deals with include public and private construction requirements, workforce development and training, workers’ compensation, economic development, safety, taxation, preference programs, building codes, unemployment compensation, etc.

Why Is PAC Important?

A healthy PAC is an essential tool for AGC of Ohio to maintain a strong presence around the Statehouse. Ohio law does not allow for corporate contributions to political campaigns,therefore, AGC cannot use association monies or dues for political events and fund raisers. AGC instead uses AGC ACTION funds that come from contractors’ personal contributions. PAC allows AGC staff to attend fund raisers to show support for lawmakers that are willing to take the time to understand AGC’s issues and appreciate our concerns. And, even though AGC may not give directly to certain legislators, when they see AGC at caucus events or another lawmaker’s fund raiser, they are more inclined to listen to AGC’s concerns. A healthy PAC helps afford AGC access, thus allowing AGC the opportunity to better influence legislators on matters related to the construction industry.
