The Term – Uganda – the Pearl of Africa – was made popular by Winston Churchill in his 1908 Book entitled “My African Journey” about his trip to Uganda in 1907. Most in Uganda today attribute the name “Pearl of Africa” to Winston Churchill however most every other Western Explorer and Discoverer spoke in glowing terms about Uganda and they also referred to Uganda as the Pearl of Africa. Machar fighters killed six Ugandans – Oryem By Correspondent

oreign Affairs minister Oryem Okello told Parliament yesterday that out of the 11 Ugandans who have so far been killed in South Sudan, six were killed after being run over at Jebel Kujur, by a military tank belonging to the SPLA-IO, a force belonging to Vice President Riek Machar. While briefing the House on the situation in South Sudan, Mr Oryem, who described the situation in South Sudan as ‘remaining tense’, said the six bodies are yet to be retrieved because they are still in a territory being manned by Mr Machar’s forces. “As soon as the situation relaxes, government will
identify and return the Ugandans home,” he said. He, however, said government is taking all measures to ensure the safety of Ugandans and their evacuation. “As of this morning (yesterday), 3,000 Ugandans assembled at Gumeo Market in Juba waiting to be evacuated,” Mr Oryem said. “For Ugandans in other parts of South Sudan, particularly in Wau and Torit, government has advised to limit their movements and where the situation warrants, move to the UN compounds.” Fighting broke out in Juba on Sunday between forces loyal to the President Salva Kiir and his first Vice President, Riek Marchar. Mr Oryem said government has received reports that

he joint force of police and army has been heavily deployed along the border corridors of Kenya and Uganda following an attack by gunmen in Kapenguria and Lamu in Kenya.Kapenguria the county assembly headquarters of West Pokot is just 198 kilometers from Amudat District on the Ugandan side. Mr Richard Aruk Maruk the Moroto regional police commander said the measures are to ensure that attackers do not take advantage and cross into Uganda.Gunmen that Kenya authorities suspect to be Al shabab attacked Kapenguria Police Station at 3am on Thursday morning, killing five police officers. The attacks, according to the eye witness in Kapenguria, started after police arrested one man who was a teacher at Nakwijit School. The witness said two men
claiming to be friends to the arrested teacher demanded police to allow them see the suspect before they grabbed the gun from the police and shot the five dead. The attackers then released the suspect from police custody. Mr Maruk called upon the community along the border to be alert and report any strange people to the police. “Although our borders are porous, we are not sleeping. We shall ensure that attackers will not take advantage to cross into our country,” he said. He also said that the joint force is currently patrolling along Alakas border in Amudat and other areas that connect Uganda and Kenya.
Mr Marchar’s forces are having an upper hand in terms of control and that Yei, a medium-sized city in southwest south Sudan, is expected to fall “into the hands of the rebels soon”. That statement, however made MPs question why Uganda was referring to Mr Marchar as a rebel yet he is part of a coalition government.
Compensation queries The MPs also asked government to explain whether Ugandans would be compensated for the loss in Juba. “For these losses, how does the government of South Sudan compensate our people? It’s not the first time our people have been killed yet we contributed so much in the attainment of their independence,” Mr Mohammad Nsereko, the

UPDF soldiers injured in S. Sudan By Julius Ocungi At least three soldiers of the Uganda People’s Defence Forces (UPDF) were yesterday injured after unknown gunmen attacked a convoy they were travelling to South Sudan for a mission to evacuate Ugandans trapped in the violence. The Daily Monitor’s correspondent following the army convoy said unknown gunmen attacked the caravan of armoured vehicles and trucks at Pagiri Payam in Magwi County in the Eastern Equatorial State of South Sudan. The army 4th Division spokesperson, Lt Hassan Kato, who is travelling with the rescue team, confirmed the incident but declined to discuss
any detail. The UPDF spokesperson, Lt Col Paddy Ankunda, in his post on social media Twitter handle for the ministry of defence, stated: “Attempted ambush on a UPDF evacuation convoy repulsed, the soldiers got minor injuries, convoy continued.” The 4th Division commander, Brig Kayanja Muhanga, who is commanding the evacuation mission, speaking from Nisitu, South Sudan, said the attackers targeted the last vehicle in the convoy. The convoy was
delayed for only 40 minutes after the incident. Brig Muhanga named the three injured soldiers as Sgt Alex Ojok, Lance Corporal Christopher Kadama and Private Jesus Kagarura. They were carried in two ambulances to the SPLA health centre where the contingent of soldiers and police is now camped. “They are in stable condition,” Brig Muhanga said. He said the incident did not distract the UPDF from its mission to evacuate Ugandans. “We are going to a peace-keeping mission. We are only going to evacuate Ugandans trapped in the fighting that erupted last week,” he said. “After our mission, we shall leave South Sudan because we have no other intention.”

amazed by its beauty, its natural wonders, its people. When modern travel became available tourists flocked to Uganda and fell in love with the Pearl of Africa – Uganda. In 1858 John Hanning Speke and Richard Burton ventured through Uganda and were amazed by what they found and it was John Hanning Speke that discovered Lake Victoria
as the source of the Nile, were impressed by how wide and open the streets were of the capital of the Buganda Kingdom and were amazed by the local culture and ways of the people. The earliest and most credible source calling Uganda the Pearl of
Africa was Henry Morton Stanley who in 1871 ventured throughout Uganda. Frederick John D. Lugard (who saved Uganda for the British from the French) wrote, “Stanley was even louder in his praises of Uganda than Speke had been, and

The Committee of Foreign Affairs Ministers, which was tasked during the 26th AU Summit held in January in the Ethiopian capital Addis Ababa, also discussed Monday’s decision by the International Criminal Court (ICC) to refer Uganda’s failure to arrest Sudanese President Omar-Al-Bashir to the UN Security Council. Diplomatic sources said the meeting passed a draft decision that will formulate a final decision when the heads of state convene between Sunday and Monday. Some of the key points in the document titled “the ICC Action Plan,” according to sources, indicate that most African countries during consultations had rallied behind the idea of strengthening the Arushabased African People‘s & Human Rights Court. The committee members also state that it is agreeable to most African countries that they would rather strengthen institutions to
deal with impunity on the continent and also include in its jurisdiction, international war crimes and crimes against humanity now handled by the ICC. The African Court was established by Article 1 of the Protocol to the African Charter on Human and Peoples’ Rights on the Establishment of an African Court on Human and Peoples’ Rights, which was adopted under then Organisation of African Unity (OAU) in Burkina Faso in 1998. African Court in force The protocol eventually came into force in 2004 after it was ratified by at leas+t 15 African countries. Fifteen other countries have since ratified the protocol— Algeria, Benin, Burkina Faso, Burundi, Cameroon, Chad, Cote d’Ivoire, Comoros, Congo, Gabon, Gambia, Ghana, Kenya, Libya, Lesotho, Mali, Malawi, Mozambique, Mauritania, Mauritius, Nigeria, Niger, Rwanda, Sahrawi Arab Democratic Republic, South Africa, Senegal, Tanzania, Togo, Tunisia and Uganda. The Court has jurisdiction over all cases and disputes submitted to it concerning the interpretation and
application of the African Charter on Human and Peoples’ Rights and any other relevant human rights instrument ratified by the states concerned. But as of February 2015, according to the court’s website, now fewer than seven party states had made declaration “recognising the competence of the Court to receive cases from NGOs and individuals.” The seven that have recognised the court include Tanzania, Burkina Faso, Rwanda, Malawi, Cote d’Ivoire, Ghana, and Mali—a fact which makes cutting ties with the ICC somewhat problematic. The Wednesday meeting also vehemently “rejected” a proposed amendment to the Rome Statute which gave birth to the ICC to include the component of UN peacekeepers to enforce its indictments. The resolutions came against the backdrop of a decision by the Haguebased court’s Pre-Trial Chamber II referring both Uganda and Djibouti to the 15-member UN Security Council to take necessary action after the two countries failed to fulfill their obligation of arresting President Bashir.

Uganda: Army Pays Shs 2 Billion to ‘Ghost’ Pilot

More than Shs2.4billion is feared to have been lost by the Ministry of Defence through maintenance of a suspected “ghost” Russian pilot on its payroll over a period of 11 years. Information obtained by Sunday Monitor reveals that the ministry had over that period paid out at least$618,000 (approximately Shs2.07billion) in monthly salaries and another$120,000 (approximately Shs402 million) in gratuity to the ghost pilot-cum-instructor of the Mi17 and Mi24 helicopter gunships.The loss came to light in June after a team appointed by the Chief of

A private members bill is in the works to raise the retirement age of High Court judges and justices of the Supreme Court and the Court of Appeal by amending the constitution. The man behind the bill, Nakifuma MP Robert Kafeero Ssekitoleko, told NTV that he may table the proposed amendments on the floor of Parliament on Tuesday. The bill proposes to
raise the retirement age of High Court judges from 65 to 70 and justices of the Supreme Court and the Court of Appeal from 70 to 75 years. Lawmakers have given mixed reactions to the bill, with some saying that it is laying the ground for other more controversial constitutional amendments that are likely to be brought before the house.

absorbing a largepart of the working population, the sector is operating inefficiently, mostly owing to the effects of subsistence farming and engagement in the sector as a last resort or interim solution while other economic pursuits are aspired to.The result is a workforce engaged in agriculture that is lacking the vision and awareness of opportunities for entrepreneurship within the sector and, therefore, does not unlock its employment potential.

Reactionary wealth creation plans will not alleviate poverty
I
n my last commentary on this subject, I stated that the NRM wealth creation initiatives and poverty alleviation programmes have actually generated more poverty instead of eliminating it. In many years of community development and health promotion work, I came to a personal realisation that it is not possible to alleviate poverty in Uganda. Poverty is an impersonal experience. It is a relative phenomenon just like energy. Poverty alleviation, therefore, starts from the person and interpersonal factors in intricate reference to their environments. This position requires a deeper analysis of what African poverty means, and the variations in its manifestations, as well as the phenomenological experiences of those who are afflicted by it. Most of the poverty that we endure in Uganda are created by socially and historically entrenched inequities
resulting from bad politics. Social evils such as sectarianism, nepotism, tribalism, etc., that drive our politics, are also the bedrock of nationwide inequities that generate and sustain poverty. No matter how much money one places in the hands of the impoverished victims of our unequal society, poverty will not get alleviated, least, eliminated. To eliminate poverty, we have to address structural inequities and inequalities entrenched in society by history with attendant bad politics without necessarily placing improved seeds, animal breeds, or brown envelop money in the hands of the impoverished. Empowered citizens, when given an equitable and equal society, can ably thrive on their own with least intrusion into the private space by their government. This partially explains a position I took in an article that most of the NRM wealth creation programmes are reactionary, not well thought through, and are designed to pander to sentimentalism and/or mere politicking. When I review the economic
policies of UPC, I can now understand why Dr. Milton Obote was able to deposit concrete development in Uganda. UPC as a party presents to the people of Uganda a tangible, well thoughtout panacea to most of the social, political and economic questions of this day. Until you speak to the common man, you would not easily realise how shallow the so-called ideology of NRM is in respect to a sustainable environment, industrialisation, and employment. For instance, given a UPC government policy approach, the Operation Wealth Creation could not have become what it is – an instrument of partisan political mobilisation. Under the UPC economic policies, the Uganda Development Corporation (UDC) managed all monies intended
to spur growth in critical areas of the economy. Nationals had access to this money based on merit of their prepositions, and whether it addressed a critical area of the economy or not. Today, to access a loan, or government assistance, one needs the guardianship of someone high up there. Moreover, the recommendation comes fully loaded with conditions for kickbacks. And possibility of such monies are only available to NRM supporters. Under the UPC, there was an emphasis on local investments – state enterprises. Our agro-based industries attended to the farmers’ needs. Farmer’s cooperatives ensured that farmers were safeguarded from the vagaries of the market, while the government ensured that value
was added to farm produce and sold in international markets. In the end, real wealth was distributed equitably to the rural folk through a sustainable structure to reach where 83 per cent of the population resides. The cooperatives and UDC were instruments of equity that enabled resources to reach those who needed it the most without political patronage. Therefore, without a proper structure, the wealth creation programmes will continue to flop, generate poverty, frustration, and anguish among the rural folk. The obsession with foreign investors only attests to the real problem of this country. It reveals that the country has no internal capacity to industrialise. The country lacks properly qualified blue-collar workers to sustain industrialisation. It is truly unbecoming that our farmers now have to rely on Korean or Iranian investors to get their fruits, flowers and vegetables processed. Let us start by reinventing cooperatives and supporting cooperative movements.

P
olice in Amolatar District is holding a 50-year-old man for burying his wife alive following a domestic brawl. The suspect reportedly stabbed his wife Ms Betty Apio with a kitchen knife several times, to ascertain she was dead before tucking her away in a pit. Mr John Bosco Okwir, a resident of Ader village in Omito parish, Adyel Division in Lira Municipality, on Wednesday at around 4am, first tried to strangle Ms Apio. After squeezing her throat for some time and realising she was not dying, he then picked a knife and
stabbed her several times before burying her. Ms Juliet Odongo, a daughter to the victim, said her mother was rescued by neighbours who retrieved her body, as she was still alive and rushed her to Lira Regional Referral Hospital where she is being treated. “My father has been mistreating and regularly beating her so she decided to buy land at Namasale and constructed a house which she stays in whenever she goes there to buy fish,” she said. Ms Odongo said when her mother constructed the house, it bothered Okwir who accused her of planning to divorce him. ithout good governance, Uganda and other regional countries will not benefit from the opportunities that the oil resource presents, sector analysts have said.

Both the A350 XWB and B787 are the latest generation of long range aircraft that aviation’s big two manufactures think will rule today’s skies. Like her competitor the B787 Dreamliner is largely constructed from carbon fiber. These two also have single piece fuselage sections to reduce the number of fasteners which also reduces weight. Because of the material used to construct the two planes, they are light compared to other plane models and hence very fuel efficient. They can fly over 8,000 miles without refueling. Qatar Airways was the first airline to take delivery of the A350XWB in 2014.

Several airlines such as Finnair, Vietnam Airlines and Singapore Airlines have also received the A350XWB. Ethiopian Airlines is the first African airline to take delivery of the A350XWB. The Ethiopian national carrier was also the first African airline to take delivery of the B787 Dreamliner. The A350XWB flight to Entebbe was probably a one off. Abebe Angessa, Ethiopian Airlines Uganda Country Manager Uganda said the airline will continue using the smaller B737 Next Gen on the Addis-Ababa-Entebbe route. “We operate three flights

The A350XWB landed at 1pm on Thursday and was welcomed with the water salute. In aviation, the water salute is given whenever a new aircraft lands at an airport for the first time. The salute is given when an airline is closing a route which is why the last flight of British Airways out of Entebbe to London in October last year was accorded a water salute.

hen singer, Edirisa Musuuza, alias Eddy Kenzo scooped a deal to perform at Club Amnesia’s Campus Night, things did not go well between him and the club management. The singer, who was meant to perform at the Club at around midnight, began the night threatening not to perform because of the low turn up. As time went by, the size of the crowd was moderate and management was on bended knees for the BET Award winner to perform. But looks like the Sitya Loss artiste was not in the mood to perform that night. When he grabbed the microphone, he complained about the DJ not playing his song. “I have been in this club for close to two hours, no one has mentioned my presence. The DJ was
requested to play my song, Mariaroza, but he said he did not have it,” Kenzo said.
The visibly furious Kenzo said he was the best selling artiste at the moment and people should learn to respect his hustle. He then dropped the microphone and wished the bar patrons a good night.
