THE PROGRAMME
El programa Alianza en Energía y Ambiente con la Región Andina (AEA) ha sido diseñado para contribuir a reducir la pobreza, promover la igualdad de género y la sostenibilidad del clima en la población vulnerable en Bolivia, Colombia, Ecuador y Perú.
The Energy and Environment Partnership Programme with the Andean Region (EEP) is designed to demonstrate and help create an enabling environment to help reduce poverty, promote gender equality and sustainability of climate on vulnerable population in Bolivia, Colombia, Ecuador and Peru.
A través de una alianza entre el Ministerio de Asuntos Exteriores de Finlandia (MAEF) y el Instituto Interamericano de Cooperación para la Agricultura (IICA), el programa AEA se ha establecido como un mecanismo para fortalecer la base de conocimientos, brindando soluciones prácticas y un marco institucional para el desarrollo de la energía renovable y la eficiencia energética.
Through a partnership between the Ministry of Foreign Affairs of Finland (MFA) and the American Institute for Cooperation on Agriculture (IICA), the EEP Programme has been established as a mechanism to strengthen the knowledge base, providing practical solutions and institutional framework for the development of renewable energy and energy efficiency.

Proyecto de vivienda climatizada del programa AEA en las alturas peruanas genera expectativa entre visitantes bolivianos durante viaje de intercambio de experiencias. Cuando se hace una ofrenda a la pachamama en la provincia de Chumbivilcas, Cusco, se espera que llegue un clima favorable para la buena cosecha y producción. Pero, a la vez, un clima que cause
menos estragos en la salud de la población, sobre todo la de los niños y ancianos. Mientras eso sucede, un grupo de pobladores en la localidad de Quiñota, distrito de Santo Tomás, sobre los 3.800 metros

BIOENERGÍA Balance de alternativas para el ahorro energético y conservación del medio ambiente en Ecuador. Los efectos del calentamiento global son cada vez más frecuentes y los recursos naturales más escasos aún. Apostar por energía alternativa más amigable con el medio ambiente y que cubra la alta demanda existente en Ecuador fue la principal discusión de especialistas reunidos en la desconferencia “Oportunidades para la implementación de proyectos basados en Bionergía, bajo el marco regulatorio actual ecuatoriano”, organizada por la Unidad Nacional de Implementación de Proyectos de Ecuador del programa
Alianza en Energía y Ambiente con la Región Andina, realizado el pasado 24 de abril en el Jardín Botánico de Quito. ¿Qué proyectos sobre bioenergía se vienen implementando en Ecuador? ¿Qué beneficios brinda la bioenergía para el sector privado, académico, no gubernamental, organismos internacionales, usuarios finales? fueron algunas de las interrogantes planteadas por los asistentes quienes a través de la metodología poco convencional de lluvia de ideas analizaron el sector bioenergético.

Balancing alternatives for energy saving and environmental conservation in Ecuador. The effects of global warming are becoming more frequent and natural resources are getting scarcer. Betting on alternative and environmentally frien dly energy that supplies thehigh energy demand in Ecuador was the main discussion point of the specialists in the conference "Opportunities for the implementation of projects based on Bioenergy under the current regulatory framework of Ecuador", organised by Ecuador’s National Programme Implementation Unit of the Energy and Environment Partnership Programme with
the Andean Region, held last April 24 at Quito´s Botanical Garden. What bioenergy projects are being implemented in Ecuador? What are the benefits of bioenergy to the private sector, academia, non-governmental organisations, international organization, and end users?, were some of the questions raised by the attendees who through an unconventional brainstorming methodology analysed the bioenergy sector. ¿LAS COCINAS TRADICIONALES PASARÁN EXAMEN DE EFICIENCIA ENERGÉTICA? Con el fin de contribuir a la preservación del medio ambiente en comunidades ubicadas en zonas alto andinas a más de 2.500 m.s.n.m., teniendo en cuenta la reducción de emisiones de gases de efecto invernadero (GEI) y, en consecuencia, las mejoras de la salud en la

población, el Servicio Nacional de Capacitación para la Industria de la Construcción (Sencico), desde Perú, y de la Cooperación Alemana para el Desarrollo (GIZ) evaluaron las emisiones de CO y CO 2 y las partículas sólidas en las cocinas tradicionales de las comunidades de Guano, Guangaje y Pujilí en Ecuador. El estudio, aplicado entre el 15 al 19 de abril, fue realizado para determinar el grado de eficiencia energética y la concentración de la contaminación intradomiciliaria a través de pruebas de cocción en cocinas tradicionales
pertenecientes a 30 familias, distribuidas entre los cantones de Guano (18 familias) en la provincia de Chimborazo, y Pujilí (12 familias) en la provincia de Cotopaxi. Dicha evaluación fue aplicada considerando que, a cada familia se le entregó leña para ser utilizada en la preparación de alimentos, tras haber instalado un medidor de contaminación luego de 30 minutos de funcionamiento. Además, se tomó en cuenta preparar el mismo menú de comida para todos, con igual cantidad de agua y utilizando las ollas proporcionadas. INFO

WILL TRADITIONAL FIREWOOD KITCHENS PASS THE ENERGY EFFICIENCY TEST? In order to contribute to the preservation of the environment in communities located in the Andean highlands 2500 metres above sea level, taking into account the reduction of greenhouse gas emissions (GHG) and, consequently improving the health of the population, the National Training Service for the Construction Industry (Sencico) from Peru, and the German Development Cooperation (GIZ) evaluated CO and CO 2 levels and solid kitchens in the Guano, Guangaje and Pujili communities in Ecuador.
The research, from April 15th until April 19th was carried out to determine the degree of efficiency and the concentration of indoor air pollution, through cooking tests using traditional kitchens of 30 families from the Guano cantons (18 families) located in the province of Chimborazo, and Pujilí (12 families) in the province of Cotopaxi. This evaluation was done under equal conditions, considering that each family was given the same type of wood to be used in food preparation only 30 minutes after the installation
of the pollution meter. Likewise, the same menu was prepared in all cases, with equal amounts of water, and using pots provided by the evaluation team. INFO

¿TENER LUZ POR LAS NOCHES CON UNA MARIPOSA? Oliver Marcelo, coordinador Alianza en Energía y Ambiente con la Región Andina del IICA Uno de los momentos más entrañables que recuerdo fue mi primer viaje por trabajo a la sierra peruana, hace como 10 años, en una comunidad a unas horas de la ciudad de Cajamarca, donde había llegado junto a un grupo de colegas para ver el funcionamiento de un pequeño aerogenerador que habían instalado allí. Una afectuosa familia nos había acogido por unos días mientras medíamos la cantidad de viento que había en el lugar para evaluar cuánta energía se podía generar. En un momento de descanso nocturno, a la luz de la luna, me preguntaron:
“Inge, qué podemos hacer para tener una mariposa en nuestra casa?”. Después de entender que le llamaban mariposa al pequeño aerogenerador, y cuando empezaba a intentar justificar que estábamos probando el artefacto y que debíamos evaluar si se podía instalar, me interrumpieron de nuevo: “Inge, ¿podemos tener luz por la noche con una mariposa?”. Ahí fue cuando reparé que no les interesaba si tenían un aerogenerador o cualquier otra tecnología. Lo importante era contar con energía eléctrica en sus casas como la tiene cualquier persona. Algo tan elemental para nosotros, pero que para otras familias puede parecer algo inalcanzable.

La energía es un factor crítico de desarrollo. Y las soluciones tecnológicas las tenemos a nuestro alcance. Pero, hoy por hoy, hace falta voluntad de dar acceso a energía sostenible a estas familias que viven en las zonas más alejadas. Hagamos que esto sea posible a través de las energías renovables, que son más limpias y crean puestos de trabajo y dinamizan la economía en las comunidades locales. Se trata de optar por un desarrollo diferente y realmente sostenible.

CAN WE HAVE LIGHT AT NIGHT WITH A BUTTERFLY? One of the most memorable moments that I remember was my first work trip to the Peruvian Andes as a Renewable Energy Specialist, about ten years ago. I went to a community a few hours from the city of Cajamarca, in the Andean highlands, where I had arrived with a group of colleagues to see the operation of a small wind turbine that had been installed there. A loving family had hosted us for a few days while we measured the amount of wind that was in place to assess how much energy could be generated. During a resting moment, at night, lit by the moonlight, some villagers asked me: "Inge, how can we get a butterfly in our house?".
After understanding that they referred to the small wind turbine as the ‘butterfly’, I began to explain that the purpose of our visit was only to test the device and the possibilities for its installation. Then I was interrupted again, "Inge, can we have light at night with a butterfly?" That's when I realised that they were not interested in having a wind turbine or any other technology, the important thing was to have electricity in their homes as anyone else does. Something so basic for us, but that may seem unattainable for many families. Energy is a critical development factor and the technological solutions are within our reach.
But what we need today is willingness to provide access to sustainable energy to these families living in remote areas. Let's make this possible through renewables, which are cleaner, create jobs and invigorate the economy for local communities. It is all about making the choice for a different and truly sustainable development.

EEP BUDGET IS INCREASED BY 2.8 MILLION TO SUPPORT ACCESS TO SUSTAINABLE ENERGY IN THE ANDEAN REGION During the meeting of the Steering Committee of the Energy and Environment Partnership Programme with the Andean Region (EEP) on 15 March 2013, in Quito, the Ministry of Foreign Affairs of Finland (MFAF) announced an additional funding of 2.8 million euros to support the management of the EEP. After the announcement, the Steering Committee gave the scope for the development of a new Global Operational Plan which will include supporting activities to promote secure, sustainable and affordable
access to energy by the rural population of the Andean region through renewable energy and energy efficiency, and strengthening regional cooperation between the Ministries of Energy and Environment in the four Andean countries. "This new financing and the extension of the programme until 2016 allows us to continue to promote access to sustainable energy for productive purposes, promoting local entrepreneurs and an inclusive economy", said Oliver Marcelo, Regional Technical Coordinator of the
EEP programme. This amount added to the current budget of nearly 6 million euros program co-financed innovative initiatives that promote the use of renewable energy and energy efficiency in rural and / or peri-looking favor the most vulnerable people in the Andean region through social equity, and gender, as well as the sustainable management of natural resources. El programa AEA financia proyectos que buscan aumentar el acceso a la energía a través del uso de la energía renovable y eficiencia energética para contribuir a mitigar el cambio climático en la Región Andina. “Como IICA debemos trabajar para conseguir un desarrollo rural sostenible, y esto no será posible si no incorporamos herramientas como la energía renovable y la eficiencia energética que permita buscar un pleno bienestar rural con una visión de largo plazo y sustentable, contribuyendo a mitigar los efectos adversos del cambio climático a la vez que nos adaptamos a él”, enfatizó Oliver Marcelo, coordinador regional del programa AEA Región Andina.

SACACA CONTARA CON SISTEMAS DE PANELES SOLARES FOTOVOLTAICOS Y TERMOSOLAR. Con el fin de brindar energía limpia que contribuya a mejorar la calidad de vida de los pobladores de Sacaca, provincia de Potosí, Bolivia, la institución Voluntarios al Servicios de los Demás (Voserdem) dio a conocer “La Puerta”, un centro de capacitación donde se instalará el taller “Solar Fotovoltaica y Termosolar” para fortalecer conocimientos sobre energía renovable. Esta actividad forma parte del proyecto demostrativo piloto sobre sistemas fotovoltaicos compactos para familias
campesinas en el norte de Potosí del programa Alianza en Energía y Ambiente con la Región Andina (AEA) del Instituto Interamericano de Cooperación para la Agricultura (IICA), en alianza con Voserdem. Bernardo Mendizábal y Marco Jordán, Coordinador Técnico Nacional y Coordinador Nacional, respectivamente del programa AEA del IICA, sede Bolivia, junto a Voserdem visitaron la comunidad Hankoyu, beneficiaria del proyecto, para conocer las expectativas de los pobladores quienes se mostraron interesados por la

Bernardo Mendizabal and Marco Jordan, National Technical Coordinator and National Coordinator, respectively, of the IICA’s EEP programme in Bolivia, together with Voserdem representatives visited the Hankoyu community to survey the peoples’ expectations and
interest in the initiative.
