CQ Brown, Jr. and his wife, Sharene, visited Ramstein Air Base July 13-15 as part of a trip to multiple locations in Europe. During their visit, Brown and Mrs. Brown toured multiple agencies across Ramstein proper to meet face-to-face with the Airmen and families who support the Global Gateway’s diverse mission set. While at Ramstein, Brown served as a keynote speaker at the virtual Global Air Chiefs’ Conference where discussions focused on what the future may look like for the Air and Space Force in 2040. At the virtual conference, he spoke about collective defense, the importance of strategic investment in airpower, and agile combat employment. As Brown participated in the GACC, Mrs. Brown visited several facilities such as the Landstuhl Regional Medical Center Warrior USO Center and the 86th Aeromedical Evacuation Squadron. She met with these agencies, in addition to key spouses, to discuss See CSAF, Page 6

Additionally, I offer there is still much work remaining in the realms of diversity and inclusion. No, we have not arrived; we have only begun the journey of truly being a diverse and inclusive organization.

but they are adaptive in nature. The foundational principles taught to me by the Bible, family, friends, mentors, fellow Airmen and personal experiences shape this philosophy. Additionally, they are works in progress and I look forward to the opportunity to grow as we engage with each other. As you read this philosophy, ask yourself how well you know those in your work center. Ask yourself how well your co-workers know you. Trust me, how you answer those questions matters and will affect your ability to lead diverse organizations. For those that are not a part of the 786 FSS, I offer that the concepts of this philosophy can apply to any organization. My stance on leading is simple and as a person that enjoys math, I offer it in an equation.

Genuine Community plus Personal Excellence equals Achievement. The applicability of this simple equation is far reaching and focuses in on what really matters, the people. Genuine Community in this context is a tight-knit group of individuals that honestly care for the well-being of each other and the work that they accomplish. They listen to understand both co-workers and customers to figure out the best way to support them. Building genuine community is not an overnight task. It demands individuals have honest concern for the wellbeing of others. It also requires a leader to humbly, and selflessly, bring individuals together, so they can get to know each other. It means not focusing solely on the output of a task, but instead

Leading is challenging due to the very thing that makes us the world’s greatest Air Force, diversity. However, it is because of diversity that we continue to challenge the norms and push beyond our adversaries. In fact, the joy of diversity is that we are not all the same. We do not all think alike. We do not all have the same desires and we do not all have the same motivations. While that is not a revolutionary concept by any stretch of the imagination, it highlights that leading cannot be a one-size-fits-all ordeal and it is incumbent on the leader to know, embrace and understand this concept to lead successfully. As the new commander of the mighty 786th Force Support Squadron, it is humbling to serve such a diverse organization. Diverse not just in mission, but also in those that make up the squadron. I realize that I come to the table with a set of experiences, biases, beliefs and family situation that may not align with everyone in our organization. I also realize each member of the organization also comes to the table similarly. In the following paragraphs, I offer my leadership philosophy. These are my thoughts and I realize they are not perfect,

on how each person looks at the task to best accomplish it and then learning each other’s preferences and nuances to accomplish the task more efficiently the next time. The result of genuine community can be a family-like team that trusts, cares and desires to act with personal excellence to help each other achieve. To me, Personal Excellence in this equation is stretching oneself to uncomfortable or challenging places. While excellence may look different to each person, it is about pushing the envelope in each of us. This includes both personally and professionally. Personal excellence is not about being the best at something. It is not winning awards or being number one at something. Personal excellence is doing something in such a way that your genuine community knows that you truly gave it your all. For the leader, it is willingly admitting personal faults to foster continual and honest critical feedback that not only helps everyone grow, but also points out the value each member brings to the team. The joy of combining Genuine Community with Personal Excellence is that it opens the door to Achievement. If done properly, the process of building genuine community and combing it with personal excellence can help break down the barriers of misperceptions and crush biases, because it requires teammates that truly know each other. My goal is to humbly embrace our diverse organization to build Genuine Community by inspiring Personal Excellence through servant-like actions to lead both individuals and the organization to Achieve our goals together. I would challenge you to do the same in whatever role or organization you find yourself.

Airlifter of the week: Training the team

Kent Pendleton, 700th Contracting Squadron unit training manager, joined the Air Force right out of high school. He joined the Air Force for the education benefits but he has stayed for 10 years because the Air Force has been too fun for him to leave. “It’s been a lot of lessons learned and by the six year mark I wasn’t done with the adventure,” said Pendleton. “I’m having too much fun learning, so I’m just soaking it all up.” Pendleton is the unit training manager for U.S. Air Forces in Europe and Air Forces Africa’s largest contracting squadron. The 700th CONS is a training intensive squadron because Airmen have to get 90 continuous learning points

a year for their warrants. Pendleton was recognized as Airlifter of the Week because of his many contributions to his team. As the UTM, Pendleton led the efforts to plan and execute the Fiscal Year 2021 two day contingency contracting officer exercise. For three contracting units, he developed over 40 injects to test and develop three contingency contracting teams. He organized a detailed and realistic exercise schedule, and led an 11 member inspection team to create a

challenging experience for 27 contracting professionals. Pendleton is also the unit’s alternate deployment manager. The squadron has six major tasks that they support per year. When Pendleton isn’t working he enjoys playing guitar and running. He’s been running since high school and enjoys it often.

“I did track in high school and it just kind of carried all throughout my career,” said Pendleton. Pendleton is a self-taught guitarist. He has been playing the guitar since he was 10 years old. “I’m the kind of person that has to be doing something because I can’t sit idly,” said Pendleton. “I like the ability to sit by myself and enjoy

my free time, so I can sit with my thoughts and reflect.” Pendleton’s leadership is thankful to have him in the squadron. “SSgt. Pendleton is another great NCO who makes the 86th Airlift Wing the world’s greatest Wing,” said Lt. Col. Kenneth Herringdine, 700th Contracting Squadron’s Com­man­der.

As part of Brown’s tour, he received an overview of the mission and capabilities of the three wings based at Ramstein, including their focus on multi-capable Airmen and agile combat employment. Brown held an All Call with Ramstein Airmen prior to departing. He took time to answer Airmen’s questions and focused on his strategic vision of “Accelerate Change or Lose.” “The time is now,” Brown told Airmen. “When you look for someone to drive change, we all need to look ourselves in the mirror because every one of us has the opportunity to drive change. I can’t do this by myself. It requires all of us to be committed to making change.” Brown stressed the significance of the change in the Air Force mission statement which is now, “To fly, fight, and win…airpower anytime, anywhere.” “Not some time in some places; it is anytime, anywhere,” Brown said. “Every one of our specialties contributes to that.” Brown also vocalized his strong desire to empower Airmen at all levels. “I want to give Airmen the intent, authority and resources to allow us to execute the mission as multi-capable Airmen,” Brown said. “We’ve made changes, but there’s more to do. ‘Accelerate Change or Lose’ is the why. Action orders are things we focus on to get there.” Airmen asked a variety of questions including the potential for any future uniform changes. “My intent is not to make any major changes,” Brown said, regarding uniforms.

“I’m focused on making some other changes.” He also addressed a question about what Air Force resource allocation and modernization would look like moving into the future. “Part of allocating resources is being able to make tough calls about what we need,” Brown said. “We have to prioritize the things we need to do as an Air Force. There are certain things we’re probably doing that don’t provide air superiority, and we need to focus on that. There are some other things we’re probably doing that we don’t need to be doing anymore, and we need to make some choices.” Brown went on to explain how he works

with commanders at the major command level to make these tough decisions. “I’m making them part of the solution by having them come into the meetings with me, and we spend time talking about what choices we’re going to make as an Air Force so we can ensure that we have air superiority in the future,” Brown continued. “It means we’re going to have to let some things go.” Another Airman asked if increasing manpower for cyber specialties was on the horizon. “We as an Air Force are not going to get bigger, which means we have to

reshape ourselves,” Brown answered. “As cyber becomes more and more important to us, we have to think about how we change ourselves. When I think about the Air Force in 2035, we’re going to look different.” While Brown acknowledges that accelerating change requires a reshaping of the Air Force, he emphasized his commitment to supporting Airmen in meaningful ways and strengthening the total force. “I couldn’t be prouder to be associated with you,” Brown told Airmen. “One thing I want you to know is that you don’t work for me. I work for you. My job is to make your job easier, and that’s what I focus on.”

ACE IOC: Promoting multinational partnerships in Europe by Airman Edgar Grimaldo and Airman Jared Lovett 86th Airlift Wing Public Affairs U.S. Air Force Airmen assigned to Ramstein Air Base, participated in an 86th Airlift Wing Agile Combat Employment Initial Operating Capability exercise at Eindhoven Air Base, Netherlands, and Chievres Air Base, Belgium, July 12-16. Partnered with units from the Royal Netherlands Air Force, German army and Belgian forces, the ACE IOC tested the 86th AW Airmen’s capability to respond in the event of rapidly emerging contingencies by operating from locations with varying levels of capacity and support.

Globally, threats and operational environments are constantly evolving. “We are hoping to gain the ability to operate tactically from anywhere, in any environment, with any level of technology,” said Capt. Samuel McKinnley, 37th Airlift Squadron C-130J Super Hercules pilot. During the exercise, Airmen confirmed the ability to load and offload cargo, air-drops, establish communications with units in geographically separate locations and employ emergency medical evacuation procedures with limited equipment while using as little of the local base’s resources as possible. The ACE concept is designed to validate new ways to deploy and maneuver assets across the

European theater to seize, retain and exploit the initiative against adversary aggression in any environment. “It offers a bottom-up initiative where the protocol starts at the unit level and provides a closer look at the problem,” said Capt. Joshua Mote, 37th AS/86th Operations Group Starlink ACE representative. “It gives the unit the freedom and resources to innovate.” European partners form the backbone of U.S. Air Forces EuropeAir Forces Africa. Without that partnership, the ability to deter, defend and win is degraded. RNLAF airmen were essential in mission planning of air drops over Belgium. “The Dutch have been extremely accommodating of us, and help-

ful throughout the whole process,” McKinnley said. “They have their own abilities that are extremely agile, and by integrating with them, we’re both learning together.” Upon completion of ACE IOC, the 86th AW is the second wing

Hans Rudolf, commander of the German air force liaison office to U.S. Air Forces in Europe. For the last two weeks German air force academy cadets, who will become pilots upon graduation, have trained with the 86th Maintenance Squadron to gain skill on caring for an aircraft before takeoff and after landing. This is the first time the German air force, or Luftwaffe, has implemented this internship. “The idea is that young pilots gain an understanding of flight safety while having close contact with a maintenance crew,” Col. Rudolf said. “The big advantage is that they now have a technical idea of the aircraft, which is a huge contribution to flight safety.” The training offers cadets an opportunity to perform various technical work such as changing tires, hydraulic hoses, and exchanging lubricants. The course aims to strengthen the understanding between the pilot and technology. “Generally, we know what to expect when learning about aircraft maintenance,” said 1st Lt. Marc Rudolf, German air force academy cadet, whose father coordinated the internship. “What I really appreciate is the friendly contact between German and U.S. Airmen. We do flight training together, but not maintenance. This is our opportunity to learn how maintenance progresses and when I fly a plane I have experience with how the maintenance process works.” Though this is an internship for the cadets, 86th MXS Airmen also benefit from their presence.

“It is great to see our maintainers integrating with future German pilots and building camaraderie,” said Senior Master Sgt. Dominik Gutierrez, 86th MXS aerospace ground equipment flight chief. “We are excited as maintainers to educate cadets on maintenance, and the cadets are eager to learn and love the aircraft — and it shows.” This program is usually held at a German air force base and exclusively on German aircraft. The implementation of the internship expands their understanding of American aircraft prior to attending flight training at Shepard Air Force Base, Texas. “The cadets now have a comparison between the German and U.S. Air Force aircraft maintainers,” Col. Rudolf said. “They have an increased understanding of the cultural and human approach the U.S. takes when they get to Shepard Air Force Base for training.” With the first installment of the internship complete, all agree this is a program that compliments mutual goals. “The United States is a very important military partner and we are grateful we are marching together and have the same vision to protect cultural freedom,” said Col. Rudolf. “This is a super program for them and it represents the interoperability and partnership our nations have built together.” Though this may have been the first time the internship has occurred at Ramstein, the goal is that it will not be the last. “This program was also a complete success,” said Chief Master Sgt. Nico Weimer, command chief of the German air force air liaison office to USAFE. “We have experienced great cooperation between the cadets and the U.S. Air Force. There was a lot of understanding created, and both sides have learned a lot from each other.”

The 435th Air Ground Operations Wing’s 1st Communication Maintenance Squadron is the United States Air Forces in Europe’s and Air Forces Africa’s premier communication maintenance unit. Thanks to their efforts, Ramstein Air Base’s Global Gateway stays open not just to the sky, but also the to information highway. “We have three main responsibilities here at the 1st CMXS; battle damage assessment, optimization and premier training,” said Master Sgt. Daniel Gamboa, 1st CMXS operations flight chief. “Because of these mission sets, we have to ensure we are able to go where we are needed quickly or troubleshoot here to get the job done.” Each of the 1st CMXS’s mission sets make the unit a valuable asset for USAFE-AFARICA. “Battle damage assessment is essentially emergency restoral work we can perform,” Gamboa said. “If Ramstein, or a surrounding base, is trying to fix their network or communications and aren’t able to, we will go to their site and get it running no matter where they are.” The 1st CMXS is all about ensuring USAFE-AFAFRICA units are getting the most bang for their buck. Like many squadrons in the Air Force, development is the name of the game. “We can be the hands for higher leadership who need to get a theater-wide project done,” Gamboa said. “We go ahead and change whatever needs to be changed across the network and ensure we’re getting the most out of equipment. We have to complete complex jobs and sometimes we have to get creative to finish them.”

Many people who have had computer or network trouble know it can be difficult and time consuming. The 1st CMXS tries to alleviate those issues, and do it in less time than needed. “We went to Aviano Air Base, Italy, last year to help them with a problem they had with their communications capabilities,” said Staff Sgt. Francis Leon Guerrero, 1st CMXS noncommissioned officer in charge of cyber operations. “The timeline to complete the job was four to eight months. Because of our efforts and utilization of new systems, we were able to cut it down to three weeks. We try to reduce those times to ensure our customers can get back to doing their jobs faster.” The 1st CMXS stays in the fight by training themselves and others to ensure the cyber world does not pass them by. “If anybody in the comm world needs to get specialized training, we’re the people they go to,” Gamboa said. “We can go to the unit in need of training or tag team training events. We’ve partnered up with units from all over the theater to get them trained up by our subject matter experts.” Every job has something about it that can make it worthwhile. For Guerrero, it’s about learning new things from the people around him. “This job is different, and that’s what I like about it,” Guerrero said. “It’s a challenge and it makes me better. Coming to this unit, which has such a wealth of knowledge, I was able to learn more about my job, because of some fantastic Airmen who really know their stuff.” The 1st CMXS are the go-to Airmen called upon to rapidly support some of the more difficult communications related jobs. Because of their hard work and dedication, they were awarded the team of the year by the 435th Air and Space Communications Group.

At least eight U.S. Army Garrison Rheinland-Pfalz employees braved rushing floodwaters and devastation to help their fellow countrymen July 15 during some of the worst flooding the country’s ever seen. Five off-duty garrison firefighters and three Baumholder Military Community local-national employees put their off-duty expertise to use, saving lives during the horrendous flooding wreaking havoc across western Germany and Belgium. All eight employees are attached to the Directorate of Public works. Lukas Seibert, 23, has been a refrigeration/air conditioning specialist for the garrison since July 1. On weekends he is part of the German Lifesaving Association, a group of lifeguards who watch over the country’s lakes, pools, and other bodies of water, taking care of swimmers and boaters. The allvolunteer force also receives special training in swift water and flood rescues, which is why on-scene commanders called Seibert’s unit. “I had already seen the pictures and video of the flooding,” Seibert said. “As soon as the call came, there was no question about going to help.” Christoph Himbert, a firefighter in the Baumholder Military Community, answered the call when officials called his hometown Saarbrücken Volunteer Fire Department to historic Trier, Germany, July 15. “It was shocking,” Himbert said. “It was a total disaster area. Just complete devastation. The streets had several feet of water flowing on them, cars had floated away and were buried in the mud, houses were damaged, and debris was everywhere.” The larger Rhine and Mosel Rivers overflowed their banks in western Germany. According to experts, the record rainfall dumped three months-worth of rain on the region in three days and flooded smaller rivers and tributaries. Waves of brown river water deluged the historic towns and villages beginning July 15. The death toll due to flooding was more than 150, and nearly 1,300 were missing or unaccounted for, as of July 19. Seibert’s crew used rescue boats to make their way through the tiny village of Kordel, about 50 miles northwest of Baumholder. Water inundated the village of about 2,900 people, pouring in from the smaller Kyll River.

“We were there from 11 a.m. Thursday until about 3 p.m. Friday looking for anyone we could help. The water was above the first floor of every building,” Seibert recalled. “By the end of our shift, we had rescued almost 100 people.” The Saarbrücken crew took their emergency medical unit, a mobile first-aid station with pre-packed medical supplies, to the Trier suburbs of Biewer and Ahrang. Himbert said he and the other Saarbrücken volunteers spent eight hours on-scene. “Everything was blocked off, so we only met those who were coming into the emergency shelter,” Himbert said. “They were in a daze. One gentleman had to leave his house so fast he was only wearing his underwear. He didn’t have time to grab any other clothing.” The firefighters and the lifeguards received after-action counseling to check their mental health after their time in the devastated areas. None of the garrison employees missed their next workday. In all, five USAG R-P firefighters/first responders gave up their off-days to work with their local community volunteer fire departments during the worst of the flooding. “We are proud of our garrison firefighters and their dedication to the garrison community and their hometown communities,” said the USAG R-P Fire Chief William Maciorowski.  The other USAG R-P firefighters who contributed included: Firefighter Wicko Forler, Sembach Kaserne and a member of the Goellheim Fire Department; Firefighter Timo Theisinger Miseau Army Depot and member of the Sulzbachtal Fire Department; Firefighter Bernd Steininger, Kaiserslautern East Fire Station and member of the City of Zweibrucken Fire Department; Dispatcher Raphael Dufour, Rhine Ordnance Barracks and a member of the County of Zweibrucken Fire Department; and Dirk Barz, Fire Inspector on ROB and a member of the ReichenbachSteegen Fire Department. These employees gave up off-duty days to aid in rescue efforts with their hometown fire stations. Metal-shop worker Udo Eifler and electrician Philipp Schafer, from the Baumholder DPW, also went with their local fire departments to flooded scenes. “This is the largest event I’ve ever been a part of as a firefighter,” Himbert said. “My heart goes out to everyone affected by this disaster.” Authorities are asking the public to stay away from any of the flooded areas. The areas are dangerous to even skilled rescue crews. As of the time of publication, the state of Rheinland-Pfalz has not asked the American military to aid in the rescue operation. On Friday, July 16, a call went out to the Kaiserslautern Military Community for donation to the German Red Cross (Deutsches Rotes Kreuz). The response from the surrounding communities was so significant, DRK officials eventually turned away donations citing lack of space from previous donations to store items at their facilities in Ramstein and Landstuhl.

The garrison’s two Facebook pages (USAG RheinlandPfalz, as well as, the Baumholder Military Community) include more than 40,000 followers and are updat-

ed almost every workday. The garrison’s website includes a robust newcomers interface with separate entry points for Kaiserslautern and Baumholder. PCS information is linked at the top right of the front page and leads to more than 120 links with vital info such as lodging, shipped vehicle details, child care, information on pets, the Exceptional Family Member Program, host nation COVID updates and more. “These links go right to the source,” Pannell said. “We work to make sure they are up to date and lead folks to the right sources.” Families can find more in-depth reporting about the PCS season on the garrison’s front page in stories and videos. Pannell said the real win for PCSers, however, is downloading and using the Digital Garrison app. The app, available for phones and tablets, brings together dozens of garrison resources in a highly configurable way. It also provides access to the new Army Maintenance Application for housing and links to great sales and news from the Army and Air Force Exchange Service. “Digital Garrison is a must-have alongside other apps,” Pannell said. “We’re funneling more and more information to the app to bring a much more robust mobile experience, and that’s only going to grow. During a PCS is the time to have that app right on the front page alongside Facebook, Instagram and Amazon.” As the PCS “Summer Surge” rolls on, Pannell said the garrison would continue to produce status updates, stories, and information that helps PCSers make a smooth move. “People first. That’s what counts. And when PCSing families are armed with the best, latest, and most upto-date information, we can make a difference in whether or not their stay in Germany is a good one or a great one,” Pannell said.

Baumholder town hall reviews housing survey, talks upcoming growth Story and photo by Jason Tudor U.S. Army Garrison Rheinland-Pfalz Public Affairs Baumholder Military Community housing residents gathered in-person and online July 13 for a town hall to discuss current issues and a recent survey. Deputy Garrison Manager Jae Kim led the event, which gathered about 40 families inside the Wagon Wheel Theater at Baumholder. About 50 others viewed the live event via social media. U.S. Army Garrison Rheinland-Pfalz Commander Col. Vance J. Klosinski opened the event and thanked the participants for coming out on a Tuesday evening for one of the first in-person events of this kind since the pandemic started in 2020. “Your participation is important. Feedback is critical to us. It’s our ability to understand how we’re doing and our ability to communicate back with you in terms of answering your needs and concerns,” Klosinski said. He also outlined several ways to provide feedback outside the town hall, including an

Kim reviewed the 2020 Housing Tenant Satisfaction Survey, noting the 65.8% satisfaction rate, a 2% improvement from the previous survey. Service satisfaction saw a slight decline (under 1%) to 66.5%, but Kim said he and the staff want to bolster that number. “We’re going to work on that. We don’t want to see any numbers go down,” he said. “We’re in the middle of the road compared to other European garrisons. We want to do better.” Key to his presentation included outlining $425 million in investments scheduled until 2030, including new housing, elementary school, further renovations, and relocated and refurbished dog park. Kim also highlighted current challenges and the way ahead. Areas of concern included roads, parking areas, visitor parking, sidewalks, landscaping, and more. Security, environmental concerns, and persistent issues with water were top concerns kicking of the question-and-answer period. Garrison Command Sgt. Major Stephen J. LaRocque and officials from

the Baumholder housing team, Directorate of Public Works, and other subject-matter experts provided immediate answers. They also met with residents one-on-one, following the town hall. Those online were also encouraged to comment or ask questions. The online question topics included installing fences, playground maintenance, child care, and more. Those questions were read live and answered. “Thanks for doing this! I appreciate the communication,” said Facebook viewer Lauren Kollman. “I think people appreciate the transparency.” Following the question-and-answer period, Kim closed the event and emphasized the concern he, and everyone working in the Baumholder Military Community, shared to support housing residents have for families living there. “As you can see by the turnout of our leaders and subject-matter experts, we are here to try and take the best care of you as our family and friends,” Kim said. “People are first in what we’re trying to do as the garrison staff.”

by Airman 1st Class Manuel Zamora 86th Airlift Wing Public Affairs Tech. Sgt. Matthew Sigmon, developed a passion for woodworking after a deployment that was detrimental to him spiritually. He revealed that it started after he asked himself “What would Jesus do?” “Why was he a carpenter?” Sigmon asked. “Why would he work with wood?” After doing some research, Sigmon concluded it was because Jesus would find something that didn’t have use and repurpose it. Sigmon says a lot of people come back from war and have questions about what happened, why it happened and why it happened to them while deployed. The Deployment Transition Center’s main mission is to assist personnel with reintegration

skills and decompression to reduce post-traumatic stress disorder symptoms and welcome them home from deployment. “[We] welcome home the heroes of our wars and treat people like they truly matter,” Sigmon said. “The best people to take care of Airmen, are Airmen, and the best people to take care of combat veterans, are combat veterans.” Sigmon has deployed five times in Southwest Asia and says taking care of people emotionally and spiritually is what he’s all about. He has facilitated 19 post-deployment courses since his arrival to Ramstein Air Base in January. Sigmon was quick to say he couldn’t do what he does without his team at the DTC. He added his family and faith are his rocks, without them he wouldn’t be the man he is today.

“They are my bedrock,” Sigmon said. “I wouldn’t have the discipline I have if it weren’t for them. I feel God put me on a path where all my training and all my Air Force experiences came together and have brought me to where I am.” Sigmon assists people returning with invisible wounds and moral injuries. He meets with Airmen and completes after action reports. He also leads outings in various cities to help acclimate recently deployed members to civilian environments they haven’t experienced since being deployed. “He’s one of the hardest working people here, wears his heart on his sleeve and he cares,” said Lt. Col. Ken Sterling, 86th MSG Det. 1 commander. “You see it every time he interacts with the people that are coming through the DTC.”

Sigmon’s team says he is the voice of reason. At age 37, and accomplishing 19 years of service, the North Carolina native says he’s looking forward to retiring soon and becoming a school teacher. However, Sigmon continues to be dedicated to caring for people and his team. “When it comes to decompression and reintegration skills, and making sure people go home safe to their families better than when they arrived here, Sigmon’s your guy,” Sterling said. “He embodies what we are all about.” He shared why he still works hard after many years of service. “I want to leave a strong legacy, so Airmen can see, even after wearing this uniform, there are still people out there that care,” Sigmon said.

The equipment belongs to 1st Armored Brigade Combat Team, 1st Infantry Division, who are deploying from Fort Riley, Kansas, during July 2021 in support of Atlantic Resolve. “The port operation here in Gdansk is going extremely well,” said Lt. Col. J.D. Tillman, the commander of 838th Transportation Battalion, 598th SDDC. “We’re working closely with the 1-1 team, along with the 21st TSC and our commercial partners at the port to bring the ABCT’s equipment in safely and efficiently. This is one of the largest missions we’ve conducted here and we’re demonstrating just how capable the Gdansk port facility truly is.” The 1st ABCT will replace 1st Armored Brigade Combat Team, 1st Cavalry Division, and will conduct multinational training in support of Atlantic Resolve. “The 1st Armored Brigade Combat Team

is honored to deploy in support of Atlantic Resolve as a Regionally Allocated Force in Europe,” said Col. Brian E. McCarthy, commander of 1st ABCT. “It is a great privilege to aid in the preservation of peace by showcasing our Army’s ability to project readiness across the globe. The opportunity to participate in combined and joint exercises with our European partners and NATO allies in an effort to further interoperability is something every one of our soldiers is looking forward to.” The 1st ABCT is deploying with approximately 3,800 Soldiers, 80 tanks, 120 Bradley Fighting Vehicles, 10 Bradley (Variant) Fire Support Team vehicles, 15 Paladins, 500 tracked vehicles, 850 trailers, and 1500 wheeled vehicles and other pieces of equipment. “The port operations here in Gdansk is the first arrival of our brigade’s equipment into the European theater,” said Lt. Col. Rick Montcalm, the squadron commander of 1st Squadron, 4th Calvary Regiment, 1st ABCT. “We will download at the end of today over 1000 pieces of combat equipment prepared for onward movement to our various forward operating stations. Port Operations like any new operation has presented unique challenges but also unique opportunities both for

the organization and the individuals involved in downloading the vessel.” The unit previously deployed in support of Atlantic Resolve for nine months in January 2019. For the upcoming rotation, they will join 1 ID’s Combat Aviation Brigade, and a 1 ID mission command element at Division Forward, as a cornerstone of the rotational forces in support of Atlantic Resolve. For the 598th SDDC and 21st TSC this provides an opportunity to showcase the team’s increasing capabilities to bring equipment into the port of Gdansk. Moreover, the vessel discharge and onward movement operations in support of this Atlantic Resolve iteration reflect the Army’s ability to use strategically located seaports throughout Europe and transport equipment rapidly across the theater. In addition to the operation in Gdansk, 1st ABCT, 1ID equipment will arrive at ports in Gdynia, Poland; Klaipeda, Lithuania, and Alexandroupoli, Greece. Diversifying the number and location of ports able to support the movement of Army forces provides additional maneuver options for regional commanders and enhances critical logistics and transportation relationships with allies and the commercial industry “This Atlantic Resolve rotation is coming into four different ports across Europe —

nearly simultaneously,” said Tillman. “It’s challenging, but it shows the strategic transportation capability we have at the ports and the range of port facilities we’re now able to work at.” After receiving the equipment off the vessel, the 16th Sustainment Brigade, 21st Theater Sustainment Command is responsible for its onward movement. This insures the right pieces of equipment to the right forward locations. “As part of 16th Sustainment Brigade, our mission here is to provide in-transit visibility for 1st ABCT as they offload their equipment from the vessel and as we stage it for its onward movement to its final destination,” said Capt. Morgan Keffer, 571st Movement Control Team, 53rd Movement Control Battalion, 16th Sustainment Brigade. “We first started with the vessel, Endurance, and we unloaded quite a bit of cargo from there. We had a few friction points in the beginning but once we got into the rhythm of things over the next 23 hours we were able to unload that vessel. With Liberty Peace my team has been rocking and rolling and getting all the pieces off the vessel smoothly.” The equipment will move by rail and commercial line haul to its final destination at locations throughout Poland.

Optional: How to get EU COVID VAX Digital Certificate in Germany By Sidney Sullivan U.S. Army Garrison Bavaria Public Affairs When U.S. personnel are vaccinated against COVID-19 on the installation, military health clinics issue patients an official vaccination card from the Centers for Disease Control and Prevention. This card is U.S. proof of vaccination and is widely accepted.

However, some U.S. Army Garrison Bavaria community members express interest in voluntarily signing up for the EU COVID VAX Digital Certificate to ensure additional methods of proof while traveling in the European Union. This electronic certificate is equivalent to the German physical yellow vaccination booklet known as an “Impfpass.” For those who are interested, here are the five steps to enroll in the program: Step 1: Android Assistance Android users can use concurrent Google account login for the Play Store. For instance, a user can maintain both a primary Gmail account set to the U.S. and a secondary account set to Germany — so the user can switch back and forth for easy access to both app stores. It is not recommended to switch a primary account from the U.S. to Germany, because the user will lose access to the U.S. app store; moreover, regions can only be changed once every 365 days. Within the Google Play Store: 1. Tap your account in the upper-right corner, then expand your account information tab using the small down-arrow 2. Tap on “add another account” to register a new Google account for the Germany Region 3. You can then switch back and forth in Play Store by tapping the account names

Army aims to assist Soldiers during turbulent moving season By Joseph Lacdan Army News Service To aid Soldiers during a challenging permanent change of station season, which is seeing some delays with household goods shipments due to the current environment, the Army has widened the window for Soldiers to report to their next duty station. Soldiers scheduled to report to a new assignment between July 6 and Sept. 30 can now check in up to 30 days before their scheduled report date and as much as 20 days after. Often a Soldier’s report date can be dependent on when a government-arranged moving company can transport their household goods, said Scott Kuhar, deputy chief of the Operations Management Division, or OMD, at Army Human Resources Command’s Enlisted Personnel Management Directorate. However, regardless of a Soldier’s report date, they must complete the process and report to their new assignment no later than Nov. 10, when the service begins transitioning to its new Integrated Personnel and Pay System-Army. Kuhar said the service will shut down its personnel systems shortly after that date in order to make the transition. If Soldiers find they cannot begin inprocessing within 20 days of their original report date, they can turn to their installation’s military personnel division, or MPD, which can then authorize a deferment of up to 60 days from the original report date if necessary, provided that the extra time does not extend past Nov. 10. “We know this year is more challenging than usual, and we are working to give our Soldiers and families options, resources, and flexibility to reduce as much stress as possible,” said Gen. Edward Daly, commander of Army Materiel Command. The added flexibility may help ease some of the stress Soldiers face when moving this summer as well as contribute to readiness. Jon Finke, chief of HRC’s OMD, said that Soldiers will often request a shipment date, only to learn they will have to wait an extra month for an available moving company. “You’re kind of at the mercy of the moving system,” Finke said. “And the Army is realizing that and trying to work with Soldiers and families so that they can move, but we have to honor what the transportation companies can do and how they can support us at the same time.” Last month, Derrick Candler, head of the Transportation Policy Division in the Office of the Deputy Chief of Staff for Army Logistics, said the Army had experienced the ripple effect of labor shortages across the country. High demand on the shipping industry has impacted Soldier movement, exacerbated by shortages of drivers and laborers. In extreme cases, Soldiers have had to report to their next duty assignments without their household goods, temporarily leaving their spouses and family behind during an ongoing moving process. Finke hopes that providing additional time will eliminate that possibility. “We are doing our best within our control here to keep family units together during the

movement process,” Finke said. “By saying ‘Soldier, go ahead, report’ that leaves a spouse and possibly the children stuck to do the moving process, which would very much be a strain on a family.” Chris Fursman, OMD human resource specialist, said that the HRC receives about 40-60 requests per day to either extend or reschedule report dates. Previously, Soldiers had to file a request through their chain of command to HRC, a process that took up to 60 days for approval. Now, Soldiers can receive an extension authorization locally through their chain of command within a few days. “What we’ve done now is we’ve taken that long process … and we’re crunching it down,” Fursman said, “so we can assist the Soldiers and take some of that burden off of them.” Soldiers will still need to make sure their scheduled leave matches their adjusted report date. Unpredictable obstacles Soldiers, Army civilians and families preparing for a PCS move in the summer months should anticipate the unexpected, Candler said. Some other options to assist Soldiers include extended storage for household goods at the location of origin, and allowing Soldiers to apply for cost reimbursements higher than government rates to hire a commercial moving company. Candler said Soldiers scheduled to change duty stations may experience delays due to labor shortages and a booming housing market throughout the country. In addition to reduced travel restrictions, moves across the country have significantly increased, Candler said. Soldiers have reported waiting for up to six weeks before moving companies could transport their household goods to their next residence. The surge in home sales have presented challenges for military families looking to extend their temporary rentals. Soldiers have reported that some landlords have asked them to vacate rental homes earlier than expected in order to sell the home, find another renter, or move in themselves, Candler said. “Right now homes are selling very quickly, which is putting extra strain on the moving

industry during the busiest time of year,” he said. Combined with the extra demand, labor shortages have exacerbated the challenges. In April, the Wall Street Journal reported that the country posted a record 9.3 million job openings. Candler said because of pandemic restrictions, moving companies trained fewer truck drivers, packers and loaders. “The biggest [factor] we face is the labor shortage,” Candler said. “There is a nationwide labor shortage in numerous industries … the moving industry is having problems finding enough employees to provide the required services.” Candler said moving companies used by the Defense Department accept moves based on available resources and labor. If Soldiers find themselves in a situation where they must wait for an extended period before movers can deliver their household goods to their next duty station, they can contact their chain of command, turn to their installation’s transportation office, or use the new chat function in the Army’s PCS Move app to speak with a live transportation specialist for more information on how to successfully plan a move or address unique challenges that come up during the move process. Soldiers can download the app, which has information on entitlements, types of moves, planning, scheduling and claims, in the Google Play and Apple App stores. Soldiers can also call a 24-hour hotline for questions on PCS moves at 833-MIL-MOVE. Candler said that his office has been monitoring moves across the Army and has worked with installation transportation offices to help prepare Soldiers and their families. Transportation offices are the first line of support for PCS moves, and can help Soldiers and families through each stage of the moving process. Soldiers should first learn about their available entitlements before deciding whether to make a personally-procured move, or PPM, or use a government arranged moving company. For the latter, Soldiers should work with transportation offices to begin planning the packing and shipping of their household goods immediately after receiving their PCS orders. The Army changed its policy on PCS orders

requiring that orders be sent at least 120 days prior to a Soldier’s report date to allow for longer planning timelines. “Soldiers should make their household goods pickup the first priority on their planning checklist, scheduling their move months in advance,” said Gene Thomas, the transportation division’s personal property policy lead. If Soldiers face problems when moving companies fail to pick up or deliver household items by the scheduled dates, they can receive an inconvenience claim paid by the transportation service provider. Soldiers now also have up to 180 days to notify moving companies of damages incurred during the move. Another issue that Soldiers may face during their PCS is that moving truck rental services and non-DOD approved moving companies might inflate the cost of a move, Candler said. He added that Soldiers should be aware of scammers and use only a governmentapproved moving company. “For example, one year ago, it may have cost $3,000 to rent that truck to go from coast to coast. Today, it may now cost as much as $9,000 to go from coast to coast” Candler said. “In addition, what we’re finding out is when people are going out [and] hiring their own moving companies, in some cases, that cost could be three times as much when compared to previous years due to supply and demand.” Thomas warns Soldiers to remain wary of “fly-by-night companies” that look to profit from the moving Soldier’s or family’s desperation. He said that non-DOD approved moving companies may quote a Soldier one price and then raise the cost exponentially in the middle of the moving process. If Soldiers choose to hire a commercial mover, they should consider a mover registered with the federal government at www. fmcsa.dot.gov/protect-your-move. Soldiers can avoid potential dilemmas by moving with a DOD-arranged moving company that establishes fixed, government-regulated rates for moves. The goal is always a smooth move scheduled in advance, but Soldiers have a few options if they have leave or move-in dates looming. “Each case will be different but Soldiers may choose to speak to their leadership about extending their tour of duty, or they may choose to perform a PPM.” Candler said. “Whatever a Soldier decides, they should still coordinate work with their installation’s transportation office, especially if they run into delays.” The ongoing COVID-19 pandemic remains an obstacle for some Soldiers and families as restrictions on movement at either their departure or arrival location can slow their transition, especially for overseas moves. Finally, Army leaders remain committed to supporting Soldiers and their families throughout the PCS process and this summer’s unpredictable challenges, Candler said. Army leaders have worked to provide transportation officers with tools to address moving emergencies and dilemmas. “We are in this together; patience and flexibility will be essential in making it through this peak PCS season” Candler said.

Page 24 HIKING from Page 1 to do so. Living in an apartment downtown or on-base/post housing sometimes restricts you to a quick daily walk with your dog before and after work or on weekends. Don’t let this prevent you from getting out and trying something new and exciting while spending quality time with your dog as well as the entire family. There are hundreds of kilometers of trails to trek with your dog that either start where you live or are just a short drive away. In this article, I want to focus on Nordic Walking trails where you can take the pup with you, and let you to get back in shape for outdoor terrain after spending a lot of time either sitting by the fire or using indoor equipment. The trails also have stops offering food and beverages and water for your dog, just in case you run out along the way. Although most of the restaurants and snack shops are currently closed, remember where they are for future hikes. The Pfaelzer Bergland Nordic Walking trails are posted with signs at the start points with information including routes, distance, difficulty level and points of interest, including rest stops offering snacks. They all have three or four main routes. These trails surround the KMC, Baumholder, and Sembach, are just a short distance away and are dog-friendly.

Nature Fitness Park Waldmohr routes include the Hoehenweg, an 8.2 km-long, partly-paved trail; Glanaue, an 8 kmlong trail; and the family-friendly 10.7 km-long Mohrmühlweg, half of which is paved. They interconnect and have varied terrain with a medium difficulty rating.

you just a bit further with a length of 11.4 km. This is one of my favorite parks because they are all near Lichtenberg Castle. The castle offers various small museums and a restaurant, making it a perfect stop, once the economy runs normally again. All routes have a medium rating.

Nature Fitness Park Ohmbachsee routes include the Ohmbachsee Tour, a 4.4 km-long tour with an easy difficulty rating; the 6.6 km-long Ziegelberg Tour, with mostly paved trails; and the Loewenberg Tour, a 9.7 km-long trail, both with medium difficulty ratings.

What makes all of these trails great it that they are Rundwege, “round trails,” which have the same start and finish point, and have directional signs on trees or wooden posts so you can turn around and find your way back to the car easily if necessary. The views are amazing and the trails are well maintained. During spring expect trails that are damp, sometimes muddy and slippery because of tree roots and the remains of leaves and moss from the fall. Depending on the elevation there can still be snow and ice in certain areas. Be prepared by checking weather conditions before you leave and letting others know where you are going. Ensure your safety by wearing sturdy waterresistant footwear, dressing in layers, and having a backpack with extra supplies such as water, food, snacks for everyone including the pup, first aid kit, and a phone for emergencies. While taking your dog along, make sure to keep a few things in mind when it comes to the dos and don’ts of dog etiquette. Everywhere I go there are German hikers with dogs, and dogs are allowed to run off the trail to do their business, mark their territory on a tree, or

Nature Fitness Park Baumholder has a 4.6 kmlong easy-rated route called Am Bruderbach. This trail can be a bit more of a challenge during early spring due to very slippery terrain. Also around Baumholder are the 8.1 km-long Foersterrunde, 11.9 km-long Muehlenweg, and 12.4 km-long Zum Wildfrauenloch. All three have medium ratings, however, since most of the trails are not paved, they can be very slippery in early spring. Nature Fitness Park Burg Lichtenberg also has three routes. Kleine Burgtour is the shortest of the three routes with a mostly paved 5 km distance; Grosse Burgtour is a 9 km tour on mostly paved underground, and the Roemertour takes

just romp around and have fun. However, when another hiker (with or without a dog) approaches, the dog is called back to its owner’s side until you pass by. This is done for your and the dog’s safety and also applies to oncoming cyclists. Ensure you always bring a leash while hiking. If you are not sure how your dog will respond to seeing strangers or your verbal commands, leash your dog in advance to avoid a bad situation. Also, be sure to lead them off the trail to relieve themselves when necessary to prevent fellow hikers from having to navigate around, or accidentally end up with shoes and poles that need a little extra clean up at the end of the day. Cleaning up after your dog is a common courtesy ensuring we all end our day on a good note. The German Department of Public Order and local community administration offices have a danger prevention ordinance outlining your responsibilities while walking your dogs in different areas. This ordinance states that the owners must keep their dogs on a leash while walking them on public streets, and in housing areas. In all other areas such as hiking trails and through the forest, dogs must be automatically put on a leash or otherwise controlled when other people approach. Violators may be punished with fines up to several thousands of dollars depending on the circumstance. They can also face paying medical bills and property damage costs due to an out of control dog. It is also important to know that if you plan on taking your dog out for a walk that requires car travel, Germany’s law requires dogs in cars should be safely secured in either a kennel or other restraining devices such as a seatbelt or safety net. This not only protects your dog but prevents unexpected driver distractions that could result in traffic accidents.
