completely from the downturn of 2009 but has achieved its best-ever figure. The growth in general merchandise is important not only for the Port Authority, as it provides the most income, but also for the companies associated with port operations, as this merchandise is that bringing greater added value to the port community.

The activities of the port of Santander for the year 2014 showed a moderate increase in trade (+6.8%) and a rather lower increase in income (+3%).

The car trade has increased by 20.6%, which means in absolute figures 372,783 total units, i.e. 63,672 units more than for the previous accounting period. The pie diagram below shows the importance of two makes in the ranking of vehicles, Volkswagen and Renault, which account for 71% of the units moved in the Port. The behaviour of imported vehicles is particularly noteworthy; the fact that they have increased by 31% cannot but reflect the positive evolution of car registrations on the Spanish market.

The total trade in merchandise was 5,317,869 tons, an increase of 6.8% compared with 2013 when the figure did not exceed 5 million tons. The number of ships rose slightly by 4.23%, going from 1,334 in 2013 to 1,393 in 2014. As was the case in the comparison of the previous years, the total GT increased significantly from 21,582,224 in 2013 to 27,398,599 in 2014, i.e. by 26.9%. This result is in line with the result of the port system, in which the total tons handled have increased by 5.08% over the same period.

Liquid bulk cargoes account for 4.5% of the merchandise moved by the Port; the increased exportation of bioethanol continues to stand out.

If we analyse the trade in merchandise according to its form of presentation, it can be observed that its behaviour has been unequal with an increase in sold bulk cargoes and general merchandise and a fall in liquid bulk cargoes. In 2014 liquid and solid bulk cargoes continued at an all-time low, although the latter have risen slightly since 2013 to reach almost 3.2 million tons. In contrast, general merchandise has not only recovered

The graph below shows how trade and invoicing have evolved over the last ten years.

Solid bulk cargoes, which represent 60.5% of the trade generated by the Port, increased significantly. This progress, which is the result of the positive evolution of the importation of coal (+28.6%) and of iron ore (+46.2%), has been curbed by the drop in trade such as that of manganese and above all of sugar (-76.1%). Passenger traffic has reached the figure of 223,970 people with a growth of 6.7% compared with 2013. Of these passengers, 14,957 were on cruises and the remainder refer to ferry traffic with the United Kingdom. In 2014 the number of cruise passengers increased by 8% compared with that of the 2013 accounting period. However, in 2014 there were 2 ports of call less.

It should be stressed that in 2014 the income from rates of occupation has fallen 5.5% compared with 2013, while income from rates of use, which are most directly rated to trade, have increased by 6.3%. Rates of occupation, shipping, and merchandise, in this order, are the highest contributors to the business turnover of the Port Authority. The increase of 12.2% in the section of Tariffs and others is also noteworthy.

As far as fresh fish is concerned, 3,876 tons of fish were disembarked, 11% less than in 2013. To bring the trade section to an end, two significant variables must be emphasised: • The evolution of the tons exported / tons imported ratio, which shows that exports continue to gain ground compared with imports. In 2002 this ratio was 0.2 and in 2014 it had reached 0.77.

As far as costs are concerned, those related to personnel have fallen by 4.1%. However, those of outside services and especially taxes have increased, which has meant that the entry for other operating expenditure has increased by 16.9% to 7.31 million euros from 6.26 of 2013.

• Rail traffic to and from the port: in 2014 19.5% of the tons that passed through the Port used the railway. Although a slight decrease has been noted compared with 2013, the Port of Santander continues to be a leader in port rail traffic intermodality within the Spanish port system.

Finally the operating result was 619,039€ less than that of 2013: 763,415€, and the result of the accounting period was 1,134,832€ compared with 2,754,202€ for 2013. This difference is basically due to the fact that the financial results were very high in 2013.

Import / Export

INVESTMENTS In 2014 the investment of the Santander Port Authority was 2.20 million euros higher than the 1.76 million of 2013. The Restoration of the surroundings of the Gamazo Dock is the construction work that has taken the largest share of this sum: 1.030.000 €, followed by work with a more limited budget at a total amount of 423,000 euros.

ECONOMIC RESULTS The business turnover achieved in 2014 was 19,666 million euros, 3% higher than that of 2013 when the accounting period closed with a turnover of 19,098; this means that income has increased approximately half the figure for trade.

OTHER ACTIVITIES

In 2014 the second substantial modification of the delimiting of the spaces and port uses of the Port of Santander was approved. 2014 also saw the approval of specific modification number 12 of the Special Management Scheme of the General Port System.

The Port of Santander has maintained throughout 2014 the ISO 9001 / ISO 14001 and the OHSAS 18001 certificates together with the certificate of compliance with service quality for the trade in new vehicles. It has also obtained second place in the Port Maritime Logistic Assessment ranking of the Spanish Association of Car and Truck Manufacturers (Asociación Española de Automóviles y Camiones, ANFAC).

In 2014 9 administrative concessions were granted, among which stands out that granted to the company Santander Coated Solutions, S.L. on the North Breakwater of Raos, with an occupation of 15,000 m2 that is devoted to the importing, exporting, storing, and transforming of steel.

During 2014 significant teaching and cultural activities continued, either through the International Centre of Technology and Port Administration (Centro Internacional de Tecnología y Administración Portuaria, CITAP) or directly through the Port Authority.

Likewise 54 authorisations for occupations of the public domain with movables for a period of not over three years were also granted.

The teaching carried out by the CITAP includes in particular that of Module 4 of the Master’s Degree in Coast and Port Engineering; the VII Innovation Congress at the Port Cluster; the XIV Latin American Course on Technology, Operations, and Environmental Management in Ports; and the IV Course on Maritime Intermodality and Port Logistics (ports and the transport networks of the vehicle sector). Likewise, the placing of students on work experience and internships was arranged, numerous technical, institutional, and teaching visits to the port were organised, there was collaboration with other entities on courses, seminars, and in the organisation of technical conferences and professional meetings (XI Young Professionals’ Congress of the Technical Port and Coast Association Asociación Técnica de Puertos y Costas, ATPYC -, the Spanish Maritime Institute, etc.), the “Port-innova” ideas competition was organised, and the monograph on Santander by the Portus magazine was produced and published.

A 7-year extension of the concessional period was granted to Terminales Agroalimentarios de Santander, S.A., and the subcontracting and the approval of the Maximum Tariffs to be received by this concessionaire were also authorised. Equally several transfers, modifications, and extensions were processed in various concessions. An agreement was also signed with the Santander Town Council for the execution of work to condition the Gamazo Esplanade. Finally it should be mentioned that a new procedure on the Management of the Port Public Domain has been developed. Its aim is to establish how the duties entrusted to it by current legislation on the management of the port public domain are developed within the Port Authority organisation.

As far as cultural activities are concerned, the Palacete del Embarcadero has hosted eight exhibitions that have welcomed over 25,000 visitors, and the Faro de Cabo Mayor Art Centre has received 17,000 visits. The exhibition that was held on the history and renovation of the Gamazo Dock at the pump house of the dock itself was a great success with some 60,000 visitors.

General Cargo: General cargo has increased its overall volume to 35% and at 1,846,492 tonnes the 2011 record has been broken. There has been an increase of 8.6% on 2013.

The North Margin ro-ro traffic is mainly forest products and general cargo on trailers. Ro-ro at Raos is vehicle traffic and machinery on trailers and trucks. Vehicle traffic comprises nearly 80% of ro-ro through these quays.

In 2014 trade with Europe increased by 5% compared with the figure for 2013. Although trade with the United Kingdom and Ireland decreased, a notable increase was shown for Belgium and to a lesser extent for trade with Spain’s neighbouring countries of France and Portugal.

4.2.2. VEHICLE TRAFFIC As far as the number of units is concerned, vehicle trade increased by 20.6% to reach an all-time record.

The average vehicle weight is 1.27 tons, although embarked vehicles weigh less than disembarked ones.

The countries are colour-coded and the figures refer to the number of units.

The following table shows the variation of each manufacturer compared to the previous year. Although vehicle exports are greater than vehicle imports, in 2014 imports increased by a higher proportion for practically all makes and Renault in particular. The pie chart shows the predominance of Volkswagen and Renault with 71% of the total between them.

However, ro-ro traffic with Belgian ports increased (red). The cargo here is mainly steel products, chemicals, paper and construction material.

The cargo handled on the trucks and trailers carried on this service is normally very diverse: foodstuffs, furniture, clothing, automobile parts, construction material, etc.

Intermodal trade with Finland, which consists of containers on rolling platforms that move mainly paper and food products, has fallen slightly. Intermodal trade with ports outside Europe represents but a small proportion of the total and has increased from 28 units in 2013 to 247 in 2014.

Most containers (95%) are full ones, of which 428 were imported and 358 exported. Imported containers, most of which measure 40 feet, come from Finland and are containers on platforms.

The Raos complex quays handle 3,402,209 tonnes, which is 80% of the total handled across all of the service quays. The private quays handle liquid bulk, steel products, cement and sepiolite.

4.5. RAIL-BORNE TRAFFIC Road is the main means of transportation for cargo entering and exiting the Port service area, followed by rail and then pipeline. In order to ascertain the volume in tonnes and the type of trade that has used the railway, official information has always been available courtesy of the major railway operator: RENFE MERCANCIAS (formerly RENFE Y FEVE). In 2013 the figure was 1,041,337 tonnes, which represented 21% of the exchange of goods for the port that year.

The Port Authority of Santander’s assets decreased by four hundred thousand euros or 0.1% during 2014

Income for the 2014 period was over 1.13 million euros, an decrease of more than 58,8% over the previous year. This can be broken down as follows:

Fixed assets, comprised almost entirely of property, are the port’s greatest resource – more than 302 million euros. At the close of 2014 they showed an decreased of more than 14 million euros or 4.47%.

Current assets (short-term credits and cash) increased considerably by over 13 million euros in absolute terms during 2014. This represents a percentage increase of 59% compared with the figure for the 2013 trading year. Long-term financial investments fell owing to their transformation into short-term financial investments.

The operating income has been reduced by about 144 million euros, from 763 million euros in 2013 to 619 thousand in 2014 (18.91%). The financial result for 2014 decreased by 1.47 million euros stood at 515 thousand euros (74%).

This variation is due to the positive effect that the ending by litigation of the T3 tariffs had on the 2013 trading year, which affected both the exploitation and the financial result.

Long-term debts (non-current liabilities) of the 2014 trading year have been maintained at the same levels as those of the previous trading year. However, short-term debts (current liabilities) have been reduced during 2014 by 509,000 euros. The level of minimum obligations of the Santander Port Authority represents only 0.75% of total liabilities.

Likewise, although there was increased investment in this trading year, there was a reduction in income from temporary financial investments (31%) owing to the reduction of interest rates worldwide.

Working capital increased by approximately 14million euros during 2014, standing at over 33 million euros, showing an excellent capacity to meet short-term liabilities.

6.1. BRIEF DESCRIPTION OF THE MOST IMPORTANT WORKS

undertaken so as to cater for ships of greater draught and thus prevent the deviation of trade to other ports.

Redevelopment of the area around the Gamazo Dry Dock The area was declared a Cultural Heritage Site by the Government of Cantabria and forms part of the port’s estate. It comprises the Dock, the surrounding area, the iron railings and pavement to the north and the former pump house. In view of the time passed since it was used for ship repair, it is now in need of refurbishment with low-maintenance materials.

This work, which aims to increase the depth of water to 15 metres, makes it necessary to assure the wharf’s stability before carrying out the pertinent dredging. The work began in November 2013 and was affected in 2014 by the complexity of the technical solution adopted to consolidate and improve the foundations of the wharf. Once the problems were overcome work was resumed and is expected to be completed by September 2015.

The work was completed in August 2014 in time for the installations to be used for the World Sailing Championship that was held in Santander in September 2014.

Raos Quay nº9 This operation has generated a new berthing line on the wall of the Central Breakwater of Raos of some 290 metres in length cemented to -14.50 m and aligned with the jetty of the company LBC Tank Terminals. The project was drawn up again in 2014 as from that drawn up in 2009 but adapted it to comply with current Recommendations for Maritime Works (Recomendaciones sobre Obras Marítimas, ROM). It is in its tendering stage.

Improved draught on Raos Quay no. 1 World trends in the freighting of solid minerals in bulk means that the fleet of bulk carriers is evolving towards ships adapted to the present and future possibilities of the Panama Canal, which cannot be catered for by this wharf with a depth of 13 metres. The adaptation of the infrastructure is therefore being

The Social Action applied for 2014 is that of 25% of the Social Fund mentioned in the Collective Agreement, which established it at 1%. This is so as in 2012 it was reduced by 50% to the aforementioned 1%, and in 2013 it was again reduced a further 50% compared to 2012. During 2014 Port Authorities and the National Port Authority may not contribute to pension plans or collective insurance policies including contingency for retirement. Personal contracts Outside the Agreement.- As there are no others, the valid resolution continues to be that of the CECIR of 2013, which rules as follows: “Clauses implying the consolidation whether total or partial of payments in the event of dismissal and transfer to another post of the same entity, or recognition by any form of payment higher than that of the post they actually occupy, may not be agreed without a prior report from the CECIR”.

Surfacing the corner of wharfs 4 and 5 of Raos Wharf 5 of Raos has been affected by a pathology of the loss of sand and the occurrence of undermining which affects the paving. Once the joints between the caissons were treated and the stability of the fillings was checked, the damaged paving was extended, repaired, and strengthened.z Action on the north line of the Central Breakwater, km point 130 - km point 503 Action has been taken on the north line of the central breakwater, both on the slab track with the replacement of flanged joints by welded ones and the substitution of rail welding, and also on the ballast track with the replacement of damaged sleepers, cleaning of the surface, tightening of spikes, and the alignment, levelling and tamping of the line. Alternative viability and selection study LNG supply to ships Within the framework of the implementation of a Sulphur Emission Control Area (SECA) in northern Europe, as part of the “SEAGAS” subproject of common interest (2012-EU-21006-S) of the project of trans-European transport networks, the European Commission has subsidised a study of the technical and economic viability of an installation to provide Liquefied Natural Gas (LNG) for ships in the Port of Santander. Although the waters in the vicinity of the Port of Santander are not directly affected as a SECA area, some ships that put in to our port do come from that area. This means that it is of interest to find out the viability of an installation of this kind with regard to the growth potential that can be expected for this type of fuel.

In the same way, and in compliance with the Law on General State Budgets for 2014, the Secretary of State for Budgets and Expenses of the Ministry of Finance and Public Administrations established by means of a Resolution of 19th March 2014 (Order HAP/1335/2012 of 14th June, Official Spanish State Bulletin - Boletín Oficial de Estado, B.O.E. - 21/06/2012) the payment framework applicable to the Presidents. Equally, in 2014 the payment of the Director was the same as in 2013. In 2014 the personnel of the Agreement is still affected by the 5% reduction established by Article 22.Two.B).4 of Law 26/2009 of 23rd December, in compliance with Royal Decree-Law 8/2010 of 20th May, which adopts extraordinary measures to reduce the public deficit.

HUMAN RESOURCES AND OCCUPATIONAL SAFETY Once again Law 22/2013 of 23rd December on the General State Budgets for 2014 continues to maintain the criteria established in previous years as to the payment of the workers of public bodies and entities. No notification on State Ports referring to resolutions of the Executive Commission of the Interministerial Commission on Payment (Comisión Ejecutiva de la Comisión Interministerial de Retribuciones, CECIR) exists regarding modifications affecting the staff of Port Authorities and State Ports, owing to which the same criteria as the previous year continue to apply, which are:

In 2014 as far as the personnel structure is concerned, TWO (2) hand-over contracts were entered into and authorised in 2013. Equally, the Ministry of Finance and Public Administrations authorised FOUR (4) new partial retirements. In order to contract replacement personnel a public call was issued, the selection process of which will be completed in 2015.

The General Workers Union (Uni贸n General de Trabajadores, U.G.T.) has a representative on the Board of Directors.

Also during 2014, THREE (3) workers left the company. One case was due to death, another to total disability, and a third to extended leave of absence.

At the Santander Port Authority a Committee on Health and Safety at Work has been created as is established in Article 32 of the II COLLECTIVE AGREEMENT OF STATE PORTS AND PORT AUTHORITIES.

In September 2013 the Management promoted the First Competition of Innovative Ideas for the Port Police, which went on to be known as PORT-INNOVA. Its aim is to create a channel of participation for the employees of the Santander Port Authority in innovation strategies and policies. SIX proposals were presented, which was considered to represent very successful participation as only the Port Police were involved.

6.2.1. TRAINING CARRIED OUT DURING 2014 AS in previous years training focused on the development and completion of training activities set out in the 2012-2015 Training Plan; Industrial Health and Safety and improving standards of English.

Internal notification and participation Port Authority workers are represented by the Company Committee of the Port Authority, which consists of nine delegate members from the major Spanish trade unions. The Company Committee interacts with the Management in the form of monthly meetings, as is established in Article 8 of the II COLLECTIVE AGREEMENT OF STATE PORTS AND PORT AUTHORITIES which addresses the various problems regarding the administration of human resources.

There were 13 training activities, some in various groups, so there was a total of 18 courses with 672 course/hours attended by 177 students, giving a total of 976 student/hours. The average overall evaluation by students was 4, on a scale of 1 (low) and 5 (high).

The 13 Formative Actions taught were as follows: “Renewal of the qualification of the Port Installation Protection Official (Oficial de Protección de Instalaciones Portuarias, OPIP)” for OPIPs; “Computer Application for the Generation of Quadrants of the Port Police Service” and “Formative Action on the Environment” for the Port Police personnel; “Purchase Programme Theory and Practice” for the Purchase personnel; “Prevention of Occupational Hazards (POH) in Craft” for Fleet personnel; “Professional Aptitude Certificate (CAP) for Truck Drivers” for Maintenance personnel; and “Renewal of the Certificate on Basic Life Support (BLS) and the Use of SemiAutomatic Defibrillators (SAD)”, “English”, “POH in Forced Posture and Manual Handling of Loads”, “POH with Data Display Screens”, “POH in Road Safety”, “The Environment and the Fight against Pollution”, and ”The Coordination of Business Activities” for workers from the various Departments.

Training to be carried out in 2015

On 18th November an accident drill was held at one of the machinery storage sections of the drawbridge that links the Maliaño Wharfs with Raos. The main objective of the drill was the assessment of the response and coordination capacity between the various parties intervening in the event of an emergency owing to an accident to a worker in a confined space. The worker was supposed to have fallen from a height inside the bridge, as a result of which he lost consciousness and might have suffered traumatism. Evacuation on a stretcher was carried out using ladders, some of which were vertical, and a manhole with a total difference in height of 12 m.

PORT OF SANTANDER EMERGENCY PLAN No incidents requiring activation of the Interior Port Emergency Plan were recorded during 2014. Neither were any such incidents recorded in the facilities located within the Port Service Area. EMERGENCY DRILLS Article 18 of Law 31/1995 Prevention of Accidents in the Workplace obliges employers to inform workers of health and safety risks, protection and prevention measures as well as the measures set out in article 20 of the Law. In 2014 the exercise of the evacuation of one of the machinery storage sections of the Raos Bridge was carried out.

In 2015 we anticipate carrying out the various formative actions planned for the 2012-2015 Training Plan in order to comply with the same; this will continue with transverse training proposals and the certificates legally allowing the use of SemiAutomatic Defibrillators (SAD) will be renewed.

6.2.2. INDUSTRIAL SAFETY In the report entitled “HEALTH AND SAFETY POLICY IN THE WORKPLACE” dated 25 January 2010, the Chairman of the Port Authority of Santander states that: “Health and safety in the workplace is a fundamental component of both maritime and land-based activities related to port traffic and services and the management of the port area and they are the responsibility of everyone working within the organisation. With this in mind, the Port undertakes to:

Once the exercise had been carried out it was assessed by means of an analysis by all the participants in the drill, the response times of the various emergency teams, internal and external communication, evacuation channels, methods used, etc. ACCIDENTAL MARINE POLLUTION CONTINGENCY PLAN Royal Decree 253/2004 has been the essential ruling applicable at a national level in the field of prevention of and the fight against pollution in accidents involving hydrocarbons, without taking into account cases in which accidents are due to substances other than hydrocarbons. The approval of Royal Decree 1695/2012 of 21st December, which approves the National Response System in the case of accidental or deliberate marine pollution, includes in its field of application not only hydrocarbons but also those substances in bulk that are harmful and potentially dangerous that are not included in the scope of the application of Royal Decree 253/2004.

The Santander Port Authority is in the process of drawing up the Interior Maritime Plan for the Port of Santander, which will combine the remainder of the Plans corresponding to the installations located in the Service Area of the Port of Santander.

The National Response System establishes that ports owned by the state must draw up their Interior Maritime Plans. These must be drawn up by their Port Authorities, which must also take into account the Interior Maritime Plans of those installations located in the port area.

DRILL FOR INTERIOR PLAN OF CONTINGENCIES OWING TO ACCIDENTAL MARINE POLLUTION Emergency Drills are practice exercises designed to train staff with duties included in the Interior Plan of Contingencies owing to Accidental Marine Pollution of the Port of Santander in techniques of the removal of hydrocarbon spills. The personnel that makes up the emergency teams is also given training in the form of the courses established by “ORDER FOM/555/2005 of 2nd March, which stipulates training courses on the prevention of and the fight against pollution in loading and unloading operations and the handling of hydrocarbons in the maritime and port environment�. On 18th December 2014 a training exercise was carried out that consisted of simulating the spilling of hydrocarbons from a sump located on the Raos 7 wharf. During the exercise personnel and resources of the Santander Port Authority and the Marine Red Cross were mobilised.

PORT OF SANTANDER PREVENTION CONTROL AND COORDINATION COMMITTEE

• We must emphasise the website of the Santander Port Authority that provides all the documentation on POH. A document exists of information on general risks in English and an intranet that can be assessed by all of its personnel.

Article 11 of Royal Decree 171/2004 establishes the various coordination options which may be employed between the participating companies. These include holding regular meetings and this is the chosen method of the Port Authority to coordinate with companies operating within the port. Meetings have been held since 21 December 2005, which was when the Port of Santander’s Committee was set up.

• There is a very extensive and detailed Institutional Educational Project (Proyecto Educativo Institucional, PEI). Its strong involvement has included both its own personnel and the whole of the port community.

The Committee met on the following occasions during 2014:

EUROPEAN ROAD SAFETY CHARTER The Port Authority of Santander renewed its commitment as a signatory of the “European Road Safety Charter” on 9 September 2009. The European Charter is a programme promoted by the European Commission whose aims are:

TRAINING IN INDUSTRIAL SAFETY AND THE PREVENTION OF OCCUPATIONAL HAZARDS Within the preventive policy of the Santander Port Authority we can stress the training of its personnel by means of courses of both prevention and emergencies in installations or related to the environment. The courses given in 2014 were as follows.

Operational control: environmental stoppages The environmental control in real time of the main sources of emission of the port involves the use of meteorological variables such as wind speed and direction, which allow taking decisions in order to guarantee an immission of particles smaller than that established in Royal Decree 102/2011 for urban areas and reducing pollution to other commodities and the affecting of third parties. 2011

6.3.3 NOISE LEVEL MONITORING Action taken on the noise sources identified: - Campaigns for measuring noise quality - Surveillance by Port Authority personnel - Installation of noise reduction barriers - Speed limits on port roads - Improvement of road surfaces - Restrictions on night activities (loading/unloading scrap metal) - Reorganising internal traffic to reduce the movement of trucks through city centres - Reorganising the port’s activities so as to locate sources of noise away from urban areas. Measurements: Both the noise registered on the port perimeter and the background levels of noise due to activities foreign to the port (urban traffic, works, etc.) are controlled on a day representative of port activities during the daytime. The results obtained from the 2014 measurements show that all points are below the limits established in the Environmental Regulations of the Port of Santander (65 dBA for areas near urban residential areas, points of plans no. 1, 2, 3, 4, 11, and 12; and 70 dBA for all other areas). All points are affected by traffic from outside the port enclosure.

Spillage The Port Authority controls and characterises an inventory of dumping points into the sea (points inscribed on the “Register of dumping into the sea along the coast of the Autonomous Region of Cantabria”). There is also an inventory of isolated and disseminated emissions which includes a risk estimate and assessment by means of the ROM 5.1 methodology (2011).

6.3.4. WATER QUALITY AND SPILLAGE MONITORING Water Quality and Hydrological Planning Royal Decree 399/2013 of 7 June 2013 approved the Hydrological Plan for the Demarcation of the Western Cantabrian Zone in compliance with the Water Legislation Revised Text and the Water Framework Directive.

Analyses of the sewage and run-off dumped into the sea from the port sewers are carried out periodically with the control parameters being: pH, BOD5, CDO, suspended solids (SS), ammonia, oils, and slag. The results of the most recent analyses show higher levels than those required by the Decree of Cantabria of 47/2009 at 6 of the 37 control points.

The consideration of all of Zone 1 of the port as highly modified transitional water bodies, in accordance with the Port Authority’s submissions and in compliance with the criteria established in the Hydrological Planning Directive. Highly modified water bodies ES087MAT000150, ES087MAT000160 and ES087MAT000170: Bay of Santander, Port, Interior and Uplands.

The control of the dumping parameters, the implementation and consolidation of corrective measures (operative measures, cleaning, and specialised installations) and the requirements that must be met by the users of port sewers allow us to improve the quality of the dumping into port docks.

Cleaning of basins and other common water areas The Port of Santander Cleaning Service “pelican-type” launch recovered a total of 240.86 t of solid waste from port waters during 2014. Apart from collecting solid waste, the vessel has a high-pressure water jet to clean walls, steps and breakwaters and can be used as back-up to clean and dilute fuel spills within the port.

FISHING PORT The Port Authority carries out the cleaning of wharfs and provides fishing services (fish market, dry dock, ice factory, net repair area, ramps, parking area, etc.) and has a Fishing Port Recycling Centre for the storage and separation of waste. By means of the Cleaning Service the Port Authority administers the dangerous waste of fishing shipowners, both that abandoned on the wharf and that delivered to the Fishing Port Recycling Centre, as its owner. PORT AUTHORITY The Port Authority is registered as a Small Quantity Generator of Hazardous Waste (reg. no. PP/CN/136/2002) in compliance with Decree 42/2001 which created and regulates the register within Cantabria. Most of the hazardous waste generated by the Port Authority comes from maintenance and conservation of infrastructure, maritime signalling and machinery. In order to comply with Royal Decree 228/2006 on the elimination and administration of Polychlorinated Biphenyls (PCB) and Polychlorinated Terphenyls (PCT) and appliances containing them, the Declaration of possession of PCBs for 2013 was presented regarding the presence of PCBs, concentrations of between 50 and 500 ppm, in 9 transformers.

6.4. INFORMATION SYSTEMS DIVISION

By way of a summary the projects carried out on IP video surveillance systems should be stressed. The Port has firmly put its faith in them with the installation of 16-megapixel video cameras that allow the controlling and recording of wide areas permitting surveillance in real time and the subsequent analysis of incidents. Progress has also been made with the installation of thermographic infrared cameras on the Port perimeter with the objective of preventing unauthorised access to the Port enclosure.

During the 2014 trading year the Division of Technology and Information Systems (DTI) has updated all its services, which include user systems of servers and desktop equipment. This renewal of services has been due to the updating of the operative services of the services which require updating the equipment and the quality commitment of the Santander Port Authority in the providing of electronic services.

A new service has been developed as part of the Port Service Management (Gestion Portuaria de Servicios, GPS) platform which allows the telematic application for the occupation of the surface area by Port users and the subsequent full management of the same as from its authorisation by the Port Police Station, the daily measuring of occupations by the Port Police, and finally the invoicing of the service.

As for the management summary of the DTI, the reduction of the incidents recorded during that year fell to 1,337. Finally, in those aspects of the use of the services of the Santander Port Authority on its website on the Internet, the targets of which range from companies using the Santander Port Authority installations through potential client companies to a very varied public with the objective of obtaining information of all kinds (not necessarily business information), the figures that have been obtained for 2014 by this means of communication are very positive: 458,087 visits compared with 429,529 in 2013, which represents an increase of 6.65%. A clear piece of data must be emphasised; the increase in access from mobile devices exceeds 54% of all access compared with 40% of the previous year, with a drop of 17% being recorded for access from desktop services.

In connection with the previous project, the process of the modernisation of the computer resources of the Port Police service has been initiated in the form of the renewal of the desktop equipment and by starting an initial pilot project that will be developed in 2015 with the incorporation of mobile service management systems and the use of video cameras in the patrol vehicles.

As to the application for the Port Service Management (GPS), https://gps.puertosantander.es, it is being observed that the use of this service greatly increased in 2014; it is currently a tool of everyday use in the whole of the Port Community.

Finally, with regard to the systems that give access to our information, it has been observed that for our website the trend is the same as that observed in other Internet services: the use of mobiles and tablets as forms of access is increasing dramatically. For the first time since data collection began it is being observed that access to information from desktop devices is decreasing.

INTERNATIONAL POSTGRADUATE COURSE ON PORT ENGINEERING In addition to the formative activities carried out during 2014, the CITAP also proceeded to the exploration and designing of new training activities for the future. In this respect we must stress the drawing up of a preliminary document to define a viability analysis of a planned International Postgraduate Course in Port Engineering aimed at Latin American students. 7.1.3.2. Training periods and professional practice Programme of training period grants for Port Technician trainees In 2014 the Port Authority collaborated with the State Ports Training Periods Programme, the aim of which is the dissemination of the capacity of the Spanish port system and its promotion as a world point of reference, so as to help the Spanish Brand and what it represents in boasting the internationalisation of our companies.

On the occasion of the publication of the monograph on Santander in the “Portusportrait” section of no. 28 of the magazine Portus, and the publishing on paper of its contents, a matter which is treated in another section of this document, it was considered appropriate to organise a presentation of this publication to boost its dissemination locally and to acknowledge the work carried out by a wide range of authors in the articles of which it consists.

Bertha Patricia Saco Cabrera, a Management Assistant of the Peruvian National Port Authority, spent a training period for the “Port-City” speciality at the Department of Corporate Activities from 20th October to 14th November.

It was likewise considered that the presentation of this monograph was an appropriate setting for paying tribute to José Luis Casado Soto, who died in early September. The former director of the Maritime Museum of Cantabria collaborated closely with the Port Authority in numerous scientific and cultural initiatives that aimed to take a closer look at and disseminate the maritime history of Santander and its Port, and is the author of one of the articles published in the aforementioned monograph.

Professional practice In 2014 the International Centre for Port Technology and Administration carried out a formative exchange with various teaching institutions so as to give students from different teaching levels professional practical experience. This was done by organising stays of varying duration at different services and departments of the Santander Port Authority to facilitate their learning and the acquiring of useful skills for their professional development together with employment training and experience. Throughout the year by this system a total of nineteen students benefitted from the programme, most of whom come from the Universidad de Cantabria.

The proceedings, which were presided over by José Joaquín Martínez Sieso, the President of the Santander Port Authority; César Díaz Maza, the Town Councillor of Infrastructures, Town Planning, and Housing of the Santander Town Council; and Emilio Brogueira Dias, the President of RETE. On 12th November during the closing ceremony of its XIV Edition for the 2013-2014 academic year and the inauguration of its XV Edition, the State Ports President José Llorca delivered the inaugural lecture entitled: “Perspectives of international trade and the port system in a changing context”. José Joaquín Martínez Sieso, the President of the Santander Port Authority, also took part in these proceedings.

7.1.3.4. Other teaching activities: collaborations In addition to the organisation of the formative activities, in 2014 teaching initiatives promoted by other entities were also supported. SCIENTIFIC PRODUCTION: ARTICLES FOR THE PORTUS MAGAZINE One of the most outstanding aspects of the scientific collaboration with RETE during 2014 was associated with the editorial content of the two numbers that are published annually by this public association in its PORTUS magazine (www. portusonline.org), the only one with a scientific-technical profile to specifically concentrate on the field of port-city relationships.

7.1.5. INNOVATION, RESEARCH, AND SCIENTIFIC PRODUCTION Throughout 2014 the work carried out by the CITAP in the field of innovation, research, and scientific production has materialised in the form of four initiatives. 7.1.5.1.RETE As regards RETE, scientific collaboration with this association, for which the Santander Port Authority promoted one of the “Advanced Nodes”, took the form of the following matters:

Scientific Committee In 2014 two meetings of the Scientific Committee were attended: the first was associated with the organisation of an internal seminar that was held in Barcelona on 18th and 19th September at the headquarters of the Consorci EL FARC at Port Vell.

Reports and projects ANALYSIS OF PORT “WEBSITES”. EXPLORATORY COMPARATIVE STUDY PROJECT: SANTANDER PORT CENTRE The “SANTANDER PORT CENTRE” initiative is related to the idea of promoting the creation of a new web portal for the Port. It can be understood to be a communication instrument with the essential objective being the dissemination and highlighting of the Port to a varied public.

The PORT-INNOVA initiative The PORT-INNOVA initiative of the Santander Port Authority, which is promoted from the CITAP, was born in 2013 with the objective of promoting a policy of raising awareness of and invigorating culture, internal creative practices and capacities of the organisation, and in-house innovation.

7.2. CANTABRIA INTERNATIONAL CAMPUS XIII IBERO-AMERICAN COURSE – PORT TECHNOLOGY, OPERATIONS AND ENVIRONMENTAL MANAGEMENT

The panel of judges deliberating on the prizes of the Competition, which is made up of members of the Santander Port Authority, the Port Community, State Ports, and the Universidad de Cantabria, met in early December to examine the ideas presented in accordance with the assessment criteria established in the rules of the contest and unanimously agreed to award the following prizes:

This course was an international cooperation initiative between the National Ports Association and the Organisation of American States Inter-American Ports Commission with the collaboration of the Port of Santander and is part of the academic programme of the Menéndez Pelayo International University and University of Cantabria, Cantabria International Campus.

Collaboration with the Santander Enterprise International Centre The Santander Port Authority’s interest in favouring and promoting the development of a culture of innovation and enterprise is expressed in the collaboration framework agreement signed in late 2014 by the Santander Port Authority and the Foundation of the Universidad de Cantabria for Study of and Research into the Financial Sector (Universidad de Cantabria para el Estudio y la Investigación del Sector Financiero, UCEIF).

The participants in this edition were 19 professionals with varying technical profiles from a wide range of Latin American countries: Argentina, Brazil, Chile, Colombia, Costa Rica, Ecuador, El Salvador, Guatemala, Mexico, Panama, and Uruguay. The course will be taught by over 60 port experts from academia (universities and research centres), the public sector (Port Authorities, State Ports, etc.), and private initiative (operators, consultants, and construction companies).

UCEIF is a private non-profit-making foundation that has been created by the Universidad de Cantabria (UC) and the Banco Santander. This collaboration, which in the case of the UCEIF will be achieved through CISE, will take the form of specific agreements that will enable the implementing of the specific actions. In late December both entities signed an agreement for the designing and organisation of a course/workshop on innovative and creative skills to be held in 2015, the aim of which is to provide Port Authority employees with updated basic practical training in these fields.

7.4. DOCUMENTATION CENTRE

PORTUS PORTRAIT “SANTANDER” EDITION PORTUS: Biannual on-line RETE magazine

7.4.1. RESOURCE MANAGEMENT – SERVICE AREAS The Documentation Centre of the Santander Port Authority (as part of the Corporate Activities Department) takes care of the depositing, classification, and arranging of all the documentary material (dossiers, books, magazines, and audiovisual and digital documentation) which arrives essentially from the various Port administration services as a consequence either of compliance with the legal administrative deadlines or in order to collaborate in the work of controlling the documentation of the offices of the institution.

As a complement to the collaboration with RETE in the field of scientific production that has already been mentioned in this document, and considering that the articles gathered in the PORTRAIT section that the PORTUS magazine had devoted to Santander gave an evocative and varied vision of the latter as a port city, the Santander Port Authority considered it appropriate to promote two initiatives for their local dissemination.

In its turn work is carried out such as the depositing, registering, and distribution of the periodic publications received and of the publications issued by the Port Authority, together with the depositing and control of the graphic works that the Port has acquired over the years, and finally the administration of enquiries, loans, and reproductions for both internal users of the Port Authority and other users.

In the first place, the publishing by way of a supplement to the magazine of a short print run of the editorial content of the monograph on paper, taking as a reference the latest numbers of the Portus magazine published on paper for its formal characteristics. Secondly, the organisation of the public presentation of the monograph, which took place on 19th December at the assembly room of the Fundación Botín, which is referred to elsewhere in this report.

In the context of the attention provided by these services, in 2014 the Port Documentation Centre has collaborated in three important expositions. The first of these, entitled “Santander and the sea in books” was held as part of the Santander Old Books Fair, for which it contributed 25 images from the Old Photograph Collection. The second was organised by the General Cultural Office of the Regional Government of Cantabria for the “Centro de Interpretación de la Industria de Cantabria” in Los Corrales de Buelna, for which 28 images were provided, also from the Old Photograph Collection. The third was promoted by the Port Authority itself and was held on the occasion of the inauguration of the renovation of the Pumping Station of the Gamazo Dock with the exhibition “100 x 100 Port, the Gamazo Dock”, for which various photographs and plans of the Dock construction process were contributed.

the digitalisation of all press articles on the port published in the different media, to which database 496 new articles from 2014 have been added.

Among other work the collaboration with the Spanish Open University (UNED) should be highlighted; it allowed the researcher Carmen María Alonso Riva to implement a project entitled “A practical study of the preventive conservation of archives”.

Collection of Port publications In 2014 the Port Authority published two new titles, “Santander Bay. Geotechnical Atlas”, by the Head of the Exploitation and Planning Area of the Port, David Marcano, which is published in book form and as a DVD; and “100 x 100 Port. The Gamazo Dock”, the catalogue of the exhibiton held on the occasion of the renovation of the pumping station of the Dock. With these the number of publications deposited in this collections reaches 220.

General Archive The Port of Santander Archive preserves all the documentation that has been produced by the port administration since the creation of the Board of Works of the Port of Santander in 1872 right up to the present day. This administration includes a collction of the former Organisation of Port Works (Organización de Trabajos Portuarios, OTP) and another with part of the documentation produced by the Fishermen’s Guild as manager of the old Fish Market.

7.4.2. SERVICE MANAGEMENT In 2014 around one hundred new dossiers were registered originating from thirteen transfers from Port offices. The computer platform for the administration of the Photographic Archive has added over 200 new digitalised images on about a hundred files.

In 2014 25 new researchers have made 36 enquiries on 81 dossiers, 7 books, and 6 plans, of which 19 have requested some form of reproduction, mostly in digital format. As for the internal enquiries service, the Documentation Centre has attended 73 requests from 27 users from all departments on 121 dossiers, 65 books, 1 magazine, and 7 plans. Of all these, 41 have requested the transfer of the documentation and 25 have requested some form of reproduction, which is resolved by means of the Port network itself. Only 7 have been resolved simply by data gathering, either with the user present or by having the information sent by the archive personnel over the telephone or by e-mail.

Finally, December saw the completion of the VI Documentary Digitalisation Phase, Projects 5, for which 206 dossiers were submitted with a total of about 30,000 pages. SERVICE AREAS General Documentation General Archive

Library – Press Library The Library holds 6,992 titles, which means that 66 new ones have been included, most of which come from donations from the Universidad de Cantabria, the Fundación Botín, or the Santander Museum of Modern Art (Museo de Arte Moderno de Santander, MAS) among others. In the newspaper library there are 315 titles, i.e. three more than the previous year. The main work in this section involves the administration of numbers and their selective distribution among readers. The newspaper library work includes the registering and

As for the work carried out jointly with the Archives of the Spanish Port System, this has continued to advance during 2014, but it has not been possible to hold any event in which to pool the progress made by the various working groups. The Santander Port Archive continues to collaborate with the Communication groups and with that for drawing up a common Documentary Classification Table for all port archives.

Two events with profound social effects for the city record the most relevant cultural activities carried out by the Port Authority in 2014; the reopening of the Gamazo Dock and its surrounding area after its renovation and the presentation of the Lafuente Archive.

Practically all of the remaining activities held at the Palacete featured artists from our region; the cartoonist Diego Agudo Pinilla, Susana Reberdito with an exhibition as part of the habitual participation in the Women’s Glances Festival, and the artists Nacho Zubelzu and Fernando Valdeón.

As part of the actions of the restructuring of the seafront on the occasion of the holding of the World Sailing Championships in Santander, the Port Authority undertook during the past trading year the renovation of the centenary Dock, the Pumping Station, and the Gamazo wharf to convert the area into a new space for citizen relaxation.

The collaboration that takes place during the summer months with the Universidad Internacional Menéndez Pelayo facilitated the presence of two relevant figures of contemporary Spanish art; José María Sicilia with his installation “The Moment” at the Palacete, and the large-format photographic work of José María Ballester which was exhibited under the title “Lux” at the Cabo Mayor Lighthouse Art Centre. This display marks the revival of temporary exhibitions at this Centre at which the “Light of the Sea” project played a leading role, consisting of a photographic exhibition of the work of Luis Vázquez “Curro” and a documentary produced by the latter and Raúl Serrano; they showed images of various lighthouses from the Spanish coast and gathered the experiences and declarations of the “last lighthouse keepers”.

The Pumping Station was established in response to the demands of the moment as an exhibition hall for a series of exhibits staged by the Port Authority itself, which showed mainly in photographs the history of this infrastructure from its construction to the present day. Information is also provided on the renovation work carried out. The exhibition was hugely successful, being visited by almost 60,000 people in just over 60 days.

Organised visits for groups have increased considerably, mainly for schoolchildren in both the Palacete and the Cabo Mayor Lighthouse Art Centre, to a figure of 662 visitors from 14 centres or groups, especially Spanish and French secondary school pupils.

The Lafuente Archive is one of the most important world archives of the documentation of artistic movements since the beginning of the last century. In 2014 an agreement with the Queen Sofia Art Centre National Museum (Museo Nacional Centro de Arte Reina Sofía, MNCARS) and regional and local institutions was made public, the aim being for the MNCARS to have a permanent headquarters in Santander to hold the collections of the aforementioned Archive.

As a continuation to these events, in 2014 the travelling exhibition “Comics to Port” was held in Setúbal, Portugal. Other activities carried out during the last trading year include the drawing up of various designs for leaflets, displays, and exhibition panels for the business department as support material in the presence of fairs and congresses, among which “Seatrade” in Miami can be highlighted. Likewise the edition of the Institution’s Annual Report was coordinated.

With the aim of stressing the importance of the documentation that has been accumulated by the Lafuente Archive and the significance of the agreement, three exhibitions were held in various cultural spaces of the city with a selection from its collection. The Palacete Embarcadero of the Port Authority housed the exhibition “What is a book by an artist”, which was organised by the well-known specialist Giorgio Maffei and displayed about one hundred “books by artists” produced by essential figures of contemporary art. This exhibition was open to the public for almost 5 months and welcomed 14,000 visitors.

As for the publishing of publications, in addition to those of a business nature previously mentioned, the bilingual guide of the Cabo Mayor Lighthouse Art Centre has been reissued and updated, and the “100 x 100 Puerto” series that had been initiated with “One hundred images from a century of port activities” has been continued. This series aims to promote the photographic collection of our documentation service with the book devoted to the Gamazo Dock. > 55 <

EXHIBITIONS 2014 Cabo Mayor Lighthouse Art Centre Visits 2014: 17.650 ted to the sea and lighthouses that the painter Eduardo Sanz has collected over the years. The Centre has six halls distributed among the base of the lighthouse tower and its adjacent buildings, the warehouse, and spaces for workshops or complementary activities. The total surface area of the Centre is 740 m2, of which 375 are used for exhibitions.

This cultural initiative is promoted by the Santander Port Authority and aims to provide the capital of Cantabria with a new museum committed to the dissemination, interpretation, and preservation of the creations inspired by the sea. The installation feeds off the strong symbolic, landscape, and architectural presence of the Cabo Mayor Lighthouse and the exceptional collection of works of art, objects, and curios rela-

urban point of reference to position Santander and its Bay as the cultural capital of the Cantabrian and also in its turn to revitalise the remainder of the cultural institutions of the city, both of the port (the Palacete del Embarcadero and the Cabo Mayor Lighthouse Art Centre) and urban (the Regional Library, the Maritime Museum, the Palacio de Festivales, etc...).

The “Interadministrative Collaboration Agreement for the Urban Development of the Port Seafront of Santander”, which was signed in 2011 by the Santander Town Council, the Regional Government of Cantabria, State Ports, the Ministry of Public Works, and the Santander Port Authority, allowed progress to be made in the structuring of the management of the “Seafront Development Project“, defining the commitments of the administrations involved in the project, designing the bodies able to correctly follow up and execute its urban development, and specifying action in the various areas of the seafront and the general structure of the income and cost of the same. On the one hand the project has allowed the improvement of the positioning of the city of Santander as the capital city of Cantabria, turning the port seafront into another source of tourist and cultural attraction. On the other hand it has achieved the strengthening of its business fabric in order to generate wealth and employment. This double objective is pursued by means of the application of town planning, port planning, and design measures which allow the improvement of the environmental and landscape conditions of the seafront of the city of Santander. Moreover, it promotes the consolidation of a strategy to increase the competitiveness of the Port of Santander by means of the improvement of its installations and services and the development of new infrastructures in a sustainable manner. The “Redevelopment Project” is in keeping with the agreed model for giving the new seafront an avant-garde cultural package for the 21st century so as to allow the creation of a new

ting of the works of the Castilla-Hermida Promenade on land owned by the Port Authority. The latter action is substantially modifying the south of the Maliaño Dock on the other side of the Fishermen’s Quarter and will improve the quality of life of all its inhabitants.

On the occasion of the celebration of the ISAF World Sailing Championship, 2014 has turned out to be a key year in the development of the port seafront. On the one hand we have the renovation of the Gamazo Dock and the development and adaptation of its vicinity together with the Pumping Station. On the other hand, there is the adjacent connected structure of the Duna which was designed by the architect Alejandro Zahera in the concession granted to the Spanish Royal Sailing Federation as a building for storing sports equipment; at the same time it serves as a walkway and a terrace by the sea for pedestrians. The opening to the public of these interconnected spaces has created a new meeting point where the Port meets the City.

Finally, on 16th December 2014 an Agreement has been entered into with the Santander Town Council in order to condition the San Martín Esplanade, which will be used for nautical and sporting activities and general citizen use. In 2014 the Santander Port Authority carried out the necessary actions to make these initiatives possible in collaboration with the remainder of the institutions involved in the development of the seafront, with the objective of opening a new port seafront with an innovative design, the use of which is sustainable and of value to all citizens.

In addition to these activities on the occasion of the 2014 World Sailing Championships and which have given the Santander seafront this new functionality more in keeping with the generating of citizen values, 2014 has also seen the star-

of its own, the Port took part in this edition by taking advantage of the fact that the State Ports set aside a stand for the ports. As a participant it was able to attend the meetings of the Port Associations to which it belongs: Cruise Europe, Atlantic Alliance, and Costa Verde Cruise.

The business activity of the Port of Santander mainly concentrated on the cruise sector during 2014. In addition, all requests reaching this department via the customer service were attended to.

Finally it took part in the Cruise Summit event, which was held in Madrid in 2014. Cruise In May the Port took part in the International Cruise Europe Conference in Riga. During the conference it was revealed that the Port of Santander had been chosen to organise the same event for the 2015 edition.

This year ten cruises put in at Santander. Metope was delivered to the three ships that put in to our port for the first time: L’Austral, Crystal Serenity, and Adonia.

The Port took part this year in the two Seatrade Cruise fairs, firstly in that of Seatrade Miami in March with a stand of its own as has been the case in recent years. This Fair is the most important in the sector, and thanks to the collaboration of the State Ports to coordinate the participation of all the “Ports of Spain” in the Spanish pavilion it allows the revealing of the future of the Port of Santander. In addition to its American version, each year Seatrade organises a European version which this year was held in Barcelona for the first time. Although not this time with a stand

Other Sectors Since logistic design is a key factor in multimodal transport chains, as in previous years the Santander Port Authority participated in International Logistics Week in Barcelona. To be precise it took part on the stand of the Ministry of Public Works, where it shared the space with other port authorities under the coordination of State Ports. In September the Santander Port Authority took part in the discussion over lunch organised by the “PROPELLER CLUB MADRID”, in which it was able to expound the strategic importance of Ro-Ro traffic for the Port of Santander and the ongoing expansion and improvement projects.

Customer service The Customer Service provides a form for users on the Port’s website so that they can make suggestions or complaints to the Santander Port Authority or request information. In 2014 the e-mail account provided for the purpose, sac@puertosantander.com, received 87 messages. Of these 81 were requests for information, mostly about connections with other world ports and fees and charges for certain services. Five were complaints from users about Port services or installations and finally an official complaint was recorded. The Customer Service is manned by personnel from the Business Department. So as to improve the service an indicator has been established to give the average response time, which was 0.3 days for 2014.

Carlos Calvo represented the Port of Santander with his lecture on the integration of sea signals in a single Remote Control System and the publication of some of these navigation aids in Automatic Identification System (AIS) format.

The Business Department also maintained the necessary contacts with clients and operators so as to assess their degree of satisfaction. By means of the answers received from the main operators (maritime, land, and port) and clients according to the 2014 satisfaction survey, it is estimated that the average level of satisfaction is 3.4 out of 5. Fishing Malia単o Basin The Port of Santander has a fishing port with a recently constructed dock, warehouses, auction hall, ice factory, box storage and washing facility and waste transfer depot, which have significantly improved the quality of services.
