The Bloomington Chamber of Commerce offered an ounce of prevention to businesses looking to avoid pounds of cure in the event of workplace violence or a natural disaster. Randy Ferris, the senior director of loss prevention for SuperValu, spoke to an audience assembled last week at the chamber’s offices to discuss steps businesses should take prior to and during times of crisis. Ferris led crisis preparation and response for SuperValu-affiliated stores affected by 2005 hurricanes that hit Florida and the Gulf Coast. Ferris provided recommendations for dealing with a variety of workplace violence scenarios. Days after a mass casualty shooting in Tucson, Ariz., the topic was “an issue that’s on everybody’s mind,” he said. In most instances the employees, customers or other bystanders at a shooting will be on their own for 10-15 minutes before law enforcement is available to help, according to Ferris. There are three options for survival. The first is to evacuate, if possible, although the first instinct of most people is to panic and freeze, Ferris said. Some people will inadvertently congregate in the direction of the shooter, he noted. If evacuation is not possible, the second-best option is to take cover in a safe room or hide in a cabinet or other space out of a shooter’s view, Ferris said. SAFETY: TO PAGE 22

Pageant victory provided boost of self-confidence Reigning Ms. Minnesota Senior is from Bloomington BY ROXI REJALI • CONTRIBUTING WRITER The third time was a charm for Mary Lou Phipps. She won the title of Ms. Minnesota Senior on her third try for a title from a

pageant celebrating the talents and accomplishments of women age 60 and older. At the ceremony, she claimed a sash, tiara, bouquet of red roses and a boost to her self-confidence. “It was a highlight of my life, I must say – another accomplishment,” said Phipps, 65. “I stuck with it. This was my third time. I persisted and it paid off. It was really, really nice.”

The Bloomington resident has a little experience with the value of persistence. After she was laid from her 36year career as a flight attendant, she completed a college degree at age 59. Nowadays, she keeps active with water aerobics, tap-dance classes, a full slate of volunteer activities and time with her two stepchildren and three grandchildren. Phipps sings and dances in variety shows at area nursing homes or senior centers with a group of former pageant contestants called the Cameo Club. “I like the fact that when we do our shows, people have come up to us in their 40s and 50s and tell us that we give them hope for aging,” she said with a chuckle. “There’s going to be a lot of us out there.“ She’s right. Seniors aged 65 and older accounted for 13 percent of the U.S. population in 2008, according to the U.S. Census Bureau. That number is projected to increase to 20 percent of the population by 2050. Phipps started on the pageant road in 2006, when a friend in a tap-dance class encouraged her to apply for the Ms. Senior Missouri pageant. Phipps lived

in St. Louis, Mo., with her husband Mike. “I was second runnerup,” she said. “Afterwards, I said, ‘I’ll never do that again.’ It was so exhausting. However, in 2008 I decided to do it again.” She became first runner-up. Later that year, she Mary Lou Phipps moved to Minnesota where her husband was offered a job as a corporate pilot. She applied for the Ms. Minnesota Senior 2009 pageant and won the title with a tapdance routine to “In the Mood.” About three weeks later she traveled to Atlantic City, N.J., to compete in the Ms. Senior America pageant where she won a spot as a top-ten finalist. She applied her pageant-winning formula: “Smile a lot – a lot. Stand up straight. Keep your sense of humor. You get to wear gowns with rhinestones and glitz. It’s fun.” PAGEANT: TO PAGE 3

Pageant FROM PAGE 2 Although Phipps was crowned in 2009, she is still the reigning queen, said Minnesota event coordinator Heather Aarre. The Ms. Minnesota Senior pageant wasn’t held in 2010 due to a number of factors, but one reason was a decision to reschedule the state pageant from fall to spring, Aarre said. That switch allowed state contestants more time to prepare for the national pageant in the fall. This year’s Ms. Minnesota Senior pageant will be held April 20 at Mystic Lake Casino and Hotel in Prior Lake. Self-confidence and a zest for life set Phipps apart from other contestants during the 2009 pageant, Aarre said. Those qualities were on full display when Phipps enthusiastically greeted well-wishers at community events to promote the pageant, including Edina’s Fourth of July parade and Defeat of Jesse James Days in Northfield. That positive outlook also has helped Phipps recover from recent setbacks. In 2003, she was laid off after 36 years as a flight attendant for TWA and American Airlines. Although she had taken college courses over the years, she decided to use a $10,000 government grant for dislocated workers to go back to school and complete a bachelor’s degree in history from Maryville University in St. Louis. At age 59, she graduated magna cum laude with a minor in gerontology, the study of aging. Phipps enjoys sharing her time and talents with older adults through her volunteer work. centers with her beagle Daisy, who is certified as a pet-assisted therapy dog. Phipps treasures the memory of visiting a man with dementia at a nursing home; staff told her that he hadn’t spoken in a week. But during the visit, the man began petting Daisy and talking to her. Phipps was thrilled. Phipps hopes to continue spreading her positive outlook. “When you get older, your life changes so much because you start to lose peers, you’re losing family members,” she said. “So many are all alone and that’s frightening. Their world gets smaller. So maybe for a few minutes, we’re expanding their world a little bit.”

Bloomington duo arrested for soliciting prostitution BY MIKE HANKS • SUN NEWSPAPERS A Bloomington apartment served as the base of operations for a duo charged with solicitation, inducement and promotion of prostitution involving two 15year-old girls. Charges filed in Hennepin County District Court allege that a 45-year-old Minneapolis man and a 55-year-old Bloomington woman promoted prostitution services involving the girls through online classified ads. The girls met the Minneapolis man through the Internet in November and posed for sexually suggestive photos in the Bloomington apartment he shared with the 55-year-old woman, according to the complaint. The girls returned to the apartment on Dec. 24 and posed for additional photos. The man posted ads online Dec. 25, offering the girls as escorts. The duo, along with a third person who has not been charged in the case, took the girls to St. Cloud on Dec. 26, where two rooms were rented. One of the girls had sex with a client in St. Cloud, according to the complaint. Bloomington Police were contacted Dec. 30 by Fairview Riverside Hospital in Minneapolis regarding a possibly suicidal 15-year-old girl. The girl told police that she and her cousin had been involved with the suspects. The girl provided a cell phone to police, which included contact numbers matching those of the suspects. Her phone number for the male suspect was the same number that appeared in online ads featuring the girls. The girl also verified that pictures in the online ads were of her and her cousin, the complaint noted.

Ads featuring one of the girls appeared online as late as Jan. 7. The duo was charged Jan. 10 in court with two felony counts each for promotion of prostitution involving minors. If convicted each suspect faces up to 20 years in prison and a $40,000 fine for each count.

Criminal sexual conduct A 20-year-old Bloomington man faces one felony count of criminal sexual conduct stemming from his relationship with a 15-year-old Bloomington girl. The suspect, charged Jan. 7 in Hennepin County District Court, met the girl through mutual friends. The girl had run away from home for three days prior to Christmas, and again Dec. 28. Police were contacted Dec. 29 by the girl’s father, who reported his daughter had sex with the suspect. The man said he had sex with the girl during both times she ran away from home, but initially thought she was 16, according to the complaint. He was aware she was 15 when they met again after Christmas, the complaint noted. The girl said that while she was away from her home she was under the influence of either marijuana or methamphetamine provided by the suspect and his friends. The man faces up to 15 years in prison and a fine of up to $30,000 if convicted.

Apartment robbery Two men face burglary and robbery charges following an incident at an apartment near Normandale Community College.

Two men entered the apartment on the 4100 block of West 89th Street at approximately 4:42 p.m. Jan. 10. The men entered through an unlocked sliding glass door. One of the apartment occupants confronted the men. One of the suspects responded by putting the man in a headlock, then grabbing him by the neck as he took the man’s wallet. The second suspect asked for another apartment resident by name, according to Bloomington Police Commander Mark Stehlik. The suspects fled the apartment with three guitars and a laptop computer. While watching surveillance cameras, community college security officers observed two suspicious men in the parking lot of the community college and notified Bloomington Police, Stehlik said. Police found the men in the parking lot and the guitars and computer in a nearby snow bank. Both men – a 20-year-old Minneapolis man and a 20-year-old Brooklyn Center man – were charged in Hennepin County District Court Jan. 12 with two felony counts of burglary and one felony count of simple robbery.

Parking ramp altercation A 31-year-old Burnsville man was arrested following a confrontation he had with an 18-year-old Minneapolis woman in a parking ramp at Mall of America. Police were dispatched to the mall parking ramp Jan. 9 after the woman called 911. She said she was meeting the man at the mall for the first time. She told police she began talking to

the man a few weeks earlier through a telephone chat line, Stehlik said. The woman had exchanged text messages with the man and had sent a picture of herself to him. She received a message form the man, who said he was white, telling her she wanted to meet him, Stehlik explained. They arranged a meeting in the mall parking ramp, where the woman found out he was black. She got in his car and they drove around the mall area. He asked her if she wanted to go to a hotel, which she declined, Stehlik said. She asked to be dropped off at the mall entrance. After she exited the man’s vehicle she heard him come up behind her. He claimed that she had taken $40 from him, which she denied. She opened her wallet to show the man she didn’t have $40, and he took it from her after a struggle, Stehlik said. The woman followed him back to his car and took an iPod from inside his vehicle before he could close his door and drive away. The woman said she was taking the iPod unless he returned her wallet. The two then had a second altercation. He grabbed the woman and forced her to drop the iPod. She then called 911. The suspect remained at the scene until police arrived, claiming he had met her through an online classified ad pertaining to an iPod, and that she took $40 from him, Stehlik explained. The man was arrested at the scene following questioning. Investigators did not find an ad matching the description given by the suspect, Stehlik noted.

Bloomington firefighters responded to two small kitchen fires earlier this month. The first was Jan. 8 on the 8800 block of 18th Avenue South, the second was Jan. 9 on the 10000 block of Newton Avenue South. Both fires were quickly extinguished, according to Bloomington Fire Chief Ulie Seal. “Cooking fires are our single greatest accidental fire cause, without a doubt,” Seal said. Cooking fires often occur because a stovetop pan or chicken potpie in the oven is left unattended. “People get distracted, life gets in the way,” Seal said. There are several guidelines to follow when a kitchen fire occurs. If a fire is contained to a pan on top of a stove, put a lid on it, if it is safe to do so, according to Seal. When cooking with grease, being prepared for a fire is advised. Have the lid for the pot or pan ready, as well as a hot pad, he noted, adding that water should not be used, as it can cause grease to splatter.

Fire extinguishers can be used to put out a fire, but they need to be used properly. If used improperly, an extinguisher can spread a fire, Seal said. Baking soda, flour or other cooking ingredients shouldn’t be used in an attempt to extinguish a fire. If a fire is in an oven, the oven should be turned off and the door should remain closed, Seal said. If there’s uncertainty that a fire is safely extinguished, or a grease fire is too large to safely cover, call 911, Seal added. Keeping kitchens clean, including the interior of the oven, will help minimize the chances of a fire, he noted.

Light rail incident The Bloomington Fire Department was called in response to smoke inside a light rail car as it departed from the Mall of America station Jan. 12. The smoke was reported by passengers inside the car, and appeared to be a result of paper stuffed into a heater vent inside the car, Seal said. There was no damage to the rail car, and after clearing the incident the train remained in service, Seal noted.

Confessions of a thrift store junkie: Dress for less When I first met my wife nearly five years ago, she told me that she never paid more than $5 for a top and $10 for pants. At the time, I didn’t believe her, but with a little practice, I’ve been able to give her a run for her money. We are both thrift store junkies, and after a few years of making the rounds, I thought I would dish out some of what I’ve learned in the process of looking decent on the cheap. With a little work, it’s possible to save your green and not skimp on quality. • Every Tuesday, Goodwill has a different color tag that sells for $1.49. It depends which week it is, but if you plan ahead, you can often get deals on a variety of items, especially clothing. Plus, big-name companies often donate their unsold wares to Goodwill, so you can find new clothing with the tags on it for far less than retail. • Learn how to use shoe polish. I once found a $130 pair of Cole Haan shoes in the boot section at Arc Value Village in Richfield for $2. Whomever had the shoes before got road salt on them,

which is apparently an offense which requires donation to a local charity. Their loss, my gain. • Dry cleaning too expensive? I’ve had some decent luck with Dryel, a home dry cleaning kit. It works well enough for regular cleaning. This allows me to clean and dewrinkle any expensive dress pants I find at thrift stories. It’s a much cheaper way to look nice than buying the pants new. Also, if you learn how to do your own hemming, you can stretch that dollar even farther by expanding your selection of options. • If you have a pair of dress shoes that are beginning to wear out, take them to a local shoe repair place. It’s cheaper than buying a new pair, and they are already broken in when you get them back. Plus, you will be supporting a local business.

• Cargo pants can make excellent shorts, come summer. Learning how to sew hems has kept me from having to buy new shorts for the past several years. Instead, I simply buy new (for me) cargo pants when the weather starts getting cold again. • A toothbrush and a bit of Oxyclean mixed with dish soap can get many stains about of clothes that a simple washing can’t. Bleach pens are also good for getting small stains off of white garments like dress shirts. As someone who deals with sticky toddler hands on a regular basis, I’ve found the toothbrushOxyclean combination to be invaluable. • UNIQUE thrift store in Burnsville has a cool VIP membership club that gives you a 25 percent off discount on Fridays, as well as e-mail notification about upcoming 50 percent off sales. Judging from my own experience, the 50 percent off days can be crowded and hectic, but if you are willing to deal with the mob, you can score some pretty good deals. • Learn how to fix buttons, and teach your kids, too. It’s a

simple way to keep a pair of pants in good repair. You’d be amazed how many pairs of pants I see on the racks of local thrift stores that lack buttons. If the owner had taken the time to repair them, they’d still have an otherwise-decent pair of pants. • If you are really ambitious, learn how to fit your own dress shirts. Can your local tailor do it better? Oh, yes. But there’s something about finding a thrift store shirt and custom fitting it that makes a good find even better. Instructions on how to do this are widely available on the Internet for those brave enough to try. • Church sales are a good place to find basic clothing items, and most have some form of a “bag sale” to clear out leftover items at the end of a weekend sale. I’ve found some pretty good dress shirts this way. These sales usually have a lot of kids stuff, too. It’s especially important these days to make every dollar go as far as it can. I hope that the lessons learned from my own thrift addiction can help you do the same. Happy hunting!

LETTERS TO THE EDITOR Not all teens are bad To the editor: We, the Bloomington Youth Action Crew, are responding to the “Isn’t anyone concerned by the way adolescents act?” column in the Nov. 25 SunCurrent. When reading this article, we were disheartened to hear that adults have this view on children. We’ve been working for a year-and-a-half on improving youth life and youth and adult relationships in Bloomington.

We are not under the illusion all kids are perfect, but we feel teens are generalized often. As teens who are working with adults, priding ourselves on not drinking and being responsible, reading articles like this is hard. As both teens and adults we take more notice to a lot of the bad things that happen and tend to miss the good things the other group does. Teens in general do nice things to try and be accepted by adults by holding doors and saying thank you. We don’t all move in front of bikes or swear at random houses. It’s odd that small things teens do because

they’re immature merit a newspaper column, yet all the good things teens do barely make the news. There is no doubt kids do these things willingly. However one thing we as a society over look are circumstances. Maybe the kids you run into outside have to stay tough, doing everything they can to keep themselves together. Kids are growing up in a different world now, a lot faster, but that doesn’t mean they’re not still kids. Conor Burk Bloomington

Writers leaving their ink on First Pages classes at library BY JONATHAN YOUNG • SUN NEWSPAPERS Edina resident Inna Hays believes everyone has a story worth telling. “You’re on a journey, and you have a story to tell, whether you realize it or not,” she said. Hays recently attended a First Pages writing lab at the Edina library to learn how to tell her personal story better. Throughout Hennepin County, writers like Hays have the chance to hone their skills through free 60-minute labs in January. First Pages is a program presented by Hennepin County Libraries and The Loft Literary Center. It allows people interested in writing to attend labs on specific, writing-related topics. This month’s topics range from memoirs to children’s literature to finding time to write. The “teaching artists” from The Loft who lead each session are experienced professionals who know how to guide others through the writing process. They are well respected in the Minnesota literary community, and many have won awards for their writing.

“The instructors have all been wonderful, enthusiastic and encouraging to participants,” said Maureen Millia Smith, a librarian at the Edina library. They are also well-qualified. “All of the teaching artists possess a combination of publication credits and teaching credentials,” said Kelly Ceynowa, associate education director at The Loft. The Loft is a nonprofit literary center in downtown Minneapolis with a mission “to support the artistic development of writers, to foster a writing community, and to build an audience for literature.” It offers multi-week classes for a fee at its downtown location, as well as the Hopkins Center for the Arts and the Plymouth Creek Center. Online classes are being developed this year. First Pages allows The Loft to expand its programming to convenient locations in surrounding suburbs. “The program gives reluctant writers the chance to experience a class free of charge without committing to something longer term at the Loft,” said Ceynowa.

The First Pages workshops inspire some people to sign up for other classes at The Loft, she said. As the title implies, the First Pages program is intended to help writers learning the craft. But it can also benefit experienced writers. “Many participants take every First Pages lab that they can take just to keep focused on whatever they are writing,” said Smith. “It also gives established writers a chance to meet up with local writers in their community,” said Ceynowa. Most First Pages workshops focus on adults, but some are specifically designed for teens or children. A few even target Spanish speakers. The program is funded by Minnesota’s Arts and Cultural Heritage Fund created by the 2008 Legacy Amendment. Since the inception of the First Pages program two years ago, libraries across Hennepin County have presented dozens of these writing labs. This year labs have already been held at the Brookdale, Edina and Ridgedale libraries. Other labs are scheduled for the Eden Prairie, Penn Lake, Sumner and Walker libraries.

With a little over a week into his first legislative session, freshmen Republican Rep. Kirk Stensrud of District 42A (covering parts of Minnetonka and Eden Prairie) said the housekeeping details at his office in the capitol are done. His computer and phone are set up. His legislative assistant has been assigned. “It seems to be we’re all ready and open for business,” he said. In December, after his narrow electoral victory over incumbent Maria Ruud, Stensrud said he was already getting a lot of e-mails and contact from groups and individuals he hadn’t heard from during the campaign. He was anxious to get started, he said, and he was hoping to get on the committees he preferred. Well, it’s started, and he did. Stensrud has been assigned to three committees, Jobs and Economic Development Finance, State Government Finance and Commerce and Regulatory Reform. “I’m pleased,” he said. “It kind of fits in with where I’ve been and what I campaigned on.” Stensrud was born and raised in Bloomington and now lives in Eden Prairie with his wife Wendy. They have two children in college and one attending Minnetonka High School. He has experience in small business. In 2001 he gave up his career in medical device sales, bought a Fish Window Cleaning franchise and set up shop in Edina. He had seen a lot of fluctuations in the medical device field, and he was ready to run his own business. “I just looked at what do I have to offer any industry,” Stensrud said before

the session began. “Surprisingly, if you’re open and honest with people and show up on time, that’s a good measure for success.” Had he not gone into business for himself, he would not have made a run for the legislature, Kirk Stensrud he said. That experience also gave him insight into the economic situation. “When it comes to having an appreciation for where our economy is, I know how some of our customers have cut back,” Stensrud said. He got involved in politics after attending a caucus with his neighbor more than six years ago, he said. Before deciding to run himself, he had asked others if they would be interested in running for office. With no one interested, he kicked around the idea of running. He talked to Sen. David Hann of Eden Prairie and local GOP leaders before deciding to throw his hat in the ring. After all, he was looking for someone who thought like he did, he said. Now, he’s one of 33 freshmen GOP representatives in the legislature, and he thinks the lot of them will have the same message this session, with a focus on jobs and controlled spending without unnecessary tax increases. “Anything not related to those should take a back seat for now,” he said. With his committee assignments and his colleagues proposing a bill that would look at state revenue before prioritizing spending, things are off to a good start. “I think it’s really what all of us seem to be campaigning on,” he said. “We need to do the best we can with the resources we have.” Info: rep.kirk.stensrud@house.mn.

Kennedy choirs to host fundraising dinner Bloomington Kennedy High School’s show choirs will host their annual fundraising event next week. The dinner and show is 5:30-8:30 p.m. Friday, Jan. 28, at the school, 9701 Nicollet Ave. S. Guests will be treated to a pasta dinner while enjoying performances by the award-winning show choirs East Side Swingers and Rhythm in Gold. East Side Swingers is the school’s competitive show choir, composed of 35 girls, 11 band and 13 crew members. Rhythm in Gold is Kennedy’s varsity show choir that has earned grand champion honors and runner-up finishes. The group consists of 47 male and female performers, 11 band and six crew members. Other activities include a silent auction and caricatures drawn by a local artist. This means: • You can enroll if you have a high school diploma or a GED. Even without those, you may be admitted if you demonstrate potential for success in college. • No standardized tests are required for admission to the two-year state col-

Legislators set out to create bipartisan district maps Sen. Geoff Michel of Edina, Rep. Sarah Anderson of Plymouth are leading redistricting committees BY KATIE MINTZ • SUN NEWSPAPERS Sen. Geoff Michel is preparing for the start of what he calls an “interesting legislative sideshow.” The Republican deputy majority leader from Edina was tapped to lead the Senate’s Subcommittee on Redistricting. Redistricting, which happens every 10 years following the decennial census, is the process of dividing the state into equal districts by population. In Minnesota, the state Legislature is tasked with both state legislative and congressional redistricting, deciding constituencies for eight U.S. Congress districts, 67 state Senate districts and134 state House districts. Michel said closing a $6 billion budget deficit and revitalizing the economy – he also chairs the Senate Jobs and Economic Growth Committee – should be the Legislature’s top priority this session. But the often highly politicized and contentious redistricting process gar-

ners a lot of attention from political pundits and the media, he said. Still waiting for detailed census data, he and other legislative leaders agreed despite the expected rhetoric they’d need to produce maps with bipartisan support to win approval from both the Republican majority in the Legislature and DemocraticFarmer-Labor Gov. Mark Dayton. “The only way we can actually do it is by all working together,” said Michel, who represents District 41. “If it’s not bipartisan, we’ve wasted a lot of time.” If the Legislature and governor fail to agree on a plan, or if someone files a lawsuit against the approved plan, both the congressional and legislative plans can be referred to the courts – the historical norm in Minnesota. In 2009, the Senate approved a constitutional amendment that would have sent the responsibility directly to a panel of five retired judges. The Legislature would have had the opportunity to accept or reject their map, but not amend it.

Proponents argued the maps inevitably end up in the courts. The panel would allow the Legislature to focus on other matters. The bill did not make it out of House committee and would have also required the governor’s signature to make it onto the 2010 General Election ballot. Michel and House leaders said they have no intention of referring redistricting to an appointed commission. Rep. Sarah Anderson, R-43A, of Plymouth is chairing the House Redistricting Committee. Rep. Mary Murphy, DFL-6B, a district in northern Minnesota near Duluth, was named the DFL lead. “We’re both interested in creating a fair product that serves the people of the state well,” said Murphy, who’s seen three redistricting processes since first elected in 1976. “The constitution said the Legislature shall produce a plan and it’s up to the people to decide if it’s a good plan or not.” Anderson, in her third term, said elected officials are more accountable to the voting public than appointees. “The citizens don’t have that direct line [to an appointed commission],” she said. “This gives them direct power in the process.” With apportionment data released last month by the U.S. Census Bureau, it

is clear Minnesota will keep its eight congressional seats. Minnesota officials expect to get the detailed population numbers used to draw state legislative and congressional maps at the end of February or early March. Anderson said the U.S. Census Bureau must deliver the count to states by April 1, but they will likely come sooner. “They tend to give preference to states that have statutory deadlines like Minnesota,” she said. “We have to have a plan in place by Feb. 21, 2012.” New congressional and legislative districts must be determined early enough to give sufficient time to prepare for the primary election scheduled Aug. 14, 2012. Once the numbers are available, work will begin on drawing the maps. “The process is no different than you would see in any other bill situation,” said Anderson. “Whether it’s a bill in Taxes or a bill in Health and Human Services, it’s the same process.” Typically, staff hired by the four Legislative caucuses – the House Republicans, House DFLers, Senate Republicans and Senate DFLers – will draft proposed redistricting plans to meet requirements of law. Redistricting FROM PAGE 14 For both state legislative redistricting and congressional redistricting, guidelines are set in the state constitution, by state statute and by previous court rulings. First, districts must have equal numbers of people. For the eight congressional seats, as close to total equality as possible is required. In the map set by the courts in the last redistricting process, each district had 614,935 residents, except one with one less person. Under current standards, state legislative districts may not exceed a maximum population deviation of plus or minus 2 percent. Anderson said based on 2009 projections, a potential area of population growth is the state’s west exurbs, and areas of potential decline include the state’s northeast and northwest corners. Such shifts can affect district lines. For example, Michel said in the 1990s, his district was about half Edina and half Eden Prairie. By the next decade, Eden Prairie had grown significantly and essentially became its own district.

Michel’s district is now comprised of Edina and west Bloomington. For both state legislative and congressional redistricting, districts must also be contiguous and structured into compact units with attention to county, city and township boundaries. The jurisdictions are not supposed to be divided into more than one district except as necessary to meet equal population requirements or to form districts that are contiguous and compact. Legislators are also called to preserve “communities of interest” where possible. These include groups of citizens with clearly recognizable similarities of social, geographic, political, cultural, ethnic, economic or other interests. Finally, districts may not be drawn for the purpose of protecting or defeating an incumbent. Map proposals are sent to a joint commission for review. The Legislative Coordinating Commission’s Subcommittee on Redistricting assists the Legislature in carrying out its redistricting responsibilities. Greg Hubinger, director of the Legislative Coordinating Commission, said it has a primarily technical role. The commission provides software, hardware and staff resources to the House and Senate committees.

The Legislative Coordinating Commission’s Geographic Information Services office analyzes the proposed plans and publishes them online. “Those proposals then go through the normal process of being heard in House and Senate committees, on House and Senate floors and then a conference committee if it gets that far,” said Hubinger. Finally, a plan must be signed by the governor. At press time, appointments to joint commissions had not been made. The Legislative Coordinating Commission’s four-member Subcommittee on Redistricting will be comprised of one member from each caucus in each house. Members of the Senate’s Subcommittee on Redistricting, which falls under its Rules and Administration Committee, had also not yet been named with the exception of chair Michel. Throughout the session, which convened Jan. 4, legislators will also be tasked with other redistricting-related decisions. Two bills were introduced Jan. 10 and referred to the House Redistricting Committee. One would reduce the number of state senators and representatives and prevent senate districts from being split into more than one congressional district. The other

would coordinate legislative districts and congressional districts so that the number of senators is evenly divisible by the number of U.S. representatives. Anderson said her committee would address those issues as they arose. The committee had its first meeting Jan. 11. “Our focus right now is just getting those population numbers in and seeing what kind of plan for the state we can put together,” she said. “Our goal as a committee is to put out a good, fair plan and make sure the process is fair for everyone.” She said the public is welcome at House Redistricting Committee meetings. Because the committee does not a have a set meeting time, it will often meet toward the end of the day giving more people a chance to participate, she said. Michel said he has spoken with House leaders and the governor’s office about holding joint hearings on redistricting plans and potentially a “redistricting roadshow” for hearings around the state. He said he was optimistic about reaching an agreeable map while focusing on other priorities. “We have a job to do,” he said. “I’m happy to take it on. This is interesting work and it’s challenging work, but it’s not as important as the budget and the economy.”

SHAPE will pay an annual fee for the use of MABE and related technical support/training. The fee is based on enrollment data submitted to MDE from the previous program year. Approves the property tax levy for the final 2010 payable 2011 levy of $42,359,464. In the event of any changes to levy amounts by the Minnesota Department of Education, it is the intent of the School Board of Independent School District 271 to levy the appropriate amount as allowed by law. The state requires that districts use the term “Maximum” on the certification sheet to allow these corrections to the levy. Approves increasing KinderPlus fees $15.00/month for the 2011-2012 school year. The fee would be $385/month for a total of $3,4645.00 for the school year. That much I can promise.” For some, that’s tough to find this time of year, especially outdoors, when the arctic of winter tends to settle in for the month of January. It doesn’t take a meteorologist to dissect the air. It’s just cold. But, as Winter Fete has proven for each of the previous eight years, that doesn’t mean there aren’t plenty of reasons to bundle up and get out of the house. “People tend to whole up,” Morrison said. “The whole point of Winter Fete is to get them back in the outdoors.” That effort will unfold Wednesday, Jan. 26 with the International Nordic Ski Jumping Competition, which will be held under the lights at the Bush Lake Ski Jump 6 -10 p.m. that night. Ski jumpers from across the globe, including both past and future Olympians, will be soaring some 300-feet across the Bloomington skyline. Admission to the competition is $5 for anyone over the age of 12. A pair of area hockey organizations will use a two-hour stint Friday (Jan. 28) night to feature the high school ages players in a skills competition with the youngest of youth players (Mites) at both Running Park and Westwood Park.

A broomball tournament will begin at 8 a.m. Saturday, Jan. 29 and run through 5 p.m. at Tretbaugh Park. There are trees with no leaves on them, and the landscape just looks so much different, and streams are frozen. It just looks really cool through a lens.”

Employees may be treated as a suspect, which could include being handcuffed, Ferris explained. Once the incident is defused, employees and other witnesses will need to remain at the scene to give statements to police. Witnesses shouldn’t give statements to the media, he noted. He outlined several questions a business should ask in preparation for a crisis. Does everyone know where to meet if

forced to evacuate from the building? Is there a safe room everyone is to report to should there be a lockdown of the building? Can 911 be dialed directly from all phones in the building? People will forget to dial 9 prior to making a 911 call during an emergency, Ferris noted. He also recommended running lockdown and evacuation drills, and learning which circumstances require a lockdown versus an evacuation. Ferris also discussed methods businesses should take to prevent acts of employee violence. “Immediately react to inappropriate behavior,” Ferris said. “There is a pattern that evolves over time,” he added. It typically begins with inappropriate verbal or emotional behavior that escalates to inappropriate physical behavior. Studies show that there’s a long period of inappropriate behavior that goes

unchecked prior to a workplace incident, Ferris said. When an employee complains about another employee’s behavior, the complaint likely follows several incidents that haven’t been reported, he noted. Ferris recommended businesses conduct background checks on prospective employees to verify their previous employers and their educational background, as well as check their criminal record. A business should have a weapons- and violence-free workplace policy, as well as a policy stating that employees who engage in criminal activity outside the workplace are subject to termination. Businesses should send a message that “this kind of behavior is unacceptable in society and it’s unacceptable for the people that work in this environment,” he noted, adding that companies should use drug testing as a condition of employment.

There are several steps businesses should take before and during a natural disaster, including having operating plans in place with suppliers, technology providers and police in advance of a crisis. Businesses should also have generators on hand in anticipation of a power disruption, Ferris noted. Rumors are “the biggest threat to getting back to business and staying in business,” according to Ferris. Information should be verified with public officials before it is disseminated in times of crisis, he noted. The presentation was part of an ongoing series of business safety and preparedness seminars offered by the chamber and city. The presentations are free and not limited to chamber members. The Jaguars are unbeaten in January with four consecutive victories and one tie. Jefferson, 7-5-2 overall, is second in the South Suburban Conference with a 6-1-1 record. “We haven’t lost in 2011 and two reasons for that is that we are getting healthier and playing harder,” said Jefferson coach Jeff Lindquist. “We are settling into our lines and gaining confidence with each game. “And we have been getting better defensively.” Nick Nielsen and Eric Freschi are Jefferson’s leading scorers. Nielsen has 26 points on 10 goals and 16 assists. Freschi is second in scoring with 11 goals and nine assists for 20 points. Austin Hunt is the third-leading scorer despite missing the past four games with a highankle sprain. He has 13 points on five goals and eight assists. Jefferson goalie Eric Fabano came up with 33 saves in the Jaguars’ 3-2 victory over Eagan Jan. 15 at Bloomington Ice Garden. Freschi scored twice to spark the Jefferson offense. Jake Pollock provided a shorthanded goal. Assists went to Freschi and Nielsen. Jefferson defeated Eastview 6-4 in a high-scoring South Suburban game Jan. 13. Nielsen scored a hat trick in the first period. Ryan Siiro, Pollock and Johnny Roisum also scored for the Jaguars. Fabano finished with 26 saves. Brenna Murray and Erin Spong placed second and third in girls competition with times of 45.43 and 47.40 seconds. Senior Caitlin Fontaine finished 12th (51.35) and Blais placed 25th (55.26). Annalise Iwen was 44th (75.97). Bramer was the fastest Jefferson boys skier with a fifth-place time of 45.26. Ryan Murray placed 20th (50.64). Other high Jaguar finishers were Jivar Tripp (21st, 51.40), Trevor Frosig (30th, 54.80) and Michael Murray (40th, 67.00). Kennedy ninth-grader Matt Swanson also competed but did not finish.

The Metro Tae Kwon Do Break-aThon was Jan. 11 at Creekside Community Center in Bloomington. Students ages 7-17 smashed boards using their hands and feet during the hour-long event. Among the Bloomington students participating were Jessica Brickley, Lexie Ridley, Jeff Moore, Shaniah Deloney, Thomas McCarthy, Alec Lunneborg, Riley Lunneborg and Hannah Burton. Instructors Mark Sawh and Mark Courteau treated the Tae Kwon Do students to an exhibition of board and cement breaking.

Free fastpitch clinics The Bloomington Fastpitch Association will conduct free softball clinics every Sunday from 4:30-7:30 p.m. through March at the Jefferson Activity Center. Clinics are open to all Bloomington girls ages 7-18. These clinics will focus on hitting, fielding and baserunning. Area college and high school coaches will supply instruction. Winter baseball drills Winter workouts for baseball players ages 9-18 will be available at the Kennedy Activity Center from January through mid-March. There is no charge to attend these workout sessions. Players should bring gloves, bats and gym shoes. The first session is for players in grades 4-8 and will be conducted from 67:30 p.m. High school coaches and players will direct that session. The second session for players in grades 9-12 is from 7:30-9 p.m. Former college baseball players with help from traveling coaches will work with that group. Winter baseball workouts are organized by the Diamond Club, Kennedy High School’s baseball booster club, in cooperation with the Bloomington Traveling Baseball Association. After two dual meet losses, Jefferson earned its first South Suburban Conference victory. The Jaguars defeated Prior Lake 142.475-134.30 Jan. 11. “Our scores are going up and we are competing much better as injured girls get back into the varsity lineup,” said Jefferson head coach Leslee Wright. “Our skills and routines are really starting to come together.” Natalia Merrifield had another dominating performance for the winning Jaguars. She placed first on vault (9.3),

uneven bars (9.125), balance beam (9.50) and all-around (37.05). Merrifield tied for second in floor exercise (9.125). Natasha Hansen was another high scorer for the Jaguars, placing second on vault (9.175) and bars (8.575). She tied for second on floor (9.125) and was third in all-around (35.225). Jefferson’s Shelbi Anderson was first on floor (9.375). She was third on vault (9.05) and beam (9.1). Christine Koch was able to compete on beam only because of a back injury, Wright said. But Koch scored a personalbest 9.05. Tatiana Chase and Michaela Schmidt also contributed to the Jefferson victory. • Kennedy’s roster has been reduced to two because of an injury. The Eagles’ Megan Olson placed second on floor (8.275) and third in all-around (30.975).
