BY MIKE HANKS • SUN NEWSPAPERS It’s a light ballot, but Bloomington voters are being asked to head to the polls next week to narrow down the field for two city races. Voters have three choices for mayor and atlarge Bloomington City Council member, but only two of the candidates in each race will appear on the November ballot. Polls open 7 a.m. Tuesday, Aug. 9. Mayor Gene Winstead has two challengers in the primary election while three candidates are vying for the at-large seat being vacated by Councilmember Amy Grady.

Mayoral election Fred “Red” Alan, 56, is self-employed, the owner of a lawn care and snow removal business. He has lived in Bloomington more than 45 years. Alan has several proposals he would spearhead as mayor, from increasing tourism as a means to lowering property taxes to instituting a tax break for homeowners making capital improvements to their home. One of his proposals for increasing tourism in Bloomington is stocking lakes with fish and hosting a fishing tournament, he said.

Nicollet Avenue Bridge closed The Nicollet Avenue Bridge and its ramps to and from Interstate 494 closed at midnight, Aug. 1, for approximately six weeks. Detours on the north side of the bridge are at Lyndale Avenue to West 77th Street to Portland Avenue. Detours on the south side of the bridge are at Lyndale Avenue to American Boulevard to Portland Avenue. The detailed work will include deck resurfacing and repair on the Nicollet Avenue Bridge; curbs, gutters and sidewalks replacements on both sides of the bridge; and the 2nd Avenue Pedestrian Bridge will be painted, and the stairs and chain link fence will be replaced. Bloomington will eliminate Inside 9 at Hyland Greens Short course will meet its demise this fall BY MIKE HANKS • SUN NEWSPAPERS There was just too much red at Hyland Greens. Bloomington will eliminate its shorter par-3 golf course at Hyland Greens this fall as part of a plan to expand its practice facilities and end the deficit spending that has plagued the property for a decade. The Bloomington City Council approved the plan unanimously during its July 25 meeting. The plan is aimed at reducing operating costs by eliminating the Inside 9 par-3 course and developing a larger driving range and practice facility in its place. Additional tee boxes will be added ahead of the exiting boxes on the longer Outside 9 par-3 course to allow for play by those who favor the short course at Hyland. The plan was deemed a necessity due to declining revenue generated by the Inside 9 during past decade. Although the decision was unanimous, it wasn’t without a degree of remorse. Councilmember Tom Hulting was the most vocal opponent of the proposal. He

called the Inside 9 a gem, a buzzword opponents of the plan were quick to adopt. “I think it’s a community asset,” he said, suggesting that if more residents knew the course was being considered for elimination there would be more objection to the proposal. Sentimentality aside, the council agreed that the economic decline of the enterprise warranted approval of the Hyland Greens plan. “The financial case is compelling,” Mayor Gene Winstead said. Councilmember Vern Wilcox concurred. “You can’t deny the economics of the situation,” he said. Since 2000, when the Inside 9 generated $146,200 in user fees, revenue from the short course has decreased. The course generated $124,800 in 2008 following a fee increase, but managed just $111,500 last season at $11 per round, according to Rick Sitek, the city’s 23-year golf manager, who oversees the operation of the city’s Dwan Golf Course as well as Hyland Greens. Revenue at Hyland Greens hasn’t exceeded its operating costs since 2000, and in recent years the deficit has been offset by annual profits from Dwan or revenue from a capital fund for golf course projects, Sitek GOLF: TO PAGE 21

There was one problem with the fake name a 23-year-old New Hope man had been using for his Facebook profile page, it helped Bloomington police track him down in connection with a residential burglary. The man was arrested July 25, six days after a burglary on the 10000 block of Colfax Avenue. Investigators had clues pointing them to the perpetrator of the burglary, and the search for a Facebook profile matching the name given to police by the man’s acquaintance helped connect the suspect’s real name to his pseudonym, Bloomington Police Commander Mark Stehlik explained. Police caught an early break when a passerby reported a suspicious white van parked near the reported burglary. The driver passed through the area again a short time later and saw the vehicle parked a few houses down. In his rearview mirror he saw a man retrieving two bags that appeared to have been stashed in a weedy area near the road. The passerby had noted the license plate of the vehicle and provided police with a basic description of the man, Stehlik said. The van was registered to a woman in Fergus Falls. When contacted she told police that she had loaned the van to her sister, who lives in Brooklyn Park. The sister reported that she loaned the vehicle to a man she met at a bar about four months earlier. She told police his name and gave a description of him, noting that he said he worked for a coin dealer in Lakeville, according to Stehlik.

The name the woman gave police was unknown to proprietors of the coin business, and the name did not match any of the names on an old employee roster Bloomington police had from an unrelated case. The real name of the suspect was on that list, however, and Bloomington police had arrested him for burglary in 2004, Stehlik explained.

Cameras, jewelry and DVDs were among the items reported missing by the homeowner, and missing bags from a bedroom of the house were similar to the bags the passerby reported the suspect carrying to his van. Entry into the residence appeared to have been through a broken kitchen window, Stehlik noted. A search of the suspect’s residence did not yield anything matching the items reported missing. The man was released pending a formal complaint, Stehlik said.

The Facebook profile contained a picture that matched a current photo of the man arrested in 2004, and his apartment address matched the intersection where the Brooklyn Park woman said he lived, according to Stehlik. The suspect was scheduled to meet with a probation officer July 25, at which time he was arrested by Bloomington police for

A known scrap metal thief was arrested in connection with the disappearance of a roof-mounted air-conditioning unit. The 23-year-old Maplewood man was arrested July 23 after a patrol officer observed the suspect’s vehicle at a Bloomington pawnshop, Stehlik said. The July 20 air conditioner theft from Legacy Companies, 8850 Wentworth Ave S., appeared to be targeting scrap metal. Investigators checked with area police departments for leads and were directed toward the Maplewood man. A check of the residence by police that same day found two men – a 51-year-old St. Paul man and a 45-year-old man with no permanent address – attempting to dismantle the air conditioner, which was atop a trailer that was identified as stolen in Bloomington, according to Stehlik. It was determined that the Maplewood man fled his residence as police arrived. He was arrested three days later when a COPS: TO PAGE 7

This is the summer of our discontent U.S. has no trouble saying ‘compromise,’ has issues implementing the concept The summer of 1967 was known as the summer of love. Summer 2011 should be titled ‘the summer of no compromise.’ The symphony that is the United States is reaching a crescendo of disagreement. And it couldn’t come at a worst possible time as the federal government is faced with the task of solving the nation’s budgetary issues. Our elected officials have been charged with the sacred duty of making difficult decisions on behalf of their constituents. However, most politicians seem more worried about the next round of elections than getting anything constructive done. Republicans will not budge on taxes, while Democrats refuse to cut spending, all with the underhanded intentions of getting reelected. These politicians must compromise or be ready to take responsibility for the calamitous consequences of not reaching a debt ceiling solu-

tion. A message to our legislators needs to be sent. Sometimes taxes need to be raised to increase revenue and sometimes spending must be cut to reduce debt. It is simple, commonsense logic. The point is: Get it done. The solution may not be perfect, but in this instance doing anything may be better than doing nothing at all. This inability to compromise is a disease that is reaching epidemic status and it doesn’t discriminate. Unfortunately, the epidemic hasn’t been quarantined within the halls of the U.S. Capitol Building; it has infected state government as well. Minnesotans have seen its symptoms first hand in the form of an embarrassing, 20-

day government shutdown. The good news is a cure exists. There is always a way to show your dissatisfaction. Get to the polls and boot out the politicians who put their selfinterest before the state’s. As if it wasn’t bad enough that the ability to compromise seems to have disappeared from our government, the epidemic is leaking into our sport institutions as well. The NFL lockout lasted nearly 5 months and now the NBA season is at risk thanks to another lockout, all because millionaire players and billionaire owners can’t compromise on who gets what slice of the financial pie. Once again, there is a way to fight back if you feel strongly enough. Don’t buy the tickets. Don’t buy the jerseys. Don’t buy the idea that bickering is acceptable in any institution. This lack of compromise is disheartening, to say the least, especially when considering that if it were not for compromise the United States may not

exist at all. Our Founding Fathers — men like Thomas Jefferson, James Madison and Alexander Hamilton — compromised on much more difficult issues, such as how our government would be structured and what would be included in our constitution. Madison and Hamilton favored a large centralized government, while Jefferson passionately argued in favor of small government (sound familiar?). Nevertheless, these men reached a middle ground, a compromise that included a combination of both ideas, leading to the creation of the U.S. as we know it. It is time for our politicians and institutional leaders to take a page out of founder’s book. Webster’s dictionary defines compromise as a settlement of differences by arbitration or by consent reached by mutual concessions. Somebody please hand out some dictionaries.

Cops FROM PAGE 4 patrol officer noticed a vehicle matching the description of the suspect’s known vehicle at a pawnshop. A check of the vehicle’s registration determined it belonged to an older man with the same last name. The officer watched as a man matching the suspect’s description entered the vehicle and drove away. The officer conducted a traffic stop and arrested the man, Stehlik said. All three suspects have been released pending charges, he noted.

Trespassing arrests A 41-year-old man with no permanent address wants to be sent home to Somalia, and was arrested twice in five days trying to prove it. He was arrested July 22 outside the U.S. Immigration and Customs Enforcement office, 2901 Metro Drive. Police were contacted because the man had been raising his voice inside the office and refused to leave. He said he wanted to be sent back to Somalia or be taken to jail. He was eventually escorted outside the office and served with a trespassing citation, which he refused to accept, saying “take me to jail or shoot me,” according to Stehlik.

His second arrest was July 26 at Dollar Zone, 9805 Nicollet Ave. S., where he had previously been issued a trespassing citation. The man told police he had court documents showing he was allowed to return to the store, where he wanted to complete a financial transaction. His court order, however, said he was only allowed to visit the Dollar Zone or ICE office with a police escort, Stehlik said.

Equipment theft A 29-year-old South St. Paul man said he made a big mistake when questioned about missing landscaping equipment from his former employer. The man was arrested July 25 after it was determined he was responsible for the theft of commercial landscaping equipment, including a lawn mower, trimmer and blower, as well as a trailer. The items were taken from an unsecured Bloomington warehouse, Stehlik said. The suspect had recently been terminated by his employer. The business owner, upon discovering the theft July 25, checked the man’s South St. Paul residence for any sign of his equipment. He saw the missing lawn mower in the man’s garage and the trailer had been abandoned down the man’s alleyway, Stehlik explained. Charges against the man, who has no criminal history, are pending.

Combining reading science with people power Minnesota Reading Corps fights childhood illiteracy BY BILLIE JO RASSAT • SUN NEWSPAPERS AmeriCorps members have been helping nationally and internationally with local and national nonprofit groups to provide any needed service since 1993. A local initiative, ServeMinnesota, has combined with the network of AmeriCorps members to address early lit-

eracy through the Minnesota Reading Corps. “We have combined the science of how kids learn with the people power of AmeriCorps,” Kathy Saltzman, executive director of Minnesota Reading and Math Corps said. Since 2003, the Minnesota Reading Corps has been keeping up the fight against illiteracy in the children of Minnesota by grade three. “First you learn to read, so that you read to learn,” Saltzman said.

But so many of the children are not learning to read by third grade, nearly 15,000 third graders are failing the statewide sanctioned MCA-II test, according to Saltzman. The Minnesota Reading Corps uses the comprehensive, scientifically based reading instruction model that focuses on five components of reading: phonemic awareness, phonics, fluency, vocabulary development and reading comprehension. According to a 2010 Minnesota state statute, reading instruction includes a pro-

gram or collection of instructional practices that is based on valid, replicated evidence showing when these practices are used, students can be expected to achieve, at minimum, satisfactory reading progress. “We have shown that seven out of ten of our graduates from the program have passed the grade three MCA-II test,” Saltzman said. Working with the Early Childhood Family Center through the Community Services program of the Bloomington and Richfield public schools, participating Richfield schools are Richfield Central School and Centennial Elementary School. Bloomington offers 16 participating Minnesota Reading Corps sites. At each site, the program offers personal, one-on-one tutoring; 20 minutes a day for children ages three to grade three. “The AmeriCorps members work along side the staff at the school. They do not replace the teacher,” Saltzman said. The Minnesota Reading Corps is still

looking to fill tutoring spots in Richfield, Bloomington, Minneapolis and St. Paul. Becoming an AmeriCorps member involves a yearlong commitment to the program and includes a monthly living stipend, an education award upon completion and eligibility for health benefits. “Any one can become a tutor,” Saltzman said. Before beginning any sessions with the kids, each tutor is required to attend a three-day summer institute. “They will not be a literacy expert at the end of the institute, but they will be trained in the most effective reading strategies,” Saltzman said. Also, a master coach and an internal coach within the school setting continually support each tutor. “Each of our members are making an impact on a child’s life. They help change the child’s life; the experience changes the members life as well,” Saltzman said.

The election season is underway and voters are being asked to join in the process next week. Bloomington will have a primary election for two city council races on the fall ballot. Three candidates are vying for the mayor and an at-large city council member seat. The top two candidates will advance to November’s general election. Polls are open 7 a.m. to 8 p.m. Tuesday, Aug. 9. The city has 32 precincts to accommodate voters. Voters must be U.S. citizens, at least 18 years old, a Minnesota resident for at least 20 days on Election Day and properly registered. Registration is available at each

SUN-CURRENT STAFF REPORT Law enforcement officials with the Dakota County Sheriff ’s Office and the Burnsville Police Department are investigating the death of a woman found floating in Crystal Lake on the morning of July 31. The woman has been identified as Jocelyn Renee Brengman, 24, of Bloomington. According to Dakota County Sheriff Dave Bellows, at approximately 5:30 a.m. Sunday morning, fishermen dis-

covered the victim in the water near the boat landing located on Crystal Lake Road on the northwest portion of the lake. While foul play is not considered a factor at this time, the investigation continues into the circumstances leading up to the discovery of the victim in Crystal Lake. An autopsy will be performed by the Dakota County Medical Examiner’s Office Aug. 1.

Hennepin, Dakota county mayors get behind the wheel for food shelves BY PAUL GROESSEL • SUN NEWSPAPERS New Hope Mayor Kathi Hemken gunned it around the racetrack. She did pretty well since it was her first time hopping into a door-less stockcar, a la “The Dukes of Hazard.” She and other mayors from Hennepin and Dakota county cities are going to face off at Shakopee’s Raceway Park track in September to help raise money for area food shelves. On Thursday, July 28, after laying down a little friendly smack talk to other mayors for a commercial to promote the upcoming “Race for Hunger Mayors Cup,” Hemken took a stockcar out for a spin on the track. So, how’d her test spin go? “Fabulous. You really do have to pay attention,” Hemken said. “It’s not like driving on the streets of New Hope.” Although the list of participants hasn’t been confirmed for the “Race for Hunger Mayors Cup,” event organizer Denny Barlau said around 20 mayors and city representatives could take part in the races. The event has been scheduled Sept. 9 at Raceway Park, 1 Checkered Flag Blvd.,

Shakopee. Gates open 5 p.m.; time trials and photo sessions start 5:30 p.m., and opening ceremonies begin 7:30 p.m. Aside from seeing area mayors stockcar race against each other in several heats, guests can also see Minnesota Viking cheerleaders, Swarm cheerleaders, and retired North Star hockey players. To open the event, Westside 1 Skydivers will jump from 24,000 feet and land and parachute to the center of the track. Tickets are $12.50 at the gate and presale tickets are $10. Children 12 and under are admitted for free. Ticket proceeds will go to Hennepin County’s Emergency Food Shelf network and Dakota County food shelves. Raising $100,000 is the goal, Barlau said. “Because our food shelves are in such bad shape … there’s nothing worse than letting kids go hungry,” Barlau said. Hemken hopes some people show up to have a good time and support families in need. Fire damages exteriors of house, apartment Bloomington firefighters responded to two recent building fires, both causing damage to the exterior of the dwellings. Firefighters responded to a fire on a deck outside an apartment building at 10650 Brunswick Road. The fire, at 11:12 p.m., July 22, was contained to the outside of the building and quickly extinguished, according to Bloomington Fire Chief Ulie Seal. The cause of the fire has not been determined, he noted. A small electrical fire outside a Bloomington home at 9108 Clinton Ave. S. damaged siding on the building, Seal said. The fire was caused by low-voltage lights plugged into an electrical transformer outside the house. The fire was out when firefighters arrived at the scene, Seal said.

Taking awareness further with a 5K walk BY PAUL GROESSEL • SUN NEWSPAPERS It’s an excruciating situation that is easily preventable – death from distracted driving. That’s what Vijay and Rekha Dixit are hoping people walk away with after their 5K walk and awareness event Aug. 6 in Eden Prairie. In November 2007, they lost a daughter, Shreya Dixit, to a distracted-driving accident while she was on her way home from the University of Wisconsin-Madison. It’s a pain they still live with, but for the fourth year, they hope to turn that pain to prevention with the awareness event, hosted by the group the Dixits started, the Shreya R. Dixit Memorial Foundation. The event has been scheduled 9 a.m., Saturday, Aug. 6, at Purgatory Creek Park, 13001 Technology Drive. “I thought it’s a very appropriate site,â€? Vijay Dixit said. “It’s very central, and it’s very beautiful.â€? They have also placed there a park bench with their daughters name on it, he said, which also makes it a fitting location. Vijay Dixit was quick to note that it is not just a walk or fundraiser. There are several activities that are meant to inform par-

ticipants and persuade them to drive safely, undistracted. That includes an annual speaker. Hennepin County Sheriff Rich Stanek and Hennepin County Attorney Mike Freeman have previously spoken at the event. This year’s keynote speaker, Minnesota Secretary of State Mark Ritchie, and his family share the pain that the Dixit family experiences. In 2000, his only daughter Rachel was killed in an automobile accident. Ritchie was out of the office and unavailable before this article went to press. “He wrote a very nice note to us saying that it is only those who have lost their children like this, [who] know what it means,� Vijay said. But together they hope people don’t need to realize the full meaning of losing a loved one to prevent loved ones from being killed. The point is to have participants walking away from the event thinking of drivers on the road as someone’s father, brother, sister or son. Everyone on the road has someone who cares about them, Vijay said, a thought that he hopes will keep people from doing seemingly innocuous but dangerous activities when behind the wheel. Participants also recite a pledge that

emphasizes that point and then exchange a ceremonial thread as a symbol of protection, Vijay Dixit said. The exchange is based on the Indian ceremony Raksha Bandhan, where a sister ties a thread around her brother’s wrist and prays for his protection. In turn, the brother promises to be there for her when she needs help. And to help imagine how much damage distracted driving can cause, they also bring in something directly from a horrific scene. “We always bring a crashed car on a flat truck with the story of a person who was driving – who was riding and got killed in it,� Vijay Dixit said. Since Shreya was born in Connecticut, a concurrent event will take place in Simsbury, Conn., the same morning. Registration for the walk is $11. Donations are also accepted, and proceeds will go to tThe Shreya Dixit Memorial Foundation. But, anyone who can’t afford the registration price but would like to participate, such as college students, are still welcome to join, Vijay said. Residents who lobbied for maintaining the Inside 9 and suggested ideas to increase revenue for the short course did not sway Wilcox. “Everybody here is looking for some magic,” Wilcox said. “I don’t think there’s any magic that is going to resurrect it,” he added. Complicating elimination of the Inside 9 was the fact that the course is used steadily each summer for the Bloomington Athletic Association’s youth program in July and August. During other times of the golf season, however, activity upon the course is sparse, according to Sitek. By adding tee boxes to shorten the Outside 9 course for young players and reserving afternoon tee times for the athletic association’s program, BAA Director Virg Senescall told the council that the plan “will accommodate a vast majority of the kids.” Although the Inside 9 is being eliminated, the course is not being bulldozed or otherwise cleared away, Sitek explained following the meeting. Most of the trees, fairways and greens of the course will remain, but “we may mow

them once a week rather than every day,” he said. “It won’t be an open field.” The driving range at Hyland Greens will move from along Normandale Boulevard to the center of the property. The move would increase the number of driving stations from 12 to 36 and allow golfers to practice on a grass surface rather than rubber mats that are used to protect the ground in the netted, enclosed driving stations. The expansion, including facilities for practicing other skills, should attract players who otherwise bypass Hyland Greens for practice facilities elsewhere, according to Sitek. The Inside 9 course is scheduled to remain open through the remainder of the season, Sitek said. When the BAA season is complete, however, development of the practice facility will begin, which may necessitate closing of one hole. If that occurs the course fee will be reduced from $11, he noted. The course was originally a private enterprise before being purchased by the city more than four decades ago. The original plan for the property had been to develop the practice facility in the center of the property, but the city developed the shorter Inside 9 course instead, Sitek explained. Bloomington Glory Days never won more than one game in the Firemen’s tournament in its first nine appearances. But Glory Days, composed of former Jefferson, Kennedy and Holy Angels athletes, turned things around last summer, winning the men’s Tier III title. Bloomington Glory Days repeated as champion during the 160-team Firemen’s tourney July 14-17 at Valley View Park in Bloomington. Glory Days was 6-0 in the doubleelimination tourney and won its first four games by 10 runs or more. Former Jefferson football quarterback Tom Hilden (Class of 1999) was named the men’s Tier III Most Valuable Player. “We were terrible for many years before turning it around last season,” said player/manager Matt Mellberg. “We play in the Wednesday Night League at Dred Scott. “We have a good time and have a lot of talented former Jefferson, Kennedy and Holy Angels athletes. All of us graduated from high school between 1995 and 2001. “The guys really came through during this year’s 14-9 extra-inning championship win over the Jack Daniels team from Eden Prairie.” Other Glory Days team members are Andy Groebner, Tim Miller, Liam Biever, Eric Lien, Matt Duncan, Tyler Zilka, Kyle Stark, David Konrad, John Konrad, Kelly Kranz, Mike Christopher and Adam Brett. Tally Erickson The 2011 Bloomington Kennedy graduate was a member of the Wayzata Rage soccer team that won the U18-19 girls flight at the USA Cup tournament July 23 at the National Sports Center in Blaine. Erickson, a defender, scored the winning goal in the quarterfinals. She earned five soccer letters at Kennedy. Erickson will continue her soccer career this fall at Swarthmore College in Philadelphia.

Alex Jerve Jerve, a 20-year-old from Bloomington, placed first in the men’s 20-30 age group at the Holy Family Fire 5K Run July 16 in Victoria. Jerve completed the course in 19 minutes, 32 seconds. In the quarterfinals, Glory Days beat Clown Punchers 27-11 in five innings and defeated Jack Daniels 11-3 in the semifinals, setting up a rematch with the Eden Prairie team in the finals. Bloomington Glory had a 23-11 record after the Firemen’s tourney. The team placed fourth in the Shakopee Lions tournament and is considering entering one more tournament in late August or September. Glory Days pitcher Zilka said he is excited that his team moving up to the Tier II bracket in next year’s Firemen’s tourney. “After our success the past two years in the tournament, we are looking forward to the tougher competition we’ll

play in Tier II next year,” said Zilka. Hilden, an outfielder, said he knew his team could contend for the title again this year. “Last year, it was a huge surprise when we won it since we had done terrible at Firemen’s in the past,” said the ex-Jaguar. “This year it seemed to be at least mentally easier since we knew we could win it. “Our Bloomington players have an appreciation for the history of the Firemen’s tournament and that makes us play better.” Duncan has another reason for his team’s success in the Firemen’s event. “I think we may get overlooked sometimes because we don’t look like a typical softball team,” said Duncan. “We all wear scrubby gym or cargo shorts and joke around. We are out to have fun.” And Glory Days is now having fun at the expense of opposing teams.

Nick Schubert Schubert batted .455 for the Bloomington Blue American Legion baseball squad this summer. He will be a senior at Jefferson High School in the fall.

Josh Gist Gist has been one of the top pitchers for the Bloomington Bandits men’s amateur baseball team. He was 6-0 with a 2.80 earned-run average late in the regular season. Former home health nurse enjoys creating healthier homes New Windows for America expanding its products, efficiency and facility Rhonda and Jim Steffes have owned and operated New Windows for America in New Brighton since 2000. Their business has grown to 30 employees and moved in March 2011 to a bigger location in New Brighton off of 35W.
