Residents give city high marks in recent survey BY KATIE MINTZ • SUN NEWSPAPERS When a new research firm pitched its services to Edina in the early 1980s, it was told there was no need for a quality of life survey because Edina defined quality of life. Bill Morris, president of Decision Resources Ltd. said he finally got to prove the statement true in 1999. His first survey of the city found 81 percent of residents ranked Edina’s quality of life “excellent.” “This time, however, we now have corroborating evidence,” Morris said presenting the results of the 2011 survey at the

Those who practice Hinduism maintain small worship areas at home and pray there daily, but temples get crowded during festivals and other events. The choir was among 45 groups selected by audition from more than 1,200 applicants to perform this season. South View expansion approved $2.3 million project will add five classrooms, expand cafeteria at Edina middle school BY KATIE MINTZ • SUN NEWSPAPERS Like many of its students, South View Middle School in Edina will grow in the coming year year. The Edina School Board approved a $2.3 million addition and renovation to relieve overcrowding Monday, July 18. Board members voted 6-0, Idith Almog absent, to move forward with a plan that will add up to five classrooms and expand the cafeteria, as well as renovate some existing rooms. Currently, the school, housing grades 6-9, exceeds its functional capacity, according to Wold Architects and Engineers, which was hired last year to complete a district-wide facilities study to address growing enrollment. The school board directed Wold

in December to come back with a plan for short-term relief. “We’re now moving forward with this effort due to the capacity that we’ve reached,” Supt. Ric Dressen said. Wold’s Vaughn Dierks said South View could be short on space for 168 students beginning this fall. Work will commence this summer on three classrooms. The existing rooms will be renovated, with one split to create a fourth room. Dierks said design of a 5,750-squarefoot, two-story addition for the building’s southeast corner would also be finished this summer with plans to break ground this fall. “Construction will be underway over the course of the school year for that project,” he said. After school lets out next spring, he said existing classrooms across the hall from the cafeteria would be moved to the addition and the cafeteria expanded. “This would increase that cafeteria size significantly,” Dierks said, adding

The proposed expansion would bring the cafeteria to 5,100 square feet, based on information presented this spring. All work is expected to be complete by fall 2012. To meet that desired deadline, the school board tentatively voted to move forward with the project in March so the Minnesota Department of Education could begin its mandated 60day review. There was some concern heading into the state government shutdown July 1 that the plans could be held up. “[It was] very good news that review and comment was approved before the state shutdown,” Margo Nash, the district’s director of business services, said. The project does not require a voter referendum. The majority of the cost, $1.6 million for the addition, would come from the district’s lease levy. Capital and alternate facilities funds will also be used.

CITY NOTES Human services funding requests sought by city Edina’s Human Services Task Force is seeking proposals for 2012 human services funding. The task force, comprised of members of Edina’s advisory boards and commissions, will make recommendations on human service funding to the Edina City Council. Human services providers may submit proposals for 2012 funding of their services, indicating how they intend to meet the needs of Edina residents. Applicants will be invited to a public hearing in the fall to make short presentations supporting their funding requests. At the hearing, applicants will introduce their organizations and briefly share how they serve Edina, how the requested funds will be spent and what other sources of funding the organization expects. Growing up in Edina: Fred Cox moves in Submit your childhood story for Edina Museum exhibit BY MAGGIE SMITH STEWART GUEST COLUMNIST Edina, like the rest of Minnesota in the 1960s, loved the new Vikings football team and the “Purple People Eaters.” My family had season tickets and never missed a home game, even when temperatures dipped below freezing. Then something wonderful happened. Fred Cox, the Vikings’ kicker, moved in across the street from our home on Ashcroft Avenue. At the time, he had three young kids and I was just at babysitting age. I had a job. I suppose I watched those kids while the Cox’s went to “Butch Cassidy and the Sundance Kid” with Alan Page, or maybe when they dined at Perkins with Gene Washington. The boys I knew at South View Junior High were more than envious. I remember the youngest Cox, little Freddy, had a passion for taking off his clothes and running out of the house and down the street. I would chase after that cute little naked toddler for what seemed like all night. Eventually, I lost the job to my neighbor Sue Trussel. Apparently Sue would take the Cox kids up to the Valley View Drug Store and let them pick out any candy they wanted.

A budding writer One day Mrs. Cox called me over and asked if I would like to do Fred’s fan mail for him. I was paid 3 cents a letter. I’d “autograph” the 8-by-10 of Freddy the Foot, put it in a big manila envelope and address the letter to the fan. Sue Trussel might have been an entrepreneur, but I was a budding writer. I would read letters that

Some kids would send football plays drawn out in crayon. There were detailed instructions for Mick Tingelhoff, Lonnie Warwick and Fred to play out. “Great idea!” I’d write back. “I will show this to Bud,” thinking that Fred Cox probably was on first name basis with Bud Grant. One kid wrote that there was a mean kid at his school. He said that this mean kid told

him, “Fred Cox could care less about you. He’ll never write you back.” I sent him two autographed pictures (one for the bully) and told him to tell the kid that he was wrong. On vacation one summer in El Paso, Texas, I saw the autographed photo “Fred” had sent to my little cousin Timmy. It was framed and on his bedroom wall.

Fred’s teammate The years went by and I kept that job and my secret. But the highlight of having the Vikings’ all time leading scorer across the street from us came

one late August day when I was outside playing football on the street with my brothers and a couple of their friends. It was a typical game for the only girl in the neighborhood in the 70s. No one was throwing to me. And then out came Fred. Everyone froze and muttered shy hellos. He asked, “Can I play?” Someone screamed, “You bet!” He said, “I’m on Maggie’s team. The rest of you over there.” And he pointed to the other side. “We kick off,” he said. Everyone lined up and I went up to the ball. He signaled for me to throw it to him. I passed it underhand and Fred Cox kicked. The ball rocketed over the boy’s heads. In slow motion, television style, it sailed down the block past three houses and the intersection. The boys laughed and turned to chase it. It took a bounce at the end of Ashcroft Avenue, and headed down the steep hill on 62nd street. As I lost sight of the boys running down 62nd, I turned and looked at Fred. He smiled, nodded and walked back into his house. Affordable homes open doors, bridge education gap CommonBond Communities seeks volunteers to work with youth in Edina BY DEB SAKRY LANDE • GUEST COLUMNIST As a working mother of two children ages 11 and 16, I struggle to balance it all. I know I am not alone. My family and I have been fortunate to remain in a home we can afford during this difficult economy. In addition, we have the support of caring teachers in our public schools as well as neighbors and family to assure our children are successful. However, so many families do not feel that same assurance. They don’t have a stable home and their children are not finding success in school. In a May 2011 statement, Minnesota Education Commissioner Brenda Cassellius said “… we are still seeing significant gaps between our white students compared to our students of color and poor kids … only 17 percent of Minnesota’s AfricanAmerican students were proficient in the

MCA math assessment compared to 56 percent of Minnesota’s white students.” This is a travesty. While Minnesota is still ranked fairly high in education outcomes overall, we cannot seem to bridge the achievement gap between success for white students and their peers. The downswing in the economy, loss of jobs and lack of affordable housing expands the gap to a canyon of chaos especially for people in poverty. However, there is a nonprofit, CommonBond Communities, that sees impressive graduation rates for the youth they serve. Ninety-five percent of high school seniors who live in a CommonBond affordable housing community and attend on-site youth programs graduate from high school. The majority of these youth are young people of color whose families make $16,000 or less each year. The organization provides affordable homes with services that support resident success and independence. How do they see these amazing graduation rates? By offering outcomes-based tutoring and mentoring programs on-site

in the affordable apartments and town homes they manage. One of CommonBond’s sites, Yorkdale Townhomes on York Avenue in Edina, is a 90-unit townhome community that houses 221 residents, close to half of which are children. After the school bell rings, 99 youth hop on school buses, arrive at their CommonBond home in Edina, check in with their mom or dad and then run enthusiastically – with school bags still in hand – to the CommonBond Advantage Center where caring volunteers and CommonBond staff are waiting for them. During the school year, the youth get help with homework. In the summertime, the academic support happens through community exploration and service. The goals are to keep learning top of mind year-round, offer wraparound academic support that begins as early as age 3 and ultimately to assure that every resident youth graduates from high school. Some CommonBond youth even become the first in their families to

graduate from college. All year long, the equation for success is the same: positive experiences in our school system, a stable home the family can afford, a strong future envisioned by the child and their family, and critical support from volunteers who help youth reach their educational dreams. CommonBond is currently seeking volunteers to work with youth who live in CommonBond homes. You can bridge the gap and volunteer to help a young person succeed in school. District presents plan to address student use of alcohol, drugs Recommendations include identifying risk factors, parent education BY KATIE MINTZ • SUN NEWSPAPERS Edina School District leaders are working on a plan to address alarming rates of alcohol and drug use among students. According to the 2010 Minnesota Student Survey, Edina students in grade 12 exceeded statewide averages in alcohol use, binge drinking and marijuana use. Director of Teaching and Learning Jenni Norlin-Weaver said those results showed “legitimate causes to ask questions about exactly what’s going on relative to substance abuse here in the community.” “When we look at the statewide averages and the Edina average, often we’re happy to see that Edina has exceeded a statewide average and in this case that’s not true,” Norlin-Weaver said. With Director of Special Services Penny Kodrich, she presented a plan to respond to student life issues at the Monday, July 18, Edina School Board meeting. It included eight recommendations primarily around student and parent curriculum and education, systems to identify problems and intervene early, and collaboration with community partners. “This is a very ambitious effort,” Kodrich said. According to Kodrich, longitudinal studies show correlation between absences and substance use. One item in the plan includes working with principals to prevent school absences, and identify students that frequently miss school for intervention. Another item involves training for frontline staff like nurses and school psychologists to spot indications a student might be at-risk, and then ways to respond. “Children coming to the health office, for example, on a frequent basis complaining about a headache or a stomachache, there’s oftentimes underlying issues,” Kodrich said. Ongoing assessment of students is another aspect of the plan. According to Norlin-Weaver, the state survey now administered every three years to students in grades 6, 9 and 12 will shift focus away from student behaviors by 2014. A districtspecific survey would collect more information more frequently. Boardmember Bert Ledder, who has been vocal about the issue, said the recommendations seemed like more of what the

district is already doing. “I just don’t feel that this is strong enough or bold enough or addresses this issue that is very serious to the health of our students enough,” Ledder said. She advocated for periodic police K-9 drug detection in the high school parking lot, as several other school districts already practice, as one way to show how serious the district is about the issue. “The bottom line is, this has been a problem in this community for a long time and unless we do something about it and actually stick our necks out and do something bold, this will continue,” she said. “We need to do something.” Norlin-Weaver said the idea to partner with youth organizations, law enforcement and other groups in the community is bold. That could include utilizing services of medical professionals, she said. “I don’t know what that means yet, but it does mean doing work differently if you’re going to partner and subsume services under one umbrella,” she said. The plan also included items for creating curriculum and training for parents to reach their children, especially during the transition from elementary to middle school. Boardmember Lonni Skrentner was skeptical that parent outreach would solve the problem. “We have to ask ourselves the question how do we get beyond the choir for interested parents? They could go to this curriculum, but you’re not going to get the right parents,” she said. “We need the ones we need to whack upside the head first so we can get them to pay attention, and how do we do that?” Other school board members asked staff to consider other programs. Peyton Robb said he’d like to see returned attention on the Search Institute’s 40 developmental assets for youth. Regina Neville wanted the district to look into the feasibility of creating profiles for each student to track factors that would show a risk for substance use. Cathy Cella said the student survey data should also be analyzed further to inform where the district puts its resources. For instance, she said, if the numbers always go up in grade 12, that would have a different response than if the numbers have gone up equally across all grades over the years. Norlin-Weaver said implementation of some of the recommendations would continue or begin, but she’d also research the ideas and come back to the board with a refined plan.

Did you know that water causes more damage to masonry chimneys than fire? Your chimney, unlike other parts of your house, is constantly exposed to the elements. The crown sits atop your chimney and covers and seals it from the flue liners to the chimney edge. Many chimneys are built with an inadequate crown constructed from common mortar mix. Mortar is not designed for and will not withstand years of prolonged moisture exposure without cracking and chipping which allows water to penetrate the chimney. A proper crown is constructed of a Portland

cement mixture and formed to provide an overhang drip edge. This assures the water will shed helping to prevent erosion in the mortar and brick of the chimneys surfaces. Keeping the crown “watertight” and shedding away from the sponge like masonry elements that the chimney is built of is the most important element to preventing deterioration. At AirBroom Minnesota we use the industry leading line of Saver products to build and repair chimneys. Use of these products allows us to pass on manufacturers material warranties of up to 15 years to our clients. 3) Waterproof your masonry chimney and crown. Most masonry is porous and will absorb large amounts of water. Brick acts like a sponge absorbing water and wicking it to the chimney interior. Products we use are specifically developed for use as waterproofing agents on masonry chimneys. These are vapor permeable – which means they allow the masonry to breath out but not in. This allows water that has penetrated the chimney to escape while preventing additional water from entering from the outside. Non vapor permeable sealers commonly available should never be used because they trap moisture inside actually accelerating deterioration. We use a special permeable sealer with a 10 year consumer warranty to protect your chimney. Doing this before deterioration occurs can save you hundreds or even thousands of dollars in future repairs. Water damage to chimneys is usually a slow subtle process. The problem is generally not obvious until it has become quite serious. Although these prevention measures may cost you a few dollars they can save you a lot more by preventing large future masonry repairs. Edina science and engineering museum moving to Bloomington BY MIKE HANKS • SUN NEWSPAPERS Long before there were science, technology, engineering and mathematics intensive schools, Rebecca Schatz identified a need to bring engineering education to children. There are many science museums aimed at children throughout the country, but a place that teaches the principles of engineering, “making stuff that works,” was hard to find. As an engineer for a high-tech company, Schatz began channeling her energy into what would eventually become a full-time, not-for-profit museum providing a hands-on experience for children. The Works, which traces its roots to 1995, is leaving its home of several years, the Edina Community Center, and moving to Bloomington. The Works will remain in Edina through Sept. 3 before beginning its move to a former office building near 98th Street and Lyndale Avenue South in Bloomington. The museum is expected to open at its new location in November. What started in 1995 as a temporary exhibit in the Bell Museum at the University of Minnesota is now a full-time operation. The museum offers hands-on exhibits for visitors and provides engineering education to school groups throughout the year. Visitors to The Works can program robots, build giant structures, make a racecar, play a harp with strings of laser lights and zip up a six-foot zipper. Every exhibit is interactive and designed to highlight how things work. The educational programs feature a variety of projects for students, such as

building a catapult for launching marshmallows. By building the catapult, students learn how the structure works and how design elements can be altered to change the end result, according to Kris Best, development director of The Works. With the increase in engineering education through STEM schools across Minnesota, traffic has increased at The Works, according to Schatz, president of the museum she founded. Four years ago, the state department of education changed the science requirements to include engineering at every grade level, starting with kindergarten. That change fueled interest in The Works, where its annual audience grew from 10,000 students a year to more than 40,000. The organization has outgrown its space in Edina, space it has occupied since 2002. The search for a new location to house the museum ended in Bloomington with an empty office complex at 9740 Grand Ave. The new building will accommodate multiple busloads of children during the school year. Schatz expects to more than triple the number of students coming through its doors on an annual basis. To finance the expansion, The Works is conducting a multi-year capital campaign. The organization is funded by contributions from corporations, foundations and individuals as well as revenue from memberships, admissions, and workshop fees. Temple FROM PAGE 1 Jonnalagadda said Sri Venkateswara Temple, a non-profit organization, purchased the former salon for $1.6 million last fall and has spent about $500,000 renovating it. Temple Board President Madhu Reddy has led the effort over the last several months, making sure the structure meets Hindu temple standards and city code. Reddy, who was in India purchasing items for the new temple and celebration, was not available for an interview. Jonnalagadda said the location is ideal for its access to Highway 100 and Interstate 494, as well as its proximity to Nine Mile Creek, which runs behind the temple. Water is an important element to have near temples, he said. The Edina temple will be the second largest in the state behind the 43,000square-foot Hindu Temple of Minnesota in Maple Grove, he said. The three-level building includes an area for worship on the top floor that can accommodate close to 500, classrooms, a banquet hall and kitchen on the main floor, and storage and more meeting space in the basement. Education is a big focus for the temple. “We want to teach the next genera-

tion what our culture is,” said Kunduru, who, with husband Jonnalagadda, has two children. Kunduru said many other temple members also have young children. Language classes include Hindi, India’s national language, as well as Telugu, which the family speaks at their

Eden Prairie home, and Tamil. Jonnalagadda, who leads the religious committee, also gives lectures on Hindu scripture. “Hinduism dictates a way of living,” he said describing the faith. To be considered a devotee, there is no specific rite, just adherence to the practice. One of the core beliefs is karma, he said. “We strive to be as gentle as possible, as good as possible,” Jonnalagadda said. “We also strongly believe that service to mankind is service to God.” In addition to education, Sri Venkateswara Temple has a focus on social justice and volunteers monthly at the People Serving People shelter in Minneapolis, as well as participates in holiday drives. Hindu temples can worship one of Hinduism’s god or many. With its move to a larger building, the Sri Venkateswara Temple is adding eight deities to accompany the main god it worships, Venkateswara – a manifestation of Vishnu, the preserver in the Hindu trinity rounded out with Shiva, the destroyer, and Brahma, the creator. Sports dome idea pitched again in Edina Proponents say city needs seasonal indoor facility BY KATIE MINTZ • SUN NEWSPAPERS Another group wants to build an indoor sports dome in Edina. The latest proponents gauged Edina City Council interest in a public-private partnership at work session before the council’s regular meeting Tuesday, July 19. The council directed the Edina Park Board to study the project, including potential locations, types of structures and the preferred business model. A team of residents led by Shannon Rusk is proposing building a 108,000square-foot seasonal domed turf facility on public land. The dome would be in place six months each year. The other six months, the turf fields would also be available for rent. “It will work so well here in Edina,” she said. “The demand is there. We’ve already found that out.” Rusk said the city is “woefully lagging” in indoor field space for the approx-

imately 10,000 participants in Edina youth athletic associations. They now travel to indoor facilities outside of the community, and take their money with them, she said. The dome could also be used for marching band practice, senior walkers, corporate events and adult leagues, said Rusk, vice president of development for Oppidan, a real estate development and construction firm. Oppidan has completed two sports complex venues in recent years – the Pagel Arena at Minnetonka Senior High School and the Vadnais Heights Sports Complex. Rusk told the council the project is still conceptual. The group was looking for direction from the city on potential sites. “This is not a site-specific concept at this point,” Rusk said, however, she presented a list of eight locations that had been vetted by architects and engineers. They included private land at Southdale Center and on Edina Industrial Boulevard, Lewis Park, Van Valkenburg Park and land adjacent to Edina High School, Braemar Ice Arena and the South Metro Public Safety Training Facility.

Rusk said to be supported by user fees, the seasonal dome could cost no more than $8 million. Several of the sites had been eliminated for expensive issues like steep elevation changes. Following the meeting, she said the dome would need to be on public land to break-even. “You can’t afford to pay for land and make this happen. The numbers won’t work,” she said. The idea of building on park or school property isn’t new. At least three attempts over the past decade have failed. According to city council meeting minutes, the city and school district initially considered a bubble over Kuhlman Field as part of a joint park referendum in 2001, but the item was taken out of the final ballot measure. The referendum did not go on to receive voter approval. In 2004, the council voted not to move forward with idea to install a permanent structure over the Braemar athletic field. After a survey of potential users, the city found they would not commit to enough rental hours to support the facility. In 2006, another private development team asked the council to consider replacing the Braemar Golf Dome with an

indoor 180,000-square-foot sports facility, but that did not receive council support. But Rusk said there seems to be high interest now. Many letters urging the council to join the sports dome effort were sent to the council before the meetings. Some letters from families of soccer players asked the council to not reduce the number of grass fields with the placement of the dome. Council members indicated general support for the project in asking the park board to give the idea additional consideration. They also had a lot of questions. The council directed staff to complete a facilities inventory as part of the park board study. Councilmember Joni Bennett said before making a location decision, the city should understand what currently exists in the community. “That will inform what we do going forward. But I think we’re a long way from honing in on a site before we know what the need is,” Bennett said. yet considered by the group. “Could a hockey rink come over here or move over there, and could something else go in its place? There’s all these possibilities and if we’re looking one off we don’t get to have that full analysis,” he said. Mayor Jim Hovland wondered about the possibility for a city-owned dome, rather than the proposed privately owned project on leased public land. “If this is a great idea for our community, why wouldn’t our community do it? Why do a public-private partnership if we think this is such a great idea?” he said. Following the meeting, Rusk, who has three children in Edina athletics, said she’d support a public or public-private project. “Either way they’re both great options,” she said. “We’re all community members so you come at it from that perspective first.” Rusk said she hopes to have a dome in place by Nov. 1, 2012. That would require council approval by Jan. 1, 2012, she said.

The Edina City Council hired the independent research company to conduct the survey earlier this year at a cost of $24,000. The results are considered accurate to within plus or minus 5 percent. The approximately 150-question survey asked residents about development, taxes and city services including parks and recreation, public safety, communications and more.

City Manager Scott Neal said the results, which will help inform city council decisions, were very positive overall. For example, when asked to name the most serious issue facing Edina, about one in three respondents, or 32 percent, said “nothing.” According to Decision Resources, across the metro only about 5 percent on average say there are no issues. The next two highest responses in Edina were “lack of redevelopment” at 13 percent and “high taxes” at 12 percent. Decision Resources considers issues serious if they top a 20-percent threshold. With the second-highest rating in the metropolitan area, 79 percent of residents polled believe that if they wanted to, they could have a say about the way things are run in the community, other than by voting. The Decision Resources norm is about 35-40 percent. Communications Director Jennifer Bennerotte said she sees those results play out when the city fills its advisory boards and commissions. “We’re not really begging people to join these groups,” she said. “I’ve been here 11 years and early on I think there was some shoulder-tapping going on – ‘Will you apply for this so we can fill this?’ – and we don’t need to do that anymore. There’s sort of a waiting list.” Most city services also received “excellent” and “good” ratings above 90 percent, including police and fire protection, emergency medical services, sewer and storm water management, park maintenance, condition of sidewalk and trails, snow plowing, street lighting and recycling services. Recreational programs fell just under those at 89 percent. Neal said while the city had many high marks, it would not rest on its laurels. “There area a couple areas we got some feedback on in the survey that says we’ve got to pay attention to something,” he said. The quality and taste of drinking water, and pavement repair and patching were the lowest rated services, with 71 percent and 51 percent “excellent” and “good” responses, respectively. The city will receive additional information from Decision Resources in coming weeks that will allow for better analysis. For example, it will be able to compare the quadrant of the city a respondent lives in with their rating of water quality, or the number of residents with young children visiting the Edina Aquatic Center. “This information now is interesting, but that really provides you with data to make decisions,” he said. Neal said he was actually surprised

Cooling FROM PAGE 1 began to complain about the chiller in early May shortly after York Gardens opened. City staff discovered the unit, which was not included in the approved site or building permit plans, was too close to the lot line. It also exceeds daytime and nighttime Minnesota Pollution Control Agency noise standards at the condo complex 70 feet away. Project leaders said moving the air conditioning unit would likely not be possible until the first full week of September at the earliest. York Gardens already has many of its 76 units filled with seniors, and temperatures must be cool enough to take the unit offline for a few days. “Now we’re really into the worst heat we’ve ever had. I’m sure it’s running full time and their life is not pleasant where they live right now,”

Councilmember Ann Swenson said. “If I can improve it for at least a couple weeks and make sure that when you move it it’s not as loud as it is now ... it seems to me that would be the final step.” The noise abatement unit will cost an estimated $35,000. Kyal Klawitter, construction project manager with Walker and Associates, told the council that installing it could take just as long by the time a building permit is obtained and the noise abatement unit received – a four-week period. He estimated the installation would take a week and a half and also involves mechanical changes that would require the machine to be shutdown. “If we’re in a heat wave situation such as we are today, obviously we can’t take that unit down,” he said, as the heat index soared above 100 degrees. The council considered imposing an Aug. 31 deadline to have the noise abatement unit in place, but instead

directed the developer to work with staff to get it done as quickly as possible. Swenson said if Edina has a warm September, at least this would provide some relief, though the noise abatement unit isn’t expected to bring the machine into compliance with noise regulations. As another condition of approval for the site plan amendment, the city council directed Ebenezer to begin preparing the new site for the air conditioner so it can be moved as soon as the temperature allows. At an Edina Planning Commission meeting in June, developers previously estimated the cost to move the unit at $86,000. Council members wondered how the air conditioner was ever even installed in the current location. “What did you think when you opened the box? I just don’t see how somebody puts something that looks like a moon landing module in place of trees,” said Councilmember Joni Bennett, referencing the approved site

plan, which showed landscaping where the unit was installed. “It’s time to fix it.” At the planning commission meeting, Klawitter said the chiller was omitted from the plans because engineering work was not yet complete when the project came to the city for approval. When the unit was selected later, it may have been unclear in city code that it would count as a structure that requires a setback. City Planner Cary Teague said next month, the planning commission will consider making changes in the zoning ordinance that clarify what utilities and mechanics qualify as structures.

by the percentage of residents that reported not visiting the city’s enterprise park facilities, many of which don’t break even financially. According to the results, 70 percent had not been to Braemar Ice Arena over the past 12 months, or 67 percent to the Edina Art Center, 64 percent to Braemer Golf Courses, 61 percent to the aquatic center and 51 percent to Edinborough Park. He said residents shouldn’t expect such survey results to solely dictate the future of those or other facilities though. In another parks-related question, 89 percent said there was no park or recreational facility missing from Edina, however, earlier that same evening, the city council discussed a domed sports complex with a group of interested residents. “Do we want government by a survey or do we want government by democratically elected people? I think we want the latter,” he said, “but it’s an important tool for us as we go about our business.” And for skeptics that say most cities receive favorable results on these surveys, Bennerotte pointed to the 49 percent of respondents that have lived in Edina 20 years or more, according to results. “They’re not going to stay here for 20plus years if they’re not happy here, if this isn’t home to them,” Bennerotte.

Jane Woodbury Northway B: July 8, 1919 D: May 16, 2011 Jane was born in Chicago, IL to parents Clifford and Sadie Woodbury (both deceased). “Cliff” her father was an Indianapolis race driver of the period who came in third in the “Indy 500” in 1926. She married Elmer E. Northway Sept. 28, 1940. She is survived by seven of her eight children: Barbara Davis, The Villages, FL; Edward Northway (deceased); Carolyn Yochum, Boise, ID; Elizabeth Pech, Dixon, IL; David Northway, Shakopee, MN; Stephen Northway, Baxter, MN; Anna Koehler, Carbondale, CO; and John Northway, Amery, WI. She is also survived by thirty grandchildren and forty-one greatgrandchildren. She was the first of five children two of whom survive: Jean Culligan, Indian Head Park, IL and Therese Morrissey, Godfrey, IL. She was preceded in death by sister Barbara Burdick and brother Clifford Woodbury. She recently moved to The Villages where she resided with her daughter Barbara and son-in-law Dr. Thomas Davis. She had been both a homemaker and professional with the Wisconsin Department of Social Services. She and her husband also owned a farm in Central Wisconsin for several years after moving from the suburban Chicago area. She and her husband retired to Minnetonka, MN and later Tucson, AZ. She returned to Edina, MN and recently moved to FL. Her husband preceded her in death in 1998. She was a lifelong Catholic and was a member of various parishes throughout her life. A Catholic mass was held at St. Lawrence Catholic Church in Bushnell, FL and family services were held in LaGrange, IL. In lieu of flowers, memorial donations may be made to Cornerstone Hospice in Sumter County, 601 Casa Bella, The Villages, FL 32162.

Fire damages Edina School District bus garage A fire in the Edina School District bus garage earlier this month caused thousands in damages but will not impact service, the district said. Margo Nash, director of business services for the district, said one pickup truck was destroyed in the fire Saturday, July 2, at the garage on the 5200 block of Eden Avenue. One school bus and the building sustained smoke damage. She said an initial damage estimate was $400,000. July 16 – An 18-year-old Edina man was arrested for underage possession of alcohol and underage drinking and driving on the 6000 block of Interlachen Boulevard after the vehicle he was driving was stopped for a traffic violation. A 17-year-old girl in the car was arrested for underage consumption. A purse and contents valued at $265 was reported stolen from a vehicle on the 7300 block of Braemar Boulevard. Theft of $2,250 cash was reported on the 6300 block of Tingdale Avenue. The victim reported she paid for repair services that she never received. A purse and contents valued at $42 was reported stolen from a vehicle on the 7300 block of York Avenue South. A 42-year-old Minneapolis man was arrested for driving with a suspended license on northbound Highway 100 at 50th Street after the vehicle he was driving was stopped for a traffic violation. July 17 – An attempted burglary was reported on the 6500 block of Bissen Circle. An unknown person attempted to forcibly enter the residence.

Fire report The Edina Fire Department responded to the following incidents July 11-17: July 11 – A broken water pipe leaking onto a smoke detector caused a fire alarm to sound on the 4900 block of Merilane. Smoke was reported near the onramp to Highway 100 from West 50th Street. Firefighters found a resident burning brush. He was instructed and asked to stop. Smoke was also reported near the 6200 block of Xerxes Avenue. Fire units were cancelled en route when police discovered a recreational fire in Minneapolis. There was one false fire alarm and 12 responses requiring emergency medical services by paramedic firefighters. July 12 – Paramedics assisted at a

Edina Fire Marshal Tom Jenson said the pick-up truck caught fire while in the maintenance bay, but it is unclear where the fire originated, whether in the truck’s engine compartment or elsewhere. An alarm alerted the fire department to the garage. Crews from the Richfield, St. Louis Park and Eden Prairie fire departments also responded to assist. Nash said the district reached an agreement with the city to use the vehivehicle crash with injuries in Southdale Center’s parking lot. Another crash with injuries in the Southdale lot also required EMS. Construction workers on the 5500 block of Dever Drive severed a natural gas line in the street. The air was monitored until the gas company arrived to repair the line. Firefighters responded to the 6300 block of Colony Way for report of a smoking oven and found an arcing heating element. The power to the oven was disconnected and the oven was unplugged until it could be repaired. A report of smoke on the 5900 block of York Avenue was investigated. A resident was found burning brush and was instructed that the material could not be burned. The fire was extinguished. There was one false fire alarm and 16 EMS responses. July 13 – A construction crew working on the 6000 block of Killarney Lane struck a natural gas line in the street. The gas line was crimped and taped prior to the fire department’s arrival and the gas company responded to repair the line. A reported oven fire on the 6500 block of Ryan Avenue was found to be a malfunctioning heating element in the bottom of the oven. The power was shut off at the breaker and the homeowner was advised to call a repair technician. There were seven EMS incidents. July 14 – A city street crew driving on the 5000 block of Arden Avenue saw flames and smoke coming from the attached garage of a home under construction. They stopped and pulled two shop vacuums and a floor finisher that were burning from the garage and extinguished them with water prior to the arrival of the fire department. There was smoke damage to sheet rock in the garage but no damage to the structure. The cause of the fire was not immediate-

The odor was not present when firefighters arrived and no levels of gas were measured. There was one false fire alarm and seven EMS incidents. July 16 – The Hopkins Fire Department requested mutual aid assistance at a house fire on the 90 block of Blake Road. A copper natural gas line on the 4500 block of Casco Avenue was accidentally drilled through. The gas was shut off at the meter prior to the 911 call. Firefighters monitored the air and found no levels of gas causing a hazard. There were three false fire alarms and eight EMS responses. July 17 – A carbon monoxide alarm was checked on the 5700 block of Duncan Lane. No carbon monoxide was found using the gas monitor. The homeowner was using alcohol-based paints at the time of the alarm, which could have been the cause. There were 12 false fire alarms and nine EMS incidents.

Championship regatta The Minnetonka Yacht Club of Deephaven will host the 2011 Inland Lake Yachting Association Championship Regatta, featuring some of the top national and international sailors. The 12-day ILYA event includes 1,000 sailors competing in 200 racing yachts at Lake Minnetonka. Daily sailing races are held daily in four classes from 10 a.m. to 3 p.m. Aug. 12-21 in Lower Lake Minnetonka. World championship sailors such as Buddy Melges, Andy Burdick, Rob Evans, Tom Burton and Sam Rogers will compete in the event sponsored by 40 Minnesota and Midwest-based corportations. Evans from Orono and Burton from Deephaven have a winning history in the ILYA Championships. Each has been a gold medalist nine times. State Legion tourney Top high school-age players from around the state will gather in Eden Prairie for the 2011 American Legion State Baseball Tournament July 29 through Aug. 1. Round Lake Stadium will be tournament headquarters and host a majority of the double-elimination tournament’s games. However, three other fields will be used for state competition. Other tourney field sites are Braemar Park in Edina and Eden Prairie’s Miller Park and high school fields. Eden Prairie gained an automatic berth as state tourney host. EP won state and regional titles last summer before finishing second in the American Legion World Series. First-round state tournament games begin at 10 a.m., 1 p.m., 4 p.m. and 7 p.m. Friday, July 29, at Round Lake, Miller and Braemar fields. Four games will be held at EPHS starting at 8:30 a.m. Tourney action continues all day Saturday and Sunday. Championship round games are 10 a.m. and 1 p.m. Monday.

The former Edina All-State hockey and soccer player is preparing for her second season with the Providence College women’s hockey team. Dean & Denn spark Edina BY JOHN SHERMAN • SUN NEWSPAPERS James Dean and Nick Denn formed an unbeatable combination this summer. The Edina American Legion baseball teammates did it again when Post 471 beat Buffalo 7-3 in the first round of the Tenth District tournament July 21 at Wintercrest Park in Coon Rapids. Dean pitched a five-hitter as he improved to 7-0 on the season while Denn, his catcher, hit a home run to supply major offensive punch. “I’d like to give a shout-out to my defense,” Dean said after the game. “In the playoffs, we go nine innings. That was a little bit of an adjustment, but I tried to pitch my usual game.” Dean’s fastball, which is close to 90

mph, was cutting the corners of the plate all day, and his breaking pitch was biting. “We have had some hot days lately,” said Dean. “You just have to buckle down. The last time I pitched, it was 100 degrees, and sweat was spraying off of my jersey.” On that hot day, he beat Chester Bird 152 in a South Hennepin League contest. Denn, who puts on the catching gear regardless of the temperature, praised Dean’s pitching performance. “James located his slider, and it was dropping a lot,” said Denn. “James’ performance this season is a classic example of what happens when a player listens and works hard on his weaknesses,” said Edina pitching coach Tim BASEBALL: TO NEXT PAGE

Constable captures state amateur title Minnetonka golfer shoots 66-71-69 BY JOHN SHERMAN • SUN NEWSPAPERS Minnetonka High graduate Donald Constable had a bagful of hot clubs during the Minnesota State Amateur golf tournament at White Bear Yacht Club. The former University of Minnesota golfer, who plays out of Spring Hill, shot rounds of 66, 71 and 69 to win the title by three strokes over runners-up Dillon Schultz of Springfield Country Club and Adam Riddering of White Bear Yacht Club. The 66 Constable shot the first day was one of two in the tourney. Schultz had the other 66 on the final day, but his charge still fell short. In the 2010 state amateur, Constable placed second. Rain showers and hot, muggy conditions were difficult for all of the golfers. Still, five finished under par for the tournament. In addition to Constable (206), Schultz (209) and Riddering (209), they were Sam Matthew of Midland Hills Country Club (211) and Sammy Schmitz of Valleywood Golf Course (212). The top 15 golfers in this year’s tourney have earned an exemption for next year’s event, which will be played at Hastings Country Club. David Smith of Plymouth and Rush Creek Golf Course is one of those who have earned the exemption. He finished in a sixth-place tie at 213. High school golfer Dakota Clark of Orono, who plays out of Baker National, earned his exemption for next year’s tournament by placing 15th with a 216 total. Former Wayzata High golfer Kyle Beversdorf made a good run, finishing in a tie for 21st place with a 218 total. Other area golfers who made it to the final day of state amateur tournament play were Troy Johnson and Bret Jacobson from Rush Creek, Philip Mahal of Baker National, Collin Lervick of Minnetonka Country Club and Edina’s C.J. DeBerg, who plays out of Baker National.

Sting advances to semis The Edina Sting Under-11 boys traveling soccer team made a good run in the USA Cup last weekend at the National Sports Center in Blaine. In bracket play over the weekend, the Sting topped the British School 6-1 in its first bracket game. An all-Edina matchup in the quarterfinals saw the Sting beat the Edina Strikers 2-1. The quest for a Sting championship ended when the Edina squad fell to Pegasus SA 5-4 in the semifinals. More than 1,000 teams participated in the USA Cup, which is America’s largest youth soccer tournament.

One of those vehicles, a Ford Explorer, belongs to Dean, and the pitcher noticed. “When Nick hit that ball, it was headed for the Explorer,” said Dean. “Luckily, it landed about 20 feet short.” Speaking of luck, Edina’s could have used more in its next two district ballgames. Post 471 lost to Cooper 5-4 in a winners’ bracket game July 21. The next day, Edina was eliminated by Centennial, 2-1. Cooper erased Edina’s 4-1 lead to give Post 471 its first district loss.

Centennial scored a run in the last of the sixth to break a 1-1 tie July 23. Denn drove in Colin Foley with Edina’s lone run. Alex Lampert pitched well for Edina before an error led to the winning run. “We finished the season 17-10,” said Edina head coach Nick Kennedy. “This is a young team and all but four of the guys are eligible to return next summer.” This is Kennedy’s first season as Edina’s Legion coach, and he said it was very enjoyable. “In the district tournament, every team elevates its level of play,” he said. “We played well here, and it was a great learning experience, especially for the younger guys.” As for the last game with Centennial, Kennedy said, “I’d rather lose the last game of the year 2-1 than 15-2. We could have done a few of the little things better today, but we played well.”
