Fans dress up for final ‘Harry Potter’ movie Southdale Center marketing assistant Amy Siegel uses a sorting hat from “Harry Potter” fame on Anna Dornick as friend Anna Schubloon, both Minneapolis 15-yearolds, looks on Thursday afternoon, July 14, in the Edina mall. All three are dressed as Gryffindor students from the houses of Hogwarts School of Witchcraft and Wizardry, however, the Annas were declared Slytherin and Hufflepuff, respectively. Siegel said 11 screens showing the final installment of the “Harry Potter” series 12:01 a.m. and 1:30 a.m. early Friday morning were sold out, so the AMC Theatre at the mall added a 3:30 a.m. showing.

Interested residents, council members say could improve communication in city BY KATIE MINTZ • SUN NEWSPAPERS Rob Erickson hit a snag when he tried to organize a neighborhood association in Edina early last year. He and his neighbors couldn’t decide how large to make the boundaries or agree on a name. “We’re sort of west of the creek, or right around 70th Street or east of the high school,” he said. “It’s really kind of hard to say where we live.” Erickson said he still sees benefit in the sense of identity and community that would come from an association. He planned to pitch the idea again at an annual fall neighborhood gathering. Nancy Hall, who has lives across the city near Todd Park

School board votes to put levy on ballot BY KATIE MINTZ • SUN NEWSPAPERS Edina taxpayers will be asked to approve a $45 million technology referendum this fall. The Edina School Board voted 6-0, member Idith Almog absent, Monday, July 18, to place the capital project levy on the Nov. 8 general election ballot, as well as a renewal of its general operating levy. The technology levy would collect $4.5 million annually for the next 10 years. It would more than quadruple the existing taxpayer levy for technology, which expires in 2012. Currently, Edina collects about $1 million a year with its technology levy. That provides approximately $122 per pupil, falling behind several area districts. Boardmember Peyton Robb said the increase would help the district remain competitive. “It’s not something that we take lightly. It’s very well thought out,” he said. According to the district, Edina’s existing technology referendum is less than measures in Hopkins, Minnetonka, Eden Prairie, Wayzata, St. Louis Park and Bloomington districts. At the top of that group, Hopkins collects $719 per pupil each year. At the bottom, Bloomington collects $273.

The renewal and increase would bring Edina’s per pupil amount to $549. That would include about $600,000 a year in capital expenses, as well as $3.9 million a year for maintenance, staff training, software and server enhancements. If approved by voters, the estimated impact on an average $400,000 home in Edina would be $220 a year, an increase of $173 from the current $48 collected for technology. The increased referendum would also free up general fund dollars now being spent on technology for other uses. While the district collects $1 million a year in taxes for technology, it actually spends closer to $3.3 million through a combination of the referendum, capital and general funds. Also up for renewal is the district’s $400 per pupil operating referendum, currently at the maximum amount allowed by the state. It would provide about $3 million a year for the next 10 years if approved by voters. It would continue to have a $158 annual impact on a $400,000 home in Edina. Supt. Ric Dressen said the district would provide more specifics on the measures leading up to the November election. “We have a full plan we’ll roll out in August to share information with community,” he said.

The Minnesota Court of Appeals recently upheld Edina’s practice of assessing property owners for staff and other ancillary costs related to street reconstruction projects. The Tuesday, July 5, decision in Gayle Gaumer, et al., vs. City of Edina found the city was within its legal authority when it included city engineering, clerical services and capitalized interest costs in an assessment for a November 2009 road project in the Highlands neighborhood. Gaumer, an attorney who represented herself and 20 others, appealed the assessment, stating the city was in the wrong when it calculated the staff costs as percentages of the total project cost, and included interest as a capital expenditure in the principal assessment. Calls and emails to Gaumer and City

Manager Scott Neal were not returned at press time. In the project, the city assessed area residents for just over $840,700 of the total $1.3 million cost. Of the assessed amount, approximately $689,500 was for construction, $103,400 for engineering and clerical work, $47,300 for capitalized interest – used to finance costs the city incurs during construction before the final assessment – and $500 for miscellaneous expenses. The engineering costs were calculated as approximately 13 percent of the construction costs and the clerical costs were calculated as 2 percent of the construction costs. The interest was calculated as approximately 7.5 percent of the construction costs. Before the July 2010 trial in Hennepin County District Court, the parties agreed the city did not act arbitrarily, APPEAL: TO NEXT PAGE

Appeal FROM PREVIOUS PAGE oppressively or unreasonably by including the in-house services and capitalized interest in the assessment. The issue was whether Minnesota law authorized the inclusions. The district court held that it did and also concluded that because the assessment was not unlawful, the residents were not entitled to recover attorney fees. According to the decision by Court of Appeals Judges Natalie Hudson, Francis Connolly and Louise Dovre Bjorkman, and written by Hudson, the city and lower court were correct in their interpretation of law. The residents argued that Minnesota statute 429.031, subd. 1(d) prohibited the city from including engineering and clerical services performed by municipal employees in the assessment when the cost is calculated as a percentage of the total project. The statute relating to municipal projects states “the compensation must not be based primarily on a percentage of the estimated cost of the improvement.” The judges contended that the subdivision is not a standalone provision and prior subdivisions must be referenced. For instance, subdivision 1(b), in part,

states the city council must have a preliminary report prepared to determine a project’s necessity, cost-effectiveness and feasibility before ordering it. The following subdivisions 1(c) and 1(d) then set out the factors the council must consider in determining the compensation for the preliminary report if not completed by a city employee, according to the opinion. Subdivision 1(c) provides that the compensation must be based on the time and labor required, the experience of the preparer, complexity of issues addressed and extent of responsibilities assumed. Subdivision 1(d) then states “the compensation must not be based primarily on a percentage of the estimated cost of the improvement.” “We believe that the legislature intended the word ‘compensation’ to be restricted in both subdivisions to compensation paid to non-municipal employees,” Hudson wrote. Judges also cited previous decisions confirming a city’s authority to calculate engineering costs as a percentage of the total assessment cost when performed by city employees. Additionally, the residents argued that the city violated Minnesota statute 429.061 by including capitalized interAPPEAL: TO PAGE 15

Dropping a line to the far side of the world I collect postcards. It’s a habit my friends and family have unwittingly enabled for years by sending me cards from around the country and an addiction I do not plan to give up any time soon. As a bit of a connoisseur of the deltiologist (postcard collecting) community, I regularly peruse postcard-collecting websites to keep up on the latest trends, look at galleries of really interesting collections and generally waste time in one of my favorite ways. So I was shocked the other day to discover an organization that will not only provide you with the address of someone anywhere in the world who might like to get a postcard from you, but will give your address to card writers around the globe, as well. Shocked, I tell you. And ridiculously enthused. I signed

up right away. On a rainy afternoon, I went to the post office to drop my first postcard in the mail. Because it was traveling roughly 4,520 miles to Latvia — yes, Latvia — I wanted to double check that I had affixed enough postage. The postal worker checked my card, assured me the stamps I’d placed on the card were sufficient and promptly stood there reading what I’d written to my new Latvian friend. Strange, I didn’t recall saying, “Good morning, is this enough postage? Oh, and if

you’re feeling bored, why don’t you read this postcard I’m sending. It’s good stuff, I promise. Kisses!” But that’s perfectly all right. See, that’s what I love about postcards: the public intimacy. Each card sent has a message written on it, destined for a single individual, but can be read by a great many people before it ever reaches that person. On a recent trip to Ireland, I dragged my very understanding wife with me to an archeology museum near Dingle in County Kerry. The museum was decidedly unstimulating, but the small box of antique postcards — all of them circulated — in the gift shop? Hmmm, I don’t know. How do you think Robert Ballard felt when he realized he found Titanic? It was a box of messages, some of them more than 100 years old, giving me a

glimpse of those personal yet wide-open messages. Too bad they were so stinkin’ expensive. I’ve always wanted to ask to a simple question of those postal workers that read postcards before they are delivered: Did you get it? Do the postcards you read make sense to you? I can’t say that I recall ever running across someone else’s mail in that way. I wonder what it’s like. I guess this may be just a protracted daydream. Maybe no one cares about the personal lives of people they’ve never met. But that sure won’t stop me from sending postcards to strangers around the world and wondering.

long-standing reputation being fair-minded and progressive. Whatever happened to “Minnesota Nice?” The Legislature protected the upperrich at all costs. It’s unconscionable the school system had to take another hit. Where, pray tell, will the money come from to pay back the schools? We are going to be in this fiscal mess for a while – I’m afraid a long while. Why couldn’t the upper-rich step up to the plate and help out a state that is in deep trouble? They, after all, made their riches in Minnesota but couldn’t help their state in a time of need. Maybe they should take their riches and leave. The result of all this, in my view, will be a lot of politicians looking for a job in 2012. Duaine Olson Edina

LETTERS TO THE EDITOR Edina Fourth of July parade a ‘super event’ To the editor: I have to thank the Fourth of July Parade Committee for giving the Edina-Morningside class of 1951 the honor of being the grand marshals for the recent parade. We were exhilarated by the response of the spectators along the route. We were excited and pleased to be in the parade, but the spectators seemed to be enjoying the parade as much or more than we were. Big smiles, waving, laughing and the yelling of greetings were the fare that greeted us all along the parade route. Thanks Edina! You made us proud. Many of our classmates had-

In the middle of a shutdown with people furloughed from work without pay, his priorities and those of all the legislators should be to work everyday to find a resolution to move forward. Letters FROM PREVIOUS PAGE ing every day to resolve this stalemate. Rep. Downey is quite proud of his Performance Pay Initiative, which measures outcomes of state programs before spending on them. I think all the legislators should be part of this Performance Pay Initiative and forgo their salaries until their work is complete so they too have some skin in the game. Downey and the Republicans start representing the people of Minnesota, not just business? Suzanne Shute Edina

A downside to school options in Edina district To the editor: Too many educational options in Edina Public Schools could leave some wondering if going back to simple times or no options would be better. In the last year of preschool, we all wonder here in Edina what program for elementary school should we put our child in. There is French immersion, Continuous Progress, neighborhood and Discovery. if the school in your Edina neighborhood doesn’t offer one of those programs, you can be bused to another Edina school that does (providing there is room, which is likely if you list a couple choices). Our neighborhood school, Concord, didn’t offer Continuous Progress so we chose Countryside. Continuous Progress is a family-oriented looping system that is highly praised for its ability to have families build relationships. Friends stay together from grades 1-5 and possibly longer if they were in kindergarten together. There are also mandatory camping trips every year with parents and students, again to foster long-term friendships. So while there is bus transportation for students to get to these schools from kindergarten to fifth grade, if they want to continue to the westside middle school Valley View with these same friends, these students have no Edina bus transportation even living in the Edina community and paying taxes. Now with a second child going through the Countryside Continuous Progress program we think that having too many options was not a good thing. Giovanna Ingram Edina FOR MORE OPINION, SEE PAGE 8

Lawns FROM PREVIOUS PAGE stretched from Superior into midMichigan. What is now all of the Twin Cities was under fire. Not a small eruption either, this lava flowed for about 100,000 years. No lava is visible now, but it’s down under your yard, way down. Above it lies the evidence of all the events that followed. Dinosaurs were here next? Yes, they strolled much of what is now North America for a couple of hundred million years, ending about 65 million years ago. Triceratops bones may be buried right in your backyard. They’d be over the buried lava but under what came next. Ice, a glacier, was here? Yes, on and off for about the last 2 million years, Edina and the rest of Minnesota lay under a lid of solid ice. Around here it was up to a mile thick. The Ice Age – called the Pleistocene – wasn’t uniform, though. Paws of the glacier would advance and retreat as the climate varied within this period. The Ice Age may not even be over yet. Best estimates from scientists are that a new pulse of glaciations are likely to come within the next 50,000 years. Global warming could change that. You may not want ice in your yard but you probably don’t want to bake either. Large, wild creatures were here? Yes, about 10,000 years ago. Walking through what is now your yard, after the glacier melted, were short-faced bears, dire wolves, mastodons, mammoths and 500pound beavers, but not all at once. They

COLONIAL

moved north as more ice melted and helped to form the lake and forest ecologies that we see today. Being large helps a mammal stay warm – they were and they did. Underground water came next? Yes, as all of that glacial ice melted, it soaked through the ground. And, at about this time, ample aquifers – underground water formations – came into existence. The aquifers under Edina now are the St. Peter, the Prairie-du-Chien, the Mt. Simon-Hinckley and the Jordan. This water was clean, filtered through many layers of soils on the way down. We still use the Ice Age leftovers, but they are not infinite. Ordinary northern mammals were here, too? Yes, as the climate moderated still more, by about 9,000-9,500 years ago, your yard occasionally hosted a wolf, moose, bobcat, fisher, lynx or one of the other animals we now think of as “up north.” We use to be the up north. Oak savanna came next? Yes, as Edina’s climate settled down about 8,000 years ago, our local ecology became oak savanna with lots of small lakes, wetlands and drier, slightly higher grassland areas whose largest trees were oaks. You may still have one of their descendants in your yard or on your block. Age of the lawn? This seems a sensible name for what we have now: lawns with squirrels, birds, dogs, cats, and the occasional red fox or coyote. Lawn mania leads some to overdose their yards with major chemicals. “Rugs on drugs,” some people call these yards. The 500-pound beaver would not approve.

Mary Beth, 15, who will attend Edina High School in fall, said they noticed it could use some work this summer. “There were a bunch of hostas, but they were dying because they were in the sun,” she said. “There weren’t any other plants or colors, just some dirt,” said Carolyn, 15, a student at the Blake School. With the help of Carolyn’s mom, Joanne Patterson, they registered as a garden club with the Minnesota Horticultural Society. After paying a fee, clubs can receive free plants for public spaces. They selected plants from a commercial nursery, planted the garden and water and weed a couple times each week during summer vacation. Mark, 13, a student at Benilde-St. Margaret’s with an interest in landscape architecture, said it was fun to choose the plants and design the garden for neighbors to see. “We all enjoy gardening,” Mark said, “and people appreciate [the alley] being taken care of.”

Robert Solheim of Edina was recently appointed chairman of the Fairview Southdale Hospital board of trustees. Solheim has served on the board since 2004 and was vice chair from 2009-2011. He is co-founder and president of the N.C. Little Memorial Hospice in Edina, a nonprofit, residential hospice for terminally ill patients and their families. He was previously executive director of the Minnesota Reporters Association and as a past president and current member of the Rotary Club of Edina, as well as a member of numerous other organizations. As a volunteer, he conducts Bible studies and worship at an area nursing home. Edina law firm Hellmuth & Johnson, PLLC partners Chad Johnson, David Hellmuth, Blake Nelson, J. Robert Keena and Gary Fuchs were named to the 2011 Minnesota Super Lawyers list. No more than 5 percent of lawyers in the state are selected for the list.

Who’s getting paid? BY PAUL GROESSEL • SUN NEWSPAPERS Last week, when Gov. Mark Dayton offered to accept Republican lawmaker’s June 30 budget proposal, with new conditions, it appeared the two-week government shutdown would come to an end. During the shutdown, with thousands of state employees out of work since Dayton and legislators did not agree on a 2011-13 budget by the June 30 deadline, the issue of elected officials receiving pay or not surfaced. In the House of Representatives, legislators who declined payment during the shutdown can choose to get paid retroactively once the shutdown is over, according to Greg Crowe, co-controller for the House. But senators will not have the option of receiving retroactive pay, according to Mary Ferguson with the Office of the Secretary of Senate. For legislators representing Bloomington, Richfield, Edina and Eden Prairie, things were pretty split.

All of the representatives, except one, deferred their pay and most planned on not taking retroactive payments after the shutdown. All four of the senators kept their pay. Of course, it’s not always that cut and dry. For those who took pay, some throughout the House and Senate have said they will donate their checks to local charity. Legislators can also get paid for meetings they attend, known as per diem pay. In both the House and Senate, per diem payments were suspended for all legislators during the shutdown. After attempting to reach all legislators representing the four cities of Bloomington, Richfield, Edina and Eden Prairie by phone and most cases email as well, several indicated their intentions regarding retroactive payments and why they did or did not accept payments. Not all could be reached, however. Here’s the breakdown for legislators representing the four cities:

Area legislators face tough questions following the state shutdown: Did they take payments? Will they seek repayment after the shutdown?

Legislators who received payments during the shutdown • Sen. Geoff Michel, R-41, Edina In an email, Michel said he has not taken per diem pay since the end of the regular legislative session May 23. “As deputy majority leader in the Senate, and part of the legislative leadership team negotiating with Governor Dayton, I continue to receive the legislative salary of $31,000 per year,” Michel said in an email Wednesday, July 13. • Sen. Ken Kelash, DFL-63, Bloomington and Richfield Kelash did accept pay because he didn’t notify the proper Senate office in time, he said. He’ll most likely give his pay during the session to a charity in his district, he said. “It’s a symbolic thing, and in the end it wouldn’t matter if we were being paid a little bit of money … or an outrageous amount of money … ” he said.

• Rep. Kirk Stensrud, R-42A, Eden Prairie; Sen. Dan Hall, R-40, Bloomington; and Sen. David Hann, R-42, Eden Prairie, did accept pay during the shutdown and could not be reached.

Legislators who delayed payments • Rep. Ann Lenczewski, DFL-40B, Bloomington Lenczewski said she does not plan on taking retroactive pay after the shutdown. • Rep. Keith Downey, R-41A, Edina “As a legislator, I thought it was important for me to share equally in the financial impact that other state employees were also going to experience,” he said. “So, my intention is to share in equal measure, if you will, the same kind of impact in my own compensation that the average state worker would experience.” That includes back pay. If state workers receive it, he would seek the same. If they don’t, he won’t either, he said. PAY: TO NEXT PAGE

Pay FROM PREVIOUS PAGE • Rep. Pat Mazorol, R-41B, Bloomington and Edina In emails, Mazorol said he did not accept pay during the shutdown and does not intend to receive retroactive pay. • Rep. Jenifer Loon, R-42B, Eden Prairie Loon said when she inquired about not receiving pay during the shutdown, she had to write a personalized note since that wasn’t an option on the payment form. “I basically said I want to be treated the same as government employees,” she said.

www.minnlocal.com – Thursday, July 21, 2011 – Edina Sun-Current

But even if lawmakers decide to give retroactive payments to state workers, she does not intend to take it. She said she normally doesn’t take per diem pay outside of a regular session, either. • Rep. Linda Slocum, DFL-63B, Bloomington and Richfield Slocum delayed her payment and intends to donate it to Cornerstone, a domestic abuse prevention group. • Rep. Paul Thissen, DFL-63A, Richfield did not accept pay during the shutdown, but he could not be reached. Legislative salary is $31,140 per year. Legislators are paid monthly, which equals approximately $2,595.

Appeal FROM PAGE 5 est as a capital-expenditure cost in the principal assessment, saying the law only authorizes the city to assess periodic interest following the resolution adopting the assessment. The judges agreed that the statute prohibits the city from beginning to calculate the periodic interest due on each homeowner’s assessment before the date the assessment is adopted, but not that intends to prohibit the city from including capitalized interest as a capital expenditure cost in the principal assessment. “Although appellants are correct that the city may not begin calculating interest on their periodic assessment payments until the resolution date, they are incorrect that the city was prohibited from including financing costs incurred prior to the resolution date in the assessment,” the ruling reads. Finally, judges concluded that because the city acted lawfully in determining the assessment amount, the residents are not entitled to recover attorney fees.

Tweetup FROM PREVIOUS PAGE account, @KT_Little. Little said she read about the White House-hosted tweetup – an event where people on Twitter meet up in person – as part of the town hall and applied to attend online the last week in June. “I heard the next day I was one of the lucky individuals,” she said, but she wasn’t immediately convinced. She said she and parents Fred and Betsy

Little of Edina were skeptical of the email invitation, which included a security clearance form requesting her Social Security number. Typically it’s not recommended to give that information online. Little felt confident the invitation was legitimate after checking Twitter and seeing other applicants received the same notice. She said the sense of online community attracts her to Twitter. “I know people who have got jobs through Twitter. If you lose a dog and you mention it on Twitter you’ll get a response,” she said. “Usually the Twitter community is great listeners and we all

While in town she also visited museums and went on a tour of the White House the morning of the town hall. At the big event, she was seated second in from an aisle. She was able to shake the president’s hand as he greeted participants on his way to the stage, where he tweeted his responses from a laptop. He was joined by moderator Jack Dorsey, Twitter cofounder and executive chairman.

On noon the day of the event, more than 60,000 questions had been directed to the #AskObama “hashtag,” according to the White House. At right, Richfield 4year-old Cameron Ford is congratulated by mom Tamika Ford and baby brother Jayden Alvarado-Ford for being the male winner in the “Harry Potter” lookalike contest Thursday, July 14, at Southdale Center in Edina. Cameron, dressed as character Dobby, was among several who came in costume to celebrate the final installment in the “Harry Potter” series released 12:01 a.m. Friday. He didn’t stay for the showing, which was past his bedtime. Southdale Center marketing assistant Amy Siegel, a “Harry Potter” fan, said the mall planned several activities for the movie release “because we knew there was going to be a ton of hype.”

Tweetup FROM PAGE 19 common themes in the questions and retweet those she thought should be addressed by the president. Little said tweetup participants were not able to ask questions during the town hall, but most gave play-by-play accounts of the happenings on Twitter. She, however, does not have a smart phone, and the White House did not offer public Wi-Fi, which meant she couldn’t use her iPod Touch to keep her followers up to date. In the end, she said that was a good thing. “[People] joke about it because you go see the president and everybody is looking down at their laps at their phone or iPad,” she said. “I was actually just watching him, watching his mannerisms and how he replied to everything.” Little, who was delegate for Obama in local election events in 2008, said it was exciting to see him in person, as well as the man behind “the next big social platform.” While she called it a once-in-a-lifetime opportunity, it wasn’t all smooth sailing. On her first day in Washington, D.C., her wallet was stolen. Her dad had to overnight her passport to her so she could make her return flight Thursday, July 7. Little said she’ll continue to use Twitter to stay in touch with her fellow participants, who are posting on Twitter with the #WHtweetup hashtag. Her dad said he doesn’t know much about Twitter, but can see the president’s first Twitter Town Hall was “a monumental tech event.” He watched it live on CNN. “At first we both said this is just another computer scam, but we were so proud of her,” Fred Little said. A video of the Twitter Town Hall can be viewed at askobama.twitter.com. Little is visible shaking the president’s hand in the bottom right corner at the 1 minute and 26 second mark. She is wearing a white shirt and glasses.

A Cub Scout community: BY ALLY SERACKI • SUN NEWSPAPERS INTERN Cub Scouting makes a difference in boys’ lives for many reasons; building their character and teaching them to work with others have been among the most important. Being part of Den 6, within Pack 66, is no exception. Pack 66 is sponsored by St. Bernard’s Catholic Church, St. Paul. Den 6 is relatively new and was formed through an effort of St. Bernard’s volunteers to reach out to their refugee community. For the den of 10 boys, all originally from Southeast Asia, not only has Cub Scouting helped them reinforce relationships but it has also helped them break down language barriers. For Den 6, specifically, Scouting has reiterated a lot

of what they learn in school, but through experience. “We trick kids to learn … through having fun,” said Vincent Haen, adult leader for Pack 66. Having the Scout uniforms connects them as well. “When they put on the uniforms, it makes them feel united,” Haen added.

Boys thankful for donations For Den 6, each family’s general economic situation is, as Haen would describe, “your typical refugee story.” What some children may take for granted, these boys cherish and appreciate. Haen described a time when the boys

needed water boots for an outdoor activity. They received boots, free of charge, that some boys might refuse to wear. But the Den 6 boys didn’t care if the boots were pink as long as their feet stayed dry. On a case-by-case basis, a Scouting office determines through a uniform exchange what donated uniforms to give out to dens for free and reduced prices. All of Den 6 is receiving discounted or free uniforms. Especially for the families who could not otherwise afford it, the assistance is a relief. Though many of the boys’ parents do not understand a lot about Cub Scouting, they realize it is getting their sons involved in something that is crucial. “Parents like getting them in the community,” Haen said.

Supporting the uniform exchange program is easy during the month of July. Used uniforms may be dropped off at all 25 Pilgrim Cleaners locations 7 a.m. to 8 p.m. Monday through Friday and 9 a.m. to 5 p.m. Saturday. Find locations at pilgrimdrycleaners.com. Uniforms are also accepted at the Gabbert Scout Service Center, 5300 Glenwood Ave., Golden Valley, and the Hulings Scout Service Center, 393 Marshall Ave., St. Paul, 8 a.m. to 5:30 p.m. Monday through Saturday. Financial contributions should be sent to Northern Star Council BSA, Attn: Kent York, 5300 Glenwood Ave., Golden Valley, MN 55422. Neighbors FROM PAGE 1 in Edina, has also got the ball rolling to form an association in her neighborhood. “I think it’s a wonderful way to network and look after each other,” said Hall, adding she expects to kick-off the effort as summer and vacations comes to an end. By then, Erickson and Hall may get some help from the city. The Edina City Council directed staff to gather information on neighborhood association practices and policies at an informal work session last month. Additional discussions are expected later this summer. City Manager Scott Neal said municipalities have taken different approaches to the resident groups. “Some actively don’t want them, some are indifferent. There’s some cities that want to be cooperative and some cities give them money to exist,” he said.

Edina falls into the second type, and while it doesn’t prevent the independent groups from forming, does not engage with them either, he said. Neal said he sees a potential in Edina for better communication between citizens and the city. There is growing interest from residents and individual council members as well. “I think the city council here has to decide what role the city government ought to play in neighborhood associations,” Neal said. “They can exist without city government helping them, however, if we played a slightly more active role, who knows how many more associations might exist.” In Edina, there are already a handful of groups with varying degrees of organization and activity, including associations in the Country Club, Highlands, White Oaks and Morningside areas. Councilmember Joni Bennett, one of the founders of the Morningside Neighborhood Association, said she’s long been interested in a citywide policy on neighborhood associations. She said for the first time since her elec-

tion to the Edina City Council in 2006 it might be possible. “We have an administration that is interested in working with neighborhoods in this way,” she said. The greatest benefit she sees is communication. She said neighborhoods like hers have organized, but still don’t always have the two-way communication with the city they hoped for. She believes city involvement is also key to ensuring inclusive and democratic associations that are open to all households. “You can’t have people orphaned. You don’t want any street adjacent to a neighborhood stuck out there by itself,” Bennett said. She said she’s interested in a model like that used in St. Louis Park. Marney Olson, community liaison for that city, presented information at the Edina work session Tuesday, June 21. In St. Louis Park, all households are contained within 35 defined neighborhoods, 27 of which have active associations, she said. The names and boundaries were set by the city in the 1990s respecting long-existing groups like

When residents in neighborhoods voluntarily decide to organize for the first time, the city allows them to change their name and design a street sign within certain guidelines, she said. Each group is different. Some charge dues and others don’t. Some have frequent social gathering and others rarely meet. The city supports associations by allowing them to meet in city buildings for free, printing newsletters and providing association contact information on the city website. City staff are available to answer questions and converse with neighborhood leaders, who then spread information to the their neighbors. Grants of up to $2,000, totaling no more than $31,000 each year, are also offered for projects in neighborhoods where the association has established bylaws and holds at least one annual meeting to select leadership. They feel they have a voice and that’s really important,” she said. Jennifer Janovy, a member of the Morningside Neighborhood Association steering committee in Edina, said learning from St. Louis Park is a good first step for Edina, but she hopes the city also consults with existing organizations. Morningside was once its own separate village, so boundaries were already established when the association formed in 2003, as well as groups such as a women’s club dating back to the 1930s, a men’s athletic club and

He liked all aspects of the St. Louis Park model, including the grant program. “In a $30 million budget we can afford to kick $30,000, a small percentage, back directly to the neighborhoods. The closer you get to the neighborhoods I think the more effective the dollars will be spent because those people know what their local needs are,” Sprague said. Other council members including Mayor Jim Hovland indicated they weren’t ready to go as far as providing money to resident groups, but did support the association concept. “Neighborhood associations help create a strong sense of community. Do people need neighborhood associations in Edina to have a better quality of life? I’m not sure. We’ll find that out in the process,” Hovland said.

Town team playoffs Bloomington, Minnetonka and St. Louis Park are best bets to earn first-round byes in the Riverview Amateur Baseball League playoffs. Those clubs currently hold the top three places in the standings. Edina is fourth in the standings and Hopkins is fifth. Both of those clubs would most likely play in first-round series beginning this week at local sites. In each series, the team with the higher seed plays two games of the three-game series at home. Minnetonka is the two-time defending state Class A amateur champion.

Urban Wildland races Registration is open for the Urban Wildland 5K and half-marathon races. The events are Saturday, Aug. 6, at Veterans Park in Richfield. The half-marathon will begin at 7 a.m. and the 5K starts at 7:15. Runners may register at www.active.com. – COMPILED BY JOHN SHERMAN

District Legion playoffs Six teams from the South Hennepin League, six from the North Hennepin, two from the North End League and two from Wright County will vie for state tournament berths during the Tenth District playoffs Thursday, July 21, through Sunday, July 24, at Wintercrest Park in Coon Rapids. Eden Prairie, the defending state champion, is among the district favorites along with Edina and Wayzata from the South Hennepin and Coon Rapids, Osseo and Maple Grove from the North Hennepin. “It should be a pretty strong field,” said South Hennepin League director Gene Berg. “You’ve got the defending state champion, Eden Prairie, a team that finished second in the World Series last summer, and the North Hennepin has three very competitive teams.” Edina has had a string of good teams the last few years, including a 2008 team that took third place in the state tournament. James Dean, Matt Hopfner and Alex Lampert are leaders on the Edina pitching staff while catcher Nick Denn provides offensive and defensive spark. Edina’s middle infield is solid with shortstop Joey Spellman and second baseman Nick Leer. The top four finishers in the Tenth District tournament will advance to the state tournament in Eden Prairie July 29-Aug. 1.

Cairns’ hitting, as well as his play at shortstop, helped the Splittin’ Stitches slowpitch softball team to a 23-16 win over the Decoys in Edina Monday Night League action at VanValkenburg Park. Cairns hit a home run to help his team take a 19-0 lead in the top of the first inning.

Kyle Engler Engler’s hot bat helped the Edina American Legion baseball team earn a Tenth District tournament spot last week. He hit five home runs in a six-game stretch and is batting .509 for the season.

Judy Freeman The Edina golfer shot a hole in one recently at Golden Valley Country Club. She aced the 113-yard 11th hole, using a 5-hybrid club.

Splittin’ Stitches at VanValkenburg Rec softball team explodes for 19 runs in the first inning BY JOHN SHERMAN • SUN NEWSPAPERS The Decoys, co-leaders in the Edina Monday Rec Softball Doubleheader League, were shocked when Splittin’ Stitches exploded for 19 runs in the top of the first inning July 11 at VanValkenburg Park. After looking more like sitting

ducks than Decoys in the first inning, the home team rallied to make it close at the end, losing 23-16. Splittin’ Stitches made use of the long ball in their big inning. Teams are limited to three home runs a game in this league and the Stitches reached their quota in the top of the first. Ryan Cairns, Peter Kubalak and Mike Sarazine all hit the ball out of the park. The Stitches hit five more home runs during the seven-inning game, but each of those five was an automatic SOFTBALL: TO PAGE 28

Kubalak hit a three-run homer in the top of the first inning to lead the Splittin’ Stitches slowpitch softball team to a 23-16 victory over the Decoys in the Edina Monday Night League.

Mike Rallis The former Edina High football captain is working out in anticipation of fall practice with coach Jerry Kill’s University of Minnesota squad. Rallis, a 6-foot-2, 236-pound linebacker, started six games for the Gophers last season.

Tyler Polomis The Edina runner placed eighth overall at the Robbinsdale Whiz Bang Days 10K run July 9. He was second in the men’s 40-49 division.

Dominick Rosario The former Edina High track standout placed seventh overall in the Firecracker 10K race at Excelsior Commons. Rosario, 21, finished in 34 minutes, 32 seconds.

Mark Schroeder Schroeder, a veteran right-hander for the Edina ESOX amateur baseball team, went the distance in a 3-2 Riverview League loss to the Hopkins Berries last week. The loss gave Edina a 6-6 record in Riverview League games.

SHORTS Edina flag football Edina flag football is open to boys in grades 6-11 this fall. The non-contact league uses Velcro flags and plays five on five with eight to 10 players on a roster. Games will be played Saturday mornings, Sept. 10-Oct. 15. The fee of $80 per player is due by July 22. See edinaboysflagfootball.com. for details.

General Sports could be seeded 4th or 5th BY JOHN SHERMAN • SUN NEWSPAPERS As the last week of the Riverview Amateur Baseball League began July 18, the Edina ESOX were fighting to become fourth seed for the playoffs. Edina, sponsored by General Sports, came into Monday with a 6-6 league record while Hopkins was close behind at 5-6. Minnetonka, Bloomington and St. Louis Park are the top three seeds and have clinched first-round Riverview League playoff byes. Whether Edina finishes fourth or fifth, it will start the playoffs in a best-ofthree series Tuesday, June 26. Possible opponents are Northwest Suburbs, the Westside Bombers and the Brooklyn Park Hodags. “We’re not setting the world on fire,” said Edina manager Denny Scanlon, “but our pitching is good and we’ve been catching the ball. Our hitting hasn’t been consistent, except for a few guys.” Edina didn’t deliver key hits in either of two Riverview League losses last week. The Hopkins Berries topped Edina 32 July 12 despite a solid pitching performance from Mark Schroeder. “We were ahead 2-0 late in the game, but we made a couple of mistakes and walked a few,” said Scanlon. “When you’re not scoring a lot of runs, it’s harder to cover your mistakes.” Edina had similar problems in a 7-2 loss to Northwest Suburbs July 14 at Braemar Park. “Their pitcher threw three speeds of slow, and we had trouble hitting him,” said Scanlon. “He had been effective against us in the past because he mixes it up and comes from different arm angles.” Edina’s offensive leaders are shortstop Brashad Johnson and left fielder Erik Nelson. “Brashad is as good a town ball player as you’ll see around here,” said Scanlon. “We’re lucky to have him. Erik [who played for Edina High School a few years ago], is the most consistent hitter we have other than Brashad.”

EP takes over as No. 1 Eden Prairie moved into the No. 1 spot in the Minnesota American Legion Baseball state poll last week. Scott Hackett’s club had trailed Burnsville for the previous four weeks, but made it back to the top spot with a strong showing in the Gopher Classic. Edina Prairie has a 22-5-1 record.

Homers come in bunches for Edina’s Kyle Engler Legion team’s DH goes on a remarkable spree BY JOHN SHERMAN • SUN NEWSPAPERS Kyle Engler didn’t hit any home runs for the Edina High baseball team this spring, and he didn’t hit any the first month of the American Legion season either. Then all of a sudden, everything Edina’s designated hitter struck was a home run. Engler had five homers in a sixgame stretch and boosted his Edina Legion batting average to .509 in the process. Asked about the sudden power, he grinned and shook his head. “The way I’ve been seeing the ball lately, it’s like a beach ball coming in there,” he said. “My timing’s good, and I’m feeling really confident now.” “I hit three homers to left-center field, one to right-center and one to straightaway center.” “One of Kyle’s homers was up in the lights at Braemar [Park],” said

Edina Legion head coach Nick Kennedy. “You don’t see that very often.” With Engler’s bat showing the way, Edina clinched a spot in the Tenth District playoffs with two recent South Hennepin League victories. Edina topped St. Louis Park 12-5 July 12 and Bloomington Blue 6-5 the next night to wrap up a district berth. In a battle for first place July 14, Edina lost to Eden Prairie 5-1 as Engler got Edina’s lone hit. After last week’s games, Edina was 6-2 in league play. “Eden Prairie’s pitcher, Geoff Bray, was tough,” said Engler. “He had a nice curve tonight and didn’t leave anything up. I went 1-for-3 and my hit was kind of a squibber.” Engler, a 6-foot-2, 175-pound 18-yearold, has been using a 33-inch DeMarini CFD bat during his recent home run streak. “It’s the team’s bat, but I’ve been keeping it in my bag,” he said. “There’s a lot of pop in it.” ENGLER: TO NEXT PAGE

Edina High’s boys cross country team will host the alumni for the Ed Hendrickson run at 9 a.m. Saturday, Aug. 20, at Pamela Park. Hendrickson, an Edina Hall-of-Famer, was head track and cross country coach at Edina High School. Register at edinacrosscountry.com.

Softball FROM PAGE 26 out. During one flurry, foul balls and home runs exhausted the ball supply. “We’re out of balls,” umpire Billy Moes declared. At that point, both teams dispatched shaggers to look for the lost balls in the weeds up the hill from Field 2. “It’s great weather tonight, great weather for softball,” said Cairns after the game. “The ball was carrying pretty well, and we got hot in the first inning.” Hot as in sizzling – at one point the Stitches had nine consecutive hits. “We definitely came together,” said Kubalak, who provides a solid bat in the middle of the order. He hits left-handed and shows 400-foot power. The experience of hitting home runs was nothing new for the Stitches’ sluggers. Some of them play in multiple leagues, so there are plenty of

opportunities to groove their swings. “I have eight home runs in this league, 17 overall,” said Cairns. “This makes 22 for me,” said Kubalak. “I don’t watch my stats too closely,” said Sarazine, who is also the team manager. “I would guess I have 14 or 15.” The Decoys were undaunted by the loss and felt good about the last six innings. “That first inning was rough,” said Decoys catcher Tony Berg. “We won the last six innings by 12 runs,” said Jesse Meehan, one of the big sluggers for the Decoys. There are 13 teams in the Monday Doubleheader League. The Decoys and Splittin’ Stitches are two of the contenders for the playoffs, which begin Aug. 1 at VanValkenburg Park. “We have been fighting some injuries,” said Sarazine in sizing up the Stitches’ chances. “But if we have everyone in the lineup, we’ll be hard to beat.”

Right Way Painting Solutions Engler After one of the most brutal winters we have encountered in the past 30 years, we have all found things that need repair or replacement on our homes. Many of us have needed to put off work being done to our homes do to economic hard times. Many of us also put off projects to save money in case things got worse. Our home values have gone down which makes it hard to even think about selling our homes. The reality is that we have to keep our property in good shape to maintain our values. Painting the exterior of our homes is by far the best value to preserving our wood surfaces and windows. We can also dramatically change the appearance of the inside of our homes by updating colors. Painting woodwork is a very affordable option compared to replacing old trim around our homes. In many older homes our windows are still good, but the old stain and varnish are not holding up any more. You can save thousands of dollars by painting these windows verses replacing windows. Updating your

basement family room can also be as easy as painting the paneling. I’m Paul Moore from Rightway Painting Solutions. I’ve been in the painting business for over 20 years. Being a former Shop Teacher, I have a good background in finishing and wood replacement. We do both residential and commercial painting. We do work for several Town Home Associations, Nursing Homes and Residential Properties. We give our customers great value by being able to not just paint. We replace or repair wood, repair and reglaze older windows and reside areas that need replacement. We also repair decks and re stain decks. On the inside we repair walls, remove wallpaper, enamel wood work and paint paneling. We offer a 2 year labor warrantee on our labor, provide references and we would be happy to give you a free estimate. For all of your painting needs give us a call at 612-8392239.

FROM PREVIOUS PAGE Besides finding the right bat, Engler said he has the right hitting coach, Tommy Nevers. Nevers was quite a hitter himself as an Edina High School ballplayer, and he went on to play 13 seasons of pro baseball. “It was Kyle who made the adjustments he needed to make,” Nevers said after the Eden Prairie game. “He wasn’t getting his front foot out in a power position, and when he did that it made all the difference. “Before he was the best 5 o’clock [batting practice] hitter we had. Now he’s doing it in the games. Kyle didn’t have the kind of high school season he wanted – I don’t think he hit much above .200 – but he’s making the most of the summer.” Engler hopes his power will continue during the Tenth District tourney July 21-24 at Wintercrest Park in Coon Rapids. The top four finishers in the 16-team event will advance to the state Division I Legion tournament the following week in Eden Prairie.
