Regulations developed for state licensing boards often do not take into account the complexities of evaluations not done in a strictly clinical context. It is often unclear who has the right to authorize release of a file or report, but there are practical ways to resolve most of these difficulties.

Kevin rode dirt bikes and three-wheelers as a kid and 30 plus years later he is still riding street motorcycles. After obtaining his Associates of Science in Law Enforcement, Kevin worked as a patrolman where part of his duties were to investigate motor vehicle collisions. He received his BS in Business Management from Franklin Pierce University and addition to his degree, he has received

specialized training in accident reconstruction from New Hampshire Police Standards and Training Council; University of North Florida ITPM; Texas A&E; Northwestern University Traffic Institute; and various other organizations. As a police officer, he testified numerous times in criminal trials for the prosecution. In 1998, he entered the private sector where he continues his specialized training and experience in collision reconstruction. He has testified over 100 times in criminal and civil matters as a forensic consultant / collision reconstructionist in both Federal and State Courts. Kevin is certified through the Virginia Rider Training Program as an instructor in the operation of 2 wheeled, 3 wheeled and moped type vehicles were he instructs new and experienced riders in the safe operation of motorcycles.
