In a statement, Hussain Haqqani said that the US Navy SEALS who found Osama bin Laden did not come with visas and the entire controversy over visas has been manufactured to distract attention from the two vital questions. “The first question is why Pakistan’s bloated security agencies failed to find OBL for nine years and the second, how were the US SEALS able to come into Pakistan without detection by our security forces,” he said. The former ambassador said that the Commission interviewed him on December 19, 2011 when he was a virtual prisoner because he had been forbidden to leave the country. “I informed the Commission that I did not have access to official records for visas at the time but the Commission has not recorded that point in its report,” he said. Haqqani added that the figures for visas were provided by officials at the embassy and the Foreign Ministry after he had resigned and to say that these came from me is an absolute falsehood. In any case, Haqqani said, if anyone is given a visa that does not make that person invisible within Pakistan.

“Entry of that person is still recorded at the airport and he can be followed like thousands of Pakistanis and foreigners are followed by intelligence agencies,” he said. “Why did the intelligence agencies fail to track down those who were issued visas is another question that has been ignored,” he added. HE Supreme Court on Wednesday directed the authorities concerned to present before it the expenditures incurred on the return of former OGRA chairman Tauqeer Sadiq as well as the action taken so far against his abetters.

During the hearing of the OGRA scam case on Wednesday‚ the court directed the prosecutor general to inform the court who helped Sadiq flee Pakistan when his name was on the ECL. Justice Jawad S Khawaja remarked, “Who are behind the appointment of Tauqir Sadiq as OGRA chairman and what action has been taken against those who facilitated

him to flee from the country.”

“What action has been initiated against those found responsible in facilitating him to escape from the country. A report be presented before us in this regard,” Justice Jawad S Khawaja gave these remarks while heading the two-member bench.

National Accountability Bureau (NAB) Prosecutor General of KK Agha told the court, “Action is being taken against those who facilitated Sadiq to flee the country. The prevailing situation is this that approval from NAB chairman is required for filing reference. No NAB chairman has been appointed so far, therefore, reference could not be filed.” He further told the court that Sadiq was brought back to Pakistan a day ago and he was produced before an Accountability Court (AC). The court has given a 14day physical remand. Justice Jawad S Khawaja said, “Some influential people helped Sadiq flee the country despite placement of his name on the Exit Control List (ECL). We have come to know that some influential political figures facilitated his escape.

Agha said, “Inquiry was held over why interference occurred during investigation. The internal inquiry of NAB has been finalised. But the inquiry against those found involved in helping Sadiq in fleeing the country has not been concluded.”

Justice Khawaja said, “Punjab National Highway Police, FIA and the influential persons who facilitated Tauqir Sadiq in escaping the country be included in the investigations.”

Agha told the court that significant headway had been made in the inquiry being conducted against officers of the Punjab National Highway Police, FIA and other departments who helped Sadiq flee.

The court sought a report from NAB over the expenses incurred on Sadiq repatriation. “It should also be informed in the report who would pay the expenses,” the court ordered. The hearing of the case was adjourned until July 24.

The National Accountability Bureau (NAB) spent a massive amount of four million rupees to bring back former OGRA chairman Tauqir Sadiq from the United Arab Emirates, the main accused in Rs 82 billion OGRA scam. Sources said the former chairman of NAB had refused to issue warrant of arrest for Tauqir Sadiq when he was in Pakistan and tore apart the note sent to him by NAB officials requesting permission for arresting Sadiq. The sources further said former interior minister Rehman Malik also did not cooperate with NAB in the arrest of the former OGRA chairman. They said the amount was spent on travel expenses, boarding and lodging of NAB officials in Dubai and necessary details would be submitted in the Supreme Court. They also said that the amount could be recovered from the former NAB chairman. Former US deputy secretary of state Richard Armitage on Wednesday said while Prime Minister Nawaz Sharif was condemning drone strikes and was demanding the US to stop them, in reality Pakistan could stop the drones if it actually wanted to.

In an interview, Armitage said each time the Government of Pakistan spoke about drone strikes and did nothing about it, it incited public opinion in Pakistan, but it did not do anything to resolve the issue.

When asked about the Abbottabad Commission report stating that the raid to kill Osama bin Laden was ‘an act of war’ by the US, Armitage brushed it aside, saying he did not care what the report indicated, and that it was not a US report. He said it was not an act of war and that the US went after and took out a terrorist.

According to the Abbottabad Commission report, the Americans had been asked to stop drone strikes because of the civilian casualties they caused. “It was easier to say no to them in the beginning, but ‘now it was more difficult’ to do so,” former

The report further quotes Pasha to have said; “Admittedly the drone attacks had their utility, but they represented a breach of national sovereignty. They were legal according to American law but illegal according to international law.”

Armitage also said that despite the negative public opinion in Pakistan of the US, almost any Pakistani, if given the opportunity to come to the United States, would “do it in a heartbeat” – implying that the relationship was very complex.

HREE people, including the chief security officer (CSO) of President Asif Zardari, were killed and another 10 sustained injuries when a suicide bomber blew himself up near the CSO’s vehicle at Guru Mandir on Wednesday.

According to details, Bilal Sheikh stopped near a fruit shop at Guru Mandir to buy fruits when a suicide bomber blew himself up. Sheikh, his driver, Imran Zaidi, and a fruit vendor, identified as Shakil, died on the spot and 10 others, including six policemen, were injured.

The Pakistan People’s Party (PPP) has condemned the killing and announced a day of mourning on Thursday (today).

Black flags would be hoisted at the party offices and workers would wear black armbands. However, public transport, shops, petrol pumps and CNG stations would remain open.

A tug of war has erupted among the leadership of Pakistan Tehreek-e-Insaf (PTI), with the party’s Chief Election Commissioner Hamid Khan challenging the ruling of PTI Chairman Imran Khan over dual offices of some officebearers of the Khyber Pakhtunkhwa (KP) government. Hamid Khan had issued a notification on Tuesday removing Khyber Pakhtunkhwa Chief Minister Pervez Khattak from his party office of the secretary general.

He also removed Asad Qaiser, speaker of Khyber Pakhtunkhwa Assembly, from the PTI post and Shaukat Yousafzai, the provincial health minister, from his position as the general secretary of the party in Khyber Pakhtunkhwa.

However, party chief Imran Khan intervened only a few hours later, announcing that only the central executive committee had the authority to take decision on the matter and other major issues. The situation took another turn on Wednesday when Hamid Khan issued a rejoinder to Imran Khan’s statement.

“This is with regard to the press release issued by the Central Media Cell in response to the decision taken by the Central Election Commission of the party regarding vacation of party offices by those who have assumed public responsibilities.” Hamid claimed that Imran Khan’s press statement had been issued in complete ignorance of the party’s constitution.

“Under Article XVII of the PTI’s Constitution captioned ‘Qualification of Election to Party Office’; it is clearly stated that in case of challenges with regard to qualification, the party’s Election Commission will adjudicate in such matters where disputes arise regarding qualifications of party office-bearers to continue in their respective offices while also being holders of public offices”.

The statement said that the decision announced by the General Election Commission regarding the vacation of party offices by those holding public offices was final and had come into force as of Tuesday, July 9.

“Decision has also announced nominating people to perform the functions of the vacated positions pending the announcement of the election schedule. The decisions of the Central Election Commission, being an autonomous institution under the PTI constitution, are final and do not need any confirmation,” Hamid Khan concluded.

Department of Jails Punjab (DJP) has sought regular schedules from the session courts for execution of the death row convicts.

Media reports said that the list sent by jail authorities also includes schedules of hardened prisoners awarded multiple death penalties.

The report states that 7,164 out of 77,900 convicts dwelling in 88 Pakistani jails have been awarded the death sentence by various courts. In Punjab, 65 prisoners including 2 women are on death row, with most of these convicts confined to Rawalpindi jail.

Shah Khawar told the court the cases in respect of the persons who are facing contempt of court proceedings be run.

The court directed AAD to inform it under what priorities the matters related to recoveries, land and appointments have to be run.

T least four persons were killed and several others injured in a fresh spate of violence in different localities of the metropolis on Wednesday. The police arrested an alleged target killer as well.

According to police, unknown gunmen opened fire at a man in Baldia Town Sector IV injuring him severely and fled the scene. The injured identified as Raza Khan, 32, was rushed to a hospital where he succumbed to wounds.

A bullet-riddled and tortured body of a man whose identity has not been ascertained yet was recovered from Methadar locality. Police found dead bodies of two dairy farm employees in Malir Cantt. The deceased were kidnapped and later shot dead after torture, police said.

The bodies were shifted to Jinnah Hospital for medico-legal requirements.

Meanwhile, firing incidents continued across the city during which more than a dozen persons were reported injured. The injured were shifted to various hospitals of concerned areas. SSP East Imran Shaukat said that during a raid police arrested an alleged target killer involved in eight incidents of target killing from Gulistan-e-Jauhar area of the city. The accused confessed killing some of the political activists and also his affiliation with a political party.

KARACHI: Sindh Chief Minister Qaim Ali Shah has directed the law enforcement agencies to take possible steps to restore peace in the holy month of Ramazan.

Shah stated this while chairing a meeting regarding law and order in the city here on Wednesday. Director General Rangers Rizwan Akhter, Inspector General Sindh Police Nadeem Baloch and Additional Inspector General Ghulam Qadir Thebo were present in the meeting. The meeting discussed the issue of violence in the city and its solution, especially in the month of Ramazan. The Pakistani government, corporate sector and the people have come together in a new initiative to ensure environmental safety to curb the menace of pollution collectively for a healthy and clean Pakistan.

Speaking at the 10th Annual Environment Excellence Awards 2013 held recently here at a local hotel, they urged policymakers, Non-Governmental Organisations (NGOs) and other local and foreign agencies related to environment protection to expedite public awareness among the citizens and to ensure the implementation of environmental laws and protection of natural resources as part of their utmost responsibility.

They said that increasing deforesting and industrial pollution have resulted in an increase in floods in the country due to the rapidly melting glaciers. As a result, the country suffered precious lives and destruction of infrastructures at massive level.

Supported by energy update, the environment excellence award ceremony had been annually organised by National Forum for Environment and Health (NFEH), in which 75 renowned companies received awards at a ceremony attended by socialites and renowned chairmen, CEOs,

and heads of public and private sectors organisations.

On the occasion, Senator Abdul Haseeb Khan said political will was needed to ensure proper legislation and consequently its implementation throughout the country which would be a major milestone towards the greater awareness and climate protection efforts being currently undertaken in society.

The legislation could pave the way towards betterment of climate safety measures which would ultimately ensure clean air and clean water for everyone, he added. He further said that a large section of society was aware about the basics of environmental safety issues but they were not playing their playing their due role individually or collectively.

Therefore, a sense of responsibility should be inculcated among the masses to make efforts on their own to reduce pollution by protecting the environment.

Former federal minister of petroleum and natural resources Sohail Wajahat Ali said that people should be educated first to prepare them mentally for a clean lifestyle, which in turn would educate them to protect their environment from hazardous elements that were known to have negative effects on the health of human beings.

He said the concept of “prevention is better than cure” should be taught at the

most basic level, because by doing so the nation could achieve the dream of clean environment without losing its resources, including health and money.

Furthermore, he said that people should introduce recycling of garbage for energy instead of dumping it and causing air pollution. The availability of dust-bins at public places should be ensured at any cost while the process of plantation of trees should be increased in order

to reduce pollution.

Karachi Commissioner Shoaib Ahmed Siddique said that environmental laws did not exist in the country and that its legislation was also difficult and challenging, but it could be achieved if awareness drives are initiated by environmental protection agencies and NGOs in collaboration with the local government. He said there was a

need of organising seminars and conference frequently on the mentioned topic and to educate the masses about the hazardous impact of pollution on their own and children health.

Meanwhile, NFEH Chairman Kaiser Waheed said local bodies were very important for the implementation of environmental laws in the country which would result in availability of clean water and air for every citizen. The government should make effective its ministries and departments at federal, provincial and district levels in order to intensify efforts related to climate safety.

He mentioned that NFEH had played a tremendous role in launching awareness drives in connection with environmental protection throughout the country which included seminars, teachers training programmes, journalism workshops and publication of environment magazines.

Publicity Channel CEO Naeem Quershi said different national and international NGOs and environmental agencies were working aggressively towards ensuting environment protection in the country but multinational companies and private sector firms were also playing a vital role in this regard. Moreover, he said that corporate sector through their Corporate Social Responsibility (CSR) projects have greatly invested their time and money in climate protection, which was being encouraged through the National Environmental Excellence Award.

S Consul General in Karachi Michael Dodman and United States Agency for International Development (USAID) Mission Director Gregory Gottlieb joined Hyderabad Commissioner Jamal Mustafa to launch construction work of three US-funded buildings at universities across the province of Sindh.

These state-of-the-art buildings were being constructed at Shah Abdul Latif University in Khairpur, University of Karachi and the University of Sindh in Hyderabad.

Emphasising the long-term commitment of the US government to improving education in Pakistan, the US Consul General Dodman said, “The three new buildings will serve as a milestone in cooperation between the United States and Pakistan for improving the teaching profession. By better preparing teachers, we are ensuring a better future for the children of Pakistan. The ground breaking today here at the University of Sindh is ceremonial and the construction is already happening at the other two campuses.”

Over the next two years, USAID would provide $40 million for the construction of 16 new faculties of education buildings throughout Pakistan.

All the newly constructed buildings would be modern, eco-friendly, equipped with Wi-Fi and media libraries. Also more than 2,500 students and 200 faculty members would use these facilities every year.

These new buildings would be used for two new teacher education programmes that the USAID and the Higher Education Commission of Pakistan designed in 2010. It is a twoyear Associate Degree in Education (ADE) and a four-year Bachelor of Education (B.Ed. Honors). USAID is currently working with 110 universities and teacher training colleges across Pakistan to initiate these programmes at the earliest. Additionally, the USAID was cooperating with the government at various levels to improve policies and planning to address the need for qualified teachers.

On the occasion Hyderabad Commissioner Mustafa acknowledged the US contributions. “I am confident that a fundamental and far-reaching change has come in teacher education

with the new degree programmes introduced with USAID support and better-equipped universities and colleges through our partnership with the US government. Today’s ground-breaking of new faculty of education buildings at three of our best universities is a testimony of our continued efforts and commitment to the improvement of education in our province.”

The construction of new facilities was part of a comprehensive US education assistance programme for Pakistan. It should also be mentioned here that since 2009, the US had rebuilt and rehabilitated more than 600 schools, sponsored 10,000 university scholarships and training for 12,000 teachers, and had also expanded the network of English teaching skills for more than 5,000 lowincome students.

GYPT’S prosecutor ordered the arrest on Wednesday of the leaders of ousted President Mohamed Mursi’s Muslim Brotherhood, charging them with inciting violence in a clash that saw troops shoot 55 Mursi supporters dead.

A week after the army toppled Egypt’s first democratically elected leader, bloodshed has opened deep fissures in the Arab world’s most populous country, with bitterness at levels unseen in its modern history.

Brotherhood spokesman Gehad ElHaddad said the announcement of charges against leader Mohamed Badie and several other senior figures was a bid by authorities to break up a vigil by thousands of Mursi supporters demanding his reinstatement.

This week’s unrest has alarmed Western

donors and Israel, which has a 1979 peace treaty with Egypt. Washington, treading a careful line, has neither welcomed Mursi’s removal nor denounced it as a “coup”, which under U.S. law would require it to halt aid including the $1.3 billion it gives the army each year.

The Brotherhood’s downfall has however been warmly welcomed by three of the rich Arab monarchies of the Gulf, who showered Cairo with aid to prop up the collapsing Egyptian economy.

Kuwait promised Egypt $4 billion in cash, loans and fuel on Wednesday, a day after Saudi Arabia pledged $5 billion and the United Arab Emirates offered $3 billion.

The Brotherhood leaders were charged with inciting violence in Monday’s shootings, which began before dawn, when the Brotherhood says its followers were peacefully praying. The army says terrorists provoked the shooting by attacking its troops.

Haddad said the Brotherhood leaders had not been arrested and some were still attending the protest vigil at Rabaa Adawiya mosque. The charges against them were “nothing more than an attempt by the police state to dismantle the Rabaa protest”.

“What can we do? In a police state when the police force are criminals, the judiciary are traitors, and the investigators are the fabricators, what can one do?”

In addition to Badie, prosecutors ordered the arrest of others including his deputy, Mahmoud Ezzat, and outspoken party leaders Essam El-Erian and Mohamed El-Beltagi. Khairat El-Shater, another senior leader, was held last week.

The prosecutor also ordered 206 Brotherhood activists arrested after Monday’s violence to be detained for a further 15 days on accusations of involvement in the killings. It released 464 others who had been detained, on bail of about $300 each.

Accused Boston Marathon bomber Dzhokhar Tsarnaev is due in court on Wednesday to face charges in the worst mass-casualty attack on U.S. soil since 9/11, a crime that could bring the death penalty.

The 19-year-old ethnic Chechen was charged late last month with killing three people by setting off homemade pressure-cooker bombs, assembled by him and his older brother Tamerlan, in a crowd of thousands of race spectators on April 15, and later shooting dead a university police officer. That shooting, and a later gun battle with police in the suburb of Watertown, Massachusetts, led to the death of 26-yearold Tamerlan Tsarnaev and a day-long lockdown of most of the Boston area as police searched for Dzhokhar. He was found, badly wounded, hiding in a boat in a backyard.

The marathon attack injured about 264 people, with many losing legs. The biggest challenge for Tsarnaev’s attorney, public defender Miriam Conrad, will be sparing him the death penalty, observers said. “I suspect that Miriam

will start tomorrow by trying to change his image and make him look like the normal, average, clean-cut young kid,” said Walter Prince, a former federal prosecutor in Boston who is now a partner with the law firm Prince Lobel.

He is not involved in the case.

Security was tighter than usual on Wednesday outside Boston’s U.S. District Courthouse, which is also the site of the ongoing murder and racketeering trial of mob boss James “Whitey” Bulger, now in its fifth week.

Police set a line of metal barriers around the front of the fog-shrouded waterfront building, and uniformed officers with dogs were patrolling its perimeter. The opposition Syrian National Coalition on Wednesday denied Russian allegations that rebel fighters fired a projectile laden with the nerve agent sarin at a suburb of Aleppo in March, saying U.N. inspectors should be allowed to investigate the attack.

Separately, a Western diplomat said senior U.N. officials would head to Damascus soon to discuss ways of breaking the deadlock on access for a U.N. chemical weapons investigation team that has so far been unable to visit Syria.

“The Free Syrian Army strongly condemns all usage of chemical weapons against a civilian population and denies Russia’s allegations about the FSA using chemical weapons in Khan al-Assal, Aleppo,” Khalid Saleh, a spokesman for the coalition, said in a statement.

“Only the Assad regime has the knowhow, capability and willingness to use these weapons,” Saleh said, referring to Syrian Pres-

ident Bashar al-Assad.

“The coalition and supreme military council have asked for the U.N. monitors to come to Syria to investigate the use of these weapons and the Assad regime refuses to allow them to do so,” he said.

Russia’s U.N. envoy Vitaly Churkin on Tuesday said Russian scientific analysis strongly indicated a projectile containing sarin that hit Khan al-Assal on March 19, killing 26 civilians and military personnel, was fired by rebels.

The government and rebels have blamed each other for that incident, as well numerous other alleged chemical attacks. Both sides deny using chemical weapons themselves.

“The usage of chemical weapons is inconsistent with the guiding principles and goals of the Syrian revolution,” Saleh said. “Targeting civilians indiscriminately to achieve political gains is a common characteristic of the Assad regime.”

Russia, along with Iran, is Syria’s closest ally and chief arms supplier. The United States

has cast doubt on the Russian analysis of the Khan al-Assal incident and, along with France, called for full U.N. access to Syrian sites where chemical weapons use was suspected.

CHEMICAL PROJECTILE FELL SHORT?: Speaking on condition of anonymity, a senior Western diplomat also expressed skepticism about the Russian claim that the rebels were behind the Khan al-Assal attack.

He dismissed the idea that Assad’s government was willing to let the U.N. team investigate Aleppo because it was certain the rebels were responsible for the March 19 chemical attack. He said available evidence suggested the Syrian army carried out the attack.

“What they hope will be discovered there is lots of soldiers who were poisoned by chemical weapons, which is true,” the envoy said.

“But our information suggests that that was because the projectile ... fell short and landed in an area where there were Syrian troops, not that the opposition had done it.”

It was stated that Pakistan supports an Afghan-owned and Afghan-led peace

process. The PM has extended an invitation to the Afghan president and the latter has extended invitation to the former for a visit.

The committee through a resolution strongly condemned the brutal killing of innocent mountaineers from China, Ukraine, Lithonia and Slovakia at Nanga Parbat base camp. The committee expressed its deep sympathies with the government and families of the deceased. The perpetrators of this barbarous act, the committee observed, wanted to defame Pakistan and derail its relation with the friendly countries through such acts.

Pakistan, itself a victim of terrorism, denounce it in all its forms, the resolution says.

The Committee urged up on the government to track dawn the culprits of this gruesome acts and award them exemplary punish-

ment. The resolution was moved by Senator Sehar Kamran which was unanimously passed by the Standing Committee.

The committee expressed dissatisfaction over the fact that no senior official/officer from the Foreign Office had visited the embassies to condole the killing of mountaineers. Senator Haji Adeel, Senator Sehar Kamran and other members were of the view that senior officers of the Foreign Ministry should have visited the embassies to register their condolences over the tragic incident. “we have some social norms and values to express our sympathies on such occasions”, Senator Sehar Kamran said.

The committee also expressed its dismay over the firing incident on Naqeebullah Ibrahim Khel, 3rd secretary of the Afghan Embassy in Islamabad and directed the In-

terior Ministry to ensure security of the diplomats. The body also held further discussion on Pakistanis detained in Indian jails and Indian prisoners in Pakistani jails.

The committee expressed its satisfaction that counsellor access has been extended to Indian prisoners in Pakistani jails and expressed the hope that Indian authorities would reciprocate and will extend counselor access to all Pakistani prisoners in Indian Jails.

The meeting was attended by senators Jahangir Badr, Farhatullah Babar, Sehar Kamran, Mushahid Hussain, Sughra Imam, Babar Khan Ghauri and Abdul Ghafoor Haideri. Senate’s Special Secretary Amjad Pervez, the special secretary to the Foreign Affairs Ministry and other officials of the ministry were also present.

The petitioner, PTBB General Secretary Akhtar Sherani, through his counsel Hafiz Tariq Nasim, pleaded that Sethi, in his capacity as the chairman of the Pakistan Publishers and Booksellers Association (PPBSA), on June 12, 2012 had submitted an application to then chief minister Shahbaz Sharif that the PTBB be refrained from developing manuscript for its own books but no action had been taken on it when Sethi himself became the caretaker chief minister.

Sethi acted on a similar application from the PPBSA vice chairman on April 14 and restrained the PTTB from working in open competition, providing an edge to private publishers for absolute monopoly.

The counsel further informed the court that earlier, bids were invited through proper advertisements in national newspapers from private publishers and agencies, including the PTBB on open competition.

Nasim argued that it was a clear violation of the established norm that “no one can be a judge of his own cause”.

After hearing detailed arguments from both sides, Justice Ayesha Malik reserved the judgement.

Owing to increased demand of water for irrigation, industry and public use, the per capita water availability in the country is expected to be reduced to 858 m3 by 2025.

Pakistan’s estimated current per capita water availability of around 1,066 M3, already places it in the “high water stress” category.

Pakistan is facing a serious water problem today and the gap between demand and supply seems to be widening. Currently, over 35 percent of Pakistan’s population does not have access to safe drinking water, said Pakistan Council of Research in Water Resources (PCRWR) Director Lubna Naheed. She said the quality of drinking water supply is poor, with bacterial contamination, arsenic, fluoride and nitrate being the factors of major concern.

The vast majority of the population does not have access to safe drinking water, due to which incidence of waterborne diseases is in-

creasing rapidly.

High population growth rate, urbanisation, industrialisation and new environmental constraints are aggravating the problems, she said. It has been estimated that water, sanitation and hygiene related diseases cost Pakistan’s economy about Rs 112 billion per year, in terms of health costs and lost earning. Pakistan Council of Science and Technology (PCST) Chairperson Dr Mudasar Israr said appropriate legislation was required to ensure compliance with Pakistani standards for drinking water

by individuals and institutions. She said serious research efforts to develop and test simple technologies for sustainable availability of safe drinking water are required on an urgent basis.

Dr Israr said the project for establishing water treatment plants in all union councils was still under implementation and needs to be expedited on a fast track basis. Development of inexpensive desalination techniques for converting the brackish groundwater into safe drinking water needs to be pursued urgently, she said.

The Supreme Court on Wednesday deferred the decision on the petition filed by 16 judges for withdrawing their applications in the Judges Petition Review case.

The seven-member bench under the supervision of Justice Jawwad S Khwaja resumed the hearing of the case. The other members of the bench were Justice Anwar Zaheer Jamali, Justice Khilji Arif Hussain, Justice Saqib Nisar, Justice Ijaz Afzal Khan, Justice Athar Saeed and Justice Iqbal Hameedur Rehman.

Justice Khwaja said he would decide the case after considering the review petition.

One of the applicants, Justice (r) Tariq Mehmood told the court that the short verdict did not elucidate whether stoppage of pension would be implemented from the past or from the future.

He said the three judges gave the decision that paid pension would be taken back, adding that they were withdrawing their applications as it was not implemented from the past. Justice Nisar said every applicant had the right to take back his application at any time.

27 pakistanis detained in malaysia set to be flown back home KUaLa LUMPUR online

Twenty-seven Pakistanis detained in an immigration centre in the Malaysian state of Melaka are set to be released within the next few days, and expected to return back home before Eidul Fitr.

Efforts to secure their release were led by Pakistan High Commissioner to Malaysia Shahid Kiani and community welfare counselor Azhar Hashmi who visited the the Machap Umboo Immigration Detention Centre in Melaka last Friday.

Kiani was told by the camp authorities that 27 out of 33 Pakistanis detained at the centre are ready for deportation. Meanwhile four were under investigation, out of which two have pending court cases.

The commissioner spent three hours with the Pakistani detainees and assured them that they would be provided with full legal support and assistance by the mission and arrangements for their release would be scripted.

Of the 27 detainees, 13 are without valid travel documents and their applications are being processed for issuance of emergency passports. The remaining 11 who have valid passports are likely to be flown back to Pakistan within the next few days with efforts to arrange their air tickets already underway.

Meanwhile, Kiani has instructed the community welfare wing of the mission to double its efforts and provide quick and timely counselor access to the Pakistanis detained in immigration camps and jails. Currently, there are 130 Pakistanis detained in Malaysia for immigration violations and other offences.

Nawaz vows to cut terrorists down to size isLaMaBaD

RIME Minister Nawaz Sharif has said peace and security were of paramount importance for economic growth, as both were intertwined.

“Pakistan has suffered long at the hands of terrorism and we cannot afford inaction anymore. Curbing terrorism is my government’s top most priority,” the prime minister said.

Meeting parliamentarians from the Federally Administered Tribal Areas (FATA) at the Prime Minister’s Office on Wednesday, Nawaz reiterated the resolve of his government to eliminate terrorism, saying they had no option except vigorously pursuing a well-planned and coordinated strategy to find a meaningful solution to the problem of terrorism.

Expressing the utility of dialogue, the prime minister said, “The window of dialogue should be kept open all the times.”

“FATA parliamentarians are the real stakeholders and their input and consultation for finalising road map for peace in the region is a must.”

Expressing pity over lawlessness and economic backwardness prevailing in FATA due to terrorism, the prime minister said he wanted to give peace as a gift to the people of the region.

Enumerating the sacrifices that Pakistani civilians and law-enforcement agencies’ personnel had rendered in the war against terror, the prime minister said, “We salute those who laid down their lives in the fight against terror and those who withstood the onslaught of hardships of time without getting intimidated in the process.”

Nawaz said the people of Pakistan had shown their utmost resilience in their hour of adversity and it was this national character and unrelenting hope for peace that would help “us defeat the forces of terror”.

The meeting also discussed various proposals and recommendations put forward by FATA parliamentarians to bring the area into the national mainstream.

In the past few years, the Swat valley has been occupied by Islamic insurgents, undergone a bruising counter-offensive by the army and then flooded by waters that washed away acres of fruit orchards and steeply terraced fields.

In October last year, the valley which lies about 250 km (155 miles) north of the capital Islamabad was again in the global spotlight when Islamic gunmen shot schoolgirl Malala Yousafzai.

Now, as villagers try to piece together shattered lives, the military is coming under pressure to talk peace with the Taliban, a ruthless Pakistani offshoot of the Islamic radical movement of the same name in neighbouring Afghanistan.

Civilian Pakistani leaders elected in May want to open a dialogue with the homegrown militants set on overthrowing the nuclear-armed state. They say the local people are fed up with the violence and that any talks will be legitimized by US efforts to promote peace with the Afghan Taliban.

But the powerful military, which has spent years chasing the Pakistan Taliban into ever-more remote hideouts, is in no mood to negotiate with militants who have killed thousands of soldiers and who they say cannot be trusted. Some villagers back that stand. “(The Taliban) doesn’t accept the government’s writ, they are not faithful to the constitution, how can a political party talk to them?” said Abdul Rehman, an elder in the village of Kalam, a former tourist hotspot high in the Swat valley and ringed by snow-capped peaks of the Hindu Kush.

The village is famous for repelling Taliban attacks.

“We forced them away, first on our own, then with the help of the army,” Rehman told Reuters during a visit organised by a UN organization funding flood relief work in his village, which is set among pine forests and walnut orchards.

The debate over whether to open peace

talks with the Pakistani Taliban has taken centerstage in the country as US troops withdraw from Afghanistan after a 12-year war against the Afghan Taliban.

The military leaders are at pains to distinguish between the Afghan Taliban, to which Pakistan maintains ties and which they argue can be seen as fighting against occupation, and its local imitators who they see as domestic terrorists.

Prime Minister Nawaz Sharif and his prominent rival Imran Khan both offered to talk to the Pakistani militants while campaigning for May’s federal and provincial elections. While Sharif won the federal elections, Khan’s party emerged victorious in Khyber Pakhtunkhwa, the province that includes Swat Valley and remains a hotbed of Pakistani Taliban activity.

The information minister in Khyber Pakhtunkhwa told Reuters that the provincial government had called a meeting of other political parties and stakeholders to prepare for peace talks.

“TIME FOR POLITICIANS”: “The United States has opened up a Taliban office in Qatar and is holding negotiations with them, and we are being told to continue to fight and die,” Khan said last month during a visit to Peshawar, the province’s violence-blighted capital.

“For the last nine years we have relied on the army to bring peace, but instead the situation got worse,” he said. “It’s now time for politicians to resolve the issue.”

Khan’s party, the Pakistan Tehreek-eInsaf (PTI), says the violence in Khyber Pakhtunkhwa is a reaction to US drone strikes and pro-Washington policies by the army, and that talks are the only answer.

But there is no easy solution.

Most of the militants seek refuge in the neighbouring Federally Administered Tribal Areas (FATA) - districts strung along Pakistan’s border with Afghanistan and run by central writ - and the provincial government cannot control the process.

Sharif’s federal government can only do so much. The military largely has a free hand regarding internal security, and influences foreign policy, especially relations with neighbours. It is the army, its intelligence agencies and the Taliban itself who will decide whether to talk or fight.

The Pakistani Taliban has shown interest in talks, but has stepped up attacks after a series of drone strikes on its leaders and also because it doubts the ability of the civilian leadership to convince the military to allow negotiations.

“If we felt that the PTI government or the Nawaz Sharif government were in a

position to take a serious step towards peace talks and can oppose the intelligence agencies, then we can seriously think about peace talks,” the group’s then spokesman Ehsanullah Ehsan said in a video released in June.

So far, the military has shown no inclination to relax an offensive many officers feel they can win.

“We have to take the fight to them,” said a regional commander flying a helicopter over Khyber Pakhtunkhwa.

Just before the elections, army chief Gen Ashfaq Kayani made it clear he would not talk to the militants unless they lay down arms and accept Pakistan’s laws.

“There is no room for doubts when it comes to dealing with rebellion against the state,” he said in an April 30 speech.

POST-WAR HUNGER: Locals in Swat said there was good reason to mistrust the militants.

A previous peace deal gave the Pakistani Taliban the breathing space it needed to take power in the valley and then extend influence into neighbouring districts just 100 km from Islamabad in 2009.

That summer, worried by the creeping proximity of Taliban territory to Islamabad, the army launched a full air and ground assault and government forces regained control in a month. But the operation displaced 2 million people, and later, many returned to nothing but dead livestock and flattened orchards.

Floods that ripped through Swat the next year made things worse, destroying many of the tightly packed terraces where corn and wheat grow along steep mountainsides. Acute malnutrition among children has jumped by more than a third.

Saifullah Khan Mahsud, an expert on the situation in FATA, says the army believes it has the Pakistani Taliban on the back foot and is biding time for a fatal blow in border areas like North Waziristan, where the militants and other global groups are holed up.

“At the end of the day it is the military stance that is going to prevail,” he said.

HE recourse to the IMF was simply inevitable. Pakistan borrowed nearly $8 billion from it under the standby facility during 2008 and began repayments in 2011. The amount together with interest must be repaid by end 2014. Almost $5bn must be paid between March 2013 and end 2014. That the government would be back in the IMF parlour was a foregone conclusion. What the PML-N failed to do was to prepare the public opinion for the challenges emanating from this decision. Instead it took recourse to rhetoric like breaking the begging bowl. This happened not only during the election campaign but also after winning the elections when it was repeatedly claimed that the PML-N government would not borrow on terms that run counter to national interest. Important government leaders continued to claim that they would be ‘looking the IMF in the eye’ and not take dictation and only accept financing based on our home-grown recipe.

There should have been no doubt that the common man was going to be made to bite the bullet on account of the tough conditionalities that the IMF was likely to impose. There was going to be a hike in power charges affecting practically all. With subsidies on energy withdrawn and a devalued Pak Rupee the natural short-term outcome would be an upsurge in inflation amidst an environment of low growth and inadequate employment generation. The direct and indirect impact of the hike in the GST rate was bound to lead to a universal rise in prices of goods and service charges. The Fund would demand that the clauses of the previous programme that Islamabad failed to meet should be treated as ‘prior actions’ before it is prepared to loosen its purse strings. Before a formal loan approval by the IMF Board, Pakistan will have to take fiscal actions, implement an energy plan that is acceptable to the lenders, reverse the present monetary policy direction and commit to restrain provincial expenditures via the centre’s oversight. The last is going to be nothing short of a Houdini act in view of the constitutional amendments that safeguard provincial autonomy and the fact that two provinces are being ruled by the opposition parties. There was therefore a need to prepare the general public for the harsh impact of the terms. This was never done.

The Finance Minister has now asked the heads of 16 European diplomatic missions to persuade the IMF to extend a $7.3 billion loan programme instead of the $5.3bn offered by it.

What is likely to stand in the way is Pakistan’s past performance. European representatives on the IMF’s executive board will not take kindly to any leniency to a prolonged user of the Fund’s resources with an abysmal record of failing to complete 10 of 11 programmes, hence being labelled as a “one-tranche country”. What is more the fund is already overstretched in Europe. It remains to be seen if the suggestion receives serious attention.

MIDST reports that the United States is considering a full troop withdrawal by mid2014, the Afghan Taliban have started playing hard ball on the diplomatic front to protest against the fracas over its Qatar office. Reports suggest that the Taliban have closed their Doha office, opened to facilitate peace talks, at least temporarily to protest against demands to remove a sign that identified the movement as the Islamic Emirate of Afghanistan.

The Taliban had chosen to put up its old white flag against Afghan President Hamid Karzai’s protests against the name and flag. The decision has come at an inopportune time for the Afghan government, which was recently told that the US government was considering the option of a full troop withdrawal while the Pakistan government has also talked up concerns over attitudes from across its western border and said that the situation could spiral into a civil war.

A report printed in The New York Times has suggested that President Obama is “frustrated by his dealings with President Hamid Karzai” and is “seriously considering speeding up the withdrawal of US forces from Afghanistan and to a “zero option” that would leave no American troops there after next year”. While the US commitment to leaving Afghanistan by the end of 2014 has been known, the exact perimeters of the withdrawal are only now coming into light. The US has not been happy with Karzai’s trigger happy response to the process of talks that was due to begin in Qatar and pressure from the Afghan president to reach a “longterm security deal” over the number of US troops and funds available to Afghanistan after the US withdrawal. In a recent videoconference between Obama and Karzai, the Afghan president was said to have accused the US of trying to negotiate a separate peace with the Taliban and Pakistani government.

While Obama insisted that “American lives were also being lost”, it is the Afghan government that appears increasingly more cornered. The option of a complete US troop withdrawal is scary, as it could mean the Taliban could sweep Afghanistan once again. Perhaps the US is using the option as a negotiating tactic with the Afghan government, but an Iraq-type situation may come about, where a long-term deal was not reached as no compromise was agreed. The ‘Zero Option’, as it is being called, is now gaining more credence in the corridors of the US government as Pakistani officials have warned a prolonged civil war in Afghanistan may ensue if the Afghan reconciliation process fails. The question really is: is the US using a pressure tactic or proposing something feasible? Put in a tight corner, Afghanistan may go on attack against Pakistan. The fear that a civil war could ensue is a serious one and the US needs to keep it in mind, but Pakistani officials also need to be wary not to be seen as being behind the closure of Qatar office by Taliban.

UNJAB made a Faustian bargain with the Taliban in 2010. The last spate of bombings in Punjab’s capital stretched across 2009. This included the R A Bazaar blast in March 2009 (40 dead), the Moon Market blast in December 2009 (75 dead) and Data Darbar in June 2010 (five dead). Instead of facing the threat head on, the selfproclaimed Khadim-i-Aala was memorably referred to as the “ostrich of Punjab” for “hiding his head in the sand”.

Where the provincial governments of Pakistan’s three other provinces had no qualms “fighting the Taliban threat” without success, the Khadim-i-Aala chose a different strategy. In January 2010, Shabbaz took to national television to address the Pakistani Taliban and asked them “to refrain from any terrorist attacks in Punjab”.

Later, at a gathering at the Jamia Naeemia in Garhi Shahu, whose former head Sarfaraz Naeemi was killed in a suicide bombing on June 12, 2009, Sharif continued to say, “The PML-N has refused to accept external dictation and stood strong before [General Pervez] Musharraf.

If this is the stance of Taliban, then they should not carry out terrorism in Punjab.”

The statements were taken by more experienced observers as reminiscent of the 1997 government of the Sharifs when they attempted a constitutional amendment aimed at declaring Nawaz Sharif the ‘Ameerul Momineen’ and pointed to the close links that the PML-N had developed with the Taliban in the Zia era which continued through the 1990s when the Taliban government in Afghanistan was viewed as a favourable ally by the PML-N. But Shahbaz’s strategy in his public statements was not based on a one-sided agreement. The logic offered to the Taliban was, “You scratch my back, and I’ll scratch yours.” The PML-N government’s promise was not to touch the extremist groups which use Punjab as a base, and in return it would get a ‘safe’ Punjab. Taliban and Lashkare-Jhangvi strongholds in both Southern and Central Punjab were left

untouched as the Awami National Party (ANP) continued to let the military and other security agencies attack Taliban strongholds in the Khyber Pakhtunkhwa (KP) and suffer the loss of hundreds of party workers and dozens of leaders.

Shahbaz Sharif’s offer was met with three years of calm. So as Quetta, Karachi and Peshawar burned, the citizens of Lahore could sleep well in the knowledge that their Khadim-e-Aala had kept the ghost of the Taliban at bay.

Despite the massive securitisation of the city, Lahore has felt invincible throughout the war with the Taliban. In part because of the way extremist groups have become something like Punjab’s abusive lover.

The PML-N government has been known to fund extremist groups, including the Jamaat-udDawa (JuD) and the Tehreek-eKhatam-e-Nabuwat, and fight elections alongside the Shia hating Ahl-e-Sunnah wal Jammat, whose leader Ahmed Ludhianvi contesting election for MNA in his Jhelum hometown only recently stated that he “did not want the votes of Shias”.

The head of the LeJ Malik Ishaq remains under police protection in Bahawalpur from where he is both given a stipend from the government and allowed to address press conferences calling for Pakistan to be declared a “Sunni state”.

Hidden behind the Sunni state garb of course is the idea that only the Deobandi school of thought can remain dominant – which is why the TTP was targeting shrines, including the Data Darbar and Sakhi Sarwar, to weed out the Barelvi school of thought next. The terrorism in the Punjab has always come from within – a product of the beasts its ruling party has cultivated to secure its vision of State-hood.

This is why the younger Sharif still has no qualms calling on the Taliban to treat Punjab ‘separately’ and drawing on links between the Taliban and themselves. Of course both have retained the same chief patron for a long time: Saudi Arabia.

And if nothing else is left to unify them, the Saudi connection always comes in handy.

By ensuring that the Deobandi madrassas and training centres, , including one in Muridke in the outskirts of Lahore, that provide a recruiting base for the Taliban remain untouched, the Punjab government had hoped that its bargain with Satan would keep their beloved Punjab untouched. The same is the reason why its Interior Minister Nisar Ali Khan has refused to name either the Taliban or the LeJ as being behind any attack and continued to tow the ‘peace talks’ line.

And so the silence remained until Nawaz Sharif’s constituency in Lahore was bombed. A bomb went off in the hustling, bustling Old Anarkali food street and took five

dead with it. The hallmarks were all of earlier attacks on the city’s marketplaces by the Taliban.

But as one could remember from the response to the Moon Market attack: Lahore is a city that does not believe the Taliban could attack it.

Widespread theories were circulated in the gossiping circles that the attack was “orchestrated by Blackwater”, and got then newspaper editor and now Pakistan Tehreek-i-Insaf hawk Shireen Mazari in a tiff with the US Consulate for publishing such accusations as fact.

The theory was bought by the chattering classes despite the Taliban claiming the attack. The theory gained more credence when the Shahbaz Sharif appeal to the Taliban was heard.

Similarly, the police response to this recent attack has been to anonymously claim that the attackers were from Balochistan. In terms of arrests, they have picked up more Afghan and Pakhtun food street workers than members of banned extremist organisations.

The Khadim-e-Aala has issued directives from China asking “lawenforcement agencies to utilise all resources to track down the assailants”.

But whom are they chasing?

Both Lahore and the Punjab government are still not clear. Unfortunately, while the silly statements by the Punjab chief minister could be taken as “representing his constituency” in the last government, a similar policy this term around shall be taken with much more venom in the other provinces, since the PMLN now makes the federal government.

The “Punjab first” sloganeering and attitudes of the Sharifs can no longer work if they are to restore people’s confidence in the federation.

While the Anarkali attack may dispel notions that the Taliban only attack the other three provinces, it is the attitude of the PML-N towards the war with the Taliban that is the critical problem.

On the one side, it is parties either based in the Punjab (PML-N, PTI) or traditionally close to the Taliban (JUI-F, JI) that are driving forward the “peace talks with the Taliban” agenda. On the other side, the Taliban appear to have the provincial capitals of all four provinces now in a hostage situation.

The choices in front of the PMLN government are difficult – however, the Prime Minister Nawaz Sharif shall be well advised not to take the “hide your head in the sand” solution preferred by his younger brother. It is not a bargain in which you can ever succeed.

Hospital to the needy and poor, specially the handling of kid patients during chemo procedure. All its departments are fully equipped with modern facilities and offered great care by medical and other staff. The hospital has offered me an unforgettable experience.

Lastly, I hoped that my donation will benefit cancer patients for their free treatment. I congratulate people of Pakistan for establishing such a humanitarian project.

HOSE who had given up too soon on Egypt and the “Arab Spring” received a jolt this week from the Tamarrod movement. The Egyptian people’s resilience and resolve as manifested in massive and sustained demonstrations were a wonder to witness. As events unfolded in Tahrir Square and beyond, Egypt once again established that it is the “big stage” that can hold the world’s attention.

The organisers of Tamarrod were, no doubt, aided by the public’s outrage over President Morsi’s moves toward authoritarian rule and his party’s efforts to monopolise the reins of state power. But the protest movement’s ability to organise this growing unrest into a massive petition drive and nationwide protests has been remarkable.

Critics have condemned the military’s decision to intervene and depose the elected head of state, calling it a “coup” with some in the US, including President Obama, going so far as to question a continuation of US assistance programmes. But before making a snap judgment, it might be best to listen to the millions of demonstrators who were calling on the military to act and who have celebrated the downfall of the Morsi government. It might also be wise to take note that the generals did not name one of their own as interim president. Instead they turned authority over to the Chief Justice of the country’s Supreme Constitutional Court.

We will see, in the weeks to come, how committed the military is to their “road map” back to an elected civilian government.

Whether this is a “coup” or a “course correc-

tion” will ultimately be decided not by their action on July 3rd, but by the degree to which rule of law is restored, rights are protected, and civilian rule is established through a new constitution and elections.

In a real sense this is not a “Second Revolution” as much as it is a continuation of the process that began two-and-one-half years ago. Whoever said ‘you don’t get do-overs in politics’ got it wrong. What the Tamarrod movement has done, with the support of the military, is given the Egyptian people another opportunity to redo their revolution. But demonstrations alone don’t make change. Organisation, strategy, and the ability to implement that strategy are critical to success.

This time, instead of rushing into new elections, the sequencing of events will be important. First the constitution must be amended—this time by a body that is representative of the character and demographics of the Egyptian people. The fact that the military has invited the participation of liberals and conservatives, Christian and Muslim leadership, young people and women is a hopeful sign of the inclusiveness that will be needed if the aspirations of all the people will be reflected in what is to be the country’s charter document.

This time, the leaders of the protest movement must join with the existing political parties or form a party of their own that can turn their petition and mobilisation successes into electoral victories. The structure they created to collect 22 million endorsements and to turn out and effectively administer mass nationwide demonstrations was no small feat. But now this must be converted into a permanent structure that can be effective in organising and turning out voters and representing their interests. That was what was missing the last time. With the dissolution of the Mubarak-era NDP, the Muslim Brotherhood was left as the country’s only remaining effective political structure, thus enabling it to win a series of elections in rapid succession.

And this time, Egypt’s leaders, both civilian and military, must focus on the needs of the people. Our polling, before and after the downfall of President Mubarak, established the fact that the principal concerns of the majority of Egyptians were and remain economic.

The only political concerns they raised were “corruption and nepotism” reflecting their frustration with wealth and power being con-

centrated in the hands of a few, at the expense of the many. The Brotherhood appeared not to understand this reality. Instead of immediately turning their attention to economic development and job creation, they focused on consolidating power, imposing their agenda, and punishing critics. This was surprising given their supposed business acumen and reputation as social service providers. In their failure to focus on meeting people’s needs and their failure to develop a more inclusive approach to governing, they ended up redefining “nepotism and corruption” to mean the Brotherhood.

If this “second act” is to succeed, Egypt’s people will need to see immediate signs of change. The promised interim government of technocrats will need to be made up of respected and competent figures. The committee charged with amending the constitution will need to be inclusive of all segments of society and parties, including the Muslim Brotherhood.

Between now and elections, those who want a different outcome, must undertake the hard work of organising for political power. And beginning now, efforts must be made to address the country’s dire economic conditions. While long-term planning and structural reform is a must, “quick fixes” should be considered as a way to buy needed time. Here is where the resources of the military, Egypt’s business community, and friends of Egypt can be helpful in designing and implementing a short-term jobcreation and benefits programme that, in the term used during America’s Great Depression, can “put a chicken in every pot”.

Change is never easy and is most often messy. If the events of the last two years have demonstrated anything it is that the Egyptian people want change, they feel empowered to demand change, and, when it is not forthcoming, those in power will be held on a short leash that can be pulled back.

I was pleased that our last poll was able to define the political context leading up to the June 30th demonstrations. I only wish we could predict the future with the same precision as we are able to take a snapshot of the present. What is clear is that Egyptians are finding their way through uncharted waters.

They have made a “course correction” giving themselves a second chance. This time, we can all hope they get it right.

CCORDING to media reports the US and the Pakistan military engaged in a prolonged and arduous process of negotiations that led to the roadmap for the peace process in Afghanistan – the roadmap that is now being followed through Doha. President Hamid Karzai’s objections to some preliminary steps in Doha seem to bear out this assertion – he wanted to be recognised as a party and not sidelined. If all this is true then the perception that it is the military in Pakistan that calls the shots on national security issues gets reinforced.

This will continue to be the situation till the newly elected government gets structures in place that coordinate intelligence to get a finished national intelligence estimate that can then be used to develop options for a national coordinated response. How this is done is a challenge for the government but it can be and should be done as soon as possible because the simultaneous problems that the country faces simply cannot be resolved by meetings and ad hoc measures. The need is for decision making and policy formulation and policy implementation.

The discussions with the Taliban are with the Afghan Taliban – the segment that is fighting the US and NATO presence in Afghanistan. These discussions will revolve around the prisoners in Guantanamo, the Constitution of Afghanistan, the Afghan National Security Forces and the make-up of the political and other institutions in Afghanistan. A successful conclusion of the dialogue could lead to a smooth exit for the US/ISAF from Afghanistan and political space for the Taliban. How this arrangement endures over a period of time will be an Afghan problem but it could have considerable impact for Afghanistan’s neighbours and those with economic interests in Afghanistan and beyond. The post-2014 US policy for greater South Asia will be an important factor – as will be Pakistan’s stability.

Pakistan’s problem is the insurgency in its western areas spearheaded by the Tehrik-i-Taliban Pakistan (TTP) but also being waged by a multitude of other smaller groups with their own interests and agendas. The TTP combine gets inspiration and support from others that see a destabilised Pakistan with exploitable vulnerabilities as being in their interest. Militant groups with sectarian, ethnic and separatist groups based within Pakistan have loosely aligned themselves with the TTP as well as politically sponsored criminal mafias within Pakistan. The result is a pattern of violence that defies any rational interpretation and that creates the image of Pakistan as an unraveling state incapable of cohesive focused action that cannot be economically viable unless its internal security problem is decisively addressed.

Like most such situations this is basically a struggle for control and power using religion and social divides to further a strategy. Pakistan has to face its demons and eschew the mindset that they feed upon. This brings us back to the question of a national response based on the threats identified in a national intelligence estimate. A successful reconciliation process in Afghanistan may help but will not resolve Pakistan’s problems. Pakistan has to do this on its own.

To do this Pakistan’s foreign policy must reduce external threats including support to those destabilising Pakistan internally. The economic policy must address the energy issue and give the nation a blueprint for recovery. The internal security situation must be addressed through a thought out strategy that has all the stakeholders on board and works to integrate the country.

This will require some bold and drastic decision making. This can only happen if the downgraded National Counter Terrorism Authority (NACTA) is made into a National Intelligence and Counter Terrorism Authority that has the mandate to coordinate all intelligence activity to produce a National Intelligence Estimate. A National Security Adviser (NSA) in the absence of a National Security Council and a secretariat of experts is of no use.

The Defence Committee of the Cabinet (DCC) could be upgraded into a National Security Committee of the Cabinet (NSCC) with prime responsibility for decision making based on the response options developed by the NSA and his secretariat staff. The military will have to support this structure with its own organisational strength. These steps will give the civil-military relationship much needed stability and institutionalise policy formulation and implementation.

But before she took on her first major gig in Hollywood, Lopez reveals she was living rough. Lopez and her mother often argued about the life decisions she made, but the star couldn’t help but live out her dreams.

“My mom and I butted heads. I didn’t want to go to college — I wanted to try dance fulltime,” she explained to W magazine. “So she and I had a break. I started sleeping on the sofa in the dance studio. I was homeless, but I told her, ‘This is what I have to do.’ A few months later, I landed a job dancing in Europe.

When I got back, I booked ‘In Living Color.’ I became a Fly Girl and moved to L.A. It all happened in a year.”

It was only a matter of time before the story of Julian Assange and WikiLeaks got adapted for the big screen. The idea of one man taking on the world’s government with the aid of thousands of anonymous informers seems to capture the zeitgeist of the 21st century so well, that it is perfectly suited for a movie adaptation – or several. Director Alex Gibney’s We Steal Secrets: The Story of WikiLeaks is only the first of several – Laura Poitras, Ken Loach, Craig Ferguson, even Steven Spielberg are all working on documentaries or adaptations of the story, with Spielberg’s The Fifth Estate having just wrapped.

Some have the blessing of Assange himself, while others do not. We Steal Secrets falls in the second category. While Gibney worked in cooperation with Assange initially, the working relationship broke down when the WikiLeaks founder asked for $1 million for his interview. Gibney, however, doesn’t pay his subjects. He explained for the Guardian: “[Assange] then came up with an outrageous idea: ‘How about you spy on the other interview subjects and report back to me, because I want to know what they’re saying.’ I said, ‘No. I can’t do that for you. I don’t work for you.’ [Assange] said in a huff, ‘I don’t work for you, either.’” That would explain Assange’s conspicuous absence in the first WikiLeaks film to be released. Still, the film does its job as an expose. With footage of Assange from another documentary-maker, Mark Davis, and testimony from one of Assange’s Swedish accusers, Daniel Domscheit-Berg, as well as hacker Adrian Lamo – there are more than enough details to fill the documentary. As for the accuracy of Gibney’s portrayal, it has been disputed in an annotated transcript, published by WikiLeaks. They deny the $1m bargain and dispute Gibney’s sensationalist narration and editing. They describe the film’s title as “irresponsible libel” (it’s actually the NSA director Michael Hayden who says “we steal secrets”, the “we” being the US government). Gibney, however, is satisfied with his work. In the end, it seems like the upcoming film adaptations will fall along the entire spectrum between the pro-Assange and the opposing camps. The main point, quite apropos, is that there is a lot of information still to be revealed. coUrteSY cM

IR Elton John has spoken about the reality of his appendicitis - admitting it could have killed him.

The singer, who on Tuesday was forced to cancel his upcoming headline gig in London’s Hyde Park, as well as his European tour, told The Sun: ‘I’m lucky to be alive.’ The 66-year-old, who described himself as a ‘ticking time bomb’, discovered his appendix abscess was potentially-fatal after he was forced to leave the stage during a concert on Friday due to agonising stomach pain – which he initially thought was down to food poising.

Speaking to the newspaper, he said: ‘I was a ticking time bomb. I guess I could have died at any time.” ‘I feel so lucky and so grateful to be alive. I played nine gigs and the White Tie and Tiara Summer

It wasn’t however until last Friday when playing in Halle Germany that eventually the pain became too much and he was forced to leave the stage halfway through his performance.

After medical tests revealed it was in fact an abscess, the father-of-two was given medication to reduce the swelling, as well as drugs to prevent a risk of septicemia. The singer, who is currently resting at his home in Windsor, is expected to undergo surgery in the UK in the next few weeks when doctors are sure they have reduced toxins around the inflamed appendix sufficiently. Doctors have advised him to cancel all forthcoming shows from his current tour, including the Hyde Park show this Friday which is part of the Barclaycard Presents British Summer

Time Festival – he was expected to top a bill which also features Elvis Costello and Ray Davies. The singer’s spokesman said Sir Elton will not return to touring until fully recovered from the surgery and the damage caused by the abscess.

He went on: ‘Elton is incredibly disappointed to postpone these tour dates. To know that he made such super-human efforts and continued to perform to thousands through his illness only confirms his dedication to his European fans.

We wish to make a special mention and thank Dr. Jatin Shah for his expertise and contribution. We also wish to thank all the other doctors, nurses and medical staff who have made his life possible. As trying were the

times, we never lost hope that life always brings with it. Just to put the record straight there was no sex determination for our child.

The baby was born much before the speculations of ‘sex determination’ and other ‘issues’ pertaining to the same were being raised in the media by some organisations. Suffice to say his coming home puts to rest completely false and at times insensitive claims of sex determination and alleged illegalities. We also apologise to all those other doctors and hospitals who had to face unwanted scrutiny and questioning by some parties.

Julie Fermin’s wildest dream came true at Rudy’s Music Shop in New York City Friday when Katy Perry and John Mayer happened to pop into the store shortly after Fermin and her two friends. According to salesperson Brad Tretola, the three pals were browsing the acoustic guitars when they became aware of the couple’s presence and begin to squeal with excitement over their chance encounter with their music idols. And after Tretola told Mayer he had a few fans in the shop, the “Gravity” singer casually joined in on the girl’s conversation. “Katy and John treated them so kindly, they were such sweethearts!” Tretola tells E! News. “Katy told one of the girls, ‘I love your earrings.’” After the elated fans snapped a pic with the superstars, John asked if any of the girls played guitar, and Fermin told Mayer she did. With its matted hair and bald patches it resembles a much-loved toy somewhat past her prime. In fact this creature is the best-preserved specimen of a woolly mammoth ever found – whose prehistoric prime was 39,000 years ago.

Even clumps of the animal’s distinguishing hair are remarkably intact after being trapped in glacial ice until she was discovered in Siberia earlier this year. She is now to go on public display in Yokohama, Japan. But while the public can get a remarkable glimpse of our planet’s past, scientists will be continuing tests that could give the extinct species a future. Experts who found the female mammoth in May also discovered a sample of its blood inside ice beneath the carcass – which scientists claim may be used to regrow one of the animals, which last walked the earth around 4,000 years ago. Preserved muscle tissue was also found from the creature, which was aged between 50 and 60 when she died, according to the Russian team who made the discovery on islands off the northern coast of Siberia. Semyon Grigoriev, from the North Eastern Federal University in Siberia, said: ‘We were really surprised to find mammoth blood and muscle tissue.’

He hailed it as ‘the best-preserved mammoth in the history of paleontology’.

Parts of the carcass are especially well preserved because they remained entirely frozen for thousands of years – including the hair. However, the upper torso and two legs, which were entombed in the soil, have been gnawed by prehistoric and modern predators and almost did not survive. It is the first ever well-preserved sample of blood from a woolly mammoth and has reopened the debate over the morality of Jurassic Parkstyle projects to restore extinct creatures to the planet The blood and other samples have been made available to South Korean scientist Hwang Woo-suk’s private bioengineering laboratory. The laboratory has confirmed it is working with other mammoth DNA samples in a bid to return the extinct Siberian mammoth. The eventual plan is to plant an implanted egg into a live elephant for a 22-month pregnancy. The hope is that at least one living cell of the mammoth was preserved ‘although even with such well-preserved remains, this may not be the case’. Earlier this year a group of scientists from around the world met for the TEDx conference in Washington, sponsored by National Geographic. The group were discussing the possibility of bringing 24 animals back from extinction, also known as ‘de-extinction’. She made it on the cover of National Geographic next year, and her identity was discovered in 1992.

une 11, 1963, Thich Quang Duc, a Buddhist monk from Vietnam, burned himself to death at a busy intersection in downtown Saigon to bring attention to the repressive policies of the Catholic Diem regime that controlled the South Vietnamese government at the time. Buddhist monks asked the regime to lift its ban on flying the traditional Buddhist flag, to grant Buddhism the same rights as Catholicism, to stop detaining Buddhists and to give Buddhist monks and nuns the right to practice and spread their religion. While burning Thich Quang Duc never moved a muscle.

This is a famous picture, taken in 1930, showing tho young black men accused of raping a white girl, hanged by a mob of 10,000 white men. The mob took them by force from the county jailhouse. Another black man was saved from lynching by the girl’s uncle who said he was innocent. Even if lynching photos were designed to boost white supremacy, the tortured bodies and grotesquely happy crowds ended up revolting many.

This is probably the most famous picture you know.

This is the picture of a student who tries to stop the tanks in Tiananmen Square standing in front of them. The tank driver didn’t crush the man with the bags but shortly after, the square filled with blood. The photo showed the Chinese that there is hope. However, China is still controlled by a communist regime.

heIL hItLer! the taLe of gerMan ‘sWastIKa forests’ Blame it on the larches. Brandenburg native Günter Reschke was the first one to notice their unique formation, according to a 2002 article in the Süddeutsche Zeitung newspaper. To be more precise, however, it was the new intern at Reschke's landscaping company, Ökoland Dederow, who discovered the trees in 1992 as he was completing a typically thankless intern task: searching aerial photographs for irrigation lines.

Instead, he found a small group of 140 larches standing in the middle of dense forest, surrounded by hundreds of other trees. But there was a crucial difference: all the others were pine trees. The larches, unlike the pines, changed color in the fall, first to yellow, then brown. And when they were seen from a certain height, it wasn't difficult to recognize the pattern they formed. It was quite striking, in fact. As he was dutifully accomplishing the task he had been given, the intern suddenly stopped and stared, dumbfounded, at the picture in his hand. It was an aerial view of Kutzerower Heath at Zernikow -- photo number 106/88.

He showed it to Reschke: "Do you see what this is?"

But the 60-by-60 meter (200-by-200 foot) design that stood out sharply from the forest was obvious to all: a swastika. Reschke is actually a fan of his native Uckermark region of northeastern Germany, extolling its gently rolling hills, lakes and woods, as the "Tuscany of the north." But what the two men discovered in 1992 in that aerial photograph thrust this natural idyll into the center of a scandal.

Reschke chartered a plane to fly over the area, and indeed, a neatly delineated swastika was clearly visible. The local forester, Klaus Göricke, set out to uncover the origin of the troubling larch formation, and he found out that the trees had been there for a long time. By measuring the trees, he came to the conclusion they had been planted in the late 1930s. That means that for decades, during every spring and autumn, a massive swastika took shape in the Kutzerower Heath -- surviving the Russian occupation, Communist rule in East Germany and the fall of the Berlin Wall without ever attracting notice. The fact that it went undiscovered for so long was in part due to the short period of time each year that it was visible. Furthermore, it could only be seen from a certain altitude, and the airplanes that headed north out of Berlin were already much too high for passengers to see the swastika in the forest. Private planes, on the other hand, were forbidden in East Germany. It didn't take long for rumors to spread about how the swastika

got there in the first place. A local farmer claimed that he had planted the trees as a child, with a forester paying him a few cents for each seedling he put in the ground. Others reported that it was put there as a sign of loyalty after a nearby villager had been taken to the Sachsenhausen concentration camp by the Nazis because he had secretly been listening to the BBC. Still another version holds that a local Nazi leader ordered the trees planted on the occasion of Hitler's birthday.

Finally, the Berliner Zeitung newspaper reported that it was planted in gratitude to the Reich Labor Service for building a street in Zernikow. Whatever the truth may be, the story began to make waves well beyond the region.

French reporters suddenly appeared in Zernikow, eager to fly over the heath to see the swastika for themselves.

The daily Le Figaro published an article on the forest formation that reportedly led then-French President François Mitterand to call his German counterpart, Roman Herzog.

Soon thereafter, the German president began pressuring the local forestry office to get rid of the offensive symbol.

The effects were immediate. In 1995, forestry workers armed with chainsaws made their way to the copse of larches and cut down 40 trees. They reported back to their supervisors that the symbol was now unrecognizable, and the commotion surrounding the Kutzerower Heath

quickly subsided. But the forestry workers were badly mistaken. It took five years before their error was discovered, but in 2000, the news agency Reuters published photos of a bright yellow and clearly visible swastika in the forest near Zernikow -- even if the edges were a bit frayed. And the media response was once again immense.

Even the Chicago Tribune wrote about it, noting that the swastika forest was not helpful for a region that had already become notorious for racist violence. In fact, officials started becoming increasingly worried that the place could become a pilgrimage site for neo-Nazis.

This prompted the Agriculture Ministry of the eastern state of Brandenburg to plan drastic measures. In 2000, Jens-Uwe Schade, a ministry spokesman, told Reuters that the intention had been to cut down all the trees in the area. But the BVVG, the federal office in charge of property management, blocked the plan because ownership of some of the property was in dispute and only gave the green light for state forestry officials to cut down 25 of the trees. This was done on the morning of Dec. 4, 2000.

Forestry workers had to be very careful about choosing which trees to cut down and about making sure that the swastika was no longer visible. They also had to cut the stumps just a few centimeters above the ground so that they could no longer be viewed from the air. However, planting swastikas in forests wasn't something that only happened in the Uckermark. As Jens-Uwe Schade already explained in 2000, this had become "a fad among National Socialist foresters" during the Nazi period. For example, already in the early 1970s, US soldiers complained to the government of the state of Hesse after finding not only a huge swastika on the southern slope of a spruce forest near a place called Asterode, but also the year "1933" formed by larches. A similar symbol reportedly caused a major stir in Jesberg, in northern Hesse, when it was discovered in the 1980s.

And, in 2000, a professor of folklore found a swastika of evergreen Douglas firs planted backwards in a deciduous forest in Wiesbaden. In fact, reports soon started emerging about tree swastikas all over Germany. In Sept. 2006, the New York Times also reported on a complete forest near the remote village of Tash-Bashat, in Kyrgystan, shaped as a swastika. India needed to restrict Sri Lanka to 167 or below to make the final ahead of West Indies. In an ideal Twenty20 world, this was a situation loaded in favour of the chasing side. The Queen’s Park Oval pitch, with patches of green spiced up by all the rain, was an ideal Test bowler’s paradise, though. And Bhuvneshwar Kumar used it to perfection, ending the chase early and taking India to the final with a spell of 6-18-4, his best international figures.

Bhuvneshwar got the ball to do so much, even survival became a lottery, leave alone a chase that began at an asking rate of close to seven an over. Some moved in, some moved away, some hit a green patch and bounced extra, with Bhuvneshwar’s impeccable control forcing the batsmen to play at almost everything. The spinners found generous help from the pitch as well, and made sure there was no fightback from the Sri Lanka lower middle order. The margin of the win showed just how futile a T20style chase can be on a difficult pitch.

This pitch was so difficult it forced even the usually flashy Rohit Sharma to play the survival game. A battered and struggling Rohit fought the conditions, his own lack of touch, and a disciplined Sri Lanka attack but still hung in to build a base for India. But we will never know what could have been in this Rohit knock as the rain terminated India’s innings at 119 for 3 in 29 overs. Though the normally free-flowing Rohit’s grind wasn’t easy on the eye, it was far more refreshing to see him unwilling to fall to a soft dismissal, though he benefited from a dropped catch off Lasith Malinga when on 11. Despite West Indies losing both their games on the same ground after choosing to bowl, Angelo Mathews had no hesitation in doing the same. And his attack bowled far better than West Indies had, which was highly commendable, considering they had sent down 41 overs a day ago against the hosts.

Warner was suspended last month for punching England batsman Joe Root in a Birmingham bar following a Champions Trophy match between the teams.

He was banned until the first Ashes Test but was not named in the team for the match which started at Trent Bridge on Wednesday. “David has trained hard and been very supportive of the team and his teammates during the past few weeks but his preparation for the first Test was not ideal,” national selector John Inverarity said. “He is in need of match practice and runs in the longer format and the Australia A games in Zimbabwe and South Africa will provide him with the best possible opportunity.” Warner will return to England to join the Ashes squad when he has had enough match practice.

Cricket in UAE buoyed

Emirates Cricket Board (ECB) CEO David East has told Gulf News that the announcement of Pakistan’s series against South Africa to be played here in October will have a positive effect on the game locally.

Two Tests, five one-day matches and two Twenty20 games will be played in Dubai, Abu Dhabi and Sharjah from October 14 to November 15.

It kicks-off an unprecedented winter of cricket in the UAE with T20 World Cup qualifiers in November, Pakistan’s series with Sri Lanka in December and the U19 World Cup in February.

Since a terrorist attack on Sri Lanka’s team bus in Lahore in 2009, Pakistan have played the majority of their home matches in the Emirates.

“It must always be Pakistan’s intention to return their cricket back to home soil, but while that can’t happen we are literally just around the corner.” Gulf News quoted East.

“We are delighted to be able to support them during a difficult time and it provides us with the opportunity to host some big matches in the UAE, which supports the whole community.

“It’s the most logical place to meet because of a similar broadcast timings with Pakistan, the UAE is also very safe and there is a large expatriate community. Local interest is huge and I’m sure this will have an impact at grassroots level.

“In many ways it makes absolute sense, but that has to be considered in the

context of the difficulties Pakistan are experiencing at home. We’re pleased to be able to assist in staging this cricket in the best and most appropriate way possible,” he added.

Meanwhile, ECB administrator Mazhar Khan insisted the UAE was ready for what will be its busiest international cricket season to date.

“All the venues are preparing to cater for the hectic schedule and we’re confident that we can deliver. For the U19 World Cup we are looking to use the Sevens Stadium and ICC Global Cricket Academy pitches in order to distribute the load.”

Maqbul Dudhia, general manager of sports and entertainment at Dubai Sports City pledged to make tickets — details of which have yet to be announced — “as affordable as possible”.

The acting Chairman of the Pakistan Cricket Board, Najam Sethi has promised to make all affairs of the board more transparent and to have a new code of conduct for players and officials.

Sethi, after chairing a meeting of the Governing body, said that the new code of conduct was being prepared and would be soon put in place.

“The reason for having a new code of conduct is to ensure that everything functions smoothly in our cricket set up and there are no illegal

or unconstitutional decisions,” Sethi said in a news conference.

Sethi also made it clear that he wanted to have more transparency in PCB affairs.

“I don’t think there is any need to hide things from the people. All matters and decisions should be transparent.”

The Sindh high court yesterday issued a notice to Sethi, directing him to only work in the sphere and take decisions allowed to a interim head of the board.

But Sethi said he was working as per orders of the Islamabad high court, which had given him 90 days to hold re-elections in the board and

recognise things.

“I am only using the powers given to me by the IHC,” he pointed out.

“As far as the Sindh high court order is concerned we are waiting for the detailed order to look into it,” he added. Sethi also said that the Governing board had discussed the budget besides other key issues at its meeting and also asked him to fly to the West Indies.

“I will be going to the West Indies on the wishes of the Governing board as it wants me to be there and see first-hand the team affairs and how it is working,” he said.

The Pakistan Cricket Board (PCB) is contemplating a series-based deal with broadcasters for the forthcoming matches in this season. Pakistan are scheduled to play two Tests, five ODIs and two T20s against South Africa in Sharjah and Dubai, from October 14. They are also scheduled to play Sri Lanka in the UAE, although the two boards have not confirmed the dates.

“We are yet to issue a tender for the broadcaster after finishing our five-year deal last month,” a PCB spokesman told ESPNcricinfo. “It requires a specific procedural time and systematic restructuring of the bidding process and

finalising the deal. But we have an alternative, i.e. to go with a series-byseries deal - in case we need that for any of our upcoming home series - before going into a long-term deal with a broadcaster.” The interim setup of the PCB may also be affecting its chances of securing a long-term deal. The suspension of Zaka Ashraf as chairman led to a delay in the PCB budget this year and the process of renewing the broadcasting deal was also delayed as a result. The PCB’s functions were on hold for almost a month, until the appointment of interim chairman Najam Sethi. The Islamabad High Court has ordered Sethi to hold elections within 90 days but has not given a detailed order.

Although the PCB refused to comment on its internal functioning, it has confirmed that the bidding process for a broadcaster is currently on hold, with various other issues taking precedence. It is likely the board may look to secure a six-year deal next year, once a more stable administrative setup is in place.

XPRESSING concerns over the Pakistani Election Commission’s “improper arrangements” in the recently-held general elections, the European Union (EU) Election Mission Observers in Pakistan on Wednesday ruled out interference by the intelligence agencies during polls.

Addressing a press conference‚ the head of the EU Election Observation Mission, Michael Gahler said the legal framework had improved but in the light of the

He said the observations were made independently without any pressure after which a detailed report was prepared.

The European Union Observer Mission chief said the mission had found no evidence of any interference by the intelligence agencies in the electoral process

during the recent polls.

“The mission has no evidence of any interference in the electoral process by the intelligence agencies. However, certain institutions have crossed their limits in the

discharge of their duties.”

Gahler ruled out the suspicion of rigging in elections in Pakistan. However, he criticised the Election Commission of Pakistan for not properly meeting its responsi-

bilities. Hitting hard at the ECP, Gahler said polling staff was changed minutes before the end of the polling. He said the ECP had not fulfilled its responsibilities, as number of candidates had not been given an equal opportunity to contest in the recent polls, adding that nomination papers of some of the candidates had been accepted from one constituency and were rejected in another.

He urged the government to form a parliamentary committee to review electionrelated issues aiming at improving the electoral process.

Applauding the role of NADRA‚ Gahler said measures to promote women’s participation in the electoral process was required. He said allegations of rigging began pouring in after polling ended whereas the process of declaring official results was extremely slow.

“The ECP should have taken the responsibility of all such procedures,” he said.

She added though Taliban had closed their office in Doha, “we will continue to work through the bumpy road, and are hopeful to get the peace process back on track”.

“There is no schedule for the resumption of talks with the Taliban,” she said.

The White House also said the decision on how many US troops to leave in Afghanistan will not be imminent. “But it is leaving open the possibility the US will not leave forces there after combat troops depart in 2014,” Carney said.

He said the so-called “zero option” was still on the table. He said the US would have clear objectives for its mission in Afghanistan after the longplanned drawdown. He said those objectives could be met with a residual force or through other means.

The Indian Supreme Court on Wednesday ruled that lawmakers should be thrown out of office if they are convicted of a serious crime, a judgement hailed as a major step towards cleaning up the political system.

The Supreme Court said state and federal lawmakers will be forced to quit politics and will be barred from contesting future elections if they are convicted of a crime that carries a sentence of at least two years in jail. “If a person has no right to vote (if convicted of a crime), he has no right to contest,” Judges AK Patnaik and SJ Mukhopadhyay ruled. Some 160 lawmakers from various parties in the national lower house of parliament are facing a range of criminal charges and more than 1,400 politicians from state legislatures, according to campaign group the Association for Democratic Reforms.

“This is a milestone for Indian politics. If you are convicted of a crime from now on, you don’t have the right to be in politics,” said the association’s national coordinator Anil Bairwal. “It’s a significant step towards cleaning up politics,” Bairwal, who was in court to hear the decision, said. The ruling comes as Indian Prime Minister Manmohan Singh’s government has been rocked by a series of graft scandals involving mobile phone licences, coalfields and the Commonwealth Games in New Delhi among other issues.
