UTTAHIDA Qaumi Movement (MQM) chief Altaf Hussain on Wednesday said Sindh Governor Dr Ishratul Ibad, whose political career shares a long history with the party, was no longer affiliated with MQM. Speaking to a television channel via telephone from London, the MQM chief directed party activists not to expect any cooperation from the governor, who he

referred to as “representative of the Establishment”. “The army holds conversations with Ibad whenever it suits them and the media should not portray the gov-

SIRAJ HOPES FOR A KARACHI SAFE FOR ALTAF MONITORING DESK Wishing for a Karachi where Muttahida Qaumi Movement’s exiled leader Altaf Hussain could feel safe, Jamaat-e-Islami (JI) chief Sirajul Haq on Wednesday condemned weaponisation of political parties. “JI is against militancy in all its forms, may it be armed wings, militias and guerrilla force. We say no to use of arms in politics. Also we have no ties with any gun-wielding group,” Haq told a news channel. Haq went on to say that residents of Karachi got nothing for supporting the MQM for so long. “The real hurdle in the way of the Karachi’s progress was nothing but the MQM,” said the JI leader. Replying to a question, Haq rejected the impression that cracks have started appearing in JI’s ties with Pakistan Tehreek-e-Insaf after his party fielded a candidate for NA 246 by-election.

Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan on Wednesday said that he would declare Muttahida Qaumi Movement (MQM) Altaf Hussain as his brother if he stops ordering targeted killings in Karachi. “If only MQM’s London-based supremo mends his violent ways we can change our opinion about him,” Khan told a news channel in an exclusive interview. The PTI spearhead minced no words accusing the MQM of running a ring of international target killers. “Their hitmen are based abroad —in countries like South Africa. They arrive in Pakistan, do their deadly job and then return to the safety of their hideaway countries,” Khan alleged. Khan said all eyes were set on Karachi as the whole country depends on it in more than one way. “As long as Karachi is in trouble Pakistan will never be able

Hearing against the 18th and 21st constitutional amendments and the establishment of military courts was adjourned without proceedings on Wednesday due a judge’s absence. Heading the 16-member bench, Chief Justice of Pakistan (CJP) Nasirul Mulk said that Justice Dost Muhammad Khan, who is included in full court, was not able to conduct the hearing due to his uncle’s demise. Counsel Akram Sheikh said the petitions regarding the 18th Amendment have become “ineffective” and should be dismissed. Supported by Justice Anwar Zaheer Jamali’s comment, the CJP said the court would not declare the matter ineffective by itself but the counsels could withdraw if they wanted. Those who want to withdraw their request regarding 18th Amendment should inform the court on next hearing, he added. The court adjourned the hearing till April 27 and directed counsels to file submissions on amendments till Saturday.

The motions were moved by the JUI-F and the MQM MNAs under rule 44 of the Rules of Procedure and Conduct of Business in the National Assembly, 2007. The MQM members that moved the motion include Farooq Sattar, Khalid Maqbool Siddiqui, Syed Waseem Hussain, Salman Khan Baloch, Khawaja Sohail Mansoor, SA Iqbal Qadri, Mehboob Alam, Abdul Waseem, Sheikh Salahuddin, Muhammad Rehan Hashmi, Sufyan Yusuf, Syed Ali Raza Abidi, Abdul Rashid Godil, Muzammil

Speaking about his arrival in the country, Hussain, who has been residing in London for the past 23 years, said he was “willing to come to Karachi tomorrow” if the cases against him in London were dismissed. Dr Ibad began his political career as a worker of the All Pakistan Mohajir Students Organisation (APMSO), MQM’s students wing, when he was studying in Karachi’s Dow Medical College. He contested the general election in 1990 on a provincial assembly constituency as a candidate of the MQM-backed Haq Parast group and became a minister in the Jam Sadiq Ali cabinet. While he was very close to Hussain, he maintained a low profile in the MQM until 2002 when he became the acting convener of the MQM’s coordination committee after Hussain removed then convener Dr Imran Farooq from the post.

He said Ibad was never a “governor of MQM”, adding that he took the position of governor after renouncing his party membership. Speaking at a press conference, Pakistan Tehreek-e-Insaf (PTI) Vice President Shah Mehmood Qureshi expressed reservations on the China-Pakistan Economic Corridor. He said the provinces were not taken on board to build the economic corridor. He added that that all political parties should have been taken on board when the deals were finalised. Further, he said the plan to build the corridor was not one party’s achievement but the project roots back to General Pervez Musharraf’s rule. “The plan to build the economic corridor spans multiple governments,” Qureshi said. “Talks about the project were taking place when I was serving as foreign minister in the Pakistan People’s Party government and even during Musharraf’s regime.”

LAWMAKERS CALL FOR PRISONER EXCHANGE PROGRAM WITH CHINA ISLAMABAD: The National Assembly was informed on Wednesday that the government was negotiating a prisoner exchange agreement with China, which would allow the convicts to serve their sentences in Pakistan. Minister for States and Frontier Regions Abdul Qadir Baloch told the House during question hour that a total of 260 Pakistanis are currently imprisoned in China. These include 193 who have been sentenced after conviction and 67 who are in detention centres, awaiting trial. He said majority of the Pakistanis under arrest in China are charged with drug trafficking and other serious crimes. He said Pakistan Embassy in China seeks consular access from the Chinese authorities and oversees that the legal rights of the accused are granted. The chair while taking notice of absence of some Ministers, Parliamentary Secretaries and senior bureaucrats during question hour, summoned secretaries of Ministries of Commerce, Textile and Kashmir Affairs and Gilgit-Baltistan to his chamber. The chair also suspended proceedings of the House for 10 minutes and called Minister for States and Frontier Regions Abdul Qadir Baloch, Minister for Inter-Provincial Coordination Riaz Hussain Pirzada and Minister of State for Parliamentary Affairs Shaikh Aftab Ahmad, Leader of the Opposition Syed Khurshid Ahmad and Shah Mahmood Qureshi to his chamber for consultation on the issue. After consultation, Speaker Sardar Ayaz Sadiq said that last opportunity has been given to the concerned quarters to take the question hour seriously and reply with their answers in time. Qureshi said that even though he cannot speak on behalf of the Balochistan government, he is aware that Balochistan Chief Minister Dr Abdul Malik Baloch was also not consulted over the project. Balochistan politicians also termed the move to build the corridor unfair. “We will not accept this decision and will resist this move very strongly,” Balochistan Minister for Planning and Development Hamid Khan Achakzai said. “It will be a big injustice.” Jaffar Khan Mandokhel, a former provincial minister, said there would be a “strong reaction” to the change which would only benefit Pakistan’s richest province. “The change is meant to give maximum benefit to Punjab, which is already considered the privileged province,” he said. The complaints highlight the political risks for a plan China sees as a key part of its aim to forge “Silk Road” land and sea ties to markets in the Middle East and Europe. The army said it was tackling the security risks by setting up a special division for the corridor, including nine army battalions and paramilitary forces. The move was welcomed by the PTI on Wednesday. On Tuesday, six separatist militants and two soldiers were killed in clashes in Balochistan, officials said. Militants have also attacked Chinese workers in Pakistan. And China worries about separatists from Xinjiang, whom it blames for a series of attacks across China over the past year. Prime Minister Nawaz Sharif promised Xi Pakistan would step up efforts to battle terrorism.

Khyber Pakhtunkhwa (KP) Chief Minister Pervez Khattak on Wednesday strongly criticised changes to the original plan of the China-Pakistan Economic Corridor (CPEC). Addressing a press conference at the Chief Minister House, Khattak raised concerns vis-à-vis the CPEC, which had has been a subject of speculation in media and political circles for the past many months. The chief minister was candid about KP’s concerns over the proposed projects, saying the route would only come to light once the province gets its due right. The chief minister said the CPEC’s original plan envisaged to pass through Khunjerab, Gilgit, Kohistan, Shangla, Battagram, Mansehra, Abbotabad, Haripur, Hassanabad, Mianwali, Dera Ismail Khan, Dera Ghazi Khan, Dera Murad Jamali, Khuzdar, Panjgur and Gwadar. However, after the realignment, Dera Ismail Khan had been re-

moved from the proposed list; whereas Layaah, Bhaakar and Multan were included. He further said out of the total agreements worth $27.7 billion, KP’s share was $2.7 billion, whereas Punjab gets the lion share of $11 billion. Sindh’s share, said Khattak, was $9 billion, while there was no mention of Balochistan. Khattak also cast doubts over the Chinese investment spree, saying it did not appear transparent. He said under the present conditions, the two governments should sit down and

agree on the projects, without any consideration for competition and open bidding. The KP chief minister demanded that the original project passing through DI Khan should be retained, adding that about seven to eight new cities were planned to be built around the route, but according to the new plan, not even a single one seems likely. He also seemed sceptical about investment in coal, wind and solar projects, saying KP had feasibilities of about 5,000MW of cheap hydroelectric projects. “We are searching for investors to invest in these projects and they (the federal government) are going after pricey projects,” he said. Khattak said KP, Balochistan and Sindh had discussed this issue already and were on the same page. “KP would contest this injustice on every forum,” he said, adding that the federal government and departments concerned have so far not arranged a briefing on the subject despite repeated reminders by his government.

MIRZA ACCUSES ZARDARI OF LAUNDERING MONEY THROUGH AYYAN KARACHI: Former Sindh minister and Pakistan People’s Party (PPP) leader Zulfiqar Mirza has accused PPP CoChairman Asif Ali Zardari of money laundering through supermodel Ayyan Ali and called for formation of a joint investigation team (JIT) against him. Talking to a news channel, Mirza claimed that the money Ayyan was trying to take abroad belonged to Zardari. He said the model used to get VIP protocol during her visits to Bilawal House. He claimed that an investigation against Zardari into corruption is not a difficult task but despite prime minister’s statements, the National Accountability Bureau (NAB) is not taking action against corrupt people. “PPP has turned into Zardari-league and I want to free the helpless people of Sindh form the current PPP’s leadership,” he lamented. When asked about the differences between Bilawal Bhutto and his father, Mirza said no one will deny the differences after Zardari’s recent public comments. He said Bilawal wanted what Rangers are doing these days and when he called for operations against the outlaws in Karachi, he was forced to leave the country. STAFF REPORT

Envoy says India not worried over China-Pakistan Economic Corridor RAGHAVAN SAYS ECONOMICALLY STRONG PAKISTAN WOULD BRING REGIONAL STABILITY PESHAWAR STAFF REPORT

India is not worried over the $46 billion economic corridor between Pakistan and China as an economically strong Pakistan would bring regional stability, India’s envoy TC Raghavan said on Wednesday, underlining the need to remove misperception and restore mutual trust between the two nations. Addressing a meeting of Khyber Pakhtunkhwa Chamber of Commerce and Industry (KPCCI), Raghavan said India also has no problem over the growing relations between PakistanIran-China and Afghanistan. “There is a need to remove misperception between Pakistan and India for the restoration of mutual trust,” he said.

This is the first visit by any Indian high commissioner to KPCCI during last nine years after Shivshankar Menon visited the KPCCI twice in 2006. “India has no worry over the construction of Pakistan-China Economic Corridor as an economically strong Pakistan would bring stability in the region,” he said. He acknowledged that Pakistan has very good relations with China, however, he said India-China relations are stable too. Emphasising on increasing volume of bilateral trade between India and Pakistan, he said the goal can be achieved “if we treat each other as a normal trade partner.” “India and Pakistan should behave like normal trading partners. both Pakistan as well as India alike. “Fears that enhanced trade with India would result in Indian goods flooding Pakistani market, rendering local traders out of business, is misplaced,” he said. He said trade between India and China was equal as was between India

and Pakistan in the year 2000, ranging between $100 million. However now, he said, after passage of 14 years, the trade volume between India and China has jumped to $65 to 70 billion while trade between India and Pakistan is around $2.5 to 2.9 billion. He said boost in trade between India and China is a good example as how barriers were removed and both the countries focused on trade and commercial activities in the larger interest of their people. Raghavan was of the opinion that bilateral trade between two countries could not flourish “if we go into minute observation of trade imbalance” as it is a common factor and do happen which should be ignored. “Our efforts are also focussed on implementing the road map agreed upon by the two countries in September 2012 for bilateral trade promotion. In this regard, the grant of MFN status by Pakistan to India is awaited,” he said.

At least 35 militants were killed during military action in two different areas in North and South Waziristan over the past 24 hours. In a cordon and search operation, five terrorists were killed in Shaktoi area in South Waziristan on Wednesday. The fleeing terrorists left behind four dead bodies, according to InterServices Public Relations (ISPR). Twenty-two militants were killed in precise aerial strikes late last night in Datta Khel area of North Waziristan. Separately, seven security personnel were injured as Tehreek-e-Taliban Pakistan (TTP) militants attacked a security checkposts in Push Ziarat mountains in Ladha area of South Waziristan. Eight militants were killed in retaliatory firing, including the commander of attackers’ Malang Khan. A security official said the injured personnel were shifted to Razmak for treatment. ical resolution of the conflict. During the meeting, the premier took senior foreign policy officials and military leaders into confidence over his visit to Riyadh during which he will discuss the evolving situation in Yemen and express solidarity with the leadership and people of Saudi Arabia. A source in the government told Pakistan Today that the prime minister and army chief were leaving for Saudi Arabia to woo back the Saudi Arabian leadership by explaining the regional and internal challenges faced by Pakistan. “Since the situation in Yemen is now under control of the Gulf Cooperation Council and its allied forces, Pakistani leadership is visiting Saudi Arabia to explain its viewpoint to the leadership of KSA,” the source added. The source said that now the Saudi Arabian leadership would be listening to Pakistan more than what happened in a

meeting between Punjab Chief Minister Shahbaz Sharif and Saudi Foreign Minister Saud al-Faisal. International media reports had suggested that last week’s meeting between Saud al-Faisal and Shahbaz Sharif did not go well as the Saudi Arabian Prince had put some tough questions to the younger Sharif. PM Sharif’s visit– his second in two months– coincides with developments in Yemen, where a Saudi-led coalition claimed success in thwarting the threat from Houthi militia and announced the conclusion of the Operation Decisive Storm and start of the next phase that has been codenamed Operation Hope. The premier last travelled to Saudi Arabia on March 3 when he committed defence cooperation with the kingdom. The defence cooperation was taken by the Saudi leadership as a commitment to joining the 10-nation alliance it later formed to fight the Yemeni Houthis.

However, the posture later adopted by Pakistan annoyed Arab leaders. The otherwise decades-old warm relationship between Pakistan and Saudi Arabia and other Arab states saw some tough times when Islamabad decided to stay away from the Saudi Arabia-led offensive in Yemen. Despite repeated requests for provision of troops besides air and naval support from Saudi Arabia, Pakistan conveyed to Riyadh its concerns over the provision of troops, asking the Gulf countries to use peaceful means to resolve uprising in Yemen. This triggered heat between the Arab states and Pakistan with United Arab Emirates (UAE) state minister for foreign

PTI SUBMITS ‘EVIDENCE’ OF VOTE RIGGING PARTY ALSO SUBMITS LIST OF 13 WITNESSES, INCLUDING NAJAM SETHI, NABIL GABOL AND HAMID MIR TO BE SUMMONED FOR QUESTIONING IN POLLS RIGGING ENQUIRY ISLAMABAD STAFF REPORT

The Pakistan Tehreek-e-Insaf (PTI) has submitted a list of 13 witnesses, including caretaker Punjab chief minister Najam Sethi, former MQM leader Nabil Gabol and journalist Hamid Mir before the judicial inquiry commission to record their statements regarding the alleged rigging in the 2013 general elections. Through their counsel Abdul Hafeez Pirzada, the party submitted a four-page application listing the 13 witnesses. In addition to the abovementioned names, the application also listed the managing directors of Printing Cor-

poration of Pakistan Press Karachi, PCPP Press Lahore and Pakistan Security Printing Corporation Karachi, who held office at the time of acquisition and printing of ballot papers, as witnesses. The list also contained the names of then chief secretary to the caretaker Punjab government Javed Iqbal, provincial election commissioners of Punjab and Sindh, then additional chief secretary to the caretaker setup in Punjab Rao Iftikhar, Head of FAFEN Muddassir Rizvi and NADRA Chairman Usman Yousaf Mobeen. “It would in the interest of justice that the statements of these persons be

recorded as prayed and that PTI be permitted to also propose questions which the commission may pose to these persons as witnesses,” the application reads. It also claimed that the testimonies, statements and evidence of these persons has direct nexus with the three questions to be inquired into and determined by the commission, terming the examination necessary, appropriate and warranted. The application further maintained that PTI has identified other officials and persons who are relevant as well as material that could be used as witnesses in the matter. This, it said, requires investigation by the commission to make the determinations pursuant to section 3 of the General Elections 2013 Inquiry Commission Ordinance 2015. Meanwhile, PTI Chairman Imran Khan told reporters after a meeting of the party that he would himself appear before the judicial commission to elaborate on poll rigging during the 2013 general elections.

NA-246 GOES TO POLLS TODAY KARACHI STAFF REPORT

The law enforcers and election commission staff spent Wednesday night in the polling stations where they have been deployed, keeping a vigilant eye over the ballot papers and other material that was entrusted to them by the Election Commission of Pakistan (ECP). The ballot boxes, papers, and bags were brought to the 213 polling stations in the NA-246 constituency in passenger buses, amid tight security. The presiding officers of each polling station received the material from the district central deputy commissioner’s office. Though polling does not officially commence until 8am, the polling staff must wake up before 6am to prepare the polling booths and finalise the arrangements before the process commences. The staff show the empty ballot boxes to the representatives of the candidates before polling starts. “The ballot papers are provided according to the number of votes registered at the polling

station,” explained Sindh Election Commissioner Tanveer Zaki, adding that each ballot book contains 100 ballot papers and if 1,350 votes are registered at a polling station, it is provided with 14 books. ‘Still complaining’: While the polling staff is working round-the-clock to ensure the elections go smoothly, political parties on Wednesday expressed reservations over the impartiality of the 213 presiding officers and their assistants. Around 1,917 election staff has been deployed at the polling stations, a majority of whom are drawn from federal government departments such as the Karachi Port Trust (KPT), Pakistan Steel Mill, Federal Board of Revenue (FBR), Income Tax and Pakistan Post. The PTI, JI and Pasban-ePakistan have expressed misgivings about the partiality of the staff as they claim that a number of trade union activists of the MQM are employed in the KPT and the Steel Mill and have been included as staff. “A number of times, we requested to summon staff members from outside Karachi so

that there would be no chance of influencing the polls, but the provincial election commission did not heed our requests,” said PTI candidate Imran Ismail. For his part, Zaki refuted the allegations and said that the appointment of staff had been made purely on merit. “Initially, they [candidates] objected to the Sindh government, local government and Karachi Metropolitan Corporation employees and demanded federal government employees. We have excluded these employees from the list, but they are still complaining,” he said. MQM candidate Kanwar Naveed Jameel said the allegations being leveled by his opponents proved that they had already accepted their defeat. “No MQM worker has been appointed as presiding officer or his assistant,” he said. The minister also refused attending successive high level meetings held at the Prime Minister’s House. In a major snub, Nisar also did not attend ceremonies held in honour of Chinese President Xi Jinping three days ago.

PAKISTAN WELCOMES END OF SAUDI-LED MILITARY OPERATION IN YEMEN ISLAMABAD STAFF REPORT

Pakistan on Wednesday welcomed Saudi Arabia’s announcement on the end of the kingdom-led military operation in Yemen. “This will pave the way for a political solution of the crisis in Yemen,” Foreign Office spokeswoman Tasnim Aslam said in a statement, adding that Pakistan shared Saudi Arabia’s desire for a “peaceful settlement of the crisis”. The FO’s statement comes hours after the Saudi-led coalition announced an end to its operation in Yemen, saying the campaign had “successfully managed to thwart the threat” on the Saudi kingdom’s security. The allied army also claimed that it had achieved its military goals in Yemen, and would now begin a new operation called “Restoring Hope”, with a focus shifted towards security, counter-terrorism, aid and a political solution in Yemen.

Major General Bilal Akbar visited some of the polling stations to review the security arrangements. Rangers deputy DG Brigadier Imran Munawar, speaking at a meeting at the CM House, said the paramilitary force was present in all 213 polling stations. “We will keep a vigilant eye on every voter to ensure that the ballot papers are not taken out,” he said. According to sources, the Rangers DG and senior police officials, including the Sindh IGP Ghulam Hyder Jamali and Karachi Additional IG Ghulam Qadir Thebo will likely be making rounds at the polling stations today (Thursday). CCTV cameras have already been installed at all the polling stations while the Rangers have set up a monitoring room at the Central deputy commissioner’s office. pillion RiDing Ban: Meanwhile, reviewing the security situation of the city, Sindh Chief Minister Syed Qaim Ali Shah directed the home secretary to withdraw a ban on pillion ridding from other districts, keeping it imposed only in the district where the by-election is to be held. ouTHI rebels in Yemen on Wednesday demanded a complete end to attacks by a Saudi-led coalition and sought united Nations-sponsored talks, a day after the coalition declared an end to the first phase of its operations. “We demand, after a complete end to the aggression against Yemen and the lifting of the blockade, to resume political dialogue ... under the sponsorship of the united Nations,” Mohammed Abdulsalam, the spokesman for the Houthi rebels, said in a statement.Earlier on Wednesday, rival forces fought on in Yemen despite a declared halt to a Saudiled bombing campaign, showing how tough it may be to find a political solution to a war stirring animosities between rival Gulf powers Saudi Arabia and Iran. Tuesday’s announcement by Riyadh that it would end its campaign of air strikes against the Iranian-allied Houthis drew positive responses from both White House and Tehran, as well as fresh calls for peace talks and for urgent deliveries of humanitarian aid. But hours later, Houthi fighters captured the compound of an army brigade loyal to the government in Yemen’s central city of Taiz following

Palestinian teen’s name erased from israel memorial wall JERUSALEM AGENCIES

The name of a Palestinian teen burned alive by his Jewish kidnappers has been removed from a memorial to victims of terror attacks, an Israeli official said Wednesday, after family objections. Haim Pitoussi, spokesperson of the National Insurance Institute which administers the memorial wall in Jerusalem’s Mount Herzl national cemetery, confirmed that the name of Mohammed Abu Khder, 16, had been erased. Speaking to AFP on Tuesday after the inscription, his father, Hussein Abu Khder, said his son’s name had been placed on the memorial without the family’s consent. “I am Palestinian, not Israeli, even if I am a resident of east Jerusalem, and I do not want his name written next to that of Israeli soldiers,” he said. The wall is one of two – one bearing the names of fallen soldiers and the other those of victims of terror attacks. Israel was on Wednesday marking its annual day of remembrance for both groups, with official ceremonies being held across the country. Israel’s leaders were to attend central ceremonies at Mount Herzl. The commemoration for soldiers is at 08:00 GMT and that for civilians two hours later. Abu Khder was kidnapped from annexed east Jerusalem on July 2 and his burnt body was found hours later in a forest in the western part of the city. He was allegedly killed by three Jewish extremists in revenge weeks after the kidnap and murder of three Israeli teenagers by Palestinian militants in the southern West Bank. The three suspects are currently on trial at a court in Jerusalem. Although a number of Arab names are featured on the wall, it was believed to be the first time the name of a Palestinian killed by Jewish Israelis had been listed. The vast majority of the names are of Jewish Israelis killed in attacks carried out by Palestinian militants.

Yemen rebels demand comPlete end to attacks, seek talks heavy fighting. A Saudi air strike was conducted on the brigade headquarters shortly afterwards, residents said. The brigade, along with several other formations, had declared its loyalty to exiled president AbdRabbu Mansour Hadi, opening up a new front in the conflict against the Houthis. Militiamen in southern Yemen said late on Tuesday they would continue fighting the Houthis until they drove them out of the region, despite Saudi Arabia saying its month-old campaign against the Houthis had met its goals. Southerners and Houthis fought clashes on Wednesday around the southern town of Dalea, a hotbed of southern separatism which has changed hands several times in the conflict. “This front will not stop its fight until all the south is purified from the Houthis and pro-Saleh forces,” a statement by a group called the southern resistance movement said. “operation Restoring Hope”: The southern movement brings together southern civilians, former army officers and members of a southern secessionist movement to oppose the Houthis, who are fighting alongside troops loyal to former Yemeni president Ali Abdullah Saleh. Saleh himself welcomed Saudi Arabia’s announcement and called for the renewal of political dialogue, according to a statement on his

Twitter account. “We hope that everybody will return to dialogue to solve and treat all the issues,” Saleh, a powerful ally of the Houthis, said in the message, which was also posted on his Facebook page. Saudi Arabia said on Tuesday it was ending month-long air strikes against the Houthis, whose seizure of swathes of Yemen in recent months has stirred Saudi fears that Iran is acquiring decisive influence in a country Riyadh sees as its backyard. Residents said the capital Sanaa had had a quiet night, a respite from almost nightly raids since the campaign began on March 26. Saudi Arabia said a new phase called “operation Restoring Hope” would now begin in which political, diplomatic and military action would be combined but the main focus would be on the political process. Saudi Arabia’s leading role against the Houthis has turned Yemen into the latest theatre of a regional proxy conflict between the Gulf’s leading Sunni Muslim and Shia Muslim powers ─ a struggle also playing out in Syria, Lebanon and Iraq. SHortAGe of fooD: The conflict has also created desperate shortages of food and other supplies in Yemen, where sea and airports are closed. The World Health organization said on Tuesday that 944 people were reported killed and 3,487 wounded in

Yemen in the four weeks up to Friday. Houthi politburo member Mohammed al-Bukhaiti on Tuesday accused the united States of worsening a “siege” of the country by sending warships to the waters off Yemen. The united States said on Monday an aircraft carrier and guidedmissile cruiser had gone there to join seven other uS warships already in the area. The Pentagon said the ships were there to ensure freedom of navigation through the area, which is vital to oil shipping and controls approaches to the Red Sea and the Suez Canal. It said the ships were also watching a flotilla of Iranian

Radioactive drone found on Japan PM office roof TOKYO AGENCIES

A small drone bearing traces of radioactivity was found on the roof of the Japanese prime minister’s office Wednesday, apparently having been flown there, according to police and the media. Staff at the official residence — known as “the Kantei” — discovered the 50-centimetre (20inch) craft on top of the five-storey structure in central Tokyo mid-morning, according to a spokesman at the Tokyo Metropolitan Police. The four-propeller drone had what appeared to be a camera and a plastic container attached, the spokesperson said. Investigators detected very low levels of radiation from the container, which was marked to indicate it contained radioactive substances, Jiji Press and the Mainichi Shimbun said. The radioactivity, possibly from cesium, was too

low to pose any risk to human health, said national broadcaster NHK. Cesium was among the materials dispersed into the environment at Fukushima after nuclear reactors went into meltdown in the aftermath of the March 2011 tsunami. Aerial footage showed dozens of police officers swarming over the roof and helipad of the modern, glass-facade Kantei, with

the drone covered by a blue tarpaulin. The drone was later removed in a large plastic case. Investigators earlier suspected the machine was carrying a flare, but it later transpired this was a battery pack, reports said. cargo vessels that had approached Yemen. The uN Security Council has imposed an arms embargo on the Houthis, and the Saudi navy has imposed a naval blockade around the country. President Barack obama warned Iran on Tuesday not to send weapons to Yemen that could be used to threaten shipping traffic in the region. “What we’ve said to them is that, ‘If there are weapons delivered to factions within Yemen that could threaten navigation, that’s a problem,’” he said. Iran called for all sides in Yemen’s conflict to start negotiations, saying long-term peace was possible.

IRAQI FORCES FIGHT TO ROUT ISLAMIC STATE MILITANTS FROM RAMADI BAGHDAD: Iraqi security forces fought to rout Islamic State militants from the western city of Ramadi on Wednesday, slowly regaining some ground from the militant group, security and local officials said. The insurgents began encroaching on Ramadi two weeks ago and local officials warned it was about to fall, sending more than 100,000 people fleeing their homes in and around the provincial capital of Anbar. Security officials said Islamic State were being pushed back from sections near the military’s Anbar operation command but booby-traps, snipers and suicide attacks were hindering government troops from recapturing other areas they lost last week. “We’re engaged in tough guerrilla warfare in Ramadi,” said an Iraqi security officer whose unit is fighting in Ramadi. Speaking on condition of anonymity, he said the militants had dug tunnels between houses so they could carry out hit and run attacks. Anbar provincial council member Falih alEssawi said security forces were taking their time in advancing to avoid exposing themselves to sniper fire. AGENCIES

INDIA TAKES AL JAZEERA OFF AIR IN KASHMIR MAP ROW NEW DELHI AGENCIES

India’s government took Al Jazeera news channel off the air on Wednesday for five days after officials insisted it had repeatedly shown wrong maps of disputed Kashmir. Al Jazeera in India showed a blue screen on Wednesday with a sign saying “as instructed by the Ministry of Information and Broadcasting, this channel will not be available”. An official said the order was made earlier this month over the maps that showed parts of the Himalayan Kashmir region in Pakistan and in China ─ an extremely sensitive issue in India. “The ban has been imposed for five days and it was done on instructions of an inter-ministerial committee, who took cognisance of an incorrect map of India in which the channel showed parts of Kashmir in Pakistan and China,” the official told AFP on condition of anonymity. The

order comes amid a simmering censorship row in India over a series of recent bans that have sparked accusations of a growing climate of intolerance under Hindu nationalist Prime Minister Narendra Modi. They include a ban on screening a BBC documentary on the fatal gang-rape of a student that sparked mass protests in Delhi. Al Jazeera India bureau chief Anmol Saxena said the channel has “made representations to the ministry” and was hopeful of having the order revoked. According to local media reports, Al Jazeera breached India’s broadcasting code over the maps shown in 2014 and 2013, which on some occasions also did not include the Lakshadweep and Andaman islands. Kashmir is divided between India and Pakistan but both claim the whole of the region and have gone to war twice over its control since partition in 1947. New Delhi imposes tight restrictions on all printed maps, insisting

they show all of Kashmir as being part of India. The Indian government in 2011 ordered The Economist magazine to cover up a map of disputed borders in Kashmir. The news weekly placed white stickers over a diagram

of the borders on 28,000 copies on sale in India. “Eventually India might realise how idiotic this looks,” the magazine’s South Asia bureau chief Adam Roberts tweeted over the order against Al Jazeera.

Wattoo criticises government for contemplating sacking ETPB employees LAHORE: It has been established beyond any doubt that the Pakistan Peoples’ Party (PPP) provides jobs to the poor people and the Pakistan Muslim League-Nawaz government deprives them from their livelihood, said PPP Central Punjab President Manzoor Wattoo in a statement issued on Wednesday. He castigated the government for its reported contemplation of sacking of hundreds of lower grade employees of Evacuee Property Trust Board who were provided jobs by the PPP’s previous government. The federal government and Evacuee Trust Property Board Chairman Siddiqueul Farooq should desist from pursuing the policies of economic murder of the poor people based on trivial considerations of political victimisation, he added. He recalled that the PPP government under the premiership of Shaheed Benazir Bhutto recruited thousands of unemployed poor people in various government departments strictly according to rules regardless of political affiliations. ‘HANGMAN’ CONTINUES FOUR DEATH ROW CONVICTS HANGED ACROSS PROVINCE LAHORE STAFF REPORT

Four murder convicts were executed in prisons across Punjab early Wednesday morning. In Lahore’s Kot Lakhpat Jail, murder convicts Muhammed Rizwan and Moazzam Khan were hanged. As per regular procedure, security at the prison was

tight with no access to unauthorised persons. In 1995 Moazzam Khan had shot Nasir Iqbal dead in Lahore’s Misri Shah area. Rizwan on the other hand had fired and killed Seth Ayaz along with five other persons in 2006. An anti-terrorism court (ATC) in 2007 handed him the death sentence on five counts of murder. Mercy appeals for the stay of their executions were rejected. In Central Jail Bahawalpur, Nazir Ahmed was hanged for the murder of a friend in 2002. Zahid Hussain was hanged in Sahiwal after being handed the death sentence by an ATC for the murder of a police official in 2002. Executions across the country are on the increase following the lifting of the

moratorium on the death sentence, late last year. On Tuesday, 15 convicted murderers were hanged, the largest number of executions in a day since an unofficial moratorium on the death penalty was lifted in December last year. Tuesday’s executions have brought the number of people hanged in Pakistan since December to 95, the Justice Project Pakistan legal aid group said, citing media reports. Human rights groups say many convictions in Pakistan are highly unreliable. The country’s antiquated criminal justice system barely functions, torture has often been used to extract confessions and police are rarely trained in investigation.

Keeping out of Yemen

No military solution to a political conflict

A

fter nearly a month of ill-conceived airstrikes, Saudi Arabia has decided to call them off. What has forced the decision is a failure to stop the Houthis’ advance who have ensconced themselves in Aden after overrunning a number of provinces. Another factor behind the cessation of the strikes is the fear of reprisals in the form of suicide attacks inside the Kingdom as a reaction to the killings and the destruction of private properties and state installations in Yemen. With nearly half the Saudi army comprising Yemenis, and numerous others from the country working in Saudia, incidents of the sorts cannot be ruled out. Diplomatic pressure too seems to have played a role in the sudden decision to terminate the “Decisive Storm”. The Saudi government has meanwhile declared victory maintaining that the threat to Saudi Kingdom’s security has been terminated. The justification initially given for the operation was the restoration of the ‘legitimate’ government in Yemen. The deployment of Saudi National Guard indicates that the Kingdom is about to initiate a ground offensive. In case it does so, this would constitute a bigger folly. So far Saudi casualties have been insignificant. In any prolonged ground action these are bound to increase. The only way out is a ceasefire which can only be possible under the UN. UN Secretary General has already appointed a new envoy for Yemen who could supervise the ceasefire. Once there is peace in the country the presidential elections which were scheduled for March this year could be held under the UN. The new consensus government could call on the Houthis to return to their province. Prime Minister Nawaz Sharif needs to tell the Saudi King that there is no military solution to the Yemen conundrum which is political in nature and can only be resolved through talks. Seeking a military victory should not be made a matter of prestige. Saudi security requires peace in the region which can only be achieved through accommodation rather than an inflexible stand.

PML-N’s bad habit Keeping secrets

P

PP’S word of caution for PML-N – that important aspects about the Pak-China Economic Corridor be made public – was timely, not the last because the ruling party has made a habit of keeping parliament, and indeed the public, in the dark about crucial matters. It was the same only recently with the LNG debate. For some reason, the government is bent upon keeping the final pricing with the Qataris a well-guarded secret. In that they not only violate the spirit behind representative democratic government, but also insult opposition lawmakers and people in general, whom they don’t consider worthy of being kept in the loop. But the Corridor is a different cup of tea altogether. Mian sb will quickly find out that this is no LahoreIslamabad motorway; where he could play godfather to party loyalists lobbying for ‘improvements’ in the final approved route – no doubt so it could pass closer to their lands than the original blueprint. The Corridor is the bedrock of President Xi’s master-plan. And since the plan includes not only reorienting the Chinese working economic model, but also integrating the Middle Kingdom with everything all the way to Europe, it is essential for Beijing, to say the least, that there are no unforeseen lapses in its planning and execution. Also, since China has been such a good friend, especially now with the billions pouring in, it would not be prudent to leave a bitter aftertaste in President Xi’s mouth, that too owing to an uncommon peculiarity of the ruling N-league. The Peoples Party is right that PML-N has no right or justification for keeping such important matters secret. What could possibly be debated within the kitchen cabinet that cannot be shared with the Assembly or the people? Why does the government associate unnecessary controversy with such an important project? Instead of leading to more confrontation and another possible Kalabagh Dam scenario, the government is urged to bring the matter into the open and encourage debate. It would be unforgivable if the N-league’s bad habits embarrass Islamabad and affect a project that is bound to bring benefits to all across the region.

And bringing the warring sides to peace negotiations within the Muslim world. We have not just considerable military prowess but are, much to the chagrin of the west, a nuclear power — the only one in the Muslim world. We are an ideological state specifically carved out for Muslims. It is because of these facts and others that it would be safe to say that the rest of the Muslim world looks up to us. We are meant to be making peace within the Muslim world, not war. At a time when the Ummah needs less conflict, we can’t possibly think it would be right to actively contribute to it. What about that other emotional argument, the one that pulls at our hearts’ strings like no other? The one about the safety of the Holy Sites? I must say that even as I type this, I feel a sense of anger that even the remotest of possibilities to that end could arise. As, I am sure, most Muslims would. But better sense prevails in me. Because the Houthis, even according to their most fierce critics, haven’t expressed any desire to compromise the security of these sites. Even the prospect of their adventurism into Saudi soil is remote. Furthermore, Daesh (or ISIS, as it has come to be known) has actually, specifically expressed a most vile desire to destroy the Ka’aba itself. I don’t recall a similar plea to be made to Pakistan or other countries about the ISIS threat. Now that we are done with the emotional aspect, should we address rational self-interest? Firstly, I would like to say that the bit about the need for unity in the Muslim world also figures in the matrix of our self-interest. What is good for the Muslim world is good for us.

Irfan BukharI

A

mix of rational self-interest and an attempt to do-theright-thing. That is how states make their decisions. The proportions in this mix depend on the state in question and the regime that governs it. Mostly, the pragmatists win but several times, the moralists hold sway. Sending our boys to Yemen, I would like to argue, would serve neither purpose. Which aspect should I start with? How about the moral side first? This very recent state of affairs in Yemen — the country has been engaged in domestic strife since long — started out as a tribal affair and an insurgency. But, due to neighbouring countries taking sides and patronising proxies, this tribal war has metastasised into one with sectarian undertones. Do we really want any part in that? Pakistan is a significant nation

the whole point of having as painstakingly professional an army as ours was all about. Lastly, to paraphrase (with great liberty) the Trotsky quote, you may not be interested in sectarian conflict, but the sectarian conflict certainly is interested in you. As much as we might think the conflict is tribal (and it is) in the perceptual map of the people in Pakistan, lines are already being drawn on sectarian grounds. Its fallout back home could be disastrous. The Saudis have been our benefactors for a long period of time and far be it from me to suggest abandoning them. We haven’t. Back in the first Gulf War, when the Saudis were facing threats from Iraq, one Brigadier Jehangir Karamat (yes, the one you’re thinking of) was posted there with his men. We did our bit during the ‘79 siege of Makkah as well. And we would continue to do so in the future if there is an actual threat to Saudi Arabia. But to be involved in a war between Muslims is an exercise we should refuse to be a part of. The Prime Minister couldn’t have forgotten the Islamic Summit that he conducted in March, 1997. Crown Prince Abdullah of Saudi Arabia and President Rafsanjani of Iran came over. The former, then, invited the latter to visit his country. These weren’t good times between the two countries but Pakistan had a positive role in bringing the two countries together. We should continue on that front. Not anything else. Imaginary pressures facing Pakistan As if there was nothing left in his arsenal to lambast Pakistan military, Ahmed Rashid resorted to reviewing the books written by authors of his clan. He wrote a lengthy ‘treatise’ comprising more than 3,800 words punctuated with brief excerpts from books written by Aqil Shah, Ayesha Jalal, Mohsin Hamid and Nissid Hajari. They are on the same page so far as matter of putting military on the mat is concerned. In the very first para, Ahmed Rashid comes out with the sweeping statement: “No one should be surprised to read that in Pakistan the army has taken charge, established military courts, derailed democracy, brought television and other media under military control. Nor should one be surprised to learn that foreign policy and national security were being directly run by the army.” No one would agree with his assessment, especially with regard to ‘derailed democracy’, as at the present an elected government is in place; and the parliament is functioning. A few months ago, when an impression was conveyed that establishment was behind PTI and PAT sit-ins at Constitutional Avenue, a joint session of the Parliament was convened and all parties vowed to protect democracy. This instance is enough to rebut his charges. Referring to terror attack on Army Public School in which 140 students were killed, he wrote that military took the charge, as Prime Minister Nawaz Sharif was still inclined to hold negotiations with the terrorists. But why not to accept the eidetic reality that both civil and military leaderships are on the same page in this regard? The author tries to accuse the great leaders of creating false alarm, as over time founders of the nation have been proven right after break up of Pakistan in 1971 with India’s backing and training of Mukti Bahini guerrillas. Many books have been written, and even those Indian characters that were involved in training Mukti Bahini guerrillas and invading former East Pakistan have proudly acknowledged their involvement.

Secondly, do we know how long this war is going to be? What if it isn’t exactly a cakewalk as some are saying it will be, but turns out to be a long, drawn-out quagmire? What if it becomes our Vietnam? In his timeless history of the Peloponnesian war, Thucydides wrote: “Think, too, of the great part that is played by the unpredictable in war: think of it now, before you are actually committed to war. The longer a war lasts, the more things tend to depend on accidents. Neither you nor we can see into them: we have to abide their outcome in the dark. And when people are entering upon a war they do things the wrong way round. Action comes first, and it is only when they have already suffered that they begin to think.” A caution as relevant now as it was in 431 BC. Who knows what perils lie over in the hills of Yemen? By now we ought to know a thing or two about the difficulty of fighting a non-state actor in an unforgiving terrain, which segues on to my next point. We, in Pakistan, are in a state of war at the moment. Operation Zarbe-Azb rages on and that’s only talking about North Waziristan. And what about the other tribal agencies? Cleared they might have been by our officers and jawans, but the possibility of relapse is a very real one. The menace will keep coming back. We need vigilance for that and a fighting force ready when that vigilance informs us of the need for action. Furthermore, do keep in mind that we have a hostile, war-mongering government next door in India. Yes, the possibility of any adventurism on their part might be remote. But being prepared is what

To blame Pakistan and its army for creating and supporting various militant groups is not entirely true, as the US and the West are to blame in equal measure. The fact remains that the US and the West have been creating Frankenstein monsters of imperialism that later posed a serious threat to them as well as to the world at large. After Soviet forces landed in Afghanistan, the US and the West supported the jihadi groups and warlords to resist and to oust the Soviet forces from Afghanistan. When 9/11 events took place, Afghanistan was being dominated by the people who were earlier lauded as freedom fighters. The US and the West had supported the terrorist activities of Osama bin Laden who was their find and was projected as a legend that left luxurious life to fight the infidels. Since the publishing of Aqil Shah’s book, there have been many developments. America has appreciated Pakistan’s sacrifices in war on terror, and believes that Pakistan is conducting military operation without any distinction between good Taliban and bad Taliban. George Santayana had said: “History is a pack of lies about events that never happened told by people who weren’t there”. However, there is no dearth of oblique angle-vision writers who distort the history by giving a spin to the facts. Ahmed Rashid and other authors have often been creating doubts about the safety of Pakistani nukes, but the US and the West admit that Pakistani nukes are safe. In May 2011, then NATO Secretary General Anders Fogh Rasmussen had said he was confident Pakistan’s nuclear weapons were safe. MOHAMMAD JAMIL Islamabad

Ladies love to talk about prints of lawns and feel pride in owning phenomenally expensive dresses which may not be worth the price. MINAHIL SAQIB Lahore

Women empowerment Ever since the creation of Pakistan, women have played a considerable role in the development of the society. Broadly categorised, women in Pakistan can be classified as housewives and working women. The role of women in general varies with class, rural-urban divide and region. Despite rising awareness, women in Pakistan in general have been subject to sexism and misogyny at some point in their life: Pakistan being a patriarchal society. As per 2011 census, 49.9 of the total population represent women of working age; it is therefore essential for Pakistan to assure equal job opportunities to women, so as to assure the speedy development of Pakistan. For a progressive, prosperous Pakistan, it is essential to change the general perception of the society about women being subordinates to men. From Fatima Jinnah to Benazir Bhutto to Malala Yousafzai, women in Pakistan represent change in the sociopolitical dynamics of Pakistan. Let us not forget what Jinnah, the founder of Pakistan, said: “No nation can rise to the height of glory unless your women are side by side with you” It is therefore time the State takes all the necessary steps to assure gender parity and women empowerment. ITH Prime Minister Narendra Modi back from his European tour, he will need to consider whether he can afford to continue governing India with a home minister who is capable of derailing his policies while he is, figuratively, looking the other way. For this is what Rajnath Singh has almost managed to do with the notification he issued a fortnight ago that Kashmiri Pandits, who had been driven from their homes during the insurgency of 1989-94, would be resettled in demarcated zones of the Indian-held Kashmir (IHK) Valley in the near future. To understand how much damage he has done it is necessary to examine where IHK was headed before the notification and where it could be headed now. No matter to what one ascribes it, the 70% turnout in the IHK Valley in the December assembly elections showed that Kashmiris were fed up with boycotting elections and wanted to govern themselves instead of letting New Delhi’s local proxies continue to do so. But an equally emphatic vote in Jammu in favour of a national party, as distinct from a statecentred one, made government by a party that represented only half of the state close to impossible. That was the genesis of the BJP-PDP coalition, and it speaks volumes for the statesmanship of their leaders that the two parties persevered in the search to find common ground for almost three months till they finally found it. The coalition has opened up the prospect of an entirely different future for IHK and the Valley. Six years of successful joint rule will not only heal a 100-year-old Kashmir-Jammu divide, but undermine the communal suspicion and preju-

dice that underlies the quest for ‘Hindutva’. But it is attempting nothing less than a marriage of opposites, and so has aroused deep misgivings both in the BJP and civil society in IHK. In the Valley Mirwaiz Umar Farooq’s wing of the Hurriyat, the moderate one, is seriously affected, because its stated goals are closer to those of the PDP. It was therefore inevitable that members of its executive council would ask him to define an agenda for the movement that was appropriate to the changed circumstances. For reasons that are not entirely clear, the Mirwaiz did not immediately do so. This allowed a string of unforeseen events to take the issue out of his hands. Three developments have done this: The release of Masarat Alam from years on end of imprisonment without trial; Indian TV channels’ cynical use of this and every second statement or action of the new government to provoke a hyper-nationalistic reaction from its audiences, and Rajnath Singh’s notification about land for the Pandits. Alam’s release breathed new life into the pro-Pakistan Hurriyat (G) just when it too was facing marginalisation. The Indian media’s jingoistic reaction to it strengthened support for it, and the Union home ministry notification confirmed that the BJP had beat only a tactical retreat from its long-term goal of ‘saffronising’ the Valley. When a public meeting called to welcome Geelani on his return to the Valley after several months turned into an anti-Indian rally, complete with a few Pakistani flags, and the Mirwaiz still did not come out with an agenda for the moderates, the inevitable happened — more than half of his party defected to the Hurriyat (G). Since then political developments in IHK have acquired a momentum of their own. The re-arrest of Geelani and Alam, and the claim of the BJP in Jammu that ‘they got it done’, have gone some way towards discrediting

the PDP in the Valley, and put Ram Madhav and even Modi on the defensive within their own party. The subsequent death of a 25-year-old stone-thrower in Tral at the hands of the IHK Police and the CRPF has further strengthened the Hurriyat (G)’s claim to be the sole fighter for freedom in the Valley. The damage does not end there. The television coverage of Geelani’s reception and the Indian media’s over-reaction to the Pakistani flags raised by some demonstrators have revived the hope in Islamabad that Kashmiris are once again willing to resume their struggle for secession. Hafiz Saeed, the leader of the Jamaat-ud-Dawa and the Lashkar-e-Taiba, has not only issued another call for jihad but, more disturbingly, has claimed that his aims and those of the government are one. IHK chief minister Mufti Mohammad Sayeed has acted promptly to limit the damage, arresting the policemen who fired into the protesters in Tral and ordering an inquiry. But the boy who died cannot be brought back to life, and no amount of rationalisation will convince any Kashmiri, or anyone with an ounce of humanity in him, that the answer to stones is bullets. Knowing this, the Hurriyat (G) will raise more Pakistani flags and do its utmost to get some more stone-throwers killed. The fate of the coalition, and of the PDP in the Valley, will therefore depend largely upon its success in preventing a repeat of the Tral killing and focusing public attention on the issues that brought it to power — flood relief, responsive governance and economic development. It will also depend upon the BJP’s capacity to prevent its hawks from making common cause with TRP-hungry elements in the media to derail the new government before it has found its feet.

WORLD VIEW 09 behind beijing’s gifting spree to Pakistan HiNdustaN times Pakistan has, in recent years, felt constantly slighted by the world. The frequency and lethality of terrorist attacks have scared away visitors, including cricket teams — and its political and military leaders are no longer as cultivated by world powers as they used to be. The presence of Osama bin Laden on Pakistani soil was a severe breach with Western governments that is yet to be fully bridged. United States President Barack Obama avoided visiting Pakistan during both his trips to India, de-hyphenising the relationship in ways Islamabad may not have appreciated. But with its gift of geography, it is difficult to keep Pakistan away from the thick of global geopolitics. Sensing the opportunity, China has earnestly set out to compensate for the US’ tilt towards India. Chinese President Xi Jinping arrived in Pakistan this week, likening the trip to visiting the home of his own brother. And like a generous brother, Mr Xi arrived bearing significant gifts. The visit reportedly ‘finalised agreements or broke ground’ on $28 billion worth of infrastructure projects — out of total of $46 billion that Beijing is expected to invest in the country. The projects pertain to developing the China-Pakistan Economic Corridor, which will connect the Xinjiang province with the port of Gwadar, which Beijing has built, in the Arabian Sea. Chinese investments will improve Pakistan’s infrastructure by building road and rail networks, dams, pipelines and significantly scale up its power capacity adding 8,400 megawatts in due course. India has plenty of reasons to be concerned of these developments. Mr Xi’s Pakistan initiative points to Beijing’s urgency in pursuing its twin projects of the Silk Road Economic Belt and the 21st Century Maritime Silk Road. The former ‘focuses on bringing together China, Central Asia, Russia and Europe; linking China with the Persian Gulf and the Mediterranean through Central Asia and West Asia’ while the latter ‘is designed to go from China’s coast to Europe through the South China Sea and the Indian Ocean in one route, and from China’s coast through the South China Sea to the South Pacific in the other’. These are ambitious projects that are bound to transform global trade flows and extend China’s global influence, notwithstanding the military dominance of the US. India will keenly watch how this surge of Chinese interest will shape Pakistan’s behaviour in the neighbourhood. New Delhi will hope that Beijing consistently prods Islamabad to tackle extremism since that alone can assure durable, secure economic corridors. Indian policymakers have a lot of reflecting to do on the strategic effects of Mr Xi’s benevolence.

THE CLINTONIAN THEORY OF FOREIGN MONEY New Yorker AMY DAVIDSON

The Bill, Hillary & Chelsea Clinton Foundation has a new, shorter list of the foreign governments whose money it will take, the Wall Street Journal reported. This is unsatisfying for anyone who thinks that the number of names on that list should be zero, now that Hillary Clinton is running for President. If she wants to be a champion for ordinary Americans, as she said in a video released last weekend, why let one of the first stories after her announcement be that the foundation with her name on it takes checks from officials in other countries? The answer seems to lie in a certain conception of what corruption is, and isn’t. The choice of countries whose money is good is telling: the United Kingdom, Canada, Australia, Germany, the Netherlands, and Norway can all continue to give money, as they have been doing. The countries that, though they’ve given money in the past two years, will have to wrap up their business include Oman, Saudi Arabia, and the United Arab Emirates. Other non-approved past donor countries are Algeria, Brunei, the Dominican Republic, Italy, Kuwait, and Taiwan. The foundation’s statement on the change, on its Web site, does not specify the reasons that some made the cut and others didn’t. Perhaps the rationale is, as many press reports assumed, a guess about each country’s potential for controversy. Voters might not mind a picture of Bill hanging out with Crown Prince Haakon of Norway as much as one with the Sultan of Brunei. And there are particular reasons to avoid taking money from authoritarians, or states that ignore, say, women’s rights, which Clinton is making one of her signature issues. “British funds” in a headline does have a different ring from “Saudi cash.” But either could still be rendered as “foreign cash,” and that remains, at the very least, indecorous when one is running for President. Beyond appearances, the theory seems to be that nice countries, like nice, respectable, well-situated people, are not corrupt. For a transaction to be corrupt, from this perspective, one of the parties

has to be in some way marginal, whether financially, politically, socially, or ideologically. The Dutch are doing fine—they don’t need anything, and it’s inappropriate to question their generosity. The Clintons are doing well, too; Bill has earned more than a hundred million dollars in speaker fees, and the Clinton Foundation has taken in more than two billion dollars from various sources. They don’t need the Dutch. The very surfeit of money is taken as a guarantee of honesty. One could call it a Clintonian view, except that it is, increasingly, an American one. And yet even northern Europeans have policy priorities. So do billionaires who might otherwise be said to have everything; what donors want can be different from what, objectively, they might

need. It is wrong to ignore the way a world view, or simple access, can be bought and sold. This is true of campaign finance across the board, but there is something particularly disorienting about the size and geographic scope of the Clinton operation. And it is strange, going into the 2016 Presidential campaign, that Hillary Clinton isn’t more wary of that. Instead, the Clintons act as though the injustice of the second-guessing about the foundation’s finances—and the family’s own—is manifest. Every time there is a story about the foundation’s money, its spokesmen emphasize that it exceeds legal requirements for transparency. One change, with Hillary Clinton’s Presidential campaign, is that it will now release the names of its donors quarterly, rather

than annually; she is also stepping down from the board. A spokesman told the Journal, “By implementing this new, even stronger and more transparent policy, the Clinton Foundation is reinforcing its commitment to accountability while protecting programs that are improving the lives of millions of people around the world.” Attack the fund-raising, in other words, and you are attacking efforts to help the poor. Presented with a conflict, the Clintons just don’t seem to see why they should have to make a choice. A couple of weeks ago, the Times had a story about how Eaglevale Partners, the hedge fund co-founded by Chelsea Clinton’s husband, Marc Mezvinsky, had investors who were also supporters of the Clintons. The people

the paper spoke to emphasized that the amounts in question were not large, in terms of the fund, which managed four hundred million dollars—one person had put in a million, for example, suggesting, again, that people in the Clintons’ circles have lost track of what is a large or a small amount. And, the Times noted, “Clinton supporters also say there are more direct ways to cultivate favour with the family, such as giving to the foundation, where Chelsea Clinton is vice chairwoman, than by investing with a hedge fund that her husband co-founded.” There has long been a belief in American politics that a wealthy person who runs for office is more likely to be honest because bribes won’t tempt him—this is the Bloomberg model. What is distinct about the Clintons is that their wealth comes from such sources as speaking fees, book advances, and board memberships—that is, from trading in on their political aura and experience, if not simply selling access. That may be what Presidential retirement looks like. But it creates certain conceptual and ethical difficulties, and Hillary Clinton can’t ignore that. When Clinton served as Secretary of State, the foundation had a policy limiting foreign-government money to avoid conflicts, but there were plenty of gaps, and at least one case in which the rules were broken. (It involved Algeria, and the foundation said that it was an oversight.) Those limits were dropped when she left State, which was also when she added her name to the foundation. Because loopholes seem to matter, here are a few: under the new policy, foreign governments can still pay for their ministers to attend the Clinton Global Initiative; that costs twenty thousand dollars a person, and, again, the Clinton defence might be that, though this seems like significant money, it’s not, really, in the context of the CGI. And the rules have to do with government entities, not foreigners per se. Of course, the distinction between public officials and people with influence can be vague in some countries, including this one. Amy Davidson is a New Yorker staff writer. HE Silk Road Fund’s first overseas investment project is expected to demonstrate a new financing model that supports infrastructure construction and improves connectivity across the regions involved in the “Belt and Road Initiative”, experts said on Tuesday. The $40-billion Silk Road Fund, set up in December 2014, will inject capital in China Three Gorges South Asia Investment Ltd, a subsidiary of China Three Gorges Corp, to develop the Karot hydropower project on the Jhelum River in north-eastern Pakistan. The project will be funded through a mix of equity and loan investments, said a statement released on the website of the People’s Bank of China, the central bank. “The investment structure includes global investors and follows international standards, which means the project is feasible and can achieve mutual benefit and win-win results for partners,” Jin Qi, chairwoman of the Silk Road Fund Co Ltd, told China Daily in an exclusive interview. The infrastructure construction project, under the framework of the China-proposed Silk Road Economic Belt and the 21st Cen-

tury Maritime Silk Road initiative, is expected to ease electricity shortage in Pakistan and support its economic development, said Jin. “It also shows the fund’s attitude of being open and inclusive,” she said. The fund will take a stake in a subsidiary of China Three Gorges Corp’s Three Gorges South Asia Investment Ltd, which is jointly developing the hydropower station with Pakistan’s private power and infrastructure committee. It will also invest in other clean-energy projects in the South Asian region. The International Finance Corp, a member of the World Bank Group, is another shareholder in the Chinese construction company. The Silk Road Fund has also joined a consortium comprising the Export-Import Bank of China, China Development Bank and the IFC to provide loans. But the fund has not yet disclosed further information about the ownership ratio or amount of the loan. John Zhou, an economist at HSBC Holdings Plc, said that the fund’s investment structure was a balance between both opportunities and risks under the “Belt and Road Initiative”. “In terms of the equity investment, investors’ returns are more correlated with the performance of the projects, giving them every incentive to perform detailed due dili-

gence,” said Zhou. “For the recipient countries, direct equity investment is generally considered the most beneficial.” As for the loan, it needs to be serviced immediately and continuously, but the returns are more stable, he said. “But it is equity investment where the ‘Belt and Road Initiative’ will look to truly innovate by involving public and private investors, as well as international organizations’ old and new.” “The fund could become a model of public-private cooperation”, as the central bank Governor Zhou Xiaochuan has stressed that it will operate like a private equity fund but with a longer investment horizon, the HSBC economist said. The “Belt and Road Initiative” is expected to be a key part of China’s economic and overseas development plans for years to come and financial platforms will be important for supporting construction projects in the countries involved, said Zhang Xiaoqiang, vice-chairman of the China Center for International Educational Exchange, a government think tank. In addition, one of the major themes of the New Silk Road roadmap is the way it will integrate China’s financial market with the rest of Asia, he said. “The Silk Road Fund could develop cooperation with international financial institutions, such as the Asian Development Bank and the World Bank, as they have complementary advantages, to give financial support in the regions,” said Zhang.

Man arrested after ‘killing’ computer with handgun DENVER: Police in Colorado have cited a 37-year-old man for carrying his computer into an alley then shooting it eight times with a handgun after what authorities said had been a long battle with the uncooperative machine. Lucas Hinch was cited for discharging a firearm within city limits after officers responded to a “shots fired” call early on Monday evening, the Colorado Springs Police Department said in a statement. “Investigation revealed a resident was fed up with fighting his computer for the last several months,” said the statement, entitled “Man Kills His Computer.” “He took the computer into the back alley and fired eight shots into the computer with a handgun, effectively disabling it,” it added. Another study finds no link between vaccine, autism MIAMI: Yet another scientific study has found no link between autism and the vaccine against measles, mumps and rubella (MMR), even among high risk children, according to US research published Tuesday. The findings in the Journal of the American Medical Association (JAMA) are based on a study of about 95,000 youths. All those in the study had older siblings. Some of the elder children had autism and some did not. Since autism can run in families, researchers decided to look at whether vaccines could make autism even more likely in children who had siblings with autism. They found that vaccines had no effect on autism risk, whether or not a sibling in the family was diagnosed. AGENCIES

EW Zealand Prime Minister John Key publicly apologised Wednesday to a waitress who labelled him a “schoolyard bully” for repeatedly pulling her ponytail on visits to her cafe. As women’s groups expressed outrage, Key said he now realised his behaviour was inappropriate but insisted he was merely “horsing around”, not acting maliciously. “It was all in the context of a bit of banter that was going on,” he told TVNZ, saying he apologised and gave the woman two bottles of wine when he realised she had taken offence. The unnamed Auckland waitress recounted her story in an anonymous column on left-wing website thedailyblog.co.nz, saying the conservative leader’s actions reduced her to tears. She said Key persisted in tugging her hair on at least half a dozen separate occasions, even though she had clearly signalled her displeasure and once warned his security detail she would punch him if he continued. At one point, Key’s wife Bronagh told him “leave the poor girl alone”, the woman wrote, saying that the prime minister gave the impression “that he just didn’t care”.

“He was like the schoolyard bully tugging on the little girls’ hair trying to get a reaction, experiencing that feeling of power,” she said in the blog. The waitress said Key eventually got the message and stopped tormenting her in late March, telling her he had not realised how upset she was at his behaviour, which lasted for several months. “Really?! That was almost more offensive than the harassment itself,” she wrote. Key won a third term in office last year and is normally renowned for his political radar, enjoying 49 per cent support in opinion polls even after seven years in power. Quizzed on whether

The most powerful passports in the world British passports have been ranked the fourth most powerful passports in the world. This is according to research conducted by transport search comparison site GoEuro, which has ranked different passports based on cost, the number of hours work needed to acquire one, how long the document is valid for, and how many countries it provides visa-free entry to. Taking these factors into consideration, a British passport is one of the most useful passports in the world, allowing its holder to visit 174 countries visa-free at a cost of just £73. By comparison, the US passport allows entry to the same number of countries but costs £16 more. COuRTESy INdEPENdENT

Runaway train in Morocco as driver goes for coffee RABAT: A runaway Moroccan passenger train travelled for 1.5 kilometres (nearly a mile) without its driver who had gone for a coffee, reports said Tuesday. Monday’s incident happened when the driver of the Rabat-bound train got off at Kenitra station about 40 kilometres northeast of the capital, the Al-Massae daily said. The train, with 20 people on board, started rolling in the wrong direction before later coming to a halt on its own. Nobody on board the locomotive was hurt. The National Railways Office said an investigation was under way into the circumstances. AGENCIES

he had acted appropriately, the 53-year-old said he had visited the cafe for years and had a fun relationship with staff, including practical jokes. “It’s a very warm, friendly relationship. In that context you’d say yes, but if you look at it now, no,” he said. The row stirred a strong reaction on social media and was soon trending on Twitter under the hashtag #ponytailgate, with most criticising Key but some saying it would not affect his popularity ratings. The National Women’s Council said it was difficult for a female cafe worker to stand up to the prime minister and Key had “crossed the line” with his unwanted touching. “The fact that our prime minister has joined the list of people outed for sexism highlights how much sexism is part of our culture. And it starts at the top,” it said. Human Rights Commissioner Jackie Blue also weighed in saying: “It’s never okay to touch someone without their permission.” Green Party co-leader Metiria Turei described Key’s behaviour as “weird”, saying it was disrespectful towards the woman and her job. “New Zealanders know you can’t walk into a cafe and start tugging on someone’s hair, especially if they’ve told you they don’t like it,” she told reporters. “John Key should be held to the same standards as the rest of us.”

Facebook shifts Newsfeed, gives priority to friends WASHINGTON: Facebook has said it was reconfiguring its News Feed, in a move aimed at giving people more information about what is happening to “the friends you care about”. The world’s biggest social network unveiled changes which decrease reliance on “referral” traffic — or the sharing of news articles or other content. “The goal of News Feed is to show you the content that matters to you,” said a blog post by Facebook’s Max Eulenstein and Lauren Scissors. One of the key changes aims “to ensure that content posted directly by the friends you care about, such as photos, videos, status updates or links, will be higher up in News Feed so you are less likely to miss it,” the blog said. To make room, Facebook will push down items such as commentary on a news story or another person’s post. AGENCIES

Patients hospitalised on weekends risk more falls and infections A US lawyer has claimed that legalising gay marriage will cause an increase in abortions. In a post on the conservative Heritage Foundation’s Daily Signal, Gene Schaerr said that up to 900,000 children could be aborted “as a result of their mothers never marrying” and there being fewer available men. Unmarried women “according to all available data, have much higher abortion rates than married women,” said Schearr, who made headlines last year for defending Utah’s ban on same-sex marriage. “Institutionalising same-sex marriage poses an enormous risk of reduced opposite-sex marriage rates,” he wrote in last week’s editorial. Allowing gay couples to marry would, he said, “undermine some of the norms that encourage

heterosexual couples to marry.” These norms included monogamy, “biological bonding” and waiting until marriage to have children. Having children before married meant, Schaerr said, a man would be less likely to get involved in a girlfriend’s pregnancy. Schearr has filed an amicus brief on behalf of “100 scholars of marriage” to the Supreme Court asking judges not to recognise same-sex marriage as a constitutional right, the Washington Post reported. Despite his claims, marriage rates across the US have dropped, even in states where same-sex marriage is not legal. Now specialising in constitutional and appellate litigation, Schaerr used to be a clerk to the US Supreme Court Justice Antonin Scalia. COuRTESy INdEPENdENT

CALIFORNIA: Patients admitted to the hospital on weekends are more likely to get a preventable illness or injury during their stay than people admitted during the week, a large US study finds. Even after adjusting for patient characteristics, including the severity of the condition that brought them to the hospital, weekend admission was still linked with more than a 20 percent increased likelihood of hospital-acquired conditions when compared to weekday admissions, lead author Dr Frank Attenello, a researcher at the University of Southern California, said by email. Attenello and colleagues analyzed data from more than 350 million admissions from 2002 to 2010 and found that 16.7 million of these stays, or about 5 percent, resulted in at least one avoidable hospital-acquired condition. Falls were the most common complication, occurring in 14 million admissions and accounting for 85 percent of all hospital-acquired conditions. STAFF REPORT

‘Shariah compliant’ adult shop to open in Makkah NEWS DESK A “Shariah compliant” sex shop offering ‘sensual aids’ is reportedly set to open in Makkah. El Asira, which will stock ‘Islamically approved’ adult items, is due to open after the idea was reportedly approved by Saudi clerics. Owned by Abdelaziz Aouragh, who runs the establishment in Amsterdam, El Asira is known for its range of sensual oils. “The products we’re putting on the market have nothing to do with blow-up dolls or vibrators,” Aouragh told AFP. He added that “it’s not about the act of sex, it’s what’s going on around it. Our products increase the atmosphere and heighten feelings of sensuality.” With women’s freedoms severely restricted in Saudi Arabi, El Asira said it strives to lead to “more

admiration and love for women” by improving marital relationships. The website describes all its

products as ” Shariah compliant” and claimed they can “provide a deeper meaning to sexuality, sensu-

ality and even spirituality.” Everything sold online and in store has been deemed ‘halal’ and permissible according to Islamic law. “In Arabic culture, a woman is one of the pillars of our society. Because a man finds tranquility whenever he is with her. Because she is always ready to give advice when he consults her. And because of the love he receives as long as he admires and appreciates her,” said the website’s homepage. The website further added “all our products are maintaining the integrity, pure humanity and ethics inherent with the Shariah.” Launched in the Netherlands in 2010, the company specialises in sensual oils and is backed by German adult company Beate Uhse. It aims to put women on a pedestal without embarrassing them.

The show by Atif Aslam, who has a sizeable fan following in India, was cancelled after selling over 1,000 tickets, which the organisers said would be refunded to those who bought them. “We cannot proceed with the show after Shiv Sena opposed it. MALAIKA’S SON IS NOT AFFECTED BY HER ITEM SONGS

Actor-producer Malaika Arora Khan, who has changed the dynamics of item songs in Bollywood, says she enjoys dancing and her son doesn’t get affected by her work. Asked how her son Arhaan reacts to her dance numbers, she said: “He doesn’t get affected by my songs. He is too young. If he likes the song, he comes up and says that he liked it. For me, personally I think songs are part of the film and it’s fun to be a part of a song but it also depends on how it’s going to be publicised and picturised. I love it and every time I get the opportunity to be a part of something, I always say yes because I enjoy it,” added Malaika, who was blessed with Arhaan in 2002. The term item number may be looked at in a derogatory way in showbiz, but Malaika says she would like to call it a special song. “Unfortunately, people have made it a derogatory thing. I would call it as a special song. I hate the word item song,” the 39-year-old said. Now seen as one of the judges of a reality TV show, she says difference of opinion among judges is bound to be there.”We are three different people with three different mindsets, different mentalities so, there will be a difference of opinion while judging but, at the end of the day that’s fun. Why everyone is missing Ali Xeeshan in PSFW 2015 No drama or theatrics in a fashion show? Ali Xeeshan is one of the very few designers who leaves the ramp with a lasting impression. Known for his theatrics and glamming up fashion shows with his creative ideas, he has become one of the most sought after designers that people look forward to in a fashion show. He’s been given many names, a showman, a craftsman, a magician with remarkable creativity, and now this darling of the design world is the new bad boy of fashion. Known for his theatrics on stage and breathtaking aesthetic Ali has been the life of many fashion weeks. Whether you love him or hate him, you cannot ignore him. He is loud and he is proud of it. This is why it’s disappointing to see that he will be sitting PSFW 2015 out. With no drama or glamorous catwalks, there is certainly a gap felt in this years’ fashion show, The question on every one’s mind is where is Ali Xeeshan? He is very much here and will be spreading love on the red carpet, enjoying Frow-er status at the shows but we know of the unsavory incident that happened between Ali and a journalist last year which included a much talked about physical assault and required strict disciplinary action by the council against this good boy gone bad. Sometimes things hap-

pen in a moment but there is always history behind them. I felt I was cornered at the time of the incident, and if the Council feels it’s important to take some sort of action, I respect that. I cannot however sit and cry about it, I am planning to have a ball at PSFW even if I am not on the ramp. It is a blessing in disguise for me as well, as I have had a chance to analyze where

I am and where I want to be in the business of fashion. The international fashion world is my oyster and I am going to take it on’ There it is then. He is one designer that will make it back to the ramp with a bang, that’s one thing you can be sure of. With his future endeavours in place and exciting new projects, Ali Xeeshan is still going on strong. News desK

SABA QAMAR LASHES OUT AT MONEY LAUNDERING CHARGES

LAHORE: Pakistan television industry’s most sought after actress Saba Qamar has denied she is under investigation for money laundering after an Urdu newspaper made this claim on Tuesday. “If I were involved in any such matter I would have been behind bars by now. All my bank accounts are clean,” Saba told a local news outfit. Saba said her cousin informed her about the rumour. “I was at home when I heard about it. When something like this comes in the news it destroys you mentally.” It is unclear where the rumour originated. According to Saba an Urdu website by the name of Urdu Point was the first one to carry it while multiple news outlets claimed it was Urdu newspaper Jahaan Pakistan that broke the false news. Jahaan Pakistan had reported that Saba was allegedly involved in the smuggling of large sums of money for an official of the National Bank of Pakistan. It also insinuated that Saba was in a relationship with this bank official. “I don’t understand what people have against me. First the linkup with Hamza Ali Abbasi and now this – things like these destroy your image.” She added, “Consider this. If a nice family was thinking of getting me married to their son; today, those chances have been ruined just because of this rumor. It is already challenging for women to work in the entertainment industry and be accepted and then there are these allegations; honestly they leave no space for you to walk freely. Main tou do daafa bemaut hee maari gai (I died twice without actually dying).” Saba said there needs to be a law that prevents false news from spreading. “A TV anchor mentioned me and a few other actresses in his prime time show alleging we were involved in money laundering. It’s such a shame,” she added. When asked about Ayyan’s ongoing money laundering case, Saba said, “It’s not my place to comment on her. Why should I point my finger at her?” stAFF report

HE Pakistan Cricket Board (PCB) aims to sell off its affiliated regional teams to sponsors in a bid to improve its much maligned domestic structure and offer better pay incentives to domestic players. PCB chairman Shahryar Khan said the performances of the national team players in recent months was a cause of great concern. “It clearly indicates that we need to pay more attention to our domestic cricket and strengthen it so that we can produce better quality players,” he said after the annual meeting of the Governing Board of members yesterday. Pakistan cricket has been rocked after the national team lost in the first two ODIs against Bangladesh in Dhaka giving the hosts their first-ever ODI win over the green shirts in 16 years and their first ever ODI series win over Pakistan. The failure of the replacement players after the World Cup has raised concerns over the quality of domestic cricket. Shaharyar said the General body meeting was held after three years so that all the stakeholders could get a chance to put forward their perspectives. “One thing is obvious that with no international cricket team in Pakistan

we need to boost our domestic players with better pay packages and to improve standards we need to attract sponsorship for regional teams which are the backbone of our domestic structure,” he said. “If we can sell these regions to sponsors it will also improve status of the game in Pakistan. We will soon advertise to attract sponsors for the regional and district teams. “We have firms and investors lined up who want to sponsor regional and district teams and we need them at the moment. PCB can pay the regions and districts but we cannot pay them enough. If we can pull in the sponsors it will be a great help,” he added. Shaharyar said that the board needed to generate more money in absence of international cricket and reduced revenues as they have to play their home series at neutral venues. “But we are going to find corporate sponsors to invest heavily in domestic teams and also the national junior and A sides who need to be sent abroad regularly for exposure to upcoming players.” He also said merit needed to be given priority in selection of regional and district teams so that deserving performers are not sidelined. The PCB chief said representatives of the board will be directly involved in selection of regional and district teams and they were also plans to set up regional academies all over the country for which funds were needed.

Eden Hazard in same class as Lionel Messi and Cristiano Ronaldo: Zinedine Zidane Real Madrid icon Zinedine Zidane has revealed that he likes Chelsea’s attacking midfielder Eden Hazard as much as Lionel Messi and Cristiano Ronaldo. The Real assistant coach and France’s 1998 World Cup winner made the revelation in an interview with FIFA.com. Hazard recently signed a five-and-half year contract at Stamford Bridge. He has scored 13 times and produced eight assists to help Jose Mourinho’s side establish an 10-point lead at the Premier League summit. “There are players I keep an eye on and who I like a lot, like Lionel Messi and Cristiano Ronaldo, of course,” he said. “They’re fantastic players, but I like Eden Hazard a lot too. I enjoy everything he does on the pitch. “I like the way he carries himself, that decisive streak in him and the fact that he’s improving every year. He can still get better too, and I think he’s a big reason why Chelsea are on top of the table.” Hazard’s latest winning goal against Manchester United leaves Chelsea on the cusp of a first national title since 2010 with only six league games remaining. Kings XI Punjab edge past Rajasthan Royals via the Super Over after the match had finished in a tie in the Indian Premier League at Ahmedabad, on Tuesday (April 21). Both teams finished on identical scores of 191 for six in their 20 overs. Kings XI Punjab, who batted first in the Super Over, lost a wicket off the very first delivery when David Miller missed a full toss from Chris Morris and was leg before wicket for a duck. Shaun Marsh rallied his team with three consecutive boundaries as they posted 15 runs in the over. In reply, Rajasthan Royals also suffered an early blow when Mitchell Johnson bowled compatriot Shane Watson with a superb yorker off the very first delivery. Steven Smith then slashed a high full toss for a four but James Faulkner was run out off the third ball courtesy of some sharp glove work from wicketkeeper Wriddhiman Saha as Rajasthan Royals lasted just three deliveries to go down in a close finish. It was the sixth tied match in In-

The first tied match in Indian Premier League was played between Rajasthan Royals and Kolkata Knight Riders at Cape Town on April 23,2009 while the second tied match was played between Chennai Super Kings and Kings XI Punjab at Chennai on March 21,2010. RONNIE O’SULLIVAN SOCKS IT TO CRAIG STEADMAN AT CRUCIBLE SPORTS DESK Tournament favourite Ronnie O’Sullivan began his campaign against qualifier Craig Steadman and almost recorded a maximum break in the first frame, potting 13 reds and blacks but was unable to achieve a 147. O’Sullivan, who recently injured his foot, later suffered discomfort in the same area and began to play without shoes risking a fine by breaking the dress code. The Essex player borrowed some from tournament director Mike Ganley and capitalised on a number of errors from Steadman - especially

missing a series of blacks off their spots - to take a 7-2 lead into the third day. For the record, O’Sullivan rolled in 104, 61, 59, 54 and 75 to leave himself three frames short of victory when the players players resume at 10am (BST) on Wednesday morning. O’Sullivan is likely to face Matthew Stevens in a repeat of the 2012 semi-final after Stevens compiled a 7-2 overnight lead against fellow Welshman Mark Williams. Ding Junhui managed to put the disappointment of missing out on a maximum 147 break as he recovered from

Hastings potter Davis had led 4-0 on Monday afternoon before Ding found patches of his very best form to reel in the Englishman in sealing his spot in the last 16. Davis opened with a knock of 106 on Tuesday morning to move 5-3 clear, but there was real drama to come in the ninth frame as world number three Ding reached 97 and looked on the cusp of a maximum 147 break having potted 12 reds and 12 blacks.

EYMAR was the scourge of Paris Saint-Germain once again as Barcelona confirmed their place in the last four of the Champions League with a 2-0 victory over the French champions at the Nou Camp. The Catalans came into the contest boasting a commanding 3-1 advantage from the first leg and their progress was never in doubt as they eased to a 5-1 triumph on aggregate thanks to some clinical finishing from the Brazilian forward. The former Santos hot-shot got the hosts up and running on 14 minutes when he showed neat control to round Salvatore Sirigu and tuck home after Andres Iniesta had brought the crowd to its feet with an assist that saw him leave four defenders in his wake. PSG had hoped the return of Zlatan Ibrahimovic and Marco Verratti from suspension would give them an outside chance, but they rarely threatened as the hosts controlled the proceedings without ever nearing top gear. A second goal was inevitable and it duly arrived from Neymar once more as he took his tally to five in four matches against the French side this season with

a well-placed header from Dani Alves’ cross. Barcelona continued to dictate the play in the second period but couldn’t add to their margin of victory. Paris Saint-Germain barely threatened with Verratti flashing their best effort wide from 20 yards as they bowed out with whimper. KEY STATS: Neymar has scored in all four CL appearances against PSG, netting five times in total. This was Barcelona’s 100th CL home match: W70D21-L9. Barcelona have won eight Champions League games in a row, just one victory behind their best run in the competition (9 in February 2003). Barcelona have lost just one of their last 13 European games against French clubs (W8 D4). No player has registered more assists in the Champions League this season than Iniesta (4) this season. Neymar is the second Brazilian to score 10+ goals in the CL & Copa Libertadores after Mario Jardel (25 CL, 16 Copa Lib).

Xavi played a record 148th match in the CL; a record 53rd match in CL KO phase and a record 170th match in all European cups. TALKING POINT: Can anyone stop Barca? The Catalan side are now just two matches away from a fourth final appearance in 10 years and with the front three of Suarez, Messi and Neymar they are capable of demolishing anyone on their day. The triumvirate have netted 95 goals between them so far this term and with that firepower no-one will want to face Luis Enrique’s men in the last four. MAN OF THE MATCH: Neymar (Barcelona). Took both of his goals with aplomb to leave PSG sick of the sight of him. PLAYER RATINGS BARCELONA: Ter Stegen 6, Alves 7, Piqué 7, Mascherano 7, Alba 7, Busquets 7, Rakitić 7, Iniesta 8, Messi 6, Suárez 6, Neymar 8. Subs: Xavi 7, Sergi Roberto 6, Pedro 6. Lionel Messi says he is not the kind of person who goes round screaming and shouting in the dressing room prior to a match. Speaking in an exclusive interview, Messi told of the way he prepares for each game and how he relaxes afterwards. “I start preparations much like the rest of the squad, after the previous match has finished,” he maintained. “We talk about what we did well and what we can improve on. We play lots of games in a short space of time so it’s important to always look forwards and never backwards in football. “Before a game it’s similar to how I am at training. I don’t have any ritual. I just put on whatever item of clothing is nearest to me. “I’m not the sort of person who goes around screaming and shouting before a game either. I prefer to remain calm, with my own thoughts, and think of some situations that I’m likely to face in the game. BLANC SAYS BARCELONA DESERVED TO QUALIFY: Paris Saint-Germain head coach Laurent Blanc admitted that his side were powerless to challenge the quality of Barcelona in their UEFA Champions League quarter. “I like to imagine things, like the opposing defenders and what might happen, and obviously in your imagination it always turns out for the best. “Afterwards I usually go home to spend time with my family, son and the people closest to me. That’s just me, really. I don’t play any other sports. I enjoy following them on TV but that’s about it. “Sometimes I play FIFA on the PlayStation against my Barca or Argentina teammates, which is always enjoyable, but I wouldn’t say I’m king because there are a few that are pretty good. “The time I go to sleep varies. If it’s been a busy day with a heavy training session and I feel tired, then it’ll be earlier. As a general rule me, my partner and the little one don’t have a set time to go to sleep. “I find it easiest to drift off with the TV in the background. The noise helps me relax,” he disclosed. Milne blow for Royal Challengers

Adam Milne, the Royal Challengers Bangalore fast bowler, has been ruled out for the current IPL season. He has been replaced by Karnataka left-arm seamer S Aravind. Bought by Royal Challengers in the February auction for Rs 70 lakh (approx. $1,11,000), Milne suffered a heel injury during the World Cup due to which he missed New Zealand’s last two matches. Along with Mitchell Starc, he was expected to form the core of the Royal Challengers attack but did not feature in any games this season. His replacement, Aravind, was part of the Royal Challengers set-up in the 2011 and 2012 seasons during which he took 27 wickets from 20 matches. He was Royal Challengers’ leading wicket-taker in the 2011 season. SPORTS DESK

Bayern Munich thrash Porto to storm into the semi-finals BAYERN MUNICH 6 (THIAGO 14, BOATENG 22, LEWANDOWSKI 27, 40, MUELLER 36, ALONSO 88) PORTO 1 (MARTINEZ 73) SPORTS DESK Bayern Munich made a mockery of any Champions League elimination fears with a 6-1 win over Porto at the Allianz Arena, taking them into the Champions League semi-finals 7-4 on aggregate. Bayern’s first five goals came in a dazzling 28 minute first-half spell that killed off Porto’s hopes and put the German champions in total control of the tie. Thiago Alcantara opened the scoring after 14 minutes with a close-range header after Juan Bernat’s outstanding cross before Jerome Boateng nodded in to put the home side ahead on away goals. Robert Lewandowski made it three just five minutes later after

heading in a sensational volleyed assist from Mueller, before the German forward got on the scoresheet with a deflected strike from 25 yards. Lewandowski added the fifth with a low drilled shot across goalkeeper Fabiano to end any doubts just before half-time, leaving the sides to play out an almost meaningless second period. Porto striker Jackson Martinez did pull one back with 17 minutes to go, nodding into an empty net, but a late red card for Mercano and Xabi Alonso’s goal from the resulting free-kick wrapped up a hugely dominant win for Pep Guardiola’s side. KEY MOMENTS 13’ – GOAL! Bayern Munich 1-0 Porto. Thiago has given Bayern

the early goal they were desperate for. Goetze combines with Bernat on the left before the full-back drops a beautiful cross in for Thiago to head firmly past Fabiano. 22’ – GOAL! Bayern Munich 2-0 Porto. Bayern win a corner on the right which is fired to the farpost for Badstuber to head back across the box. The defender picks out Jerome Boateng who nods down, just inside the post. It’s only taken 22 minutes and as it stands Bayern are going through! 27’ – GOAL! Bayern Munich 3-0 Porto. Lahm has been outstanding on the right wing and he gets another great cross into the box. Mueller is on hand to flick an outstanding volleyed lay-off to Lewandowski who powers a header

in. The home side are on fire. 35’ – GOAL! Bayern Munich 4-0 Porto. This really is Bayern’s night. It really, really is. Thomas Mueller goes for an optimistic one from almost 30 yards out and the shot skims off the studs of Porto defender Bruno Martins Indi, completely wrong-footing Fabiano and trickling in. 39’ – GOAL! Bayern Munich 5-0 Porto. It’s another goal for Bayern and another for Lewandowski. Remarkable. Thomas Mueller holds the ball up well before dragging it back for his Polish teammate with an excellent lay-off. Lewandowski is allowed three touches to control it before firing a low strike across Fabiano and in. 73’ - GOAL! Bayern Munich 5-1 Porto. Hmm. It isn’t likely to count for much but Jackson Martinez closes the aggregate score down to 6-4 with a close-range header from Herrera’s cross. He

must be close to being offside but the goal stands. 87’ - RED CARD! Mercano is sent off for sliding challenge, knee first on Thiago, which earns him his second yellow card. With him go any lingering hopes that Porto had. 88’ - GOAL! Bayern Munich 6-1 Porto. And that really is that. Xabi Alonso, who had a freekick from almost exactly the same place 15 minutes ago, 25 yards from goal, curls it in beautifully this time to round off Bayern’s win. KEY STATS This was Porto’s first defeat in the Champions League this season after six wins and three draws so far. Bayern Munich have scored more goals in the Champions League than any other side this season (30). TALKING POINT Just how many could Bayern have scored if they needed more? This was supposed to be tough but

they crushed Julen Lopetegui’s side in the first-half to turn the tie around. They were without wingers Arjen Robben and Franck Ribery but still managed to find goals right across their team. MAN OF THE MATCH Thiago Alcantara (Bayern Munich): You could make a good case for almost any of Bayern’s forward-thinking players but Thiago got the ball rolling with an excellent early header and then drove Bayern towards a stunning win with quick, penetrative passing. rest in peace pakistan cricket! Parliamentarians BANGLADESH WHITEWASH PAKISTAN 3-0 TO MAKE HISTORY

s

SPORTS DESK

OUMYA Sarkar blasted a maiden ODI hundred and put on 145 with Tamim Iqbal as Bangladesh wrapped up a 3-0 series whitewash in emphatic fashion. They won by eight wickets, with more than 10 overs to spare, but such a margin was only possible because of a spectacular collapse from Pakistan. Azhar Ali’s 101, the first ODI century by a Pakistan captain in nearly five years, and his stands of 91 and 98 with Sami Aslam and Haris Sohail had taken Pakistan to 203 for 2 in the 39th over. They looked all set for a dash to a 300plus total, but they lost their last eight wickets for 47 runs and set a distinctly below-par target of 251. If it was going to test Bangladesh, they would need to lose early wickets, and Tamim seemed determined not to let that happen. Even as Sarkar picked up four fours in the first four overs, Tamim played watchfully, defending Mohammad Hafeez - who took the new ball upon his return from a bowling suspension - with a resolutely straight bat and shouldering arms to the first three balls he received from Umar Gul. He put away the bad balls, but had only played six scoring shots in scoring 12 off his first 25 balls. By that time Sarkar had raced to 33 off 35, and Bangladesh were a solid 48 for 0 in 10 overs. By the end of the 17th over, the score had swelled to 86. Hafeez returned to the attack, and spun one sharply away from Sarkar to find the edge of his defensively thrust bat, only for Mohammad Rizwan - who had taken the gloves after Pakistan left out Sarfraz Ahmed - to put down the chance behind the stumps. Sarkar had added four more runs to his score and moved to 52

Scoreboard

when he pressed forward to the leftarm spinner Zulfiqar Babar and inside-edged him onto his pad. The ball bounced over Aslam’s head at short leg - he got both hands to it but couldn’t hold on. As if to drive home the importance of those two misses, both batsmen hit sixes off the next over, Sarkar launching Hafeez over longon and Tamim over cover. Over the next three overs Bangladesh pressed home their point further. Babar gave away five fours, including a paddle sweep that took Tamim to his fifty, and in between Sarkar ran down the track to Junaid Khan and clouted him over his head. Junaid went for 27 in his first four overs, but brought Pakistan a small measure of relief with two wickets in two overs. He seamed one into the left-handed Tamim to ping his pad right in front of off stump, and jagged one into the right-handed Mahmudullah to bowl him through the gate. It was only momentary respite. Mushfiqur Rahim, who has been in sublime form since the start of the World Cup, dabbed the third ball of Junaid’s next over cleverly past slip, and Sarkar ended the over with two flat-batted fours down the ground. There was little left in it for

Pakistan, and Azhar brought himself on to bowl the 34th over, and deliver the long-hop that Sarkar clumped over deep midwicket to bring up his first ODI century. It wasn’t long before Sarkar would go up to receive the man of the match award, with his pads still on. For the first 40 overs of the match it had been Azhar’s turn to hog the limelight with his own maiden hundred. For that duration Pakistan had shown promise for the future. Aslam, the 19-year-old opener, made 45 on his ODI debut, driving through the covers with a fluent, left-handed flourish and pulling confidently when the bowlers dropped short. Replacing Sarfraz, Aslam barely put a foot wrong in his 50-ball innings before a sharply bouncing offbreak from Nasir Hossain brushed his bottom thumb through to the keeper. Haris, who came in after Hafeez had slogged all around an Arafat Sunny arm ball, picked up most of his runs through nudges and nurdles off his pads, but he also stepped down the track and struck the spinners for two heart-in-the-mouth sixes - one just out of reach of deep midwicket, one just out of reach of long-on. Azhar’s innings showcased the same strengths he has displayed

right through this series. He put away the short balls with clinical placement, easily finding the gap between point and third man with his square cut. Perhaps more importantly, he rotated the strike well, failing to score off only 49 out of 112 balls. It’s been a trend right through the series.

Misbah urges fans to be patient SPORTS DESK Misbah-ul-Haq, who retired from one-day cricket after the World Cup last month, said fans must put up with defeats as the side rebuilds. “If we want to give a new look to the one-day team then this defeat will have to be tolerated,” Misbah said. “All the changes we have seen will have an impact on the team, with some new players coming and some making a comeback.” Veteran all-rounder Shahid Afridi also quit ODIs after the World Cup, while batsman Younis Khan, opener Ahmed Shehzad and Umar Akmal were dropped following belowpar performances at the tournament. Misbah, who was replaced by Azhar Ali as one-day captain, said the new team would take time to settle. “If we have decided to build the team for the future then we have to back all these new players and have to give them confidence,” said Misbah. “If we don’t panic and give this team some time it will mature within the next two years, so we must not look at the results.” Misbah, who will lead the Test side against Bangladesh, said the hosts are always a tricky prospect on their own turf. criticise Pakistan cricket

ISLAMABAD: Pakistan suffered a humiliating ODI series defeat at the hands of Bangladesh and will try to save face by securing a win in the third and final match which will be played on Wednesday. The performance of the team has been the subject of severe criticism by former players who have termed this as the ‘lowest point’ in the country’s cricketing history. Even Parliamentarians have started weighing in with National Assembly Opposition Leader Khursheed Shah calling for an overhaul in the Pakistan Cricket Board (PCB) and demanding that a professional be appointed chairman. “People should be changed and professionals be brought in,” Shah said during the NA session on Wednesday. MNA Sheikh Rohail Asghar was critical of Minister for Inter-Provincial Cricket Riaz Hussain Pirzada saying that he was a failure in his ministry and thus he could not say anything about cricket. Mr Asghar asked if people in the PCB had any experience of sport. “I just want to ask him (Pirzada) if the present PCB board has any experience with cricket…What was the record of the chief selector during his playing days?” Minister for Inter-Provincial Coordination, Riaz Hussain Pirzada informed the House that the performance of the team was reflective of the lack of infrastructure, facilities and absence of international cricket in Pakistan. Mr Pirzada said steps were being taken to improve cricket and a new selection committee had been appointed by the PCB along with a new ODI captain. The minister added that the team was ranked third in T20, fourth in Test cricket and seventh in ODIs. “Those asking these questions should consider that Bangladesh has a better structure. Bangladesh in the last two matches has played professionally while we have not played as a team,” Pirzada said. Former Federal Minister Ijaz Jhakrani said people in the country loved cricket and it was unacceptable that the PCB was an independent institution. “The minister should call Shahryar Khan and hold him accountable for the World Cup.” The criticism has been acknowledged by the team’s coach Waqar Younis who has accepted that there are problems. “I accept what the critics are saying. Pakistan cricket is facing problems,” Waqar said on Monday. “We need to change the way we play cricket. We have been playing defensive cricket for too long; it will take time to get out of this (mindset),” Waqar added. aGeNcieS
